A permit-to-work system is a formal written system that contains procedures, identification, and permits related to the type of work that is considered to have a risk of danger. By not applying for permits to work optimally, it will increase the risk of work accidents. This study aims to determine the causes and effects of the non-optimal application of permit to work and efforts so that permit to work can run optimally so as to prevent work accidents. The research method used in this study is a qualitative method with a descriptive pattern. Research data sources are obtained from primary and secondary data. Data collection techniques through observation, literature study, interviews, and documentation. The data analysis techniques used are by collecting data, reducing data, presenting data, and drawing conclusions. Testing the validity of data using the triangulation method. The results showed that the lack of crew knowledge about permit to work, lack of crew awareness and concern for safety, and lack of supervision and coordination between crew and officers are the reasons why permit to work cannot run optimally. The impact of not optimal permit to work is work accidents, which not only cause physical losses but also material losses. Efforts that can be made to optimize this are by carrying out familiarization, training and competence, as well as psychological approaches through motivation and sanctions, then by improving supervision and coordination between crew and management on board through toolbox meetings and safety meetings.

This research aims to identify the licensing authority over architectural works and modification of designated Cultural Heritages. In addition, this research examines the antinomy of legal concepts, including the antinomy of the legal concept of a licensing authority, the antinomy of the legal concept of modification of creation, and the antinomy of the legal concept of cultural heritage. With normative research, this study reveals that there is no legal certainty, between the local and central government, concerning licensing authority to cultural heritage building adaptation. There is no such a unitary system or firm and clear SOPs, which has resulted in the demolition and destruction of cultural heritage buildings. There are differences of opinion regarding the authority to permit the alteration of architectural works of cultural heritage buildings that have been stipulated. Permits for the restoration of cultural heritage buildings are obtained not through a building permit but through BPPM DIY (Licensing and Investment Service). These permits include restoration permits, adaptation permits, and development permits, especially for revitalization and utilization. There is no balance between moral and economic rights of the owner of the cultural heritage building. The preservation is more likely to emphasize moral rights but still overlooking the economic rights of the creator/owner.

In June 2019, the Government of Canada implemented the Open work permit for vulnerable workers (OWP-V) policy, authorizing immigration officers to issue open work permits to migrant workers on employer-specific work permits if they demonstrate reasonable grounds to believe that they are experiencing abuse or are at risk of abuse in their workplace. Drawing on research conducted by a community organization on the impact of the policy, this article examines the policy’s potential to remedy the problematic effects of the employer-specific work permit and whether it has been implemented efficiently. Semi-structured interviews were conducted with organizations that provide direct legal and social support to migrant workers in Canada. Additionally, two datasets regarding the role of the OWP-V policy in IRCC’s employer compliance regime were analyzed. The research concludes that the OWP-V policy cannot be expected to counteract the high risk of abuse imposed on workers through the employer-specific work permit. Numerous barriers were identified that make it difficult for migrant workers to apply for the permit. The small number of OWP-V permits issued in proportion to the number of employers authorized to hire migrant workers makes it unlikely that the policy will significantly impact employers’ propensity to comply with the program conditions.

Abstract Aim. The aim of the study was to determine whether the National Chamber of Nurses and Midwives (NIPiP), as well as the District Chambers of Nurses and Midwives (OIPiP), undertake activities to inform Ukrainian war refugees - nurses (UKR-Ns) about the simplified work permit procedure. Material and methods. We analysed work permit related information for UKR-Ns available on the NIPIP and OIPIP websites. The research was conducted in two stages: 1) content analysis of information for UKR-Ns posted on the official NIPiP website 2) quantitative and qualitative analysis of information for UKR-Ns on official OIPIP websites. Results. The analysis of information on work permits demonstrated that its content and the way in which this information was communicated varied greatly over time. Seven OIPIs did not publish any information on the procedure of obtaining work permits by UKR-Ns and for three OIPIPs, access to information was modified and/or removed from the website at the time of the observation undertaken. The vast majority of OIPIPs provided information that could only be considered as partly relevant. Conclusions. The information for UKR-Ns, regarding the process of obtaining work permits, published by the NIPiP and OIPiPs on their official websites requires modification, both in terms of content and form.

