This paper analyzes mutual relationships between the institution of the state, agriculture, and agricultural interventions. It primarily adopts a historical (retrospective) approach, starting by identifying the socioeconomic importance of agriculture, and then moving to the relationships between agriculture and the state. The final section focuses on the importance of state interventionism in agriculture, taking into consideration both historical events and specific (mostly environmental) challenges of the present. The authors relied on the relevant literature on agricultural interventionism and on mutual relationships between the state and agriculture. Despite a number of deficiencies, it is essential for the state to be actively involved in the agricultural sector. The regulatory activities carried out include not only the real impact on agricultural production (its volume and quality), but also affect issues of agriculture’s impact on the environment and social life. By assuring basic security, the state enables the emergence of farming innovations which are a necessary driver of agricultural development, which, moreover, must be conditioned by the unknown environmental problems present in the past. Moreover, the production and distribution of food alone represents one of the fundamental dimensions of security and is a guarantor of full economic growth.

Indonesia is still far behind compared to other Asian countries in agriculture. The technology and the availability of pre-facilities are still inadequate because of the many obstacles that hamper agricultural development. Agricultural development is a major component of rural development. One way to help the process of agricultural development is with the ease of access to finance.The State through the Ministry of Agriculture continues to make efforts in encouraging the development of domestic agriculture. Funds distributed are not small so it is necessary to calculate the efficient use of state budget funds in agricultural development in Indonesia. This study aims to measure the level of efficiency of the state budget for the agricultural sector. The data used are secondary data derived from the Ministry of Agriculture's financial report from 2012 to 2016.The method used is Data Envelopment Analysis (DEA) with input oriented and output oriented with Variable Returns to Scale (VRS). The input variable used is the realization of State Budget (APBN) for agriculture sector, while the output variables used are Farmer's Exchange Rate (NTP), Gross Domestic Product, and Farmer Productivity. The results show that the year 2015 becomes a very inefficient year both in terms of input oriented and output oriented. The increase in the realization of state expenditures for agriculture is not balanced by significant results, even in 2016 where the relatively small increase in the realization of the agriculture sector budget has had a comparable impact.Keywords: Efficiency, realization Budget expenditure, agricultural development

Subject. A considerable amount of agricultural innovation pursues to create sustainable production systems, including land and water resource management, the development of agri-environmental approaches to using ecological and biological processes to reduce the consumption of non-renewable resources. Despite the apparent importance of the issue, the national agriculture still scarcely uses innovation. Objectives. We investigate the enhancement of the sustainable development in agriculture through innovation. Methods. The study relies upon proceedings of foreign and Russian scholars on theoretical and practical aspects of the sustainable development in agriculture, official statistical data and documents of governmental and special-purpose programs for agricultural development in the Russian Federation. The study is methodologically based on the systems approach. Results. Agriculture is found to be in transit to the sixth wave of innovation, with its core comprising NBICS-technologies and synthesizing nano-, bio- and computer technologies, genetic engineering and cognitive ties. Biological innovation and land cultivation innovation are the most popular and sought-for, since they ensure the prolonged economic effect. We determine factors impeding the innovative development in agriculture. Computer systems and public-private partnership are supposed to be the main tools for activating innovation. Conclusions and Relevance. I conclude that, despite some disputable aspects of some innovative solutions in agriculture, sustainable development in agriculture is undeniably impossible without such innovative solutions. Rising controversies can only be resolved through further and more profound research. The State should assist in the emergence of the effective innovative environment, which would allow all agricultural market actors to actively implement innovation.

There are several stages associated with fundamental changes in arrangement and production technologies for the development of agricultural production in the Republic of Belarus. Each of the stage was associated with achievements of scientific and technological progress and had important social and economic consequences. The paper dwells on the stages of agriculture development in the Republic of Belarus since 1919 to the present days. The basic transformations of the Ministry of Agriculture and Food as a body for state administration of agriculture are covered. It is shown that nowadays the Ministry of Agriculture and Food of the Republic of Belarus performs absolutely greater part of functions in the field of state agriculture management, in particular: administration, economic regulation, legal regulation, state agricultural policy, state control. It is known that high level of agro-industrial complex development guarantees the food security of the state, therefore, political independence and sovereignty as well. Over the years of the sovereign existence, the Republic of Belarus has been able to restore and develop agriculture, ensuring the country’s food security, as well as become an important exporter of food and agricultural products. Thus, the achieved results of agricultural production confirm the right chosen course aimed at intensive methods of work based on achievements of science and technology.

The article examines the state and problems of the Italian agriculture in the context of the transition to technological structure 4.0. The author examines the targets of the EU common agricultural policy at the present stage, the advantages and limitations of the Italian agriculture in the context of the goals and objectives of the ecological transition, and measures of state support for its modernization. Data from expert studies on Italy’s progress towards sustainable agriculture are presented. A conclusion is made about the tangible impact of national conditions on the course of technological restructuring.

