The following issues are discussed in this article: military-geographic regionalization questions, the relationship between the Earth's surface and the geographic sphere, two main types of divisions - physio-geographic territorial and economic-territorial divisions, the administrative-territorial division of different states, and the problem of complex physical-geographical zoning differentiation objectively through the existing natural-territorial complex of different ranks and varying degrees of complexity. By examining the military-administrative divisions of the US and Russian Federation, both past and present, it is concluded that these divisions are based on geographic-territorial considerations, encompassing continents, states, and interior administrative area boundaries. These divisions facilitate the optimal command and control of troops. The joint staff of the armed forces, responsible for strategic territorial division into different commands, considers and analyzes various components of the geographical background during the initial phase of combat operations, providing strategic advantages for regional commands in the theatre of military operations. This approach forms the basis for the efficient utilization of different types of forces.

AbstractComparing the Liao, the Chinggisid and the Qing successive incorporations of Inner Asia, this article is prepared to argue that the hereditary divisional system that these Inner Asian empires employed to incorporate and administer their nomadic population was the engine that generated what scholars see either as ‘tribes’ or ‘aristocratic order’. This divisional system, because of its hereditary membership and rulership, invariably tended to produce autonomous lordships with distinct names and identities unless the central government took measures to curb the tendency. Whenever the central power waned, these divisions emerged as independent powers in themselves and their lords as contenders for the central power. The Chinggisid power structure did not destroy any tribal order; instead, it destroyed and incorporated a variety of former Liao politico-administrative divisions into its own decimally organized minqans and transformed the former Liao divisions into quasi-political named categories of populace, the irgens, stripping them of their own politico-administrative structures. In turn, the Qing, in incorporating Mongolia, divided the remains of the Chinggisid divisions, the tümens and otogs, into khoshuu and transformed them into quasi-political ayimaqs. Thus, it was the logic of the imperial incorporation and the hereditary divisional system that produced multiple politico-administrative divisions and quasi-political identity categories.

Abstract The author discusses the first maps of Ukrainian lands within the borders of various countries, reflecting their political and administrative division, which were published in the 16th century. State and administration borders in Ukrainian territories were presented on the map of Southern Sarmatia (1526) by the Polish cartographer B. Wapowski and on the wall map of Europe (1554) by the Dutch cartographer G. Mercator. Maps by S. Münster and G. Gastaldi, including names of individual administrative units without reflecting state and administrative borders, were taken into account. A thorough analysis was carried out of the territorial division of Ukrainian territories on maps in the atlases by A. Ortelius (maps of Poland by W. Grodecki and A. Pograbka), on the maps of Lithuania and Taurica Chersonesus in the atlases by G. Mercator, including their subsequent adaptations. A number of inaccuracies regarding the location of state and administrative borders as well as names of administrative units have been revealed. Particular attention has been paid to the manner of presenting administrative borders. It was established that in those times no special attention was paid to the presentation of political and administrative divisions on maps. During subsequent editions of maps, no national and administrative borders were updated. Maps could be published without changes for decades. Map publishers often borrowed unverified information, which led to duplication of errors.

Increasing demands among contemporary administrators of intercollegiate athletics may potentially create role overload and lead to occupational stress (0S). The purpose of this study was to identify perceived stress levels of intrinsic administrative tasks among NCAA Division I (n = 37), II (n = 27), and III (n = 44) head athletic directors (ADs), and to determine if these perceptions varied by divisional status. A 21-item survey was administered to randomly selected subjects (N = 108) to assess (a) demographics, (b) general perceptions of OS, and (c) levels of task-related stress, on a 5-point Likert scale. One-way ANOVA and Scheffe's post hoc comparison reveals no significant difference (p > .05) in general perception of job stress across divisions; Ads across divisions reported perceived evidence of, and quick recovery from, OS almost always using a mean cutoff of 3.5. Significant differences (p < .05) for task-related stress were revealed between Divisions I and II in policy decision making and Divisions II and III in fund raising. Budget demands and firing rated highest as almost always (3.5 cutoff) stressful across divisions.

