Research on policing in Africa has provided tremendous insight into how non-state actors, such as gangs, vigilantes, private security companies, and community initiatives, increasingly provide security for urban dwellers across the continent. Consequently, the state has been categorized as one order among many whose authority is co-constituted through relations with other actors. Drawing on our ethnographic fieldwork in the past two years, we highlight how the state police dominates security arrangements in Nairobi and asserts itself not just as one order among many. We show how, in various policing partnerships between police, private security companies, and residents’ associations, the state police acts as a coagulating agent of such practices. In order to elucidate this relationship, we utilize the “junior partner” model from the criminology literature and expand based on the community policing initiatives that in Nairobi act as the “eyes, ears, and wheels” of the police.

Four forest sites varying in vegetation types were studied along an altitudinal range between 2200 and 2500 m. Maximum tree, shrub, and herb species were recorded on stream bank site (22, 25, and 54, resp.). Pteridophytes and bryophytes species richness was maximum on moist site (4 and 5, resp.). The number of climbers was greater in moist and dry habitats (7 species each). Parasitic species were restricted only on dry and stream bank habitats. Restricted tree and shrub species were greater on stream bank site and dry site, respectively. The herb and climber species were greater on moist site. The distribution and species richness pattern in this elevational range largely depend on the altitude and climatic variables. Along the entire range of Garhwal Himalaya, the overlapping among species regimes is broad; therefore, transitional communities having mixture of many species and zones are present. The present study indicates that the opening canopies increase the richness of tree, shrub, herb, and climbers.

Purpose The purpose of this paper is to profile the development of a bicycle parking hub at the University of Tasmania to illustrate how the Academic Operations Sustainability Integration Program promotes real change through the engagement of stakeholders from across an institution to deliver campus sustainability. This case study outlines one example of how place-based learning initiatives focused on campus sustainability challenges have delivered authentic education for sustainability in the Australasian higher education setting. Design/methodology/approach This case study outlines the process through which a cross-disciplinary place-based learning initiative was designed, implemented and evaluated over a three-year period. The evaluation of the project was designed to assess the impact of this education for sustainability approach on both operational and student learning outcomes, and to make recommendations on the continuation of place-based learning initiatives through the Academic Operations Sustainability Integration Program. Findings This case study illustrates how learning can be focused around finding solutions to real world problems through the active participation of staff and students as members of a learning community. This experience helped the authors to better understand how place-based learning initiatives can help deliver authentic education for sustainability and the success factors required for engaging staff and students in such efforts. Originality/value The case study highlights an example of an education for sustainability initiative that was mutually driven by the operational and learning objectives of an institution, and specifically the ways in which the engagement of staff and students from across an institution can lead to the successful integration of these two often disparate institutional goals.

This article is mainly based on the image link of how overseas Chinese think about mainland China, discussing how“CHINDIA” theory took shape by Sino-India scholar, Tan Yun-Shan and inherited by his son Tan Chung. To observe from the history, although the Tans live in the different background of environment and period, their proposition is still closely link with Chinese history. Tan Yun-Shan, an education scholar of overseas Chinese in early Republic of China, had developed Chinese culture in south Asia, was consequent invited to India by Tagore, and had done a cooperation of establish “Cheena Bhavan”. During Sino-Japanese Wars, Tan Yun-Shan advocate that China and India should against Japan together, he works as a translator between China and India, delver the important messages from Sino-India government to China government. After the War Tan Yun-Shan also worked hard dedicating the affairs of Cheena Bhavan and keep on develop the relationship between Sino-India and China, due to his great achievement we now respect Tan as “Modern Xuanzang ”. Tan Chung inherit the ideal of creating friendly relations between Sino-India and China from Tagore and his father, trying to find out the lost relationship between the two ancient civilizations China and India. By teaching in university of India, he found that there’s possibly of China and India has the similar friendly civilization in his research of China history. Meanwhile, he also leads the spirits of critical western theory in India academic circle. After retired from India academia, Tan Chung his own Sino-India friendly relations academic theory was almost matured, Spread the theory of “CHINDIA”, face to “the rising of China and India,” Tan Chung promote a peace development contribute world. As we could see, the Tans’ proposition shows the importance of culture between China and India, they hope to practice the ideal of “CHINDIA”through the interactive of swooping culture and traditional habits .

AbstractCereal grains are the most commonly grown crops in the world. Wheat and rice are important commodities which contribute to 50% of the world’s food-calorie intake (McKevith Nutr Bull 29(2): 111–142, 2004). These two cereals are critical to food security in the developing regions. In this context, crop-mapping services can be used for detailed monitoring of the cultivated areas; it can also provide the area statistics of specific crops and the data on their intensity across the landscape. This mapping process is also valuable for government agencies since it provides them with critical information that can be used to manage their stocks (for imports and exports). This chapter dwells on a crop-mapping service developed under the SERVIR-HKH program. In this regard, the needs assessment was carried out with the assistance of the governments of Bangladesh and Afghanistan through a consultation workshop. Wheat mapping in Afghanistan and rice mapping in Bangladesh were the top priorities for the respective governments. Here, we discuss two particular mapping exercises that were undertaken in these two countries: wheat mapping in Afghanistan at a national level and the mapping of Boro rice in selected districts of Bangladesh.

