Pełny tekst źródłaNowadays, the Gross Domestic Product per capita is considered the main economic indicator that measures the development of the countries. However, this indicator does not totally fully describe the unmet needs of the population. That is why the Social Progress Index (SPI) developed by the Social Progress Imperative is born, which has three dimensions: (a) Basic human needs, (b) Fundamentals of well-being and (c) Opportunities, each one also integrated by four components; The purpose of this indicator is to measure the results of government policies application oriented to the satisfaction of this needs. Under this methodology, the IPS of the district of Virú was calculated, getting a result of 57.20 and placing itself in a "Medium Low" rating range, a range that is also shared by the three dimensions of the index; we must specify that, within the dimensions, there are three components that have achieved a higher rating than the average range (between "Medium High", and "High") and five that are within a lower than average range (between "Very low" "And" Extreme Low); which are analyzed against the Concerted Development Plan of the Municipality and other government instruments. Some of these components are included directly, with action plans and measurement indicators, while others have not been considered. Likewise, in order to make this investigation, we divided the district into two sectors that were determined according to their geographical location, taking as a point of reference the cut made by the passage of the Pan-American highway; being that sector 1 (east side) obtained an SPI of 58.95, "medium low" range; while sector 2 (west side) showed an SPI of 50.07, "Low" range. This difference determines different deficiencies for each sector as well as different opportunities for improvement that government management should take into consideration for the preparation of their action plans.

Pełny tekst źródłaThe experience of local development expressed in the strengthening of social capital from agricultural entrepreneurship in the C.P.M. Tanguche, Chao District, Virú Province, La Libertad Region, becomes a study interest given that it is a new entrepreneurial experience, although it is true La Libertad Region is one of the regions with the highest agricultural production, It is one of the regions that have significant poverty rates, in its three coastal regions, mountains and jungle. The experience is made up of 130 farmers linked to agricultural entrepreneurship through an Association, of the 172 families that inhabit the CP.M. Tanguche. The research on the one hand will be descriptive and will promote the understanding of the process of gestation, implementation, milestones, achievements and changes that are central to the experience. On the other hand, the study will be qualitative; and the study has been considered under four dimensions, the first one being the historical reconstruction, the second one that approaches the agricultural entrepreneurship, the third one that refers the strengthening of the social capital and the last one resulting from the field work oriented to the formalization. The interest of studying the processes of this venture lies in the fact that the experience comes from the same population voluntarily organized in order to enhance its main activity by making use of its own resources (natural, economic, human, etc.), to which is added the private involvement and to a lesser extent public participation. The clear achievements to date are the shift from a subsistence agriculture to a population development agriculture that consolidates a system of networks directly expressed in marketing not only to the interior but also to the exterior of the country. Also the experience has allowed to monitor with greater emphasis the health of the farmers, as well as the care of the environment mainly the soil and the water, and the formation and identification of leaders who through the association not only outline ideas for agriculture but also for the development of other community aspects, among others. Thus, research has focused on the study and promotion of local economic development and territorial development, where the unit of action is the territory and not the company, and in some cases both acting under a network system that favors development in its economic, human, socio-institutional, political and environmental dimensions, that is, an integrated development, and that is the challenges of social management is to respond to social demands immersed in a globalized world, to reduce the gaps of inequality and poverty .

Pełny tekst źródłaThe following strategic plan is designed for the province of Trujillo, located in La Libertad region, northwest of Peru. As strengths, this province has agricultural associations, which allow increasing the exportable supply, highlighting the production of and export of asparagus, which is combined with other crops such as avocado and artichoke. In addition, there is a wide range of tourist attractions, including archaeological sites, natural, religious and cultural places; as well there is also the production of fish flour, wood pieces and leather footwear. However, there is a road infrastructure, with inefficient municipal management. In order to increase the strengths that the province has and take advantage of the opportunities, diverse strategies have been created and reviewed in detail, which, when implemented, will achieve the vision of 2028. The same that establishes being the first province in the country in leather footwear production as well as in asparagus exports, developing the tourism industry, to eliminate extreme poverty. The recommended strategies to implement are: (a) implementing the development of tour packages by segments (experiential, exclusive, adventure), (b) developing the Russian market of fresh and processed vegetables, (c) Developing new agro-industrial export products , to penetrate the markets of the United States of America and Europe; and (d) implement the promotion of key zones for the economic development of the city such as the Historic Center, Gastronomic Corridor, Commercial Zone and Industrial Zone, with public and private investment; among others. To achieve this, and seeking to generate competitive advantage, three clusters will be formed, one for the tourism industry, a second one for leather footwear sector and the other for agroindustry, involving suppliers, producers, processors, packers and transporters.

