This study examines dimensions of fraud diamond against the intention of financial fraud in village fund allocation. Based on fraud diamond theory that is used in public organizations, especially in the management of village funds. This study also includes religiosity as a factor that can moderate the effect of pressure, opportunity, rationality and capability on fraudulent intentions in the Village Fund Allocation. The research sample is selected purposively: the Technical Implementer of Village Financial Management (PTPKD) or village officials responsible for managing village funds in the Special Region of Yogyakarta. The data collection technique using a questionnaire to answer the dimensions of the fraud diamond, namely pressure, opportunity, rationality, and capability, as well as the variables of religiosity and fraud intention. Based on the test results, pressure and weak internal control system had a positive and significant effect on the fraud intention. Meanwhile, religiosity harms fraud intention in village fund allocation. The results also show that religiosity reduces pressure and a weak internal control system intends to allocate village funds fraudulently. This study explains that the village-level government officer as an agent takes actions that want to benefit themselves, whilst they are given the authority to manage financial allocation given from the central government. This behaviour occurred because of pressure, opportunity, rationalization and capability. This research provides insights and ways to control fraudulent behaviour in village fund allocations when the factors that cause fraudulent intentions in village fund allocations are known. The subject of this research is the formation of the higher command personnel of the foreign order regiments in 1654. The article examines the details of the biographies of 37 commanders of the foreign order regiments that existed by the beginning of the Russo-Polish War of 1654–1667, namely their origin in Russia, foreign service experience, production in the ranks, ethnic composition, attitude towards Orthodoxy, army allocation in the campaign of 1654, and share of troops they led in the chief armies. The work is based on the wide array of documentary materials of IInozemsky Prikaz (Office for the Affairs of the Foreigners) and Posolsky Prikaz (Ambassadorial Office); some of the materials are newly introduced to the scientific discourse. This article is first to explore the biographies of majority of commanders of foreign order regiments in 1654. Analysis is conducted on their origin, production in the Russian prior to the Russo-Polish War, participation in the campaign of 1654, ethnic composition, confession; classification is offered based on the service experience in Western European countries. The analysis of officer “services” acknowledges that the foreign order regiments in the chief armies were led by the most competent newcomer foreigners with the Western European military experience. The young Russian officers service led by the experienced foreigners became a pivotal stage in the formation of the national officer corps.

Each job field (branch) in the Army requires a unique set of skills and talents of the officers assigned. Officers who demonstrate the required skills are often more successful in their assigned branch. To better understand how success is described across branches, research was conducted using text mining and text analysis of a data set of Officer Evaluation Reports (OERs). This research looked for common trends and discrepancies across varying branches and like groups of branches by analyzing the narrative portion of OERs. Text analysis methods examined words and bigrams commonly used to describe varying degrees of performance by officers. Topic modeling using Latent Dirichlet Allocation (LDA) was also conducted on top rated narratives to investigate trends and discrepancies in clustering narratives. Findings show that qualitative narratives for the top two performance designations fail to differentiate between officers’ varying levels of performance regardless of branch.

In the present time, there are lot of web and software developer who provides different types of databased and online system to ease the burden of the different supply officer’s/inventory officers of different companies and government sectors but Cagayan State University is one of the big universities that remained inventory management in a manual way. This study together with the development of SEIMTMS was conducted to innovate the current system used and to abolish the difficulties and challenges encountered by the Supply Office staffs in inventory management, record keeping, monitoring and tracking, and report generation. Classification and clustering techniques were utilized to produce information and comprehensive decision support reports that aids the Supply Officer and University administration on decision- making and budget allocation. Furthermore, the system used Clustering technique together with MFP algorithm to forecast the frequently purchased supplies and frequently repaired equipment. These decision support reports are essential for Office Heads in identifying items to be purchased for a particular quarter. With the use of ISO/IEC 25010:2011 Software Quality Standards, the system was evaluated by IT Experts with a mean 4.67, qualitatively described as “very graet extent”.

Purpose – The purpose of this paper is to develop a methodology for automatically determining the optimal allocation of police officers in accordance with the division and organization of labor. Design/methodology/approach – The problem is defined as the problem of the goal programming for which the mathematical model of mixed integer programming was developed. In modeling of the scheduling problem the approach police officer/scheme, based on predefined scheduling patterns, was used. The approach is applied to real data of a police station in Bosnia and Herzegovina. Findings – This study indicates that the determination of monthly scheduling policemen is complex and challenging problem, which is usually performed without the aid of software (self-rostering), and that it can be significantly facilitated by the introduction of scheduling optimization approach. Research limitations/implications – The developed mathematical model, in its current form, can directly be applied only to the scheduling of police officers at police stations which have the same or a similar organization of work. Practical implications – Optimization of scheduling significantly reduces the time to obtain a monthly schedule. In addition, it allows the police stations to experiment with different forms of organization work of police officers and to obtain an optimal schedule for each of them in a short time. Originality/value – The problem of optimal scheduling of employees is often resolved in other fields. To the authors knowledge, this is the first time that the approach of goal programming is applied in the field of policing.

Purpose Given the importance of style allocation strategy under the outsourced chief investment officer (OCIO) structure, the authors examine the validity of style allocation strategies in the Korean stock market. The authors find that external investment agencies can improve performance by using newly suggested investment styles such as high dividend yield and low volatility as well as traditional styles. In addition, the authors find that the style combination strategies create economically large and statistically significant returns. Finally, empirical results indicate that factor timing strategies suggested in this study can improve the reward-to-risk ratio. In sum, the empirical findings indicate that external investment agencies under the OCIO structure can improve performance using active style allocation strategies.