Abstract The study analyzed data on state support for agricultural production in the Samara region. The regional level is the main source of budgetary funding for the agro-industrial complex. The Samara region is a pilot region in the research field into the results impact effectiveness of support measures on the agricultural organizations activities. The study purpose is to substantiate the need to improve state support in agriculture in the Samara region. It is necessary to solve the following tasks: to analyze the experience of state regulation in the Samara region agro-industrial complex; to classify the existing directions of state support for agriculture; to substantiate the need to correct the existing approach when improving state support for agricultural production. As a result of the consistent policy implementation in the field of agro-industrial complex supporting, agricultural production in the Samara region was able to become quite effective. The twofold excess of taxes in 2019 over the amount of support indicates that agricultural producers were able to switch to expanded reproduction using their resources. If the current situation persists in the long term, then the state role will be reduced to stimulating extremely promising directions for the region’s agro-industrial complex development.

Agriculture is of great importance in developing countries, and in the Western Balkans it has a large share in economic development and employment, but with a tendency to decline. The subject of the paper refers to the review of the current state of agriculture in the Western Balkans, while the goal is to point out the possibilities of improvement and development of both agriculture and other non-agricultural activities in rural areas, with the aim of diversifying activities and reducing dependence on the primary sector. OLS panel regression showed a negative impact of dependence on agriculture, in terms of participation in GDP and employment, on economic development, while a positive impact was established for agricultural production and export of agricultural products. The Kruskall-Wallis' test showed that the Republic of Serbia is still highly dependent on agriculture compared to other countries of Western Balkans, which is why multifunctional agriculture and diversification of activities should be developed in order to reduce the share of agriculture in GDP and employment. On the other hand, the Republic of Serbia is the leader in the region in terms of agricultural production and export, so it is necessary to work on improving production through the introduction of modern technologies and production methods, so that agricultural products become more competitive on the international market, which would encourage export growth and economic development.

In the modern conditions of military operations on the territory of Ukraine, the aggravation of problems of an economic, social and political nature, the issue of building an effective system of state credit support measures for agriculture is extremely relevant. It has been established that traditional measures to support Ukrainian agriculture in the credit sphere, namely: credit subsidy, provision of returnable financial assistance to farms, are insufficient to stabilize the situation in the financial and credit sphere. The regulatory and legal changes implemented during the war period, which are characterized by the introduction of some new agricultural protection mechanisms (budget subsidies, special budget subsidies), are analyzed. It was noted that an important step aimed at simplifying the access of micro, small, and medium-sized enterprises to bank lending by reducing the cost of loans was the optimization of lending within the framework of the state program "Affordable loans 5-7-9%”. Modern problems, trends and prospects of land and mortgage crediting of agriculture are established. It was noted that the positive trends aimed at the effective functioning of mortgage lending to agricultural producers are: unblocking of land mortgage lending to agriculture through legislative regulation of the circulation of agricultural land, as well as improving the situation in relation to the provision of state guarantees for the fulfillment of agricultural credit obligations. Within the framework of prospective legislation, the mechanism for transferring the right to lease agricultural land as security for agricultural receipts is being worked out. A conclusion was made about the need to form an effective institutional and legal system of crediting agriculture.

Abstract Regulation of state aids form an integral part of the EU law from its very origin. Various special rules on provision of state aids were created as secondary law rules by the EU Council and EU Commission. They distinguish between horizontal and sectoral state aid. Horizontal aid concerns schemes potentially benefiting all undertakings regardless of their industry. Sectoral aid is targeted at specific industries or sectors. The paper deals with the legal framework of state aid rules in the agriculture sector. As first, it discusses the extent to which the State aid rules have been generally applied in the agriculture sector by the EU Council under Article 36 of the Treaty, together with the extent to which they have been specifically applied under the regulations which govern both the .common organizations of the market and rural development. Following chapter analyses the agriculture de minimis Regulation, which sets out circumstances in which agricultural aid is sufficiently small that Article 107/1 TFEU will be not applied. Thereafter the paper focuses on the provisions of the Agriculture Block Exemption Regulation and, finally, on agricultural aid that falls to be notified to the Commission as being authorized under the Agriculture Guidelines.

