With the loss of undocumented workers and their families, Oregon can expect to see losses in population, employment, industrial production and state and local revenue. As undocumented populations are unevenly distributed across the state similarly to Hispanic populations, this study expects six counties, Hood River, jefferson, Malheur, Marion, Morrow and Umatilla, will see more than an eightpercent population loss, double the expected state loss rate, and proportionally greater economic losses. By estimating the undocumented population in each of Oregon's 36 counties, this study further details potential economic losses in the six Oregon counties with concentrated Hispanic, and consequently, undocumented populations.

Texto completo da fonteThis thesis demonstrates the persistence of frontier mythology in post-WWII American literature and identifies Jean Baudrillard’s concept of hyperreality as the new American frontier. Hyperreality designates a world fabricated through simulation and simulacra that people have accepted as real. Through close-reading analyses of Allen Ginsberg’s poems “Howl” (1955), “A Supermarket in California” (1955), and “America” (1956) as well as Don DeLillo’s Mao II (1991) and Chuck Palahniuk`s Survivor (1999), I explain how the critiques of the socio-cultural climate that produces hyperreality present in each of these works recuperate elements of frontier mythology. My chapter organization allows me to establish the persistence of hyperreality as the new frontier in American consciousness from the 1950s to the late 1990s. The dialectical opposition between a corrupt Old World and a utopian New World, which is fundamental to frontier mythology, is central in each the studied works. Also, in each of them, crossing the frontier between the Old and the New World allows the protagonist to re-define the meaning of his/her reality according to his/her vision, which is evocative of the empowering function the frontier. This thesis is founded upon the idea that hyperreality corresponds to the Old World and, as such, that it veils the existence of a possible New World. The American society depicted in Ginsberg’s, DeLillo’s, and Palahniuk’s chosen works is one where hyperreality is omnipresent; in this Old World, individuals identify with images and products both fabricated and celebrated by media and consumer cultures. These authors’ protagonists all oppose the conformist and dehumanizing ideology such cultures endorse. This thesis conceptualizes their rejection as a re-actualization of frontier mythology that symbolizes their passage from the hyperreal Old World to the New World. In this new paradigm, the protagonists can then re-define themselves and their realities based on their own self-determined visions and ideals rather than on those disseminated in media and consumer cultures.
Patsyurko, Nataliya. "Circumventing the state : illegal labour migration from Ukraine as a strategy within the informal economy". Thesis, McGill University, 2008. http://digitool.Library.McGill.CA:80/R/?func=dbin-jump-full&object_id=115615.
Texto completo da fonteThe role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy.
Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy.
However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market.
Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities.
The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it.
By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.

Migration of labors is a worldwide phenomenon. Taiwan has similar problems of labor shortage as the economic infrastructure gradually developed into higher technology levels. After the government promulgated the law of "Arbeitsfoerderungsgesetz" on May 8 of 1992, the types and quantity of the legally employed alien workers have exceeded three hundred thousands in Taiwan. Research of alien workers in Taiwan so far have been focused the policy and management. In the health care field, the focus has been on the physical health examination of the alien workers. There lacks empirical study regarding the health status of alien workers in Taiwan, therefore, this study was intended to explore the medical utilization of alien workers in Taiwan under NHI system. The objectives of this study aimed to understand the demographic characteristics of alien workers and their respective types of medical utilization. It also explored the predisposing, need, and enabling factors, as well as the resources available that lead to different medical utilization. The Behavior Model of Health Services Utilization developed by Aday and Andersen in 1980 was adopted as the theoretical framework. The alien workers included in this study were screened from the database of registered NHI population between January 1~ December 31, 1997. A total of 201,510 alien workers were identified. For each insured, the utilization data including Chinese and Western ambulatory care in 1997 were analyzed by using SPSS6.0 statistic software. Statistical methods used include X2 -test, t-test and one-way ANOVA, and multiple regression and multiple logistic regression. The major findings of this study are as the followings: 1. Demographic characteristics: There are more males in the study population. The proportion of male and female is 3 to 1; the distribution of age group 26-35 was 56.7%, the age group 46-64 only has 3.6%; 79.8% of the alien workers was in the manufacturing segment. 2. Utilization of medical services and payment: 26.7% of the insured alien workers visited non-specific departments for ambulatory care, and 46.0% of them utilized surgical services of inpatient care. Majority of the medical payment was in the general disease category of ambulatory care, emergency care, traditional Chinese medicine care, and the inpatient care. The occupational diseases have a relative low share. 3. Utilization of Medical Care: 46.0% of the insured alien workers utilized ambulatory care, and the average number of ambulatory visits for the users per year was 3.30. The average expenditures were NT$1601.79 dollars per person per year. As for the study population, the average number of ambulatory visit was 1.52 per year, and the average expenditures was NT$737.52 dollars per person per year. 4. Utilization of emergency care: 5.1% of the insured alien workers utilized emergency services. The average number of emergency care per year was 1.12 visit for the users, and the average expenditures were NT$1855.62 dollars per year. As for the study population, the average number of emergency care visit per year was 0.05 per person, and the average expenditures was NT$94.94 dollars per year. 5. Utilization of ambulatory care in Chinese medicine: 3.0% of the insured alien workers utilized ambulatory Chinese medicine services. The average number of ambulatory Chinese medicine visit per year for the users was 1.59; the average expenditures were NT$712.10 dollars per year. As for the study population, the average number of ambulatory Chinese medicine visit per year was 0.05 per person, and the average expenditures was NT$21.46 dollars per year. 6. Utilization of Inpatient Services: 2.1%of the insured alien workers utilized hospital admission services. The average number of hospital admission per year for the users was 1.09, and the average hospital admission expenditures were NT$26536.72 dollars per year. The average number of hospital admission for the study population per year was 0.02 per person, and the average expenditures are NT$21.46 dollars per year. 7. Alien workers have less NHI medical utilization rate, frequency, and expenditures in comparison to the general public. 8. There are 20,492,317 insured persons in total in 1997 under NHI system. The total insurance premium revenue was NT$248.23 billions, and the total medical expenditures for that year were NT$237.1 billions. The premium of the alien worker was estimated to be NT$2.44 billions, and their medical expenditures should be NT$2.34 billions accordingly. The result of this showed an NT$280 millions medical expenditures instead. It is obvious that the alien workers have positive contribution to the NHI financial resources. The author makes recommendations that the responsible governmental agencies should establish electronic case management system for the alien workers, and the health care providers should be aware of the patterns of medical utilization of the alien workers in order to provide adequate medical care to such group.

