International Framework Agreements negotiated between Global Union Federations and multinational companies are a major innovation which bring collective bargaining to an international level. We focus on the role of the union negotiators and analyse two cases, drawing on studies of innovation processes in business organizations. We identify types of learning processes and the exchange and creation of knowledge, and examine relations inside international trade union networks. We find that two conditions are necessary to develop an innovatory role: international unions must coordinate exchanges between different communities, holders and creators of specific union knowledge, and must also facilitate the dissemination of knowledge by maintaining the regularity and quality of exchanges between network members.

It has become a commonplace belief among academics and trade union officials that globalization has weakened trade unions. However, the expansion of global capital has also led to a rise of transnational labor organizing. Since the 2000s, Global Union Federations have developed different strategies to tackle the challenges of globalization. In this article, we analyze two such forms of transnational organizing: A network-based and an event-based form of organizing. While the network-based approach brings together unions from different countries in a company or industry-wide cross-border network, the event-based strategy is built on the engagement of the GUFs at large international events to wage local struggles with a lasting impact on labor relations. By drawing on a power resource approach and labor geography and by using empirical data from two case studies, the Building and Woodworkers International’s Fifa World Cup campaign of 2014 and the International Transport Workers Union’s Latam Union network, we demonstrate how GUFs are using different pathways of transnational activism to link the global with the local and why local trade union action is crucial for success in transnational organizing.

Under the auspices of the International Transport Workers’ Federation’s (ITF) Flag of Convenience campaign, maritime unions have developed transnational global structures exploiting interdependencies in transportation production chains. The ITF, a London-based association of transport unions, connects the struggles of seafarers and port workers through a global strategy of union networking and coordinated industrial action. Seafaring unions draw on the industrial leverage of port workers to negotiate minimum standard pay agreements, while dock unions leverage the growing influence of the ITF in fighting union busting in ports. A global transnational ship inspector network provides the power basis for imposing collective agreements on shipowners. Although conceived as a resource for organizing seafarers, the inspectorate also provides port unions with leverage.

This article analyses the contribution of European socialism to the building of a variegated network of reformers in municipal politics from the end of the nineteenth century to the 1950s. Unsuccessful as a network inside the Second International, a broader international federation of cities, the Union Internationale des Villes/International Union of Local Authorities (UIV/IULA), was proposed in 1913. Belgian, French, Dutch and English socialist leaders remained strongly influential in this federation between the two world wars, working in connection with co-operative movements and the International Labour Office based in Geneva. The fifty years of debates and projects animated by the international journal Les Annales de la Régie Directe founded by the French socialist Edgard Milhaud allows us to follow the development of a generation of local reformers from the beginnings of municipalist thought and praxis up to the idea of building a decentralised European Community of cities and regional authorities.

Using network-based measures of unions' centrality among civic associations, this article builds and tests a theoretical framework that highlights labor unions' central role in enhancing governance. I first construct three measures to capture the connectedness and power of representative voluntary civic associations, membership density, degree centrality (comemberships), and power centrality, based on the affiliation network matrices for 54 countries, using the latest World Values Survey. I then test the key argument that unions' power centrality has significant positive effects on governance, controlling for general socioeconomic and international factors. The findings from standard statistical analyses, as well as from comparative case studies of affiliation networks, support my claims that union-centered or union-linked civic mobilization achieves a balance of class power not only in civil society, but also within state institutions, strengthening reformist parties and policy makers. This article also suggests that this power shift in the state power structure leads to better governance. I highlight the role of labor-based organizations in making governments effective and responsible, and I bring the bottom-up process of civic mobilization and social accountability back into the discussion of social capital and governance.

