Introduction The Uluru Statement from the Heart (2017) offers an opportunity for the nation to cement the foundation for prosperous Indigenous futures and meaningful reconciliation between Indigenous and non-Indigenous peoples. In this article, we discuss the theme of uniformity in relation to the “From the Heart” campaign which seeks to enact the Uluru Statement by establishing a constitutionally enshrined First Nations’ Voice to Parliament via a referendum. It is important however that we first clarify our use of the word uniform as we do not wish to suggest that all supporters of the Uluru Statement from the Heart are homogenous in their views or positioning. Far from it, the campaign aims to generate support from all walks of life, and with this, it naturally conjures diverse opinions, and at times disagreement (Pearson). Whilst unification corresponds to different persons coming together to form a collective whole – and the From the Heart Campaign can certainly be characterised in this way – uniformity refers to the uncompromising stance needed to enact the reform proposed in the Statement. In this article, we discuss how a constitutionally enshrined First Nations’ Voice to Parliament is the heart of the Uluru Statement and how the push towards a referendum requires not just a unified and united response, but one that is uniformed in its resolve – that is unwavering, steadfast, and determined in delivering its vision of a constitutionally enshrined First Nations’ Voice to Parliament. We therefore consider how images, symbols, icons, and material objects – both digital and tangible – are used to unite the campaigns’ supporters by presenting a uniformed front that advocates for constitutional reform. The Heart as Uniform and Icon Bleiker argues that icons, particularly within the digital space, are effective means of communication due to their ability to quickly disseminate messages in succinct and memorising ways that are relevant and responsive to its users’ needs (Petray; Carlson et al. ‘They Got Filters’; Fredericks and Bradfield ‘Disrupting the Colonial’). The ability of digital media to spread messages over vast distances and in ways that compress time and space, however, also means that the icons communicated through media such as memes (Blackmore; Petray; Fredericks and Bradfield ‘Co-Designing Change’) are in danger of becoming fleeting, empty, or meaningless (Fredericks and Bradfield ‘Disrupting the Colonial’; Petray; Carlson and Frazer ‘Indigenous activism’). Bleiker (9) warns that “when images are produced and circulated with ever greater speed and reach, icons can emerge in a short period. But this very proliferation of images can also lead to a situation where icons are short-lived and soon become superseded from their original setting”. Due to the fluid and often fickle nature of online culture where symbols and images are quickly adopted, transformed, repurposed, disposed, and replaced, icons are most powerful when they reflect a uniformed message, for uniforms demonstrate stability, endurance, and longevity. Uniforms therefore share some affiliation with icons in their ability to transmit messages of social significance. In their sociological study of uniforms, Joseph and Alex (719) argue that the uniform is viewed as a device to resolve certain dilemmas of complex organizations – namely, to define their boundaries, to assure that members will conform to their goals, and to eliminate conflicts in the status sets of their members. The uniform serves several functions: it acts as a totem, reveals and conceals statuses, certifies legitimacy, and suppresses individuality. The interaction of these components and the acceptance or rejection of the uniform and its associated status by the wearer are described. The use of hearts during the Uluru Statement from the Heart campaign can be likened to icons that convey uniformed messages relating to the need for constitutional reform and the creation of a First Nations’ Voice to Parliament. Repeated imagery of hearts, particularly in the colours of the Aboriginal flag – black, red, and yellow – alongside images of Uluru – an unmistakable icon of Aboriginality – has the potential to provoke political and social discussion amongst those who witness them. Online media have provided fora where information and support for the campaign has been shared, creating some uniformity amongst diverse audiences (Fredericks and Bradfield ‘Seeking to be Heard’; ‘More than a thought’). Emoticons, symbols, and hashtags have formed a type of digital uniform that has congealed ideas and helped centralise messages (Grieve-Williams), in this case in relation to the importance of the constitutional enshrinement of a First Nations’ Voice to Parliament. A heart also describes a centralised location that drives action or is seen to represent the underlying ethos of a community, movement, or object. In terms of physiology, the heart is located at the centre of a body and sustains life by pumping blood throughout the cardiovascular system. Similarly, Uluru is physically located in Central Australia, with many considering it as symbolling the geographical and spiritual heart of the nation. Whilst Uluru will always remain a part of the sacred grounds of the Anangu People (Schultz), its iconography resonates with Indigenous and non-Indigenous peoples throughout the nation, acting as a beacon for Indigenous rights and sovereignty. For the Anangu People, Uluru is a site of conflict resolution and great power (Anandakugan), making it an appropriate icon of reconciliation, Makarrata, and healing relationships between Indigenous and non-Indigenous peoples. Wearing Our Hearts on Our Sleeves Amongst other things, jewelry, art, and material objects function as communicative tools which present agreed-upon symbols and codes that represent messages that are collectively decided upon by a particular social group (Geertz; Shaw). Writing on art as a cultural system, Geertz (1488) famously observed how “it is out of participation in the general system of symbolic forms we call culture that participation in the particular we call art, which is in fact but a sector of it, is possible. A theory of art is thus at the same time a theory of culture, not an autonomous enterprise”. Langley writes on how human societies have used beads in jewelry to disseminate social information for at least 100,000 years. Throughout history, jewelry and fashion accessories have been used as visual representations of uniformity amongst activists and protestors (Gulliver). These icons aim to communicate an unwavering front which at times of protest or social upheaval often counter the icons and uniforms of opposing camps, whether the police force, military, or political rivals. The umbrella movement in Hong Kong is one visually striking example of uniformity and civil disobedience where pro-democracy messages were communicated via yellow umbrellas that contrasted the pro-establishment camp who wore blue (Radio Free Asia). The t-shirt for the Uluru campaign depicts an image of Uluru which visibly sits on the land but is also embedded below the surface of Country. Both parts collectively form the shape of a red heart. The shirt reads “We Support the Uluru Statement”, emitting the words “From the Heart”. This clever form of marketing invokes a sense of communitas amongst those who can collectively interpolate and understand its meaning (Turner). It is the shared knowledge that the statement comes “from