In the process of industry-university-research institute cooperation, it is of vital significance to construct a set of comprehensive evaluation index system which can objectively and effectively reflect the performance of industry-university-research institute cooperation for promoting the long-term cooperation among the three parties. This paper regards industry-university-research institute cooperation as an input-output system, and constructs a comprehensive evaluation index system which includes four first-level indexes of initial input, cooperative process, cooperative output and re-input. On this basis, a reasonable evaluation model is constructed to comprehensively evaluate the performance of industry-university-research cooperation from three aspects: cooperation scale, cooperation efficiency and cooperation sustainability.

Aiming at not only economic benefits but also social benefits in university-enterprise cooperation, this paper considers both technological innovation and social responsibility in university-enterprise cooperation. By using differential game theory, this paper provides three models of Nash noncooperative game, Stackelberg game, and cooperative game and discusses the impact of these three models on university-enterprise cooperation. Our results show that the Stackelberg game model can improve the innovation level of the university based on innovation cost-sharing and does not change the social responsibility level of the university without sharing the social cost. Among the three game models, the cooperative game model can bring the greatest innovation level and social responsibility level to the university-enterprise cooperation and make the whole system realize Pareto optimal. Our research can provide a theoretical basis and practical guidance for university-enterprise cooperation.

The author examines the extent to which university–enterprise cooperation is part of a very complex set of operations for education and economic systems. He looks at the ways in which such cooperation developed significantly in the 1980s under the impulse of national and EU programmes, which led to a whole range of institutional instruments coming into being – such as liaison centres, science parks, incubators, teaching and research staff exchange, student placement schemes, joint training programmes and continuing education centres. He further examines the extent to which the 1990s have seen a decrease in this type of partnership and lists possible reasons from the point of view of both universities and enterprises. Finally, the author provides various scenarios for the future and argues that universities will need to review the basis of their organization and redefine their own mission and partnership with enterprises.

Purpose This paper aims to determine the mediating effects of government-funded research and development (R&D) projects in the relationship between the competence factors of universities and the performance of university–industry cooperation. Design/methodology/approach This study has been conducted to analyze the mediating effect of government- and enterprise-funded R&D projects in consideration of the performance during university–industry cooperative projects. In this study, a three-step analysis of the mediating effects (Baron and Kenny, 1986) and Sobel Test are taken for the empirical analysis. Findings In the result, R&D funding from the central government partially mediates the performance of university–industry cooperation when the research capacity of the full-time faculty and the size of the Technical Licensing Office (TLO) are taken as independent variables. R&D funding from the central government does not mediate university–industry cooperation when the size of the center for university–industry cooperation is an independent variable. However, R&D funding from a local government does not mediate the performance of university–industry cooperative projects for any chosen independent variables. The results of this study suggest a direction for governmental funding in R&D projects to promote performance during university–industry cooperation. Another requirement is for universities to expand their research capacity and the operations of their TLO. Originality/value The majority of former research studies on university–industry cooperation and its performance have focused on the university’s research capacity, the competence of the TLO and the traits of the university.

The transfer of experience of university–industry cooperation from those countries where it has become established to countries at earlier stages of the learning curve is a matter of increasing importance. In this article, John Kelly distils the experience of cooperation in northern Europe and, to a lesser extent, in the USA, into a framework for establishing a successful university–industry programme. He identifies the principal elements of cooperation between industry and higher education as cooperative teaching, enterprise development, contract research, and campus companies, and then sets out a suggested organizational and management structure. The article exemplifies one way in which experience may be transferred across countries and economies and provides an overview of lessons learned in the structure and establishment of collaborative programmes.

Activities and interest in the sphere of university–industry interaction have grown rapidly in Italy over the past ten years, but cooperation between the sectors is still in its infancy and there is a lack of formal structures for liaison. With special reference to the research programme Progetto Impresa-Università of the Fondazione RUI, the author assesses recent developments in university–industry interaction in Italy and points up organizational and structural constraints. Based on the research perspective of industry university research cooperation, taking 227 industry university research cooperation enterprises as the research object, this paper studies the impact of relationship quality on absorptive capacity under the background of industry university research cooperation by using the calculation method of science and engineering SPSS. The results show that the three dimensions of relationship quality significantly improve potential absorptive capacity, potential absorptive capacity is conducive to actual absorptive capacity, the organizational learning plays a regulatory role between potential absorption capacity and actual absorptive capacity, actual absorptive capacity is conducive to the improvement of innovation performance, absorptive capacity plays a mediating role between relationship quality and innovation performance. It can be seen absorptive capacity plays a key role in industry university research cooperation, and cooperative enterprises should attach importance to the cultivation of their own absorptive capacity.

