Streszczenie:
Phytosterols and tocopherols are commonly used in food and pharmaceutical industries for their health benefits. Current analysis methods rely on conventional liquid chromatography, using an analytical column, which can be tedious and time consuming. However, simple, and fast analytical methods can facilitate their qualitative and quantitative analysis. In this study, a fast chromatography-tandem mass spectrometric (FC-MS/MS) method was developed and validated for the quantitative analysis of phytosterols and tocopherols. Omitting chromatography by employing flow injection analysis—mass spectrometry (FIA-MS) failed in the quantification of target analytes due to analyte-to-analyte interferences from phytosterols. These interferences arise from their ambiguous MS fingerprints that would lead to false identification and inaccurate quantification. Therefore, a C18 guard column with a 1.9 µm particle size was employed for FC-MS/MS under isocratic elution using acetonitrile/methanol (99:1 v/v) at a flow rate of 600 µL/min. Analyte-to-analyte interferences were identified and eliminated. The false peaks could then be easily identified due to chromatographic separation. In addition, two internal standards were evaluated, namely cholestanol and deuterated cholesterol. Both internal standards contributed to the observed analyte-to-analyte interferences; however, adequate shift in the retention time for deuterated cholesterol eliminated its interferences and allowed for an accurate quantification. The method is fast (1.3 min) compared to published methods and can distinguish false peaks observed in FIA-MS. Seven analytes were quantified simultaneously, namely brassicasterol, campesterol, stigmasterol, β-sitosterol, α-tocopherol, δ-tocopherol, and γ-tocopherol. The method was successfully applied in the quantitative analysis of phytosterols and tocopherols present in the unsaponifiable matter of canola oil deodorizer distillate (CODD). β-sitosterol and γ-tocopherol were the most abundant phytosterols and tocopherols, respectively.

ABSTRACT Marine risk assessments are underway for two operating areas of Alaska: one focuses on the most populated region of Alaska and the other on a much more remote area. Both assessments involve a combination of technical analysis and input based on the values and experiences of diverse stakeholders. Collectively, they represent the first implementation of a multi-stakeholder risk assessment process recommended in 2008 by the Transportation Research Board (TRB) of the U.S. National Academies. The Aleutian Islands Risk Assessment (AIRA) has been underway since 2009, with a total budget of $3 million from the 2004 M/V Selendang Ayu grounding and oil spill settlement funds. A similar, though smaller, risk assessment was initiated for Cook Inlet in 2011. The Cook Inlet Risk Assessment (CIRA) has a total budget of $900,000. Both assessments seek to identify and evaluate risk reduction options to minimize the risk of oil spills from vessels of 300 GT or larger, or those with at least 10,000 gallons of fuel capacity. Both projects are being conducted under the guidance of a small Management Team. The Alaska Department of Environmental Conservation and U.S. Coast Guard sit on both Management Teams. The other Management Team members represent the additional relevant funding agencies: for Cook Inlet, this is the Cook Inlet Regional Citizens' Advisory Council (managing part of the funding for this project) and for the Aleutian Islands this is the National Fish and Wildlife Foundation (managing the funds for this project). For each project, there is also a larger Advisory Panel, comprised of representatives of diverse and critical interests in each region, including the shipping and fisheries industries, local government, state and federal agencies, and environmental organizations. Advisory Panel members are selected by the Management team based on their local knowledge, expertise and understanding of the risk posed by the maritime transportation industry. Opportunities for public comment and engagement are provided, along with websites housing all project documents. There is also a Peer Review Panel for the AIRA project. Though the AIRA and CIRA are still underway, this paper provides an update on the wide ranging risk reduction options being considered, the types of technical analyses done and, how these analyses have informed project direction and decision-making, and preliminary observations related to the approaches used.

Highly sensitive ultraviolet (UV) photodetectors are highly desired for industrial and scientific applications. However, the responsivity of silicon photodiodes in the UV wavelength band is relatively low due to high-density Si/SiO2 interface states. In this paper, a coplanar avalanche photodiode (APD) was developed with a virtual guard ring design. When working in Geiger mode, it exhibited a strong UV response. The responsivity of 4 × 103 A/W (corresponding to a gain of 8 × 106) at 261 nm is measured under the incident power of 0.6 μW with an excess bias of 1.5 V. To the best of our knowledge, the maximum 3-dB bandwidth of 1.4 GHz is the first report ever for a Si APD when working in the Geiger mode in spite of the absence of an integrated CMOS read-out circuit.

Abstract The impact of extracting lignite in Lupoaia open pit over waters is local and regional, and temporary. The hydrographic network in Lupoaia open pit depends on River Motru, with its afluents, Ploștina and Lupoița Valley Rivers. The aquifers are to be found in the coal layers V-XII, mainly of sands formation. The impact over water in Lupoaia consists of water pollution and of changes in both the quality and the quantity of ground and surface waters. The surface waters are polluted resulting in industrial wastewaters, household wastewaters and waste rainwater. The wastewater is polluted within maximum admitted limits. The quality of groundwaters is influenced and modified by extracting coal resulting in the extinction of some aquifers. Environmental risks that can occur when extracting lignite are water floods, landslides, disasters which can be prevented by building guard channels around the open pit. The actions for reducing the impact are, in general, accomplished through monitoring both the water pollutants and the morphological changes caused by extracting lignite. That is why wastewater treatment plants must function. The impact of the activity in Lupoaia open pit over the hydrographic net of the area is to be observed during the entire extracting period, and monitoring this activity is highly demanded by the European environmental protection laws.

