The earliest intense red hue compound of SiO2@LaOF:Eu3+ core-shell nanostructures (NS) was created utilizing a basic solvothermal technique and heat processing. The produced core-shell particles are spherical, non-agglomerated, and have restricted size dispersion. Photoluminescence (PL) radiation spectra exhibit sharp maximums in 593, 611, and 650 nm, corresponding with 5D0 -- 7FJ (J=0, 1, 2) Eu3+ conversions. The Judd-Ofelt (J-O) hypothesis helps determine the spectrum strength indices and Eu-O ligand activities. The CIE coordinates are x=0.63, y=0.36, nearly equal the NTSC coordinates which are x=0.67, y=0.33. Because of the CCT level of 3475 K, which is lower than 5000 K, this phosphor is appropriate for warm light-emitting diodes. To visualize latent fingermarks both porous and non-porous substrates, the fluorescent labeling marker adapted core-cover SiO2 (coat III)@LaOF:Eu3+ (5 mol%) was utilized. With no background influence, the fingermarks obtained are exceedingly sensible and exclusive, permitting for fingerprint ridge features ranging from level-I to level-III. The findings indicate the significant enhancement in the illumination of corecover NS as a responsive operational nanoparticle for increased forensics and firm status illuminating implementations.

Abstract Cylindrocarpon root disease can destroy root systems of container seedlings. Foresters were concerned that infected nursery stock would perform poorly after outplanting. Root growth potential tests were a poor predictor of disease levels on seedlings that otherwise met standard morphological criteria (height, stem diameter, and firm root plugs) for outplanting. Cylindrocarpon on western white pine persists longer on outplanted stock than Fusarium oxysporum or F. proliferatum on Douglas-fir seedlings on a similar site. Mortality caused by herbivores was as serious a threat to plantation establishment as was mortality caused by all other factors. Our results suggest that western white pine seedlings infected with Cylindrocarpon, but meeting morphological criteria for outplanting, will perform satisfactorily in the field. West. J. Appl. This study makes assessment of the effects of host country macroeconomic factors on the performance of cross listed firms in East Africa. It uses quarterly time series from March 2010 to December 2020. The study used stock prices of five Kenyan companies that are cross listed in the stock markets of Uganda and Tanzania. The overall model capturing the impact of the macroeconomic factors on the average prices of stocks shows that interest rate exerts positive and significant impact on the stock market performance, while, inflation has negative and significant effects on the stock market performance in both Uganda and Tanzania. GDP is statistically not significant in influencing the stock prices in both countries. On the other hand, the model that captures individual effect provides mixed result in both Uganda and Tanzania, with the negative effect of inflation reported in three firms in Uganda and two firms in Tanzania; while, a positive effect is found in one firm listed in Uganda and two firms listed in Tanzania. Similarly, the effect of interest rate is positive for three firms in both Uganda and Tanzania; and it is negative in one firm listed in both USE and DSE. GDP negatively affect stock prices of two firms in Tanzania and positively affect the prices of one firm in Uganda.

The growth of Small and medium-size firms cannot ensue without the entrepreneurial features and the environment that the firm operates. The entrepreneurial characteristics, therefore, are vital due to the unique individualism of firm owners or sponsors. Construction SME growth-oriented firms are a significant contributor to Ghana's economic gain. Conversely, the concept of growth varies from one entrepreneur to the others depending on the exhibited skills by the entrepreneurs, hence entrepreneurial features. Numerous factors influence the entrepreneurial features as a factor of firm’s growth. Some are of the factors are established and categorised as having strong influence while others are classified weak. This study, therefore, adopted the confirmatory factor analytical technique to justify the factors after exploring. To achieve the goal of the study, respondents such as firm owners, SME managers and construction professionals engaged by SMEs as the population were administered with questionnaires. In all, 315 questionnaires were given out in the form of semi-structured structured, but only 228 were retrieved for analysis representing a responds rate of 72 percent. The study established Cronbach alpha and composite reliability values that predicted the entrepreneurial feature as a subsequent determinant of firm’s growth. Additionally, the hypothesis was supported statistically suggesting that there is a direct relationship between entrepreneurial features and firm growth.