BackgroundODIN aims (a) to provide data on the prevalence, risk factors and outcome of depressive disorders in rural and urban settings within the European Union (EU) based on an epidemiological sampling frame; and (b) to assess the impact of two psychological interventions on the outcome of depression and on service utilisation and costs.MethodFive centres across the EU are participating in ODIN. The centres are linked electronically and members meet regularly for training and strategic reviews. Urban and rural areas have been identified in each centre. The sampling frame is of adults aged 18–64, identified via primary care databases or electoral registers. Potential cases of depressive disorders are identified using the Beck Depression Inventory. SCAN II and other validated measures are used to assign caseness against DSM–IV and ICD–10 criteria; assess comorbidity, disability, genetic/familial susceptibility, psychosocial stressors, personality traits and cognitive factors; and utilisation of local health care services. A randomised controlled trial of individual problem-solving treatment and a group educational programme is undertaken for respondents identified as cases of depressive disorder. Individuals are followed-up at six and 12 months.Results and ConclusionsODIN has already stimulated the development of an effective international research partnership.

The article considers the problems of divisive lines, separating nations and diminishing prospects of shared prosperity in South Caucasus. Following the collapse of the Soviet Union and the resultant independence for Armenia, Azerbaijan and Georgia, the South Caucasus has primarily been associated with conflicts, hostility, military actions, closed borders. The article highlights the causes of problems and directions for their solutions. An assessment of the development potential of the South Caucasus’and tendencies of establishing a stable and secure space with broad prospects for economic cooperation in the region based on geopolitical and geo-economic opportunities is made. Arguments are based on variety of different factors, such as the facts that the region has inexhaustible transit and tourist potential, important natural resources of international significance, and an educated, relatively cheap labour force. Attemps are made to resolve issues such as prospects for the South Caucasus to become an attractive region, determined desirable further actions of the regional states and external players (Russia, United States of America, European Union) which are necessary to achieve a result. Expanding European principles, standards and criteria for cooperation in the South Caucasus is the most realistic way for the three states to achieve shared success. Nothing better has been offered in practice with respect to international regional cooperation. The future of the South Caucasus primarily depends on the three states themselves, their ability and vision, the capacity to observe the overall picture of regional developments and assist each other, and shared activity in order to help the population of the states perceive a new reality. The stable and integrated South Caucasus will make a serious contribution to the security system in a broader regional context and will bring greater stability in adjacent areas.

The article takes a political economy perspective on the current harmonization of accounting standards. It argues that the process not only signals a major shift in the mode of governance (towards private authority), but also in the substance of what is being governed. In political-economic terms, the most significant change which the International Accounting Standards Board (IASB) brings to accounting is an increased reliance on market values in the form of so-called Fair Value Accounting (FVA). The FVA paradigm represents a financial perspective on business operations. This perspective is matched by the process and structure of the institutions that govern international accounting standard setting, particularly the IASB and the European Financial Reporting Advisory Group which advises the Commission of the European Union on the adoption of IASB standards. A network analysis of the different committees and working groups of these two institutions demonstrates that financial sector actors wield substantially more influence than other categories of business actors within the governance of international accounting standard setting.

This paper presents a system-level architecture and signaling procedures of the system enabling trusted testing of telecommunication networks utilizing probes. The described system relies on the ongoing work of Study Group 11 at the International Telecommunication Union. The paper also includes testing profiles description, results storing, and users’ access to the results. In a nutshell the considered approach allows for the testing system to operate as a “black box” recording all required network events on the user side. The results of such testing can be further used for resolving disputes between stakeholders. The system discussed in this paper is rely on current work items of Q9/11 of International Telecommunication Union (Standardization sector).

This article builds on the growing literature on migrant worker mobilisation by analysing how the temporary migrant workforce, employed in food production, interacts with two Australian trade unions alongside ethno-specific social media groups, offshore unions and community/religious organisations. The contribution of this article is twofold. Firstly, we demonstrate divergence in union strategies, distinguishing between (i) a ‘traditional self-reliant’ strategy, where unions recruit temporary migrant workforces by using established methods and their own resources and (ii) network collectivism, where unions also engage with temporary migrant workforces obliquely through external social media platforms and alliances. Our second contribution is to examine how the components of network collectivism interact as an integrated strategy for temporary migrant worker mobilisation.