This paper describes the activities of the Consortium for Research and Continuing Education (COREP) founded in 1987 on the initiative of the Polytechnic of Turin in Italy. COREP was originally created to stimulate and manage university–enterprise cooperation with a focus on the continuing education of engineers. In partnership with chambers of commerce, local industry (SMEs and large corporations), it has constantly adapted to the needs of the market, in which the demand is now much more for joint training clearly related to the institutional context of the ‘customers’, rather than for short term courses. In the field of research, COREP has been acting as a liaison centre between researchers and the industrial world and has promoted the participation of Italian industry in European research programmes.

Based on the industry-university-research cooperation patent data of Guizhou Province from 1986 to 2020, this paper constructs Guizhou industry-university-research innovation network, and empirically explores the overall structural characteristics of Guizhou industry-university-research innovation network, such as network scale and network density, as well as the time evolution dynamics of nodes and cooperation intensity. It is found that the scale of industry-university-research innovation network in Guizhou Province is gradually expanding, the nodes are gradually increasing, and more cooperative groups have been formed, but the overall network is low density; Guizhou University and other universities and scientific research institutions have always occupied the central position of the network. Although enterprises are not in the core position, the intensity of cooperation with institutions is gradually increasing.

In Korea, cooperation between university and company is mainly encouraged by government policy as the Triple Helix’s statist model. Since 2003, the government started a variety of university financial support program, and in 2014, it reached to the point that 31 ministries conducted 408 programs in total. Most projects focused on training human resources and supporting Research and development, which is considered as the core function of universities, but some of the projects are designed to support the industry–academia cooperation. For instance, the Ministry of Education ran ‘Leaders in University and Industry Cooperation (LINC)’ program. LINC is a follow-up project of Human Resources Development for the Leading Industries, Industry–Academia Cooperation-oriented University, and Focal Point Research program. Accordingly, it aimed to create university–industry cooperative models, and nurture talents based on regional economy’s demand. The program provided approximately $230M per year for over 50 universities across the country. It was one of the highly influential grant programs considering the fact that there are about 200 universities nationwide and an annual budget of university is $900 billion on average. In this context, this study is to assess the influence of resources of universities capacity on the achievement of university–industry cooperation and explore whether a government-initiated policy has a significant effect using data from government information disclosure system on education.

