It is also an area with distinctive characteristics that preclude direct importation of knowledge management approaches developed for the for-profit sector. The financial position of English social policy charities has received much attention, with a particular focus on the difficulties that small- and medium-sized organisations are experiencing. However, in this article we show that the evidence base has a number of limitations. We then demonstrate, analysing data from a survey of more than 1,000 charities, that organisational size, per se, is only one dimension of the problem: perceptions that the operating and financial environment is challenging are related to other organisational characteristics. We then add to the survey data indicators of financial vulnerability to investigate whether there is a relationship between perception (responses to questions about the resources available to charities) and financial reality (the recent financial history of these charities). Somewhat reassuringly, however, we demonstrate that there is a degree of consistency between the perceptions that organisations report and we discuss the implications of the findings.

Scholars have attributed various beneficial outcomes to the presence and density of the voluntary, third or non-profit sector in communities. One way in which the distribution of such organizations may benefit communities is through providing opportunities for volunteering. We hypothesize that the distribution of third-sector organizations has an influence, after controlling for relevant individual and area characteristics, on the likelihood of engaging in formal volunteering (defined as unpaid help given through, and to, third-sector organizations, rather than directly to individuals). Using administrative data from the Charity Commission, we classify organizations in terms of their geographical scale of operation. We then construct indicators of the distribution of charities, and their expenditures, for local authorities in England. We obtain data on volunteering by individuals from the Citizenship Survey and link this to administrative data contained in the Charity Commission register on the distribution of charities. We find that there is a positive relationship between the numbers of charities operating locally and the likelihood of volunteering. Other measures, however, including the distribution of charities operating either regionally or nationally, have no statistically significant effects. We find no relationship between a measure of the size of charities (the median expenditures of charities within local authorities) and the likelihood of volunteering. These findings are relevant beyond the UK to debates about the understanding of variations in voluntary action, and to discussions about the impact of the third sector upon communities.

Drawing on the findings of a year-long empirical study of 15 charities in the county of Merseyside, this article examines some of the implications for charities of entering into the ‘contract culture’. Although not the focus of the empirical study as a whole, the particular aim of this article is to consider the effect of the contract culture on the typically small charity. After a brief consideration of the legal status of charities funding documents within the contract culture, a number of problems faced by small charities that are embraced by the contract culture, together with their legal consequences, are examined. A number of survival tactics for small charities are then discussed. In the light of the publication of the government Compact on relations between itself and the voluntary and community sector, a plea is made for more equal partnerships to be forged between charities and their funders within the contract culture.

As non-governmental providers of public goods, charities are funded by governments and also by individuals and foundations. How do foundation grants to charities affect private donations to these organizations? The standard economic theory on voluntary contributions to the public good hypothesizes that foundation giving will crowd out private donations. An alternative giving dynamic may arise whereby foundations act as complements to private donations because they can provide a signal of charity quality to individuals and thereby influence their decisions to give. This article offers a rigorous empirical analysis of the relationship between foundation and private donations by utilizing a unique data set on Canadian social welfare and community charities matched with their foundation donors. Empirical findings confirm that an additional dollar of foundation grants to charities crowds in private giving by three dollars on average, suggesting that private donors may look to foundation grants for information on charities to make informed giving decisions.

This paper examines voluntary contributions to public education via charitable school foundations, booster clubs, parent teacher associations, and parent teacher organizations. We use panel data on school-supporting charities with national coverage from 1995 to 2010, which we geocode and match to school districts. We document the meteoric rise of school-supporting nonprofits during this panel, and then estimate a series of regression models to examine the distributional consequences of voluntary contributions. We find relatively large districts have higher probabilities of receiving revenues from a school-supporting nonprofit but the level of per-pupil voluntary contributions declines with student enrollment. In addition, we find school districts with higher endowments have higher probabilities of being served by at least one school-supporting nonprofit and higher levels of per-pupil contributions. Finally, we find no evidence that impressive recent growth in the number and financial size of these school-supporting charities relates to reductions in the public financing of schools.