Compact, medium size, white to creamy cauliflower curds were packed into different packaging techniques like i. without packaging (control); ii. packed in low density polyethylene (LDPE) bag with 1% perforation; iii. wrapped with polyethylene (PE) cling film and iv. newspaper (locally used). Half of each treatment was kept at (6±1°C and 50±5% RH) and the other half was kept at ambient conditions (25±3°C and 60±5% RH). LDPE bag or PE cling film has a great effect to retain firmness and reduce weight loss of cauliflower in both storage conditions. Respiration rate, rot incidence and changes of colour values (lightness and hue angle) was reduced significantly for the cauliflowers packed in LDPE bag or wrapped with PE cling film stored in a refrigerator than that of control (without packaging) and all packaging techniques stored at ambient condition throughout the storage period. Initially, acidity, TSS and ascorbic acid content were 0.26%, 4.7° Brix and 58.7 mg 100g-1, respectively. Ascorbic acid content was reduced severely in the cauliflower stored in ambient conditions than that stored in a refrigerator. Cauliflower wrapped with PE cling film and packed in an LDPE bag (1% perforation) stored in a refrigerator (6±1°C and 50±5% RH) could retain white colour, good sensory quality, firm and fresh curds with minimum loss in weight, texture and disease incidence up to 18 days and 16 days, respectively. This study aims to analyze the effect of tax avoidance and company complexity on firm value with information transparency as a moderating variable so that internal and external parties can evaluate management performance to increase firm value positively. In this study, panel data regression and Moderated Regression Analyst (MRA) were carried out on 78 public manufacturing companies on the IDX during the 2017-2019 period. Tax avoidance is measured by the BTD proxy, the level of complexity is measured by the number of business segments, firm value is measured by Tobin's q proxy, and information transparency is measured by the transparency index released by BAPEPAM. The results show that tax avoidance has a significant negative effect on firm value and firm complexity does not have a significant effect on firm value, while information transparency moderates the relationship between tax avoidance and firm value but is unable to moderate the effect of firm complexity on firm value.

Prior research has suggested a number of potential benefits to firm membership in business groups. These benefits include availability of capital and other resources not readily accessible in an open market, the facilitation of entrepreneurship, plus information and risk sharing advantages. We suggest that another important benefit is the assistance of group control systems in helping the firm to manage conflicting pressures in the institutional environment and facilitate coevolution of these conflicting pressures. To empirically demonstrate the relevance of this viewpoint, we examine the case of China where business groups facilitate institutional transition, actively balancing market pressures to increase levels of innovativeness in firms with institutional pressures emanating from the government to maintain high employment levels. Using data from a broad sample of more than 1,000 Chinese affiliate firms in more than 200 business groups, we find that government policy, ownership and managerial mindset influence the political goal of maintaining high employment levels, while interdependence among group affiliate firms is related to lower employment levels. However, while government ownership and the government managerial mindset were negatively related to market innovation activities, group financial and cultural control systems positively affected the tendency of affiliate firms to focus on market innovation.

AbstractWe examine the relation among average returns, market beta, firm size, and book‐to‐market value for Canadian stocks during 1975–92. We document a negative relation between average return and the market capitalization of firms, but find no relation between average return and market beta. While the small firm effect is significant during a period of reduced capital gains tax, it is noticeably lower than during the period leading up to the change. We find that average returns are positively related to book‐to‐market value especially during the period of lower capital gains tax.

This study investigates the relationship between firm resources, positioning strategies and performance in the smaller firm. Porter’s generic strategies have been useful in describing how firms compete in the marketplace, and the resource based view has shown that resources can lead to a sustained competitive advantage. The strategic management field has begun to combine the two theories and examine the link between them. Small firms must make the best use of their relatively scarce resources. It is proposed that the relationship between resources and performance is contingent upon the positioning strategy the firm competes on, although there has only been limited supporting research to date. This research builds on work by Edelman et al. (2005) by examining the relationship between human, organisational and physical resources, and the strategies of quality/ customer service, innovation, and cost leadership in 447 retail, engineering, and professional service firms in New Zealand. Using Structural Equations Modelling this research finds that positioning strategies are the mechanism by which firms can leverage their resources into higher performance. This relationship can be modelled as mediated or moderated, with statistical analysis sensitive to model complexity. The firm’s environment influences this relationship with different resources required to support each position depending on the industry. Specifically human, organisational, and physical resources appear to be viable sources of competitive advantage when they are leveraged by a strategy of quality/ customer service, innovation or cost leadership when the industry environment is conducive to the resource – strategy combination.