Police in-vehicle technologies especially mobile computer terminals (MCTs) are the major cause of motor vehicle crashes for law enforcement officers. Previous studies have found several usability issues with the design of MCT interfaces. The objective of this study was to develop an algorithm for classification of MCT interface usability based on a combination of officer performance, visual attention allocation, and subjective measures. It was found that speed deviation, secondary task completion time, off-road fixation frequency and glance duration are informative features that associate with MCT usability. The developed algorithm has the potential to be used in MCT design and development process to ensure efficient interaction in multi-tasking situations of driving and using the MCT.

This study is a multi-level assessment of community-based Violence Against Women (VAW) desks status: (1) VAW system (policies and legislation); (2) entity (VAW desk setup), and (3) individual (VAW desk officers) levels’ capacities in Calamba City, Laguna, Philippines. Data were gathered through a survey of 105 VAW desk officers and key informant interviews of five local officials. In addition, document reviews of national and local policies and reports on VAW were also employed in this study. Findings suggested that policies on establishing barangay-level VAW desks were properly enforced in Calamba City. However, the research results also showed a lack of equipment and resources to address VAW cases properly. In addition, VAW desk officers’ age and educational background limit their capacity to implement their responsibilities effectively, for there are no clear qualifications needed to be a desk officer. There is also no clear local system on the orientation of roles and responsibilities of the desk officers. Thus, the following recommendations: (1) national or local policy amendment to include the basic qualifications of desk officers; (2) maximize the role of the local group of desk officers in capacity-building and advocacy while partnering with civil society; (3) proper fund allocation of the city to ensure full functionality of VAW desks; and (4) strengthen feedback system and enforcement of rewards and penalties to motivate proper functioning of the desk offices. The paper contributes to local governance perspectives, specifically on multi-level coordination, to effectively address VAW and provide gender and development (GAD) support services.

The paper is devoted to studying the phenomenon of the hereditary military dynasties in the officer corps of the Russian army units in Siberia during the 18th century and up to the turn of the 18th – 19th centuries. This phenomenon correlates with the point of view, existing in modern historiography, regarding the allocation of the “military estate” in the social structure of the Russian empire. It is concluded that in Siberia, where there was almost no hereditary nobility, representatives of such officer dynasties could count on increasing their social status and achieving a privileged position. However, it is precisely for this reason that they should not be combined with ordinary military personnel within the general category of “military estate”.

We investigate the implications of providing loan officers with a nonlinear compensation structure that rewards loan volume and penalizes poor performance. Using a unique data set provided by a large international commercial bank, we examine the main activities that loan officers perform: loan prospecting, screening, and monitoring. We find that when loan officers are at risk of losing their bonuses, they increase prospecting and monitoring. We further show that loan officers adjust their behavior more toward the end of the month when bonus payments are approaching. These effects are more pronounced for loan officers with longer tenures at the bank.

Community supervision agencies commonly use resource allocation models to identify the amount of monitoring and treatment to provide individuals under supervision. The risk-needs-responsivity model guides these decisions, suggesting the level of supervision should align with one’s risk level, with fewer services provided to those at a lower risk of recidivism. However, probation officers often operate under a risk management model with perceptions of risk guiding decisions. Using qualitative data, the current study examined the implementation of a telephone monitoring system for low risk offenders. This research explored (a) probation staff perceptions of telephone monitoring, (b) probation staff adaptations of telephone monitoring, and (c) individual and external influences related to telephone supervision use. Findings suggest officer perceptions of risk and liability affect use of telephone supervision for low risk probationers. Results highlight challenges associated with implementing the risk principle given tendencies to oversupervise as a means to protect public safety.

Learning resources are important because they are utilized as the primary source of information for teachers and students during lessons. The study objective was, to explore the criteria determining equitable distribution of learning resources in public secondary schools. The study used a sequential explanatory mixed research design and was conducted in Misungwi district. The study used Purposive, stratified and simple random sampling to sample 78 respondents out of 718, in public secondary school teachers, Heads of Schools, Ward Education Officers, Ward Executive Officers and District Secondary Education Officer. Qualitative data obtained were analyzed thematically and described using words while quantitative data were analyzed using SPSS version 20.The study findings highlight that while there is a prevailing belief in the importance of the number of the students as a major criterion for learning resource distribution, the practical allocation process does not consistently align with this criterion. Challenges of resource inadequacy and delays reveal a mismatch between intended and actual distribution of leaning resources practices. Additionally, the study emphasizes the significance of factors such as school needs, community engagement, and transparency in influencing distribution decisions.

A specialist in forensic medicine has a dual role in Sri Lanka. These are conducting autopsies on death and the medico-legal examination of living cases of physical and sexual assault, poisoning or alcohol intoxication, etc. To deliver a quality-assured forensic service human resources play a pivotal role. The present workforce of a medico-legal unit consists of a specialist in forensic medicine, a medical officer medico-legal, a development officer, a morgue assistant, and a female healthcare assistant. Due to the lack of necessary professional skills among non-medical staff members and the lack of proper job descriptions for the non-medical staff members some pivotal functions in the medico-legal unit are handled by the less qualified staff members. We suggest that the relevant professional bodies in collaboration with ministries, develop standardized job descriptions and allocation of roles for non-medical staff members across the medico-legal units in the country so that the institutions and all the stakeholders adhere to the duties specified to improve the desired quality of the medico-legal unit.

