This collective monograph continues a series of scientific studies and publications on the problems of strategic planning, which have been carried out for several years at the Financial University under the Government of the Russian Federation with the involvement of specialists from other scientific and educational organizations. A series of research papers in 2017-2019 was devoted to the analysis of strategic development risks and the analysis of global strategic planning practice, the general methodology of strategic planning and forecasting (including in the context of ensuring Russia's economic security), the approach to the formation of life cycles of preparation and revision of strategic planning documents and their comparative analysis, the experience of coordinating budget, project and process types of management and financing, monitoring risks and threats, the use of new information tools in the strategic planning complex, including blockchain, and also naturally develops such aspects of previous research as analysis of world practice, coordination of budget, project and process types of management and financing, the use of information technologies. However, at the same time, a special task was set — to approach a comprehensive analysis of the strategic planning process as a whole, especially to study its documentary support as the core of the organization of this process and the implementation of its results in the practice of public administration, as well as to analyze the scientific support of strategic planning as an essential aspect of all strategic planning and strategic management activities in the entirety of its aspects (goal setting, forecast, design, programming, planning, control and audit). It is intended for specialists from the humanities, natural sciences and technical fields of knowledge focused on management and development problems, for undergraduates and postgraduates, as well as for a wide audience of management practitioners, including those related to strategic planning processes in the public sector.

Streszczenie:
Pests, parasites and pathogenic agents have exerted a notable influence on the process of economic development of pre-industrial Europe, in view of their influence on the health, longevity and reproduction of human beings, plants and animals. On each occasion man has reacted to biological uncertainty with responses that were public or private, formal or informal and differed in both efficacy and cost. Success has always been partial, and dependent on experience, knowledge and the investment of economic resources. These reciprocal influences have never been allocated an appropriate or convincing place in the institutional model or those of Smith, Malthus, Ricardo or Marx, typically exploited to describe and explain the flux and reflux of the economic development of pre-industrial Europe. In these proceedings of Study Week promoted by the Fondazione Datini, the leading experts in the sector have undertaken to analyse, exemplify and discuss the precise nature of the complex interactions between economic and biological processes and agents. Adopying a stimulating, innovative and interdisciplinary approach, they appraise the degree to which such processes acted in reciprocal independence, whether there was a significant co-evolution and what prospects there are for developing explanatory models that better grasp the essentially bilateral nature of such interactions.

Abstract: This chapter summarizes and discusses the planning phase of the community change process that comprised the three Good Neighborhoods phases (planning, readiness, and transformation). The purpose of the planning phase was to engage neighborhood residents and stakeholders in a community-wide planning process that would result in a community goal and action plan that was community-owned and -driven. In this chapter, the authors describe and discuss the process by which engagement of the community, needs assessment, and planning took place. The authors use the Osborn neighborhood as the case, recognizing that, as much as possible, the same process was followed in each of the six neighborhoods.

This article examines Ernst Kummer’s creation of ideal factors, which provides an interesting example of generalization within the set of complex numbers. Kummer developed a theory of ideal numbers in order to generalize arithmetical properties of natural numbers by extending these properties to certain complex numbers. His goal was to make complex numbers analogous to natural ones. This article first considers Kummer’s use of several analogies, primarily with arithmetic and chemistry, to come up with ideal factors of complex numbers. It then situates Kummer’s investigations on complex numbers with respect to Carl Friedrich Gauss’s work and compares his theory of ideal factors with Richard Dedekind’s ideals theory. It shows that Kummer’s method of generalization is premised on the distinction he articulated between ‘permanent’ and ‘accidental’ properties of complex numbers. This distinction draws from Kummer’s conception of mathematics, which was essentially different from those espoused by Gauss and Dedekind.

The set of entities that serves as the domain for our discourse about the mind is metaphysically heterogenous. It includes processes, events, properties, modes, and states. In the latter part of the twentieth century, philosophers started to suppose that a philosophical theory of the mind should be primarily concerned with the explanation of mental states. Those states could be mentioned in the explanations that would need to be given for mental entities of other sorts. If, for example, we had a prior explanation of belief states, then those states could figure in our subsequent explanation of inferences: inferences, on this approach, are to be identified with certain processes of belief revision. This states-first approach was not favoured by earlier theorists of the mind, who tended to suppose that mental events and processes are explanatorily more basic than mental states. The current states-first approach faces insuperable difficulties, which the earlier approach avoids.

