Law making is difficult enough in a simple national setting but even harder in multi-level settings such as federal states or the EU. At the central level, laws must respect the autonomy and diversity of the component units, yet be effective, coherent, simple and accessible. At the decentralized level, law makers must, within a given time, implement in their own legislative framework laws drawn up at the central level. The challenges are discussed in this volume of selected papers from the International Association of Legislation’s 2018 Conference at Antwerp University. It covers all multi-tiered systems, but a major focus is on the EU, where the tension between autonomy and efficacy is most evident. Part I examines the topic at the broadest level, including all types of multi-tiered systems. Part II focuses on the EU perspective and Part III on the perspective of the Member States. The authors are experts in various disciplines and practitioners, ensuring a multi-disciplinary approach.

Streszczenie:
The University of Potsdam hosted the 25th ProMath and the 5th WG Problem Solving conference. Both groups met for the second time in this constellation which contributed to profound discussions on problem solving in each country taking cultural particularities into account. The joint conference took place from 29th to 31st August 2018, with participants from Finland, Germany, Greece, Hungary, Israel, Sweden, and Turkey. The conference revolved around the theme “Implementation research on problem solving in school settings”. These proceedings contain 14 peer-reviewed research and practical articles including a plenary paper from our distinguished colleague Anu Laine. In addition, the proceedings include three workshop reports which likewise focused on the conference theme. As such, these proceedings provide an overview of different research approaches and methods in implementation research on problem solving in school settings which may help close the gap between research and practice, and consequently make a step forward toward making problem solving an integral part of school mathematics on a large scale.

This work is the result of theoretical and practical research and points out the privileged settings that lead the person towards human fulfillment and happiness. The first setting is the family, the educational setting par excellence, since the constitutive bonds of the personality such as paternity, maternity and filiation are established within it; the family is where each human being is recognized and loved and learns the proper exercise of his freedom. The school and the university constitute the second training setting of singular importance. In this, young people are helped to harmoniously develop intelligence, will and affections. This is done through formal education –scientific and humanistic– and those activities –such as volunteering or social service– that allow the expression of compassion, solidarity, artistic qualities, etc. Different areas of personal development that aim at the consolidation of virtuous leaders capable of building a culture of life that moves towards peace.