Work permit is something not to take lightly because it involved non-routine work such as hot work which failure to comply with the work permit procedures could resulted in large-scale loss of life and/or property. Investigations by Chemical Safety Board (CSB) have reported 60 fatal hot work accidents in about 20 years in the USA though hot work permits were issued for all operations. No matter how simple the procedure and work permit forms are, it is the strict application of the procedures and practices associated with the assessment of risk and application of permit to work conditions that ensures work can be done safely. A model for hot work permit that is incompliance with the Process Safety Management (PSM) regulations requirements is introduced that includes necessary fire preventive actions to be taken. In addition, a few existing hot work permits were studied to verify this model. It was found that the model required more information to safeguard an effective hot work permit system and better compliance with the PSM regulation. In addition, the model is also more precise, adaptable, user-friendly and easier to comprehend. As a conclusion, the model created could improve the conventional hot work permitting system. To ensure that the permit is more strict and effective hot work permitting system, a more sophisticated coding and software could be further expanded.

Hot work is a type of work with a high hazard because it has the potential to cause a fire and even an explosion. These events not only cause damage to assets but can also obliterate them. This research aims to find out the program, procedure, and implementation of hot work permit at PT Arsitek Arupadatu. The research method used is descriptive, which tries to describe the conditions currently occurring at PT Arsitek Arupadatu regarding hot work permits. This research was carried out on July 9 - August 9 2021 in the phase 3 development project (Expansion Factory) of PT Akashi Wahana Indonesia Karawang. Collecting data in this study using field observation methods, interviews and study of literature. Data were analyzed with qualitative methods. The data that has been collected is processed by comparing it with the Government Regulation number. 50 of 2012 (concerning the implementation of the Occupational Safety and Health Management System) and the 2019 edition of NFPA 51 B Standard (concerning Standards for fire prevention during welding, cutting and other hot work). The results of this study show that the program implemented at PT Arsitek Arupadatu regarding hot work permits is administrative checking. PT Arsitek Arupadatu has not documented procedures related to hot work. The hot work permit procedure is carried out based on routines that occur in the field, communication is only carried out using the oral method. The hot work permit at PT Arsitek Arupadatu has implemented PP No. 50 of 2012 concerning the application of Occupational Safety and Health Management System attachment II part 6.

Проведено аналіз запропонованих Мінсоцполітики змін до нормативно-правових актів, що регулюють діяльність у сфері охорони праці та промислової безпеки. Показано, що прийняття запропонованих змін до вказаних документів сприятиме зростанню ризиків при експлуатації зношеного виробничого обладнання, рівня виробничого травматизму та аварій виробничого характеру під час експлуатації устаткування підвищеної небезпеки, що відпрацювало граничний строк експлуатації.
The analysis of the changes proposed by the Ministry of Social Policy in the regulatory legal acts regulating the activities in the field of labor protection and industrial safety was carried out. It is shown that acceptance of proposed changes to the indicated documents will increase the risk of exploitation of worn-out industrial equipment, the level of occupational injuries and industrial accidents during the operation of high-risk equipment, which has expired the limitation period of exploitation.

This thesis addresses the phenomenon of short-term labour migration between Fiji and New Zealand that operates within the confining structures of formally instituted work permit schemes. Established since the late 1960s on the initiative of New Zealand governments, as part of attempts to regulate labour movements from Pacific Island nations to New Zealand, these schemes have had their greatest success in controlling flows from Fiji. Numerically the most significant users of the schemes, many among this flow have sought rural work in New Zealand. This in turn has led to the expression of hopes that a degree of skill and money transfer will operate through this means to assist Fiji's development. Establishing the efficacy of such mechanisms is a major aim of this thesis. The study also details the pervasive role of government policy in the fortunes of short-term South Pacific labour migration. The need for integrated and flexible approaches to this study is accepted, with the proviso that the requirement to situate this controversial migration in the context of policy is paramount. The latter is achieved here, with the result that the conclusions drawn are generally sympathetic to scheme labour migration, and are therefore somewhat at odds with observed but not openly stated New Zealand government policy.