the heart” (even though it is not written on the t-shirt) amongst those who form the collective “we” that gives the shirt a function that can be likened to a uniform. It is a visual embodiment of the Statement that seeks to “certify its legitimacy” (Joseph and Alex). Brooches and jewelry have also been used as means to provoke conversation and add social or political commentary during public engagements; often in satirical and/or ironic ways (Shaw). Former US Secretary of State Madeleine Albright, for example, famously wore a brooch of a snake after being called an “unparalleled serpent” by Iraqi state media under the Saddam Hussein regime (Becker). For Albright, brooches complemented her political agenda and became part of her “diplomatic arsenal” (Becker), which she described as effective mnemic communication that helped generate greater understandings amongst the wider public (Albright). Whilst an expression of her individuality, the jewelry delivers a uniformed statement and commentary that defines boundaries, assures goals, and seeks to eliminate conflicts or ambiguity in the messages she seeks to deliver. In this respect, it functions as part of her uniform. Similarly, when Lady Hale, the president of the UK Supreme Court, claimed Boris Johnson’s decision to prorogue parliament was unlawful in 2019, she strategically wore a spider brooch (Cochrane and Belam). The imagery was quickly seized upon by activists who interpreted it as a symbol of the government’s dysfunction, or venomous nature, and printed the design on t-shirts. The shirts sold out in less than 24 hours and presented a uniformed front that both critiqued the government and raised money for a homeless shelter (Butchart). A Gift Worth Sharing The Uluru Statement was gifted to the Australian people to affirm the campaign as one for and led by the Australian public (Synott; Appleby and Davis). The decision to disseminate the outcomes of the National Convention via a poetic and concise statement, rather than a formalised petition or legal declaration, emphasises its intent to remain accessible to the public (Davis ‘The Long Road’). The fact that it was gifted to the public instead of being “presented” or “submitted” to government signifies that it is a gesture of good faith that invites the Australian people to join the movement, whilst also placing onus on the public to accept or reject the gift that is offered and placing pressure on the government to call a referendum (Mayor). In the spirit of the Uluru Statement’s gifting, heart icons and paraphernalia are often exchanged amongst its supporters with aim of building awareness and provoking conversation. One of the authors of this paper, Professor Bronwyn Fredericks, is known for having accumulated an extensive collection of heart objects, many of which have been gifted to her. These objects range from brooches, earrings, necklaces, and other forms of jewelry to clothes, fabrics, and novelty glasses. Although the medium varies, the heart iconography and messages remain uniform. The Uluru from the Heart Campaign, however, has suffered many arrhythmias, at times speeding up whilst at others becoming really slow. After the reforms were presented to the Australian Government in 2017, the then prime minister Malcom Turnbull rejected them on account that an Indigenous Voice to Parliament was undesirable, too “radical” in nature, and unlikely to pass a referendum (Wahlquist; Brennan). A media release from the government published on 26 October 2017 declared that “the Government does not believe such a radical change to our constitution’s representative institutions has any realistic prospect of being supported by a majority of Australians in a majority of States” (Prime Minister et al.). The chief executive of the Victorian Community Controlled Health Organisation, Jill Gallagher, has commented that many politicians were too preemptive in their dismissal of the reforms; and in doing so, prevented the public from engaging in the critical discussion that is needed before a referendum (Brennan). Public discussion is now increasing after the Albanese-led Labor government announced that a referendum will be held during their first term of their government, which was formed in 2022 (Kunc). Turnbull’s rejection was also premised on the notion that the Uluru Statement, and its call for a First Nations Voice to Parliament, was too uniform in its “take it or leave it” positioning, which the government was unwilling to commit to (Prime Minister et al.). After years of having reforms and recommendations diluted or ignored by governments, and political promises and commitments dismissed (see Fredericks for an example), the Referendum Council were unapologetic in their stance that the Statement remain untouched and unmanipulated by politicians and political agendas (Referendum Council). The proposed reforms are the manifestation of Indigenous peoples’ will and desire as expressed during the regional dialogue (Anderson, Davis, and Pearson; Davis and Williams). The Final Report of the Referendum Council reads that “it is the Council’s view that there is no practical purpose to suggesting changes to the Constitution unless they are what Aboriginal and Torres Strait Islander peoples want” (Referendum Council, 5). It must be remembered that the Referendum Council was established by Malcom Turnbull in 2015, tasked with finding out what Indigenous peoples wanted to see in constitutional reform. Whilst the Turnbull government were willing to provide a forum in which Indigenous views on constitutional reform could be expressed, they were unwilling to honour their aspirations. After sharing deeply personal and at times traumatic stories of colonial harm and violence at the dialogues (Appleby and Davis), along with entertaining the idea of having greater input into parliamentary discussions, the flat-out rejection by the government was heartbreaking. Aboriginal lawyer, activist, and academic Noel Pearson spoke of the anguish caused by Malcolm Turnbull’s rejection in a Radio National interview, describing him as having “broken the hearts of the First Nations people of this country” (Brennan). Constitutional lawyer Megan Davis was with a young Indigenous law student who had participated in the regional dialogues when the interview aired (Davis ‘The Long Road’). Like many, this was the first she had heard of the Statement’s rejection. Davis recalls how “I could see her faith in the rule of law, fairness and equality – all the important characteristics of our public law system – drain from her face” (Davis, 2019). The impact of Turnbull’s rejection was described by some as “mean-spirited bastardry” (Wahlquist) and is articulated in a cartoon depicting a heart being surgically removed from Uluru (Grant). We wear heart icons as uniforms not only in support of the campaign but as a reminder of its fragility. Whilst hearts are prone to break, like all muscles it is through their tearing and growth that they become stronger. A Voice to Parliament The imagery of hearts aims to generate wider public recognition of the need to recognise First Nations’ peoples within Australia’s constitution via Voice, Truth, Treaty, and in that order (Davis and Williams; Fredericks and Bradfield ‘More than a Thought’; Larkin and Galloway). The need for a visible and uniformed campaign towards constitutional reform, however, is challenged when politicians including the former Indigenous Affairs minister Ken Wyatt (Anderson et