Purpose: This paper presents a case study of the Surabaya City Office for Population Administration and Civil Registration (COPACR), which is currently undergoing digitization and digital transformation across all its civil registration service lines. This research identifies internal and external barriers relevant to digital transformation in the context of Surabaya COPACR. Theoretical Framework: This study combines qualitative and quantitative methods to identify internal and external barriers relevant to the implementation of digital transformation in the COPACR sector. The barriers are validated through Focus Group Discussions (FGDs) applying the Analytic Hierarchy Process (AHP) and Expert Choice tools. Priority barriers are determined based on the highest relevance weight values from the perspectives of Top Management and Field Officers. Design/Methodology/Approach: This research adopts an action research methodology, leveraging the researcher's position within the system to directly intervene and facilitate change. A mixed-method approach is employed, combining qualitative and quantitative methodologies. Twenty literature sources are utilized to identify internal and external barriers within public sectors to adopt digital transformation. A total of 63 barriers (33 internal and 30 external) are categorized and their relevance tested through Focus Group Discussions (FGDs). Barrier priorities are selected using the Analytic Hierarchy Process (AHP) method and expert choice tools. Findings: The Surabaya COPACR in developing countries exhibits characteristics such as low employee motivation, inadequate officer competency, rigid bureaucratic structures, and limited innovation. With these conditions, the internal priorities for adopting digital transformation in Surabaya COPACR include lack of political support, traditional bureaucracy, organizational complexity, and lack of competency. External barriers include inflexible regulations, bureaucracy, lack of data standardization, and inadequate funding allocation. Research, Practical & Social Implications: This research contributes theoretical insights into internal and external priority barriers that need to be considered to adopt digital transformation in the COPACR context of developing countries. The identified barriers can serve as references for public sectors with similar organizational characteristics in developing countries to design strategies for adopting digital transformation effectively. Originality/Value: This study identifies internal and external barriers to digital transformation in the Surabaya COPACR context, involving assessments from both strategic (Top Management) and technical (Field Officer) perspectives.

This research aims to provide information to the society related to the information openness and transparency of Blitar Government and Village Government in the implementation of Memorandum of Understanding (MoU) of Village Fund Allocation. Several issues stated in MoU include safety and orderliness, action, investigation, apparatus source, society protection, and connection. Other issues include prevention, supervision, and security of village fund. This research employed qualitative method with descriptive approach. The data were obtained from the document of interactive dialog broadcast named “Hallo Bupati” aired by Local Public Broadcast Department (LPPM) radio, Persada FM, Blitar, edition of Monday, January 23, 2018. The informant of this interactive dialog program was the Regent of Blitar. Data analysis was performed by transcribing the broadcast document, organizing and analyzing data, and interpreting the findings. The aim of this article is to assess how human capital, and more specifically training and experience, helps in forecasting and monitoring credit risk. It uses a survey of a sample of loan officers in a major French mutualist bank and applies analysis of variance and correlation to determine the relationships among variables. The study of these two components of human capital in SME loan officers shows that their ability to anticipate risk depends above all on their training rather than on their experience. Some methods of anticipating risk are more important than others. Loan officers monitor their clients in similar ways, whatever the degree and nature of their experience. The findings have two important implications for credit risk management and human capital: first, both technical and regulatory training is crucial to enable loan officers to anticipate bank credit risk, second, experience, whether in banking or as a loan officer, only makes a difference in monitoring risk. These results will be useful when banks are planning recruitment, career management and resource and skills allocation. They also suggest that staff knowledge management will enable banks to use their human capital effectively to reach their own objectives with regard to risk control, and those fixed by the regulators. This work is, as far as it is known, the first to study the role of human capital in managing credit risk. The authors show that training is more important than experience in default risk anticipation, but that experience is useful in risk monitoring.

AbstractWe study the role played by the informal links, or “connections,” between the chief executive officer (CEO) and the divisional managers of conglomerate organizations. Using data on a large sample of multisegment U.S. corporations from 1996 to 2004, we show that segments run by connected managers receive more investment and exhibit lower sensitivity to cash flow shortfalls (and exhibit higher sensitivity to other segments’ cash flow). At the firm level, having more connected managers presiding over segments with high Tobin’s Q improves resource allocation and increases firm value. These findings are consistent with the hypothesis that the mutual trust associated with connections reduces the need for wasteful reallocation of resources across divisions of conglomerate firms.

OBJECTIVEDuring the COVID-19 pandemic, quaternary-care facilities continue to provide care for patients in need of urgent and emergent invasive procedures. Perioperative protocols are needed to streamline care for these patients notwithstanding capacity and resource constraints.METHODSA multidisciplinary panel was assembled at the University of California, San Francisco, with 26 leaders across 10 academic departments, including 7 department chairpersons, the chief medical officer, the chief operating officer, infection control officers, nursing leaders, and resident house staff champions. An epidemiologist, an ethicist, and a statistician were also consulted. A modified two-round, blinded Delphi method based on 18 agree/disagree statements was used to build consensus. Significant disagreement for each statement was tested using a one-sided exact binomial test against an expected outcome of 95% consensus using a significance threshold of p < 0.05. Final triage protocols were developed with unblinded group-level discussion.RESULTSOverall, 15 of 18 statements achieved consensus in the first round of the Delphi method; the 3 statements with significant disagreement (p < 0.01) were modified and iteratively resubmitted to the expert panel to achieve consensus. Consensus-based protocols were developed using unblinded multidisciplinary panel discussions. The final algorithms 1) quantified outbreak level, 2) triaged patients based on acuity, 3) provided a checklist for urgent/emergent invasive procedures, and 4) created a novel scoring system for the allocation of personal protective equipment. In particular, the authors modified the American College of Surgeons three-tiered triage system to incorporate more urgent cases, as are often encountered in neurosurgery and spine surgery.CONCLUSIONSUrgent and emergent invasive procedures need to be performed during the COVID-19 pandemic. The consensus-based protocols in this study may assist healthcare providers to optimize perioperative care during the pandemic.

