Texto completo da fonteThe objective of this study was the analysis of the contribution of the SÃo Josà Project in the reduction of the poverty and inequality in Cearà State, Northeast of Brazil. This Project started as a contract between the government of Cearà and the World Bank with the mainly goal of improving life conditions of the poor population in the rural zone of the state. The data analyzed, since April 1996 to June 2001, from reports, manuals, agreement of loan, statistics census, municipal development index, showed that the project reached 96% of the cities, that is, 177 among the 184 cities of Cearà State.In order to verify the changes in the social-economic aspects of the state, cities and communities, it were used tables and graphics with some social-economic indicators that allowed observing the effects of the different actions of the Project. It was identified that 78% of the subprojects were applied in the basic infrastructure, being 50% for rural electrification, mainly house electric power, 24% for water supply and 4% for other infrastructure activities. The productive subprojects represented 21% of the total, sprayed among several activities, from which 10% were applied to agricultural mechanization, mainly purchase of tractors, with doubtful impact on the soil structure. On the other side, the social area received only 1% of the total amount from subprojects. This analysis showed a contradictory reality: improvement of some life quality indicators, such as health, education, consumption, basic infrastructure (electrification and roads) and in other side, slowness in some taxes growth. In the area of education, it was observed a high level of adults illiteracy, associated to a low school time, mainly in the rural zone (1,9 years); as health concern, it was verified that still remains stroke of common diseases, among others. About basic sanitation, the sewerage system is precarious and attends only 20% of the population; the water supply is very low in comparison to the average of the northeastern region. The housing projects are not attending the demand of the necessity in the region, the roads an without conservation, and the unemployment index is hight. There is a high-income concentration, measured by Gini index, which is superior to the ones in the northeast region and Brazil. Between 1995 and 1999 this index decreased from 0.62 to 0.61. Although, it remained above the national and northeastern values, which are 0.59 and 0.60, respectively. The extension service does not have satisfactory quality and quantity to attend the needs of the region. This services and assistance are not offered equally to poor and riches, whites and blacks, men and women. In the rural zone the poverty is more serious. The indicators are below to the urban area, with exception to the unemployment. The per capita family income represents only 46% of the state average, and 22% of the national one, remained a high concentration of income and land. Finally, it can be said that the SÃo Josà Project had a limited contribution to the municipal, state or regional profiles changing, despite of the enormous performance in the development of the electrification program in the rural zone. These results show that the electrification was not integrated with the others growth programs. Accurately, according to specific studies it is undeniable the relevance of the SÃo Josà Project to the life standing improvement of the benefited public.

Texto completo da fonteOne of the problems with development planning is a lack of community participation. This is due to the top-down approach that dominates development planning. To improve chances of sustainable development there is a need to shift from a top-down approach towards a bottom-up approach. The bottom-up approach promotes people-centred development. People-centred development focuses on people and enhances their capacity to influence the direction and implementation of the development process. Communities can only influence the development process through their participation. International bodies such as the United Nations and the World Bank support the concept of community participation in development planning. The South African policy framework also provides for community participation. The change agents should utilise this opportunity by sharing knowledge and by learning from the indigenous knowledge of the community. This knowledge exchange between the community and the change agents creates a platform for social learning, capacity building and empowerment. It is through this platform that sustainable development could be achieved. This kind of development process accommodates the building blocks of development. This study examines the level of community participation in a housing development project at the Boystown informal settlement. It was found that there is a lack of community participation in this project and that the project could be a success if there is a higher level of participation by the beneficiaries.