Early last century, a norm to integrate organized interests into the policy processes was established. Groups gained influence and the state could implement legitimate public policy. The balance between autonomy and institutional participation was evasive. Some argue that organizations were captured into powerlessness, others that special interests controlled policy processes. Now, the situation has changed. Institutional participation has decreased. Face-to-face meetings intending to solve common problems are being replaced by professional lobbying. A transparent corporatist system favoring certain interests has been replaced by less transparent pluralism. This chapter focuses on the establishment, function, and dismantlement of corporatism in the policy process.

Streszczenie:
Cellulose is the most abundant organic polymer on Earth and a fascinating compound for a vast variety of applications. It is mostly received from wood, thus it is a renewable resource and a CO2 storing material. One of the most important cellulose products are pulp and paper. The major goal of this work was to obtain a material with a high amount of cellulose through a pulping process of wood. Therefore, it is necessary to separate the wood bers and to remove a component of wood, which is called lignin (deligni cation). The conventional way to delignify wood is the Kraft process that causes serval problems like contamination of lignin with sulfur and the emission of toxic volatile sulfur compounds. Hence, there are alternative processes without sulfur, such as the Acetosolv process. It uses simple chemicals like acetic acid and is easy to handle. After cutting a spruce tree (Picea abies L. Karst.), debarking and chipping, the wood chips were cooked in the laboratory. The research included the chemical analysis of the obtained pulp and the manufacturing and testing of paper sheets. The yield of pulp ranged widely due to the di erent parameters of the cooking. FT-IR and Raman spectroscopy were used to observe the decrease of aromatic substances (lignin) and the acetylation of the pulp. With the means of Design of Experiments and statistical analysis the most important factors were identi ed and a mathematical regression model was calculated. The manufactured paper sheets showed good mechanical properties and high transparency. Finally, the Acetosolv process could be considered as a contribution to the upcoming bio-based economy because, in addition to the cellulose bers, the industry would be capable of adding value utilization of the separated lignin. It could be one step to a more sustainable paper and pulp production.

This chapter reconsiders the two contrary views of knowledge and hence of learning that was discussed in Chapter 6. One is the quantity-based view, which plays a role whenever model builders appeal to some form of inductive learning, and a quality-based view, which is the view promoted by Plato’s early Socrates but rarely recognized by equilibrium model builders. Whichever view is adopted, learning needs to be addressed when recognizing any role for knowledge in equilibrium economic models. In this regard, the chapter addresses the main limitation of almost all equilibrium models—namely, the failure to incorporate a realistic theory of the decision makers’ knowledge and learning in the model. The chapter ends by showing how methodological individualism can be generalized. And if it is, it can thereby serve as a basis for a more realistic explanation of an equilibrium’s stability.

This chapter “lifts the roof of the household” across the irrigation and water, sanitation, and hygiene (WASH) sub-sectors in agrarian low- and middle-income settings. Focusing on age-old intersections between gender, class, and agrarian technology, the chapter explores how colonial conquest was served by the ideology of the male breadwinner‒ female housewife as a divide-and-rule process to vest control over people, land, and water. After independence, the same ideology enabled top-down services in both sub-sectors and also marginalized women. This is contrasted with implications of global policy commitments to gender-equal households for the water sector. In particular, evidence of the multiple-use water services (MUS) approach is examined. This inclusive, people-driven water services approach meets both women’s and men’s multiple domestic and productive needs. Overcoming the same administrative silos in human rights frameworks, a gender-equal human right to water for livelihoods is proposed.

This paper reports a study that was conducted to develop language skills (listening, reading, writing and speaking) through implementing Integrated Tasks in English as a Foreign language teaching Context. The participants were 10 learners who were taking different English courses (First, second, third, fourth and fifth semester respectively), their English levels range from A1 to B1 and come from rural and urban areas all over Colombia. The study was conducted under the methodology of a mix-method and data were collected through interviews, online surveys and students’ reports of their results in the integrated tasks. The results suggest that Integrated tasks (meaningful assignments that combine the four language skills) seem to be a meaningful way to help learners develop their receptive and productive abilities. The participants highlighted the use of this methodology as a way to boost classroom autonomy, participation and providing them with rich practice to empower their capabilities in the English education process. In summary, Integrated Tasks served to shape the routine of the e-classroom and open discussion, decision-making and refer to the real-unreal daily life situations.