Biological invasion is a threat to biodiversity, due to competition for resources between invaders and native organisms, decreasing the overall biodiversity. So, studies about the invasiveness of the ecossystems and invasion potential of exotic plants several environments must be taken to control this species. Hedychium coronarium, from the Himalayas, is an example of a high invasivisiness plant, taken to different places in the world, mainly due to ornamental uses. This study evaluated the development (height, diameter, birth and ramets mortality and internal rhyzome anatomy) of plants under different moisture contents, in in situ and in vitro experiments. We found the existence of plasticity for both vegetative ramets growth, and the internal rhyzome anatomy, which may contribute to the invasive potential of this plant.

This essay is a business history about the Swedish midsized tobacco company J A Boman & Co, previously Ferd Körner and Körner & Boman, which was part of the blooming tobacco industry in Sweden during the 19th century.  One purpose of the essay is to fill a gap within both business history in general and the study of tobacco companies in particular, since they both tend to favor studies on larger companies. The other purpose is to find a methodological way to study a smaller sized, older company with very few sources from the actual company. The essay seeks to answer questions about the company’s production history and how it changed over the years. The study takes use of both qualitative and quantitative methods to examine the company and how it developed over time. It is not an essay deeply embedded in theory, it rather seeks to use different theoretical approaches. One approach is a micro level macro theory, that claims that a company only can be understood through the macro level and that the company, itself being the micro level, can deliver exciting new findings that creates a deeper understanding for the macro level. Throughout the essay, the company’s production statistics are examined, and combined with newspaper articles, letters and previous academic works within the field, the essay closes in on answers to the questions that were introduced in the beginning. The examination of the company finds that the midsized company managed to survive through adaptability to its time and circumstances. The company chose to sell their products through merchants instead of directly to the consumers, unlike most of the other tobacco companies at the time. The methodological problem, which was part of the essay’s purpose, was resolved by the combined method described earlier in the abstract, although the essay would admittedly have been better if there had been some papers left from the examined company.

Drawing on a broad range of sources—including film, historiography, iconography, literature, television, and built memorials—Stephen J. Whitfield's essay “'If at First You Don't Secede': War and Remembrance” assesses why the Civil War continues to be a historical leitmotif for white southerners—a lens through which they continue to define themselves and their place in the American experience. For them the internecine mid-nineteenth century war remains inescapable it lingers in “the sheer tenacity of Southern white consciousness. “Whitfield considers the “Southern white mentality” premised on the inferiority of persons of African descent.

This chapter looks at a controversial release by the Wharton brothers: the five-reel feature The Black Stork (1917). Advertised as a “eugenics love story,” the film told a fictionalized story based on the actual 1915 “Bollinger Case,” in which Dr. Harry J. Haiselden, the chief surgeon at the German-American Hospital in Chicago, refused to perform a life-saving surgery on a severely disabled infant, “Baby [John] Bollinger.” Hoping to clear himself before the American public, Haiselden decided to participate, and even to star, in The Black Stork. In addition to its central premise that it is necessary, even laudable, to ensure the integrity of society by terminating the lives of “defectives,” the film drew a further direct and unfortunate link between hereditary defects and ethnicity, class, and race. The chapter also considers the first new Wharton production of 1917, The Great White Trail. The film was less controversial than The Black Stork, but its subplot of white slavery and prostitution also elicited some concerns.