Organic agriculture is recognized as one of the modern tools for solving both food and environmental problems. In Russia, the development of organic agriculture has been carried out only in recent decades. At the same time, according to forecasts, both domestic demand for organic products and its exports will grow. Therefore, the strategic task of the Russian state is to create an institutional basis for organic agriculture. Organic agriculture, due to its specifics, needs state support. The purpose of this article is to determine the legal approach to the mechanism of legal regulation of state support for organic producers at the federal and regional levels through the prism of the analysis of the legal regulation of measures of state support for organic producers at the federal and regional levels. Proposals have been formulated to improve the current legislation in terms of measures of state support for organic agriculture. State support is an institutional factor in the development of organic agriculture. A separate set of state support measures is needed, which is normatively fixed in addition to the general agricultural Law in the Organic Law. In the practice of rule–making, such an approach - for example, measures of state support for private households, in addition to the Law on Agriculture, are provided for in Federal Law No. 112-FZ of July 7, 2003 "On personal subsidiary farming". It seems that it is impractical to adopt a separate federal law on organic beekeeping, but it is necessary to supplement the Law on Organic Products with appropriate norms by directly indicating its application to relations on organic beekeeping, and in the Law on Beekeeping to make a reference to the Law on Organic.

It has been proven that the peculiarity of agriculture is the close connection with the environment and the mutual influence between them, which led to the increased interest of scientists and practitioners in the implementation of the principles of sustainable development. It is argued that agriculture is the most vulnerable to climate change, as well as non-observance of scientific requirements in agricultural production can cause a negative impact on the environment. It has been determined that the largest share in the production of agricultural products is held by the corporate sector of the agrarian sphere, the development of which was studied on the basis of their resource provision and economic results of activity. It was concluded that in the current conditions, complex and even contradictory processes are taking place in the environment of agricultural enterprises, which are characterized by the following: significant changes in the number of economic entities and the area of agricultural land currently under cultivation; noticeable losses due to the war in the field of crop production, the strengthening of negative processes in the reduction of the number of agricultural animals in animal husbandry, etc. were revealed. It is calculated that agricultural enterprises in the conditions of martial law obtained a positive financial result, in particular, in 2022, they ensured the profitability of the operating room at the level of 20,3 % and of the entire activity – 13,6 %. Problems of a natural and ecological nature, caused by the manifestation of a number of negative factors in the development of agricultural production, have been identified. It is substantiated that the sustainability of the system manifests itself as a form of equilibrium of the socio-economic system, as a result of which, under the influence of external and internal changes, its properties of integrity are manifested, which allow to comprehensively form and rationally use resource potential, as well as to have the opportunity for expanded reproduction and minimize the negative impact on the environment. Sustainable agriculture involves achieving a balance of ecological, social and economic factors in agriculture in order to create opportunities to meet the needs of future generations. The existing practices of sustainable agricultural activity are summarized, namely: thrifty agriculture, best agricultural practices, organic agriculture, sustainable intensive agriculture, the model of «permanent agriculture» assumes harmony with natural processes, minimizes labor costs. Factors that affect the transition to new models of agricultural production based on sustainability are systematized, among which the following groups are distinguished: personal characteristics of the owner of the agricultural enterprise and his management, individual characteristics of the agricultural enterprise, behavioral characteristics of the owner and management of the enterprise, as well as external factors. The study appraised financial inclusion and impacts on agriculture in Delta State, Nigeria. Delta State, located in the southern region of Nigeria, is known for its rich agricultural potential. Agriculture is a major source of livelihood for the majority of its population, contributing significantly to both food security and economic growth. Nigeria introduced National Financial Inclusion Strategy (NFIS) in 2012. Besides, interventions of financial inclusion packages in Nigeria by some corporate financial inclusion organizations include: Agent Banking and Mobile Money, Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL), Financial Literacy and Education Programs, Agricultural Credit Guarantee Scheme Fund (ACGSF) and Microfinance Institutions (MFIs). These organizations impacted the Delta State agriculture in the areas of cassava farming, oil palm production, rice cultivation, poultry, fisheries and aquaculture, agribusiness and processing and agricultural diversity. Such Impacts were obvious in food security, poverty reduction, women's empowerment, market access and value chain integration, risk mitigation, access to agricultural inputs, income diversification and increased agricultural productivity. Noticeable financial inclusion challenges in Delta State's agricultural sector were limited access to financial services, insufficient financial literacy programmes and inadequate rural infrastructure. It was concluded that financial inclusion in agriculture in Delta State is a cornerstone for the state's economic development and the well-being of its citizens. Among the recommendations given, it was emphasized that strengthening financial education system should be prioritized in agriculture.

In recent years, Ukraine has allocated considerable financial resources for agricultural support according to their demands on the budget. However, the increase of domestic support has not substantially influenced the effectiveness indices of agricultural yields. This demonstrates the imperfect nature of the internal support mechanisms for Ukrainian agriculture. As a result, domestic support has not become an effective stimulus for increases in production quality or stock/breeding production. In 2013, Ukraine gathered its biggest grain harvest. This increase in production did not, however, improve the financial results for agriculture and did not produce stable and dynamic branch development due to the negative influence of the global financial crisis. An unbalanced supply and demand of agricultural production, low buying ability of inhabitants, and the lack of an effective mechanism of domestic support caused several problems with price in the domestic food market.

