The UK political system has long exemplified ‘majoritarian’ or ‘Westminster’ government, a type subsequently exported to many Commonwealth countries. The primary advantage of this system, proponents since Bagehot have argued, lie in its ability to combine accountability with effective governance. Yet under the Blair administration, this system has undergone a series of major constitutional reforms, perhaps producing the twilight of the pure Westminster model. After conceptualizing the process of constitutional reform, this paper discusses two important claims made by those who favor retaining the current electoral system for Westminster, namely that single-member districts promote strong voter-member linkages and generate greater satisfaction with the political system. Evidence testing these claims is examined from comparative data covering 19 nations, drawing on the Comparative Study of Electoral Systems. The study finds that member-voter linkages are stronger in single member than in pure multimember districts, but that combined districts such as MMP preserve these virtues. Concerning claims of greater public satisfaction under majoritarian systems, the study establishes some support for this contention, although the evidence remains limited. The conclusion considers the implications of the findings for debates about electoral reform and for the future of the Westminster political system.

In this article, I argue that Westminster parliamentary systems encourage large opposition parties to replace their leaders between elections. Parliamentary system structures how parties compete over legislative outcomes. In Westminster systems, the government’s dominance in the legislative process promotes an adversarial government–opposition relationship. Subsequently, large opposition parties’ electoral prospects are tied to their ability to discredit the government’s policy agenda. Since this responsibility falls to party leaders, leaders of large opposition parties directly affect their parties’ electoral prospects, and parties are more motivated to replace those who are ineffective in damaging the government’s credibility. Therefore, leaders of large opposition parties in Westminster systems carry a higher risk of replacement than their counterparts in other parliamentary systems. I construct an original data set on party leadership turnover in 14 established parliamentary democracies. Results from Cox proportional hazard models support my claim and suggest that institution influences intraparty dynamics.

In the only official policy position ever taken by the American Political Science Association, it advocated the transformation of American political parties into a strong, centralized two-party system. Olson has proposed a detailed explanation of why Westminster political systems and parties will produce more efficient public policy than weak, decentralized political parties. He argues that centralized political parties in two-party political systems are ‘encompassing’ and, hence, have an incentive to minimize redistributive policies. Olson thus provides a justification for the policy position taken by the APSA. I evaluate Olson's explanation from the perspective of Tullock's rent-seeking behaviour argument and the deadweight losses needed for Olson's argument to hold. An alternative formulation of encompassing organizations is presented and contrasted with Olson's definition as it applies to political institutions. Finally, an empirical test of the responsible and Westminster party systems arguments is provided. The evidence presented here rejects the claims of the Westminster and responsible party models.

AbstractJapan's Prime Minister Koizumi is attempting a bold program of ‘structural reform’ in order to revive a moribund economy. However, his actual achievements after more than a year in office have fallen far short of his original goals. Such lack of progress for a prime minister bent on reform can only be understood in the context of Japan's ‘Un-Westminster’ system in which the cabinet is not an authoritative decisionmaking body for government policy. Although modelled along Westminster lines, Japan does not have strong cabinet government; it has party-bureaucratic government. In practice this means that Koizumi's push for reform faces the de facto veto power of bureaucrats and his own ruling party.

Singapore's Westminster parliamentary system of government was adopted as a historical result of it being a British colony. In its post-independence constitutional development, the dominant People's Action Party political leadership had made a series of constitutional amendments to its original electoral system, introducing innovative schemes such as Group Representation Constituencies, Non-Constituency Members of Parliament, Nominated Members of Parliament and the Elected Presidency. These changes have resulted in an electoral system that is so different and divergent from the Westminster model that it should be regarded a unique regime of its own. This paper advances the view that the constitutional evolution of its electoral system is reflective of a political vision structured along elitist lines – underscored by a desire to restructure the voting behaviour of its citizens, and ensure predictability and the preservation of the status quo. It has been driven by paternalistic assumptions about what is beneficial for its citizens. This paper examines the subsequent implementation of the schemes, before reflecting on how it is a system that has the potential to affect adversely the development of political participation and political pluralism, and dilute democratic politics in Singapore.

A study of the Labour Party and the Westminster electoral system is valuable at a time when interest in proportional representation (PR) is on the rise within the Labour Party. Recent publications on the topic have tended to lack either a thorough theoretical or historical basis. Therefore, a dual examination of the underpinning rationale for supporting different electoral systems, based on theoretical frameworks identifiable in the Labour Party and an examination of the pressures and environment in which Labour politicians have operated is required. In addition, the causes of the rising interest in electoral reform and PR within Labour from the 1980s onwards requires documentation. Many studies on the subject have been works of advocacy, overwhelmingly making the case for a movement away from FPTP towards a form of PR, hence lacking objectivity. Five main chapters constitute the study. The first two chapters explore the theoretical aspects and historical context, followed by more detailed chapters on the Plant Report, Jenkins Commission and the Alternative Vote Referendum. Elite level interviews with Labour politicians has been the primary research method, illuminating the issues, arguments and nature of the debate. The conclusion will stress that Labour considers itself to have a unique socio-economic agenda, unshared with other political parties and therefore remains sceptical of PR and coalition, threatening the Party's ability to implement policies for the betterment of the working class. Whilst the pluralists in the Party have challenged the dominant democratic elitist discourse, the prevalent view is that a general election is concerned with the election of a single-party government. Therefore, the division is best viewed as a matter of principle between competing views on governance.