Abstract Background In order to solve the “two skins” of science and technology and economic development, as well as the lack of close cooperation between industry, University and research, and the low efficiency of cooperative knowledge creation. We should improve the knowledge creation performance of industry university research cooperation and select the appropriate mode of industry university research cooperation. Generally speaking, “Industry” in industry university research cooperation refers to enterprises relying on technological innovation; “Learning” means universities; “Research” mainly means scientific research institutes focusing on basic research, applied research and various technological development. But in a broad sense, industry university research cooperation usually expands the principal parts to government, intermediary institutions, financial and venture capital institutions in addition to universities, enterprises and scientific research institutes. Subjects and Methods Based on Ebbinghaus forgetting curve and SECI knowledge creation model, this paper makes a quantitative study by analyzing the knowledge creation mechanism of industry university research cooperation and using the method of difference analysis. By designing a questionnaire, this paper investigates the sample data of three representative northeast provinces in China, and draws a scientific conclusion. Results The results show that different industry university research cooperation modes have significant differences in the creation performance of explicit knowledge and tacit knowledge. This determines that different industry university research cooperation modes have significant differences in the total performance of knowledge creation. And the stronger the degree of cooperation embeddedness, the more significant the impact on knowledge creation performance. Conclusions This research result tell us when choosing the cooperation mode, enterprises, universities and scientific research institutes should choose the mode with as strong embeddedness as possible under their own acceptable conditions. And enterprises should send personnel to colleges and universities to learn advanced theoretical knowledge and increase the stock of tacit knowledge; Universities and scientific research institutes send personnel to enterprises to learn advanced practical experience and supplement practical knowledge. In order to avoid knowledge forgetting, try to convert tacit knowledge into explicit knowledge and record it for later use. It can also be passed on as data to later people for learning and use. This paper further consummate the relevant research on knowledge creation performance, makes up for the lack of research on the relationship between industry university research cooperation modes and knowledge creation performance, and provides a certain theoretical foundation and empirical reference for industry university research principal parts to strengthen cooperation and improve knowledge creation performance. DOI: 10.17323/1811-038X-2018-27-1-65-89 The authors consider cooperation as a specific, alternative form of economic organization to the standard business firm within a market economy, and focus on agricultural cooperation in Russia. First, the article engages with the key milestones of the history of cooperation in Russia: (1) the first attempts to establish cooperative organizations before the Russian Revolution (agricultural societies, agricultural partnerships and credit cooperatives) which gave the poor rural population a chance to improve living standards and ensured promising prospects for the long-term development of cooperation in all forms; (2) the dependent forms of consumer and production cooperation under the Soviet regime that deprived all collective forms of their true cooperative nature. In the second part of the article, the authors describe the current state of the cooperative movement in the Russian countryside and identify its basic features, such as opposition to family farming and the state capitalist tendencies of the concentration and vertical integration in the form of agroholdings; state rural cooperation policies which aim to promote and financially support small farming including the development of rural cooperatives; the number and types of cooperatives in the countryside; the reasons for debates on cooperation legislation; the viability of the main types of agricultural cooperatives (production, consumer, credit cooperation). Finally, the authors emphasize that cooperation in contemporary Russia does not fit the classic Western scheme of cooperative development and still has to overcome a number of substantial challenges (the soviet legacy, lack of bottom-up initiatives, the ideological and economic dominance of large-scale farming, poor academic expertise in the field of cooperation studies).

The University library is considered the heart of the educational system.Collaboration among university libraries is essential to fulfill the users'information needs. The current study is designed to examine areas of librarycooperation between the central library and departmental libraries within theuniversity domain. Benefits, obstacles, and preferences for library cooperationhave also been explored. A quantitative research methodology was adopted toexecute the study. A questionnaire was used as a data collection tool and data wascollected only from those university libraries having central and departmentallibraries. The data was collected from 110 academic librarians working in centralor departmental libraries of universities across Pakistan. The findings revealed thatlibraries within a university are frequently cooperating in many areas. The highestcooperation is in the exchange of books followed by cooperation in theclassification of books. More than half of the universities have establishedintegrated cooperation among libraries within the university. One-fifth of thelibraries have interactive relationships, and the remaining libraries have weakcooperation or no cooperation at all. Cooperation among libraries has improvedaccess to print resources, improved quality of the library services, enhanced accessto library services, and improved coordination in the acquisition of librarymaterial. Limited financial resources, lack of formal framework for librarycooperation, and lack of technology infrastructure were major obstacles faced bylibraries. Based on the study findings it is proposed that there should be anintegrated relationship among libraries for cooperation and resource sharing withinthe university domain for uniformity in services.

In the future, the development of digitization and intelligence will provide more opportunities for resource sharing and collaborative management. Universities should grasp the development trend, strengthen technology research and application promotion, in order to better serve technological innovation and social development.

In order to ensure stable cooperation among the government, enterprise and university/institute in the green technology innovation process and guide an increasing number of innovation agents in the region to adopt cooperation, this paper studies the mechanism of green technology innovation. A tripartite evolutionary game model is established and the strategy choices of the government, industry and university/institute are analyzed through mathematical derivation. On this basis, the cellular automata theory is used to explore strategy choices of all innovation agents in the region from the perspective of a spatial game. From the numerical tests, the following results are obtained: increasing the cooperative innovation revenue, fairness of this revenue distribution or penalties for breach of contract can consolidate the cooperative relationship among the government, enterprise and university/institute, achieving the goal of guiding all innovation agents in the region to accept the collaborative innovation mode; regulating the government subsidy or government penalty can consolidate the cooperative relationship among participants in the pilot project, but cannot guide all innovation agents in the region accept the collaboration innovation mode. This paper’s results not only enrich the theory of government–industry–university–institute collaborative innovation in green technology, but provide ideas for stable cooperation mechanisms and comprehensive promotion of this collaborative innovation mode as well.