The economic aid granted in the agricultural environment is the subsystem of State Aid, that represents the economic instrument for the strengthening of competitiveness of agriculture and for creating new jobs in the agricultural sector. State Aid promoting the economic development of the agricultural and forestry sectors and of rural areas is embedded in the broader Common Agricultural Policy. State Aid or subsidies is a legal term for money given from the state budget in direct or indirect form. However, despite a general prohibition of granting State Aid by national authorities in EU member states , State Aid may be necessary to address market failures in order to ensure a well-functioning EU internal market. State Aid can only be justified if it is in line with the principles of the internal market and with the principles of Common Agricultural Policy. This paper aims to provide an overview of the conditions and criteria for granting State Aid in the agriculture sector from the Government. The analysis also includes the conditions for the provision of State Aid during the COVID-19 pandemic. The paper concludes with an analysis of the measures of the Slovak Republic supporting the competitiveness of economic entities operating in the agricultural sector.

Resumo:
This paper analyzes the state of agriculture in Kazakhstan. The main purpose of the work is to assess the industry during the period of implementation of the State Program. The analysis of the main indicators of agriculture for 2016-2020, such as gross agricultural output, investments, exports and imports, the main indicators of animal husbandry and crop production, performance indicators of agricultural enterprises, etc. During the implementation period, both positive and negative aspects of the development of agriculture have been identified. The article highlights such problems as staffing, financing, subsidies, technical equipment and other aspects of the industry development. The authors of the article recommend the direction of special attention to the solution of these problematic issues. There are several other problems that require a step-by-step and systematic approach to overcoming them.

Russians still see national agriculture as a rearguard branch of the economy associated with stagnation and inefficiency. However, the agriculture has undergone significant positive changes over the past decade as a result of large-scale state support programs, import substitution policy, food embargo, depreciation of the ruble, etc. Russian agriculture requires a comprehensive assessment of its current state and position in the global agricultural market. Based on statistical and comparative analyses, the authors assessed the current state of Russian agriculture, as well as showed its place in the national economy and the country's position on the global agricultural market. The research revealed the vector of these changes in 2000–2018 and the main problems of the agricultural development at the present stage. A SWOT analysis shows that Russia has overcome the crisis in the transition to the market economy; the main economic and financial indicators are getting better, together with the most important production segments. Russian agriculture improves as production volumes keep growing and profitability is increasing. The number of unprofitable enterprises has been reduced by half, and the share of individual farms has fallen.

The article describes the problems of the system of state support for agriculture and the possibilities of their elimination. Interpretations of the concepts of “regulating” and “supporting” agriculture are given, the system of state support for agriculture is considered, a comparative analysis of sources of financing investments in fixed capital in the Republic of Uzbekistan and a separate agricultural sector is made. The average level of economic growth and the level of capital intensity were calculated using the ICOR model to support economic growth in agriculture. In the context of the theory of entrepreneurial ecosystems (EE), a set of administrative and legal measures that stimulate the development of entrepreneurship in agriculture have been identified and analyzed. These elements of EE are poorly studied in science, at the same time, administrative and legal measures to stimulate entrepreneurship in agriculture are positioned from the point of view of the development of the institution of state regulation in agriculture and can have a significant impact on all structural elements of EE. The authors have identified three models of state regulation of entrepreneurship in agriculture, one of which is the model of state stimulation of entrepreneurship in agriculture. State and non-state measures to stimulate entrepreneurship in agriculture are highlighted, the forms and levels of regulation are indicated in state regulation. The quantitative and qualitative growth of rural entrepreneurship subjects, the introduction of innovations, the formation of entrepreneurial values, the potential for solving modern problems of agricultural entrepreneurship are highlighted as the goals of state stimulation of entrepreneurship in agriculture. It is concluded that it is possible to single out an agricultural entrepreneurial ecosystem (AEE).

A disaggregated econometric model of the agricultural sector at the state level is constructed. Using time series data on West Virginia agriculture and three-stage least squares in estimation, the model is employed to examine how various components of the state's agricultural sector adjust to changes in certain price and nonprice variables. Results reveal characteristics of the state's agricultural economy that are both unique and useful—characteristics that are usually masked in aggregate models but that have profound implications for modeling producer decision making and policy formulation.

The peculiarities of agriculture, which require the creation of conditions for its development, retain the importance of the role of the state in supporting the industry. The need for such participation is reinforced by the latest trends in economy. Export orientation, digitalization, the coronavirus pandemic reinforce the political and economic causes of state intervention. The purpose of this work is to consider key methods and priorities of state support for agriculture and the possibility of their improvement and expansion under the influence of new requirements. Having studied the mechanism of concessional lending to agriculture, it was concluded that it was effective and identified some problems that served as a basis for identifying opportunities for its further improvement. It was concluded that the state plays a dominant role in the development of small forms of agribusiness and the expansion of agricultural export potential. The unique features of the COVID-19 pandemic, which faced not only the world but also Russian economy, have opened up opportunities and created threats to agricultural development. The coronavirus pandemic has given a powerful impetus to the massive introduction of digital technologies. The article considers possible directions of developing methods and directions of state participation in agriculture.

