Streszczenie:
This article discusses the challenges facing public transport in Ukraine in terms of reducing fuel consumption and emissions. The absence or insufficient development of means and methods for monitoring driver behaviour, as well as high staff turnover, create significant difficulties in controlling drivers and vehicles. A conducted study in Lutsk, the administrative center of the Volyn region, analyzed the driving behavior of passenger buses in the city. Results showed that typical driving modes include idling (40%), acceleration (18%), driving at a constant speed (29%), and braking (13%). The study also revealed average accelerations and decelerations, and these results do not meet the requirements of ecological driving. The correlation between driver behavior and these dynamic acceleration and braking characteristics has been established. Possible causes for this phenomenon are discussed in the study. The article proposes the introduction of modern solutions to solve these problems. These solutions are Eco-Driving Assistance Systems (EDAS) or integrated systems, such as FleetControl from TRIONA, which can help learning operating conditions and reduce fuel consumption and emissions. These programmes can also serve as effective monitoring tools for individual drivers and transport companies. This paper describes these applications and reviews the research related to their use and development. In addition, the article highlights the importance of training drivers in eco-driving as a cost-effective method of improving fuel efficiency in transport companies. The paper concludes by emphasising the need for further research to fully understand the complexities of public transport in Ukraine and the potential benefits of introducing innovative technologies for a more sustainable and efficient future for the industry.

Studies related to transportation planning and development have been in the center of activities of many researchers in the past decades. Road congestions issues, economic problems, health problems and environmental problems are some examples of complex problems that can be caused by urban and public transportation in big cities. Evaluating urban and public transportation systems could help to reach effective solutions to overcome these issues. This article presents a short bibliographic review of some recent studies on Multi-Criteria Decision-Making (MCDM) approaches for evaluating urban and public transportation systems. To this aim, Scopus was chosen as the database for making a search on journal articles. Scopus is trusted by major institutions in the world, and all journals covered in this database are inspected for sufficiently high quality each year. The search was made on the journal articles from 2017 to 2022 (July). The analyses presented in this study show that the Analytic Hierarchy Process (AHP) method is the most used method, which has been applied to different studies in the field of urban and public transportation systems based on MCDM approaches. According to the analysis of the number of articles, Turkey is ranked 1st among different countries, and “Budapest University of Technology and Economics” (Hungary) is 1st in the ranking of institutions. Moreover, most of the articles have been published within the “social sciences” subject area. The recent trend in different studies on urban and public transportation systems shows the importance of using MCDM approaches in this field. Moreover, noticeable employment of fuzzy sets in several studies is a point that can shows the significant role of uncertainty in dealing with this type of problems.

Urban public transport systems must be economically efficient and additionally environmentally sustainable. Available decision support systems, including multiple criteria decision models, allow identifying which urban public transport vehicles are acceptable and those that should no longer be used in efficient and environmentally friendly cities. Previous research has ranked urban public transport vehicles by applying analytic hierarchy process multi-criteria decision-making models, from economic and non-polluting perspectives. However, until now, the types of vehicles acceptable for fleet renewal have not been identified. This study proposes a consistent combination of the ELECTRE TRI multiple criteria decision sorting method and the DELPHI procedure, the objective of which is to identify which urban public transport vehicles are acceptable, taking into consideration a suggested sustainable threshold, which includes economic and environmental strict requirements. The proposed model is based on 2020 Madrid urban public road transport data, published by Madrid City Council, which were compiled by the authors, and assessed by a panel of 20 experts to identify criteria and factors included in the model. Findings help local administrations to identify which urban public transport vehicles should be progressively replaced by those classified as economically efficient and additionally environmentally sustainable.

This paper investigates the shaping of urban public transport by comparing ‘alternative leading objects’ to the car in the Norwegian cities Trondheim and Bergen. These have chosen different transport technologies, bus and light rail respectively. I draw on the concept of technological frames and illustrate how interpretations and expectations of sustainable urban mobility guide transport planning. The paper contributes to discussions in STS by exploring technological frames as ongoing practices instead of as outcomes, and as performed by what I identify as two framing coalitions. Both coalitions emphasised that Trondheim and Bergen represented different city identities and topographies. The paper demonstrates the importance of making such identities and representations of public transport systems in particular urban contexts in order to replace a car-dominated transport system. The paper draws on an observational study in two transport offices, interviews with transport planners and politicians and document studies.