Texto completo da fonteThere is a great need for development, especially in impoverished rural areas. One such area is the Caprivi in Namibia. This study analyses the viability of the Caprivi Development Project and how it is perceived by the communities in terms of improving their livelihoods. The first part of this study sets out the theoretical framework on rural development over the past half century. Theories such as the modernist, small-farm orthodoxy, neo-liberalist, integrated rural development, participation models and the sustainable livelihood framework are reviewed. The usefulness of participation and the sustainable livelihood framework for the purpose of this study is emphasised. Thereafter the lessons learned from mechanised dry-land crop farming initiatives are explored. The extent to which the natural environment such as rainfall and soil fertility and organizational structures which include the project design, technology and infrastructure, the formation of cooperatives and finance, government policies, training and development and the project objectives that affect the permanence of agriculture are assessed. The importance of community commitment to a project for its sustainability is emphasised. Hereafter, the case of the unique Caprivi and the need for development in this impoverished and isolated region is presented. The history, environment and politics are discussed. The economic activities in the region, the people and their lifestyles along with the livelihood strategies they pursue are outlined. Against this background, the aims of the Caprivi Development Project, the project design, its structure, the stakeholders and the challenges faced in making this project a success are presented. The study then reports on how this project is perceived by the farmers involved in this rural development project, with special reference to its perceived benefits this project holds in terms of improving their livelihoods, and what could contribute to its possible failure. In the final chapter, theory, lessons learned and research findings are brought together, before reaching some final conclusions relating to the two research questions posed, namely whether this project has the elements of a successful development project and whether the community supports and see this project as an opportunity to relieve poverty and improve their livelihoods.

Texto completo da fonteThis job has the purpose to analyse the public architecture and town planning (urbanism) contests targeted in the urban space of Sao Paulo city, during the period between 1989 and 2004. The contests have been perceived as changes by public politics concerning the city. Examining the four municipal administrations, from the analysis of the contest main documents, judging processes and the prized designs, this dissertation identifies the urban design models and city foresights, as much as the city project design in itself, as far as the various social players involved. The contests, on the one hand, can deflect the vanguard of the urban thought developed by the government authorities in the different administrations or by the urban planning professionals as well. On the other hand, should be entirely out from the reality of the executive viability or from the local social needs. In any case, the contests present themselves as the pattern of the discussion about the urban space and the exposure of its conflicts.

Texto completo da fonteBackground: The project controller is a function witch evolved due to the strong gaining ground of project operation. Why the area of the project controller is interesting to study is explained by the fact that increasing knowledge of this function is important in order to make project operation work well. The fact that opinions in this field disagree, further increases the interest of the field. In order to study the function of the project controller three companies have been singled out. They are IFS, Intentia and Saab Bofors Dynamics. The selection is based upon them being knowledge based companies with project intense operation.
Aim: The aim with this study is to compare and analyse the function of the project controller in three project intense knowledge based companies.
Method: This study is based upon three methodological bases being qualitative study, case study and interview. As a complement to the interviews, document analysis have been used.
Result: The field of responsibility of accounting controllers is still of great importance, but can be seen as a smaller part of the collected project controller functions. A new area for the function of the project controller stresses constitutes of interaction, which both directly and indirectly supports project control. In the interactive function, both offensive and defensive functions are included, which can be conceived paradoxically. Furthermore the function of the project controller is rather influenced by how companies organise and structure the management control than the importance of the project operation.

Texto completo da fonteIn a matrix organization, the process of selecting project team members is a collaboration between the functions and the projects. A project’s success or failure does often depend on that collaboration. This thesis work examines the present situation at Saab Gripen Customer Support. The process is examined from four different perspectives: the roles of the functional and the project manager, competence development, behavioural science team roles and the complexity of the projects. The result shows that the roles of the project manager and the functional manager in their collaboration are not properly defined. The communication between the project manager and the functional manager is insufficient. The competence development during the projects is not fully taken advantage of. There is a need to use behavioural science. Recommendations on how the situation can be improved are given. A model is proposed to give guidance in the process of selecting project team members.

