Purpose: Conflicts between Korea, the United States, Japan, North Korea, China, and Russia continue along with the competition for supremacy between the United States and China, and conflicts between South and North Korea and between China and Taiwan continue as the Korean Peninsula is an area with a high possibility of military conflict. However, even in North Korea, China, and Russia, which are closed countries, the influence of the soft power of cultural content such as dramas through the Internet is bringing about changes in collective sentiment even in closed countries. Due to these phenomena, Northeast Asia, which has been confronted with military power, is facing a new phase, and we wanted to discuss the use of AI technology in information warfare by the soft power of the Intelligence Agency. Method: For the expansion of AI use and research on information warfare, the historical cases of Northeast Asia were analyzed, and the evolution of literature and media was reviewed to understand the phenomenon of artificial intelligence (AI) after the 4th industrial revolution, and the themes were selected. In addition, related data were collected and reviewed, and an attempt was made to theoretically establish the research results academically. Results: 1. Northeast Asia is undergoing a transition from order based on hard power through military power to soft power based on cultural content. Just as the spread of culture has expanded faster and deeper the more it is controlled by the state, many researchers in Northeast Asia sympathize with the collapse of the system when asked how long such surveillance and control by dictatorships such as China and North Korea will be possible. According to this phenomenon, the influence of the power of culture on society was analyzed. 2. Artificial intelligence (AI) learning information will adversely affect sound soft power due to manipulated information and biased algorithm learning data. Due to this loophole, the Intelligence Agency will launch an information war using artificial intelligence (AI) technology that suits its own interests. In addition, the Internet will accelerate the propagation speed of distorted soft power and penetrate deeply into human life. Therefore, the Intelligence Agency is expected to analyze the influence of this distorted soft power on its country and start blocking and defending against attacks. Conclusion: 1. The legal system before the advent of AI is expected to be modified or supplemented by more than 50% after the advent of AI. In accordance with this paradigm shift, the authority of the Intelligence Agency in the information warfare of AI was divided into the right to investigate, the right to investigate, and the right to operate. 2. In response to the threat of using artificial intelligence (AI) in information warfare, the government of the country not only expanded the size of the Intelligence Agency but also proposed a hybrid structure of cooperation with the private sector, that is, a model of ‘hybrid defense’. Lastly, in 1983, when tensions between the US and the Soviet Union were in the Cold War, the state-of-the-art scientific equipment, a satellite for detecting nuclear missiles, recognized the US ICBM launch warning. In response, Lieutenant Colonel Stanislav Petrov, commander of the Watch Command of the Soviet Air Defense Force, determined through human intuition that this was a computer error. It reexamined the case of preventing World War III by judging computer errors through human intuition, not judgment of scientific equipment, and suggested ethical issues in information warfare.

In the 20th century, built airfields and airports, have significantly impacted the European landscape and environmental quality today. Territories that have lost their former function can now be considered as a stimulus for the creation of new landscapes and for urban development. The publication covers the history of Latvian aviation through time, where a total of 97 airfields have been established, which served as military, agricultural, sports, and civil aviation airfields. Scientific literature, popular scientific literature were used to gather information. For mapping was used ArcGIS. Nowadays, according to the data of the Civil Aviation Agency, 9 airfields are certified – 7 civil aviation airfields, and 2 air transportation airfields. As well as a military base of the Air Force has been established at Lielvārde airfield. Airfield’s development opportunities until now have not been researched in Latvia, this is the first study to capture resources available and development strategies.