Abstract Taiwan surrounds by ocean, so we have nature advantages to develop fishery. The fishery labor is one of the basic production elements; however, owing to the society environment has changed a lot in these few years, the working conditions and environments of the fishery do not attract young people to join in this environment anymore, so that we got many questions and the labor shortages. The 75% surface of the earth is water; but people use water to make aliment for a long time. Therefore, the highest goal of our fishery development is unending running. Also, how to chase up the fishermen anew to come back to the fishery market is all related authorities have to endeavor with each other. ROC and PRC fishermen cooperation is not only key point on economy and trade, but also the most important link of fishery cooperation between ROC and PRC. In these few years, Chinese fishermen’s rights cannot obtain effective security; besides that, the disputes continually produce under the cooperative relation. Even the unfortunate events happened frequently to the result in the China terminating the cooperation in 2001. Until May 18th, 2006 the Chinese Business Department’s Director, Wu, Shi-Lin, in the ROC and PRC fishery cooperation press conference in Fu-Jou which the Chinese Business Department ageists, announced that both Taiwan and China has signed the “Fishermen Cooperation Agreement” on 30 of April, 2006. Expecting to assign the first fishermen on 19 of May, the key point is to protect Chinese fishermen’s rights exactly. The folk organizations between Taiwan and China had developed negotiation system to make sure following, the lowest salary standard, investment of the casualty and medical insurance, development of the risky guarantee money system, solution of the accident events treating, fishermen complaining system, usage of the unity contract, development of regular announcement system, and a series of specific measures which would request China have to limit assigning both of the Fishery Association and the landlord of Taiwan have to limit employing to ensure Chinese fishermen’s rights to be effective. Part of paragraph in the research describes about Chinese fishermen’s casualty and medical insurance also the insurance differences between Chinese and alien fishermen. Integrated my working experiences and major in school; I focus on the issue to obtain the maximum profit not only to ensure Chinese fishermen’s rights but also practice our national insurance system to make them to be balance and propose related suggestions.

This paper aims to discuss the Taisho period, the new realist writer Akutagawa’s works, which are presented in a non-realistic image. In this thesis,is called "Alien." Akutagawa prefers to use the non-existed , or the image of a non-human things to present the so-called "reality" in his eyes. For example, old lady and the Rashomon-like savage beast servant image, also, or Hell, inthe description of the protagonist shows the view of art, as demonstrate by the unimagined horror image. Akutagawa, who likes touseclassical, antiquity to create the back ground of his works.Because, in such a space-time background, he can reasonably be those that do not exist in the real life, by these vivid, bloody, realistic ways through words, he could express the "real" which he wanted to present. In the prologue, I explained the research motivation, and it is about the reasons why Akutagawa used classical sources for his works , and also his use of classical works gave what kind of impact and appeal to him. For example, the Japanese classic "konjakumonogatari Gallery", "Uji Supplements Story Set", and the Chinese classic "Strange", etc. The first and second chapter, respectively explores the works of Akutagawa which were based on the Japanese and Chinese classics. The two chapters explore three works respectively. The first chapter is about "Rashomon", the second is "nose",and the third is "Hell". The second chapter is about "wine bug", "fairy" and "Duzi Chun." The third chapter is to explore how Akutagawa express his thoughts and what he has realized through these work’s "Alien" image. The final chapter is the connection and conclusion of the first two chapters which is about "work theory" and the third chapter which is about the "Writers theory". By the analysis of Akutagawa’s six works, I concluded that although Akutagawa prefers to the non-realistic images when describing the profound reality and humanity in his eyes, but that kind of images in these works are the most realistic human side. Whether in the ancient or modern time we live in today are all the same.
Chiumia, Sintha Cynthia. "Bus trip to Joni: the story of undocumented Malawian migrants’ journeys to Johannesburg". Thesis, 2016. http://hdl.handle.net/10539/21976.
Texto completo da fonteThis is a story of undocumented migrants’ journeys between Malawi and Johannesburg, exposing the challenges they face and the corruption that takes place along the borders. Modern migration between the two countries has taken place for close to two hundred years. In the past, migrants, most of whom worked in the mines, were protected by law and that eased their movements. These days, low skilled migrants do not qualify for work permits so they stay in the country illegally. The South African law qualifies such migrants as undesirable visitors and bans them from returning to the country for some time. This research project documents how such migrants return home and come back to South Africa even before their bans expire. The research exposes how the migrants are aided by corrupt officers at the borders. The story shows how some of the migrants utilised a weakness in the old Malawi identification and passport system to obtain new travel documents under false names and return to South Africa undetected. This research project adopted an ethnographic approach. The findings are presented in a longform narrative story, which forms the first part of this document. The story is accompanied by a method document, which provides the theoretical framework and explains the methodology.
