While it is often said that 'truth is the first casualty of war', this aphorism covers only one feature of how wars are reported, namely the deliberate use of misinformation by parties to a war. But language is by its nature a higly plastic resource: there is never just one way to report a set of events, even when the 'facts' may be uncontested. Drawing on data from newspaper reports and media briefings of the recent war in Iraq, we illustarte some of the basic grammtical systems which underlie the choice a journalist has to make, particularly in reporting 'high impact' events of the war. Using a functional apporach to grammar—where grammar is seen not as rules but as a theory of reality— we introduce some basic grammatical concepts or undertsanding the idelogical impact if different gramatical choices in contruing the events of war.

This article explores how emotional attachment and a sense of morality often drive journalists to produce great work in areas of conflict, particularly those solo video journalists who produce long format current affairs. But it also questions if a sense of engagement can impede journalist’s ability to report objectively? And how relevant is this ideal today? Former BBC war correspondent Martin Bell changed his view on objectivity after covering the Balkans War. He advocated for a journalism of attachment especially in war zones and amid human suffering. There are some Australian video journalists whose sense of engagement has defined outstanding bodies of work. However, some practices in the field often defy concepts of impartiality. Issues of, if, or when, to put down the camera and give assistance; or how to remain fair and honest to the story while gaining the long term trust of sources, sometimes challenges journalists.

Title : The deadliest war in the world – An assessment of the war reporting from the democratic Republic of Congo Author: Melinda Sutus University and course: Örebro University, Media- and communication C (international) Purpose: The purpose of this study is to understand if cultural and geographical proximity affects the way of reporting news and why the war in the Democratic republic of Congo gets so little attention compared to other wars and catastrophes. This will be made by studying the reporting about the war in two newspapers different from one another, one geographically and culturally closed to the war struck area, and one far away. Previous research: The research used in this study focuses on the third world, foreign coverage and globalisation. Studies made by Johan Galtung and Mari Holmboe Rouge, and Stig-Arne Nohrstedt are used to understand the reporting about Africa. Further follow Edward S Herman´s and Noam Chomsky´s views about the different types of victims and Jean-Claude Willame´s research about violence in Africa. Lastly a number of interpretations about globalization are being accounted for. Theories: Post colonialism, reporting war, the CNN-effect and 24h news and critical discourse analysis. Methods: Quantitative analysis and critical discourse analysis. Main results: The New York Times focused their reporting on war facts, in Cape Times the focus is distributed somewhat equally between all the topics. The New York Times portrays the conflict as cold-blooded and barbaric while Cape times emphasis the civilian and humanitarian aspects. Cape Times is closer to the area in question and the humanitarian aspects are easily understood, furthermore Africa does not see itself as a war-struck continent and victims the same way as the west sees the continent, which explains the absence of war facts in Cape Times. The main result is that geographically and cultural proximity does have a certain effect on how news is being portrayed. Key words: Africa, war, globalization, news reporting.

This study examined press freedom in Saudi Arabia coverage in two study periods, which are the Gulf and Yemen wars. Six Saudi newspapers, which represent Saudi regions, have been content analyzed. They are: Al Riyadh, Al Yaum, Al Nadwah, Mecca, Okaz, and Al Jazirah. The major questions are: What are the most salient issues Saudi newspapers dealt with in their editorials during the study period? What are the differences between the two periods of study? And what are the differences between the editorial features of the Gulf and Yemen wars? The normative theory-press freedom theory was conducted for this study. The results support the lack of press freedom during the Gulf War. In contrast, some newspapers have significantly improved their performance during the Yemen War, using a higher level of press freedom.