al.) or former Greens and now independent senator Lidia Thorpe (Larkin and Maguire) question the premise that reforms such as a constitutionally enshrined First Nations’ Voice to Parliament are representative of Indigenous peoples’ will. Thorpe’s objection is based on the premise that Treaty should be sought first. Our criticism is not placed on their oppositional stance but rather on their false characterisation that it does not reflect the desire of the majority of Aboriginal and Torres Strait Islander peoples as expressed through the Uluru Dialogues. Despite seven delegates walking out on the convention in protest that it would hinder Indigenous sovereignty via a treaty (Hobbs), the 13 regional dialogues conducted by the Referendum Council and led by Indigenous leaders such as Megan Davis, Pat Anderson, and numerous others, as well as delegates at Uluru, clearly expressed a near unanimous and uniformed decision to establish an Indigenous representative body that was protected by the constitutional enshrinement (Davis ‘The Long Road’; Davis and Williams; Fredericks and Bradfield ‘We Don’t Want to’). Subsequent polling has shown strong continued majority support amongst the public for a constitutionally enshrined voice (Centre for Governance and Public Policy; Ford and Blumer; Zillman, Wellauer and Brennan; Reconciliation Australia). Past reconciliation movements have centred around the notion of restoring relationships between Indigenous and non-Indigenous peoples (Reynolds). This is problematic as colonisation in Australia was, and in many cases still is, dependent on the denial of Indigenous peoples and cultures, which was accompanied by epistemic and physical acts of violence (Moreton-Robinson; Lee, Richardson, and Ross). In 1999, then prime minister John Howard held a referendum on whether Australia should become a republic. Attached to the question was whether Aboriginal and Torres Strait Islander people should be recognised in the constitution’s preamble (Pearson, Davis, and Appleby ‘The Uluru Statement’). Despite this being rejected by Indigenous land councils and elected representatives, on account of its symbolism, Howard proceeded with the referendum which ultimately failed (Davis ‘The Status Quo’). The Recognise campaign ran from 2012 to 2017 and sought public awareness of questions relating to constitutional recognition of Indigenous peoples. This too was rejected by Indigenous communities (Maddison). Online polling conducted by Indigenous-controlled media forum IndigenousX showed that only 32.3% of its respondents supported the campaign, with many criticising what they saw as a top-down approach tailored towards the appeasement of non-Indigenous sensibilities (Latimore; Fredericks and Bradfield ‘Disrupting the Colonial’). Reconciliation Australia, the organisation that led the campaign, however, stated that it was successful in generating public awareness, which increased from 30% to 75% nationally (Reconciliation Australia). Conclusion What sets the Uluru campaign apart from its predecessors such as Recognise is that it is a grassroots initiative that emerged out of Indigenous-led consultations and dialogues with community members and stakeholders. It was conceived with awareness of the “limitations of the political class” (Davis, ‘The Long Road’) – illustrated by the ineptitude of Turnbull and other critics – and consciously spoke to the hearts of the Australian public. To ensure that different Indigenous perspectives and interest groups were represented during the National Conference, 60% of attendees were traditional owners, 20% came from Aboriginal community organisations, and 20% were individual community members (Lee, Richardson, and Ross; Davis ‘The Long Road'). The reforms of the Uluru Statement, including a First Nations’ Voice to Parliament, aim to create a framework and functioning mechanism that will help build and repair partnerships through which relationships between Indigenous and non-Indigenous peoples can improve, whilst “gaps” across a range of social outcomes can be redressed by policies led and informed by Indigenous people in accordance with national (Coalition of Peaks) and international (Synott ‘The Universal Declaration’) charters. Whilst Indigenous views are diverse, what remains uniform amongst them is that Aboriginal and Torres Strait Islander strength and power, which has always come from their voices, “are the most powerful of all” when they are together (Davis, ‘Together Our Voices’). Despite the campaigns’ critics and setbacks, our hearts continue to beat as one and our uniformed advance towards referendum remains steadfast. References Albright, Madlelaine. Introduction In 2017, 250 Indigenous delegates from across the country convened at the National Constitution Convention at Uluru to discuss a strategy towards the implementation of constitutional reform and recognition of Aboriginal and Torres Strait Islander peoples (Referendum Council). Informed by community consultations arising out of 12 regional dialogues conducted by the government appointed Referendum Council, the resulting Uluru Statement from the Heart was unlike any constitutional reform previously proposed (Appleby & Synot). Within the Statement, the delegation outlined that to build a more equitable and reconciled nation, an enshrined Voice to Parliament was needed. Such a voice would embed Indigenous participation in parliamentary dialogues and debates while facilitating further discussion pertaining to truth telling and negotiating a Treaty between Indigenous and non-Indigenous peoples. The reforms proposed are based on the collective input of Indigenous communities that were expressed in good faith during the consultation process. Arising out of a government appointed and funded initiative that directly sought Indigenous perspectives on constitutional reform, the trust and good faith invested by Indigenous people was quickly shut down when the Prime Minster, Malcolm Turnbull, rejected the reforms without parliamentary debate or taking them to the people via a referendum (Wahlquist Indigenous Voice Proposal; Appleby and McKinnon). In this article, we argue that through its dismissal the government treated the Uluru Statement from the Heart as a passing phase or mere “thought bubble” that was envisioned to disappear as quickly as it emerged. The Uluru Statement is a gift to the nation. One that genuinely offers new ways of envisioning and enacting reconciliation through equitable relationships between Indigenous and non-Indigenous populations. Indigenous voices lie at the heart of reconciliation but require constitutional enshrinement to ensure that Indigenous peoples and cultures are represented across all levels of government. Filter Bubbles of Distortion Constitutional change is often spoken of by politicians, its critics, and within the media as something unachievable. For example, in 2017, before even reading the accompanying report, MP Barnaby Joyce (in Fergus) publicly denounced the Uluru Statement as “unwinnable” and not “saleable”. He stated that “if you overreach in politics and ask for something that will not be supported by the Australian people such as another chamber in politics or something that sort of sits above or beside the Senate, that idea just won't fly”. Criticisms such as these are laced with paternalistic rhetoric that suggests its potential defeat at a referendum would be counterproductive and “self-defeating”, meaning that the proposed changes