The article deals with current problems and prospects of development of urban unmanned transport. The rapid development of autonomous transport, artificial intelligence, and other information technologies makes it possible to introduce unmanned vehicles in urban public transport systems, primarily buses. The technological factors and obstacles for the development of unmanned public transport systems are summarised. Despite the fact that the capacity of such buses in current use is still small, a maximum of about 15 people, the routes are relatively short, and the use is mainly in test mode, the use of these vehicles, especially in large urban agglomerations, seems undoubtedly promising. The article presents an analysis of the main features and incentives for the development of unmanned public transport, gives a brief overview of pilot systems of autonomous public transport in European cities, considers obstacles to the development of these systems and the experience of development of unmanned public transport in Russia, and formulates assumptions about the future development of this transport segment. The first steps towards full autonomy and widespread use of unmanned urban public transport, however, this path will not be taken quickly.

Abstract In order to improve the travel time of surface public transport vehicles (bus, tramway, etc.), several cities use Urban Traffic Control (UTC) systems enabling to give priority to public transport. This paper reviews these systems. Further on after a debate on their insufficiencies in the global regulation of the urban traffic on a whole network, the paper proposes intermodal regulation strategies, operating on intersection traffic lights to regulate the traffic, favouring the public transport. All these strategies are based on the Linear Quadratic (LQ) optimal control theory, but they are different in their ways of taking into account the public transport in the optimization problem. The simulation tests are carried out in a network of eight intersections and two public transport lines.

We present a nonparametric comparative efficiency analysis of urban public transport systems (UPTS) in Shanghai (2004-2012). The UPTS include urban public bus transit system (UPBTS) and urban public rail transit system (UPRTS). We apply data envelopment analysis (DEA) to assess the technical, pure technical and scale efficiencies of UPBTS and UPRTS over years. We find the performance of UPBTS and UPRTS are good in general but still have a potential scope for improvement. We also quantitatively analyze the reasons for inefficiency of them in some years and provide potential improvements for inefficient units. Moreover, we observe the efficiency of UPBTS is better despite a good development trend in the efficiency of the UPRTS. We demonstrate the UPRTS during the period 2006-2011 works on decreasing returns to scale (DRS), which indicates the authorities should adjust the UPRTS structure and improve the operational services without blindly expanding the levels of inputs. Our work may help in evaluating the possible enhancement of the operations of the UPTS.

The main advantages and disadvantages of conventional and intelligent ticketing systems and possible positive outcomes when introducing intelligent transport solutions ‐ namely smart cards or e‐ticketing instead of conventional ones (paper tickets and magnetic cards) are analysed in the paper. Two ideas of creating an intelligent ticketing system in an urban public transport are scrutinized. The first is electronic ticket and related equipment, the second ‐ e‐ticket and functional areas of it. In the article analysis has also been made on practical outcomes related with introduction of smart cards and e‐ticketing. Practical tests and trials as well as a subsequent implementation of electronic tickets have proved unchallenged advantages of contactless smart cards against the contact ones. Nevertheless, a new age of modern technologies calls even for more effective solutions ‐ namely virtual‐ticketing systems that might be achieved through introduction of mobile technologies. Therefore, the main focus in the paper is made on the analysis of e-ticket.

According to the European Committee (EC) on Transport, the future road transport strategy lies in creating a strong road transport sector which is based on a well-functioning internal market, fair competition and workers’ rights, decarbonization, and use of digital technologies. Urban and suburban passenger transportation systems, according to the principles of the EC, have a key role in achieving the goal of sustainable development and sustainable transport in cities. The fare, ticketing, and payment modes have a significant impact on public urban transport systems, primarily in terms of collecting transport service fees, and represent the basic source of financing of such systems, in addition to subsidies and grants from city budgets. This paper presents the selection methodology of the optimal fare system for urban public transport, applicable for all cities with an organized public city passenger transport (PCPT) system. Based on the established criteria with respect to setting tariff limits and fare systems, passenger demand, and the enterprise organizing the transport, the tariff system was selected. The presented method is that of multi- criteria optimization of the tariff system with numerical results on the example of the City of Novi Sad.

