For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version).ABSTRACT While assessing the role of transport and logistics systems and supply chains, the author justifies a new management paradigm in which, in the market regulation of business relations, an acceptable level of economic security should be provided at all stages of freight transportation. Transport Logistics Systems’ (TLS’s) safety indicators are demonstrated, the significance of their value terms, conditions and mechanisms, information and organizational components necessary for design and implementation of the proposed schemes of commodity circulation are shown. The works used the same methods developed by the authors, but different results were obtained. Particular emphasis is placed on interdependence of infrastructure capacity and overall operational readiness of the system «railway» in terms of compliance with criteria adopted in the theory of reliability. An own interpretation of the concept of «operational safety» and factors of maintenance of track in working order is given, as well as regularity in local situations, preventive and remedial actions are suggested. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT The authors show characteristics of the transport load on the road network of the port city of Novorossiysk, and the reasons for a long stay of road trains within the boundaries of the municipality. Results of study of traffic flows by type of vehicles, traffic intensity on streets, the nature of interaction with port infrastructure, maritime terminal are given. The authors offer a solution to the problem of congestion of municipal roads through introduction of a notification and permitting traffic control system by a single operator and a block diagram of conceptual algorithm of integration of vehicles into its structure. For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version).ABSTRACT The duration of sorting of the train on the turnout track is determined by the known formula Tsort = A•g + B•m. At the same time, the duration of all semi-trips - arrival of the locomotive behind the part of the train, its extension to the turnout track, sorting and reverse pulling of the remaining cars - were calculated according to the formula ts/t = a + bm, which is now replaced by a new method for adjusting the shunting operations. The article presents the results of a study that made it possible to derive a formula for calculating the duration of the sorting of a train on the turnout track based on a different calculation of the duration of semi-trips. ABSTRACT The authors examine the mutual influence and interdependence of the human factor, the structure and competitiveness of the organization, the differences in the effectiveness of its individual elements, the features of such characteristics as the competencies of individual agents that make up the organization. The problems of occurrence of problem zones in the organization structure and ways of their elimination are analyzed. On the basis of the revealed regularities, the possibilities of managing the efficiency of organizations, including the example of the transport sector, are considered. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT To solve market competitive problems Russian enterprises, the authors believe, should implement an integrated approach to the development of supply chains for transportation over long distances (such a situation occurs more often while introducing a new product to the market when it is delivered directly from the manufacturer factory). In this case, the transport component is of particular importance, as it may significantly exceed the share of other logistics costs. Demonstrated approach to the design of delivery of goods takes into account the alternative choice. It is proposed to assess not only the most optimal (in terms of cost and integrated indicators) options, but to take into account those in where a certain benefit or important social aspect with more distant consequences for the production itself is prevailing. Examples of calculations, models and methods of designing logistics systems are presented. It is expected that the developed methodology can be used for individual subsystems - for example, purchasing, transportation, warehousing, inventory management. Provincial politics in the Russian Empire depended on the personality of the emperor, his views and worldview. During the years of Paul’s Government an extreme form of centralization has been established in the activities of the State apparatus. With the arrival of Emperor Alexander I, there was, in our opinion, a symbolic removal of the distance between the supreme power and its military support, which, in fact, removed obstacles to the spontaneous inclusion of the military in political activity in the next fluctuations of this monarch’s line.

Much attention was paid to the implementation of financial reforms in the Russian Empire. The most significant works include works on the history of finance. It is particularly important to emphasize the importance of research on the formation of the Ministry of Finance, which was an integral part of the financial and legal reform in the empire of the first half of the XIX century. Archaic, contradictory legal norms, lagging behind public relations, the constant growth of public debt, the absence of a single state budget, high inflation rates and a chronic budget deficit are features that characterize the financial system of the Russian Empire at the turn of the XVIII-XIX centuries.

One of the most important features that distinguishes ideal type bureaucracy from patrimonial bureaucracies is their relations with politics. These relations, determined within the constitutional framework, can operate in informal ways in some countries where traditional authorities are settled. Today, despite the existence of democratic rules and institutions in neopatrimonial countries, the ruling elites can influence bureaucracy within the scope of informal relations. In Kyrgyzstan, it is mentioned about the politics-bureaucracy relationship that takes shape around the presidents elected by the consensus of interest groups. These relationship networks, which differ from time to time, can also turn into compromises between local leadership structures and political elites. In such a system, personal relations come to the fore in the implementation of human resources functions such as hiring, appointment and dismissal in bureaucratic institutions. Therefore, it can be seen that the country's bureaucracy is inefficient, ineffective and unsuccessful. The main purpose of neopatrimonial relations is to obtain scarce resources in the country. For this reason, conflicts over the sharing of interests cause popular movements and power changes in the country.

The article deals with the emergency and development of German state-owned enterprises in 1871-1945. The authors consider the ways and methods of managing state-owned companies in the field of postal service, railways, gas and electricity supply, as well as forms of entrepreneurship that were created by the leadership of Nazi Germany to serve the needs of the state in preparation for World War II. The results of the study demonstrate that at the end of the 19th - first half of the 20th century the management of German enterprises in key industries was centralized by the government, both by the means of nationalizing the companies and acquiring the assets from private owners, as well as by establishing new state-owned companies.