"Reporting Wartime Germany" is a study of the memoirs, diaries, and other works of American journalists who were in Berlin during the early wartime years, 1939-1941. It analyzes their perceptions of the changes which occurred during that important period. Manipulation of politics and political power is discussed, along with growth of resistance to the regime, and the apparent inability of the regime to negotiate with foreigners in good faith. The role of newspapers, periodicals, radio and the motion picture industry as media of propaganda is studied; the system of education, control of religion, and attempts to regulate artistic endeavors are surveyed. Particular attention is paid to the use of literature and art as means of directing the minds of the Berliners. Various forms of culture, including opera and the theater, are analyzed in terms of their importance as a"-form of escape for the Berliners. Other types of entertainment, such as nightclubs, restaurants, and vaudeville, along with spectator sports, are also included. Analysis is offered concerning the immediate loss of such "luxuries" as adequate transportation, liquor, coffee and tea, and cigarettes, the shortage of housing and the rationing of such staples as food and clothing, and the impact these changes in lifestyle had on the Berliners. The gradual change in attitude perceived by the Americans, from acceptance of conditions to fear that the war might be lost, is described. Because of the need to verify the often highly subjective reports of the journalists, there are extensive notes which include references to accounts by others who were in Berlin, either contemporaneously or earlier or later than the first wartime years, and also to significant secondary works. Thus this study presents a broad overview of Berlin during the early wartime years, as seen by foreigners with many different perspectives. The similarities and differences in their perceptions are noted. The discrepancies are stressed, with verifying sources for different viewpoints included in the notes. The conclusion drawn is that the real changes perceived by the Americans occurred in 1933, when the Nazis came to power, and after the summer of 1941 following the beginning of the Russian campaign. More importantly, the study underlines the importance of using and carefully comparing multiple sources for any type of historical inquiry. The study underscores how well-meaning and supposedly objective observers of the same scene can often differ significantly in their perceptions, interpretation, and reporting of specificevents and major trends.

This thesis analyzes specific challenges concerning 'truth-telling' war reporters face when reporting on international conflict. For this purpose truth is examined in accordance with journalistic principles outlined in codes of ethics, with a focus on objectivity and fairness. The aim is to discover ways to improve the application of principles, in order to battle epistemic errors and the effects they entail: polarization, reductionism, and superficiality. The study concludes that providing context and nuance is crucial, but that codes - although essential - are insufficient in helping journalists decide what is relevant and what is not. An approach in virtue ethics is recommended where phronesis (or practical wisdom) can inspire responsible journalists to comply with the spirit, rather than the letter of the principles.

One of the most controversial wars in contemporary history, both in terms of the ideological powers behind it and its continued struggle for over 60 years, is the Palestinian-Israeli conflict. The most recent outburst of the conflict, commonly known as the Gaza War, has attracted extensive global media coverage. Employing an interdisciplinary approach, the thesis incorporates an extensive content analysis, to chart patterns and regularities within a large corpus of four broadcast media (namely BBC Arabic, BBC World, Al-Jazeera Arabic and Al-Jazeera English). It then integrates a more interpretative discourse analysis, to investigate the cultural ideas evoked linguistically and, to a lesser extent, visually throughout the coverage. Assuming a qualitative stance, it also draws upon focus groups conducted in Jordan and England to examine the public s knowledge and understandings of the events on the ground, in addition to their evaluation of both organisations levels of objectivity and impartiality. To allow for a comparative dimension, the thesis develops two frames of analysis that systematically looks at two recurring themes and scrutinises their discursive strategies and functions in the construction of meaning and ideology. These include Provocation, which examines questions of responsibility and culpability; and Proportionality which embraces matters of legitimacy and authority in relation to the humanitarian aspect of the war. The findings indicate that the actions of a protagonist may be deemed legitimate with regard to provocation, but illegitimate with regard to their proportionality. The peculiar circumstances of the war pushed the media in the direction of greater separation from the predominant ideologies ensued by the Israeli Army. It suggests that both networks lack a coherent discursive strategy at the level of the lexical in their reporting of Gaza. The empirical findings also confirm that meanings devised by viewers are pertinent to their behaviours, attitudes and beliefs. This conceptualisation formulated three readings shaped by political, cultural and social formations: an oppositional (counter-hegemonic) reading, a dominant reading and a subliminal (sub-conscious) reading.

Through historical and content analyses of war coverage, this study qualitatively addresses emotional quality, use of sources, and implied use of technology to better understand the tension between Vietnam and Afghanistan war correspondents and their military counterparts. Early American democracy aspired to give total freedom to its people. But the American military, in its quest to uphold the ideas of democracy, has often challenged the freedom of press clause set forth by the United States Constitution. Since the Vietnam era, the relationship between the military and the media has been plagued by questions of censorship, assertions of falsehood, and threats to national security. But it is the technological advancements in both reporting and combat techniques that have caused a disappearance of the nostalgic war coverage that American correspondents once prospered from. The possibility of returning to journalists' vision of unrestricted press access is all but lost due to such advancements.