Relevance. Scientific typification of past events is one of the most common results, obtained in the course of historical research. At the same time, as a rule, we are talking about using only one typological feature and only one level of typing. This gives relevance to the consideration of the issue of establishing multidimensional and multilevel typing. Purpose of the article is to familiarize the professional community of historians with the experience of establishing a multidimensional and multilevel typification of the subject of research. The objective of the article is to establish the typification of the meteorological support of the Red Army Air Force and demonstrate by its example the practical application of the historical and typological method. Methodology. The use of the historical-typological method has become widespread in conducting historical re-search. In particular, it was used in the study of the history of meteorological support of the Red Army Air Force during the Great Patriotic War. Results. It was proposed to streamline the subject of the study by identifying types in it based on the estab-lishment of common inherent features. For this purpose, three typological features were used: the level of military man-agement, the regularity of meteorological support and the specifics of the activities of the Air Force. As a result, mul-tidimensional typing was obtained. The third type was subjected to further detail, which allowed us to talk about its second level. All conclusions and provisions are illustrated by concrete examples from the experience of aviation me-teorologists in providing the Air Force during the Great Patriotic War. Conclusion. The possibility of using the historical-typological method to establish multidimensional and multilevel typing is shown by the example of a specific subject of research. It is established that the use of this method should be preceded by the use of a descriptive method. It is revealed that the key component determining the further possibility of typification is the selection of typological features.

Abstract The “individualization” thesis has gradually merged into the discussion of increasing heterogeneity of the life course as well as growing inequality over historical time. As individuals are “disembedded” from both cultural traditions and more recently social institutions, individual agency has drawn revived interest in outlining “choice biography” that is seen as paramount to personal outcomes and even containing overcoming force against structure. This practice mutes the consideration of the ongoing forces of social structure that by their very nature continue to constitute individual selves and possibilities. The uncritical treatment of individual agency makes it problematic for the study of precarity, mystifying and obscuring the analysis of inequality-generating mechanisms, reducing them to the individual-level. We analyze current uses of the concept of agency in the life course research, and particularly in the areas of transition research, e.g., transition to adulthood/retirement, where individual agency is assumed to be most active.

Relevance. The scientific periodization of past events is one of the most common results obtained in the course of historical research. At the same time, sometimes applicants make serious mistakes when formulating it. In this regard, consideration of the requirements for the establishment of scientific periodization and their illustration by a specific example seems relevant. The purpose: of the article is to familiarize the professional community of historians with the experience of es-tablishing scientific periodization of the subject of research on a specific example. The objective of the article is to establish the periodization of the activities of the meteorological service to support the Air Force of the Red Army during the Great Patriotic War of 1941-1945 and demonstrate by its example the practical application of the historical and genetic method. Methodology. During the preparation of the article, methods peculiar to military-historical research were used. In particular, the historical-genetic method was used to establish the periods. The result of the conducted research was the establishment of a scientific periodization of the activities of the meteorological service to provide the Air Force of the Red Army during the Great Patriotic War of 1941-1945. In the process of work, the basic requirements for scientific periodization were taken into account. It is characterized by a unified approach to dividing the chronological framework into successive intervals, has a clearly formulated and theo-retically justified basic criterion on the basis of which this division is performed, has clear boundaries between periods marked by significant events, and correlates with the periodization of a larger historical process. The identified periods are numbered, named, outlined chronologically and characterized. As a basic criterion, the subordination of the meteorological service of the Red Army Air Force was proposed. Conclusion. It is established that modern historical science has the necessary methodological apparatus and clear ideas about the formulation of scientific periodization. Using the example of a specific subject of research, it was revealed that the key component of the success of periodization is the correct definition of the basic criterion.

The Air Force and Navy recently commissioned economic impact studies of their Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, which provide funding to U.S. small businesses to promote technological innovation. The studies focused on Phase II contracts completed during the 2000 to 2013 period. These were the first comprehensive economic impact surveys of any federal agency SBIR/STTR programs. The studies provided conclusive information on the outcomes of well over 90% of the Phase II contracts. IMPLAN software was applied to company survey results to estimate overall impacts on the U.S. economy. Analysis revealed that both programs have had impressive national economic impacts. However, these studies significantly understate their contribution to the national economy because a substantial portion of the total economic outcomes will occur in the future. This paper demonstrates a conservative, statistically based methodology for estimating the future sales that can be expected from already-funded Air Force and Navy SBIR/STTR projects after the date of the company surveys. Application of this methodology shows that, for projects that have not yet generated product sales, an estimated additional 10% will eventually result in commercial products. For projects with products that have already reached the marketplace, total product sales will eventually be 83% greater than the totals reported at the time of the surveys. With the addition of the missing future sales, the total economic impact from the Air Force and Navy programs will ultimately be 51% greater than was reported. The new analysis estimates that every dollar invested in Air Force and Navy SBIR/STTR Phase II projects will eventually return $22 in economic activity.