The subject of the study is the formulation of strategic measures to improve the quality of public transport services. The goal is to justify a set of strategic measures aimed at improving the quality of public transport services. To achieve this goal, the following research objectives have been identified and solved: to establish the specifics and principles of effective strategic planning for urban transport services provision; to identify the features of urban transport services system; to identify the main measures for urban public transport services development, in particular, for the city of Kyiv. To achieve the goal of the study, a set of system theory methodologies has been selected. In modern science, this approach is considered to be the most productive and capable of providing a high degree of verification of the results obtained. As a result of the study: 1) a complex of strategic measures is substantiated, aimed at improving the quality of public transport services, namely: optimization of modal transportation; integration of modal transportation; optimization of road space; increasing the bus fleet; improving bus design and increasing the comfort in passenger compartments; selection of fare forms; development of information systems of interaction; compliance with the Traffic Laws and passenger transportation rules; increase of internal efficiency of transport operators’ activities; use of information technologies; increase of transport operators’ incomes; 2) the specifics and principles of effective strategic planning for urban transport services provision are established. They consist in applying an iterative approach to strategic planning. Its advantages are due to simultaneous execution of any strategic planning work (from writing the following elements of the strategic plan to the fulfilment of its objectives) with continuous analysis of results obtained, which makes it possible to adjust the works according to the changing environment conditions; 3) the features of the urban transport service systems are revealed, namely: urban public transport systems are complex open dynamic socio-economic systems. We consider multimodality of external environments, multifactoriality of external influences, presence of internal imbalances in systems as one of the main reasons for their unsatisfactory state. Therefore, a multifaceted approach is needed, which takes into account the maximum number of factors and combines a range of measures to improve the quality of urban passenger transportation; 4) the main measures for the development of urban public transport services, in particular, for the city of Kyiv, are identified, namely: ensuring multimodal public access to public transport stations and public places; organization of information and communication interaction between all elements of the passenger transportation system; use of various forms of urban public transport fare; mathematical modelling of integration interaction of different types of public transport.

Streszczenie:
In recent years, with the rapid increase in urban population, the urban travel demands in Chinese cities have been increasing dramatically. As a result, developing comprehensive urban transport systems becomes an inevitable choice to meet the growing urban travel demands. In urban transport systems, public transport plays the leading role to promote sustainable urban development. This paper aims to establish an assessment index system for the development level of urban public transport consisting of a target layer, a criterion layer, and an index layer. Review on existing literature shows that methods used in evaluating urban public transport structure are dominantly qualitative. To overcome this shortcoming, fuzzy mathematics method is used for describing qualitative issues quantitatively, and AHP (analytic hierarchy process) is used to quantify expert’s subjective judgment. The assessment model is established based on the fuzzy AHP. The weight of each index is determined through the AHP and the degree of membership of each index through the fuzzy assessment method to obtain the fuzzy synthetic assessment matrix. Finally, a case study is conducted to verify the rationality and practicability of the assessment system and the proposed assessment method.

Ticket tariff is an important factor influencing the demand for public transport. Among basic problematics re-garding ticket tariffs are designing new fare systems and optimization of current systems. The task of optimization is influenced by two main factors: ticket prices and the structure of the tariff. Both elements were researched in this article, based on eleven public transport organizers fare systems in Poland – metropolitan areas and cities of a different scale. The purpose of this article was to define basic tariff types used in urban and regional public transport with a presentation of their function models. Ticket tariffs split into two main groups: flat and differen-tial. Differential group of tariffs covers: distance (usually are encountered fares based on a number of kilometres or stops travelled), quality (e.g. different fares on basic and express lines), time (minutes, hours or days of ticket validity, but also different tariff during on-peak and off-peak hours), sections (between which passenger travel on a transit route) and zones (transport network divided into areas, e.g. designated by municipalities bounda-ries) tariffs. The concept of this study was to transform as many tariffs as possible from tabular form to the math-ematical function. Five types of functions were considered for each tariff schematic: linear, power, polynomial, logarithmic and exponential. Functions and associated with them R-squared parameters were obtained as a result of regression analysis. The paper indicates that for time, distance and flat tariffs conformity (R2) was in most cases very high and above 0,90. The results indicate that the power function best describes time tariffs. In the case of distance tariffs, different kind of functions can be used: logarithmic, power or polynomial. The pro-posed function form of tariffs may speed up the process of creating new fare systems or upgrading existing ones. With general knowledge about the structure of tariffs and their function forms, it would be easier to determine the price of different kinds of tickets. New fare integration solutions could be also proposed in the future by using Big Data analysis.