Pełny tekst źródłaThe present investigation was carried out with the purpose of elaborating a strategic planning for the province of Otuzco, that belongs to the La Libertad region; this province is positioned for its religious festivities towards the virgin of the door, however, after a situational analysis it was found that the province has potentialities that should exploit and thus minimize the barriers that prevent it from developing as others do in from the same region. The development of the province of Otuzco is in accordance with its own interests but aligned with the interests of Perú; After several field visits, interviews with authorities and residents and contrast with the bibliographical references, a vision centered on its tourist attractions was raised, without neglecting the religious faith, for a time horizon to 2026, year in which it is expected to be one of the first four tourist provinces from the La Libertad region. In order to achieve recognition of the province, as indicated by its vision, it has set itself challenging objectives but at the same time achievable in the long term, each of these objectives were disaggregated into other more specific objectives, which will have to be fulfilled in the short term; all the objectives are concatenated to the interests of the province. Finally, the results obtained in this planning will be achieved as long as the strategies that were analyzed considering the current situation of the province are implemented, and that at the same time went through a series of filters to really make sure that these strategies are adequate for the province of Otuzco.

Pełny tekst źródłaThe present study on Integral Strategic Planning (PEI) for the province of Trujillo was aimed at the development of a strategic plan to help control the strategic plan of Trujillo prepared by the Municipality in the Local Development Plan Concertado of the Province of Trujillo for the period 2017 - 2030 (PDLC), to have a comprehensive vision of the necessary adjustments that could be made throughout its implementation. For the realization of the present study, the Strategic Planning model elaborated by Professor D'Alessio (2015) was used. The results show that La Provincia de Trujillo has internal factors and favorable external factors to improve its competitive position. It has a strategic location, high-reach road network, emergent and intensive mining, large agroindustrial companies, leather and footwear industries and a growing presence of the main operators of shopping centers in the country, for which they have reconsidered the traditional economic activities and encouraging the formation of clúster; To do so, it must face an environment characterized by economic inequality, the lack of political clarity in the country's vision, and atmospheric disturbances and natural disasters caused by climate change. In addition, sustainable economic growth is projected and sustained by major public investment projects executed by the three levels of government, in irrigation systems and in the improvement of their educational service and health service. The results obtained indicate that, despite the adversities of the environment, the province of Trujillo has the potential to be the most competitive region in Peru; For this, it requires following a strategic process that will add value to its comparative advantages transforming them into competitive advantages

Pełny tekst źródłaDue to the lack of confident studies and tools of reference to make decisions which allow the sustainable development of the population of the province of Trujillo, CENTRUM Catolica by means of the MBA IM program TRU XVII and the current thesis group, have taken the decision of contributing to the social development of the province, by using the Social Progress Imperative Methodology, the first measurement of the Social Progress Index (SPI) of the province of Trujillo. This investigation had as object of study the suburbs of the province of Trujillo and its eleven districts, where the population perceptions were collected and analyzed in regards to the three dimensions of the SPI, being: Human Basic Needs, Fundamentals of the wellbeing and Opportunities. The current investigation was developed with a non-experimental and transectional descriptive focus, then for the collection of the primary information personal interviews were made to each household head on a representative sample by using questionnaires, and also it was conducted a collection of secondary sources of information for the respective statistical analysis. Therefore, the 2018 SPI score of the province of Trujillo was 58.60, obtaining a "low medium" qualification. This province had a remarkable score on the SPI for Human Basic Needs being qualified as "very high" with a score of 86.24, and then for the dimensions Fundamentals of the wellbeing and Opportunities, qualifications obtained were "low" and "very low" with scores of 49.12 and 40.45 respectively. Finally with the obtained scores, it is recommended to establish strategic alliances between authorities, public and private companies, and the province population itself in order to identify opportunities, define the vision and strategies of change, and therefore taking action on these to achieve an inclusive social development for communities