On 30 September 1974, General Laurence S. Kuter, US Air Force retired, sat on a small chair in his apartment in Naples, Florida. He wore an open-collar button-down short-sleeved shirt and pants with a pattern of crossed golf clubs. His skin was a deep bronzed color thanks to the days in retirement spent on the golf courses of the southwestern Florida coastal city. At nearly seventy years of age, he still looked every part an air force general. With the general in his apartment sat two air force historians who were there to conduct an oral history interview to preserve the historical value of the general’s life from his earliest days through World War I and his experiences in the newly formed US Air Force of the 1940s, 1950s, and 1960s. It was part of a program that Brigadier General Kuter himself authorized in the early days of American involvement in World War I when he directed that the Air Staff Historical Section gather history “while it is hot” and that “personnel be selected and an agency set up for a clear historian’s job without axe to grind or defense to prepare.” That directive, signed in July 1942, and the documents, interviews, mission reports, and other items collected during the war became the nucleus of the official archives of the US Air Force, now held at the Air Force Historical Research Agency. This was made possible because Kuter directed that that material be collected, preserved, and archived. Kuter himself might have been unaware at the time that so much of his own story would be captured by this program and that years later his personal remembrance of events would itself be archived away as an official report....

This chapter examines how a constrained problem and an institutionalized solution enabled the Royal Air Force (RAF) to successfully manage the air battle during the Battle of Britain. The RAF pioneered many concepts that the U.S. Air Force still uses today, including aircraft early warning, identification friend-or-foe, track management, aircraft vectoring, and operational research. The Battle of Britain is also one of the well-documented episodes in military history. Open archives, abundant data, and the electromechanical vintage of information technology make this case an accessible illustration of information practice in action. Britain won the battle because it put together a well-managed solution to the well-constrained problem of air defense. Germany, by contrast, met the inherently harder problem of offensive coercion with a more insular solution. The chapter first describes the historical development of the British air defense system, before looking at the “external problem” that Fighter Command faced during the battle and showing how the interaction produced “managed practice” that improved RAF performance.

This article presents an analysis of the role of the international agencies IOM and UNHCR in the Operation Welcome, created by Brazil to receive Venezuelan immigrants in Roraima. The main objective of Operation Welcome is to mitigate the effects of the migratory flow from Venezuela, which is facing a political, economic and social crisis. To put the planning and execution of the operation into practice, the Humanitarian Logistics Task Force (FT Log Hum) was conceived, which relied on the continuous and timely advice of a joint staff composed of members of the Army, Navy and Brazilian Air Force. International organizations, such as IOM and UNHCR have increased their presence in the state of Roraima to meet the needs of venezuelan migrants arriving in the country. The study aims to understand the work of these international agencies in the context of the Operation Welcome, through a qualitative methodology based on documental and bibliographic review. The study presents a historical context of the trajectories of IOM and UNHCR and analyzes the role of these organizations in the context of the Operation Welcome through a critical analysis. The research contributes to the advancement of academic knowledge in the area and is of great relevance to the academic community and actors involved in the humanitarian response.

The use of the parachute as a means of rescuing pilots and aerospaces has become an increasingly used practice, with the progress of aeronautical technology. This article brings to the readers the problem of treating those who used this means of rescue in the periods of conflict since the beginning of aeronautics, more precisely in the first and second world wars. The question that this article tries to answer is whether the one who saves himself with the parachute during the states of conflict can be attacked in the air, and this attack can be considered legitimate and / or moral.