This project is a multifaceted analysis of the Post Graduate Work Permit Program (PGWPP), a temporary work permit that allows international students to live and work in Canada following graduation. This dissertation explores a) the program’s development throughout the years, b) the lived experiences and the perceptions of the students who used the program for transitioning to permanent residency and, c) an art-based autoethnographic introspection about this transition. The research question focuses on how the PGWPP, which provides the government with economic projections regarding student migration, influences the social and economic integration of international students/graduates. This dissertation consists of three self-containing articles all of which employ mobilities paradigm to examine the following secondary questions and purposes: a)Article 1 is an archaeological review of the development of the program that assesses how well the program meets its objective to settle international graduates as successful future permanent residents, b)Article 2 investigates international graduates’ experiences and perspectives about their transition to permanent residency via the PGWPP, c) Article 3 investigates the impacts of migratory-related difficulties among international students on their trajectory as immigrants. Each article approaches the PGWPP from a different methodological angle to provide a comprehensive analysis of the program that ultimately considers the wellness of international students in their pathways to Canadian residency.

Fallstudieninkluderade två ostrukturerade intervjuer med designers, en kontextuell intervju med ensökande av arbetstillstånd, en dagboksstudie med en sökande och två semistruktureradeintervjuer med handläggare på Migrationsverket. Studien resulterade i fyra hypoteserangående orsaker till spänningar i förhållandet mellan användarcentrerad design ochutvecklingen av svenska digitala statliga tjänster. De hypoteser som hittades var; handläggareoch sökande har olika syn på processen, design utformas endast för slutanvändaren,processens komplexitet växer och lagar och förordningar styr processen.

Flera olika källor har fastställt att många av Malmös thaimassagesalonger erbjudersexuella tjänster mot betalning. Syftet med denna studie har varit att delsundersöka hur omfattande den påstådda problematiken är samt att tydliggöravilken utsatthet en del av kvinnorna på salongerna lever i. En viktig del i studienhar varit att lyfta fram vilket stöd som professionella aktörer kan erbjuda dessakvinnor. Erfarenheter och kunskaper från de professionella aktörerna, bådefrivilligorganisationer, kommunala verksamheter samt myndigheter, har legat tillgrund för studiens resultat. Informationen har hämtats genom kvalitativaintervjuer med personal från ovan nämnda aktörer. Det framgår tydligt att detförekommer försäljning av sex på thaimassagesalonger i Malmö.Samtliga respondenter i intervjuerna bekräftar att många av kvinnorna på Malmösthaimassagesalonger lever i en särskild utsatthet. En beroendeställning gentemotsin arbetsgivare eller sin svenska man, tillsammans med en bristande kunskap omsvenska lagar och rättigheter, har varit det som bidragit till kvinnornaslivssituation. En rädsla för att mista sitt uppehållstillstånd har varit en faktor somökat deras beroendeställning. Enligt en del intervjupersoner kan arbetet med att nåut till denna målgrupp bli väsentligt mycket bättre.
Multiple sources determine that many of Malmö’s Thai massage parlours offersexual services. The goal of this study has been to investigate how extensive thealleged problem is, and to clarify the type of vulnerable situations some of thewomen working in the massage parlours live in. An important part on this studyhas been to highlight the type of support professionals can offer these women.Experiences and knowledge from professionals, voluntary organizations, andmunicipalities has been the bases for this study. Data has been gained throughqualitative interviews with professionals from the above mentioned actors. Theinterviews show that sexual services are sold in Thai massage parlours in Malmö.The interviewees confirm that many of the women that work in Thai massageparlours live in especially vulnerable situations. A combination of dependency ontheir employer, on a Swedish husband and a lack of understanding of Swedishlaws and rights, have contributed to these women’s vulnerability. A fear of losingtheir residency is a factor that has increased their dependency. According toseveral interviewees, outreach work toward this group can become substantiallyimproved.

