In recent years, the Marine Corps has become a very racially, ethnically, religiously, and gender diverse organization, and demographic trends indicate that this diversity will become even more pronounced in the future. Such diversity can have a strong, positive influence on productivity. This thesis examines problems the Marine Corps has had in accepting diversity within its ranks, analyses the Marine Corps' plans for addressing diversity issues now and in the future, and evaluates several coalition building workshops for their applicability to the Marine Corps. A literature review on diversity issues such as power, privilege, social conditioning, and racism is combined with the results of a survey of Navy and Marine Corps officers who participated in a graduate-level seminar on managing diversity in the military and with workshop assessments to develop a plan for diversity training in the Marine Corps. This plan incorporates highly interactive exercises, role-playing scenarios, personal experience, enlightened lectures, and other forms of instruction consistent with Adult Learning Theory to offer the Marine Corps a better chance of creating a cultural change around diversity issues. This training program should be facilitated by highly trained and dedicated instructors and it should be taught at career-level schools where small groups of racially, ethically, and gender diverse students can learn in a peer environment. This program must be given the same degree of attention as other important factors affecting readiness

This CAPSTONE Report documents the Systems Engineering (SE) efforts of "Team Marine," from JAN 2009 to SEP 2009, in developing a recommendation to the US Marine Corps Systems Command (MCSC), on the best course of action to 'Enhance the USMC Expeditionary Rifle Squad Communications System.' The squad leader is the cornerstone for USMC tactical operations. Clear, concise, accurate and reliable communications to and from the squad leader is the key to squad operations, performance and tactical effectiveness. Today's fielded communications system for the squad leader requires the use of two separate radios, each with different encryption algorithms, different user interfaces, and different data processing capabilities. This primitive design has thrust the squad leader into a complex Human Factors environment with disparate components that have not been well engineered or integrated. Team Marine applied and tailored the systems engineering (SE) process based on NPS course work and professional experience. This SE process enabled the team to completely understand and model the current system in terms of architecture, capabilities and functions. The process led the team and stakeholders to conclude that an evolutionary approach of system integration was preferred over the traditional Manufacturer A vs. Manufacturer B run off. The team's recommendation is to pursue an integrated communications system, based on existing and emerging components, as the best course of action. The first incremental step of the recommendation is to upgrade the existing elements by adding an automated communications processor with enhanced human to system interfaces.

The purpose of this project is to define self-sufficiency as it relates to the Marine Corps, identify the primary elements of self-sufficiency, and describe the interrelationships among these elements. Upon reviewing applicable literature, we have found three primary elements of self-sufficiency to be environment, time, and supply chain. Upon analyzing these elements and their interrelationships, we present a framework of self-sufficiency that (1) Marine Corps units can apply to internally increase their self-sufficiency, and (2) others can use to conduct further in-depth research on how to increase or optimize Marine Corps units self-sufficiency.

This thesis examines the effect of attrition on USMCR NPS marines who enlisted with a 6X2 contract in FY 19942005. Three cohorts were established to determine if the events of September 11, 2001 had any impact on attrition rates with this population. The Pre-9/11 cohort enlisted in FY 19941995 and was used as a control group. The Overlap-9/11 cohort enlisted in FY 19962001, had no expectation of deployment but many did deploy in support of the Global War on Terrorism. The Post-9/11 cohort enlisted in FY 20022005 after 9/11 with full expectation to deploy. The analysis included previous attrition studies, descriptive statistics, and two different probit regression models to determine the effects of various characteristics on attrition. The variables analyzed included deployment variables, demographics, education and aptitude variables, and regional areas. The thesis found a decrease in attrition from the Pre-9/11 cohort to the Post-9/11 cohort. This was most likely caused by an increasing unemployment rate and deployments overseas. Deployments to combat areas decreased the probability of attrition. The other variables remained constant throughout the cohorts with predicted results. Overall, attrition is lower after 9/11 but as the economy improves and deployments decrease, attrition could return to Pre-9/11 levels.

Due to the cancellation of the Expeditionary Fighting Vehicle (EFV) program, the Marine Corps have begun developing the Amphibious Combat Vehicle (ACV) to replace the 42-year-old Assault Amphibian Vehicle (AAV). Because the ACV will not be fielded until 2022, the AAV is being modified to improve its survivability. Upgrades to the AAV will make it heavier and, therefore, will make it sink faster. This thesis explores the factors that give Marines the best chance for surviving a sinking AAV. A 2 (17 vs. 21 embarked infantry) x 2 (daylight vs. restricted lighting) x 3 (combinations of armor and floatation devices) x 6 (combinations of egress or evacuation and number of hatches) full factorial experiment was conducted at Camp Pendleton, CA, in August 2012. An analysis of variance (ANOVA) identified specific factor combinations that yielded the lowest egress times. Specifically, subjects who left their weapons and body armor and exited through the two rear cargo hatches had the best chance of survival. This thesis provides baseline results for future emergency egress studies on the AAV and the new ACV.

This research was conducted at the request of Marine CorpsUniversity and examined the utilization of 344 graduate education billets within the Marine Corps. The research findings make two recommendations: 1) DC CD&I should charter a working group and use this research as a basis to review the reallocation of under-utilized BEEC BMOSs. 2) DC CD&I should also review BEEC BMOS structure and consider a new distribution plan that includes a new graduate education requirements assessment. These billets are highly desired by units due to their excepted manning precedence level. This thesis used survey methods to collect utilization data on Marine CorpsOfficers that graduated from the Special Education Program and the Advanced Degree Program between the years of 2009 and 2013. The survey is approved through the Naval Postgraduate School Institutional Review Board (NPS IRB), sponsored through Training and Education Command (TECOM) and supported by Headquarters Marine Corps(HQMC). The data collected from the survey was analyzed to identify significant factors that are highly correlated with low and high utilization in order to improve efficiencies. Findings include initial placement rate from school to billet of 93 percent and the utilization rate reflecting self-reported usage while in billet of 75 percent, identified throughout individual tours. This difference between placement utilization reflects the disparity between top-down and bottom-up planning. Collective review and reorganization of these billets is recommended to reduce further disparity between placement and utilization rates. Objective evaluation and fair reorganization based upon high utilization will ensure Marine Corpshuman resource assets remain a constant force multiplier and act as a model for high retention strategy.

This tradition has continued to the present day with the current Marine Expeditionary Unit (Special Operations Capable). The purpose of this thesis is first to assess Marine Corps hybrid operations in specific historical cases in order to rate the Marine Corps' historical performance in such roles. Secondly, the thesis will provide an assessment of the current MEU(SOC) program, with emphasis placed on its relevance in current and future operations, as well as deconfliction with established Special Operations Forces (SOF) that fall under the auspices of the United States Special Operations Command (USSOCOM).

The use of End-User computing (EUC) in the Marine Corps has increased dramatically in recent years. As Marine Corps-sponsored programs progressed, large General Services Administration (GSA) contracts were established which made it relatively easy for government agencies to acquire microcomputers. A strongly centralized strategy, successful in the management of the Marine Corps' mainframe systems, was adopted for the EUC program. This thesis concludes that the centralized strategy embraced by the Marine Corps is inappropriate to contend with the problems faced at the end-user level. End-users must be made an active part of the EUC processes for lasting success. More importantly, current inadequacies in support and education must be addressed immediately to ensure effective use of the assets already procured.