The aim of the research is to identify the actuality of the administrative competency of the directors of the education departments from the point of view their deputies and of the heads of the divisions in the West Bank . To achieve this reserach, they used the descriptive method and the qualitative method. Two tools was )1) The questionnaire was discussed demographic variables, and it contained 62 items divided to eight spheres related to administrative competencies. Their validity and reliability had been tested. The study community included heads of administrative and technical divisions and their deputies totaling 152 person during the first semester 2019-2020. The sample was in the size of 112 division head and deputy in the ratio of 0.73%. In addition to ten division heads of other divisions who are directly connected to the director of the education department. The researcher collected the data, analyzed it and came out with the following conclusions: The directors of the education departments should maintain that high level of activities, in addition to developing them and coming up with new ideas to meet the requirements of t he time. AbstractThe status of the field of media and communication studies has been debated globally and domestically. This study covers virtually all agents (N=254) in the Swedish field of media and communication studies and draws on Pierre Bourdieu's sociology of science to uncover the main hierarchies in the field. The study focuses on two main divisions. Like in most fields, the most prevalent division is found between the field's incumbents and the challengers/newcomers. A parallel, albeit less prevalent, division is an onto-epistemological one – a variant of the old cleavage between “critical” and “administrative” research. The field's power elite is almost exclusively male, and connected to the field's pioneering institutions.

While attending my first meeting of the ALCTS Executive Committee in April 2018, I learned about an idea being advanced by the executive directors of ALCTS, LITA, and LLAMA, that the three divisions consider joining forces to create a single ALA division. Their rationale was that this action would provide better value for members of all three divisions, enabling collaboration and staffing efficiencies across administrative silos within ALA. Since the three divisions were slowly but continuously losing members, joining would proactively address the looming concern that the separate divisions would become financially unsustainable as their membership declined.

In general, this article reveals the political meaning of administrative reforms and administrative divisions in some countries of Europe and Asia. A special subject of research is administrative reform and the reform of regionalization in the unitary countries, their path to regionalism and greater democratization at the level of regional governance. Administrative reform and the reform of decentralization of power have ripened in Ukraine for a long time, and even at the present stage, these reforms are inherent in some problems. This work reveals all the functional and historical-ethnographic content of administrative reform in Ukraine. The study offers a pilot map of the administrative division of regions and subregional entities in Ukraine, according to Western trends in administrative division. The historical, national foundations of administrative reform and decentralization reforms in Ukraine are interesting, as well as external factors such as European integration, which may affect the formation of the concept of administrative division in Ukraine, both from a historical retrospective and futurism in this matter, as well as from a functional point of view. In general, the Ukrainian space is inherent in some uncertainty and differences in conceptual issues of reforming the administrative-territorial structure of the state. The study analyzes promising developments in the field of reforming of the administrative-territorial divisions and suggests some new trends in possible areas of reform. First of all, the author is trying to restore order about how European trends and ideas can be expressed in the domestic environment. Some legislative initiatives are analyzed and it is proposed to highlight the historical and functional meaning of the concept of a region in legislation. It also analyzes the possible impact of administrative reform on the reforms of various branches of government. In general, the study proposes a qualitative modernization of the system of administrative-territorial construction in Ukraine. In fact, reforming the administrative-territorial structure on the basis of universally recognized world trends can significantly streamline national, regional, subregional and local governance in Ukraine, and bring it to a new level. Also, these reforms carry some modernization of regional economic policy, which the domestic space needs in the face of modern problems.

Due to regional variations in urban governance and the division of functions across different government departments, administrative divisions have caused serious fragmentations in local governance and raised serious obstacles to the standardization and equitable delivery of public services within communities. Existing studies have put forward solutions to the problem of governance fragmentation that prioritize optimizing organizational structures. However, these studies neglect to take into account the impact of administrative divisions on public service supply. Current developments in information technology (IT) have brought new opportunities to urban governance. In this study, we take the Community Public Service Centers (CPSCs) of Shanghai as an example to illustrate the impact of administrative divisions on the equitable delivery of public services. We then explore the use of IT-driven implementation of cross-boundary public services to establish an innovative urban governance model that improves the accessibility of public services. The study found that the cross-boundary supply with the support of IT will effectively improve the equitable delivery of public services. This research will provide references for improving the accessibility of public services, the efficiency of resource allocation, and the promotion of the equitable delivery of public services among communities—all of which contribute to the optimization of urban governance.