State aid to certain economic sectors in the European Union was an acceptable model until the establishment of the single market in 1992. The EC acknowledge that the allowance is imputable to the MS and that it constitutes State aid. In the light of the foregoing, the Commission concludes that the measures at issue in the present case constitute State aid (Article 107(1) TFEU).”Special rules on provision of state aids were created as secondary law rules by the EU Council and EU Commission”. State aid to promote the economic development of the agricultural sector is part of the wider framework of the “Common Agricultural Policy” (“CAP”). This paper analyzes EU state aid regulation in the agriculture sector, with special focus on the provisions of the “Agriculture Block Exemption Regulation” – ABER. The paper also analyzes agricultural aid, which must be notified to the EC as being authorized under the “Agriculture Guidelines”.

The issue of the formation of one of the central agricultural management bodies of the Russian Empire — the Department of Agriculture is studied. The relevance of the work is due to the need to improve the mechanism of public administration at the present stage. Based on the opinions of contemporaries, the author shows the features of the organization of the internal work of the Department of Agriculture. Particular attention is paid to the activities of the Minister of State Property P. D. Kiselev and directors of the department I. F. Dellingshausen, E. F. von Bradke and A. I. Levshin. The novelty of the study is seen in the fact that the author reveals and clarifies previously unknown aspects of the functioning of the Department of Agriculture. New data from archival sources are introduced into scientific circulation. It is proved that the preparation of the abolition of serfdom played an important role in the establishment of the Department of Agriculture. The features of formation are revealed and the main directions of activity of the Department of Agriculture are shown. The results of a comparative analysis of the number and financial situation of officials of the Departments of Agriculture and forestry are presented. The specifics of the service of officials of the Department of Agriculture in the specified historical period are characterized.

In countries where agriculture has substantial role in generating domestic product, sustainable agro-finance can seriously increase economic development. It is well known that agriculture is perceived as risky to be financed by commercial banks. Therefore, creating specific agro-credit lines within state development banks is key element in enhancing agricultural activities. These state development banks, operating in close collaboration with the Government have a significant role in accelerating economic welfare of farmers and rural poor. This study tends to emphasize the importance of creating special lending products targeted towards agriculture. The focus will be put on comparison between the first pillar – direct lending to agriculture and second pillar – lending to agriculture through commercial banks showing the better viability of the later.

In the federal law No. 264-FZ of December 29, 2006 "On the development of agriculture" [1], the development of science and innovation in the field of the agro-industrial complex is defined among the main directions of the state agricultural policy (Article 5, paragraph 5). In the same federal law (Article 5, Clause 7), the main direction of the state agrarian policy is “improving the system of education, training and retraining of specialists for agriculture”. Scientific and technological support of agriculture is a vital necessity for the development of the industry in modern conditions, because the technologies and programs for the functioning of domestic agriculture that have been in force until now have exhausted the possibilities of conducting agricultural activities without introducing scientific advances in agricultural production in the field of crop production, animal husbandry, poultry farming and other areas of agricultural economy. Seed growing of potatoes and vegetables, both open and protected, remains a problem. And for some crops, imported seeds are used in production, which is a threat to food security and food independence of the Russian state. Practically, the same situation is in livestock and poultry farming, where breeding animals and breeding eggs purchased in foreign countries are used. Imported antibiotics and other veterinary drugs, as well as herbicides and pesticides and other agrochemicals used in Russian agriculture remain at risk. Despite the government decisions made, domestic agricultural producers, due to the lack of the necessary agricultural machinery and equipment in the Russian Federation, continue to purchase technical means and spare parts for them abroad, which causes risky situations, aggravated by financial instability in the world due to pandemic of the new coronavirus infection "Covid-19", economic sanctions and other negative factors. The above circumstances objectively call for the accelerated development of domestic agricultural science. This task should be carried out by students and postgraduates of agricultural universities using scientific laboratories within the walls of the university, graduates of agricultural universities and academies working in scientific institutions of the Russian Academy of Sciences and other research organizations, as well as specialists working in agricultural organizations. In order to successfully solve the problems of scientific and technological development of agricultural production, researchers must receive the necessary knowledge and qualifications, and, most importantly, skills for research activities in the process of studying at an agricultural university.