The aim of this study was to reach an understanding of how young adults with permanent residence permit, who came to Sweden as unaccompanied asylum seeking minors, experience their confrontation with the Swedish society. Another purpose was to understand how these young adults view Sweden and its inhabitants, as well as the experience of starting a new life in Sweden. In order to investigate these questions, a qualitative method consisting of five interviews with five young men was conducted. The results showed that the respondents feared the meeting with the immigration board and that they feel that school is divided in two groups, Swedes and immigrants. People with nonethnic Swedish background who have lived in Sweden for a long time are seen as Swedes, and in that meaning assimilated. One important conclusion we made was that the division between Swedes and immigrants have a negative influence on the immigrants´ integration in the society. Another conclusion is that school has to take more responsibility to give the children a more meaningful life.

The parties concerned must ensure that the release of radioactive waste and radioactive substances into the environment is managed in accordance with the instrument of ratification. Discharge authorization procedures, including the establishment of emission authorizations and emission allowances, the establishment and use of dose constraints, emission characteristics, and the circumstances of exposure used in the establishment of emission allowances, etc., According to the legal requirements of our country, at present, all units in the nuclear industry that produce and discharge radioactive waste gases and liquids into the Environment shall rely on the examination and approval of prior environmental impact reports or environmental impact assessment documents, the permit mode of total discharge control for the examination and approval of the designed nuclide discharge of radioactive waste gas and liquid. At present, China’s radioactive contamination emissions are not included in the management of emission permits, nuclear and radiation-related key industries and units are not included in the “Fixed Source Emission Permits Classified Management Directory” management. Whether it is feasible to carry out the pollution discharge permit system in the nuclear and radiation industry of our country, in the theoretical system, there are already relevant laws and regulations of our country to guarantee or can guarantee, however, there are still some problems in the actual operation, such as insufficient research on radiation environmental quality objectives,further work is needed to promote the full implementation of the discharge permit system in the nuclear industry.

As a form of state-driven contemporary slavery, it starts from legal premises: the workers arrive with valid visas, residence permits, and work permits. They then find themselves in a miniaturized reproduction of North Korean society: with their minder came the entire socio-ideological structure of constraint—daily compulsory meetings, confession and criticism sessions, ideology instruction lectures, etc.—, which is recreated in situ in order to legitimize and make practically possible the extraction of labor and the removal of personal freedoms.

AbstractItaly is a very complex case of migration management and of foreign workers’ integration in the labour market. Both have developed in the grip of structural national limits, due to the economic and social structure of the country, but also to its political culture and legal framework. Work is certainly among the most effective instruments for ensuring the effective integration of foreigners into the social fabric of the host country. However, the chapter discusses the many obstacles that hinder the full integration of foreigners into the Italian labour market, especially when they do not have a residence permit for work reasons but are beneficiaries of international and humanitarian protection. Since access to work for beneficiaries of international and humanitarian protection is still very complicated, there is a strong risk that the progressive reduction in the number of permits granted for work reasons and the simultaneous increase in the number of those granted for protection will slow down the process of integration through work. Furthermore, particularly long and complicated administrative recruitment procedures would require a comprehensive review of the legislation to become instruments of social and economic integration and not of marginalization. Against this backdrop, the chapter highlights how the law may abdicate from its empowering purpose to become a concrete barrier for the full enjoyment of newcomers fundamental rights.

AbstractIn this methodological chapter, narrative positioning analysis in qualitative follow-up research is developed to analyse continuity and change of (employable) graduate identity through time. The analysis is illustrated with one business graduate’s example that was chosen as the educational and working life trajectory consists of breaks that require identity negotiation in relation to the normative ideals of employability. Narrative analysis permits the reading of graduate identity as an emergent phenomenon, making diverse positionings in relation to employability visible. Continuous negotiation of graduate identity implies that there is no single end-point in employability, but instead employability is a socially constructed process in which identity work has become salient to pursuing opportunities in working life. Moreover, our study shows that the normative employable ideal of an enterprising graduate identity is not equally available for those coming from a working-class background.