The long-term effects of administrative division adjustments on economic development in Dalian City, China, is presently unclear. Therefore, we employed a geographically and temporally weighted regression model to construct an index assessment system using the annual number of newly registered enterprises as the dependent variable. We empirically studied the effects of administrative division adjustments of townships in Dalian City from 2010 to 2020. The results showed that: (i) adjustments in townships administrative divisions negatively affected regional enterprise concentrations and economic development in general, whereas industrial and transportation factors demonstrated positive effects to variable degrees, and the effects of policy, location, and population factors were not significant. (ii) Over time, the effects of townships administrative division adjustments changed from positive to negative, and the negative effects displayed an increasing trend, revealing that (iii) the effect of administrative division adjustments in Dalian City was positive and negative over time. This further reveals the objective problem that administrative division adjustment in recent years was effective over the short term, but not over the long term. (iv) During the study period, administrative division adjustments positively affected regional enterprise concentrations and economic development solely during a short time frame and in a small geographical area. However, its negative effects increased extensively, which infers that maintaining a relatively stable administrative division is more beneficial for promoting economic development in Dalian City.

La division politico-administrative des territoires des États est un outil de leur organisation. Dans le cas du Pérou, l'espace politico-administratif a été organisé durant chaque grande période historique (période pré-colombienne, colonie et république) en fonction des systèmes socio-politique et économique dominants. Ainsi, la division du territoire en circonscriptions politico-administratives et les délimitations de ces dernières se sont au fil du temps adaptées aux formes de l'État et à celles des relations sociales et productives dominantes. La réforme de la décentralisation engagée au Pérou contempaine en 2001 apparaît bien comme une réponse aux problèmes structurels qui bloquent le développement du pays. Parmi ceux-ci figurent les problèmes liés au centralisme politique, à la concentration économique, et aux déséquilibres de l'occupation du territoire. Ceux-ci mettent particulièrement bien en évidence les inadéquations des mailles politico-administratives du territoire péruvien manifeste au début du XXe siècle. Dans le cadre de cette problématique de la recherche d'une correspondance pertinente entre les divisions politico-administratives du territoire et les enjeux des politiques de décentralisation, et compte tenu de l'approche systémique revendiquée, la thèse propose à la fois une démarche d'ajustement de l'espace politico-administratif péruvien et des objectifs des politiques de décentralisation. Et les résultats de cette démarche. Une modélisation de l'identification et de la délimitation des circonscriptions districts. Provinces et régions est réalisée. Alliant théorie et pratique. Cette modélisation propose pour le Pérou un modèle de reforme de l'ensemble de la couverture territoriale. Ce modèle sélectionne des chefs-lieux (centres fonctionnels). Il délimite des districts et des provinces à l'échelon local et des régions et à l'échelon supra local. Définissant ainsi, avec l'espace régional, un nouveau niveau d'identification du territoire.

Since Woodrow Wilson’s seminal essay "The Study of Administration,” when he called for educating administrators in administration in hopes of making government more business-like, scholars have been investigating the differences and similarities between government and business. Largely ignored was the education for administration; should it likewise be more focused on business? Despite the development of specialized public administration degrees, the Master of Public Administration (MPA) and its equivalents, many managers trained in business schools are employed in federal government. This, alone, should make one question whether or not graduate education in public administration is truly any better or more appropriate for public sector management careers than other graduate degrees, notably the MBA. The present study addresses the issue of degree appropriateness by comparing federal sector managers who are MPA-trained with those who are MBA-trained on ten career success indices. Data to construct the indices were collected via a mailed survey questionnaire sent to the population of federal sector managers holding the MPA or MBA from selected universities. A variety of statistical procedures in SPSS were used to analyze the data. Analysis of the data indicates that few significant differences exist between MPA's and MBA's in career success, as measured in the short term. Possible explanations for these findings are explored. A cohort analysis and t-Test indicates that MBA's receive higher starting salaries than MPA's but MPA's surpass their MBA peers approximately twelve years after completing the master's degree. A hypothetical fourth (older) cohort of MPA's would be significantly higher paid now than MBA's. Implications for individuals, institutions, and society, based on the findings, were discussed, along with limitations to the study and future topics of research.

Este trabalho monográfico tem por objeto a análise e a proposição de caminhos alternativos para a compreensão do direito à cidade sustentável, sob o prisma das relações de poder. Para tanto, busca esquadrinhar alguns pressupostos e conceitos centrais da obra de Henri Lefebvre, notadamente aqueles em que a proposta original do direito à cidade se alicerça, a fim de compatibilizá-los com as categorias de análise necessárias à condução da pesquisa. Nesse intento, esboça um quadro argumentativo sistemático que aponta para as direções da redistribuição do poder no espaço urbano, da plenitude do exercício da multiterritorialidade e dos múltiplos territórios e da participaçãointervenção na produção dos discursos ambiental e jurídico-urbanístico, este último através do pluralismo jurídico. Busca, ainda, analisar a viabilidade teórica dos sentidos propostos no escopo da teoria espacial lefebvriana.