The purpose of this study is to find out more about the allocation of village fund management by village/sub organizations that are directly involved in the aspects of Strategic Leadership and Officer Commitment in carrying out distribution and implementation according to the Musrenbangdes and see government policy gaps in flexibility and maximizing the use and management of village fund allocations to encourage the creation of Budget performance in development and priorities according to the agreement with the community according to the vision, mission and objectives of village development in the Meranti Islands Regency with a quantitative method as many as 309 respondents. The results of the study show that there is still a need for Knowledge Management for organizational members, Agile Management in dealing with environmental changes and the urgency of the current situation, as well as increasing knowledge in budget implementation regulations and skills for members to motivate stakeholders the Village Fund allocation budget in increasing the budget in the coming year. Tujuan penelitian ini ingin mengetahui lebih dalam alokasi pengelolaan dana desa oleh organisasi desa/kelurahan yang terlibat langsung dalam aspek Kepemimpinan Strategis dan Komitment Petugas dalam melaksanakan pendistribusi dan pelaksanaan sesuai Musrenbangdes dan melihat celah Kebijakan Pemerintah dalam flexibility dan maksimalisasi penggunaan dan pengelolaan alokasi dana desa mendorong terciptanya Kinerja Anggaran dalam pembangunan dan prioritas sesuai kesepakatan dengan masyarakat sesuaikan dengan visi misi dan tujuan pembangunan desa di Kabupaten Kepulauan Meranti dengan metode kuantitatif sebanyak responden 309 peserta. Hasil penelitian menunjukan masih perlunya Knowledge Mangement bagi anggota organisasi, Management Agile dalam menghadapi perubahan lingkungan dan urgensi keadaan saat ini, serta peningkatan pengetahuan dalam peraturan pelaksanaan anggaran dan ketrampilan bagi anggota untuk memotivasi stakeholder anggaran alokasi Dana Desa dalam peningkatan anggaran pada tahun mendatang.

The The purpose of this study was to analyze the good practice of using the General Allocation Fund (DAU) in Payakumbuh Selatan Sub-district, Payakumbuh City. Data collection was conducted through semi-structured interviews. Data analysis was conducted using triangulation techniques, namely data reduction, data presentation, and conclusion drawing. The results of the study found that the realization of the use of DAU in the South Payakumbuh Sub-district showed very good performance, with a success rate of 95% in 2023. The process and all activities related to the use of DAU are carried out by the Budget User Authority (KPA), the Activity Technical Implementation Officer (PPTK), the Financial Administration Officer (PPK), the Treasurer, and several personnel who are assigned by each village. Employees in each kelurahan are assigned to succeed in the three focuses of the government through socialization related to stunting, technical guidance related to reducing inflation, and entrepreneurship training. There are several factors that inhibit the use of the DAU program, such as too high a comparison between the unit price listed in the Budget Implementation Document (DPA) and the real price in the field, the lack of personnel in several villages, and the existence of multiple positions that make the work process not optimal.

The search for more efficient ship operation has increased over the last decade. One trend towards reducing operational costs is to conceive the wheelhouse as an operational centre for performing both navigational and supervisory tasks, such as monitoring the propulsion plant status and the condition of ship and cargo.Under contract to the National Foundation for the Coordination of Maritime Research in The Netherlands, a study was conducted on the feasibility of a highly automated wheelhouse for single-handed navigation. In a series of simulation experiments, and by analysis, the effects on efficiency and safety of performance were investigated.Results show that a careful function allocation can lead to an automated wheelhouse concept suitable for safe navigation in landfall conditions. Questions concerning the effects of monotonous watches on operator's alertness and the effects of the change in task structure on the operator's skill and interest in the job need further attention.

Immunization is the most cost-effective health prevention method to suppress the incidence of vaccine-preventable disease. Immunization Program in Jember district is still not optimal with many vaccine-preventable disease cases found. Another problem found in Jember is the management of logistics vaccine that is still not optimal. Based on the activity plan report of ORI Difteri 2018, it is known that the logistics needs of some vaccines do not comply with the allocation received by Jember regency of the province. This condition This was a descriptive study using questionaire and observations data as well as the documentation study of the annual Report of Health Pharmacy Installation (IFK) year 2019. Respondent to this study were immunization officers at primary health care of Jember District. The result of cold chain management evaluation is known that the most are good enaugh. In some primary health care are still hampered insufficient means so that the maintenance of vaccine is still not optimalBased on the result that cold chain management evaluation, the knowledge officer on cold chain management is still lacking good. In the some primary health care, it is known that the equipment canstraints are unavailable. While in the conformity of temperature only one primary helath care is not recommended. And stirage activities are mostly in accordance with SOP.

Environmental resources are typical of public resources. However, the environmental resources allocation process would generate rent-seeking problems easily. Environmental accounting information disclosure for rent-seeking is the most serious one in various types of rent-seeking behavior. This paper selects mining enterprises as rent-seeking study which seeks to provide a review of the current state of rent-seeking in environmental accounting of mining enterprises research. Then it illustrates the characteristics and types of environmental accounting information disclosure problems in our country. It is to explore the perception that environmental accounting information disclosure plays an important role in accounting for sustainable development. The purpose of this article is to introduce certain ideas which are identifying the underlying causes of environmental accounting information disclosure and maturing in the systems sciences for consideration by environmental managers and government officer.