The case of the frescos by Palomino in the church of Santos Juanes in Valencia is a challenge that requires new alternatives to traditional mural restoration. Part of the paintings burnt in 1936 were detached and partly relocated in the vault afterwards. One third of the paintings, which were not detached, have been restored. A new phase of intervention has now begun, using a system of aesthetic reconstruction generated by digital images. This technique, already used successfully in a previous intervention, aims to recover the pictorial and functional atmosphere of this religious space. In order to fulfil the goal of trying to give a global solution to Palomino's work, it is necessary to find a chromatic solution to the apse of the church due to the absence of its original frescos. We propose the use of video mapping based on a historical black and white photograph taken by J. Alcon before the fire. Taking chromatic and iconographic references from other pictorial works that are in the same space-time context as the original painting and were executed by the same author, an aesthetic approach to the work would be made through the technique of video mapping. Mapping allows the viewer to see the pictorial and functional values of the artwork, without using an invasive form, and favours a vision of its historical-artistic context. Without physically altering the heritage, the final audiovisual presentation can reach multiple levels of information, helping the observer to understand, for example, the technique and pictorial materiality of the frescos and, at the same time, to discover the different iconographic representations. On the other hand, the successful system realised in the first phase was based on digital treatment of another historical photograph in black and white. This procedure was carried out in several ways such as straightening, rectifying and scaling of historical photograph. After the previous process, the following step was a digital colouring based on the superposition of the captures of the existing fragments to the picture taken by J. Alcon, always taking the colours of the original painting as a reference. The creation of the virtual final image also requires colour management calculations to be transformed into a printed or projected reality. The last step is to print and transfer the image to the wall. This was done with Papelgel®, a temporary support for the transfer of inkjet and pigmented printing inks. In this case the main novelty is the use of an adhesive pattern which improves the transfer of digital print fidelity and maintains the breathability of the wall. In the current phase of intervention, this system is intended to be applied to the rest of the vault once the detached fragments have been relocated to their original position. This project is an important attempt in the search for perfect harmony between the different computing elements. Information technologies offer a new and wide range of possibilities to preserve cultural heritage and participate directly in the intervention processes required for their conservation and restoration.

Circulating white blood cells adhere to endothelium near an infection site; this occurs because infection causes ligands to be expressed on activated endothelium. Initially, a white blood cell rolls on the substrate, but eventually forms a firm adhesion, allowing it to crawl through the endothelial layer toward the infected tissue. A computational model of bond kinetics, cell deformability, and fluid dynamics was used to model the forces experienced by a cell during this process. The cell was modeled as a fluid-filled membrane; on its surface were hundreds of deformable microvilli—little fingers, ruffles in the white blood cell’s wrinkly membrane. These microvilli were deformable and their tips were decorated with PSGL-1 chemical receptors which bound to P-selectin ligands on the surface. Softer cells and cells subjected to higher fluid shear stress deformed more, and having more contact area, they formed more bonds and were able to resist more hydrodynamic load.

Recent high energy density thin film material development has led to an increased interest in pyroelectric energy conversion. Using state-of-the-art lead-zirconate-titanate piezoelectric films capable of withstanding high electric fields we previously demonstrated single cycle energy conversion densities of 4.28 J/cm3. While material improvement is ongoing, an equally challenging task involves developing the thermal and thermodynamic process though which we can harness this thermal-to-electric energy conversion capability. By coupling high speed thermal transients from pulsed heating with rapid charge and discharge cycles, there is potential for achieving high energy conversion efficiency. We briefly present thermodynamic equivalent models for pyroelectric power generation based on the traditional Brayton and Ericsson cycles, where temperature-pressure states in a working fluid are replaced by temperature-field states in a solid pyroelectric material. Net electrical work is then determined by integrating the path taken along the temperature dependent polarization curves for the material. From the thermodynamic cycles we identify the necessary cyclical thermal conditions to realize net power generation, including a figure of merit, rEC, or the electrocaloric ratio, to aid in guiding generator design. Additionally, lumped transient analytical heat transfer models of the pyroelectric system with pulsed thermal input have been developed to evaluate the impact of reservoir temperatures, cycle frequency, and heating power on cycle output. These models are used to compare the two thermodynamic cycles. This comparison shows that as with traditional thermal cycles the Ericsson cycle provides the potential for higher cycle work while the Brayton cycle can produce a higher output power at higher thermal efficiency. Additionally, limitations to implementation of a high-speed Ericsson cycle were identified, primarily tied to conflicts between the available temperature margin and the requirement for isothermal electrical charging and discharging.