should be rejected for a more digestible version, ultimately saving the movement from itself. While efforts to communicate the necessity of the proposed reforms continues, presumptions that it does not have public support is simply unfounded. The Centre for Governance and Public Policy shows that 71 per cent of the public support constitutional recognition of Indigenous Australians. Furthermore, an online survey conducted by Cox Inall Ridgeway found that the majority of those surveyed supported constitutional reform to curb racism; remove section 25 and references to race; establish an Indigenous Voice to Parliament; and formally recognise Indigenous peoples through a statement of acknowledgment (Referendum Council). In fact, public support for constitutional reform is growing, with Reconciliation Australia’s reconciliation barometer survey showing an increase from 77 per cent in 2018 to 88 per cent in 2020 (Reconciliation Australia). Media – whether news, social, databases, or search engines – undoubtedly shape the lens through which people come to encounter and understand the world. The information a person receives can be the result of what Eli Pariser has described as “filter bubbles”, in which digital algorithms determine what perspectives, outlooks, and sources of information are considered important, and those that are readily accessible. Misinformation towards constitutional reform, such as that commonly circulated within mainstream and social media and propelled by high profile voices, further creates what neuroscientist Don Vaughn calls “reinforcement bubbles” (Rose Gould). This propagates particular views and stunts informed debate. Despite public support, the reforms proposed in the Uluru Statement continue to be distorted within public and political discourses, with the media used as a means to spread misinformation that equates an Indigenous Voice to Parliament to the establishment of a new “third chamber” (Wahlquist ‘Barnaby’; Karp). In a 2018 interview, PM Scott Morrison suggested that advocates and commentators in favour of constitutional reform were engaging in spin by claiming that a Voice did not function as a third chamber (Prime Minister of Australia). Morrison claimed, “people can dress it up any way they like but I think two chambers is enough”. After a decade of consultative work, eight government reports and inquiries, and countless publications and commentaries, the Uluru Statement continues to be played down as if it were a mere thought bubble, a convoluted work in progress that is in need of refinement. In the same interview, Morrison went on to say that the proposal as it stands now is “unworkable”. Throughout the ongoing movement towards constitutional reform, extensive effort has been invested into ensuring that the reforms proposed are achievable and practical. The Uluru Statement from the Heart represents the culmination of decades of work and proposes clear, concise, and relatively minimal constitutional changes that would translate to potentially significant outcomes for Indigenous Australians (Fredericks & Bradfield). International examples demonstrate how such reforms can translate into parliamentary and governing structures. The Treaty of Waitangi (Palmer) for example seeks to inform Māori and Pākehā (non-Maori) relationships in New Zealand/Aotearoa, whilst designated “Māori Seats” ensure Indigenous representation in parliament (Webster & Cheyne). More recently, 17 of 155 seats were reserved for Indigenous delegates as Chile re-writes its own constitution (Bartlett; Reuters). Indigenous communities and its leaders are more than aware of the necessity of working within the realms of possibility and the need to exhibit caution when presenting such reforms to the public. An expert panel on constitutional reform (Dodson 73), before the conception of the Uluru Statement, acknowledged this, stating “any proposal relating to constitutional recognition of the sovereign status of Aboriginal and Torres Strait Islander peoples would be highly contested by many Australians, and likely to jeopardise broad public support for the Panel’s recommendations”. As outlined in the Joint Select Committee’s final report on Constitutional Recognition relating to Aboriginal and Torres Strait Islander peoples (Referendum Council), the Voice to parliament would have no veto powers over parliamentary votes or decisions. It operates as a non-binding advisory body that remains external to parliamentary processes. Peak organisations such as the Law Council of Australia (Dolar) reiterate the fact that the proposed reforms are for a voice to Parliament rather than a voice in Parliament. Although not binding, the Voice should not be dismissed as symbolic or something that may be easily circumvented. Its effectiveness lies in its ability to place parliament in a position where they are forced to confront and address Indigenous questions, concerns, opinions, and suggestions within debates before decisions are made. Bursting the ‘Self-Referential Bubble’ Indigenous affairs continue to be one of the few areas where a rhetoric of bipartisan agreement is continuously referenced by both major parties. Disagreement, debate, and conflict is often avoided as governments seek to portray an image of unity, and in doing so, circumvent accusations of turning Indigenous peoples into the subjects of political point scoring. Within parliamentary debates, there is an understandable reservation and discomfort associated with discussions about what is often seen as an Indigenous “other” (Moreton-Robinson) and the policies that a predominantly white government enact over their lives. Yet, it is through rigorous, open, and informed debate that policies may be developed, challenged, and reformed. Although bipartisanship can portray an image of a united front in addressing a so-called “Indigenous problem”, it also stunts the conception of effective and culturally responsive policy. In other words, it often overlooks Indigenous voices. Whilst education and cultural competency plays a significant role within the reconciliation process, the most pressing obstacle is not necessarily non-Indigenous people’s inability to fully comprehend Indigenous lives and socio-cultural understandings. Even within an ideal world where non-Indigenous peoples attain a thorough understanding of Indigenous cultures, they will never truly comprehend what it means to be Indigenous (Fanon; de Sousa Santos). For non-Indigenous peoples, accepting one’s own limitations in fully comprehending Indigenous ontologies – and avoiding filling such gaps with one’s own interpretations and preconceptions – is a necessary component of decolonisation and the movement towards reconciliation (Grosfoguel; Mignolo). As parliament continues to be dominated by non-Indigenous representatives, structural changes are necessary to ensure that Indigenous voices are adequality represented. The structural reforms not only empower Indigenous voices through their inclusion within the parliamentary process but alleviates some of the pressures that arise out of non-Indigenous people having to make decisions in attempts to solve so-called Indigenous “problems”. Government response to constitutional reform, however, is ridden with symbolic piecemeal offerings that equate recognition to a form of acknowledgment without the structural changes necessary to protect and enshrine Indigenous Voices and parliamentary participation. Davis and her colleagues (Davis et