Research on public transportation systems has often focused on racialized and institutionalized dynamics that result in poor and ethno–racial minority neighborhoods being underserved. Few scholars have studied raced social interactions on the buses and trains themselves. In this article, I explore how legacies of racism are reproduced through raced social interactions on public buses and trains in Chicago. Drawing on over 3 years of ethnographic field work and interviews, this article demonstrates how ethno–racial minorities, particularly Blacks, experience racial hostilities that are often masked as nice–nastiness. Nice–nastiness is a type of individual expression that combines expressions of politeness with disdain and distancing. Nice–nastiness can be expressed as (1) pretending the “other” does not exist; (2) whispering and lowering one's voice; (3) standing instead of taking a seat; (4) letting others have space for auditory expression; and (5) pseudo–swagger. I locate nice–nastiness on the racial microaggressions and color–blindness continuum and show that this expressive tool is shaped, at least in part, by the closeness, confinement and mobility of public transportation, where escape is not possible, unlike in wide–open spaces. I use public transportation as a space to examine how raced behaviors are enacted in everyday life, and shaped by confinement and motion.

The current combination of sustainable social awareness and the improved decision support systems, including multiple criteria decision models for sustainable development, creates the need for more efficient and accurate public policy decisions based on available technology. The continuous growth of urban public road transport in large cities, and therefore the worsening of air quality, along with recent economic crisis derived from the COVID-19 pandemic, is forcing public administrations to analyze the viability of current models, taking into consideration sustainable alternative energies. This study proposes a novel and consistent analytic hierarchy process (AHP) multicriteria decision-making (MCDM) model that combines both economic and environmental criteria, to evaluate public road transportation vehicles according to their alternative engine technologies and combustion characteristics. The proposed model has been applied to evaluate Madrid’s urban public road transport, based on 2020 data published by the Madrid City Council, compiled by authors, and assessed by a panel of 20 experts to identify criteria and factors included in the AHP-MCDM model. The findings illustrate the economic and environmental impact of alternative vehicles, show that the most sustainable alternative is the plug-in electric vehicle in economic and environmental terms, and assist policymakers and firms in future strategic decisions regarding sustainable urban transport policies.

To that end, it seems necessary to identify and address the complexity of the relations of the stakeholders in the field, beyond the traditional classification of private and public stakeholders. A functional classification of urban stakeholders related to the different land uses is proposed a refer to space users and space organizers, each with several sub-categories. Furthermore, the collaboration among those stakeholders can take different forms and can be developed at different levels: transactional, informational and decisional. Thus, the main research topics regarding multi-stakeholders’ collaboration are defined as: partnerships, resource sharing, resource pooling and Mobility-as-a-Service (MaaS) systems. A set of papers in this special issue focus on Urban Consolidation Centres (UCCs), partnerships in transport under a general perspective, multi-stakeholder cooperation and its barriers, collaborative decision-making, traffic prediction and urban congestion. In the papers, which deal with the field of multi-stakeholder collaboration in urban transport, there is a predominance on the use of surveys, but also a focus on data-driven techniques. Urban parks and public transport are indispensable elements of a compact megacity for their environmental and social values. However, few measures of urban park accessibility have considered the public transport travel mode. Based on the framework of geographic information systems (GIS) network analysis, this study proposes an innovative method to incorporate public transport travel mode into urban park accessibility evaluations. Taking Shanghai, China, as the study area, we measured home to park and park from home travel times on multi-modal transport networks, calculated the accessibilities by multiple equations, and compared accessibilities for different districts. These methods extend current accessibility measures by calculating accessibility at a realistic level, and provide a measure of public transport service for urban parks. The results for Shanghai show that approximately 99.95% of home to park routes might include public transport. The distribution of home to park public transport accessibility of the city was uneven. The patches with best accessibility tend to be distributed in the built-up area in the city centre. Public transport access to urban parks is inhomogeneous for different districts, because of urban park locations, road network characteristics, and uneven public transport supply. The distribution of park from home public transport accessibility has no significant correlation with district development stage. Public transport service in Shanghai takes no account of the factors of park star rating or size. Positive actions are required to improve the equity of public transport access to the important public health resources of urban parks.