On 3 March 1193, in the episcopal palace of Piacenza, in the presence of the bishop of Piacenza and a papal legate (Cardinal Peter of S. Cecilia), Gandolfo, abbot of the Piacentine monastery of S. Sisto, presented a copy of an imperial diploma of the emperor Louis II, dated 4 November 862. The document recorded the donation of the curtes of Guastalla and Luzzara to Louis’ wife, the empress Angilberga, who subsequently left the same lands to the monastery in her will. Abbot Gandolfo stated that the lost original of the imperial diploma had been furnished with a golden seal and three monks of S. Sisto testified on oath that they had read the document and seen and touched the seal. This event marked the beginning of a bitter dispute lasting three decades between the monastery of S. Sisto and the commune of Cremona over possession of Guastalla and Luzzara. Before it was finally resolved in 1227 it attracted the attention of three popes (Innocent III, Honorius III, and Gregory IX), two emperors (Otto IV and Frederick II), three papal legates (including Ugolino da Segni, the future Pope Gregory IX) as well as a large cast of Lombard bishops and abbots employed as papal judges-delegate. It arose principally as a result of Cremona’s attempt to gain control of an area on the south-eastern periphery of its territory or contado. This was not unusual in northern Italy in the twelfth and thirteenth centuries: powerful city communes were everywhere trying to push the boundaries of their political, fiscal, and judicial authority up to, and sometimes beyond, traditionally recognized limits. The Guastalla–Luzzara case is an extremely well-documented instance of this trend: 250 documents relating to it are transcribed together, more or less in sequence, in an early thirteenth-century register of the commune of Cremona known as Codice A. This documentary record reveals in detail the various strategies adopted by the commune of Cremona to achieve its goals and allows the historian to view the dispute against the complicated background of political alliances, power relationships, and war in the Po plain during this period. Moreover, such is the richness of documentation that the case also throws up numerous vivid details of human interest.

This chapter focuses on the role of the East Asian state in the decline of mass atrocities. It suggests that the decline of mass atrocities in East Asia was driven by two, sequential, processes. First, the consolidation of states’ authority across their territory and the management or resolution of disputes about the state’s boundaries and its identity. The process of consolidation was itself often extremely violent, as different groups struggled for control of the state, disputed its boundaries and form, and tried to impose their vision of the good on the rest of the community. The second process, which began in the late 1980s, was the emergence of a new social contract between states and their citizens evident in rising expectations that, in return for loyalty, states ought to protect their citizens from mass atrocities and refrain from committing these crimes.

Streszczenie:
The climate system consists of interactions between physical, biological, chemical, and human processes across a wide range of spatial and temporal scales. Characterizing the behavior of components of this system is crucial for scientists and decision makers. There is substantial uncertainty associated with observations of this system as well as our understanding of various system components and their interaction. Thus, inference and prediction in climate science should accommodate uncertainty in order to facilitate the decision-making process. Statistical science is designed to provide the tools to perform inference and prediction in the presence of uncertainty. In particular, the field of spatial statistics considers inference and prediction for uncertain processes that exhibit dependence in space and/or time. Traditionally, this is done descriptively through the characterization of the first two moments of the process, one expressing the mean structure and one accounting for dependence through covariability.Historically, there are three primary areas of methodological development in spatial statistics: geostatistics, which considers processes that vary continuously over space; areal or lattice processes, which considers processes that are defined on a countable discrete domain (e.g., political units); and, spatial point patterns (or point processes), which consider the locations of events in space to be a random process. All of these methods have been used in the climate sciences, but the most prominent has been the geostatistical methodology. This methodology was simultaneously discovered in geology and in meteorology and provides a way to do optimal prediction (interpolation) in space and can facilitate parameter inference for spatial data. These methods rely strongly on Gaussian process theory, which is increasingly of interest in machine learning. These methods are common in the spatial statistics literature, but much development is still being done in the area to accommodate more complex processes and “big data” applications. Newer approaches are based on restricting models to neighbor-based representations or reformulating the random spatial process in terms of a basis expansion. There are many computational and flexibility advantages to these approaches, depending on the specific implementation. Complexity is also increasingly being accommodated through the use of the hierarchical modeling paradigm, which provides a probabilistically consistent way to decompose the data, process, and parameters corresponding to the spatial or spatio-temporal process.Perhaps the biggest challenge in modern applications of spatial and spatio-temporal statistics is to develop methods that are flexible yet can account for the complex dependencies between and across processes, account for uncertainty in all aspects of the problem, and still be computationally tractable. These are daunting challenges, yet it is a very active area of research, and new solutions are constantly being developed. New methods are also being rapidly developed in the machine learning community, and these methods are increasingly more applicable to dependent processes. The interaction and cross-fertilization between the machine learning and spatial statistics community is growing, which will likely lead to a new generation of spatial statistical methods that are applicable to climate science.