This study evaluated the contributions of working with a project method applied in the teaching-learning process, aiming that the students of the agribusiness course of the Federal Institute in the North of Minas Gerais ? Campus Salinas might understand and fixed knowledge. Aiming to verify how interdisciplinarity contributes to the development of students? learning through their own construction of knowledge due to their inclusion in the research project for developing the product ?pasteurized cane juice?. To evaluate the learning of each student individually, we used the method of the attitude constructing a questionnaire composed of 25 statements regarding the theoretical and practical knowledge on the production of pasteurized sugarcane juice. The questionnaire was administered to students at four different times: the first time (TI), considered as time zero, where the group of students responded to questionnaires when the teacher had not offered any information about the project and its related disciplines, the second time (TII), the students answered after watching an interdisciplinary exhibition project, the third time (TIII), responded after the production of juice, and the fourth and final time (TIV), where the group responded to questionnaires after the completion of analysis. Through this assessment it was revealed that the development of students? learning was significant and growing. They were also evaluated in relation to commitment to the proposed activities through: image registration, self-assessment of learning, development flowchart, and practice in the production of the juice and their laboratory tests. This other form of assessment showed differently the growth of these students during the research. They proved to be encouraged to work with the project because they could participate in activities that were not included in their daily profession. Through self-assessments, they show the desire to have an education focused on issues related to their reality, based on a curriculum in the various areas of knowledge can act in an integrated manner. And by working with flowchart, we could clearly see the development in relation to the production process of the cane juice. The work was very important in guiding the teacher to work other teaching methods both in the classroom, field or laboratory to stimulate the interest of the student of a pedagogical discipline. Students learn better and showed more satisfaction when they felt part of the learning process and not just passively receiving knowledge.
Esta pesquisa avaliou as contribui??es de se trabalhar com m?todo de projeto aplicado no processo de ensino-aprendizagem, almejando que os estudantes do Curso T?cnico em Agroind?stria do Instituto Federal do Norte de Minas Gerais ? Campus Salinas, compreendessem e solidificassem o conhecimento. Tendo como objetivo verificar como a interdisciplinaridade contribui para o desenvolvimento da aprendizagem dos discentes atrav?s da pr?pria constru??o do conhecimento devido ? sua inser??o no projeto de pesquisa para o desenvolvimento do produto ?suco de cana pasteurizado?. Para avaliar a aprendizagem desses alunos, utilizou-se o m?todo de atitude do indiv?duo construindo-se um question?rio composto de 25 afirmativas referentes aos conhecimentos te?ricos e pr?ticos relativos ? produ??o de suco de cana pasteurizado. O question?rio foi aplicado aos alunos em quatro momentos diferentes: o primeiro tempo (TI), considerado como tempo zero, onde o grupo de alunos respondeu aos question?rios quando o professor ainda n?o havia ofertado nenhuma informa??o sobre o projeto e suas disciplinas correlatas; o segundo tempo (TII), os alunos responderam ap?s assistirem a uma exposi??o interdisciplinar do projeto; o terceiro tempo (TIII), responderam ap?s a produ??o do suco; e o quarto e ?ltimo tempo (TIV), onde o grupo respondeu aos question?rios ap?s a conclus?o das an?lises. Atrav?s dessa avalia??o foi poss?vel perceber que o desenvolvimento da aprendizagem dos discentes foi crescente e significativo. Eles tamb?m foram avaliados em rela??o ao comprometimento com as atividades propostas atrav?s de: registro de imagens; auto-avalia??o da aprendizagem; desenvolvimento de fluxograma; e a pr?tica na produ??o do produto suco e suas an?lises laboratoriais. O registro de imagens foi outra forma de avalia??o que mostrou de uma maneira diferente o crescimento desses alunos durante a pesquisa. Eles mostraram-se estimulados ao trabalhar com projeto, pois puderam participar de atividades que n?o estavam inseridas em seu cotidiano escolar. Atrav?s das autoavalia??es, eles mostram a vontade de ter um ensino voltado para as quest?es relacionadas ? realidade deles, baseado em um curr?culo em que as diversas ?reas do conhecimento possam atuar de forma integrada. E atrav?s do trabalho com fluxograma, p?de-se perceber claramente o desenvolvimento com rela??o ao processo produtivo do suco de cana. O trabalho mostrou-se muito importante no sentido de orientar o professor a trabalhar outros m?todos de ensino tanto em sala de aula, campo ou laborat?rio para estimular o interesse do discente pela proposta pedag?gica de uma disciplina. Os estudantes aprenderam melhor e demonstraram maior satisfa??o quando se sentiram fazendo parte do processo de aprendizagem e n?o apenas recebendo os conhecimentos passivamente.