This study aims to describe and analyze the implementation of protection policies for women and children in Makassar City. This study uses a qualitative design and case study strategy to explain the implementation of policies for protecting women and children in the Makassar City of Makassar. Data collection techniques used were observation, depth-interviews, and documentation. The data processing technique used is data reduction through data categorization and classification. Based on the results of research on the implementation of policies on the protection of women and children in the Office of Women's Empowerment and Child Protection, Makassar City is still not optimal. This is caused by the accuracy of the budget allocation, even though it is in accordance with the program prepared but not yet in accordance with the existing budgetary needs. Internal public support, especially community shelters, is still low and depends on the operational budget of the operational budget of the APBD, another weakness lies in the ability of the executive officer to evaluate the community shelter who are not active and the ability to convince the private sector and donor agencies. It is recommended to strengthen the institutions responsible for implementing policies on the protection of women and children, especially P2TP2A, TRC and community shelters in the form of budget availability, supporting facilities and technical authority in collaboration and innovation.

Purpose – The resourcing of policing activity is characterised by a level of complexity, particularly where evaluating alternative policy options is concerned. In this paper, a case study using multimethodological modelling to compare alterative policy choice in a group context is outlined with respect to response-patrol officer (RPO) deployment within a UK police force. The paper aims to discuss these issues. Design/methodology/approach – The application of a three phase modelling process is illustrated where scenario planning is used to generate the scope of the system elements to be modelled. This is followed by causal mapping to identify the barriers to improving officer resourcing, and system dynamics modelling is used to simulate the impacts of a range of policy options within this policing function. A group model building approach was applied throughout the modelling phases with an expert group to negotiate a shared view of the structure and dynamics of the resourcing policy challenges. Findings – A fully validated system dynamics model emerged from the multi-phase modelling process which allowed a series of alternative future policy scenarios to be explored and evaluated. Useful policy insights were generated by the system dynamics simulation model which suggested more efficient rules for resource allocation in the police force’s RPO function. Originality/value – The insights from this case study demonstrates that multi-phase modelling has potential application in policy exploration across a range of emergency service providers whose actions are governed by both variable demand and constrained supply of resource.

Objectives: The aim of this study is to use of available resources effectively and efficiently, to determine the situation of recource allocation, priority setting and to offer an insight into future planning in delivery of health services in Turkish Armed Forces (TAF). Study Design: This study was conducted using qualitative focus group method and it is a descriptive and qualitative study. Questions to be asked in the focus group discussions, the location and the time of discussions and the participants was determined by review of the literature. Methods: Focus group interviews lasted between approximately 90-120 minutes, respectively, to each focus group, 9 chief phsycians, 13 doctors /dentists, 6 nurses, 8 health noncommissioned officers, 7 officers, 6 noncommissioned officers and 6 health administrators were attended. Results: The result of focus group discussions; priority settings in military health services must be done and to preventive health care would be prioritised. The military hospitals in Internal Security Operation Area should be strengthened in terms of medical personnel and medical supplies and be full-fledged hospital. There was found that secondary care should be met from civilian hospitals in the other regions. Conclusion: It is evaluated that the study will be contributed to set of priorities in TAF military health services take the investments in the public or private health sectors and operational requirements into consideration, the studies carried out by TAF Medical Command in order to restructure of the military hospitals, to be employed the recources allocated for health services and health personnel graduated from Gulhane Military Medical Academy such as physicians, health noncommissioned officer and nurses in real requirement positions. In the autumn of 2021, a project was commissioned by the chief nursing officer of Central London Community Healthcare NHS Trust (CLCH). The aim was to review the existing school health provision across all six boroughs where school health was delivered, to propose a revised clinical model to meet the needs of the service, to ensure the voice of children and young people was incorporated and to ensure wide staff involvement in the development of the future model. At the end of the project a new skill mix clinical model, based on a demand and capacity tool, was agreed. A new approach to case conference attendance was introduced, a complexity tool was developed to support the allocation of staff to schools, training requirements for community school staff nurses were identified and provided via the in-house electronic learning system and a children and young people's forum was established.

The modern Russian legal doctrine has not yet developed a unified approach to understanding judicial discretion. The content of this term seems to be very complex and ambiguous. The analysis of the legislation shows that the discretion of the law enforcement officer (investigator, prosecutor or person in charge of an inquiry) is possible when applying the norms of various branches of law. The importance of defining the most complete and precise concept of judicial discretion is dictated by the complexity of establishing its boundaries.The objectives of the study are to derive the definition of judicial discretion based on a critical assessment of doctrinal definitions and to identify its essential features. The results reflected in this paper show that a considerable number of authors understand judicial discretion in different ways; at the same time, the points of view of scholars still have common ground. The result of the study provides the author’s definition of judicial discretion and the allocation of its essential features.

I argue that prediction is not primarily a technological means for knowing future outcomes, but a social model for extracting and concentrating discretionary power. Prediction is a ‘relational grammar’ that governs this allocation of discretion: the everyday ability to define one's situation. This extractive dynamic extends a long historical pattern, in which new methods for producing knowledge entail a redistribution of decision-making power. I focus on two contemporary domains: (1) crime and policing are emblematic of how predictive systems are extractive by design, with pre-existing interests governing what is measured and what persistently goes unmeasured. (2) The prediction of productivity demonstrates the long tradition of extracting discretion as a means to extract labour power. Time after time, making human behaviour more predictable for the client of prediction (the manager, the police officer) often means making life and work more unpredictable for the target of prediction (the employee, the urban citizen).