For decades the Gross Domestic Product has been used as an absolute indicator of economic growth, ignoring the relevant variables that impact on human welfare. In this context, the Social Progress Imperative developed the Social Progress Index, that measures human well-being from a holistic view, through the measurement of three fundamental dimensions: the satisfaction of basic human needs, the existing foundations and foundations for their citizens to improve their quality of life and, the capacity of society to generate the conditions and opportunities that allow them to reach full potential, with the purpose of making decisions about deficiencies, shortcomings and gaps that hamper the achievement of competitiveness and social stability of the inhabitants of a certain geographical area, such as the Province of Chepén. The present work allowed us to measure the rate of social progress of the Province of Chepén, through the collection of data with a quantitative and processed approach through a statistical analysis, having a descriptive scope specifying each of the components of the social dimensions of the Province of Chepén, with the objective of influencing decision-making by public or private actors, in benefit of the social progress of the settlers in the Province of Chepén. The Province of Chepén present a classification of low social progress index with 49.39 point, the Basic Human Needs present a medium low result of 55.10 points, the low Welfare Foundations dimension with 44.67 points and the Opportunities dimension a low index with 48.39 points. There is recommended to carry out joint actions between the local and regional government focused on overcoming the deficiencies in health services, school dropout and access to higher education. Finally update and present the study to monitor the improvements implemented.

Pełny tekst źródłaPeru has obtained economic growth at moderate rates in recent years and will continue to record an acceleration of its economic activity, according to the Economic Commission for Latin America and the Caribbean. However, this economic growth is not reflected in social welfare and environmental needs of their citizens. Since the year 2013, the world has been measuring the Social Progress Index (SPI) in countries, regions, and cities. This is the first time that the Social Progress Index has been done in the Province of Pacasmayo. During the study we will compare similaries and differences gathered from its five districts: (a) Guadalupe, (b) Jequetepeque, (c) Pacasmayo, (d) San Jose and (e) San Pedro de Lloc. To measure the Social Progress in Pacasmayo province, they have utilized a consistent methodology created by the Social Progress Index (SPI), the index combines three dimensions which are: (a) basic needs, (b) Foundations of Well-being and (c) opportunity. The research consisted on collecting quantitative data, no experimental and using a transverse method. We have accessed primary information obtained through surveys, as well as secondary information obtained through digital data shared by governmental entities. This information obtained then was validated using statistical methods. The results obtained during the SPI in Pacasmayo province has been presented in a district level obtaining an average of 63.94 points which falls under “Medium Low” level, according to the SPI scale. The results were consistent with the SPI done in 2016 in La Libertad Region which 58.75 points were obtained. The main differences when measured Basic Human Needs Pacasmayo (Province) was 25 points more than La Libertad (Region), on the other hand in regards to the Foundations of Well being and Opportunity the province was four to five points below in comparison with the region. Jequetepeque is the city that shine itself with the highest ranking with 71.76 points, in the “Medium high” level. Districts of Pacasmayo (63.31), San Pedro de Lloc (62.00), San José (61.96) y Guadalupe (60.68) falls under “Medium Low” according to the SPI scale.