The technological development of the UAV domain has produced a conceptual revolution in the design, architecture and operation of these technical systems. The evolution of unmanned aerial systems has followed the same technological curve as manned aircraft and the continuous technological development of the UAV field has produced a conceptual revolution in the design, architecture and operation of these technical systems. After the 1970s, on the one hand, a series of modernizations of the launch-recovery systems of the air vectors took place and on the other hand, the development of miniaturized classes of UAVs. The article summarizes information about the most relevant historical landmarks regarding the experimental and operational technological achievements of the 1970s and 1980s.

As if Afghanistan’s recent takeover by the Taliban was not a sufficiently significant development in the AfPak region, reports indicate that Pakistan’s largest sect, the Barelvi, becomes increasingly militant and aggressive by the day. Since another important movement for the history of Pakistan - the Deobandi - has generally dominated the violence scene in Pakistan starting with the Soviet invasion of Afghanistan, this trend within the Barelvis is a rather new one, and deserves extensive attention keeping in mind the recent regional developments. Taking a brief look at the history of the region to identify possible causes that may underlie the radicalization of the Tehreek-e-Labbaik Pakistan group, it is noticeable that emergence of Barelvi and Deobandi sects in the first part of 19th century was part of a larger movement to revive Islam in the Northern part of India, but in different manners: while the Deobandi kept close to the Hanafi Sunni teachings in a strictly manner, the Barelvi sect – developed itself mostly on a Sufi legacy, as part of a larger Folk Islam inherited from the Mughal Empire, despite being itself affiliated with the Hanafi school. The differences between the two movements became critical from a political, security and social point of view, especially after the division of British India in 1947, into two states: a Muslim one – present day Pakistan, and a Hindu one - present day India, of which, the first, became the state entity that encompassed both Hanafi revivalist movements, Deobandi and Barelvi. Therefore, this research is aiming to analyse the history of Barelvi movement starting with the British Raj, the way in which Pakistan was established as a state and the problems that arose with the partition of the former British colony, the very Islamic essence of the new established state, and the potential for destabilization of Barelvi organisations in an already prone to conflict area. Consequently, the current research aims to identify the patterns of latest developments in Pakistan, their historical roots and causes, main actors active in religious, political and military fields in this important state-actor from the AfPak region, in order to project Barelvi recent in a defined environment, mainly by using a historical approach.

A common conception that students have in mechanics courses is that a force is needed to maintain motion. Our work approaches this problem from a p-prim perspective with a comparison to the historical understanding of force. From a p-prims perspective, momentum is proposed to substitute force as a maintaining agency to motion. By a comparison with history, it is shown that a similar problem occurred in the development of the concept of force, which led to a similar solution to the one proposed in our work. As a result, a teaching plan and activities are prepared to introduce the concept of force through the concept of momentum. In this work, the main activities of the plan are discussed, as well as the results of a preliminary research based on its realization in a classroom.

High cycle fatigue (HCF) is a widespread technical problem in aircraft gas turbines, and can lead to the premature failure of plumbing, pumps, accessory drives and airfoils. Roughly 35% of the problems associated with newer production engines are the direct result of HCF. This paper discusses three innovative technologies that can assist in the avoidance or elimination of high cycle fatigue failures in aircraft gas turbines. This work was performed under the sponsorship and direction of the Defense Advanced Research Projects Agency (DARPA) and the United States Air Force Research Laboratory.

