Since the 1990s, the Japanese state has tried to balance easing immigration for some categories of immigrants while tightening restrictions for others through immigration and alien residence control. Using qualitative and data-driven analysis, this paper examines the political implications of Japan’s recent policy of accepting less-skilled migrant workers by providing a systemic explanation of the institutional changes in immigration management. The state uses alien residence control in order to curb the social costs of immigrant integration while pursuing a selective worker acceptance policy. Despite the policy shift, it seems likely that Japan will maintain this essentially illiberal means of temporary labor inclusion with long-term social exclusion.

Leaf-cutting ants live in symbiosis with a basidiomycete fungus that is exploited as a source of nutrients for ant larvae. Tests of brood transport revealed that Acromyrmex laticeps nigrosetosus workers did not discriminate a concolonial brood from an alien brood. The same result was observed with tests of fungus transport. Adult workers showed no aggressive behaviour to workers from other alien colonies (non-nestmates). There was no qualitative variation in the chemical profiles of larvae, pupae and adult workers from the different colonies. However, quantitative differences were observed between the different colonies. Hypotheses about the lack of intraspecific aggression in this subspecies of ants are discussed.

Abstract The need for long-term care workers (LTCW) will grow significantly as the American population ages. Understanding the factors that impact job satisfaction of this workforce has important implications for policy and practice. Previous research has demonstrated the effect of supervisor support on the job satisfaction of these workers; however, much less is known about how this effect differs among different race/ethnicity or immigration groups. This study examined how supervisor support mediates the associations between race/ethnicity, immigration status, and job satisfaction among nursing assistants (NAs). Data of 2,763 NAs were extracted from the National Nursing Assistant Survey (2004). Race/ethnicity groups included White (54%), African American (30%), Asian (2%), Hispanic (10%), and others (4%). Immigration status included U.S.-born citizens (87%), naturalized (7%) and resident/alien (6%). Bivariate analyses showed that Asian NAs perceived higher levels of supervisory support than other races, whereas U.S.-born NAs reported lower levels of supervisory support than naturalized and residents/aliens. Findings from multivariate analyses indicated that non-Hispanic Asians and Resident/Alien workers reported significantly higher levels of job satisfaction than their counterparts, and the associations were fully mediated by NAs’ perceived supervisor support. These findings support prior research that supervisor support is important to improving job satisfaction and contribute to the literature that Asians/Residents/Aliens long-term care workers may be more sensitive to supervisory support and may be more grateful if they received support from supervisors. Managers should be aware of these racial differences and by being supportive they may improve NAs job satisfaction and reduce turnover rates.

This article explores the labor market changes that would take place as a result of an amnesty that would regularize the status of undocumented workers without changing the total size of the alien workforce. The theoretical analysis suggests that the influence of legal status on market wage rates and on minimum wage enforcement is weak and that to the extent that there is an effect, it depends on particular institutional arrangements. Although data are not adequate for a definite measurement of these effects, those data that are available support this conclusion. It does appear that the presence of undocumented as opposed to resident aliens can weaken union organizing efforts.

The socially parasitic Alcon blue butterfly (Phengaris alcon) starts its larval stage by feeding on the seeds of gentians, after which it completes development in the nests of suitable Myrmica ant species. The host plant and host ant species can differ at the population level within a region, and local adaptation is common, but some host switches are observed. It has been suggested that one mechanism of change is through the re-adoption of caterpillars by different ant species, either through occupation of abandoned nests or take-over of established nests by competitively superior colonies. To test this question in the lab we introduced relatively strong colonies (50 workers) of alien Myrmica species to the arenas of weaker colonies (two caterpillars with six workers), and to orphaned caterpillars (two caterpillars without ants). We used caterpillars from a xerophylic population of P. alcon, and both local hosts, M. sabuleti and M. scabrinodis, testing the possibility of host switch between these two host ant species during larval development. Most of the caterpillars were successfully readopted by alien ants, and survived well. Our results suggest higher ecological plasticity in host ant usage of this butterfly than generally thought.