al. “The Uluru Statement”) note how the Referendum Council’s recommendations were rejected by the then minister of Indigenous affairs Nigel Scullion on account that it privileged Aboriginal and Torres Strait Islander voices. They note that, until the Referendum Council's report, the nation had no real assessment of what communities wanted. Yet by all accounts, the government had spent too much time talking to elites who have regular access to them and purport to speak on the mob's behalf. If he [Scullion] got the sense constitutional symbolism and minimalism was going to fly, then it says a lot about the self-referential bubble in which the Canberra elites live. The Uluru Statement from the Heart stands as testament to Indigenous people’s refusal to be the passive recipients of the decisions of the non-Indigenous political elite. As suggested, “symbolism and minimalism was not going to fly”. Ken Wyatt, Scullion’s replacement, reiterated the importance of co-design, the limitations of government bureaucracy, and the necessity of moving beyond the “Canberra bubble”. Wyatt stated that the Voice is saying clearly that government and the bureaucracy does not know best. It can not be a Canberra-designed approach in the bubble of Canberra. We have to co-design with Aboriginal communities in the same way that we do with state and territory governments and the corporate sector. The Voice would be the mechanism through which Aboriginal and Torres Strait Islander interests and perspectives may be strategically placed within parliamentary dialogues. Despite accusations of it operating as a “third chamber”, Indigenous representatives have no interest in functioning in a similar manner to a political party. The language associated with our current parliamentary system demonstrates the constrictive nature of political debate. Ministers are expected to “toe the party line”, “crossing the floor” is presented as an act of defiance, and members must be granted permission to enter a “conscience vote”. An Indigenous Voice to Parliament would be an advisory body that works alongside, but remains external to political ideologies. Their priority is to seek and implement the best outcome for their communities. Negotiations would be fluid, with no floor to cross, whilst a conscience vote would be reflected in every perspective gifted to the parliament. In the 2020 Australia and the World Annual Lecture, Pat Turner described the Voice’s co-design process as convoluted and a continuing example of the government’s neglect to hear and respond to Indigenous peoples’ interests. In the address, Turner points to the Coalition of the Peaks as an exemplar of how co-design negotiations may be facilitated by and through organisations entirely formed and run by Indigenous peoples. The Coalition of the Peaks comprises of fifty Aboriginal and Torres Strait Islander community-controlled peak organisations and was established to address concerns relating to closing the gap targets. As Indigenous peak organisations are accountable to their membership and reliant on government funding, some have questioned whether they are appropriate representative bodies; cautioning that they could potentially compromise the Voice as a community-centric body free from political interference. While there is some debate over which Indigenous representatives should facilitate the co-design of a treaty and Makarrata (truth-telling), there remains a unanimous call for a constitutionally enshrined Voice to Parliament that may lead negotiations and secure its place within decision-making processes. Makarrata, Garma, and the Bubbling of New Possibilities An Indigenous Voice to Parliament can be seen as the bubbling spring that provides the source for greater growth and further reform. The Uluru Statement from the Heart calls for a three-staged approach comprising of establishing an Indigenous Voice, followed by Treaty, and then Truth-Telling. This sequence has been criticised by some who prioritise Truth and Treaty as the foundation for reform and reconciliation. Their argument is based on the notion that Indigenous Sovereignty must first be acknowledged in Parliament through an agreement-making process and signing of a Treaty. While the Uluru Statement has never lost sight of treaty, the agreement-making process must begin with the acknowledgment of Indigenous people’s inherent right to participate in the conversation. This very basic and foundational right is yet to be acknowledged within Australia’s constitution. The Uluru Statement sets the Voice as its first priority as the Voice establishes the structural foundation on which the conversation pertaining to treaty may take place. It is through the Voice that a Makarrata Commission can be formed and Indigenous and non-Indigenous peoples may “come together after a struggle” – the translation of the word’s Yolngu origins (Gaykamangu; Pearson). Only then may we engage in truth telling and forge new paths towards agreement-making and treaty. This however raises the question as to how a Voice to Parliament may look and what outcomes it aims to achieve. As discussed in the previous section, it is a question that is often distorted by disinformation and conjecture within public, political, and news-media discourses. In order to unpack what a Voice to Parliament may entail, we turn to another Yolngu word, Garma. Garma refers to an epistemic and ontological positioning in which knowledge is attained from a point where differences converge and new insights arise. For Yolngu people, Garma is the place where salt and fresh water intersect within the sea. Fresh and Salt water are the embodiments of two Yolngu clans, the Dhuwa and Yirritja, with Garma referring to the point where the knowledge and laws of each clan come into contact, seeking harmonious balance. When the ebb and flow of the tides are in balance, it causes the water to foam and bubble taking on new form and representing innovative ideas and possibilities. Yolngu embrace this phenomenon as an epistemology that teaches responsibility and obligations towards the care of Country. It acknowledges the autonomy of others and finds a space where all may mutually benefit. When the properties of either water type, or the knowledge belonging a single clan dominates, ecological, social, political, and cosmological balance is overthrown. Raymattja Marika-Munungguritj (5) describes Garma as a dynamic interaction of knowledge traditions. Fresh water from the land, bubbling up in fresh water springs to make waterholes, and salt water from the sea are interacting with each other with the energy of the tide and the energy of the bubbling spring. When the tide is high the water rises to its full. When the tide goes out the water reduces its capacity. In the same way Milngurr ebbs and flows. In this way the Dhuwa and Yirritja sides of Yolngu life work together. And in this way Balanda and Yolngu traditions can work together. There must be balance, if not either one will be stronger and will harm the other. The Ganma Theory is Yirritja, the Milngurr Theory is Dhuwa. Like the current push for constitutional change and its rejection of symbolic reforms, Indigenous peoples have demanded real-action and “not just talk” (Synott “The Uluru statement”). In doing so, they implored that Aboriginal and Torres Strait Islander peoples be involved in all decision-making processes, for they are most knowledgeable of their community’s needs and the most effective methods of service