Previous research studies on digitalization as an important driver of development has been largely discussed in the context of entrepreneurship, determining its effects on economic growth. Over the past decade, the role of digitalization in public administration – in providing quality and user-friendly services – has been stressed, with less emphasis being placed on its importance in strategic planning. The driving force of change is digital transformation, which requires digital skills and knowledge. The digital literacy of European Union residents has improved, yet in seven EU Member States it was rated as low or very low. Lifelong education helps to deal with this problem, and it has become a necessity for the entire society. The aim of the present research is to determine the role of digitalization in strategic policy documents in the context of lifelong education. The paper analysed the National Development Plan of Latvia 2021-2027 (final version), the Digital Agenda 2020 for Estonia and the Progress Strategy “Lithuania 2030”. The mentioned strategic documents have set a number of goals and objectives directly relating to the implementation of digitalization in order to facilitate the work of society, enterprises and public administration. The policy documents refer to digitalization in lifelong education as mostly a communication and information tool requiring adequate digital skills to be provided by educational institutions. The research employed the monographic, content analysis and descriptive methods. The strategic policy documents of Latvia have been compared with the corresponding documents of the other Baltic States, as the historical and economic development of the countries has followed a relatively similar scenario, and all the Baltic States are EU Member States.

The Air Force Research Laboratory Turbine Research Facility is a transient blowdown facility that allows simultaneous measurement of unsteady heat transfer and aerodynamics on full scale engine hardware. It is unique for its size and consequent blowdown duration. Compared to engine validation testing, full scale, short duration turbine-rig testing is able to provide very large amounts of rotating turbine flowfield information using far less energy, orders of magnitude lower cost, and greater instrumentation selection. This paper provides an updated review of the facility’s history, operation, and enhancements since its initial construction over two decades ago. Historical connections to pioneering work in short-duration turbine heat transfer testing are highlighted, and an overview of past developments, features, and capabilities is given. More recent experimental and computational integration is described using a suite of in-house developed CFD design and analysis tools. Example test programs include a non-proprietary 1+ 1/2 stage research turbine rig, which is the most heavily instrumented high pressure turbine tested in the facility to date.. Recent data illustrates the character of unsteady airfoil shock interactions that may lead to large levels of resonant stress or turbine high cycle fatigue. The paper ends with a brief discussion of future work.

This article was supported by the Research and Development Support Agency based on Contract No. APVV-20-0334. Today's world is becoming more vulnerable, more dangerous. The development of the security environment is becoming more dynamic and difficult to predict. The concept of security, defined by Barry Buzan and his scientific team in the 80s of the last millennium, extends to the field of cyber security. We are increasingly encountering cyber-attacks, which represent a global security threat to the world. Cyber space is becoming another dimension where military operations can take place on land, sea, in the air and in space. Cyber space was defined by the NATO summit in Wales, September 2014 and later at the Warsaw NATO summit, July 2016 in the form of the Alliance's commitment in the field of cyber defence. The NATO confirms to follow the principle of restraint and to support the maintenance of international peace, security and stability in cyberspace. In the article, the authors point out some manifestations of cyber-attacks, the need to protect cyber and information systems and in a close historical excursion, they analyse the effects of these attacks in stages of their development.

Rapidly increasing population and migration from rural areas to nearby urban agglomerations develop tremendous pressure on system of the existing cities without compromising socioeconomic and cultural linkages. Policy interventions, both at global and local scale, have created newer avenues for the researchers to explore real-time solutions for problems world-wide. For instance, the outcome of 2015 United Nations agenda for the achievement of the Sustainable Development Goals (SDGs) by the year 2030 primarily focuses on urbanization issues and probabilistic modelling of future scenarios to obtain a robust alternative for resource utilization and further for maximizing sustainability through land use pattern analysis. This is the clear indication toward the very important role of “ever dormant” urban planning, especially in the case of a rapidly developing country such as India. Remote sensing and geo informatics along with Machine learning can provide extremely relevant information about the pattern change in cities and as input to visualize the future growth pockets. In this context, potential of cellular automata (CA) in urban modelling has been explored by various researchers across the globe. In the recent past, models have been drawing majority of the attention along with geographic CA processes about urban growth and urban sprawl studies. Most recent approaches include optimization of transition rules based on machine learning techniques and evolutionary algorithms that follow nature-inspired mechanism such as Genetic Algorithm, Ant colony optimization, Particle Swarm Optimization (PSO), simulated annealing, Grey Wolf optimizer etc. Irrespective of any modelling technique, model calibration remains one of the challenging and most crucial steps towards obtaining realistic results. This research communication tries to demonstrate a novel idea of integrating PSO with SLEUTH post calibration of the spatial-temporal footprint of urban growth from the year 1990 to 2017 for Kolkata, a historical megacity of Eastern India. Results were evaluated and validated using statistical fit measuresreveals PSO-SLEUTH performed substantially better compared to traditional Brute Force calibration method (BFM). Another significant development was in terms of computation time of optimized values from days (BFM) to hours (PSO). The study identifies Kolkata region to be sensitive to spread and road gravity coefficients during calibration procedure. Results indicate growth along the transport corridors with multiple agents fuelling the growth. Further, with the aid of high spatial resolution data, buildings were extracted to understand the growth parameters incorporating neural networks. Using the results, renewable energy aspects were explored to harness and provide a suitable local solution for energy issues in energy gobbling cities. Pattern of landscape change, development of better process of modeling and extraction of building from machine learning techniques for planning smart cities with self-sustaining energy is presented in this research work.