In a demand driven market, optimal allocation of capacity to the demand has been one of the major issues. In this paper, we consider a single global freight firm allocating its capacity to its own regional sales offices. The firm sells cargo space based on two types of contracts: long-term and spot sales. Regional sales offices utilize their effort to generate more demand in their designated region. In other words, it is assumed that the demand is dependent on their efforts. First, we find a closed-form solution for the optimal level of the efforts of a single sales office in a specific region. Then, we study the case when the firm allocates its limited total capacity to two sales offices. We investigate different methods of capacity allocation: decentralization, centralization, and mixed, by conducting numerical studies. Different from the traditional finding, we suggest that the decentralization method is not always dominated by the centralization method.

We examine whether required disclosures regarding joint cost allocations raise concerns about the validity of efficiency ratios reported by not-for-profit organizations. An experimental design is used to hold constant the geographic location, size, and mission of competing charitable organizations. Participants include financial officers of not-for-profit organizations (preparers), foundation executives (expert donors), and students (novice donors). We find that preparers base contribution decisions almost entirely on the reported fund-raising cost and accept the validity of reported program ratios. Foundation executives, representing experienced users of not-for-profit financial statements, also appear to accept the joint cost allocations as reported. By contrast, novice users are the most attentive to the allocation disclosures and consider them more often when deciding on the amount of a hypothetical gift. Overall, there is little evidence that joint cost allocation disclosures are used to adjust reported expenditures for fund-raising costs. Based on our results, donors appear to ignore the effects of allocating joint costs. Although current accounting standards limit the availability of an accounting method commonly used to manage financial results, it appears that the opportunity for not-for-profit managers to use joint cost allocations to manage ratios and influence donors remains.

Indonesia’s Environmental, Social and Governance Index (ESG Index) score and ranking released by the Global Risk Profile (2020) indicate that the social responsibility disclosure of companies in Indonesia is still very minimum. This study aims to analyze the effects of green accounting, Chief Executive Officer (CEO) power, gender diversity, and nationality diversity on social responsibility disclosure. This study uses ISO 26000 to assess social responsibility disclosure to measure and report social responsibility policies and practices to provide new perspectives for business people. This study uses a quantitative approach and panel data regression on 102 financial sector companies listed on the Indonesia Stock Exchange (IDX) for the 2018–2020 period. The analysis technique uses multiple linear regression analysis with statistical tools SPSS 20. The results show that green accounting, CEO power, and gender diversity of the board of commissioners do not affect social responsibility disclosure. In contrast, the national diversity of the board of commissioners has a significant negative effect on social responsibility disclosure. Human rights and fair operating practices are subjects that companies need to highlight to increase social responsibility disclosure while increasing transparency of the allocation of costs that companies spend on social and environmental sectors.

Decision making is becoming more and more challenging due to the rise in complexity of modern technical products. A lot of industries are currently at a crossroads, and a wrong strategic or technical decision may have disastrous consequences for the future of the company. Within this paper, the SMH approach, that supports decision making processes to put emphasis on sustainable solutions regarding strategic and technical aspects, is introduced. SMH is an acronym that stands for a decision making approach that includes systems thinking (S), model-based systems engineering (M) and the human factor (H). This approach deals with the challenge to consider overall boundary conditions and interactions of the system, the decision which models need to be built in order to have the best data support possible, and the identification what influence the human factor plays in analyzing the data and the consequent decision making based on it. The importance of the human factor is often neglected in technical processes, which may lead to costly mistakes. This theoretical approach is applied to the use case of a chief executive officer (CEO) who has to decide on allocation of research and development (R&D) resources to future powertrain technologies.

This is a description of the psychiatric services at present provided to the Far West Region of New South Wales. On account of the isolation of the region, and noting that the area probably has a higher than normal rate of psychiatric and psycho-social morbidity, there are special problems involved in the provision of comprehensive treatment services. I am the only resident psychiatrist within the region, and work as both a Visiting Medical Officer to the Broken Hill Base Hospital, to Wilcannia Hospital, and to the Prison Medical Service, as well as half time in private practice. The Mental Health Services to the area are at present being considerably expanded, and in this paper their structure and function will be described, and the special problems of providing a comprehensive service to an isolated area of the bush will be discussed. The inequity of service allocation to the region will be highlighted. It is noted that the region's total share of the financial mental health cake has dropped by about 40% in the last ten years as a result of the setting up of local community services and dramatically reduced in-patient hospitalisation costs in Sydney and Adelaide.

Law Number 18 of 2017 has significantly expanded the role of village govern-ments in protecting migrant workers, specifically by focusing on the social andeconomic empowerment of Indonesian migrant workers. Within TulungagungDistrict, two villages—Sukorejo Wetan and Tanen—have already establishedTask Forces for the Prevention and Handling of Violence Against Women Mi-grant Workers and Laws on the Elimination of Human Trafficking. This re-search, conducted in these villages, aims to achieve three objectives. Firstly, itseeks to identify the actors involved in protecting women migrant workers andunderstand the relationships between them. Secondly, it aims to describe theaccessibility and role of migrant and post-migrant women’s groups in protect-ing women migrant workers. Finally, it aims to explore the existence of pro-feminist policies in this context. Using a feminist research methodology, thestudy employs qualitative methods such as in-depth interviews and documentstudies. The findings highlight an asymmetric collaboration between civil so-ciety groups and the village government, with civil society dominating theformation and implementation of activities by the Officer Unit (Satgas). Thisasymmetry is intertwined with the absence of resource redistribution from thevillage government, particularly in terms of budget allocation.