Over the last several decades, economic globalization has presented many `advanced' economies with a dilemma between facilitating the flow of goods while simultaneously regulating the flow of labor. This contradiction has manifested itself in the immigration policies of Canada and the U.S., which have each pursued distinct strategies for importing foreign workers to maintain global economic competition. Such workers, whether legal `guest workers' or `illegal' immigrants, reside within the boundaries of the state, yet remain permanent aliens. This dissertation explores how guest worker policy specifically and immigration policy more broadly have been constructed and debated in national political discourse from 1990 to 2010. In addition, research in two rural case study communities reveals how labor markets and social geographies are re-shaped by the interaction between workers of varying legal and `illegal' statuses. This multi-scaled and comparative analysis of the understudied issue of guest worker programs reveals how different forms of exclusion, constructed at national and local scales, become deeply interwoven together to produce new labor market realities and reinforce national identities predicated on protecting the composition of the nation while actively promoting global economic competition.

Recent theories of the social consequences of institutions point to aspects of class and ethnic relations that are not fully captured by conventional institutional perspectives. Using some of these recent theoretical contributions, this thesis analyzes the influence of institutional conditions on the mobilization of French and immigrant workers in late 19th-century northern France. Two main institutional structures are discussed: France's unique network of labour courts, and the socialist cooperatives created by Flemish workers in the 1880s. The empirical, chiefly archival evidence suggests two main conclusions: labour movements emerged and evolved strongly influenced by the judicial framing of labour relations, which they in turn sought to use and modify to their advantage; the institutional innovation of Flemish immigrant workers had a durable influence on the organization of labour politics in northern France, and contributed to their integration as active social and political participants.

AbstractThe assembly of products is often supported by jigs. Especially for large dimensional products, jigs and fixtures are used to align the components and ensure the stability of the assembly until all parts are firmly mounted. This paper describes the development of mobile, modular and adaptive assembly jigs, which are designed to support ergonomic working in the production of high-lift systems for civil aircrafts. The jig supports the workers to adapt the position and orientation of the product to the current assembly operation. The fundamentals of the development are explained and the features of a concept, called assembly wheel, are presented. The assembly wheel consists of two or more robot arms on a circular seventh axis. The robot arms hold and position the components to be assembled so that all joining spots are freely accessible to the worker. The ergonomic benefits of the concept were examined in a study using a 3D model of the jig. A demonstrator on a scale of 1:2 was set up, with which real experiments with an adaptive jig can be conducted for evaluation.

In 1882 Joel Asaph Allen published his “Preliminary List of Works and Papers Relating to the Mammalian Orders Cete and Sirenia” as a Bulletin of the United States Geological and Geographical Survey of the Territories. That list, consisting of 1013 bibliographic records in chronological order from 1495 to 1840, was said to be one-third of the actual bibliography of a monograph on cetacean and sirenians on which Allen was working. Extensive archival searching has produced only the unpublished plates of the work. We have concluded that the monograph does not reside in any of the logical archival repositories.

Before digging into fictional examples, it is useful to understand the process of how our featured fictional works are conceived and created. Here, we sample authors’ published views and their reflection on process around topics related to the depiction of other minds. We note how science inspires and provokes ideas, and how good ideas suggest themselves as a counter reaction to more established genre norms. We look more closely at the range of narrative styles and points of view that SF authors employ and drill into the challenges of imagining wholly alien life worlds. To achieve their effects, we examine how much work is placed on the reader as opposed to being facilitated by the author.

