Streszczenie:
The Web is an extraordinary success, for its simplicity. This simplicity has brought disadvantages, because with vast amounts of information available, the search is a difficult, time-consuming and sometimes inefficient task, creating the need for a strategic information management. To overcome this need came the portals. The characteristics of portals differ from each other, which made them appear different definitions. Also arose several classifications of portals, one of which considers three dimensions to classify them: the scope of content, the aim of the portal and the range of its intended users. With this work, the authors intend to build a Web Portal to support one or more serious games. A database is shared with the Web Portal. This portal will serve to make an interface between the user and the games, for the dissemination and support of these and as a platform for managing and monitoring results.

Several systems integration proposals have been suggested over the years. However these proposals have mainly focused on data integration, not allowing users to take advantage of services offered by Web portals. Most of the mentioned proposals only provide a set of design principles to build integrated systems and lack in suggesting a systematic way of how to develop systems based on the integration architecture they propose. In previous work we have developed PISA (Web Portal Integration Architecture)—a Web portal integration architecture for data and services—and MIDAS-S, a methodological approach for the development of integrated Web portals, built according to PISA. This work shows, by means of a case study, how both proposals fit together integrating Web portals.

Web analytics are typically branded as a tool for measuring website traffic. They can be equally used as a tool for business research, results of advertising campaigns, and market research. Web analytics provide data on the number of visitors, page views, measure a visitor’s navigation through a website, etc. This collection of data is typically compared against some metrics to indicate whether the web site is delivering expected values, what improvements should be considered, and so on. These metrics are also used to improve a web site or marketing campaign’s audience response. Tracking portal visits are important in order to obtain a better understanding of which parts of the portal are delivering value. However, portals have unique attributes associated with the page composition techniques, page, and portlet refresh. Portal always presents multiple topics on the same page, which pose specific challenges to explore exciting opportunities allowing the web designer to gain insights about portal usage and user behaviour. Furthermore, portals are inherently multidimensional, and effective tools to monitor and analyse portal data usage must be able to support multidimensional analysis.

Streszczenie:
Abstract Using maps is inevitable in many human activities as well as in mountaineering. Until recently, most of the spatial and attribute data of the mountaineer’s interest could have been found only in analog form. With the development of information technology, global navigation satellite systems (GNSS), easily accessible measuring sensors and digital cameras, it is easier to collect, store, visualize, share, and update spatial data. The web GIS with its associated applications assumes dominance in browsing and dissemination of spatial data, and is applied in areas where there is a need for processing, analysis and visualization of various data that contain a spatial component, including mountaineering. When planning hiking, mountaineers need both spatial and attribute information on mountaineering facilities, checkpoints, and hiking trails in the form of GNSS traces. Through the interactive web application interface, it is possible to connect all these data, enabling easy viewing, browsing and analysis, or performing various spatial queries, which greatly facilitates the planning of hiking excursions. This paper presents a review and comparison of four most visited Croatian mountaineering portals: HPS’s Interactive Mountaineering Map of Croatia, Mountaineering portal and Geodetic mountaineering portal developed at the Faculty of Geodesy of the University of Zagreb and planinarenje.hr portal developed by the group of mountain enthusiasts. Numerous data on Croatian mountains and peaks, mountain facilities, huts and hiking trails are now accessible through portals to anyone with Internet connection, either with the computers, tablets or smartphones. All users can browse, filter and download data from the portal, and there are additional options for authorized users such as commenting on portal content. Several thematic portals of neighboring countries were also analyzed (portal of the Slovenian Mountaineering Association, Slovak mountaineering portal and one Swiss mountaineering portal) and compared with Croatian portals. Finally, the importance of the web GIS portals for the development of mountaineering tourism was emphasized, as well as the ecological culture and the sustainability of the mountaineering environment (preservation of mountain trails and facilities, protection of endemic plants, karst and geological features, etc.). Highlights for public administration, management and planning: • The presented web GIS represent an effective and efficient tool for planning and conducting trips in mountain areas as it allows better organization and management of mountain content for the tourists and other hikers. • Registered users can participate in the portal update (e.g. peak or hill endonyms) and this can be used by State Geodetic Administration for their register of geographical names (http://rgi.dgu.hr/pretrazivanje) • The Web GIS can also be used as a support in the tourism development of local mountain areas with respect to the ecological culture and sustainability of the mountain environment.