The main purpose of this paper is to review the effectiveness of Permit to Work (PTW) systems within current academic literature and build an understanding of what recommendations can be implemented to establish a PTW system that conclusively manages the risk and hazards that people undertaking high risk and non-routine work are exposed to. PTW is a control system that is used to assess and manage the hazards associated mostly with high risk work, such as work at height, hot work, electrical work or confined spaces as well as non-routine work. Failure of the PTW system can have catastrophic consequences as seen in the Piper Alpha oil platform explosion where 167 people were killed, the Longford Gas release and explosion where two people were killed and the Phillips Chemical Company fire at Pasadena where there were 23 fatalities. For this article the search terms ‘Permit to Work’, ‘Permit-to-Work’, ‘Hot Work Permits’ were used to retrieve journal articles on PTW systems from the University of Newcastle’s library database. Two further criteria were applied - firstly, the article must be published after 1990 allowing for the last 30 years of major incidents to be captured, and secondly, any article that was attempting to sell a particular product was excluded as these articles were not reviewing PTW systems or major incidents causes but rather the effectiveness of their own products. In every system there are strengths and weaknesses. In reviewing the literature on PTW systems, five key weaknesses were identified: inadequate training, deficiencies of paper based PTW systems, failure of effective handover at shift change, weak leadership commitment to the PTW system and inadequate auditing scheduling and techniques. A PTW system must have a comprehensive handover procedure between shifts. If there is capacity to implement an electronic PTW system then this is preferrable to a paper-based system as long as it is customisable and covers all the requirements of a what is considered as a robust PTW system including: the authorised personnel, limitations of each permit, hazards and precautions identified through risk assessment, the permit’s validity time frame, handover and closure. In this review, it will be demonstrated that a PTW system that considers the five key deficiencies and overcomes these can be an effective PTW system.

Abstract An earlier work by the authors presented a solution for the added ultrahigh-speed stability lobe that has been shown to exist for intermittent and other periodically time varying machining processes. That earlier first-order solution was not clearly extendible to a higher order. A more general analytical technique presented here does permit higher-order results. The solution is developed first for the case of zero damping for which a final closed-form symbolic result can be realized up to second order. More important than improved accuracy, the higher-order nature of the result confirms that there exist multiple added lobes and permits a mathematical description of their locations along the spindle-speed axis. A solution is then derived for the structurally damped case, where the first-order case permits a final closed-form symbolic result while the second-order case requires computational evaluation. The first-order result matches perfectly the previously published one, as expected. The second-order result improves accuracy, measured relative to numerical simulation results, and, more important, permits a second added lobe to be predicted. The second added lobe tends to cut into the region of the high-speed stability peak that is predicted under traditional zero-frequency (time-averaged) analyses. The damped solutions also indicate that structural damping of the dominant mode becomes virtually unimportant at ultrahigh speeds.

In this work, it is proposed the procedure for tuning the PID controller to the underdamped second-order systems, that offers the possibility to optimize the performance of the system. The analytical expressions for calculation the tuning parameters of the PID controller were obtained according to the maximum stability degree criterion. These analytical expressions permit to calculate the tuning parameters according to the values of the damping ratio, natural frequency and transfer coefficient, that can be determinate from the step response of the underdamped system. The proposed procedure for performance optimization permits to optimize the value of rise time and percentage of overshoot. To demonstrate the efficiency of proposed method the computer simulation was performed.

Abstract: The relationship between the level of health of an employee and his professional reliability is currently obvious and does not require additional evidence. The implementation of measures aimed at reducing the risks of developing emergency situations due to the human factor at nuclear energy use facilities is an important element of the radiation protection system. In order to achieve the above-mentioned goals, in accordance with Federal Law № 170-FZ of 21.11.1995, the performance of certain types of work in the field of nuclear energy use requires special permits from Rostechnadzor. A prerequisite for obtaining such a permit for a specialist is the absence of psychophysiological contraindications based on the results of a psychophysiological examination. This study analyzes the results of psychophysiological examinations of employees of nuclear energy use facilities conducted by specialists of the SRC-FMBC in 2020.