This dissertation aims at analyzing and proposing alternative ways of understanding the right to a sustainable city, in the light of power relations. To do so, it seeks to explore some key assumptions and concepts of Henri Lefebvre's work, mostly those on which the original proposal of the right to the city was built, in order to match with the categories of analysis in the development of the research. In this attempt, outlines a systematic argumentative framework, that points to the redistribution of power in the urban space, the full exercise of multiterritoriality and multiple territories and the participationintervention in the production of environmental and legal-urban discourse, the latter through the legal pluralism. Also seeks to analyze the theoretical feasibility of the proposed meanings within the scope of Lefebvrian spatial theory.

A presente pesquisa tem por escopo analisar os fundamentos dos direitos territoriais quilombolas na localidade de Palmas-PR: as dificuldades e expectativas quanto à sua efetivação. Assim, inicia-se o estudo com uma incursão à historiografia tradicional para buscar os principais elementos da formação social brasileira, ao mesmo tempo em que procura insular-se da noção idealizada de quilombo pautada em elementos históricoarqueológicos. Já com o advento da Constituição de 1988, previsão dos direitos territoriais quilombolas, ocorre a evolução do conceito de quilombo a partir de elementos antropológicos capazes de abranger a sua dinamicidade como fenômeno social. A partir da demonstração do que pode significar a concretização de tais direitos para o quilombo de Palmas-PR, emergem as diferentes dimensões assumidas pela relação dos quilombolas com o seu território e com o trabalho tradicional, além dos obstáculos encontrados. Assim, os direitos territoriais são frutos do campo das disputas políticas que ao buscar reparar as injustiças da escravidão e da excludente sociedade do trabalho livre; trazem visibilidade para os quilombolas, reforçam a sua luta e criam possibilidades, seja na arena de disputas jurídicas, seja na arena de disputas políticas.
This research has as the main scope to study the fundamentals Maroons territorial rights in Palmas-PR: their issues and their expectations. The study begins through traditional Brazilian historiography elements and the Brazilian social formation, to avoid using the idealized concept of “quilombo”, based in historical and archaeological elements. In the Brazilian National Constitution of 1988, there is an evolution of the concept of “quilombo” with anthropological elements, to become able to comprehend its dynamics as a social phenomenon. After the meanings demonstration of these rights for the Maroons from Palmas- PR, emerge the differents dimensions by the Maroons with its territory and its traditional work. However the structural formation of Brazilian society; the territorial maroons rights are answering to the slavery injustices and social exclusion from the free work society. Theses rights bring visibility to the Maroons, strengthen their cause and create possibilities rather in the legal issues, rather in the political issues.

La loi du 22 décembre 1789 et celle du 28 pluviôse an VIII, genèses de l’actuelle distribution administrative du territoire, retranscrivent la volonté du pouvoir central de projeter localement son autorité. De l’une à l’autre, l’objectif centralisateur ne cesse d’être affirmé. Il évolue, en revanche, en fonction des variables circonstancielles, idéologiques, et politiques qui redéfinissent ses contours. Paradoxalement, c’est également le niveau d’administration qui est le moins considéré par l’historiographie. Entre autres raisons, il en est une qui perdure : ce qui est placé « entre-deux » est par essence destiné à ne guère susciter l’intérêt. Laws of December 22th 1789 and « 28 pluviôse an VIII », genesis of the ongoing territory’s administrative distribution, symbolize the central power’s will in terms of planning locally it’s authority. From one to the other, the centralizing objective keeps being claimed. On the other hand, it evolves functions of ideological and political variables that define it’s outlines. If local administrations’ organisation and duties obviously express this evolution, it appears it is by the intermediate rung that it’s expression is the the most apparent. Paradoxically, it is also the administration level whom is the less considered by historiography. One reason lasts : what is placed in-between is essentially meant to not give rise to interest. A linear and globalizing reading of the intermediate quality that must be reviewed in the aftermath of the studied period. From the « Constituante » district to the « Convention » district, from Directory township municipality to Consulate arrondissement: at every reforming instant, the intermediate administrative constituency correspond to a different reality