This biographical study has at its centre six of Australia’s most notable war correspondents of the Second World War: Kenneth Slessor, Damien Parer, Chester Wilmot, George Johnston, Osmar White and George Silk. There were over 250 Australian war correspondents during the conflict, in contrast to just thirteen during the First World War. This large group was a relatively well-defined professional and social network, within which existed friendships, rivalries, and collaborative endeavours. I argue that to truly understand the individuals who made up this network, we have to consider them not just as a series of separate journalists, but as a dynamic group interconnected in a variety of different ways: their work, social and professional interaction, journalistic ambition and philosophy, artistic interests, and engagement with the Anzac legend, to name a few. Through a thematic and comparative study of the work and ideas of these six key individuals, alongside a careful consideration of their interaction with each other and the wider group, I supplement our knowledge of why these individuals were historically significant—culturally, politically, and intellectually—and locate them within the historical context of Australian war reportage. A study of their lives and work side-by-side can, therefore, provide a valuable comparative insight into how some of the most distinguished war correspondents of their day approached their work, shaped the narrative of the war, and functioned as part of a wider dynamic group.

This article explores the question of how sustainability and labour law are interrelated. The modern world of work is characterised by the growing social and environmental responsibility of companies. Especially in the post-COVID era, sustainability also plays an increasingly important role in the corporate context, which is also noticeable in the so-called ‘war for talent’. Achieving personal career goals is no longer enough for employees today. Corporate values and in particular the socalled ESG criteria (Environment, Social, Governance) are thus also becoming increasingly important in the employment relationship and in corporate reporting requirements. In terms of social sustainability, labour law instruments can, for example, promote the creation of a discrimination-free working environment, the introduction of flexible working time models or the protection of whistleblowers. From an ecological perspective, labour regulations are also suitable for implementing ‘green mobility’ and other measures to reduce companies’ ecological footprints. Working from home, which experienced a huge boom during the COVID-19 pandemic, is also sustainable, especially from an ecological point of view. In this study, it was aimed to determine the reasons why the Press and Public Relations Consultancy of the Kütahya Dumlupınar University, which prepared the corporate news of university, could not reach a concrete standard in its contents and to show how these problems can be overcome. In the study, on-site observation technique was used and the data were obtained thanks to the author's being a consultancy employee. According to these data, it has been determined that the problems that harm to corporate reporting are experienced during the acquisition, preparation and distribution of texts. Based on the data obtained, the problems of the university in corporate reporting are as follows: The lack of an infrastructure that will provide awareness about corporate communication in the institution; As a result, it does not raise the expectation of corporate reporting. Finally, the corporate identity standards that will be the basis for corporate reporting have not been determined. It was concluded that Kütahya Dumlupınar University should initiate a corporate identity study targeting corporate reporting based on certain standards in order to solve the aforementioned problem.

Abstract For Drilling Contractors and Oil & Gas operators, daily drilling activity reporting is crucial to understand the underlying efficiency of the drilling process, identify risks and uncertainties at the well level and field level, look for opportunities to improve average rate of penetration and to be within the target drilling budget and target time. All the previous while increasing the safety of the people and assets and have the lowest impact in the environment. Daily drilling reports help drilling contractors and operators to understand what, where and when an activity was performed, helps managers to understand teams and contractors performance, and helps executives have a holistic view of the drilling process, and how it meets predefined Key Performance Indicator targets. Analysis does not only look into visible non-productive time, but extends into invisible non productive time. Examples of visible non productive time include drilling borehole assembly failure, critical rig equipment failure, etc. Examples of non visible non productive time include premature pulling out of hole of drilling equipment assuming high bit wear, variations between crew experience during drilling resulting in lower rate of penetration, etc. The challenge the industry faces is that daily drilling activity reporting; along with real time reporting, provides the foundation for drilling analytics. And inaccuracies in reporting the drilling activity, such as reporting the wrong activity, would lead to inaccurate analytics and insights. To overcome this challenge, operators standardize drilling activities reporting by defining drilling codes and subcodes that are used by Drillers, Tool Pushers and Company men to map a drilling activity to a usable code and subcode, and in turn, those codes and subcodes can be used to extract structured data out of the drilling reports for reporting purposes.