Introduction. Risk insurance is the most important financial instrument that ensures the sustainable development of agriculture. The specifics of the implementation of agricultural risks (the unpredictable nature of the onset and the significant intensity of the impact on the activities of agricultural producers) determines the increased interest in this area of support for agriculture from the state. The purpose of the article is to assess the effectiveness of state support in the field of agricultural risk insurance in Russia. Materials and Methods. The authors analyzed the reports of the Ministry of Agriculture of the Russian Federation, as well as the National Union of Agricultural Insurers, characterizing the dynamics of development and the effectiveness of state support in the field of insurance of risks in agriculture. To assess the effectiveness of state support for agricultural producers when concluding an insurance contract, the following algorithm was used: first, an analysis of the achievement of planned indicators of agricultural insurance with state support; second, an analysis of the impact of the size of government funding for insurance on the financial results and financial sustainability of agricultural producers; third, the correlation analysis of the closeness of the relationship between the main indicators of insurance with indicators of financial results and financial stability of agricultural producers. Results. The analysis of the dynamics of the development of agricultural insurance with government support in Russia, as well as the contribution of government subsidies to the financial result of agricultural producers is carried out. On the basis of correlation analysis, there is a tight link between insurance indicators such as insurance coverage and insurance indemnity and indicators of financial results and financial sustainability of agriculture. Discussion and Conclusion. The results obtained indicate a significant impact of government financing of insurance risks in agriculture on the development of the industry. The results of the study could be used by public authorities and Governments in formulating development strategies and agricultural insurance programs, developing appropriate financial instruments for State support for agricultural producers.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

Abstract. Recently, agriculture has seen a slowdown in growth. The reason for the latter is seen in the peculiar saturation and increase of competition in the domestic market of agri-food products. In this situation, one of the areas and sources of stimulating the growth of agriculture is the development of exports, the search for new foreign markets. The aim is to empirically test the hypothesis of agricultural exports as a factor in the growth of agriculture and the regional economy with the dominant agri-food sector, and to formulate the directions and tools of raising export capacity in agriculture in the North Caucasus. The empirical basis for verification of the provisions is the data of official statistics, systematized in the collections of Rosstat from 2005 to 2017, as well as the sample data of the authors. The methodical basis is a set of statistical, economic and mathematical and descriptive methods that provide analysis of empirical (statistical) data, identification of dynamic and structural trends in agricultural exports to agricultural products North Caucasus and the wording of proposals to ensure efficient use of export potential in agriculture of North Caucasus entities. The article explores the state, dynamic and structural trends in the export and import of food products and agricultural raw materials in the North Caucasus. The novelty of the results: (a) the dependence of agricultural exports on the volume of gross agricultural products, as well as the retail turnover of food products and imports, has been identified, formalized and quantified; (b) The wording of the conclusion on the stimulating role of exports and imports of food and agricultural raw materials on the dynamics of the gross agricultural output of the macro-region, while achieving the limit by other factors (Manufacturing and consumer) growth; (c) proposals to increase the volume and efficiency of food exports and agricultural raw materials in the North Caucasus. The results are new both on the object of the study (agriculture of the North Caucasus) and on the statistics used. In some cases, they confirm previous results of other authors, in others represent new trends in the development of macro and regional agriculture.

The experience from developed countries established that decline in the share of agriculture in national GDP is an indication of economic progress of the country. However, commensurate with the decline in GDP contribution, the dependency of population on agriculture is also expected to decline. In this context, this paper analysed the performance of Indian agriculture in terms of growth, employment and output using secondary data in the last two decades (1990- 2010) at the national level and also with the special focus on the major states. Specifically the paper discuses: (i) agriculture’s contribution in the national employment and income, (ii) sectoral changes in employment across the states, and (iii) determinants of rural non-farm employment (RNFE). The results have shown that percentage share of agriculture in employment has declined during last two decades, but it was not comparable to the extent of decline in its share in the national GDP. Dependency on agriculture declined for the male workers, while it increased for female workers in the recent decade, indicating feminization of agriculture. The RNFE in different states exceeded over 25 per cent for 12 out of 17 states, and it was significantly high in the states of Kerala, Jammu and Kashmir and Punjab. The determinant analysis revealed that the infrastructure development, agricultural growth and farm-size are the major factors which positively influenced the RNFE, whereas the share of SC and ST population in rural population had negative effect on the growth of RNFE.

At current time a financial state of agricultural enterprises is characterized as unstable. Among all the negative factors, a credit-financial system influences most significantly on social and economic indicators in agriculture. Analysis of a resource provision of realization of the State program of agriculture development, regulation of markets of agricultural products, raw materials and food showed the most of budgeting funds remains in the bank sector that, in return, leads to outflow of funds from agricultural branch and low profitability.