The theme of territorial development has attracted interests of different areas of knowledge. In this sense, it becomes necessary to think about the approach of territorial development in Brazil, which became wider at the beginning of the XXI century. This particular thesis aims to perform reflections on the process of preparing and implementing territorial actions to promote a development in rural areas; in this regard the discussion about the experience of Brazilian planning is recognized, and it is also aimed to understand the challenge of construction of mediation processes which are able to guide and operationalize territorial policies; it also aims to forward the interests for discussion that evidences the problematic of social management. The research has an exploratory and investigative character, performing an approach that ponders the territorial development through an analysis, from survey and literature review on the theme, and the analysis of data obtained through fieldwork, such as interviews with the main social actors bound to entities and members of social movements that contribute in the process of territorial development, taking as a parameter the main instance: the Rural Territorial Collegiate. It is acknowledged that the participation of civil society in the elaboration of public policies is significantly important, providing the transcendence of apparent contradictions of interests and visions inherent to public and private domain, particularly when referring to rural environments, in which an increasing on density of commitments and responses is aimed. It is to respond to the challenge of territorial development, in the face to the difficulty in forming government capacity of multiple commitments on strategic interplay of the actors. It refers to the recognition of the importance of the participation and interaction of different social actors in the attempt of delineating ways to territorial development. Also regarding to the discussion of territorial development, this job is linked to the references of the discussion about the rural environment in Portugal, especially the discussion of governance, through contact with Portugal Local Development Associations, although it is considered the significant and notable differences regarding to the territorial dimension and the socio-economic and environmental issues between these two countries. As a result of the research, it is evidenced that the Rural Development Policy in Brazil is a process in construction that still goes through difficulties regarding to its supporting pillars among which is called attention to social management; the data and conducted analysis reveal that there was a process of change in the manner and consequences of action planning in rural environment, and also reveal that there is an advance regarding to the innovation in the instruments of participation and valuing of local forces, from the point of view of the togetherness of different representations that are heterogeneous. And therefore, they try to find the ways to reduce social disparities in rural environment, through management, but still in a fragile way.
A temática do desenvolvimento territorial despertou interesses de diferentes áreas do conhecimento. Torna-se necessário uma análise sobre a abordagem do desenvolvimento territorial no Brasil, que ganhou maior expressão no início do século XXI. A tese em tela tem como objetivo realizar reflexões em torno do processo de elaboração e implementação das ações territoriais para a promoção do desenvolvimento em áreas rurais. Retoma-se a discussão sobre a experiência do planejamento brasileiro, no intuito de compreender a construção de processos de mediação capazes de orientar e operacionalizar as políticas territoriais, visa encaminhar os interesses para a discussão sobre a problemática da governança. A pesquisa é de caráter exploratório-investigativo, aborda e pondera o desenvolvimento territorial por meio da análise, parti do levantamento e revisão bibliográfica referente à temática, e da análise de dados obtidos por meio de trabalho de campo, como as entrevistas dos principais atores sociais vinculados a entidades e membros de movimentos sociais que contribuem no processo de desenvolvimento territorial, tomando como parâmetro a instância principal: os Colegiados Territoriais Rurais. Reconhece-se que a participação da sociedade civil na elaboração das políticas públicas é significativa e propicia a transcendência de aparentes contradições de interesses e visões inerentes ao domínio público e privado, especialmente, quando se refere aos meios rurais, onde se procura aumentar a densidade de compromissos e de respostas. Trata-se de responder ao desafio do desenvolvimento territorial, face à dificuldade para constituir capacidade governativa de compromissos múltiplos no entrosamento estratégico. Refere-se ao reconhecimento da importância da participação e interação de diferentes atores sociais na tentativa de delinear caminhos para o desenvolvimento territorial. No âmbito da discussão do desenvolvimento territorial, o trabalho faz vínculo com as referências do debate sobre o meio rural em Portugal, em especial o contato com as Associações de Desenvolvimento Local de Portugal, embora se considere as significativas e notórias diferenças sobre a dimensão territorial e aos aspectos sócio-econômicos e ambientais existentes entre os dois países. O resultado da pesquisa evidencia que a política de desenvolvimento territorial rural no Brasil é um processo em construção que passa por dificuldades nos pilares de implantação e sustentação, dentre os quais se destaca a gestão social. Dados e análises realizadas revelam que ocorreu um processo de mudança na forma e nos desdobramentos das ações no meio rural, e que há avanços no sentido de inovações nos instrumentos de participação e de valorização das forças locais, como o ajuntamento de diferentes representações que são heterogêneas, mas buscam encontrar meios de reduzir as disparidades sociais no meio rural por meio da gestão, entretanto, ainda de forma frágil.