Abstract Currently, Automated Reporting leverages rig-sensors to produce ‘Activity’ and populated the Daily Drilling Report (DDR), replacing the labour-intensive manual entries. However, Surface and non-drilling activities cannot be detected in this way. The case study documents the complimentary use of a digital execution platform in filling these gaps. The automated daily drilling reporting solely on real-time rig sensors input causes a substantial number of non-drilling activities to be excluded and the data is not sufficient to produce solid 24-hour activities as required. Therefore, this paper presents a reporting solution that combines both real-time rig sensors input and activity tracking from a digital execution platform thus enabling the next level of reporting automation. Furthermore, the combination of these two sources ensures reporting accuracy and provides granularity for the next level of performance benchmarking. The paper documents the vision, methodology, implementation steps, challenges, and benefits of automating daily drilling reporting. The results of the case study were thoroughly discussed. The overall approach that was undertaken is straightforward where observation was conducted by identifying the similarity and differences of activities detected in the manual DDR and the improved automated reporting activities. The gap between the drilling activities (rig states) and non-drilling activities is corrected through a process of "cut and split" to capture the 24 hours activities. The planned activities were imported and monitored in the Digital Execution Platform, translated into WITSML (Wellsite Information Transfer Standard Markup Language) Drillreport object. Simultaneously, the real-time rig sensors data are available as WITSML log objects. DrillOps Report executes three tasks: Populate the sensor activities (Referred to as Automated Rig State Activity) by utilizing the "Fixed Text Remark" capability.Filter DrillReport object for actual activities on the rig marked as completed (Referred to as External Activity) by supervisors on the rig to populate all valid activities on rig.Overlapped activities in (1) and (2) will be cut and split accordingly where (1) supersedes the (2) as the single source of truth is the rig states detected by the rig sensors. On non-drilling days, (2) supersedes. This is referred to as Machine Activity Record (MAR). Other DDR information required is populated via FileBridge where the readily available information is parsed from the contractors' own reports into Automated Operational Reporting Solution. By utilizing the automated daily drilling reporting capabilities, rigsite users were able to reduce the time spent in capturing and entering the information required as part of the DDR. The rigsite personnel was then able to direct their attention on running daily data QA/QC prior to the daily report submission. This then allows them to put more focus on optimizing their wellsite operational performance and plan on any potential outcomes from the current activities. The structured data will enable post drilling actionable insights analysis.

Materials and methods. One of the main statistical forms of medical reporting that makes it possible to analyze indicators of the health status of workers and the activities of medical organizations in occupational medicine in the Russian Federation is the Form No. 30 “Information about a medical organization”. Results. The indicators analysis of the activities of medical organizations in the Russian Federation providing occupational health care was carried out on the basis of the Form No. 30 “Information about a medical organization”. The reporting forms about the examinations of occupational suitability and examinations of the connection between the disease and the occupation in the Russian Federation have been also developed and improved. The data analysis of medical organizations in the system for accounting and analyzing of occupational diseases «Occupational medicine» posted on the web-site http://profstat-irioh.ru is also carried out. Conclusion. It is proposed to improve the reporting documentation in order to optimize accounting and reporting if necessary. It is also proposed to keep statistics on the mandatory preliminary and periodic medical examinations for workers employed in jobs with harmful and (or) hazardous working conditions in the federal statistical form No. 1-zdrav “Information about the health care organizations”.

In this blog post, the author examines the specifics of the work of minority media and minority journalists during the first six months of the war of aggression against Ukraine. The text is based on the author’s interviews with representatives of different types of minority media outlets – printed, digital, as well as the public broadcaster – operating in different regions of Ukraine. The key findings indicate a tendency towards scarcer reporting about the daily lives of ethnic communities and a more vulnerable situation for minority reporters, many of whom have fled abroad, of all media outlets scrutinized. Moreover, a significant decrease in broadcasting in minority languages through the public broadcaster is identified in one of the multi-ethnic regions.