Multivariate multilevel survival analysis is introduced for studying hazard rates of observed emotional behavior relevant for coercion theory. Finite time sampling reliability (FTSR) and short-term retest reliability (STRR) across two occasions (sessions) of observation during structured problem-solving tasks several weeks apart were determined for hazard rates of emotional behaviors for parent–child dyads. While FTSR was high (.80–.96), STRR was low (.16–.65), suggesting that emotional behaviors in the context of parent–child social interaction are not very stable over a period of several weeks. Using latent variable structural equation models that corrected for the low STRR, two hazard rates were predictive of change in child antisocial behavior over a 3-year period (kindergarten to third grade) net of initial child antisocial behavior. Low levels of parent positive emotion and increases from session 1 to 2 of child neutral behavior both accounted for unique variance in third grade antisocial behavior.

The formation of new species was thought to result from a slow process of Darwinian evolution, but evidence indicates it can occur suddenly. The organism was thought to be passive, playing no role in evolution, but it can affect the evolution of its descendants because of its mobility, choices, control of the environment, and adaptability. Developmental processes were thought to be irrelevant to an understanding of evolution, but the enormous growth of epigenetics suggests that these processes can play an important role in evolutionary change. Acquired information can be passed to progeny without changing DNA sequences, and information can be inherited for a period in the absence of the initial environmental trigger. All this evidence suggests that evolutionary theory is evolving.

Through clinical reasoning, seasoned physicians correctly diagnose patients’ problems and develop appropriate treatments. It has two main components. The first is the ability to mentally stockpile and integrate information gathered in the process of treating many patients and reading research, allowing physicians to recognize patterns of data and sometimes make automatic diagnoses. The process is intuitive and nonanalytical. The second major facet of clinical reasoning is analytical. Physicians painstakingly examine and weigh all evidence, including patients’ clinical history and physical examination, to develop hypotheses and management plans. Attendings viewed the use of “why” questions as teaching opportunities. Questions served multiple purposes, including guiding the learners through their thinking processes, building on knowledge through hypothetical questions, and using the Socratic method to foster critical thinking. Instilling the ability to think critically about one’s own decision-making process was the attendings’ ultimate goal for their learners.

This chapter explores how it can be that, despite the attention of international institutions and experts in a particular constitutional process, and despite the application of international norms relating to democratic processes and fundamental rights, a constitutional process can give rise to a text that is incapable of achieving acceptance within the relevant country's borders. It argues that local context is the most important factor that should be considered if a constitution is to have any chance of acquiring some form of internal legitimacy in the future. The chapter begins by defining constitutional legitimacy and by arguing that although the 2006 Constitution has been endorsed by the international community, it was essentially dead on arrival in Iraq. It presents two case studies, to explain how this situation was brought about. The first shows how the drafters' lack of understanding of Iraq's institutional context led to the collapse of its system of parliamentary oversight under the 2006 Constitution, while the second shows how the constitutional drafters (and the internationals who advised and guided the constitutional process) had misjudged the relative popularity of the parties that were allowed to control the drafting process and that dictated the final text's content. Finally, the chapter attempts define the meaning of “local context” and identify its different components, particularly with a view to encouraging greater attention and understanding of local considerations and interests by all parties involved in a constitutional process in the future.