A implementação deste tipo de sistemas nas organizações e nas empresas portuguesas, para além do contributo individual interno a cada uma delas, poderá no conjunto, constituir-se como um motor de desenvolvimento da Economia Portuguesa e da sua competitividade internacional. Este trabalho, aborda a importância que a implementação de um SGQ tem numa empresa ligada ao sector da construção. Com o estudo realizado, tenta-se enquadrar a importância da qualidade para uma organização nos dias de hoje, e quais as razões que levaram a empresa a implementar um SGQ, as dificuldades e benefícios da própria implementação, e as mudanças já sentidas pela organização durante o processo. Para a implementação do SGQ, a empresa teve de desenvolver vários procedimentos de acordo com os requisitos da Norma NP EN ISO 9001:2000, com vista à respectiva certificação por um Organismo Acreditado.
A major factor for the competitiveness of enterprises and organizations in global markets is the development and implementation of effective quality management systems (QMS). In addition to the individual internal contribution, the implementation of such systems in Portuguese organizations and companies may in all, constitute itself as a powerful engine for the Portuguese economy development, and improvement of its international competitiveness. This paper, discusses the importance of implementing a QMS in a company on the construction industry. The study tries to frame the importance of quality in a modern organization, and the reasons for the company to implement a QMS, difficulties and benefits of implementation, and the changes already experienced by the organization through the process. For the QMS implementation, JAP had to develop several procedures in accordance with the requirements of the standard NP EN ISO 9001:2000, for the certification by an accredited body.

Although this Master is demanded, in the Portuguese teaching system, to teach at these academic levels, in the area of visual arts (fine arts; design; architecture; video and cinema) it provides the means to different career opportunities, for example in the area of Community Arts, teaching at museums or art organizations educational services or other community services, public or private. Texto completo da fonteThe accelerated process of urbanization associated with the growing impoverishment of a portion of the population, demographic growth and social mobility, leads to major changes in the physical and social environment of Brazilian cities. Unleashed by processes of urban interventions, these transformations are permeated by relations between different groups that act on public policies with their own interests. In this context, real estate capital influences the pattern of urban land use by dosing available financial resources and directs state actions in the spatial allocation of collective consumption media to different segments of society. In this way, it often ends up directing where and how public resources should be implemented, generating different access to different services, concretizing socio-spatial inequality. This socioeconomic context that has long marked the relations between State and real estate capital in Brazil is interpreted as a material and historical justification when understanding how this phenomenon develops and its relations with the promotion or not of the participation of social movements in the decision making processes of the policies Public policies. It is emphasized that, otherwise, the latter will remain as a locus of conflicts of distinct groups and interests with a predominance of benefits for a particular group to the detriment of the search for equity and socio-spatial justice. Having said that, doctoral research intends to analyze the relationship between the State and the person involved in social class relations, with the purpose of evaluating whether there is social participation in the urban planning process. It also intends to problematize the issue of social participation, when analyzing the extent to which this participation depends on the degree of apprehension and understanding on the part of the population, as well as apprehend the production of this urban space in the process of elaboration of the Nova Luz Project in the central region of São Paulo / SP.