AbstractThe population studied by the INFC is made up of the Forest and Other wooded land as defined by the FAO Global Forest Resources Assessment (FRA). INFC estimates are produced for the 21 Italian administrative units (the regions), the macro-categories and inventory categories and the forest types that represent the divisions of the inventory domain. This chapter illustrates the classification system adopted for the INFC and provides descriptions of the different classes. The sampling design adopted and the construction of the national 1 km × 1 km grid, on which the identification of the sampling points is based, are also illustrated. Finally, the system of reference units or plots used to operate the classifications and carry out the measurements required by the survey protocol is presented.

AbstractThis chapter assesses water resource availability and use in the five countries in Mainland Southeast Asia (MSEA): Myanmar, Thailand, Laos, Cambodia, Vietnam. The total water resources in the region are estimated using a wide range of hydrometeorological data. Results show that the average annual runoff is about 1941.1 billion m3 in the region. Regarding spatial differences, rainfall and runoff in the southern coastal areas are generally higher than the ones in the central and northern inland areas, and the western coastal areas have more rainfall than the eastern coastal areas. Moreover, results indicate that the overall utilization rate of water resources in the region reached 9%, mainly used for hydropower development, agricultural irrigation, fishery and aquaculture, shipping and other aspects. Agriculture was the primary water user (about 92.2%) in the study area compared to industrial (about 3.6%) and domestic (about 4.2%) water users. The region is divided into different water resource zones, including 7 first-level water resources zones, 17 s-level water resources zones, and 138 third-level water resources zones. The division is done by considering the hydrology conditions, natural landforms, administrative divisions, and river systems in the study area. Particularly, results show that the seven first-level water resources regions are all transboundary basins, implying that the water resources management in the region needs the solid cooperation and overall planning of all countries. Results show that the total water demand in MSEA will reach 200, 208, and 225 billion m3 in 2025, 2030, and 2040, respectively. The prediction is obtained using the historical social and economic data. Social-economic developments are predicted to estimate the future water consumption. will assure a balance between the supply and demand of water resources in the study area, with asurplus of water resources supply ability.

AbstractThe federal administration is significantly small (around 10 percent of all public employees). This speciality of the German administrative system is based on the division of responsibilities: the central (federal) level drafts and adopts most of the laws and public programmes, and the state level (together with the municipal level) implements them. The administration of the federal level comprises the ministries, subordinated agencies for special and selected operational tasks (e.g. the authorisation of drugs, information security and registration of refugees) in distinct administrative sectors (e.g. foreign service, armed forces and federal police). The capacity for preparing and monitoring government bills and statutory instruments is well developed. Moreover, the instruments and tools of coordination are exemplary compared with other countries, although the recent digital turn has been adopted less advanced than elsewhere.

Abstract For new ASME pressure vessel designs that have a design pressure less than 10,000 psi (70 MPa), it is commonly questioned whether Section VIII, Division 1 or Division 2 should be used as the code of construction. Each code offers specific advantages and disadvantages depending on the specific vessel considered. Further complicating the various considerations is the new Mandatory Appendix 46 of Division 1 which allows the design rules of Division 2 to be used for Division 1 designs. With the various options available, determining the best approach can be challenging and is often more complex than only determining which code provides the thinnest wall thickness. This paper attempts to address many of the typical considerations that determine the use of Division 1 or Division 2 as the code of construction. Items to be considered may include administrative burden, certification process, design margins, design rules, and examination and testing requirements. From the considerations presented, specific comparisons are made between the two divisions with notable differences highlighted. Finally, sample evaluations are presented to illustrate the differences between each code of construction for identical design conditions. Also, material and labor estimates are compiled for each case study to provide a realistic comparison of the expected differential cost between the construction codes.

The work is devoted to the assessment of the ecological and economic balance of the territory within the Tumannaya River basin. Administrative-territorial divisions within the China, the DPRK and the Russian Federation were chosen as units for comparative analysis. The work is based on the basin approach and the concept of ecological and economic balance, and is performed using remote sensing data and GIS technologies. A high level of natural protection of the territory was established because of mapping and assessment of the land use structure. The differences between the three countries are not critical, but the anthropogenic change in China is the greatest.