The obvious advantage of the newspaper over other methods of disseminating agricultural technologies and information necessitated this exploratory study. The broad objective of the study was to investigate the extent of agricultural news coverage by the pointer newspaper in 2009. The specific objectives were to: ascertain the column inches (space) given to major categories of news by the pointer newspaper in 2009; examine the percentage column inches (space) given to each category of agricultural news by the pointer newspapers in 2009; and. determine the relationship between column inches (space) given to agricultural and other categories of news covered by the pointer newspaper in 2009. Secondary data were obtained from the pointer newspaper main office at Asaba in 2010 for the study. Eight (8) broad categories of news and seven (7) categories of agricultural news were assessed. The column inches for each category of news were measured for each month by use of a measuring tape. It was found that sports were allocated the highest number of column inches with percentage and mean values of 25.61% and 2010.35 respectively. This was followed by politics (21.43%; M= 1682.18), religion (11.49%, M= 901.77), foreign news (10.08%, M= 791.63), business (9.63%, M= 760.35), entertainment (9.26%, M= 727.07), education (8.86%, M= 695.47) and agriculture (3.59%, M= 282.03). Agriculture was the least category of news covered by the pointer news paper. Poultry news (26.43%) was the most frequently reported among the categories of agricultural news in 2009. This was followed by forestry and wild life (11.52%), commentaries (10.96%), fisheries (9.90%), and agronomy (7.17%). It was found that agriculture news were the least covered by the pointer newspaper in 2009 in spite of the importance of agriculture under the present civilian government. The Pointer newspaper should devote more spaces to agricultural news in order to enhance dissemination of agricultural information to farmers in the state.

This article substantiates the importance of informational support in the agricultural sector for controlling authorities and for agro-industrial organisations in enhancing their monitoring and competitive strategies. It identifies specific features of the agricultural sector that determine its needs for information, namely its dependence on climatic conditions and the state of natural resources available to economic entities, a large territorial expanse, the location of major production facilities in rural areas, the development of interregional and international contacts, and an active growth of agricultural exports. By studying the current regulatory and legal database of the Russian Federation, the authors established the regulatory framework of a state information system and identified its key data groups. Finally, the paper looks at those information resources which were created by the federal authorities and regional bodies in the Northwestern and Siberian Federal Districts, reflecting the tasks of state informational support in agriculture.

In the article was analyzed the structure and dynamics of budget expenditure on agriculture in Poland in 2015-2022. It was the basis for considering the relationship between agricultural budget expenditure and the dynamics of GDP and the dynamics of the state budget. The source of empirical materials was the data of the Ministry of Agriculture and Rural Development. Both nominal and CPI-adjusted values were analyzed. It has been shown that in 2015-2022, the real decline in the level of expenditure in the total agricultural budget, i.e. including national and EU funds, continued to decline. There was also a decline in the relation of the agricultural budget to GDP. The share of agricultural expenditures in the state budget expenditures also gradually decreased, which proves the diminishing importance of agriculture in the hierarchy of state budget expenditures in the long run. These negative trends for agriculture slowed down somewhat in 2020-2022, and especially in 2022. The increase in spending on agriculture in these years was mainly dictated by the need to support this sector and protect agricultural producers from the negative effects of climate disasters, infectious diseases and rising inflation. As a result, the structure of budgetary expenditure on agriculture has also changed, with expenditure related to the stabilization of agricultural markets, farmers’ incomes and risk reduction in agriculture gaining importance.

Youth involvement in agriculture is beneficial to the economic growth of a nation as it will reduce unemployment and curb crime rate. One sector that has over the years been identified to have the needed capacity to provide employment opportunities to the youth is agriculture but most youth do not have interest in agriculture. Therefore, the study examined the determinants of youth participation in agribusiness in Akwa Ibom State, Nigeria. A total of two hundred and fifty (250) respondents were selected using a multistage sampling technique. The sampling technique used was descriptive and regression analysis. The major constraint identified were lack of initial capital, lack of land, high cost of agricultural inputs, lack of market for agricultural produce, low returns (profit), lack of agribusiness knowledge, poor incentive, lack of access to credit, lack of agricultural insurance, lack of facilities and lack of interest were the identified constraints. In determining what would drive youth into agribusiness, access to agricultural inputs, access to facilities/machineries, access to market for agricultural produce, high returns (profit), incentive, access to credit, availability of land and training on agribusiness were the statistically significant factors that determines the youth participation in agribusiness. The study therefore advised that vocational training should be made compulsory in schools where the young ones are exposed to agriculture as entrepreneur with incentives attached.

Abstract Agricultural land is a strategic resource that ensures the food security of the population. They act as the main means of production in agriculture, have a special legal regime, and are subject to special protection aimed at preserving their area, preventing the development of negative soil processes, and increasing soil fertility. The irrational and inappropriate use of agricultural land leads to its degradation, which consists in the loss of fertility, overgrowth, contamination, and the appearance of other negative consequences that negatively affect the possibility of obtaining agricultural products. The functioning of all branches of agriculture and the economy as a whole depends on the rational use of land resources, so the most important task of the state land administration is the organization of land monitoring. The Ministry of Agriculture of the Russian Federation has developed a departmental project “Digital Agriculture” with an implementation period of 2019-2024, the main goal of which is to introduce digital technologies and platform solutions that provide a technological breakthrough in the agro-industrial complex and achieve a 2-fold increase in labor productivity at “digital” agricultural enterprises by 2024. Within the framework of this project, it is planned to form a common system of accounting for agricultural land. It can be used to track which part of the land is used, and which is empty.