Pełny tekst źródłaThe following research seeks to measure the Social Progress Index of the District of Julcan, by gathering information about the perception of the inhabitants in front of three pillars: Basic Human Needs, Fundamentals of Welfare and Opportunities. Based on this information and the external and internal analysis of the Julcan district, the calculation of the Social Progress Index is preceded by a non-experimental investigation with a descriptive scope, with a quantitative approach and a transversal analysis.In addition, for the calculation of the IPS, the steps proposed by the Social Progress Imperative model were followed, which in summary consisted of: (a) identifying the concepts to be measured, (b) identifying and selecting the indicators and their data sources, (c) consolidate the indicator database, (d) define the utopias and dystopias for the indicators, (e) perform the statistical analysis and internal consistency of the indicators, (f) calculate the beta index; and (g) adjust the Social Progress Index according to the sensitivity analysis, benchmark and expert analysis. The calculation of the IPS of the district of Julcan is elaborated with information of primary source through a survey of 58 questions in a sample of 383 homes distributed in rural and urban area. Finally the investigation showed that the IPS of this district obtained 46.34 points, equivalent to a "low" level of social progress, while the urban zone and the rural zone registered 54.65 and 38.22 points, corresponding to the "Low" and "Very low" levels. In regards to the dimension Opportunities, it obtained the lowest score (44.56), with the lowest ranked components being personal freedom and choice, and access to higher education, with scores of 32.60 and 10.29, respectively. The gaps found in the analysis reflect the scarce investment in infrastructure and access to major basic services, making the rural area more vulnerable and presenting the less favorable indicators of the district. The conclusions and recommendations underlying the results obtained are presented in the final chapter.

Pełny tekst źródłaThe development of a country has been traditionally evaluated in terms of gross domestic product per capita (GDP), which is an economic indicator. However, this has limitations because of there are not evidence the social wellness, quality of life and the progress of society as a whole. According to Economic Commission for Latin America and the Caribbean (ECLAC, 2017), Perú has led the region's economic growth in the last decade and is expected that this trend will continue in the following years. But this growth is not reflected on the social and environmental wellness of citizens; looking to eliminate this gap emerges the Social Progress Index (SPI) as a tool to measure the wellness of people through a holistic and integrative approach, analysing non-economic aspects of national performance considering differents aspects measurements that are esential for human wellness. (CENTRUM Catolica, 2016). The objective of this study is to determine the IPS of Sanchez Carrion province and its eight districts, following the methodology developed by the Social Progress Index (SPI) through non-experimental research by using a quantitative approach and a descriptive scope. As a result of the investigation, the province of Sanchez Carrion was placed at the “low” level with 52.86 points compared to the department of la Libertad with 61.38 points obtained in 2017. placing it at a medium-low level. With respect to the sectors formed by Huamachuco and Marcabal (Sector 2 and 3) was obtained a “medium low” level. The sectors 1, 4, 5 and 6 conformed by Sanagoran, Curgos and Sarin, Chugay, Sartimbamba and Cochorco, were placed at a “low” level. As concerns to the Fundamentals of Welfare dimension with a 28.29 points at “Low end” level shows that this result is negatively influenced by the components Access to Information and Telecommunications (17.44) Environmental Sustainability (28.57) and Access to Basic Knowledge (38.86); on the other hand the Basic Human Needs dimension was placed at the “medium high” level with 70.14 points, due to the levels obtained in the Personal Security (86.59) and Housing and Public Services components (71.14).

Pełny tekst źródłaIn this document the social Progress Index of the Ascope district is elaborated. Ascope which is located in the Ascope province, region La Libertad. The aim of this work is to know the progress level reached by the district, this tool measures the development of the district from different essential dimensions for the human well-being, constituting the first guide for local and national authorities to make better decisions for the benefit of the target groups, by identifying and integrating the needs and solutions in the improvement of the citizens’ quality life. The Ascope district, in 2018, reached a low level in social progress, as a consequence of a medium – high level in the basic human needs dimension. Nevertheless, in the wellness foundations a very low level was reached, whilst in the opportunities dimension the situation is discouraging with an extremely low level; these results show that the population don’t have a decent life, for example, having proper housing and opportunities to get quality higher education. On the other hand, it is important to emphasize that to reach an integral social development of a community it is not enough for the population in Ascope to have access to basic services, but also conditions that enable and provide the basis for the wellness and the community progress in the economic, social, academic and ecological aspects. Finally, information to direct public investment is generated to help underserved sectors in Ascope, also, social policies to ensure the welfare of the Ascope district population are promoted and implemented in this document.

