Trods en svær fødsel i asken af tre døende kommunistiske partier omkring murens fald i 1989, har Enhedslisten klaret sig formidabelt og etableret sig som en stabil del af det danske Folketing. Hvad skyldes denne succes? Enhedslisten er en brølende, men tandløs løve i den forstand, at partiet stiller suverænt flest § 20-spørgsmål i Folketinget om især velfærdspolitik, miljøpolitik og EU, uden at dette pres dog omsættes til indflydelse i finanslovene under skiftende socialdemokratiske regeringer, hvor det mest oplagt skulle forventes. Enhedslisten har således gennem sin kritik (men ikke lovgivningsindflydelse) udfordret det etablerede og holdt en ren, kompromisløs ideologisk linje i en tid med mange velfærdsforringelser, udlændingestramninger og stigende klimakrise. Det har en voksende gruppe vælgere efterspurgt.

Europæisk velfærdspolitik står ved en skillevej af betydning for national velfærdspolitik og EU-samarbejdet. Fortsætter EU’s velfærdspolitik ad vejen med stram makroøkonomisk koordinering og sikring af vandrende personers sociale rettigheder, risikerer dette at føre til en øget opfattelse i befolkningerne om, at mere EU betyder flere velfærdsbesparelser og mere social dumping og velfærdsturisme. Den i 2013 lancerede social investeringsstrategi er med Juncker-Kommissionen blevet suppleret med forslag til mobilitetspakke. Artiklen argumenterer for, at Kommissionens forslag til mobilitetspakke kan føre til et kapløb mod bunden inden for arbejdsmarkeds- og velfærdspolitikken og på EU-niveau til mindre opbakning til EU og ultimativt til flere Brexits.

En teoretisk diskussion af autonomibegrebet. This article discusses the boundaries between sports governance and government policy in the Danish welfare state and sheds new light on the concept of autonomy. The formerly liberal Danish government’s public health programme (2002-2010) specifies a wish for social involvement and cooperation between the public and the voluntary sector. Governmental conception is that health political subjects and social issues are a challenge which the community solidarity-based non-governmental sports association should take the responsibility for, e.g. by offering comprehensive options for people with no tradition for physical activity. This paper will in a sociological way, with the use of an Eliasian process analytical perspective and a governmentality perspective (Elias 1970, Dean 2006), discuss the enabling and constraining possibilities of the political relations. Themes like the autonomy of sports organisations/ associations will be included in order to discuss the possible significance in the future of a partnership between the public and the voluntary sector. Should sport contribute some specific welfare ideological values or should it simply unfold a more general health promotion pedagogic effort? In line with Eliasian thinking it will be highligh ted that sport always has been part of, and always could be seen as a (body) political scenario. There is a changing relation between autonomy versus heteronomy of stakeholders in sports governance, but what is the new thing in the unfolded political involvement? By doing an analytical empirical investigation, the paper focuses upon the fact that the concept of shared responsibility and interdependence between sport and society has a long historical tradition – in Denmark.

Artiklen omhandler den svenske idrætspolitik og giver indblik i statens støtte til idrætten med paralleler til den generelle svenske velfærdspolitik. The article gives a characterization of Swedish sports policy in relation to Swedish welfare policies. The analysis is divided between two main lines. First, I argue that sport in several aspects can be seen as an integral part of Swedish welfare policy. Thereafter, I emphasize differences with the result that sport can also be described as a deviant and »unimportant« area of government policy, albeit with a remarkable ability to allocate public resources. Finally, I argue that the Swedish government’s sports policy in recent years lost much of its former character as a divergent »side-track« in Swedish welfare policies. Thus, sport has strengthened its position – but to the cost that sport as an area of government policy has become more traditional and predictable.

Artiklen reflekterer over de normer og forventninger, der har været og styrer den politiske tækning i forhold til idræt og velfærdspolitik. Idrættens autonomi diskuteres desuden. In recent years, the welfare state and the welfare model have been put on the political agenda in Denmark. Some politicians argue that the state has to reduce the costs for welfare, not least because of the increasing expenses caused by the increasing life expectancy of the population. Others believe that the »burden« should be shifted from the government to the civil society or the market. Despite disagreements, there is quite a large consensus that the welfare state has to be preserved, but that it must be reassessed. The article reflects the norms and expectations that have been and still are the basis of political reflections about the Danish sports and welfare policy. In addition, it is argued that the focus on the autonomy of sport should be replaced by a dialogue and an analysis of the interdependence of sport and welfare.

Artiklen har til formål at vise, hvordan de strategier, foreningerne anvender i løsningen af velfærdspolitiske opgaver, kan bruges som modeller for et velfærdspolitisk samarbejde. Afsættet er en evaluering af en række idrætsprojekter for vanskeligt stillede børn.The article elaborates on the welfare political consequences of projects for disadvantaged target groups through volunteer-based sports associations. The analysis leads us through three analytical perspectives to elaborate on three models. 1. The welfare institutional model 2. The civil society institutional model 3. The health institutional model These analytical perspectives are joined together into the theoretical perspective, civicness or »substantive« civility. This can be related to a specific form of political support of civil society which creates solidarity behaviour and accountability within the frameworks of civil institutions. In such forms of governance, there will be a discursive relationship between ideology, form of control and inclusion of the third sector, which by allocating to civil society both importance and responsibility, succeeds in creating co-administration and solidarity – reflexive solidarity.

Det danske velfærdssamfund er under stadig forandring. Indtil videre er det lykkedes at opretholde et samfund, der kombinerehøj velstand med en høj grad af lighed, men modellen udfordres af øgede globalisering, øget migration og af økonomiske og velfærdspolitiske krav fra EU. Det store spørgsmål er, om de udefra kommende forandringer vil betyde en gradvis nedbrydning af modellen, eller om løbende tilpasning muliggør overlevelsen af det universelle lighedsskabende velfærdssamfund. I dette temanummer er det først og fremmest ambitionen at præsentere de dilemmaer, der præger den samfundsmodel, der blev til i en tid, hvor nationalstatens grænser var langt skarpere.