We have developed a hand-held video keratoscope (HVK) that is appropriate for use with infants and young children. We report the design features and performance characteristics of this instrument. It is difficult to measure corneal astigmatism in very young children using conventional equipment. Mandel (1) and Howland (2) developed still-photographic methods to image the corneal light reflections of either a ring keratoscope (1) or discrete set of point sources (2). We have previously described a remote keratometer (3) that permits simultaneous, binocular measurement of the corneal curvature, but it is too bulky to use in the field. Subsequently, a hand-held keratoscope has become available. The Alcon Portable Auto-keratometer (PAK) is convenient to use and accurate, and works well with three to five year old children, but does not work well with infants (4). We were encouraged by Wood et al (5) reporting their success in measuring infants with a hand-held video keratoscope. Our experience with infants led us to believe that frame-by-frame inspection would permit measurement of infants.

Abstract Most of the presently available CAD systems are oriented toward generating the geometry of a whole product. But if we consider the problem of manufacturing, we sometimes wish to have such a CAD system that permits us to decompose the geometry of a final product so that we may make adequate decisions how to assemble pieces into the final shape. For example, if we consider welding, the decision where to weld does not necessarily reflect the welding engineers’ knowledge and experience. Rather, it is determined from other considerations such as design, mechanical machining, etc. But if we could take some portion of welding engineer’s knowledge and experience at the earlier stages of design, designers might change this design to make welding much easier to perform or to permit larger degree of allowances for mechanical machining, since large amount of heat will be inputted there later on by welding. Thus, a CAD system that permits such a decomposition of geometry is desired in order to integrate design and manufacturing and to achieve true concurrent engineering. In this work, a preliminary system has been developed which allows direct manipulation of only planer geomtry. But to consider that we do not have adequate systems which allow such decomposition for planer geometries and we still use CAD systems to work on a final geometry and different systems to determine the optimum plate cutting out of a large plate and further some other different systems to verify that the section to be welded will have enough strength, such a system would provide a first step toward realizing real concurrent engineering. Because there are many cases in welding where only planer geometries are used and if a final geometry can be decomposed into planer geometries, we would know that where it would be better to weld or how we can put them together.

Between 2014 and 2020 over 1.8 million refugees fled from Venezuela to Colombia as a result of a humanitarian crisis, many of them without a regular migratory status. We study the short- to medium-term labor market impacts in Colombia of the Permiso Temporal de Permanencia program, the largest migratory amnesty program offered to undocumented migrants in a developing country in modern history. The program granted regular migratory status and work permits to nearly half a million undocumented Venezuelan migrants in Colombia in August 2018. To identify the effects of the program, we match confidential administrative data on the location of undocumented migrants with department-monthly data from household surveys and compare labor outcomes in departments that were granted different average time windows to register for the amnesty online, before and after the program roll-out. We are only able to distinguish negative albeit negligible effects of the program on the formal employment of Colombian workers. These effects are predominantly concentrated in highly educated and in female workers.

Wetlands play a crucial role in watersheds and provide critical ecosystem functions, most notably, water quality improvement, fish and wildlife habitat, flood attenuation, drought mitigation, and carbon sequestration. Wetlands in Utah are regulated primarily by the federal government under the Clean Water Act (CWA), which requires mitigation to replace ecological services that are lost to permitted activities. Utah House Bill 118 (2022) directed the Utah Geological Survey to explore the potential for an In-Lieu Fee (ILF) mitigation program to improve wetland resources in Utah. An ILF program would allow entities seeking CWA permits to pay a fee to mitigate impacts to streams and wetlands rather than having to develop their own mitigation plans. To research the possible consequences of an ILF, we conducted document research and interviews with mitigation practitioners and wetland stakeholders and analyzed ten years of permit data. Interview participants agreed that an ILF would improve the quality of wetland mitigation projects, which currently are often small, isolated, and overrun with weeds. An ILF would also improve coordination between the various entities involved in natural resource protection, permitting, and restoration. Further, permittees would benefit from an ILF because it would streamline the permitting process. Research and input from current practitioners showcased that there were many options for running an ILF program that can work for Utah, which has few permitted wetland impacts compared to other, less arid states. The most effective way to build an ILF in Utah is to support a full-time ILF administrator to establish the program and develop and maintain strong relationships with regulators, restoration specialists, and those seeking permits. Based on historical permit rates, such a position could be funded by program fees after the program is established. The future of a self-sustaining ILF program is uncertain, however, due to the recent Sackett v. Environmental Protection Agency (EPA) Supreme Court decision which limited the types of wetlands that are regulated by the federal government. The expected reduction in wetland permitting creates a more challenging environment in which to operate an ILF program because permit fees will likely no longer support a full-time ILF administrator’s salary. At the same time, ensuring high quality mitigation will be more important than ever because there will be more unpermitted and thus unmitigated wetland impacts, leading to loss in ecological functions. Given these considerations, we recommend establishing a position for a wetland mitigation and restoration coordinator who can explore multiple options to preserve and restore wetlands in Utah, coordinate among agencies, and begin to implement an ILF program at a rate and scale appropriate to the new regulatory conditions. By investing in a wetland mitigation and restoration coordinator, the state can support voluntary restoration measures to increase wetland functions while at the same time improving mitigation outcomes for permittees and projects. Together, these actions will lead to healthier, more resilient wetlands that will protect the quality of life for all Utahns.