Pełny tekst źródłaThe present investigation, of descriptive scope and quantitative approach, was developed to measure the Index of Social Progress (IPS) of the district of Santiago de Chuco, located in the province that bears the same name, within the La Libertad region, in the northwest From Peru. The main objective was to gather information about the perception that the inhabitants had before the three dimensions of the IPS: (a) Basic Human Needs (NHB), (b) Fundamentals of Well-being (FB) and (c) Opportunities (OP). The importance of the IPS is that it reflects the current welfare situation of the population, beyond the economic indicators. The population of the investigation was composed of 6,145 households, of which a sample of 303 heads of families was surveyed, using the standardized Social Progress Index (IPS) questionnaire, which was created by the Social Progress Imperative (SPI) and adapted for Peru by CENTRUM Católica. According to the results obtained, the IPS of the district of Santiago de Chuco amounts to 49.92, a result that positions it at a “Low” level of progress, lower than that of the La Libertad region and the national average, which shows inequity in the conditions of development that exist in the country. Regarding the Basic Human Needs dimension, the score obtained by the district was 56.65, so it is located in the “Medium Low” range; however, in the Fundamentals of Welfare dimension, the score was 53.12, which is considered “Low”; and in the Opportunities dimension, the average value was 39.98, considered “Very low”. In addition, it was found that Zone 1, which corresponds to the urban area, has an IPS higher than that of Zone 2 or rural, 55.85 versus 43.99. Based on these results, together with the findings of the external and internal analysis, Santiago de Chuco must develop policies and plans to improve personal security and access to higher education as soon as possible, which were the components that recorded the lowest score.

Plantea el diseño fluidodinámico de un ventilador axial para mina subterránea en el departamento de La Libertad, provincia de Pataz. Para este caso el diseño parte de las condiciones ya definidas de caudal y presión estática, a estos parámetros iniciales se le hace las correcciones por densidad y por rendimiento, luego se procede con el cálculo geométrico del ventilador. Para el cálculo geométrico del alabe propiamente dicho, se ha adaptado la metodología que Mataix (1975) usa para el cálculo de una bomba axial, de modo que se ha cambiado el fluido, es decir de agua a aire (Debido a que tanto a las bombas como a los ventiladores se les considera turbomáquinas hidráulicas). Finalmente se construye la geometría de este diseño analítico y se simula en el software ANSYS CFX, de modo que sea posible realizar una comparación de los resultados analíticos versus los resultados simulados.

Pełny tekst źródłaCorporate Social Responsibility has become increasingly more relevant in the world, but in Peru, there were no empirical studies that allowed to determine its impact on the consumer behavior. This research intends to determine the influence and impact of Corporate Social Responsibility on Peruvian consumer behavior, precisely in the province of Trujillo. This experiment was developed under the Methodology of Discrete Choice Models in order to quantify the purchase intention and willingness to pay for social responsibility actions developed by companies. The experiment was conducted using a stratified random sample of 132 consumers. This research provides empirical evidence of the positive relationship between CSR and consumer behavior of the sample. The results of this study indicate that the effect of Corporate Social Responsibility as a whole is superior to the Corporate Competencies. This thesis is an extension of the scope of the doctoral research of Professor Percy Marquina Samuel Feldman, the influence of corporate social responsibility on consumer behavior of Peruvians (CENTRUM, Business Center of the Pontificia Universidad Católica del Perú. Lima 2009),and it intends to validate whether the relationship originally identified by Professor Marquina also applies in the category of photo cameras, such as the author suggested in his final recommendations. We used parts of this thesis with the permission of the author, particularly in relation to the review literature and method.

Pełny tekst źródłaThis document constitutes a strategic planning for the Trujillo Municipal Savings and Credit Fund, dedicated to the local government financial institutions’ segment, but since 2016 it has lost market share despite the fact that it has increased the placements and fundraising of the public. By the end of 2018, Caja Trujillo occupied the sixth position in the CMAC industry, both in credits and obligations, and it is proposed to be among the three main institutions by 2024. To achieve this, an annual increase of 18.5% in loans and 15% in deposits should be achieved, which will be possible through the implementation of the following strategies: (a) penetrate rural areas with authorized agents, (b) develop programs for financial education in schools, to encourage savings and appropriate credit management in children and youth; (c) implement training workshops for the use of Home Banking and the application, dictated in the offices distributed nationwide; (d) develop alerts service on payments of loan installments from before maturity; and (e) develop the market of Piura, Ica and Lima with a multi-channel strategy that includes offices. These strategies arose when confronting the strengths, opportunities, weaknesses and threats, being also analyzed with different tools such as the PEYEA Matrix and the BCG Matrix among others. The joint implementation of retained strategies will also reduce the delinquency rate and increase the return on equity (ROE), for which it will be essential to make efficient use of all resources. Understanding that Caja Trujillo is an active social entity proposes CSR practices focused on disseminating financial education to children and young people, as well as to clients. The immediate implementation of this strategic plan is recommended, which corresponds to the Chairman of the Board, to whom the document will be delivered.