Background Web portals providing health information online have the potential to reach large numbers of people. Yet few studies have assessed usage and costs of health portals, especially over an extended period of time. Objectives First, to assess the usage of a web portal on prevention and health promotion that was initiated by the German states of Berlin and Brandenburg. Second, to estimate average cost per pageview over the full web portal life-cycle. Methods Usage data were gathered through Google Analytics. The main usage metric assessed was pageviews originating from an IP address in Berlin or Brandenburg. Project cost data were reported by the local government and from own records. Descriptive and regression analyses were used to determine time trends in pageviews. Results The redesigned web portal Praeventionsatlas.de launched August 2011 and was discontinued March 2018. Analyzing the full calendar years only, the annual pageview number increased from 2012 (8492) to its peak in 2014 (11,876) and steadily decreased to its minimum in 2017 (7232). Pages of the web portal were most often viewed around lunchtime (12 to 1 p.m.), in the middle of the week (Wed to Thu), and at the beginning of the year (Jan to Feb). Adjusting for year, month, and weekday, the number of daily pageviews dropped on major public holidays (Easter −9, Pentecost −12, Christmas −12 and New Year’s Eve and Day −20; p < .001) and increased during the fasting period before Easter (+6; p < .001). Average cost per page viewed from relaunch until the web portal went offline was estimated to be €0.38 (€0.33 to €1.67) per pageview. Conclusion Usage of the web portal showed temporal variation and peaked before the middle of its 6.5 year life-cycle. Development and need for updates may require substantial investment in a web portal, such that a pageview can come at a considerable expense, even in small-scale projects. Assessing and discussing the cost-effectiveness of a web portal is therefore desirable.

Organizations providing enhanced electronic services to their customers have exponentially increased in past years. The benefits of web-portals to companies and to customers are well evident and are considered an IT artifact manifested in entry points to Internet-based information presentation and exchange by communities of common interest. Despite much research done on the benefits of web portals to companies, no research exists that focuses on impact of adoption of web-portals on a company’s market valuation. In this paper, the authors look into impact of web-portal announcements on company’s stock prices (market value). Using event-study methodology, they provide empirical evidence on the effect of announcements of web portals on the market valuation of the company for a sample of 25 publicly traded companies in 2008. The study examines stock data to access investors and shareholders’ reactions to web portal announcements. Results indicate that web portal announcements significantly and positively influence investors’ perceptions toward financial worth and future prospects of the company. The authors discuss these findings in detail and present implications for both research and practice. Findings offer insight that can be used by managers and executives in understanding the role and effect of a companies’ market value.

Electronic government implies the use of information and communication technology (ICT) for improving the way public services are provided to all citizens. In order to create an interface, through which citizens can use these services, web portals are developed. The web portal that represents the interface for the use of services intended for citizens in the Republic of Croatia, as key users, was developed in the frame of e-citizens project, initiated by the Croatian government in year 2013. Since its inception, the portal has been continuously upgraded and complemented by new electronic services. The usage of the e-citizens portal however, despite the availability of services, does not follow the developing trends according to researches by the local Ministry of Administration and the Eurostat data. Citizens access the portal, but mostly to collect information and do not use its advanced additional functionalities. This paper analyses Croatian government web portal, its functionalities, attitudes toward it and its use by citizens. Finally, based on data analysis improvement of the accessibility/usage of Croatian government portal will be proposed.

Redesigning of the whole portal or some of its webpages does not always lead to a positive result despite the designers' expectations. Nowadays the opinion on how to carry out the redesign of web portals varies. A web portal being in service and in a wide use, a sudden change in its design may result in a drop of the number of clients. The usability evaluation has become important to make a decision on what design of webpages to choose. The paper proposes a method to redesign of commercial web-portals which is based on usability evaluation of some webpages. The evaluation can be undertaken by surveying the staff of the business organization where such a web portal is being developed. The hierarchy made of the Choquet integrals aggregates the results of the questionnaire and allows for the interdependencies between individual metrics of usability. Then, a decision about the redesign of a certain webpage is made on the basis of the aggregated results. The described experiment has shown a great impact of this innovative approach.