In 2020, the University of Dundee initiated the development of an Open Research strategy. As part of this initiative, in February 2021 the University’s Library and Learning Centre together with Open Research Champions from the Schools of Health Sciences and Dentistry, formed an Open Research Working group. To build on the University’s open research policy and infrastructure, the purpose of the group was to facilitate ongoing research and development of best practice approaches for our interdisciplinary environment to make outputs, data and other products of our research publicly available, building on University of Dundee’s Open Research policy and infrastructure. Through informal consultations with academic staff and students, the Open Research Working Group found that: → access and reach of research findings can be amplified through effective knowledge mobilisation, and stakeholder and patient and public involvement; and → there was a need for guidance and resources on how-to implement knowledge mobilisation activities with and for stakeholders throughout the entire research process – from proposal development to project completion. In June 2021, the Open Research working group, in partnership with Simon Fraser University’s Knowledge Mobilization Hub began the development of an Integrated Knowledge Translation (IKT) Toolkit, with funding support from the University of Dundee’s Doctoral Academy and Organisational Professional Development. IKT is an approach to knowledge translation that emphasises working in an engaged and collaborative partnership with stakeholders throughout the research cycle in order to have positive impact. The aim was to co-produce evidence-informed, best practice learning materials on how-to: → maintain ongoing relationships between researchers, community stakeholders and decision-makers in research development and implementation; and → facilitate an integrated, participatory way of knowledge production whereby researchers, practitioners and other knowledge users can collaborate to co-generate new and accessible knowledge that can be utilised in contexts ranging from supporting community development to policy guidance for practice. The IKT Toolkit was informed by a focused evidence review and synthesis of published peer-reviewed and grey literature and consists of 8 knowledge briefs and a slide deck co-produced for use in any discipline or sector. Each knowledge brief provides practical guidance and resources to support an IKT process in each of eight key research stages: (i) Partnership Building; (ii) Generating Priorities and Ideas; (iii) Proposal development; (iv) Study Design; (v) Data Collection; (vi) Data Analysis; (vii) Reporting and (viii) Dissemination. The current knowledge brief provides IKT guidance on Research Stage 7: Reporting.

In this article considered Journalistic and editorial activity of Volodymyr Lenika (14.06.1922–02.11.2005) – one of the leading figures of Ukrainian emigration in Germany. First outlined basic landmarks of his life and creation. Journalistic and editorial activity of Volodymyr Lenik was during to forty years out of Ukraine. In the conditions of emigration politically zaangazhovani Ukrainians counted on temporality of the stay abroad and prepared to transference of the created charts and instituciy on native lands. It was or by not main part of conception of liberation revolution of elaborate OUN under the direction of Stepan Banderi, and successfully incarnated in post-war years. Volodymyr Lenik, executing responsible commissions Organization, proved on a few directions of activity, which were organically combined with his journalistic and editorial work. As an editor he was promotorom of creation and realization of models of magazines «Avangard», «Krylati», «Znannia», «Freie Presse Korespondenz», newspapers «Shliakh peremogy». As a journalist Volodymyr Lenik left ponderable work, considerable part of which entered in two-volume edition «Ukrainians on strange land, or reporting, from long journeys». Subject of him newspaper-magazine publications directed on illumination of school, youth, student, cultural, scientific problems, organization and activity of emigrant structures, political fight of emigration, to dethronement of the antiukrainskikh Moscow diversions and provocations. Such variety of problematic of works of V. Lenika was directed in the river-bed of retaining of revolutionary temperament in the environment of diaspore, to bringing in of it to activity in public and political life. Problematic of him is systematized publicism and journalistic appearances, which was inferior realization of a few important tasks, namely to the fight for Ukrainian independence in new terms, cherishing and maintainance of national identity, counteraction hostile soviet propaganda. This article examines changes in the frequency and characteristics of domestic violence reports after the start of the pandemic and the imposition of mobility restrictions in six Latin American countries. The study uses three types of data sources: calls to domestic violence hotlines (for the City of Buenos Aires in Argentina, Colombia, and Peru); calls to emergency lines (for Ecuador, Lima in Peru, and Costa Rica); and police/legal complaints (for Colombia, Ecuador, and Uruguay). Data through June 2020 shows that the pandemic's impact on domestic violence reports varied significantly across countries, periods, types of violence, and reporting channels. Calls to domestic violence hotlines soared, but calls to emergency lines and police complaints fell (especially in the first weeks of the pandemic). Significantly distinct patterns are observed between reports of psychological and physical violence, and non-cohabitant and cohabitant violence. These patterns are consistent with the pandemic changing the relative incidence of different types of violence and altering the perceived costs of reporting them through alternative channels. Increases in calls to domestic violence hotlines suggest that this channel was best suited to respond to victims' needs during the pandemic. In turn, the drop in legal complaints and calls to comprehensive emergency lines are consistent with an increase in the perceived (relative) cost of using these channels. The findings reveal how the pandemic altered domestic violence victims' demand for institutional help and highlight the relevance of domestic violence hotlines as an accessible and valuable service.