Pełny tekst źródłaThe analysis of the experience of Chami Radio, in the province of Otuzco - La Libertad Region, facing the issue of maternal mortality, on what the present research is about, aims to know the role it played as an educational community radio to contribute to the reduction of maternal deaths, with the purpose of proposing recommendations that allow to optimize their management as an instrument of social change in rural areas. For this reason, the qualitative methodology is the strategy used to be the method that allows us to deepen, not only in the analysis of the radio, but also in the strategies that it uses to face the problematic of the community around it, conducting a study Of case with the techniques of the interview and the documentary revision. It is concluded that the radio as a means of social communication in rural areas constitutes a strategic ally in the search for changes in behaviors necessary to face social problematic generally, so, it is an element that, due to its contribution and importance, must be considered by social management as an indispensable tool for the development of towns. It´s stands the gravy roll that has played in the reduction of maternal mortality in the province of Otuzco in La Libertad , demonstrating that it is a key social actor in this locality, which is committed to the needs of its community, given their Characteristics is consolidated in an educational community radio that seeks social transformation; but which, at the same time, suffers from the excessive trust that the experience gives, developing its actions, on this subject, in an empirical way. The recommendation directed to the health authorities, specifically the Ministry of Health, is related to the importance of including radio in its planning processes as a tool of great relevance in the promotion of health, particularly in rural areas. A Chami Radio members are encouraged to put more emphasis on their planning processes so that the actions for social change they seek are sustainable and not isolated.

Pełny tekst źródłaThis thesis analyzes the positive and adverse factors of the FONDOEMPLEO program implemented in the province of Chepén in the production of organic bananas. As we know, the Ministry of labor and employment promotion, with the support of private companies, promotes FONDOEMPLEO. In turn, it was executed by the North Ecumenical Center for Promotion and Social Action (CEDEPAS). This thesis analyzes the most important moments in the organic banana production process, from training, planting, harvesting and marketing. Highlighting three basic aspects, the development of capacities, associativity and competitiveness. This thesis is a case study, qualitative in nature. The variables through which the research is ordered and analyzed have been the generation of sustained employment, the development of competencies and the gender approach. The latter is a novel contribution for productive and employment projects that want to improve income and reduce inequalities. The favorable results found have been the generation of employment and increased income, the strengthening of families and organizations through associativity, the improvement of learning with the methodology of teaching in practice "learning by doing" and through internships. Limiting aspects have been the scant intervention of local and regional governments to give it greater sustainability, the informality of the trainers to comply with the agreements regarding follow-up, the scarce articulation with other actors linked to the production process, little access to financing; and the scarce modification of the functioning of roles within families. Key aspects to continue strengthening is to extend the experience to other forms of agricultural production that are not being profitable, the deepening and socialization of caring for the land, and saving water.

Pełny tekst źródłaThe current research aims to analyze business associativity as an export strategy for SMEs of the footwear sector in the province of Trujillo- La Libertad, Peru through: management development organizational, marketing innovation and economic-financial capacity during the period of 2014-2018, so this study encourages companies to work together to have the best conditions on their way to internationalization, therefore, get an increase in their exports towards various markets. For this, the theoretical framework, the conceptual framework, the theoretical bases related to Associativity and Export of the footwear sector are described. Also, the contextual framework of the footwear sector, the export of the footwear sector, as well as the description of the department La Libertad and its main province, Trujillo, are detailed. In addition, the description of the problem, the symptoms and causes of the problem are details, as well as the current diagnosis of exporting SMEs in the footwear sector from the province of Trujillo from 2014 to 2018. Also, the problem, the hypotheses and objectives are presented. The methodology has a mixed non-experimental, descriptive, and correlational approach. For the qualitative analysis, experts on the subject were interviewed and for the quantitative analysis, we proceeded to survey exporting SMEs in the footwear sector of the Trujillo province. Finally, the statistical results for the corresponding analysis are detailed, so that the hypotheses of the present investigation can be verified.