The Visualising Victoria's Groundwater (VVG) web portal federates groundwater data for the State of Victoria, Australia, thus making legacy data, government datasets, research data and community-sourced data and observations visible to the public. The portal is innovative because it was developed outside of the government and offers real-time access to remote authoritative databases by integrating the interoperable web services they each provide. It includes tools for data querying and 3D visualisations that were designed to meet end-user needs and educate the broader community about a normally invisible resource. The social impact of the web portal was measured using multidisciplinary research that employed survey instruments, expert reference groups, and internet analytics to explore the extent to which the web portal has supported decision making by governments, industry, researchers and the community. The research found that single access, multiple data set web portals enhance capacity by providing timely, informed and accurate responses to answer queries and increase productivity by saving time. The provision of multiple datasets from disparate sources within a single portal has changed practices in the Victorian groundwater industry.

Modern web applications and servers like Portal require adequate support for integration of search services due to user focused information delivery and user interaction, as well as new technologies used to render such information, which is exemplified by two fundamental problems that have long plagued web crawlers: dynamic content and Javascript generated content. Today, the solution is simple: ignore such web pages. To enable “search” in Portals, a different “crawling” paradigm is required to search engines to gather and consume information. WebSphere Portal provides a framework that propagates content and information through “Seedlists”—comparable to HTML based sitemaps but richer in terms of features. This mandates that information and content delivering applications must be “search engine aware”, requiring them to enable services and seedlists for fast, efficient and complete delivery of content and information. This is the main integration point for search engines into the portal for Portal site search services for a rich and user focused search experience. This article discusses how such technologies can allow for more efficient crawling of public Portal sites by prominent Internet search engines as well as myths surrounding search engine optimization.

Current e-Health portal platforms provide support for patients only if they have previously registered and received service from a healthcare facility (e.g., hospital, healthcare clinic, etc.). These portals are usually connected to a central EMR/EHR system linked to a central system. Furthermore, these portals are restrictive in that they are only accessible by these patients at the exclusion of parents, relatives and others that participate in providing care to the patient. Further complications include the increasing demand from our healthcare systems for patients to receive more off-site, non-primary, in-homecare, and/or specialized healthcare services at home (e.g., therapy, nursing, personal support, etc.). Lastly, an increasing number of people would like to have more autonomy over their health in terms of increased access to their own medical records and the services they receive. In this work, we addressed these limitations by creating MyHealthPortal – a patient portal aimed at non-primary care, in-homecare, and/or special healthcare for patients. MyHealthPortal can assist homecare and clinic-based healthcare services along with the benefits of existing portals (e.g., online appointment scheduling, monitoring, and information sharing). MyHealthPortal is secure, robust, flexible and user-friendly. We developed it in partnership with our industry partner, Closing the Gap Healthcare. Closing the Gap is a prominent homecare and clinic-based healthcare service provider that became the first homecare agency to score 100% on standards from accreditation Canada and was awarded the exemplary standing. In this paper we present MyHealthPortal, the architectural framework that we designed and developed to support the system, and the results of a usability study conducted from real field studies. Our system was tested in a variety of conditions and achieved SUS usability scores of 92.5% (high).

Background Although electronic medical record (EMR)-tethered patient portals are common in other countries, they are still emerging in Canada. Objective We aimed to report user satisfaction and the effects of a patient portal on medical appointment attendance in a Canadian cohort of patients within our publicly funded health care system. Methods Two surveys were deployed, via email, at 2 weeks and 6 months following the first recorded patient portal access. Database audits of visit attendance were used to supplement and cross reference survey data. Results Between January 2016 and July 2018, 4296 patients accessed the patient portal. During the study, 28% (957/3421) consented patient portal users responded to one or more semistructured electronic surveys. Of respondents, 93% (891/957) reported that the patient portal was easy to use, 51% (492/975) reported it saved time when scheduling an appointment, and 40% (382/957) reported that they had to repeat themselves less during appointments. Respondents reported patient portal–related changes in health system use, with 48% (462/957) reporting avoiding a clinic visit and 2.7% (26/957) avoiding an emergency department visit. Across 19,968 visits in clinics where the patient portal was introduced, missed appointments were recorded in 9.5% (858/9021) of non–patient portal user visits, compared with 4.5% (493/9021) for patient portal users, representing a 53% relative reduction in no-show rates. Conclusions Early experience with an EMR-tethered patient portal showed strong reports of positive patient experience, a self-reported decrease in health system use, and a measured decrease in missed appointment rates. Implications on the expanded use of patient portals requires more quantitative and qualitative study in Canada.