Keywords: Roman Valencia, substratum permanent structures, city planning, historical transformations Text abstract: The shape of the territory and the urban settlement of numerous Valencian cities were strongly conditioned by the original imprinting of Roman planning, characterized –as it is known- by large scale infrastructures, by settlements of orthogonal axes and by the allocation of the plot division into square modular divisions called centuriae. All the later interventions took necessarily into account such structures, which underwent numerous transformations over time, especially from the second half of the twentieth century. Then innovations and developments in modern technology contributed –more than in any other period– to neglect and override the traces of the original configuration. Territorial and urban research into Roman structures in the Italian peninsula has allowed the recognition of a sufficiently large number of plans, thus allowing the development of a complete general research method to read analogous structures in different Romanized territories. The authors now propose to apply this method to the territory of the Valencian Community. The rectilinear outline of Via Augusta with its forking side paths, the orthogonal signs of the agrarian fabric, the military milestones and the administrative divisions suggest, also in this case, the possibility of retracing the original pattern. Its structure could contribute, among other things, to explain the logic of the expansions outside the walls of the historic centre of Valencia that might otherwise seem arbitrary and meaningless.

The research aims to demonstrate the impact of human resource strategies (human resource preservation strategy, cooperation strategy, restructuring strategy, outsourcing strategy) in developing organizational agility (reactive agility, proactive agility, innovative agility) in the Salah al-Din Education Directorate , this goal was translated into a hypothetical scheme that includes variables and dimensions, according to the exploratory curriculum in the Salah al-Din Education Directorate, and then the research hypotheses were formulated and tested using appropriate statistical methods and using the statistical package (SPSS) program. In general, the descriptive approach was adopted in the statement of the theoretical and analytical frameworks to test and analyze the hypotheses of the research, while the study community consisted of workers in the Salah al-Din Education Directorate at the three administrative levels, and the sample size was (78) individuals from managers, directors of departments, divisions, units, and administrative staff. The research reached several conclusions, the most important of which was the existence of a significant correlation between human resource strategies in terms of their dimensions and organizational agility in the Salah al-Din Education Directorate. In conclusion, he recommended the need to pay attention to providing an appropriate basis for human resources strategies for new operations through making structural changes, strengthening cooperation processes and using appropriate sources in order to advance and maintain survival and continuity and develop agility in the organization.

The boundaries of the modern city are defined by administrative divisions – boards informing about the lines created artificially on a map and not by physical “barriers” – walls, gates, frontages. At the same time, dynamic urbanization of suburbs takes a spontaneous and often chaotic nature which satisfies the immediate needs of today's generation. This is often done without any reflection on the future order and shape of urban spaces. These are the lost spaces where the essence of urbanity has been eliminated – i.e. a clear hierarchy of public interiors which the local community is organized around and which the accepted forms of private buildings have been subordinated to. Numerous, often radical voices and opinions meaning to improve the status quo appear among contemporary and renowned artists. The article attempts to provide a synthesis of a certain range of issues related to the blurring of urban boundaries’ readability and the need to return to the distinctive definition of today's urban structures and spaces.

The private primary schools have become an integral part of the educational system in the Karbala governorate, as their numbers have doubled in few years before and these schools do not serve a small percentage of the governorate's population. Therefore, the research has aimed to know the numbers of these schools and the nature of their geographical distribution according to the administrative units, as well as to demonstrate the efficiency of the educational services they provide. The research has covered three sections. The first section has been limited to the theoretical framework. The second section has included the geographical distribution of private primary schools in the Karbala governorate during the academic year 2019-2020 and depending on a set of spatial indicators in which all of (schools, students, academic divisions, and educational staff) were distributed according to the administrative units, and these indicators have showed a clear focus of private primary schools in Karbala district center, with 53 schools out of (70) schools. The third section of the present research is devoted for studying the efficiency of private primary schools in the Karbala governorate, based on the Iraqi planning criteria adopted in evaluating the efficiency of educational services. After the application of these planning criteria, it has been showed an average of about 261 students per primary private school, and as compared it with the local standard, which is as 360 students, we find that these schools are highly qualified according to this criterion. The research has got a set of conclusions and a set of proposals have been submitted in the hope that they will be taken up by the concerned authorities

The aim of this study is to describe uncertainty of the Global Rural-Urban Mapping Project (GRUMP) data based on Polish population reference grid created by the Central Statistical Office of Poland, using INSPIRE grid coding system. The adopted population data uncertainty analysis methodology combined three different approaches, i.e. simple change detection algorithm to obtain discrepancies at the grid cell level, statistical analytical approach to investigate these discrepancies’ frequency distribution, and GIS approach to analyse spatial pattern of distinguished population difference classes. The results showed significant differences in population count at the grid cell level. The maximum magnitude of GRUMP vs. Polish Reference Grid overestimation equals 4087 people per 1 sq. km, while the underestimation equals 20,086 people per 1 sq. km. Very few grid cell shows no difference in population count, i.e. 1.5% of total grid cell count. GRUMP data overestimates Polish total population by 0.15%, while it underestimates the average population density by 50%. The highest population underestimations were identified in the centers of the cities, while suburban areas were characterised by the large and regular population overestimations within GRUMP dataset. These GRUMP dataset imperfections can be attributed to country-specific administrative divisions and to the varying effectiveness of the urban centers delimitation mapping using the night sky light intensity, including blooming effects as well as not frequently illuminated small settlements.