A promulgação do Código Criminal de 1830, e o do Processo em 1832, fez aumentar sobremaneira a necessidade de cárceres tanto para o cumprimento de condenações de privação de liberdade, como para a guarda de réus durante os procedimentos processuais. Estes códigos vieram para estabelecer um sistema penal eficaz, tentando canalizar o exercício de punir e estendendo paralelamente o braço estatal aos mais distantes rincões do Império através do aparelho penal-carcerário. Neste sentido, nosso objetivo principal foi analisar como se deu o processo de montagem da malha carcerária na Província de São Pedro do Rio Grande do Sul, entre 1850 e 1888. A opção pelo macro se deu por interesses teórico-metodológicos concretos, primeiramente, para fugir da sombra do panóptico projetada por Foucault em seu sobejamente citado Vigiar e Punir, abrindo-se um campo fecundo de análise para instituições punitivas mais modestas que, nem por isso, deixaram de aprisionar e castigar ao longo do tempo. A escolha do conjunto, privilegiando pequenos cárceres, permitiu-nos observar, ademais, a circularidade das informações carcerárias; as preocupações e a mentalidade que regia a ação de muitos presidentes provinciais acerca da construção da rede de estabelecimentos prisionais; os poderes aos quais respondia a aplicação e as formas de encarceramento; o cotidiano prisional, etc. Constatou-se que apesar da amplitude da reforma penitenciária oitocentista e do interesse demonstrado por muitos políticos, o que realmente pesou aos administradores públicos foi antes a possibilidade de dispor de cárceres seguros para encarcerar e punir, do que lançar mão de espaços acordes com os princípios correcionalistas, revelando o prevalecimento de um pensamento utilitarista que remontava aos reformadores setecentistas e que nada tinha que ver com o corpus ideológico discutido nos Congressos Penitenciários do século XIX.
La promulgación del Código Criminal de 1830, y el del Processo en 1832, hizo aumentar sobremanera la necesidad de cárceles, tanto para el cumplimiento de condenas de privación de libertad, como para la detención dereos durante los procedimientos procesuales. Estos códigos surgieron para establecer un sistema penal eficaz, intentando encauzar el ejercicio de castigar y alargar paralelamente el brazo estatal a las regiones más lejanas del Imperio a través del aparato penal-carcelario. En este sentido, nuestro objetivo principal fue averiguar cómo se dio el proceso de montaje de la red carcelaria en la Provincia de San Pedro del Rio Grande del Sur, entre 1850 y 1888. La opción por un enfoque macro ha sido por intereses teórico-metodológicos concretos, en primer lugar, para huir de la sombra del panóptico proyectada por Foucault en su citado Vigilar y Castigar, abriéndose así un campo abonado de análisis sobre las instituciones punitivas más modestas pero que, ni por ello, dejaran de aprisionar y castigar menos a lo largo del tiempo. En segundo lugar, la elección por el conjunto, privilegiando pequeñas cárceles, nos permitió observar, además, la circularidad de las informaciones carcelarias; las preocupaciones y la mentalidad que guió la acción de muchos presidentes provinciales acerca de la construcción de la malla de establecimientos penales; los poderes a los cuales respondían tanto la aplicación, como las formas de encarcelamiento; el cotidiano prisional, etc. En el caso investigado, se constató que, a pesar de la amplitud de la reforma penitenciaria de cimonónica y del interés demostrado por muchos políticos, lo que realmente pesó a los administradores públicos fue la posibilidad de disponer de espacios más seguros para aprisionar y castigar antes que lanzar mano de cárceles acordes con los principios correccionalistas, revelando, asimismo, la continuidad de un pensamiento utilitarista que remontaba a los reformadores del setecientos que nada tenía que ver con el corpus ideológico discutido en los Congresos Penitenciarios durante el siglo XIX.