Each of my stories concludes with a snippet of advice for emerging distance education researchers based on my personal experiences. The Hudson Bay Company (HBC) is a prominent enterprise that engaged in fur-trading commerce with various Indigenous nations across North America for most of its history. Though founded in 1670, it was only at in the late nineteenth century that HBC ventured into the Canadian Arctic, north of the 70th parallel. Starting in the 1910s, HBC workers erected several fur-trading posts on Arctic land, often with the help of Inuit individuals. In contrast to whalers mostly confined to their ships, fur traders built land-based architecture that enabled them to live in the Arctic year-round. They then became a new, distinct group of so-called northerners. Through their Western-based structures, fur traders incidentally exposed Inuit communities to diverse materials, building techniques, and cultural norms alien to local traditions—functionally, aesthetically and cosmologically. The fur trade thus ushered in significant transformations in the region’s material, spatialand ontological realities, notably in the built environment.By framing the architecture of HBC fur-trading posts as a cultural disrupter, this paper posits that the physical development of the fur trade in the Canadian Arctic played a pivotal role in instigating a wide-ranging process of process of transculturation in Inuit building practices. In this context, transculturation refers to a process whereby a tangible or intangible element from Western culture blends into the built environment historically associated with Inuit culture, and vice versa. Relying primarily on photographic records, the paper contends that this cultural crossing occurred not only to facilitate functional aspects of northerners’ daily life but also to align with the capitalist imperatives and shifting cultural norms associated with the fur trade industry. Furthermore, the paper suggests that transculturation, manifested in various ways, scales and seasons, contributed significantly to the cultural alienation of Inuit peoples, whose identity is intricately tied to their profound connection and reverence for the Arctic lands.

One of Ashghal's core values and top priority is the occupational health and safety of customers, employees and contractors. Ashghal prioritizes and is concerned about developing the welfare of workers on the site and in the camp. Ashghal develops welfare specifications for the projects to protect workers and be sure the specifications align with international and national requirements. The specification covers the facilities within the site, such as: number of toilets, handwashing basins, rest area/mess hall, shelter, drinking water, first aid room, transportation, clinic, etc. Ashghal develops an implementation and monitoring system to be sure welfare specifications are provided to all workers, referring to welfare specifications as contractual requirements, then linking workers' welfare as one of the monthly KPIs for the project, implementing it by the contractor, and monitoring it by the consultant. Ashghal is also working on developing specifications and requirements for workers' welfare, for example, developing and updating the specifications and requirements for their welfare on Ashghal construction sites, which will be issued soon as the "ACS."

The article, based on the material of a wide body of texts, shows the key aspects of the image of the Smolensk region in K. Simonov's work. For the first time, in addition to literary texts and diaries, military journalism and a screenplay are used to identify ideological and thematic unity in the author's work. The image of the Smolensk region was formed by Simonov during the Great Patriotic War and includes stable, repeatedly repeated motives and situations in various works. Smolensk region appears as a chronotope, a capacitor of historical continuity. This idea is most directly embodied in the appeal to the name “Old Smolenskaya Road” and in the landscape connecting the villages and the cemetery, the present and the past. Images of women blessing warriors, an old man and an old woman in a hut acquire a symbolic reading - they almost personify the idea of the Motherland, its merciful forgiving love and the duty and responsibility of a male defender. It is important that these paintings were originally associated with the Mogilev region, but due to the strong position of the title and the direct movement of memories, they are identified as Smolensk. The idea of Smolensk and especially Vyazma as the key to Moscow is also significant for Simonov. The loss of these cities is especially acutely felt by the author himself and his heroes, it becomes a sign of the almost accomplished catastrophe of the first months of the war. The writer almost does not depict the partisan movement in the Smolensk region. The images of the Smolensk region returned, but devastated to the ground, became creatively significant. Triumphal pathos is alien to the image of the conquered land, a sense of tragedy prevails. Recreating the image of the Smolensk region, Simonov is far from topographical descriptive or culturological research, the image is colored by personal experiences: for the writer and his heroes, the Smolensk region becomes the embodiment of the idea of the Motherland, of its deep, primordial features.