Abstract: the need of society for the prevention of offenses is realized by the legislator by the adoption of laws on countering and preventing offenses. The main directions of state policy in the fight against crimes and administrative offenses, such as corruption, extremism, terrorism, illegal migration, illicit drug trafficking, environmental security offences, juvenile delinquency and others, as reflected in the accumulated regulatory framework in this area, including the priority of a preventive approach to offences before punishing them, make it possible to state the need to form a new branch of law – preventive law. The article proposes the institutional structure of preventive law, justifies the allocation of four of its institutions: subjects and other persons of the prevention of offenses, the main areas of prevention of offenses, types of prevention of offenses, forms of preventive influence. The pre-established institutional structure of preventive law stemming from the laws governing preventive legal relations, it will appear as a structural model for the law enforcement officer, as well as the legislator, allowing the latter to approach the improvement of preventive legislation with a systemically important orientation of regulatory legal acts

PurposeThe role of emerging digital technologies is of growing strategic importance as it provides significant competitive advantage to organisations. The chief information officer (CIO) plays a pivotal role in facilitating the process of digital transformation. Whilst demand continues to increase, the supply of suitably qualified applicants is lacking, with many companies forced to choose information technology (IT) or marketing specialists instead. This research seeks to analyse the organisational capabilities required and the level of fit within the industry between CIO requirements and appointments via the resource-based view.Design/methodology/approachJob postings and CIO curriculum vitae were collected and analysed through the lens of organisational capability theory using the machine learning method of Latent Dirichlet Allocation (LDA).FindingsThis research identifies gaps between the capabilities demanded by organisations and supplied by CIOs. In particular, soft, general, non-specific capabilities are over-supplied, while rarer specific skills, qualifications and experience are under-supplied.Practical implicationsThe research is useful for practitioners (e.g. potential CIO candidates) to understand current market requirements and for companies aiming to develop internal training that meet present and future skill gaps. It also could be useful for professional organisations (e.g. CIO Forum) to validate the need to develop mentoring schemes that help meet such high demand and relative undersupply of qualified CIOs.Originality/valueBy applying LDA, the paper provides a new research method and process for identifying competence requirements and gaps as well as ascertaining job fit. This approach may be helpful to other domains of research in the process of identifying specific competences required by organisations for particular roles as well as to understand the level of fit between such requirements and a potential pool of applicants. Further, the study provides unique insight into the current supply and demand for the role of CIO through the lens of resource-based view (RBV). This provides a contribution to the stream of information systems (IS) research focused on understanding CIO archetypes and how individual capabilities provide value to companies.

The research subjects are, teachers, business Infrastructure, and students. Technique in collecting the data was by interviews, observation, and documentation. Validity of the data with source triangulation, triangulation techniques, triangulation time. The interview process with the first order and second order understanding understanding. Data analysis of techniques with methods groove. Results of the study are (1) The procurement process facilities and infrastructure that is done with consultation with a team of schools developers, adjusted for allocation and priority program activities school (2) Utilization of facilities and infrastructure that many students who misuse the facilities and infrastructure available, although the utilization not optimal, but it has been used by the entire school community, and (3) treatment facilities and infrastructure that is conducted periodically based on reporting from the management of facilities and infrastructure, and by all study groups as well as having a special service officer for the division of a particular area.

This study aims to examine and find empirical evidence of the effect of audit findings, auditor turnover, local government size, leverage and SiLPA (Budget Overtime) on local government BPK audit opinions in Indonesia. This study used a sample of 506 from a total of 514 local governments (districts and cities) throughout Indonesia with the observation year 2017 – 2020, so the total sample used was 1,915. The type of data used in this research is secondary data. The research data source was obtained through the Information Management and Documentation Officer Electronic service (E-PPID) at http://e-ppid.bpk.go.id. The sampling method uses purposive sampling, while the data analysis technique uses multiple linear regression analysis. The study results show that audit findings, local government size and leverage affect local government audit opinions. At the same time, auditor turnover and SiLPA do not affect local government audit opinions in Indonesia. Furthermore, from the results of this study, the variables that can be examined in subsequent studies include performance reports, audit quality, years of service/auditor experience, amount of capital expenditure, Special Allocation Funds received by local governments and qualifications of local government financial report preparers. In addition, the distribution of local governments according to island location will also be an exciting audit opinion study.

The access to Water, Sanitation, and Hygiene (WASH) services is one of our basic needs without which no human being can service, let alone lead a decent life. Therefore, promotion of water and sanitation services are placed in the Sustainable Development Goals (SDGs) taken by UN for an extended period from 2016-2030. In line with this goal, the governments of developing countries are increasing their budget allocation to attain this decent living target. However, allocations are, in many cases, inadequate and skewed among different geographic regions. Further, due to an absence of separate ministry or authority to manage this important, but often neglected function of governments, allocations are disguised under other heads of allocations made for different ministries and make the assessment of allocation even more difficult. In the context of WASH sector in Bangladesh, the objective of this paper is thus to demonstrate an effective methodology to capture WASH data at national and district level, to make such assessment possible. Data on WASH allocation was compiled from national budget statements, relevant inter-ministerial reports, and other local government offices related to WASH. Ambiguity on data was further clarified through interviews with concerned government officials from different ministries and local government offices. Analyzing WASH budget allocation for a period of six years under this framework, this paper indicates that WASH allocation in Bangladesh remains inadequate and highly inequitable to attain SDG.