This paper reports the development of a public transport trip planner to help the urban traveller in planning and preparing for his commute using public transportation in the city. A Genetic Algorithm (GA) approach that handles real-time Global Positioning Systems (GPS) data from buses of the Metropolitan Transport Corporation (MTC) in Chennai City (India) has been used to develop the planner. The GA has been shown to provide good solutions within the problem’s computation time constraints. The developed trip planner has been implemented for static network data first and subsequently extended to use real-time data. The “walk mode” and Chennai Mass Rapid Transit System (MRTS) have also been included in the geospatial database to extend the route-planner’s capabilities. The algorithm has subsequently been segmented to speed up the prediction process. In addition, a temporal cache has also been introduced during implementation, to handle multiple queries generated simultaneously. The results showed that there is promise for scalability and citywide implementation for the proposed real-time route-planner. The uncertainty and poor service quality perceived with public transport bus services in India could potentially be mitigated by further developments in the route-planner introduced in this paper.

An effective and sustainable transport system has been devised to meet public transport demand. Urban light transport (ULTra) is an innovative form of personal rapid transit. In contrast to other forms of public transport, there is no waiting, stopping, or transferring. In many situations, the new system can offer better transport than available by other means. ULTra has been designed to demanding sustainability requirements. Typically, ULTra reduces energy use and emissions by a factor of three compared with existing transport systems and also complements those systems. By providing a network link to major rail and bus stations, ULTra can make current transport services more attractive to passengers. The new system is also well suited for other major activity centers such as airports. In essence, ULTra replaces the old mass transit paradigm for transport with a new paradigm based on just-in-time transit. ULTra is now undergoing engineering development funded by the U.K. Department for Transport on a 1-km test track in Cardiff, Wales. The Cardiff County Council has received funding commitments by the National Assembly of Wales that could lead to system implementation by 2005. The system offers a new approach to public transport, with a real prospect of significant gains in effectiveness and sustainability.

Establishing the main attributes of population mobility is one of the most important indicators of urban development, which has been studied by domestic and foreign scientists for use in the practice of urban transport planning and the development of sustainable transport systems. Mobility characteristics are also an important source and result for the development of changes in the city master plan and the creation of new management decisions in the operation and operation of the route network of urban passenger transport. However, at the present stage of implementation of transport studies of urban population movement requires consideration of indicators of sustainable development of urban transport systems. In this regard, a study of the functioning of the passenger transport system of public transport in the city of Rivne in terms of the development of the principles of sustainable urban mobility. The use of the system of indicators of sustainable development of urban passenger transport system allows to assess the current situation in the city and outline promising areas for improving the public transport system in conjunction with the spatial development of urban areas to ensure comfortable movement of residents to meet labor and cultural movements. The questionnaire "Study of mobility of the population in the city of Rivne" was used as initial data for definition of indicative indicators of functioning of passenger transport system of public transport of the city of Rivne, in the context of its sustainable development. Three indicative parameters are taken into account, namely: the indicator of access to mobility services, the indicator of the possibility of active mobility and the indicator of the level of satisfaction with public transport. Based on the calculated values of indicative indicators, it can be argued that some indicators of sustainable urban mobility for the city of Rivne are of mediocre importance. This indicates the need to develop strategic measures to improve the city's public passenger transport system in conjunction with its spatial development to increase the comfort of movement of residents of all groups.