This Water Recycling Technical Report examines the legal frameworks that affect water recycling in Texas. The goal of this report is to provide insight into the legal and regulatory barriers, challenges, and opportunities for these technologies to go online. Each water recycling implementation site has to find ways of complying with various laws and regulations. The information in this Report comes from the study of water recycling facilities currently operating in Texas, as well as extensive research into available literature and documents from various agencies. While there is no updated “one-stop-shop” resource that provides detailed information on all the necessary permits to build, operate, and maintain such facilities, this Technical Report aims to compile the existing, available information in an organized and accessible fashion. The Water Recycling Technical Report is the second of three reports that make up the work product of a project undertaken by students at Texas A&M University School of Law in a select capstone seminar. These reports examine regulations surrounding desalination and water recycling. The companion report entitled Brackish Groundwater Desalination Technical Report highlights building, operating, and monitoring requirements for desalination facilities in Texas. Finally, the Case Study Report expands on regulations in San Antonio and El Paso where these water alternatives are in place.

The information in this Report comes from the study of brackish groundwater desalination facilities currently operating in Texas, as well as extensive research into available literature and documents from various agencies. While there is no updated “one-stop-shop” resource that provides detailed information on all the necessary permits to build, operate, and maintain such facilities, this Technical Report aims to compile the existing, available information in an organized and accessible fashion. The Brackish Groundwater Desalination Technical Report is the first of three reports that make up the work product of a project undertaken by students at Texas A&M University School of Law in a select capstone seminar. These reports examine regulations surrounding desalination and water recycling. The companion report entitled Water Recycling Technical Report highlights building, operating, and monitoring requirements for water recycling facilities in Texas. Finally, the Case Study Report expands on regulations in San Antonio and El Paso where these water alternatives are in place.

Tol The goal of this work is to investigate land-use change at the global scale over the long run – particularly in the context of analyzing the fundamental drivers behind land-use related GHG emissions. For this purpose, we identify the most important drivers of supply and demand for land. On the demand side, we begin with a dynamic general equilibrium (GE) model that predicts economic growth in each region of the world, based on exogenous projections of population, skilled and unskilled labor and technical change. Economy-wide growth is, in turn, translated into consumer demand for specific products using an econometrically estimated, international cross-section, demand system that permits us to predict the pattern of future consumer demands across the development spectrum. This is particularly important in the fast-growing, developing countries, where the composition of consumer demand is changing rapidly. These countries also account for an increasing share of global economic growth and greenhouse gas emissions. Consumer demand is translated into derived demands for land through a set of sectoral production functions that differentiate the demand for land by Agro-Ecological Zone (AEZ).