The office environment has changed rapidly due to the recent COVID-19 outbreak. Companies consider various types of remote work environments to contain the spread of the virus. Among them, a satellite office is a type of remote work environment where a number of employees are allocated to their nearest office. The benefits from satellite offices are twofold: The significant reduction of travel distance also reduces the amount of carbon emission and fuel consumption. In addition, dividing employees into smaller groups significantly reduces the potential risks of infection in the office. This paper addresses a satellite office allocation problem that considers social and environmental sustainability and infection control at work. In order to evaluate the effect of different satellite office allocation, quantitative measures are developed for the following three criteria: carbon emission, fuel consumption, and the probability of infection occurrence at work. Simulation experiments are conducted to investigate different scenarios of regional infection rate and modes of transportation. The results show that adopting satellite offices not only reduces carbon emission and fuel consumption, but also mitigates business disruption in the pandemic.

<p>The Eswatini Food and Nutrition (FN) examination results have shown that the practical examinations had higher scores than the theory papers, creating negatively skewed distributions. Students were scoring high marks in the FN practical examination component than in theory. This study sought to explore the factors that influence the allocation of high scores in FN practical examinations in Eswatini. A descriptive research design utilizing the qualitative research approach was employed. A sample of 17 participants was purposively selected, comprising of 10 FN teachers, 3 subject Regional Inspectors, 3 Moderators and one Subject Officer. Focus group discussions, interviews and document analysis were used to collect data. Thematic analysis was the tool used to analyse qualitative data obtained from interviews and focus group discussions. The study established that teacher competency levels were low as evidenced by unclear marking schemes. Schools lacked resources, which compromised on the monitoring and supervision of examinations. The study also established that FN practical examination assessment was subjective and that the use of a well-defined marking scheme could minimize the variations. Since FN is a practical subject, students needed to practice cookery tasks during the course of the year, hence students were more likely to excel during the end of year practical examinations. The study recommends discussion of assessment tools and continuous training for examiners before marking of the practical examinations.</p>

A cold chain for perishable fresh products aims to preserve the quality of the products under the control of a predefined temperature range. To satisfy the delivery conditions within appropriate time windows, the most critical operations in cold chain management is the transportation and distribution of fresh products. Due to rapid population growth and increasing demand for high-quality fresh foods, it becomes critical to develop advanced transportation and distribution networks for fresh products, particularly in urban areas. This research aims to design different scenarios based on mathematical models for fresh products transportation and distribution network in the Bangkok metropolitan area using Geographic Information system (GIS). The proposed methodology integrates location–allocation and vehicle routing problem analysis. The performance of all possible scenarios is evaluated and compared by considering the number of required distribution centers and trucks, total travel time, total travel distance, as well as fairness among drivers. The results of the scenario analysis highlight that the alternative scenarios show a better performance as compared to the current network. In addition, the administrator can make a different decision among several alternatives by considering different aspects, such as investment cost, operating cost, and balance of using available resources. Therefore, it may help a public officer to design the fresh products logistics network considering actual demand and traffic conditions in Bangkok.

This research examines the analysis of the accounting treatment of head office and branch office relationships at Papabendonuts Coffee & Eatery. The purpose of this study is to determine how the implementation of the accounting relationship treatment between the head office and branch offices of Papabendonuts Coffee & Eatery. Through interviews with the shopkeeper of the Papabendonuts Coffee & Eatery branch office located in Mulyojati, West Metro, it was found that the accounting system used in this business uses a centralized system with the implementation of financial statements, bookkeeping at branch and head offices, production authority, merchandise collection, allocation of employee rights costs, recording assets or recording profit and loss. From these implementations, it was found that Papabendonuts Coffee & Eatery has 75% conformity in the implementation of accounting relationships between the head office and branch offices related to the centralization system. The results of this study indicate that Papabendonuts Coffee & Eatery is almost in accordance with the existing centralization system in the accounting relationship between the head office and branch offices.

ABSTRACT The purpose of this study was to determine the effect of competence, internal control system and organizational commitment on the accountability of village fund allocation management (ADD) in Rokan Hulu Regency. This research is a quantitative study. The population and sample in this study were 417 village government officials in Rokan Hulu Regency. The sampling method in this study was random sampling to determine the sample using the slovin formula. So that the sample from this study is 81 where each village will be represented by village government officials consisting of the village head, village secretary, and finance officer. The data used in this study is primary data, which is carried out using survey methods and questionnaires. The processing method used is multiple linear regression. Based on the results of the research, it can be concluded that partially the competence and organizational commitment variables have no effect on ADD management accountability, while the internal control system affects ADD management accountability. Meanwhile, competence, internal control system and organizational commitment simultaneously affect the accountability of ADD management. Penelitian ini merupakan penelitian kuantitatif, Populasi dan sampel dalam penelitian ini adalah 417 aparatur pemerintah desa di Kabupaten Rokan Hulu, Metode sampling dalam penelitian ini adalah random sampling untuk menentukan sampel digunakan rumus slovin. Sehingga sampel dari penelitian ini yaitu 81 dimana masing-masing desa akan diwakilkan oleh aparatur pemerintah desa terdiri dari kepala desa, sekertaris desa, dan kaur keuangan. Data yang digunakan dalam penelitian ini adalah data primer, yaitu dilakukan dengan menggunakan metode survey dan kuesioner. Metode pengolahan yang dilakukan adalah regresi linier berganda. Berdasarkan hasil penelitiaan, maka dapat ditarik kesimpulan bahwa secara parsial variabel kompetensi dan komitmen organisasi tidak berpengaruh terhadap akuntabilitas pengelolaan ADD, sedangkan sistem pengendalian internal berpengaruh terhadap akuntabilitas pengelolaan ADD. Sedangkan secara simultan kompetensi, sistem pengendalian internal dan komitmen organisasi secara bersama-sama berpengaruh terhadap akuntabilitas pengelolaan ADD.