Shipping sector has always been pointed as one of the most contaminant ways of transport and this can be debated extensively. Ships emit emissions that contribute to air pollution worldwide and IMO is concerned about the problems of shipping emissions and its hard working to make this sector cleaner and more environmentally friendly. To achieve this goal, the specialized UN agency is engaged in new regulations. One of the most important ones, which is the backbone of this study, is the new global sulphur limit for maritime shipping that entered into force last 1st of January 2020. Its main objective is the reduction of vessel’s emissions, especially SOX ones. Nowadays, all ships need to use bunkers with a sulphur content that does not exceed 0.5% m/m The entry into force of the new global sulphur limit for maritime shipping imposed by the International Maritime Organization, last 1st of January 2020, has supposed a huge change for all shipowners and for the whole sector. Several solutions to cope with this appeared on shipowners tables, who faced an important challenge choosing the one that suits them the most. This paper focuses on making a general overview about the existing academic research done on this topic. Its main objective consists in making a research to see how shipowners operating in Spanish ports have adapted their fleets and to obtain their feedback after these months since the implementation of the new sulphur limit.

Employing numerical prediction models can be a powerful tool for forecasting air quality and visibility hazards related to dust events. However, these numerical models are sensitive to surface conditions. Roughness features (e.g., rocks, vegetation, furrows, etc.) that shelter or attenuate wind flow over the soil surface affect the magnitude and spatial distribution of dust emission. To aide in simulating the emission phase of dust transport, we used a previously published albedo-based drag partition parameterization to better represent the component of wind friction speed affecting the immediate soil sur-face. This report serves as a guide for integrating this parameterization into the Weather Research and Forecasting with Chemistry (WRF-Chem) model. We include the procedure for preprocessing the required input data, as well as the code modifications for the Air Force Weather Agency (AFWA) dust emission module. In addition, we provide an example demonstration of output data from a simulation of a dust event that occurred in the Southwestern United States, which incorporates use of the drag partition.

Airborne particles of mineral dust play a key role in Earth’s climate system and affect human activities around the globe. The numerical weather modeling community has undertaken considerable efforts to accurately forecast these dust emissions. Here, for the first time in the literature, we thoroughly describe and document the Air Force Weather Agency (AFWA) dust emission scheme for the Georgia Institute of Technology–Goddard Global Ozone Chemistry Aerosol Radiation and Transport (GOCART) aerosol model within the Weather Research and Forecasting model with chemistry (WRF-Chem) and compare it to the other dust emission schemes available in WRF-Chem. The AFWA dust emission scheme addresses some shortcomings experienced by the earlier GOCART-WRF scheme. Improved model physics are designed to better handle emission of fine dust particles by representing saltation bombardment. WRF-Chem model performance with the AFWA scheme is evaluated against observations of dust emission in southwest Asia and compared to emissions predicted by the other schemes built into the WRF-Chem GOCART model. Results highlight the relative strengths of the available schemes, indicate the reasons for disagreement, and demonstrate the need for improved soil source data.