The need for the study was informed by the conception that historicity of an individual’s self-regulation system relates with the individual’s subjective perception of complexity that influence the individual’s activity goal formation, which has implications on the person’s modes of self-expression while involved in a systemic activity as well as on organizational tolerance. Guided by Bedny and Karwowski's well-established knowledge that activities of individuals are realized by goal-directed actions, informed either by mental or motor conscious processes, as objects of the cognitive psychology of skills and performances, an attempt is made to understand the significance of workers mode of self-expressions on organizational tolerance in the different work setting of mining support firms in Ghana. This is based on the premise that the discovery of goals is essential to true activity, and the goals, being discrete elements of activities, can be transformed into contradictions, which may influence employees modes of self-expressions relative to prevailing organizational tolerance, and which contradictions can be expanded and generalized into a qualitatively new organizational activity structure and systemic activity contexts. Thus, building on the notion that an individual’s self-regulation system takes shape and gets transformed over lengthy periods of time, with its problems and potentials being understood only against its own history, the argument that an individual’s mode of self-expression may result in his/her (in)ability to accurately align with an organizational tolerance is explored conversely. Using the survey approach, a questionnaire was developed from standardized measurement scales and used to collect quantitative data from two hundred employees of mining-support firms. The data was analyzed using both descriptive and inferential statistics. It was found that employees’ active- and passive-constructive voices positively correlated with their behavioural manifestations of loyalties while their active- and passive-destructive voices positively correlated with their behavioural manifestations of exist-intentions. Organizational tolerance moderated the relationships between the employees’ active-constructive and passive-constructive voices, and their job behavioural manifestations of loyalty, but did not moderate the relationship between the employees active-destructive voice and their behavioural manifestations of exist-intentions. This study is the first to be carried out in the mining sector in Ghana and the findings provide useful insight toward improving the management of employees. The insights provided will enable managers in mining-support firms in Ghana develop organizational tolerance for managing all employees’ voice-types effectively to enhance their employees’ happiness and productivities in the work environment.

Boiler systems have many factors that affect the efficiency of the air conditioning process. A traditional control system is complicated and requires physical hardware and software programming. The modern operator console is more compact and works better. Regardless of the boiler system, the operator can run it automatically, allowing changes in many variables such as fuel input, air combustion, water feed flow, steam temperature, etc. In fact, it is impossible to control all of these variables simultaneously in the manual mode. Modern systems have been developed to a high degree of precision that can provide excellent results in maintaining high levels of efficiency, reliability, and safety. The Programmable Logic Controller (PLC) was developed in 1968, and since then it has improved rapidly and applied to many manufacturing industries. Besides the Allen Bradley PLC, other modules were developed such as Human Machine Interface (HMI), Variable Frequency Drives (VFDs), and safety components. In this paper, the Allen Bradley PLC ControlLogix family 1756 model is used to control the boiler system. In addition, this work focuses on improving the boiler efficiency by comparing between the manual and automatic control the fuel-air ratio.

Abstract Function drives many early design considerations in product development. Therefore, finding functionally similar examples is important when searching for sources of inspiration or evaluating designs against existing technology. However, it is difficult to capture what people consider to be functionally similar and therefore, if measures that compare function directly from the products themselves are meaningful. In this work, we compare human evaluations of similarity to computationally determined values, shedding light on how quantitative measures align with human perceptions of functional similarity. Human perception of functional similarity is considered at two levels of abstraction: (1) the high-level purpose of a product, and (2) a detailed view of how the product works. Human evaluations of similarity are quantified by crowdsourcing 1360 triplet ratings at each functional abstraction, and then compared to similarity that is computed between functional models. We demonstrate how different levels of abstraction and the fuzzy line between what is considered “similar” and “similar enough” may impact how these similarity measures are utilized, finding that different measures better align with human evaluations along each dimension. The results inform how product similarity can be leveraged by designers. Therefore, applications lie in creativity support tools, such as those used for design-by-analogy, or future computational methods in design that incorporate product function in addition to form.

Altmetric research has seen its horizons expanded to the heterogeneity of interactions produced between scientific and non-scientific entities. In this context, Wikipedia stands out as a social media of particular interest as the page views of its articles have proven to be a valuable metric of social attention. The aim of this paper is to contribute to this new research stream by analysing whether the research topics of greatest academic interest align with those that attract the most social attention. To this end, the OpenAlex concepts are explored by comparing their works count with the page views of their respective Wikipedia articles. As a result, a correlation analysis between the two metrics reveals a lack of connection between the two realms. Likewise, root-level concepts are explored to illustrate such a difference.