Texto completo da fonteThis teaching internship report was conducted in the Visual Arts Master Degree context, of the Third Cycle of Primary and Secondary Education. All the work carried out in the probation period will be exposed in this report, and also the "Visual Anthropology - A School Project" research and theme development. The report is, thus, divided in two parts, the first one which will focus on the supervised pedagogical practice itself, with two chapters, including a descriptive component about the characterization of the environment (school, human resources, community and symbiotic relationships between them). The first part will also containing a critical reflection about all the path and work developed in the supervised teaching practice, including pedagogical and didactic nature issues like - implementing/ measuring the methodologies and/or teaching/learning strategies effectiveness (enclosing activities proposed to students, and evaluation methodology), class management, it's direct observation and evaluation (individual, from the cooperating mentor and from the trainee teachers), extra-curricular interventions and the relation with the educative community. The second part of this report, is dedicated do the chosen investigation theme "Visual Anthropology - A School Project" and, to try to respond to the investigation issues, which lead not only to knowing the scope, but also to advocating their inclusion in schools, based bibliographical research and it's analysis, synthesis and hypothesis raising, also at speculative level, of the pedagogical and didactic strategies to insert this knowledge area in formal education. The theoretical issues that the image use, in the anthropological representation forms, places do Anthropology, are based on the validity of the anthropological knowledge production based on the image, that confronts the written word. The presented investigation, contextualizes the Visual Anthropology theme, and uses it as a pretext to enlighten the path of this Visual Anthropology branch as a school project.

Essa pesquisa tem como objetivo formular uma proposta de ?rea de conhecimento norteadora de gerenciamento ambiental para projetos. Discute a Gest?o Ambiental e o sistema de gest?o e aborda sobre os aspectos legais na Gest?o Ambiental, refletindo sobre a legisla??o brasileira que a norteia. ? descrito a metodologia aplicada pelo Guia PMBOK, e as funcionalidades das dez ?reas do conhecimento hoje explicitadas no Guia, a saber: integra??o, escopo, tempo, custos, qualidade, recursos humanos, comunica??es, riscos, aquisi??es e partes interessadas. Utiliza a pesquisa explorat?ria e bibliogr?fica para dar suporte a proposta desenvolvida. Na expectativa de formular a ?rea de conhecimento em Gest?o Ambiental, opta-se por descrever essa ?rea em forma de diagrama de fluxos de dados do processo em fun??o do ciclo de vida do projeto. This research aims to formulate a proposal of knowledge area guiding environmental management for projects. It discusses environmental management and the management system and discusses the legal aspects in environmental management, reflecting on the Brazilian legislation that guides it. It describes the methodology applied by the PMBOK Guide, and the functionalities of the ten areas of knowledge that are explained in the Guide, namely: integration, scope, time, costs, quality, human resources, communications, risks, acquisitions and stakeholders. It uses the exploratory and bibliographic research to support the developed proposal. In the expectation of formulating the area of knowledge in environmental management, it is chosen to describe this area as a diagram of data flows of the process in function of the life cycle of the project. It is concluded that: there is a need to identify specific tools and techniques for environmental management in design; Need for specialized opinions and knowledge of regulators, such as: environmental engineers and the National Environmental Council (CONAMA); The need for environmental licensing and its modalities, when applicable, as well as the monitoring of the validity of the same; It is imperative to create an environmental project management plan that is in line with the various other existing project plans.