Streszczenie:
Genocide Perspectives VI grapples with two core themes: the personal toll of genocide, and processes that facilitate the crime. From political choices governments and leaders make, through to denialism and impunity, the crime of genocide recurs again and again, across the globe. At what cost to individuals and communities? What might the legacy of this criminality be? This collection of essays examines the personal sacrifice genocide takes from those who live through the trauma, and the generations that follow. Contributors speak to the way visual art and literature attempt to represent genocide, hoping to make sense of problematic histories while also offering a means of reflection after years of “slow violence” or silenced memories. Some authors generously allow us into their own histories, or contemplate how they may have experienced genocide had they been born in another time or place. What facets contribute to the processes that lead to, or enable the crime of genocide? This collection explores those processes through a variety of case studies and lenses. How do nurses, whose role is inherently linked to care and compassion, become mass killers? How do restrictions on religious freedom play a role in advancing genocidal policies, and why do perpetrators of genocide often target religious leaders? Why is it so important for Australia and other nations with histories of colonial genocide to acknowledge their past? Among the essays published in this volume, we have the privilege and the sorrow of publishing the very last essay Professor Colin Tatz wrote before his passing in 2019. His contribution reveals, yet again, the enormous influence of both his research and his original ideas on genocide. He reflects on continuing legacies for Indigenous Australian communities, with whom he worked for many decades, and adds nuance to contemporary understanding of the Armenian Genocide and the Holocaust, two other cases to which he was deeply committed.

The optimal control of the metal solidification process in casting is considered. Quality of the obtained detail greatly depends on how the crystallization process proceeds. It is known that to obtain a model of a good quality it is desirable that the phase interface would be as close as possible to a plane and that the speed of its motion would be close to prescribed. The proposed mathematical model of the crystallization process is based on a three dimensional two phase initial-boundary value problem of the Stefan type. The velocity of the mold in the furnace is used as the control. The control satisfying the technological requirements is determined by solving the posed optimal control problem. The optimal control problem was solved numerically using gradient optimization methods. The effective method is proposed for calculation of the cost functional gradient. It is based on the fast automatic differentiation technique and produces the exact gradient for the chosen approximation of the optimal control problem.

Streszczenie:
Arne Naess, a Norwegian philosopher known for his work on semantics and philosophy of science, was committed to Gandhian, non-violent enquiry. As an ecophilosopher and the father of the deep ecology movement, he developed a philosophical system termed ecosophy. According to Naess, the path to understanding lies in an interconnected set of active processes, which include cognitive and emotive components and involve a widening and maturing of the self, which he termed self-realization!. This chapter examines the building blocks of Naess’ ecosophy and its relevance to process philosophy in organization studies. It also discusses four of his key philosophical insights: self-realization, relationalism, gestalt ontology/perception, and the genesis of the Place-person. The chapter concludes by considering how Naess’ work contributes unique insights to a process theory of organizing.

Does it matter when and where a poem was written? Or on what kind of paper? How do the author’s ideas about inspiration or how a poem should be written precondition the moment of putting pen to paper? This monograph explores these questions in offering the first full-length study of Ted Hughes’s poetic process. Hughes’s extensive archives held in the UK and US form the basis of the book’s unique exploration of his writing process. It analyses Hughes’s techniques throughout his career, arguing that his self-conscious experimentation with the processes by which he wrote profoundly affected both the style and subject matter of his work. The book considers Hughes’s changing ideas about how poetry ‘ought’ to be written, discussing how these affect his creative process. It presents a fresh exploration of Hughes’s major collections across the span of his career to build a detailed illustration of how his writing methods altered. The book thus restores the materiality of paper and ink to Hughes’s poems, reading their histories, the stories they tell of their composition, and of the intellectual and creative environments in which they were gestated, born and matured. In the process, it offers a template for new approaches in authorship studies, reframing one of the twentieth century’s most iconic literary figures through the unseen histories of his creative process.

The term ‘material culture’ is often used by archaeologists as a non-specific way to refer to the artifacts or other concrete things left by past cultures. An archaeologist thus can be described as a person who studies the material culture of a past society. This article focuses on the idea of material histories. This idea as explored in this article has a dual sense. First, it underscores the ways in which material culture was bound up in how history as socio-historical process was lived, thus revealing how its study can provide insights into past practices and processes. Secondly, it reminds us that historical accounts — our insights into socio-historical processes — are material to the present, thus underscoring the need to consider how those accounts are shaped by and simultaneously shape contemporary perceptions and practices. An extensive analysis of material moments and material histories in the present time winds up this article.