Project-based learning involves examining the work of others, traditionally focused on canonical works of architectural history that act as references for the workshops. However, these exceptional cases are often produced under unique circumstances, far removed from common architectural practice and alien to any direct student experience. The work developed in Architecture Workshop I, shows a different perspective by focusing on "normal houses", common and ordinary dwellings that students inhabit on a daily basis and that usually lack disciplinary recognition. Through scale replicas of interiors of their own homes, students observe and analyze details, processes and techniques, promoting hands-on learning and a deeper understanding of the architecture that builds cities. The exercise demonstrates that architectural knowledge resides not only in exceptional works, but also in the everyday and anonymous.

Most of the experimental work on photoacoustic (PA) and photothermal (PT) effects in gases, performed with the optical beam deflection technique, concerns either the propagation of a sound wave1 (thus probing the area far from the irradiated region), or the thermal properties of these gases2 (thus probing the boundary of the irradiated region with a probe beam crossing the pump beam). In this paper we report on an experimental study of a photorefractive deflection technique in which the probe beam used is principally inside the irradiated region. Our results are therefore a complement to the aforementioned works. To probe the interior of the irradiated region, no crossing of the probe and pump beams is allowed. Thus, in the present work, the two beams are parallel. This method can be used to align collinearly several cw laser beams to an error better than 3 µm.

In Colombia, college graduates who earn a national distinction award for top performance in a mandatory exit exam receive a 7 to 12 percent higher salary compared to peers without the award. This wage premium persists five years post-graduation. The wage premium is larger for graduates from non-elite institutions than graduates of more prestigious institutions. Workers with signals are more likely to be employed at productive firms, finding roles that align closely with their specific skills. The observed wage differences are not attributed to differences in human capital but rather to the effectiveness of the signal in the labor market.

The US food and agriculture system is dominated by giant corporations, which, along with industry associations that represent and align with them, have hijacked federal farm policy for profit. Analysis by the Union of Concerned Scientists shows that between 2019 and 2023, giant agribusiness companies and industry associations spent well over half a billion dollars lobbying Congress to influence legislation that includes the next food and farm bill. A pay-to-play food policy that prioritizes corporate profits is bad for the health and wellbeing of people and our environment. Lawmakers should center the needs of small and midsize farms, diverse farmers, food and farm workers, consumers, and communities—not just those of giant corporations—when writing this legislation.

The need for a managed transition away from fossil fuel production raises the question of whether and how countries are addressing this need in their national communications to the UN Framework Convention on Climate Change (UNFCCC). A previous 2019 analysis of the first round of nationally determined contributions (NDCs) and long-term, low-emissions development strategies (LT-LEDS) found that few countries discussed how they would address fossil fuel production as part of their climate mitigation activities. Here, we examine new and updated NDCs and LT-LEDS, finding a growing number of NDCs and LT-LEDS that address fossil fuel production as part of mitigation. For the first time, several countries incorporate policies and/ or pathways for a managed decline of fossil fuel production. In contrast, many others foresee continued or expanded fossil fuel production, with no mention of efforts to prepare for a transition. Opportunities remain for countries to make better use of NDCs and LT-LEDS to align fossil fuel production with the Paris Agreement, including by more comprehensively reflecting on the equity implications of their plans, as well as addressing how countries plan to diversify their economies, ensure a just transition for workers, and cooperate internationally on a managed wind-down of fossil fuel supply. As COP26 approaches, this window of opportunity is still open, but it is rapidly closing.