These figures are in line with the UK charities average as estimated by the Charities Aid Foundation. This thesis is a case study of six organisations and two pilot organisations to investigate the implementation of strategic planning in small charitable organisations in the voluntary sector in Edinburgh. The case studies utilised semi-structured interviews, observations and questionnaires on multiple occasions over a two-year time period. The data collected provided insight into the financial management systems utilised by these organisations and the training level attained by the financial person of each of the organisations. The findings supported the concept that the more developed the training of the financial person, the more developed the level of planning attained and the more complex the funding arrangements accessed by that organisation become. The research also supported the position that the barriers to planning were the same barriers that have been previously noted in the literature as indigenous to the voluntary sector: time, money, resources, and communication. In addition, the research developed evidence to support a listing of characteristics which are indicative of when an organisation is ready to plan more strategically. These include such items as a teamwork approach, knowing the staff and their backgrounds, knowing and planning for the training needs of staff, supporting the staff, and developing in the staff the feeling that they can talk to their supervisor. The research also developed that there are certain general characteristics, such as being aware of changes in the law, having, and being perceived to have, fair and up to date policies and procedures as being indicative of an organisation which is ready for the changes intrinsic in the implementation of strategic planning models involving continuous improvement such as the EFQM Excellence Model®. Although the organisations are not opposed to planning in general and strategic planning in particular, the need for survival by conforming to the requirements of funders takes precedence over longer term planning. Part of the impetus for this behaviour is the evocative behaviour of supporting 'the cause' for which they were founded. Frequently in the voluntary sector, 'the cause' also involves working with vulnerable groups of people. The limited progress observed in their strategic planning indicated that the period of time available for observation was too short and the measurements needed to be taken too soon.

This research explores the learning of volunteers who are being trained to perform service-providing roles within UK health and social care charities. Within these charities, volunteers often perform complex roles in dynamic environments, supporting service users and addressing challenging causes. This thesis argues that the charity and voluntary environment offers certain affordances, and also constraints, that provide opportunities for transformative learning experiences. The limited previous studies on the learning of volunteers have tended to concentrate on training evaluations or informal learning 'on the job', resulting in an unhelpful formal/informal dichotomised approach to learning. The research proposes that this approach has been unable to offer a detailed insight into the learning experienced by volunteers within the training process. In particular, this dichotomised view has been unable to account for both the learning of scientific concepts, such as the specific health conditions these charities are addressing, and everyday experiences of both volunteers and service users that are integral to the learning process. To address this gap, the thesis draws upon Cultural-Historical Activity Theory (CHAT), which is an approach grounded in Hegelian dialectics. Specifically, the CHAT-informed theories of expansive learning (Engeström, 1987) and Transformative Activist Stance (TAS) (Stetsenko, 2008) are synthesised to examine how volunteers interact with and within the charity environment through practices of training. Through this perspective, learning is conceptualised as a form of individual and social transformation, which expands the possibilities for collective activity. Expansive learning and TAS have previously been drawn upon to provide insight into learning in the workplace and in projects of social change respectively. However, so far the theories have not been focused on learning within the charity and voluntary environment. A multiple case study of three health and social care charities based in North West England provides the empirical data for the research. Each charity addresses a complex health and social cause, including stroke, sexual violence and HIV, and relies on volunteers to help provide services. Multiple qualitative methods, including observations of training, charity staff interviews, along with interviews and focus groups with volunteers, allow a range of perspectives and positions to be taken into account in line with the epistemology of the study. Data are analysed through the process of abduction drawing upon a CHAT-informed theoretical framework. The thesis intends to contribute to knowledge in two main areas. Firstly, it aims to increase understanding of learning within volunteer training, including how learning in the charity environment can be supported, sustained and made meaningful to enable transformative experiences. Secondly, it aims to theoretically advance CHAT, and the charity and voluntary environment is presented as a fruitful setting for developing particular aspects of the theory, such as emotion and agency.