Streszczenie:
Problem setting. Socio-economic development of territorial communities grounds on managerial activities of local government bodies. They are engaged in solving issues of distribution of budget funds, participation in the development and implementation of social and industrial projects, coordination of activities of economic structures, and settlement of a range of significant regional development problems. Correspondingly, the development of economic processes and stimulation of the economic activity of business entities at the level of individual territories, the attraction of investments, and promotion of population employment take place. The development of territorial communities largely depends on the proper level of its normative legal support, which, in turn, affects the welfare of the local population and the level of socio-economic stability of regions as a whole. Such formulation of the problem certifies the significant theoretical and practical importance of considering the impact of normative legal support on the efficient functioning of territorial communities in Ukraine. Analysis of recent research and publications. The problems of the development of territorial communities in Ukraine are under research by many scholars. In particular, this multifaceted issue was studied by such scientists as V. Zamkovyi, I. Ksionzhyk, L. Potravka, Z. Siryk, I. Storonianska, T. Umanets, etc. In their papers, they raise the issues of stimulating the socio-economic development of Ukraine’s regions, socio-economic development, and cooperation of territorial communities in the context of decentralization; consider the decentralization transformations that have taken place in recent years at the level of regions of Ukraine. Highlighting previously unsettled parts of the general problem. The subject of this research is the peculiarities of the development of territorial urban communities in Ukraine in the context of improving its normative legal support. Paper main body. The territorial development of the Ukrainian state is based on the Constitution of Ukraine and the law “On Local Government”. According to the Basic law, local government is exercised by a territorial community in a manner prescribed by law, both directly and through local government bodies: village, settlement, and city councils and their executive bodies, that is, through a specific structural and organizational mechanism called the system of local government. The law of Ukraine “On Local Government” considers a territorial community as a community of residents, including residents of settlements, in particular, of cities, who are united by the common interests of own life support and independent law-based solution of local issues both directly and through local government bodies. Territorial communities function directly; through local government bodies and officials. In particular, territorial urban communities are chaired by a city mayor as a key official of the territorial community elected in universal, equal, direct suffrage. The city mayor heads the executive body of the council and presides at its meetings, is accountable, controlled, and responsible to the territorial community and the council. The functions and powers of territorial urban communities are also regulated by laws of Ukraine “On Voluntary Amalgamation of Territorial Communities” and “On Cooperation of Territorial Communities”. The law of Ukraine “On Cooperation of Territorial Communities” also expands the range of legal norms regulating functions and powers of territorial urban communities from the point of positive European experience. Today, there is a need to pay attention to the following needs of territorial development: mitigation of conflicts in relations between local government bodies and executive authorities; introduction of opportunities to change the domestic territorial boundaries of communities solely taking into account the preliminary clarification of the opinion of the relevant local residents; ensuring transparent competitive procedures for the selection of heads and officials of territorial urban communities; bringing the norms and standards of service in local government bodies in line with European principles of civil service; improving the regulation of land relations at the level of territorial urban communities; unification of legal regulation of financial support for community development; formation and functioning of municipal guard at the level of territorial city communities; improving the procedure for the formation of population self-organization bodies at the level of territorial urban communities; settling the issue of holding local referendums, etc. Conclusions. A significant number of normative legal acts, adopted by the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, lays the basis for the current decentralization reform. However, a great deal of issues related to the activities of territorial communities remain unresolved. In particular, it is necessary to emphasize the need for legal regulation of financial, land, and personnel issues designed to ensure the progressive development of territorial communities at the city level. The problems of harmonization of the domestic normative framework with the norms of European legislation and organizational issues related to the management of regional development require special attention. Their solution will contribute to improving the implementation of the development processes of territorial communities both at the city and village and settlement levels as a whole.

A biomaterial ink suitable for three-dimensional (3D) printing was developed using cellulose microfibrils (CMFs, 1% w/v) and guar gum (1–7 g/100 mL CMFs), and the post-printing stability and antioxidant functionality of the borax-treated construct were investigated. Rheological analysis, Fourier transform infrared spectrometry, X-ray diffractometry, and scanning electron microscopy revealed the suitability of the two polymers to form an interpenetrating composite hydrogel that would facilitate printability. The produced composite hydrogel showed good structural, morphological, thermal, and textural properties. CMFs with 5% guar gum showing optimal surface properties and rheological properties were printed with the least dimensional errors at 50% infill density, 10 mm/s printing speed, 0.8 mm nozzle diameter, and 0.5 mm layer height. The treatment with borax showed good shape fidelity during 12 h storage. The treated construct also showed considerably increased mechanical properties and antioxidant activities in comparison with the untreated construct. A stable 3D construct suitable for a variety of applications could be produced using CMFs and guar gum-based ink.