Abstract A modern urban lifestyle can be a risk factor for developing non-communicable diseases and mental health problems (Eckert S, Kohler S. Urbanization and health in developing countries: A systematic review. World Health Popul. 2014;15:7–20; Penkalla AM, Kohler S. Urbanicity and mental health in Europe: a systematic review. Eur J Ment Health 2014;9:163–77). Two non-commercial, state-funded web portals in the German states of Berlin and Brandenburg are attempting to support the residents in realizing a healthier lifestyle. The initial portal is named Präventionsatlas [Atlas of Prevention] and has existed since 2008. The second portal, called Stadtplan Gesundheitsförderung [Health Promotion Map], went online in 2014 and has become the successor to the former. Both web portals provide health information as well as searchable databases with locally available health promotion courses and projects. Since internet portals and knowledge management through Internet portals have become more and more frequently used as public health tools (see, e.g. Quinn E, Huckel-Schneider C, Campbell D, Seale H, Milat AJ. How can knowledge exchange portals assist in knowledge management for evidence-informed decision making in public health? Web portals have been used as information products to deliver personalized, feature-rich, and flexible information needs to Internet users. However, all portals are not equal. Most of them have relatively a small number of visitors, while a few capture the majority of surfers. This study seeks to uncover the factors that contribute the perceived quality of a general portal. Based on 21 factors derived from an extensive literature review on Information Product Quality (IPQ), web usage, and media use, an experimental study was conducted to identify the factors that are perceived by web portal users as most relevant. The literature categorizes quality factors of an information product in three dimensions: information, physical, and service. This experiment suggests a different clustering of factors: Content relevancy, Communication interactiveness, Information currency, and Instant gratification. The findings in this study will help developers find a more customer-oriented approach to developing high-traffic portals.

Web portals have the potential to promote sustainable environmental ideas due to the capacity of digital media, such as easy accessibility, openness, and networking. Local authorities (LAs) are responsible for activating carbon savings in homes, and they are key actors when it comes to providing neutral information to their citizens. Local authority web portals may thus create environmental awareness, particularly regarding owner-occupied single-family home renovation. Nevertheless, the experiences of LAs developing web portals have rarely been studied. Therefore, this paper analyses the development process of various LA web modules and investigates how LAs foster modular web portals to stimulate the adoption of home renovation with parameters to assess LAs’ actions in terms of the management of web-modules development. A homeowner renovation journey model is applied to map current local authority developments. Case study research and interviews were done to analyse and evaluate the adoption of modular web portals developed and tested by six local authorities in four countries in Europe. Based on the development and use of the modular web portal, lessons have been derived emphasising the importance of co-creation, integrating with offline activities, and a strategic management plan.

Wireless sensor networks (WSNs) are aiding water quality monitoring with support for real-time and remote quality measurements in terrain. Environmental monitoring portals receiving data from sensors have been a practice since a while among researchers. However, the Web portal introduced here is essentially an integrated portal since it supports modeling and management of both, the observational stream data on water quality coming from wireless sensors – dynamic data, as well as of the data describing the WSN itself, its devices and the corresponding site allocation data – static data. Access is given to a wide range of individuals, from water experts to WSN engineers, to general public. Experts' module infers statistics about water parameters given the experts' data and rules. The portal is further distinguished for its level of scalability: it allows adding with ease new components, like add certain new regulatory documents for water quality, and directly compare data measured by sensors with corresponding quality standards. The aim is to enrich the portal with semantics in future.

Purpose The purpose of this paper is to report on the level of government web portal resource development, impediments to progress in electronic government practices, and areas that require improvement in 19 Latin American countries. Design/methodology/approach A comparative study was carried out between March and May of 2012, based on a method combining heuristic usability analysis with an automatic web portal accessibility test. Findings The results suggest that Latin American government web portals do not fully meet international accessibility guidelines and that multidirectional communication and participation mechanisms lack diversity. Only functionalities related to usability presented positive scores, but with shortcomings in terms of security. Originality/value Extensive literature is available on the development of electronic government policies in Latin America. This study falls within that tradition but, in addition, offers a new perspective by examining the features of web portals, which ultimately aids the calibration of the results of policy implementation. The data obtained are useful for web developers, ICT policy designers and the entire community of actors involved in developing electronic government programs.