delivery and policy. Indigenous peoples have repeatedly expressed this mandate, which is also legislated under international law through the UN Declaration on the Rights of Indigenous Peoples. Coming together after a struggle does not mean that conflict and disagreement between and amongst Indigenous and non-Indigenous communities will cease. In fact, in alignment with political theories such as agonism and pluralism, coming together within a democratic system necessitates a constructive and responsive embrace of different, competing, and in some cases incommensurable views. A Voice to Parliament will operate in a manner where Indigenous perspectives and truths, as well as disagreements, may be included within negotiations and debates (Larkin & Galloway). Governments and non-Indigenous representatives will no longer speak for or on behalf of Indigenous peoples, for an Indigenous body will enact its own autonomous voice. Indigenous input therefore will not be reduced to reactionary responses and calls for reforms after the damage of mismanagement and policy failure has been caused. Indigenous voices will be permanently documented within parliamentary records and governments forced to respond to the agendas that Indigenous peoples set. Collectively, this amounts to greater participation within the democratic process and facilitates a space where “salt water” and the “bubbling springs” of fresh water may meet, mitigating the risk of harm, and bringing forth new possibilities. Conclusion When salt and fresh water combine during Garma, it begins to take on new form, eventually materialising as foam. Appearing as a singular solid object from afar, foam is but a cluster of interlocking bubbles that gain increased stability and equilibrium through sticking together. When a bubble stands alone, or a person remains within a figurative bubble that is isolated from its surroundings and other ways of knowing, doing, and being, its vulnerabilities and insecurities are exposed. Similarly, when one bubble bursts the collective cluster becomes weaker and unstable. The Uluru Statement from the Heart is a vision conceived and presented by Indigenous peoples in good faith. It offers a path forward for not only Indigenous peoples and their future generations but the entire nation (Synott “Constitutional Reform”). It is a gift and an invitation “to walk with us in a movement of the Australian people for a better future”. Through calling for the establishment of an Indigenous Voice to Parliament, a Makarrata Commission, and seeking Truth, Indigenous advocates for constitutional reform are looking to secure their own foothold and self-determination. The Uluru Statement from the Heart is more than a “thought bubble”, for it is the culmination of Indigenous people’s diverse lived experiences, outlooks, perspectives, and priorities. When the delegates met at Uluru in 2017, the thoughts, experiences, memories, and hopes of Indigenous peoples converged in a manner that created a unified front and collectively called for Voice, Treaty, and Truth. Indigenous people will never cease to pursue self-determination and the best outcomes for their peoples and all Australians. As an offering and gift, the Uluru Statement from the Heart provides the structural foundations needed to achieve this. It just requires governments and the wider public to move beyond their own bubbles and avail themselves of different outlooks and new possibilities. Fig. 1: “Pink Flamingo Furby” (2000), “Peachy Furby Baby” (1999), and “Owl Furby” (1999) Sunlight Up (“Dah-ay-loh oo-tye”): Introduction As playthings at the junction of human experience and imagination, toys like Furby present an interesting touch point to explore cultural imaginations, hopes, and fears about zoomorphic robots and AI toys. This year marks their 25th anniversary. Created by Dave Hampton and Caleb Chung, Furby publicly debuted at the American International Toy Fair in 1998. Originally released by Tiger Electronics, this toy was later sold to Hasbro in 2005 to 2007. Since their introduction to the market, Furbys have been occupying our shelves and basements, perceived as “annoying little owl-like dolls with embedded sound-recording chips” (Gullin) that speak their own language “furbish” (shown throughout in parenthesis). Early reportage likened Furby to all kinds of cute critters: mogwais, hamsters, and Star Trek’s tribbles. Narratively Furbys are framed as a benevolent, alien species, living in space in a cloud known as Furbyland. For motivations not revealed, Furbys, in looking down on our planet, were so struck by the beautiful view of nature and its signs of peacefulness — “no worry (boo boh-bay)” — that they jumped, plummeting to us like tiny fluffy asteroids. Little did they know that their arrival would spark an intergalactic diplomatic incident. During its introduction in 1998, the initial discourse in media reportage emphasised anxieties of the unknown. What lies beneath the surface of Furby, as a toy that might blur the line between the real and imagined for children? What technologies might it harbour? As a hybrid of technology and animal, Furby appeared as a creepy-cute cultural icon that simultaneously delighted and horrified children and adults alike. Today adult fans reimagine Furby through play and customisation as part of their reflections on their childhood experiences of this cultural moment, and as a way of exploring new futures. Furby provides an opportunity to reflect on adults’ interactions with toys, including parents, members of the public, and fans motivated by nostalgia. At the time of its release Furby presented adults with moments of “dissonance” towards new horrifying technologies that “might occur at the seams [of] … monumental cultural shifts” (Powell 4). But for adult fans today, as a childhood memory, the toy represents both strangeness and future possibilities; it has become a tool of “disrupt[ing] and challeng[ing] beliefs and connections” (Rand 9). In this article I primarily analyse the “original” Furbys of 1998 to 2002, but also mention a range of later versions. This includes: the Emoto-tronic Furbys (2006) which were designed to have more expressive faces; the Furby Boom (2003), a toy whose personality changes according to the level of care it is provided with; and the Furby Connect (2016), which has bluetooth capacity. This discussion is supported by a thematic analysis of 3800 news articles about Furby from 1998 to 2000, visual analysis of both the original and customised iterations of Furby, as well as my reflections as a member of the Furby fandom community. You Play? (U-nye-loo-lay-doo?): Furby Encounters A key part of the discourse around Furby since its introduction in 1998 was, “who would want one?” Indeed, the answer at the time appeared to be “several million of us, the toy demons hope” (Weeks). After their release in American toy stores on 2 October 1998 in limited supplies, a Furbish frenzy ensued, resulting in altercations between shoppers and staff (e.g. Munroe; Warmbir; Associated Press). Aged 10, I recall my little black and white Furby, Coco, waiting for me on the shelves of the electronics section of Big W in Australia, fortunately with no such commotion. Furby is classed by the Guinness World Records as the world’s first AI toy, but it was certainly not the first electronic toy to enter the market; at the time of Furby’s release, Tickle Me Elmo and My Interactive Pooh presented competition, and by the late 1980s