This study assesses the interaction between climate change and agricultural trade policies. We distinguish between two dimensions of agricultural trade policy: market insulation and subsidy levels. Building on the previous work of Tsigas, Frisvold and Kuhn (1997) we find that, in the presence of current levels of agricultural subsidies, increased price transmission --as called for under the Uruguay Round Agreement on Agriculture-- reduces global welfare in the wake of climate change. This is due to the positive correlation between productivity changes and current levels of agricultural support. Increases in subsidized output under climate change tend to exacerbate inefficiencies in the global agricultural economy in the absence of market insulation. However, once agricultural subsidies have also been eliminated, price transmission via the global trading system contributes positively to economic adaptation under climate change. products. This may partially explain the relatively slow growth of world grain import demand in recent years. In addition, bilateral agreements with East Asia, NAFTA, and the evolution of the CAP, have all had important impacts on the structure of world food and agricultural trade. The objective of this paper is to assess the relative role of each of the major forces-- consumer demand, factor accumulation, transport costs, and policy change--in driving changes in the composition of world food trade in 1980-1995. To do so, we employ a modified version of the Global Trade Analysis Project (GTAP) model of world trade which permits us to isolate the contribution of each of these related factors to the changing composition of world food trade in a general equilibrium context. We evaluate the relative role of each of these factors by simulating the model backwards in time, from 1995 to 1980 under different assumptions. This general approach, termed “backcasting” (i.e. backwards forecasting), takes as exogenous the basic drivers of change and attempts to explain the resulting change in food trade composition. The model-produced changes in the composition of agricultural and food trade are compared with historical trade data, to determine the relative importance of each factor on the changing composition of food trade. Given limited space, our focus will be on explaining the changes in the global composition of food and agriculture trade. A natural follow-on effort would target specific markets in more detail. This type of backcasting approach was first employed by Gehlhar (1997) who sought to explain the shift in exports of primary commodities to manufactures in East Asia in the 1980's. He calibrated the GTAP model to 1992 data, then implemented shocks to factor endowments and economywide total factor productivity (TFP) in order to force each economy back to its 1982 levels of population, land, labor, human capital, physical capital and technology. By comparing actual and predicted changes in export shares in this period, he found human capital accumulation played a key role in explaining the change in the aggregate composition of East Asian exports. Gehlhar, Hertel and Martin (1994) built on this work in an effort to predict future changes in the pattern of agricultural trade from 1992-2002. They also emphasized the importance of supply-side determinants of agricultural trade. In this paper, we go beyond this earlier work in a number of ways. First, we focus on the composition of agricultural exports, rather than simply looking at the share of agriculture in total trade. Secondly, we incorporate the Cranfield et al. estimates of Rimmer and Powell’s recently developed, implicitly directly additive demand system (nicknamed AIDADS) into the GTAP model. Los proyectos de aula son una de las buenas prácticas que tiene el programa de Ingeniería de Sistemas de la sede Villavicencio; la finalidad de estos es que los estudiantes presenten el trabajo realizado durante todo el semestre en forma de proyectos en los cursos específicos del programa y algunos de los transversales. A nivel profesional, los proyectos se están realizando con la ayuda de herramientas de control de versiones y almacenando los mismos en repositorios tipo Git como GitHub, GitLab o Bitbucket entre otros, para tener una trazabilidad como indica [1]. La falta de un sistema de seguimiento adecuado, que permita la identificación de distintos documentos o elementos en el proceso de desarrollo de software, podría generar complicaciones y, en consecuencia, afectar negativamente la calidad del producto. Una parte fundamental en la ejecución de proyectos consiste en la creación de una documentación de calidad [2]. En este sentido, los estudiantes suelen llevar a cabo este proceso mediante la elaboración de un trabajo escrito, comúnmente en Word. Sin embargo, con el propósito de mejorar este enfoque, esta guía busca fomentar la creación de documentación en un formato de archivo de texto plano enriquecido con Markdown. Este formato está ganando popularidad como un estándar para los archivos readme en diversos repositorios de proyectos. Esta guía propone que se utilice el fichero readme.md, para llevar la documentación del proyecto y que se puedan aprovechar todas las características de los repositorios y del formato Markdown, para realizar una documentación adecuada. Esta herramienta permite, además, llevar un control de la evolución del documento escrito en el repositorio y generar una cultura de documentación adecuada a los estándares de la industria de la programación.