Objetivou-se analisar e mensurar o desempenho econ?mico plurianual da atividade leiteira a partir de dados obtidos de seis propriedades leiteiras, situadas na regi?o do munic?pio de Montes Claros-MG entre os anos de 2007 e 2012. Al?m disso, visou-se desenvolver um software de simula??es que permitisse a avalia??o econ?mica e a viabilidade de projetos no aux?lio ? tomada de decis?es. Foram realizadas an?lises de dados de despesas, receitas e ?ndices zoot?cnicos como porcentagem de vacas em lacta??o, dias em lacta??o, produ??o total di?ria, produ??o m?dia de vacas em lacta??o, produ??o m?dia total do rebanho, rela??o matriz/funcion?rio, rela??o leite/funcion?rio, produ??o/hectare/ano e intervalo de partos de cada propriedade. Posteriormente, foi determinada a m?dia regional anual para an?lise do comportamento da atividade na regi?o durante os anos, por meio de correla??es multivariadas. As propriedades foram estratificadas em fun??o do n?mero de vacas no rebanho e, por teste de m?dias foram estabelecidas as diferen?as entre os principais indicadores zoot?cnicos e econ?micos. Na determina??o do custo de produ??o foi utilizada a metodologia do custo operacional. O software, por sua vez, foi desenvolvido em linguagem computacional Basic, com aux?lio de ferramentas administrativas na estrutura??o do algoritmo de viabilidade econ?mica de projetos. Foram adicionados ao algoritmo equa??es para realiza??o de teste de sensibilidade e an?lise de riscos segundo m?todo de simula??o de Monte Carlo. A an?lise plurianual dos componentes zoot?cnicos e econ?micos evidenciou elevado n?vel de intera??o dos indicadores zoot?cnicos no comportamento dos indicadores econ?micos avaliados. O fator gerencial esteve atuante na determina??o dos indicadores zoot?cnicos e, consequentemente, nos indicadores econ?micos. A produ??o de leite anual foi superior no intervalo de estratos de maior tamanho, demandando maiores custos com alimentos concentrados e maiores investimentos de capital para obten??o de m?dias superiores para receita, margem bruta e margem l?quida. O algoritmo implementado ao submodelo econ?mico gera dados condizentes, auxiliando a tomada de decis?es na elabora??o de projetos da atividade leiteira. O software desenvolvido possui interface amig?vel, permitindo a intera??o m?quina usu?rio.

The objective was to analyze and measure the multiannual economic performance of milk production through economic indicators and its correlation with some zootechnical indicators, based on data obtained from six dairy farms located near to Montes Claros- MG, Brazil, between 2007 and 2012. In addition, it was aimed the development of a simulation software, with a mathematical algorithm, capable of performing the economic evaluation and feasibility of projects in dairy farms, in the aid of decision-making. Were analyzed data of expenses, income and zootechnical indexes of the six properties. The following zootechnical indexes were determined and analyzed: percentage of lactating cows, days in lactation, total daily production, and average production of lactating cows, total average herd production, matrix/employee ratio, milk/employee ratio, yield/hectare/year and interval of deliveries of each property. After that, the annual regional average was determined to analyze the behavior of the activity in the region during the years. To determine the cost of production, the operational cost methodology. To determine the complete inventory of the goods, the methodology proposed by Lopes et al. (2004). The annual depreciation was calculated in a linear way and did not consider the depreciation of matrices, nor of the property. Revenue from the activity consisted of the sale of milk, sub-products, the sale of animals and the variation of animal inventory. The following economic efficiency indicators were determined: gross margin, net margin and profitability. Multivariate correlations were made of the zootechnical indexes with the indicators of economic efficiency and operational costs. The properties were classified according to the number of cows in the herd, and by average test the differences between the main size, zootechnical and economic indicators were established. The software was developed in Basic computational language, it was used administrative tools for structuring the economic feasibility of projects algorithm. Equations were added to the algorithm in order to perform sensitivity test and risk analysis according to the Monte Carlo simulation method. The properties with more than 100 cows in the herd had a higher average of lactating cows than the others, but properties with up to 80 cows in the herd obtained a similar average to the properties of over 100 cows in the herd. The annual milk production was higher in the range with properties with more than 100 cows in the herd, demanding higher costs, including expenses with concentrated feed and higher capital investment to obtain higher averages of revenue, gross margin and net margin.