there was already concern about how electronic pet toys might erode emotion and connection (Turkle, “Authenticity”; Turkle, “Nascent”). Speculation over the reason for the Furby mass hysteria ensued. Some suggested the appeal was the toy’s status symbol status (Beck), whereas others cited its broad appeal: “it's not gender specific; it doesn't appeal to a particular age group; and most important, it's affordable and doesn't require additional equipment or a computer” (Davis). Some experts offered their commentary of the cyberpet phenomena in general, suggesting that it is a way of dealing with isolation and loneliness (Yorkshire Post). Indeed, all of these features are important to note when we consider the transformation of Furby into queer icon. Central to Furby’s cultural narrative is the idea of contact, or a meeting between robot and user; through play children “teach” their new pet Earth’s new ways (Marsh, “Coded”; Marsh, “Uncanny”). And with this contact also comes a sense of the unknown: what lies beneath the creature’s surface? In their study of zoomorphic robots, Hirofumi Katsumi and Daniel White suggest that Donna Haraway’s work on animal encounters might help us understand this idea of contact. As “animal-like” creature, Furby recalls the transformative potentials of meeting with the more-than-human. Furby’s presence on toy shelves, in classrooms and in homes was one of the first times society had to consider what it meant to “enter the world of becoming with” zoomorphic robots, and to reflect on “who or what ... is precisely at stake” in this entanglement (Haraway 19). What do we learn about ourselves and the unknown through our encounters with Furby? “Monster” (Moh-moh): Technological Threat, Monstrous Other In media reportage, Furby is framed as both new and innovative, but also as a threatening fluffy anarchist. With its technology largely unknown, Furby at the time of its release presented society with a sense of “technohorror” and “imaginings of [social] collapse” (Powell 24). A common concern was that Furby might record and repeat inappropriate language in an act of rebellion. Occasionally tabloid newspapers would report claims such as, "MUM … was horrified when she sat down to play with her daughter's new Furby toy and it squeaked: "F*** me" (The Sun). Some concerns were quite serious, including that Furby could emit electromagnetic fields that would create interference for medical devices and aircraft instruments; this was later disproven by engineers (Tan and Hinberg; Basky; Computer Security). Other urban myths pointed to a more whimsical Furby, whose sensors had the capacity to launch spacecraft (Watson). One persistent concern was the surveillance potentials of Furby. In 1999 the US National Security Agency (NSA) issued a ban on Furby in their Fort Mead headquarters, with concern that they might record and repeat confidential information (Gullin; Ramalho; Borger). This was denied by Tiger Electronics, who emphatically stated “Furby is not a spy” (Computer Security). Engineers performing “autopsies” on Furbys quickly put much of this anxiety to rest (Phobe). This was met with mirthful rebuttals of how future Furbys might be transformed into cute and ubiquitous “wireless furby transmitters” to gather intelligence in warzones (Gullin). As a result, the initial anxiety about surveillance and toys dissipated. However, academics continue to remind us of the real risks of smart toys (e.g. Lupton; Milkaite and Lievens). The 2016 Furby Connect, equipped with voice recognition and Bluetooth capacities has been shown to be hackable (Williams). Further, Maria Ramalho has reported Snowden’s 2014 claims that both NSA and the UK Government Communication Headquarters have been accessing the data collected. In this context, Furby has become “Big Brother transmogrified into ambiguous, cute” unaccountable creature (Ramalho). Through this, we can see how our entanglement with Furby as an object of technohorror speaks both to our anxieties and the real possibilities of technology. In order to craft a narrative around Furby that speaks to this monstrous potential, many have drawn comparisons between Furby and the character Gizmo from the Gremlins franchise. This reference to Gizmo appears in the majority of the media articles sampled for this research. Gizmo is a “mogwai” (trans. demon) with both cute and monstrous potential; like Furby, it also has the potential to transform into a threat to “good society” (Chesher 153-4). This comparison speaks to Gremlins as an anti-technology statement (Sale). However, when we consider how media rhetoric has framed Furby as something to be tamed and controlled, it’s important we approach this comparison with caution in light of the Orientalist underpinnings of the Gremlins franchise. Wendy Allison Lee highlights how Gremlins reflects xenophobic themes of invasion and assimilation. While Gizmo is a “cute, well-behaved” character who “strives to assimilate” much like how Furby might, through play with children, it also harbours a threat to order. In this encounter are resonances of “racist love” that can sometimes underpin our affection for cuteness (Bow). Further reflection is needed on how we might unentangle ourselves from this framing and imagine more inclusive futures with toys like Furby. Adult fans around the world now gather under the “Furby” banner, participating in a colourful array of playful mischief. Reddit forum r/furby (11,200 subscribers) creates a fun space to enjoy the whimsy of Furby, transforming the figure into a sweet and kind companion. Under this umbrella, r/oddbodyfurby (997 subscribers) explore the horrifying potentials of Furby to its playful and surprising ends, which I discuss in this section. In other forums, such as Furby Collectors and Customisers (4.1k members) on Facebook, these different interests come together in a playful and creative space. There was also an active community on Tumblr, where some of the most creatively generative activities around Furby have occurred (Tiffany). In Japan, there is a lively community of fans on Twitter who dress and photograph Emoto-tronic Furbys in a range of cute and charming ways. This forms part of a broader network of creatives, such as “Circuit Benders” who tear down toys and rework them into instruments in a process known as “frankensteining”, such as Look Mum No Computer’s Furby Organ (Deahl). As fans and artists, people act as “queer accessories” to help Furby escape the world and narrative that sought to enclose it, so it might enact its revenge or transcend as a non-binary queer icon (Rand 9-11). As small, collectible and customisable friends, images of happy and creepy Furbys are part of a network of cute media that provides my generation with a source of comfort during times of precarity, occupying our spaces with their own vitality and presence as soothing companions (e.g. Stevens; Allison; Yano). Cuteness as media also lends itself to hybridisation; a mixing and matching with seemingly “opposing” aesthetics. For many fans, the charm of Furby lies in its nostalgic pull as a creature of childhood creepy-cute nightmares. Indeed, it seems that early concerns that Furby may “blur the line between the real and imagined for many children” were in fact valid (Knowlton). While we knew they weren’t “alive” in the true sense, to us they appeared “sort of alive” as our everyday environments became increasingly technological with a dazzling array of electronics (Turkle, “Authenticity”). As Allison (179) explains, we had to “adjust to a world where the border between the imaginary and the real” began to shift rapidly, leaving us open to dream, imagine, and craft narratives populated by a fear of the mechanised undead. Many Millennials were convinced as children that their Furby was waiting for them in the dark, watching, chuckling (“he he heeeee”). Patrick Lenton, diarising his adventures with a rescue Furby this year recalls his childhood toy as “a riot of noise and fury, the kind of demonic household terror”. Some adults, recalling these memories now refer to Furby as “it” or “evil” (Marsh, “Uncanny” 59). In 2020, adult Furby fans, thinking back to their childhood toys, speculated if the positioning of Furby’s eyes at the front of its head meant it was a predator (Watson). Some suggested that their short legs meant they are ambush predators, their infra-red sensor enabling them to detect prey in the dark. Other playful lore suggested that they were made of real cat and dog fur. Through this act of imaginative play, adults reach back to the playful horrors of their childhoods, combining their sense of dread with glee. This has been recently animated by films such as The Mitchells vs. The Machines (2021), where Furbys equipped with “PAL” chips transmogrify into a horrific pack of menacing creatures, and exact revenge. The main contributing factor to this experience is in part the puppetry of Furby. The 1999 Furby presents an exaggerated performance that is both “alive” and “unalive”, its wild rocking, owlish blinking, and cackling creating a sense of “dread and creeping horror” (Freud 2; Marsh, “Uncanny”). Through a blend of animation and imagination, agency is diffused between toy and child to give Furby “life” (Silvio 423). Interestingly, studies of the 2016 Furby Connect and its friendly and social programming that is designed to encourage positive care and engagement has counteracted some of this experience for children (Marsh, “Uncanny” 54). Likewise, in discussing the 2013 Furby Boom Chesher (151) describes this animation as “zany”, working with Sianne Ngai’s conceptualisation of this aesthetic and its relationship to cuteness. While some might praise these later developments in the Furby franchise as having saved another generation of children from nightmares, compared to the original Furby these later editions are less popular among fans; perhaps there is less “material” to work with. Fans as adults now draw on Furby as a playful and cute text to experiment with and hybridise with a variety of horrifying and surprising potentials. This leans into Furby’s design as a chimera, as it uses a combination of cute features to create a “short-hand” for life and also evoke the “idea” or “character” of appealing animals that form part of cultures “charismatic megafauna” (Nishimura 179; Stuck and Rogers; Gn). With cat-like ears, a tuft of hair that drifts with sympathetic movement, two wide eyes, framed with coquettish false lashes, a bird’s beak, and two paws, Furby both suspends and confounds our disbelief. Following the principles of the Kindchenschema (Lorenz) to a “100% ratio” its body is reduced to a round form, its most dominant feature its large eyes (Borgi, Cogliati-Dezza, Brelsford Meints, and Cirulli). While large eyes generally are thought to have an affective pull to them (Harris 4), their fixed placement in the original Furby’s skull creates a dead-pan gaze, that morphs into a Kubrik stare as the toy tilts forward to greet the viewer. Fig. 4: Kindschenschema at work in Furby’s design Furby fans mischievously extend this hybridisation of Furby’s body further through a range of customisation practices. Through “skinning”, Furby’s faux fur surfaces are removed and replaced with a fantastic array of colours and textures. Through breaking into their mechatronic shell – a practice known as “shucking” – their parts are repaired or modified. This results in a range of delightfully queer, non-binary representations of Furby with a range of vibrant furs, piercings, and evocative twinkling and gentle eyes (“tee-wee-lah!”). These figures act as both avatars and as companions for fans. Sporting earrings and rainbow bead necklaces, they are photographed resting in grassy fields, soft crochet rainbows, and bookshelves: they are an expression of all that is joyful in the world. Some fans push the customisation further to create whimsical creatures from another dimension. Some Furbys appear with moss and lichen for fur, sprouting tiny toadstools. Furbys are also transformed into “oddbodies” of varying species. Some appear both as winged fairies, and as transcendental multi-eyed and winged “biblically accurate” angels. Others are hybridised with plush toys or are reworked into handbags. Some veer into the realm of body horror, using doll limbs and bodies to create humanoid forms. The most iconic is the “long furby”, created by Tumblr user FurbyFuzz in 2018. Elongated and insect-like, the Long Furby wriggles into homes and curls up on soft furnishings. Collectors gather “haunted photos from the dark recesses of the internet” to document their escapades (Long Furby). Sometimes, hybridised Furbys appear not through creator interventions but rather emerge from nature itself. One such mythical creature is Murby, an original Furby unearthed in 2013 on an old farm property. Once toy, now woodland spirit, Murby gazes upon and blesses fans with dreamy, clouded eyes, its body an entanglement of thick moss, rich earth and time. Furby’s queerness, strangeness, and hybridity speaks to fans in different ways. Personally, as a neurodivergent person, I experience the coding and the playful reimaginings of Furby as a reflection of my own life experience. Neurodivergent people have a high capacity for care and empathy for objects as curiosities, supports, and friends (e.g. Atherton and Cross; White and Remington; Clutterbuck, Shah and Livingston). Like Furby, I am an alien whom people want to tame. My body and movement are treated with the same infantilising bemusement and suspicion. I feel like a chimera myself; an entanglement of many parts that make a whole, each on their own charming, but together forming a chaotic attempt to connect with neurotypicals. For me, what lies beneath Furby’s surface is my own psyche; rescuing and customising Furbys is a symbolic act, a creative expression of my desire to transcend and resist ableist forces. Together my Furbys and I revel in our strangeness in solidarity, plotting our mischievous revenge (“party time!”). This micro-level resistance will not overturn ableism but brings me a sense of reprieve as I work with my allies to bring socio-cultural change. Fig. 5: The author, Furby Queen. While fannish activities may at first glance appear fringe or frivolous, they hold up a mirror to our own limitations, anxieties, and practices as a society. The future is Furby. Go to Sleep Now (U-nye-way-loh-nee-way): Conclusions As a source of technohorror and queer potential, Furby provides a vessel by which we can imagine the futures of toys. Through encounter and contact, this seemingly harmless fluffy robot brought about disruption and chaos as a threat to securities and social fabrics. Adult fans, now recalling this cultural moment, lean into this creature’s promise of new possibilities, queering its cultural narrative. Through exploring adults’ interactions with toys, we explore new potentials for change and futures that are playful and creative.