The present market demands recognition of state analysis of an agricultural product automatically rather than conventionally checking the maturity stage and ripeness of an agricultural product which is mundane . In this project we are going to determine the state of an agricultural product using machine learning algorithm with the aid of colour detection. Image processing has been a great help in all kinds of fields which also extended its applicability in agriculture as well . Determining the maturity of an agricultural product at the right time will be very much helpful for the farmers . So by implementing this algorithm the colour as well as the state of the fruit will be determined automatically when we click on the image. Libraries we have used are open CV and Pandas which will help to work with images and the statistical data we are using to convert them into RGB colour models through different functions in the jupyter notebook platform. The two important parts in a project are the prepossessing and the state analysis stages. Firstly, the pre-processing stage determines the colour by calculating the distance to tell how close we are to the actual colour and we will choose the one which has the minimum distance. The second stage is mainly to classify the ripeness and state of an agricultural product. This technique also finds its application in detecting synthetic colours in the edible products . Colour detection is the initial set in any image processing technique. In the future it helps the cashier to determine the quality of the agricultural product effectively and quickly by reducing the effort they put in the traditional method .

The modern agricultural system in the new era has problems such as the uncoordinated structure of the agricultural industry, weak links between various stakeholders in the process of industrialization of agriculture and insufficient development of the system of socialized agricultural services. New ideas for building a modern agricultural system of the country in a new era are being explored from the point of view of further increasing the level of industrialization of agriculture, constantly strengthening the desire for agricultural sciences and technological innovations, as well as promoting the continuous growth of new agricultural and technological innovations.

Subject. The article discusses the availability of technological equipment in the agriculture of the Republic of Dagestan. Objectives. We analyze the current situation and trends in the development of available technological equipment in the republican agriculture, identify the role and place of machine and tractor fleet in the retrofitting of the regional agriculture. Methods. The study is based on monographic, abstract logic, statistical, analytical methods. Results. Dagestan has got a critically few technological equipment, which affects the development of the regional agricultural sector. The availability of technological equipment is found to have dramatically reduced in animal husbandry for the recent 30 years. The availability of technological equipment and land cultivation strongly correlates, thus simplifying applicable agricultural technologies. Most agricultural producers of Dagestan were found to be unable to participate in the program for federal agricultural lease. Conclusions and Relevance. The deterioration of available technological equipment in agriculture is a key cause undermining the competitiveness of products and efficiency of the regional agriculture. We prove the importance of governmental actions incentivizing the influx of new technological equipment, including a set of measures reinforcing the availability of technological equipment. As long as most agricultural producers are microbusinesses that lack resources to participate in many machine renovation programs, funding should be increased substantially to subsidize a portion of equipment acquisition costs incurred by agricultural producers, and a portion of reimbursed costs as much as at least 50 percent of the value of agricultural machines acquired.

Digital agriculture in Bulgaria began its development in the last decade with the introduction of new technologies such as ground sensors, satellite imagery, GPS receivers in agricultural machinery and more. There are a number of companies in the country that create software products and applications aimed at the agricultural sector and especially at specific customers and according to their requierments. Software companies create web-based products and mobile applications for information visualization in order to control the work done and track activities on a farm. One of the priorities for the new programming period of the EU CAP is to improve the dissemination of knowledge, innovation and digitalisation in agriculture and rural areas, which will significantly contribute to increasing the competitiveness of the agricultural sector and will ensure a higher return on investment. The aim of this study is to examine the state and challenges of digitalization of the agricultural sector in Bulgaria. To achieve this goal, the following tasks are solved: to analyze the state of digitalization in Bulgarian agriculture; to identify trends in this area; to identify problems and challenges for the development of the agricultural sector in this direction.

Agriculture is one of the main sources of greenhouse gas (GHG) emissions and has great potential for mitigating climate change. The aim of this study is to analyze the amount, dynamics of changes, and structure of GHG emissions from agriculture in the EU in the years 2005–2018. The research based on data about GHG collected by the European Environment Agency. The structure of GHG emissions in 2018 in the EU is as follows: enteric fermentation (45%), agricultural soils (37.8%), manure management (14.7%), liming (1.4%), urea application (1%), and field burning of agricultural residues (0.1%). Comparing 2018 with the base year, 2005, emissions from the agricultural sector decreased by about 2%, which is less than the assumed 10% reduction of GHG emissions in the non-emissions trading system (non-ETS) sector. The ambitious goals set by the EU for 2030 assume a 30% reduction in the non-ETS sector. This will require a significant reduction in GHG emissions from agriculture. Based on the analysis of the GHG emission structure and available reduction techniques, it was calculated that in this period, it should be possible to reduce emissions from agriculture by about 15%.