Railroad wheels are manufactured with beneficial residual compressive hoop stresses, which are imparted by rim quenching and tempering. Hoop and radial residual stresses for wheels have been studied in detail by various organizations over the years and are relatively well characterized. However axial residual stresses, in the orientation across the rim width from back rim face to front rim face, have not been extensively investigated. This paper describes a failure mode known as a vertical split rim (VSR) and describes efforts to measure the axial residual stresses in, 1) new wheels, 2) service worn wheels and 3) wheels that have failed from VSRs. Initial axial residual stress measurement efforts, using core drilling and x-ray diffraction from the tread surface, are briefly reviewed. Further more extensive work using x-ray diffraction to measure axial residual stress on radial wheel slices is described and data are presented, focusing on differences between the three wheel types. The concept of Axial Stress Amplification (ASA) is outlined, and the relationship of axial residual stress to VSRs is discussed. A proposed mechanism for VSR formation is described. Future work, with a goal of reducing or eliminating VSRs in service, is considered.

Penetration of electrified vehicles has increased steadily over the last decade due to unstable fuel prices, and the ability of such vehicle to offer lower cost per mile for transportation. At the same time, strict fuel emission standards continue to motivate the auto industry to invest resources on developing new technologies, which allow economically feasible electrification of vehicles and enable mass production. In electric vehicles, the electric drive system converts electrical energy into mechanical energy that powers the vehicle wheels. In this article, we present thermal model based fault detection and isolation methodology for power inverter insulated gate bipolar transistor (IGBT) modules, which play a key role in converting DC power from the battery into AC power that goes into the electric motor and drives the wheels through the transmission module. We do not propose any additional sensing capability, and make use of what is typically available in most of the production vehicles today across the industry. Results are presented from simulation studies that highlight the effectiveness of our proposed method.

As transportation costs rise, rail stock material improvements are critical to improving efficiency, durability, and performance. Steel wheels have been a consistent part of rail equipment, but it may be time to assess potential other alloys and materials in anticipation of future demands. Strength requirements are steadily increasing with rail car capacity, while weight savings in equipment can reduce fuel costs and/or increase carrying capacity. Herein, the current requirements for railroad wheels are discussed and compared with experimental evaluation of a potential alternative material, austempered ductile iron (ADI). ADI is an attractive wheel material because of its higher strength-to-weight ratio (as compared to steel) and its wear resistance. ADI castings are also typically cheaper to produce than steel. While ADI can meet or exceed the strength of steel components, it is also comparable in ductility and impact strength, so conversion to ADI does not bring additional risk of brittle fracture, as is commonly the case when achieving higher strengths. There are challenges with its implementation, however. AAR certification of new materials is costly and time consuming, so adoption is unlikely until there is a very compelling business case. Heat produced during on-tread braking has the potential to damage the heat-treated structure of ADI. The regular exchange of cars across different sections of track and therefore different managing companies requires that new wheel materials be fully backwards compatible, so alterations in design are severely limited. This paper will take initial steps toward assessing the potential of ADI railroad wheels by investigating the performance of ADI at elevated temperatures, and comparing the results to measured and simulated wheel temperatures.

Abstract Compliance with incoming new emission standards such as Euro6d and China6b will require new approaches to the design of thermally loaded automotive components e.g. turbochargers, exhaust valves and manifolds. However, the validation of those new designs and the need for a rapid market entry will require new temperature measurement technologies to provide accurate data across the entire component. A limited number of techniques are currently available, and all have limitations in the harsh operating conditions of turbomachinery. A new technique, called Thermal History Paint (THP), has been developed to overcome these limitations to enable accurate temperature profiles to be recorded in harsh environments. There are limited publications that cover the use of this technique and this paper demonstrates the capability of the THP through the implementation on turbocharger turbine wheels. A cooled, hollow radial turbine wheel was designed, manufactured via 3D printing and tested. A solid wheel of the same external dimensions was manufactured and tested under the same conditions to act as a baseline. The THP was used to measure the temperature profile of the blade surfaces and to quantify the effectiveness of the cooling. The paint exhibited good durability through the tests of both wheels in a hot gas rig at the University of Bath. Specific calibration data were generated for the test and the repeatability of the measurements was determined to be within 8K. Both the cooled and baseline wheels were measured at many locations and the THP recorded a significantly higher temperature on the baseline solid wheel. The measured temperature profiles were in good agreement with expectation and CFD simulations. The results enable the validation of thermal models and demonstrate the capability of the new measurement technique.

In this report, the author describes the educational activities of design and production, with a focus on movement mechanics using COSMOS motion software. Engineers in mechanical engineering are required to design and produce new mechanical products as well as to create new technologies related to those products. Moreover, because the field of robotics is rapidly growing, the study of movement mechanics is necessary because of its important role in such robotic products. In this report, graduate-level laboratory work for the design and development of aerospace products is described. Specifically, this report focuses on a robot for moving across rough surfaces that incorporates hybrid robot mechanics using wheels and legs for surface search.