It will also examine how, since the 1970s, efficiency has become synonymous with responsiveness. The main argument of this thesis is that the nature of efficiency and responsiveness has changed over the past century.. Reforms introduced fiom the 1970s where the rationale at the time was improved efficiency, were essentially designed to make the public service more accountable and thereby responsive to the political executive. The study will examine: 1. the measures governments employed to improve efficiency and assess their effectiveness; 2. how responsiveness became the corollary of efficiency; 3. the resultant changes assessment of government perfbrmance; and 4. the effect these changes had on the Westminster system in Australia. The thesis is in three parts. Part one deals with the nature of public service efficiency and responsiveness. It examines the literature surrounding the nature of the terms and provides a definition of each. Part two details and analyses how public service efficiency was measured and improved from the end of the nineteenth century to the beginning of the 1970s. It will detail the rise and decline in public service boards and commissions and how they were used to initially limit patronage and then to act as monitoring agencies to ensure that public service input costs were as small as they could be 1i will also detail how other factors, such as the training and education of staff and computerisation had an increasing role in improving efficiency. The third part deals with the changes that have occurred since the 1970s. This will examine how responsiveness emerged as an issue and how it became an essential companion to efficiency when promoting bureaucratic change.. It will examine how the nomenclature of efficiency has been applied when the political executive seeks to ensure greater responsiveness from the public service. This third part will examine the main apparatus that were employed by the political executive to improve efficiency and responsiveness: progr am budgeting, corporate planthng, efficiency audits and contracts with senior staff. Finally, I will demonstrate the inability or unwillingness of many ministers and governments to detail policy objectives and their reluctance to evaluate the effectiveness of spending. This was accompanied by a greater reliance on senior employment contracts as the main lever to improve efficiency and responsiveness of the service.

This thesis traces the development of the ministerial staffing system in Australian Commonwealth government from 1972 to the present. It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence. There is now broad acceptance that ministerial staff play necessary and legitimate roles, assisting overloaded ministers to cope with the unrelenting demands of their jobs. However, recent controversies involving ministerial staff indicate that concerns persist about their accountability, about their role and conduct, and about their impact on the system of advice and support to ministers and prime ministers. The contemporary ministerial staffing system is an organisation of considerable complexity and diversity. This study profiles its key features and elements, with a focus on the governance framework within which ministerial staff work. Analysis of staffing arrangements under the Whitlam, Fraser, Hawke and Keating governments shows that all governments have built on the innovations of their predecessors, developing arrangements that reflect their own needs and preferences. But, as this thesis demonstrates, governance arrangements to regulate and control ministerial staff have not evolved as quickly as structures to help and support ministers. Two case studies from the later years of the Keating government demonstrate that problems always inherent to the ministerial staffing system became increasingly evident as public sector reforms challenged the role of the public service, and boundaries between the respective roles and responsibilities of ministerial staff and public servants became blurred. As ministerial offices became larger and there were greater demands on ministers, questions arose about their capacity to manage and supervise their ministerial staff. There has been no scholarly analysis of ministerial staffing arrangements under the Howard government. This thesis contributes original data and analysis documenting the further evolution of the ministerial staffing system during the period 1996 to 2004. This shows the trend towards large, active and interventionist ministerial staffing arrangements has continued under the Howard government. The ministerial staffing system has evolved in ways that reinforce the power of the Prime Minister. Ministerial staff are a key means by which public service responsiveness is achieved. They reach deep into the operations of the bureaucracy in their quest for information and advice. Although it has enhanced employment arrangements for ministerial staff, the Howard government has done little to strengthen the governance framework within which they operate. In the absence of a clear framework, confusion has arisen about the demarcation of roles between ministerial staff and public servants. Two cases, the 1997 Travel Rorts affair and the 2001 Children Overboard controversy, provide a dynamic account of the contemporary ministerial staffing system in operation. They also provide an empirical basis for assessing the adequacy of the current governance framework for ministerial staff. This thesis concludes that the actions of the Howard government in handling controversies involving ministerial staff have undermined the already weak governance framework regulating and controlling them. Over time, and especially in the past decade, the ministerial staffing system has broken out of the framework on which its development was premised. In a constitutional and managerial sense, the contemporary staffing system is ‘out of control’. This thesis identifies important parallels between the problems with ministerial staff that are being experienced in Australian and other Westminster systems, and those that have characterised the White House staff. The US experience offers a useful way of understanding the endemic problems of political staffing, and highlights potential trajectories along which the Australian system might develop if left unchecked. Finally, the thesis considers proposals for reforming the ministerial staffing system, and assesses the prospects of such proposals being adopted by current and future Australian governments.