The world cup stadia have been a constant concern for the hosting countries. Many of them have become a burden on the economies of their countries, only to become white elephants after the tournaments end. Therefore, the core mission of the Supreme Committee for Delivery & Legacy in Qatar was to ensure that the World Cup Stadiums are built with a legacy and to remain functional in the long run, not just as facilities, but as cultural icons. Such efforts have promoted the exercise of stadia building in Qatar as a positive and unique experience. As a firm, we, at Arab Engineering Bureau, are honored to be part of the effort all through the making of Al Thumama Stadium, which will be discussed in this paper. Instead of a white elephant, Al Thumama Stadium is arguably a symbol of the local identity that will become part of the World Cup legacy, whilst being a state-of-the-art facility that plays a vital role in development of its surrounding neighborhood.

A novel underwater target recognition approach has been developed based on the use of Wigner-type Time-Frequency (TF) analysis and the elliptical Gustafson-Kessel (GK) clustering algorithm. This method is implemented for the acoustic backscattered signals of the targets, and more precisely from the examination of echo formation mechanisms in the TF plane. For each of the training signals, we generate a clustering distribution which represents the signal’s TF characteristics by a small number of clusters. A feature template is created by combining the clustering distributions for the signals from the same training target. In the classification process, we calculate the clustering distribution of the test signal and compare it with the feature templates. The target is discriminated in terms of the best match of the clustering pattern. The advantages of GK clustering are that it allows elliptical-shaped clusters, and it automatically adjusts their shapes according to the distribution of the TF feature patterns. The recognition scheme has been applied to discriminate four spherical shell targets filled with different fluids. The data sets are the simulated acoustic responses from these targets, including the interferences caused by the seafloor interaction. [J. A. Fawcett, W. L. J. Fox, and A. Maguer, J. Acoust. Soc. Am. 104, 3296–3304 (1998)]. To evaluate the system robustness, white Gaussian noise is added to the acoustic responses. More than 95% of correct classification is obtained for high Signal-to-Noise Ratio (SNR), and it is maintained around 70% for very low SNRs.

Physical and chemical transformations induced upon sintered aluminum nitride (AIN) ceramic materials under KrF excimer laser irradiation have been studied in order to improve its properties and make this advanced material interesting for microelectronic applications or high power electrical systems. Due to its high thermal conductivity (180 W.m-1.K-1 at 20 °C), its high electrical resistivity (1014 Ω.cm at 25 °C), a low thermal expansion coefficient (5.10-6 K), a high temperature resistance (sublimation temperature 2500 °C), a very high hardness (1100 Kgf.mm-2) and a relative chemical inertia, AIN is a very attractive material for industrial uses[1]. Experiments were performed using a LPX 220i KrF-248 nm- excimer laser able to deliver 0.4 J in 20 ns (FWHM) at 1-200 Hz repetition rate. Experimental conditions were chosen as following: incident fluence between 0.5 and 5 J/cm2, up to 100 shots in atmospheric pressure ambient air. The material investigated was a commercial sintered ceramic crystallized in the wurtzite structure. After irradiation, depending on the fluence level, interaction processes induce color and topography changes in the impacted areas: - a reversible one, from the initial color (white/grey) to brown-yellow at low fluence (F< 0.5 J/cm2); - a irreversible one, from white to silver-grey at higher fluence (> 1J/cm2) with roughness and porosity modifications. This last process suggests a melting and vaporization of the surface and a one-step metallization process confirmed by different surface analysis techniques [2]. A molten layer is produced in the bulk material (200 nm) and the initial roughness (0.35 μm Ra) is decreased. Auger Electron Spectroscopy, Raman Spectroscopy and X-ray Photoelectron Spectroscopy gave results on composition and chemical bondings onto the extreme surface and in the molten layer. Low incidence angle X-ray diffraction method characterized elements and structure. These analysis revealed the obtaining of a electrical conductive path onto the substrate constituted in an Aluminum-rich layer. AES showed alumina with oxygen, carbon and nitrogen on foe top characteristic of a contamination layer before irradiation; after treatment, Al2O3 appears on foe top, Al in the melted depth (after sputtering). The formation of this aluminum layer is confirmed by XPS analysis where Al peak is shifted from 78.5 to 79.7 eV. On the Ruman spectra, foe three Al-N bonds desappeared after irradiations evidencing the metallic aspect of the surface. X-Y electrical resistance measurements were performed in order to confirm this metallization process using a classical four-probes measurement head The resistance (infinite on the initial material) drops to some Ω on the irradiated area (2 J/cm2; 20-50 shots) with a very sharp transition zone (a few microns). These experiments shown it is possible to obtain a conductive path by a chemical modification of the insolating ceramic surface with a very flexible way using an excimer laser, mask projection or micromarking by a scanning system. Measurements of the electrical resistivity evolution of the aluminum-rich conductive path with time under industrial conditions (ambient air, humidity, temperature) are in progress in the laboratory.