The urban environment of many cities in Ukraine is characterized by oversaturation and unstructured information and advertising elements, as well as a lack of information and guidance tools, which leads to some discomfort in the stay of both citizens and guests of the cities of our country. The relevance of this issue encourages researchers in the field of design theory to carefully analyze the evolution of graphical navigation systems for identifying their further development. The infrastructure of public transport in Kharkiv, taking into account the growing number of routes and vehicles that provide passenger transportation, needs to develop a set of visual navigation by means of graphic design. The aim of research reveals the necessity of development the comprehensive design of visual navigation in the infrastructure of public transport in Kharkiv. The results can be used to find the optimal solutions of graphic sign systems that may become the basis of visual communications in a dynamically developing urban environment at present stage. The scientific paper describes some of the foreign projects in terms of forming a visual system for the transport infrastructure of the city. Analysis of world experience in the field of navigation systems and trends in public transport indicates the need for an integrated approach to the development of visual navigation. This is a relevant task, as there is an increase in the share of urban residents, an increase in the number of public electric transport as well as the launch of new transport routes. Based on the analysis of foreign projects «Bristol Legible City», «London Legible City» and «Bath Public Realm & Movement Strategy», aimed at solving the problem of urban visual navigation in Bristol, London and Bath, certain components are identified and characterized that can be used to develop a systematic design concept for navigation in public transport in Kharkiv. Among them are common visual language and navigation system throughout the city; taking into account the aspect of unification, which eliminates the inconsistency between the systems in the city; visual color differentiation for different modes of transport; maps of public transport with geographical reference to the area; visual association of subway maps and other types of urban electric transport. Such components are appropriate in the formation of a comprehensive design solution.

AbstractThe paper presents decision problems related to the development of transport systems facing planning challenges of sustainable urban mobility. Currently, city decision-makers must deal with growing difficulties related to the organisation of public transport systems. These difficulties involve the primary need for effective and ecological public transport systems and the capacity of transport service providers. These issues require a wide spectrum of research and analysis to determine expected future economic and social benefits from the implementation of environmentally friendly infrastructure investments and increasing capacity of service providers. The paper touches on the problem of the so-called green mobility in urban areas and the main management strategies associated with its development. A general formulation of the decision model, including boundary conditions and the criteria function using a sum of revenues from making the public transport offer more attractive, were proposed and discussed.

Streszczenie:
Public transport systems’ effectiveness is a well-recognized pillar of their sustainability. In this study, we employed order-m efficiency estimators to investigate the effectiveness of 57 bus public transport operators that provide services in both large and medium sized European cities. Their effectiveness was simulated through a tailored production model and was evaluated against critical exogenous variables, which were mostly extracted from Eurostat database. Results showed that the effectiveness of the examined operators is generally satisfactory. Our research suggests that certain exogenous factors significantly affect operators’ effectiveness and thus create either advantageous or disadvantageous operational environments for maintaining public transport sustainability. Among these factors, household size, unemployment and car ownership rates were found to be unfavorable to bus public transport operations. Contrary to them, the presence of university students and metro systems in cities create a favorable operational environment for bus public transport effectiveness. These findings assist in the identification of sustainable development policies that would both contribute to public transport sustainability and to the fulfillment of wider community goals. Our findings also rationalize benchmarking exercises in the public transport industry, since they enable fair performance comparisons between systems that seek to incorporate successful management practices to improve their sustainability.

With the rapid development of Internet, it has been an important channel to access, publish and deliver information. Apparently, Internet has been a part of social life. However, our urban public transportation management systems still require to be improved. There are few methods available for people to search public transport routes. The most popular method is asking people or searching on a transportation map. An urban public transportation management system allows people to search public transport routes through Internet easily and conveniently. By collecting stop information on the routes, people can make a better travel plan before leaving home. The main module in the system is the transportation query module, the functionalities of which include route query, stop query, and station-to-station query, and station query; while the management module deals with operation processing on tables, such as insertion, modification and deletion, and responses to questions in guest books.