Grandes empresas e grupos econômicos, dentro do atual processo de reprodução ampliada do capital e de seu regime de acumulação com dominância da valorização financeira, requerem, cada vez mais, grandes negócios (megaprojetos, megaeventos), e esses só são viáveis em parceria com o Estado. Esta relação, com o tempo, torna-se mais complexa e envolve uma série de inovações em arranjos político-institucionais e espaciais. Assim, questionou-se se grandes obras ligadas à reestruturação do espaço metropolitano implementadas na Região Metropolitana do Recife - RMR podiam ser consideradas expressões de uma acumulação rentista-patrimonial ampliada entre o Estado e diferentes frações do capital, amplificando a unidade contraditória entre fixos e fluxos própria da reprodução do capital contemporâneo. Para responder a essa, questão buscou-se demonstrar as ações do Estado e o seu papel na concentração e centralização do capital nas mãos de oligarquias econômicas, neste caso, grupos econômicos nacionais ligados à produção do espaço (construção civil) e ao capital financeiro, e em assegurar importantes condições econômicas e extraeconômicas para a acumulação, com o uso dos fundos públicos, créditos subsidiados, incentivos fiscais, terras entre outros. Identificou-se que setores como o da construção civil ganham com o crescimento da economia nacional que leva à busca por investimentos em capital fixo, que também ocorre em períodos de crises econômicas do sistema capitalista. Optou-se por uma pesquisa do tipo qualitativa, explicativa, documental e bibliográfica. Fundamenta-se aqui na compreensão de que urbanização, modernização, política econômica e o planejamento são realidades sociais, e que toda realidade social é espacial e historicamente determinada. Na organização da exposição da tese, optou-se por seguir o método regressivo-progressivo de H. Lefebvre. Entende-se, nesta pesquisa, que os grandes negócios da produção do espaço têm como principais beneficiados as grandes empreiteiras “As Campeãs Nacionais”. Analisaram-se os grandes projetos: Cidade da Copa/Arena Itaipava; Rota dos Coqueiros e Cidade Saneada como representativos de uma “nova” articulação entre o público e o privado dentro do processo chamado por nós de acumulação rentista-patrimonial ampliada entre Estado e capital. Assim, o estudo focou-se na reestruturação econômica e espacial da RMR ligadas a esses projetos e concluiu que este processo é produto da concorrência global capitalista agora movida por um amplo processo de financeirização da economia mundial, fruto de um ajuste espaço temporal do sistema e sua ligação com a produção do espaço, e também representa uma coalizão de interesses entre frações do capital nacionais e locais representantes de grupos econômicos ligados ao setor da construção civil, via arranjos político-institucionais e espaciais como concessões e parcerias público-privadas, financiamentos de longo prazo e participações no capital social de um número seleto de empresas do setor da construção pesada ligadas a grandes holdings nacionais, agentes esses capazes de manipular o fundo público via poder político e econômico, dentro de um contexto de imbricação de escalas geográficas.
Major companies and economic groups, within the current expanded reproduction process of the capital and its accumulation regime with dominance of financial valuation, require, increasingly, major business (mega projects, mega-events), and those can only be feasible in partnership with the State. This relationship, over time, becomes more complex and includes a number of innovations in political-institutional and spatial arrangements. Thus, the question has been raised as to whether great works connected to the restructuring process of the metropolitan space implemented in the Metropolitan Region of Recife – MRR could be considered as expressions of an expanded patrimonial rentier accumulation among the State and different fractions of the capital, amplifying the contradictory unity between ‘’fix and flows’’ peculiar of the reproduction of the contemporary capital. To solve this question efforts have been made to demonstrate the actions of the State and its role regarding the concentration and centralization of the capital in the hands of economic oligarchies, in this case, national economic groups connected to space production (building construction) and to the financial capital, and to assure important economic and extra-economic conditions for accumulation, using public funds, subsidized credit, tax incentives, lands and others. It has been identified that sectors such as building construction gain from the growth of the national economy, leading to the search for investments in fixed capital, which also occurs in times of economic crises of the capitalist system. It has been chosen a qualitative, explanatory, documentary and bibliographic type of research. It is based here on the understanding that urbanization, modernization, economic policy and planning are social realities, and that all social reality is spatially and historically determined. In the organization of the thesis exhibition it was chosen to follow the regressive-progressive method of H. Lefebvre. It is understood in this research that the big businesses of production of the space have as main beneficiaries the great contractors "The National Champions". The major projects have been analyzed: The Cup City/Itaipava Arena; Rota dos Coqueiros e Cidade Saneada as representative of a ‘’new’’ articulation between public and private within the process which we call expanded patrimonial rentier accumulation between State and capital. Thus, the study focused on the economic and spatial restructuring of the MRR linked to those projects and concluded that this process is the result of global capitalist competition now driven by a broad process of financialization of the world economy, result of an space-time adjustment of the system and its link with the production of the space, and also represents a coalition of interests among national and local fractions of the capital which represent economic groups connected to the construction industry, via political-institutional and spatial arrangements such as concessions and public-private partnerships, long-term debt and shares in the social capital of a select number of companies from the heavy construction sector linked to great national holdings, being those agents able to manipulate the public fund via political and economic influence, in an overlay context of geographic scales.