The goal of the article is to show the possibilities of development (improvements) of the business-university cooperation on from the point of view of enterprises. Authors are looking for a balance enabling agile cooperation between the entities (business needs vs university capabilities). In this article the conditions of the cooperation from the point of view of an enterprise were analyzed. Entrepreneurs point to the passive attitude of the universities regarding cooperation, the lack of openness to the business needs or inquiries and low communication. On the other hand, scientists point out the problem of not getting any offers from entrepreneurs [Trzmielak, Grzegorczyk 2014]. The pandemic caused by the virus SARS-CoV2 has shown the weaknesses of enterprises in many sectors. The most common difficulties are communication problems with stakeholders. Businesses are working very quickly on finding new solutions which will facilitate communication and improve the flow of documentation3 . Works using new technologies have significantly accelerated. The ongoing COVID-19 pandemic has definitely inspired the new generation of crisis communication [Sellnow, Seeger, 2021]. The crisis has forced the creation of new schemes which will be facilitate effective action. The chances of universities cooperating with businesses decreases with the available number of new solutions in the time of the communication crisis. Polish universities definitely miss the marketing orientation. According to businessmen the main barrier is the lack of offers and insufficient information flow. From the business point of view what is interesting is the experience of university employees in assessing the digitalisation of enterprises (Industry 4.0)4 . There is a chance for a development of such cooperation. Time and economic results become important business factors.

The article is devoted to the analysis of promising areas of university-business cooperation (UBC) based on the study of modern Russian and foreign experience. It justifies the relevance of the broad approach to the interpretation of UBC within which it is proposed to consider cooperation between universities and business not as a set of isolated transactions within a limited range of areas of interaction, but as a system of long-term mutually beneficial relations with a wide range of possible types of cooperation that can also include the state and community organizations. The article analyzes 14 types of joint activities of universities and business within four main blocks - education, research, valorization (knowledge and technology commercialization) and management, which can serve as a basis for developing a system of indicators for assessing the effectiveness of UBC. The conclusion is made about the need to adjust the state policy in the field of science and education in order to reduce the imbalance in the development of these areas of cooperation both in Russia and in Europe.

In the March 1993 issue of Industry and Higher Education, Matti Otala identified and briefly summarized major trends in cooperation between industry, R&D centres and universities. These trends were seen in the context of the fundamental changes which industry is experiencing in its operations, structure, mores and economics – changes which are the effects of intensifying international competition, shifting societal values, new organizational ideals, and the restructuring of several world-economic blocks. This follow-up article looks specifically at the practical impacts of these changes on university–industry relationships and focuses on the increased need to ‘recycle’ employees who have lost their skills competence, and the opening up of the universities for more and larger research projects. The authors argue that the competitiveness of European industry is at stake and highlight measures which must be taken to ensure its survival.

Technical innovation is an important means to achieve sustainable development. Industry-university cooperation is a new form of technological innovation. Most of the existing researches on industry-university cooperation focus on the analysis of industry-university cooperation models, but there are few researches on the examination of the relationship between industry-university cooperation and economic development. Using the spatial autocorrelation and spatial measurement model, the relationship between China’s industry-university cooperation and economic development was empirically investigated. The results indicate that, first, the nighttime light data could be used as a proxy variable for GDP data to characterize China’s economic development. Second, industry-university cooperation had a positive effect on China’s economic development. Third, industry-university cooperation affected China’s economic development through technological innovation.

Industry-university-research cooperation is an important part of the national innovation system. This article introduces four typical industry-university-research cooperative innovation modes identified by the different roles of their subjects played, and analyzes their operational mechanism, structure, and function. Based on the results obtained we find the transitional rule of industry-university-research cooperative subject and the selection of industry-university-research cooperative mode. Then the article prospects the development of industry-university-research cooperative innovation modes. It concludes that to foster this cooperative innovation needs to clarify the division and contacts of parties involved, needs the government to play a more active role, but also needs to create a more mobile, flexible and efficient industry-university-research cooperative innovation mode.