This thesis examines the Ballarat Female Refuge, the first such institution on the Australian goldfields, as a case study of the interrelationship between charity and power. Established in 1867 by a group of twenty-six Protestant women with the intention of reforming prostitutes, the Refuge became a shelter for single mothers. An analysis of its history over the period 1867 to 1921 highlights attitudes towards female sexuality, and demonstrates how moral authority was exercised through this highly-gendered institution. The thesis locates the Ballarat Female Refuge within both an international history of female refuges and the network of voluntary charities which developed in nineteenth-century Ballarat. It argues that such charities were influential in the consolidation of class barriers in the goldfields city. While they were founded as a result of both evangelical religious fervour and humanitarian concern, they sought to impose middleclass moral values on their inmates, simultaneously conferring status and prestige on their committee members The thesis analyses the Protestant Ballarat Female Refuge through an examination of its committee, staff and residents in order to identify aspects of both power and mutuality in the charity relationship. It also looks at the symbolic systems operating at the Refuge, in particular the meanings of the wall and the laundry in the processes of exclusion and reformation. Drawing on narrative, biographical, statistical and genealogical sources, it details the ways in which moral authority was exercised through the Ballarat Female Refuge.

Focusing specifically on the early 2010s, we map the shift from the Conservative flagship project of the Big Society, to the renewed localism project of the Civil Society Strategy. We draw out the links between the societal hardening in focus, shifting from universal to targeting of preventative services, and discuss the role of the voluntary sector in delivery of these services.

Chapter 5 concentrates on voices from the frontline and their lived experiences. Within this chapter we focus on the lived realities of commissioning. Commissioning, the central process for managing relationships between the voluntary sector and the state, is one of the most contentious issues for modern day children’s charities. Early intervention and preventative services for children, sit central to this debate – these statutory services at the heart of local government are often commissioned out to voluntary sector organisations for delivery, and form the very focus of this book. We argue that Commissioning in its current form is failing; it threatens the very survival of local voluntary sector organisations seeking to support children and young people, and, rightly so, is coming under increasing scrutiny. High profile cases such as the demise of the charity Kids Company, led by the charismatic Camila Batmanghelidjh, have brought the relationship between the State and sector to the fore of public and academic debate. In this chapter we begin to unpick some of that debate, examining what has happened over the past decade, charities experiences and how we may potentially move forwards.

In chapter 4, we focus on education and explore how education has increasingly turned to charity in times of austerity. Education is a core service which provides the grounding, qualification and socialisation for children and young people, which will likely impact on them for the rest of their lives. A primary tool for increasing social equality, achieving aspirations and supporting children and young people to become active, pro-social citizens, it is unsurprising that this is an area of interest for many philanthropists, charities and voluntary sector organisations. Similarly, as schools face ever more fiscal, performance, recruitment and retention pressures, we see them increasingly turning to voluntary action – that is fundraising and volunteers – to counter resource pressures. This chapter explores this core concept, the relationship between education and charity. Focusing particularly on primary education which concentrates on 4-11-year olds, we investigate how charities shape and support education, and indeed how schools engage in voluntary action to support their day to day delivery. We consider the implications of this work and what this means for the charitable sector. We finally conclude with what this means for schools, and most importantly what this means for the children they seek to serve.

In chapter 1 we provide an overview of the concept of prevention within child welfare, particularly under the New Labour government (1997-2010). Coming to power in 1997, Labour placed considerable focus, and financial investment, on reducing child poverty and social exclusion, and increasing universal early intervention support and coordination between services. The role of the voluntary sector became mainstream in the provision of children’s services, with the launch of several high-profile initiatives. Focusing on the concept of ‘prevention’ within child welfare and building on these shifting understandings of childhood and the concerns for children, this chapter explores how social policy operationalised under the Labour government; from how Labour developed strategies to tackle issues surrounding children and young people who are considered disadvantaged, vulnerable or at risk and how they mobilised the voluntary sector within this response.

In chapter 3, we provide a contemporary policy overview – covering the past decade from 2008-2018 – and how that has translated into practice. We outline the realities of early intervention policy and begin to look at the lived experience of delivering services on the frontline. What is evident is that practice in children’s social care and early intervention is struggling to keep up with the demands and the diversity of demands placed upon services. Voluntary sector and statutory services are facing increasing cuts as thresholds for defining a ‘child in need’ increasingly shift up. Children’s outcomes and the services available to them are widely varied depending on the type of support they require and where they live.