PurposeThis paper aims to explore the emerging trends of e-government in Pakistan with an empirical investigation of the e-government websites and the services they provide to the citizens of Pakistan. It also investigates the level of development of these e-government websites in the Punjab Web portal. The governments in Asian countries, including Pakistan, have been struggling to switch their services from traditional on-spot services to online services. Focal points of the study are development level of e-government websites, available e-services and quality.Design/methodology/approachThe e-government Web portal of Punjab province with 38 websites is center of attention in present study. Website’s content analysis method is used to study e-government websites (N= 38) from the Punjab Web portal. It used the “Four-Stage Development Model” for the four stages, namely, “publishing”, “interacting”, “transacting” and “transforming”, to study the phenomena.FindingsThe findings showed that most of the websites on the Web portal were at the first (publishing) and second (interacting) stage of development. For the provision of effective online services, websites need to be on the third (transacting) and fourth (transforming) stage. Only a few websites in the Punjab Web portal were the on transacting and transforming stages providing a mature level of services. In total, 40 different types of services are identified in 38 websites of Punjab e-government Web portal.Practical implicationsE-government, Web portals are developed to give citizens a single, easy access point to several departments’ websites and their services. This baseline study recommends to update e-government websites periodically and put more focus on technological and contextual features to enhance the accessibility and usability of the websites.Originality/valueThis is first empirical study of e-government websites to explore their services and examine existing level of website development in this region.

We describe best practices for providing convenient, high-speed, secure access to large data via research data portals. We capture these best practices in a new design pattern, the Modern Research Data Portal, that disaggregates the traditional monolithic web-based data portal to achieve orders-of-magnitude increases in data transfer performance, support new deployment architectures that decouple control logic from data storage, and reduce development and operations costs. We introduce the design pattern; explain how it leverages high-performance data enclaves and cloud-based data management services; review representative examples at research laboratories and universities, including both experimental facilities and supercomputer sites; describe how to leverage Python APIs for authentication, authorization, data transfer, and data sharing; and use coding examples to demonstrate how these APIs can be used to implement a range of research data portal capabilities. Genomics data are currently being produced at unprecedented rates, resulting in increased knowledge discovery and submission to public data repositories. Despite these advances, genomic information on African-ancestry populations remains significantly low compared with European- and Asian-ancestry populations. This information is typically segmented across several different biomedical data repositories, which often lack sufficient fine-grained structure and annotation to account for the diversity of African populations, leading to many challenges related to the retrieval, representation and findability of such information. To overcome these challenges, we developed the African Genomic Medicine Portal (AGMP), a database that contains metadata on genomic medicine studies conducted on African-ancestry populations. The metadata is curated from two public databases related to genomic medicine, PharmGKB and DisGeNET. The metadata retrieved from these source databases were limited to genomic variants that were associated with disease aetiology or treatment in the context of African-ancestry populations. Over 2000 variants relevant to populations of African ancestry were retrieved. Subsequently, domain experts curated and annotated additional information associated with the studies that reported the variants, including geographical origin, ethnolinguistic group, level of association significance and other relevant study information, such as study design and sample size, where available. The AGMP functions as a dedicated resource through which to access African-specific information on genomics as applied to health research, through querying variants, genes, diseases and drugs. The portal and its corresponding technical documentation, implementation code and content are publicly available.

Research portals are a means to present, discuss, and advance scientific findings. They are web-based knowledge management tools for research communities. Research portals foster collaboration among a community of scientists, research funders, and political decision-makers. However, research communities might not possess the knowledge and experience required to design a research portal. The authors support them by analyzing the status quo of existing portals and providing respective improvement perspectives. The authors ask what typical characteristics of such portals are and how these characteristics can be used to evaluate the advancement of individual portals and they seek to distinguish classes of differently advanced research portals and determine their status quo. The authors’ research is based on a systematic web search, during which the authors identify 813 relevant research portals. Following a multi-method approach, they assign each research portal a previously distinguished class of advancement. The authors conclude that research portals generally only offer basic functionality and discuss functionality that is underrepresented in this pool of analyzed research portals and elaborate on improvement perspectives in 11 feature dimensions.
