The 2020–2022 period of the global COVID-19 pandemic exposed the fact that many countries health systems had inadequate health workforce availability. This is despite sustainable health workforces being critical to health service and healthcare delivery, an acknowledgement that drove the significant investment and focus on health workforce development over the previous two decades. As such, this review article discusses health workforce governance and planning, notes its weaknesses, and identifies some of the barriers to the implementation of health workforce policy making and planning and the achievement of sustainable health workforces. Important is the recognition that health workforce planning is long-term in nature, while health workforce decision-making processes are dominated by political processes that have much shorter time frames. The article concludes by offering the approach of backcasting to overcome this dichotomy.

The workforce demand for cybersecurity professionals has been substantial and fast growing. Qualified cybersecurity professionals with appropriate knowledge, skills, and abilities for various tasks and job roles are needed to perform the challenging work of defending the cyber space. The certified information systems security professional (CISSP) certification is a globally recognized premier cybersecurity credential and validation of qualifications. This case study analyzes the CISSP certification requirements, domains and objectives and attempts to map them to the cybersecurity industry competencies and the US national cybersecurity workforce framework (NCWF). This research is an extended study with full mapping of all CISSP domain areas to the knowledge, skills, and abilities in NCWF. The extended study aims to discover the in-depth value and role of reputable certifications such as CISSP in competency development for cybersecurity workforce. This article also discusses the value and implications of the CISSP certification on cybersecurity education and training.

Background Continual development of the social care workforce is a key element in improving outcomes for the users of social care services. As the delivery of social care services continues to benefit from innovation in assistive technologies, it is important that the digital capabilities of the social care workforce are aligned. Policy makers have highlighted the importance of using technology to support workforce learning and development, and the need to ensure that the workforce has the necessary digital skills to fully benefit from such provisions. Objective This study aims to identify the digital capability of the social care workforce in Northern Ireland and to explore the workforce’s appetite for and barriers to using technology for learning and development. This study is designed to answer the following research questions: (1) What is the digital capability of the social care workforce in Northern Ireland? (2) What is the workforce’s appetite to participate in digital learning and development? and (3) If there are barriers to the uptake of technology for learning and development, what are these barriers? Methods A survey was created and distributed to the Northern Ireland social care workforce. This survey collected data on 127 metrics that described demographics, basic digital skills, technology confidence and access, factors that influence learning and development, experience with digital learning solutions, and perceived value and challenges of using technology for learning. Results The survey was opened from December 13, 2018, to January 18, 2019. A total of 775 survey respondents completed the survey. The results indicated a workforce with a high level of self-reported basic digital skills and confidence. Face-to-face delivery of learning is still the most common method of accessing learning, which was used by 83.7% (649/775) of the respondents; however, this is closely followed by digital learning, which was used by 79.0% (612/775) of the respondents. There was a negative correlation between age and digital skills (rs=−0.262; P<.001), and a positive correlation between technology confidence and digital skills (rs=0.482; P<.001). There was also a negative correlation between age and the perceived value of technology (rs=−0.088; P=.02). The results indicated a predominantly motivated workforce in which a sizable portion is already engaged in informal digital learning. The results indicated that lower self-reported basic digital skills and confidence were associated with less interest in engaging with e-learning tools and that a portion of the workforce would benefit from additional basic digital skills training. Conclusions These promising results provide a positive outlook for the potential of digital learning and development within the social care workforce. The findings provide clear areas of focus for the future use of technology for learning and development of the social care workforce and considerations to maximize engagement with such approaches.

Abstract Establishing a workforce capable of delivering evidence- and team-based HCBS for the growing population impacted by dementia is of growing public health importance. Occupational therapy (OT), in collaboration with other disciplines, offers promise for supporting people with dementia to live well at home. However, neither uptake of team-based programs for people with dementia nor availability of providers who work in teams to support people with dementia are well understood. We reviewed information from three federal programs to improve understanding of team-based workforce development needs and opportunities. Findings indicate that interprofessional evidence-based interventions for people with dementia are increasingly implemented but geographically limited and development of the OT workforce’s dementia capability is nascent in interprofessional/interdisciplinary training. OT is a key profession delivering evidence-based HCBS for people with dementia, but substantial opportunity exists for workforce development, including education, training, financing, recruitment, retention, care coordination, and translation and implementation of effective care.

Statistics are provided on unemployment rate at the territory of Udmurt Republic as of the beginning of 2014. The author proposes recommendations on further reducing the numbers of unemployed and outlines specialties in demand, considers, how workforce capacity is formed and used; how inner and outer conditions, under which workforce capacity is developed, are formed; describes ways to enhance effectiveness of workforce capacity use; considers the important attributes to be taken into account when forming workforce capacity, the way to assess present workforce capacity. The author also proposes a number of regional-level problems to be solved in coming years and a set of activities, conducive to improving and developing workforce capacity of Udmurt Republic.