Texto completo da fonteThis work aims for a reflection about the correspondences and dissimilarities between the policies that utilize urban projects and those of local development. In order to do that, it debates the local development concepts and extracts its key defining elements so these can serve as categories of analysis for selected case studies. The concept of urban project is also an object of discussion, specially its role as a management means to support the development of segment of a city in an ample way, thus promoting spatial, economical and social improvements. Six diverse case studies were selected with the goal of discussing the amplitude of the practice of urban projects, its similarities or not with local development and the contradictions between theory and practice. The selected case studies were Puerto Madero and the Distrito de Design in Buenos Aires, Argentina; the Complexo Estação das Docas and the Complexo Ver-o-Peso in Belém, capital of Pará (a state in Brazil); the project Eixo Tamanduatehy in Santo André, a city in the state of São Paulo in Brazil; the project Centro Vivo in São José dos Campos also a city in the state of São Paulo in Brazil. The latter case allowed a reflection about the practice of urban intervention from the perspective of the author who participated in its elaboration. The other five case studies supported a reflection based on the analyses performed by other authors. At the end of this study, it is possible to outline the idea that the urban project, depending on the characteristics that it assumes, can be a territorialized example of local development.

Texto completo da fonteThis work starts from the perspective of understanding the process of incorporating paradigms that constitute the concept of Rural Education and Rural Education , specifically in three rural schools in the microregion of Três Lagoas , eastern Mato Grosso do Sul nicer essentially identifying which of these paradigms with respect to the practices that permeate the process of territorialization of ongoing capital in Três Lagoas , since the forestry sector ( pulp and paper ) puts in motion a educational - environmental project identified with Education rural representative of agrarian capitalism modernization of the countryside in contrast to the field Education ( educational policies that address the specifics of the field ) project. Thus we see that the Draft Environmental Education -PEA developed by this company applies the ideological discourse of capital through the practice of social responsibility while using education as the easing of conflicts and legitimacy of environmental assessments arising from monoculture eucalyptus. However other project initiatives compatible with the Field Education are found as optimizing a possible change in the educational field.
O presente trabalho parte da perspectiva de compreender o processo de incorporação dos paradigmas que constituem o conceito de Educação Rural e de Educação do Campo, especificamente, em três escolas rurais da microrregião de Três Lagoas, leste do Mato Grosso do Sul. Buscamos, essencialmente, identificar qual a relação desses paradigmas com as práticas que permeiam o processo de territorialização do capital em curso no município de Três Lagoas, uma vez que o setor florestal (de celulose e papel) coloca em andamento um projeto educacional-ambiental identificado com a Educação Rural, representativo do capitalismo agrário (modernização do campo), em contraposição ao projeto da Educação do Campo (políticas educacionais que atendam as especificidades do campo). Assim, vemos que o Projeto de Educação Ambiental-PEA desenvolvido por essa empresa aplica o discurso ideológico do capital por meio da prática de responsabilidade social ao mesmo tempo em que utiliza da educação como distensão de conflitos e legitimação das autuações ambientais decorrentes do monocultivo de eucalipto. Entretanto outras iniciativas de projeto compatível com a Educação do Campo são encontradas como otimização de uma possível mudança educacional no campo.