Trends in homicide rates for emerging adults in Massachusetts was examined using data from the Massachusetts Violent Death Reporting System, Injury Surveillance Program, and Massachusetts Department of Public Health. Data for police killings was drawn from Mapping Police Violence which currently represents one of the most comprehensive databases of police killing victims in the U.S. Data from Analyze Boston was used to examine rates of police contacts that involved non-fatal police contacts (frisk or searches) among emerging adults in Boston, Massachusetts. Data for suicide deaths and mechanism of suicide were drawn from the Massachusetts Violent Death Reporting System, Injury Surveillance Program, Massachusetts Department of Public Health. Counts of Emergency Department visits for nonfatal drug overdoses in Massachusetts were drawn from the Massachusetts Inpatient Hospital Discharge, Outpatient Observation Stay, and Outpatient Emergency Department Discharge Databases, via the Center for Health Information and Analysis.

In 2021, recreation visits to National Park Service (NPS) sites rebounded from the COVID-19 pandemic-driven low visitation of 2020 and climbed to 297,115,406 recreation visits. This is an increase of 60 million recreation visits (+25.3%) from 2020 and a decrease of 30 million recreation visits (-9.3%) from 2019. Recreation visitor hours were 1,356,657,749 – a 28.6% increase from 2020 and a 5.1% decrease from 2019. Total overnight stays followed a similar pattern with 12,745,455 overnight stays – up 4.7 million (+58.5%) from 2020 and down 1.1 million (-8%) from 2019. Five parks were added to the reporting system in 2021: Alagnak Wild River in Alaska, Camp Nelson National Monument in Kentucky, Medgar and Myrlie Evers Home National Monument in Mississippi, Tule Springs Fossil Beds National Monument in Nevada, and World War I Memorial in Washington, D.C. These parks were responsible for over 629,000 recreation visits in 2021. Factors influencing visits to National Park System units in 2021 include: continuing closures and limited capacities due to COVID-19 mitigation at some parks, temporary closures for wildland fires in 2021 (eleven parks), severe regional smoke/haze from ongoing wildland fires throughout the summer and early autumn affecting parks in the western half and northern tier of states in the continental U.S., two hurricanes in 2021 – both in August – impacted visitation: Hurricane Henri caused temporary closures of some parks in the northeast and Hurricane Ida caused temporary closures of parks along the Gulf Coast and generated some heavy flooding in the northeast, hurricanes and wildland fires in previous years resulting in lingering closures, most notably Hurricanes Irma and Maria in 2017, the Carr and Woolsey Fires in 2018, Hurricane Dorian in 2019, the Caldwell, Cameron Peak, East Troublesome, and Woodward Fires in 2020, and Hurricane Sally in 2020. Forty-four parks set a record for recreation visits in 2021 and 6 parks broke a record they set in 2020. See Appendix A for a list of record parks. The number of reporting units with over 10 million recreation visits was the same as in recent years (3 parks) and 73 parks had over 1 million recreation visits. Twenty-five percent of total recreation visits occurred in the top 8 parks and fifty percent of total visitation occurred in the top 25 parks. Several parks passed annual visitation milestones including Capulin Volcano NM which passed 100,000 annual recreation visits for the first time, Big Bend NP and Devils Tower NM which each passed 500,000 annual recreation visits for the first time, and Zion NP which passed 5 million visits for the first time. Other parks passed milestones for accumulated recreation visits including Hamilton Grange NMEM (1968-2021) and Palo Alto Battlefield NHP (2003-2021) each passing 1 million total recreation visits, Voyageurs NP (1976-2021) passing 10 million total recreation visits, and Hot Springs NP (1904-2021) passing 100 million total recreation visits. Population center designations were updated in 2021 to reflect overlap of park boundaries with statistical areas from the 2020 U.S. Census. Many population center changes reflect increases in local population as indicated by parks changing from rural to outlying or from outlying to suburban. Other changes reflect increasing complexity in population density as parks changed from a single designation, such as rural or suburban, to a mixed designation. See the Definitions section for population center definitions and Table B.1 for previous and updated population center designations by park. Student learning outcomes are an important source of evidence regarding improved teaching quality. A multi-year teacher development study series was commissioned by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to investigate teacher development initiatives in Lao People’s Democratic Republic (Laos), Timor-Leste and Vanuatu. The overall aim of the study series is to understand the extent to which the Australian investment has improved teaching quality and student learning. This paper outlines the different approaches to sourcing and using data in each country context, and then presents initial insights about the challenges associated with the limited availability of data for measuring and reporting student learning outcomes, as a measure of teacher effectiveness. It presents key lessons learned about conducting research with limited existing student learning outcomes data and offers some solutions to inform programs in other contexts.