Взаимодействие частей и целого, координация между органами местного самоуправления оказывают существенное влияние на общее развитие страны. В местных органах власти Китая наблюдается тенденция к конкуренции и беспорядкам, вызывающим региональную дисгармонию и разделение между городом и деревней. Установление партнерства между местными органами власти должно начинаться с перспективы разрушения административных иерархий, преодоления инерции мышления сверху вниз, пропаганды многообразия и уважения местной независимости; создания диалоговой платформы для равноправного общения между местными органами власти, создания атмосферы демократические консультации и содействие совместным инновациям между регионами, построение межрегиональной сетевой системы управления для преодоления двойственности между городом и деревней и повышения региональной конкурентоспособности. Партнерства, формируемые в ходе инновационного процесса социального управления, могут иметь «беспроигрышный эффект», то есть способствовать двустороннему развитию местного самоуправления и бизнеса. The interaction of parts and the whole, coordination between local governments have a significant impact on the overall development of the country. China's local governments have tended toward competition and unrest, causing regional disharmony and urban-rural divisions. Establishing partnerships between local authorities must start from the perspective of breaking down administrative hierarchies, overcoming the inertia of top-down thinking, promoting diversity and respecting local independence; creating a dialogue platform for equal communication between local governments, creating an atmosphere of democratic consultation and promoting joint innovation between regions, building an inter-regional network management system to overcome the duality between city and countryside and enhance regional competitiveness. Partnerships formed during the innovative process of social management can have a “win-win effect”, that is, contribute to the two-way development of local government and business.

This paper examines inequality in the Andean countries using satellite-recorded nighttime lights and gridded population datasets from 2012 to 2021. We follow a multiple-stage nested Theil index decomposition method accounting for each country's lowest administrative divisions to enhance our understanding of how spatial dimensions contribute as primary sources of inequality and how these contributions vary across each country. The main findings reveal a decrease in overall inequality for the Andean region throughout the period (primarily driven by a decline in between-country inequality) and an increase in the relative importance of within-country inequality. In addition, there are spatial heterogeneities by country. Bolivia, Colombia, and Peru experienced a decline in wealth inequality over the past decade due to decreased disparities between provinces and less inequality within departments and provinces, respectively. In contrast, the inequality components in Ecuador and Venezuela exhibit a more balanced contribution to overall inequality. And, while Ecuador does not show a significant change in overall inequality during the period, the inequality increase in Venezuela is primarily driven by changes in the disparity between all geographic subgroups.

This evaluation examines IDB's management of credit risk of Non-Sovereign Guaranteed Operations. Although the IDB is not subject to the Principles for the Management of Credit Risk issued by the Basel Committee for Banking Supervision, these principles have been used as guidelines for this assessment. It can be concluded that the IDB largely complies with Basel's credit risk management principles. To further develop what is already a solid foundation for its credit risk management system, it is recommended that the IDB adopts a comprehensive Credit Risk Framework that clearly defines its risk appetite for NSG. Such framework should spell out the objectives and procedures supporting the desired NSG loan/guarantee portfolio. The strengthening of the Portfolio Management Function is also recommended to complement the current credit administration and risk management functions being carried out by the originating divisions within SCF and OMJ, PMU and RMG. The IDB should also address the risks posed by the current absence of an integrated information system to support the loan/guarantee granting, administration, risk and portfolio management.

Además, consideran tópicos demográficos, sanitarios, gerenciales, de arquitectura e ingeniería, así como de tipo administrativo y económico. Dadas estas exigencias, la División de Protección Social y Salud del Banco Interamericano de Desarrollo ha estimado pertinente contar con un documento que sirva de guía a los equipos responsables de gestionar estos proyectos. Para ello se ha desarrollado este documento, que incluye los contenidos mínimos para la gestión de proyectos de salud, y se organiza en las siguientes secciones: i) Caracterización del ciclo técnico del proyecto; ii) Autorizaciones nacionales indispensables para la ejecución del proyecto; iii) Asesorías técnicas necesarias para asegurar la calidad de los proyectos; iv) Relación con el Ciclo de Proyectos del BID.