Resumo:
Early detection and localisation of bronchial cancer remains a challenging task. One approach is to exploit the changes in the autofluorescence characteristics of the bronchial tissue as a diagnostic tool with improved sensitivity. Evidence exists that this native fluorescence or autofluorescence of bronchial tissues changes when they turn dysplastic and to carcinoma in situ. There is agreement in the literature that the lesions display a decrease in autofluorescence in the green region of the spectrum under illumination with violet light and a relative increase in the red region of the spectrum is often reported. Imaging devices rely on this principle to detect early cancerous lesions in the bronchi. Based on a previous spectroscopic study, an industrial imaging prototype has been developed to detect early cancerous lesions in collaboration with the firm ‘Richard Wolf Endoskope GmbH’. A preliminary clinical trial, involving 20 patients, with this spectrally optimised system proved that autofluorescence can detect lesions that would otherwise have remained invisible even to an experienced endoscopist under white light illumination. A systematic analysis of the autofluorescence images indicated that real-time decisional functions can be defined in order to reduce the number of false positive results. Using this method, a Positive Predictive Value (PPV) of 75% was achieved using autofluorescence only. A PPV of even 100% was obtained when white light mode and auto fluorescence mode were combined under the applied conditions. Furthermore, the sensitivity was estimated to be twice as high in AF mode than in WL mode.

Along transects and within boxplots, several ponds have experienced significant changes in macrophyte species composition since 1995, while others have remained relatively unchanged. In 2020 new occurrences of Phragmites australis (common reed) were documented in Duck (a single plant, which was immediately removed), Gull, and Higgins ponds. Three state-listed rare species that occur in CACO kettle ponds were not found in 2020. These included Sabatia kennedyanna (Plymouth rose gentian) (found in 2016 at Great-T), Drosera filiformis (threadleaf sundew) (found in 2016 at Great-W) and Sagittaria teres (quill-leaved arrowhead), which was once abundant but has now been absent for decades. Reductions in the cover of N. odorata (white waterlily) along transects was observed in Great-T, Ryder, Higgins, and Snow ponds, although this trend was apparent in boxplots only in Herring Pond. E. acicularis (dwarf harigrass) also diminished in cover in several ponds, including along Duck, Dyer, Gull, Long, Round-E, and Slough ponds. J. militaris (bayonette rush) appears to have undergone a variety of short-term changes including reductions along transects in Great-T, Higgins, Long, and Snow ponds. Boxplots only exhibited a reduction in Higgins Pond, however. L. dortmanna (Cardinal flower) is another taxon common to most CACO ponds. Its abundance along the Gull Pond transects decreased, contrasted by an increase in Long Pond transects, and in Great-W and Round-E boxplots. The proliferation of Utricularia spp. in Great-T Pond is one of the most conspicuous changes that has occurred over the last decade. The plant community shifts reported here are likely the result of both short-term (e.g., trampling, geese grazing, extreme drought or high water, etc.) and long-term (e.g., climate warming, diminishing acidity, increasing alkalinity). That said, many of the statistically significant increases or decreases in cover were restricted to just one or two transects, and sometimes the changes in individual taxa contrasted each other among the different transects. One-dimensional line-intercept transects are likely detecting changes that are not real on any meaningful spatial scale. On the other hand, the number of boxplot sites should be increased to obtain much better spatial resolution. Accordingly, we propose increasing the number of box plot sites in each pond from five to ten for all future monitoring.