Prior to the Taliban takeover in August 2021, the World Food Programme (WFP) Afghanistan had been working to see how its strategic outcomes in the 2018–23 Country Strategic Plan (CSP) were aligned with viable peace and development efforts nationally, and to investigate plausible pathways by which its interventions could support broader goals to contribute to the humanitarian–development–peace (triple) nexus. With the Taliban regaining control, these pathways have become less clear and difficult for WFP to make firm strategies. This Theory of Change (TOC) document looks at each of the relevant strategic outcomes from the 2018 CSP in turn (temporarily rolled over as a result of the uncertainty) and proposes theoretical ways in which the interventions can be best aligned with medium- to longer-term goals. Whilst these can no longer be simplistically labelled ‘development’ and ‘peace’, preserving national systems and institutions remains vitally important to ensure minimum humanitarian suffering. The aim of developing these TOCs is to help best align current programming and develop future programming options, as well as better generating evidence on what works. The TOCs are also intended to be a bridge to the next CSP, generating evidence to inform future strategic outcomes and helping the organisation think through realistic contributions to national systems.

This paper shares our experience of developing an EU-level baseline for research and innovation (R&I) in food systems, in support of the European Commission’s transformation agenda, with specific reference to the Food 2030 initiative. Food 2030 relates to the EU’s mission-oriented approach to R&I, viewing it within the context of a dynamic food system with multiple dependencies and many different actors. This approach aligns with a growing recognition that, in order to achieve transformational change, the interactions and interdependencies of all components within a given system and its relationship to other systems must be considered. In a transformative R&I system, innovation itself is no longer the endgoal but is viewed as an enabler to solve societal and environmental challenges (the end-objective). Linking such broader outcomes back to specific R&I inputs is not a straightforward endeavour. Furthermore, the inter- and transdisciplinary nature of a systems approach, as well as the nature of systems thinking itself, make it hard to define evaluative boundaries. Traditional public sector approaches to supporting R&I do not align well with such an approach, with implications for evaluating R&I policy. The paper focuses specifically on the novel aspects of the EU’s approach to framing food systems R&I and the evaluation challenges this presents, as well as how we have worked to mitigate these.

Understanding the international provision of allergen information picture in the non-prepacked sector. Food Standards Agency, julho de 2023. http://dx.doi.org/10.46756/sci.fsa.jsi798.

Resumo:
Our rapid evidence assessment aimed to develop an understanding of the international provision of allergen information in the non-prepacked food sector. A mixed-methods approach was used, including a rapid literature and data review, stakeholder interviews, as well as co-production panel review with our advisor (Dr Audrey DunnGalvin) and members of Allergy UK and the FSA. We found legislation on nine of the 18 countries within the scope for this project. These included three EU countries who have also brought in additional national requirements to EU legislation (Lithuania, Republic of Ireland, and Netherlands); two non-EU countries that align to EU legislation and have additional legislation in place (Switzerland, and Norway); three non-European countries (US, Philippines, and Canada) have legislation in place or draft form; and the UK. While legislation was not found in English for the other countries, all 27 EU member states follow the EU legislation as a minimum requirement. The UK follows EU legislation as we were a member state at the time of implementation. The UK has since left the EU; however the legislation has been retained. The UK has additional legislation for food that is prepacked for direct sale (PPDS), but not other types of non-prepacked food. There is considerable variation across countries and regions, in terms of type of allergens and foods covered, the required format of provision of allergen information (e.g., verbal or written) and the food establishments included within the legislation. Across all countries included within the review, the use of precautionary allergen labelling was voluntary. The overall objective of this rapid evidence assessment was to develop recommendations for the FSA to inform future policy and regulation decisions based on evidence of ‘what works’. However, the reviewed literature provided no evidence of whether approaches are associated with improved safety, compliance, unintended consequences, or feasibility. We were also unable to infer effectiveness via data on reported trends in deaths or incidents pre and post implementation of legislation, as these data was not found for any country. Similarly, there was not enough evidence to allow a systematic analysis of incidents associated with different types or categories of food business operators (FBOs) selling non-prepacked foods. We are therefore unable to provide clear recommendations of ‘what works’ from the evidence. We have instead gathered information on the ideas or potential solutions suggested in the literature.