Lazonick, William. Investing in Innovation: A Policy Framework for Attaining Sustainable Prosperity in the United States. Institute for New Economic Thinking Working Paper Series, março de 2022. http://dx.doi.org/10.36687/inetwp182.

Texto completo da fonte
Resumo:
“Sustainable prosperity” denotes an economy that generates stable and equitable growth for a large and growing middle class. From the 1940s into the 1970s, the United States appeared to be on a trajectory of sustainable prosperity, especially for white-male members of the U.S. labor force. Since the 1980s, however, an increasing proportion of the U.S labor force has experienced unstable employment and inequitable income, while growing numbers of the business firms upon which they rely for employment have generated anemic productivity growth. Stable and equitable growth requires innovative enterprise. The essence of innovative enterprise is investment in productive capabilities that can generate higher-quality, lower-cost goods and services than those previously available. The innovative enterprise tends to be a business firm—a unit of strategic control that, by selling products, must make profits over time to survive. In a modern society, however, business firms are not alone in making investments in the productive capabilities required to generate innovative goods and services. Household units and government agencies also make investments in productive capabilities upon which business firms rely for their own investment activities. When they work in a harmonious fashion, these three types of organizations—household units, government agencies, and business firms—constitute “the investment triad.” The Biden administration’s Build Back Better agenda to restore sustainable prosperity in the United States focuses on investment in productive capabilities by two of the three types of organizations in the triad: government agencies, implementing the Infrastructure Investment and Jobs Act, and household units, implementing the yet-to-be-passed American Families Act. Absent, however, is a policy agenda to encourage and enable investment in innovation by business firms. This gaping lacuna is particularly problematic because many of the largest industrial corporations in the United States place a far higher priority on distributing the contents of the corporate treasury to shareholders in the form of cash dividends and stock buybacks for the sake of higher stock yields than on investing in the productive capabilities of their workforces for the sake of innovation. Based on analyzes of the “financialization” of major U.S. business corporations, I argue that, unless Build Back Better includes an effective policy agenda to encourage and enable corporate investment in innovation, the Biden administration’s program for attaining stable and equitable growth will fail. Drawing on the experience of the U.S. economy over the past seven decades, I summarize how the United States moved toward stable and equitable growth from the late 1940s through the 1970s under a “retain-and-reinvest” resource-allocation regime at major U.S. business firms. Companies retained a substantial portion of their profits to reinvest in productive capabilities, including those of career employees. In contrast, since the early 1980s, under a “downsize-and-distribute” corporate resource-allocation regime, unstable employment, inequitable income, and sagging productivity have characterized the U.S. economy. In transition from retain-and-reinvest to downsize-and-distribute, many of the largest, most powerful corporations have adopted a “dominate-and-distribute” resource-allocation regime: Based on the innovative capabilities that they have previously developed, these companies dominate market segments of their industries but prioritize shareholders in corporate resource allocation. The practice of open-market share repurchases—aka stock buybacks—at major U.S. business corporations has been central to the dominate-and-distribute and downsize-and-distribute regimes. Since the mid-1980s, stock buybacks have become the prime mode for the legalized looting of the business corporation. I call this looting process “predatory value extraction” and contend that it is the fundamental cause of the increasing concentration of income among the richest household units and the erosion of middle-class employment opportunities for most other Americans. I conclude the paper by outlining a policy framework that could stop the looting of the business corporation and put in place social institutions that support sustainable prosperity. The agenda includes a ban on stock buybacks done as open-market repurchases, radical changes in incentives for senior corporate executives, representation of workers and taxpayers as directors on corporate boards, reform of the tax system to reward innovation and penalize financialization, and, guided by the investment-triad framework, government programs to support “collective and cumulative careers” of members of the U.S. labor force. Sustained investment in human capabilities by the investment triad, including business firms, would make it possible for an ever-increasing portion of the U.S. labor force to engage in the productive careers that underpin upward socioeconomic mobility, which would be manifested by a growing, robust, and hopeful American middle class.