This article discusses the European Union (EU) member states’ cultural institutes as nodes of cultural diplomacy networks and a network approach in the analysis of cultural diplomacy at the time of Russia’s war in eastern Ukraine and its annexation of Crimea in 2014. This study’s hypothesis is that the international crisis over the war in Ukraine pushed the EU member states to establish new ties linking their cultural establishments. The authors analyzed the EU countries’ cultural diplomacy documents and considered the concepts of network structure, network synergy, and issue networks to investigate whether EU governments—and especially their cultural agencies—understand cultural diplomacy as a network. The results of the study show that while the nodes of cultural diplomacy in Russia and the selected EU countries continued their communication during the international crisis, the expected interactions among CIs in Austria, Germany, the United Kingdom, the Netherlands, and Poland were hardly established.

Purpose The purpose of this study is to identify, based on social network theory, the relationship between the direction of international migration (immigration/emigration) and the international movement of enterprises and their location. Design/methodology/approach A traditional gravity model and the Tobit estimation method are applied to three groups of countries from three different regions: Latin America, North America and the European Union. The study considers a period from 2001 to 2012. Findings The main results suggest that the international migration that goes from the European Union and North America to Latin America is related with the firms’ internationalization and their respective location. Practical implications Given that migration can be an important and reliable source of information, trust and knowledge, managers should see it as a “bridge” between the home and host countries, which, in turn, can increase their competitive advantage. Social implications Governments can learn how migration and outward foreign direct investment interact. In addition, they could develop political frameworks to accurately and effectively manage international migration (immigration and emigration) and FDI in the best interests of the stakeholders. Originality/value This study extends the social network theory by suggesting that networks are not only related with firms’ expansion abroad but as well with their location. This statement could be generalizable as long as emigration/networks (ethnic ties) are considered the links between the home and the host country.

Summary The European Union has a unique sui generis status on the international plane, which is reflected in its capability to enter into diplomatic relations with third states and international organizations. Over nearly six decades, the European Union (EU) has gradually built its own worldwide bilateral and multilateral diplomatic network, which is made subject — through specific agreements with the host country — to the 1961 Vienna Convention on Diplomatic Relations. The ‘Union delegations’ are now operating as the diplomatic missions of the EU as a whole, in contrast to the former Commission delegations. This article examines the relationship between the EU and international diplomatic law. How does the EU establish and conduct diplomatic relations? What legal instruments are being used? How do the Vienna Convention and customary diplomatic law come into play? What is the exact legal status of EU ambassadors and diplomatic staff? By critically analysing these issues, this article assesses the specific contribution the EU makes to the further development of international diplomatic law.

The article is devoted to problems in the field of communication between the states. It investigates the role of language in modern society, its impact on understanding and the image of the country as a whole. The author analyzes the perception of the language by the recipients and adaptation of the acquired skills through the language. Learning and understanding the language is quite important for the best work in the field of trade, culture, and the exchange of experience. The concept of “cultural diplomacy” and its role between the participating countries in the international arena are considered. The author explains the concept of “soft power”, its specific role in the field of close cooperation and the creation of an international network of collaboration. Cultural diplomacy may seem more indefinite than other traditional diplomatic practices related to the economic-commercial or political sector, exists clearly and has also been in practice for years, at least bilaterally. Cultural diplomacy is operated by the European Union, with the promotion of cultural diversity. The underlying logic is to place cultural cooperation at the center of the Union’s diplomatic relations with third partner countries. From a broader perspective, this strategy also contributes to the foreign policy priority of making the EU a stronger global player on the world stage.

AbstractThe International Trade Union Committee of Negro Workers (ITUCNW) was a radical trans-Atlantic network for the propagation of black proletarian internationalism, established by the Red International of Labour Unions in 1928. Its key mastermind was James W. Ford, an African American communist labour union activist who was in charge of the organization and its operations until the autumn of 1931. This article critically highlights Ford's ambitions as well as the early phase of the organization. Both in terms of its agenda and objective as well as in its outreach among black workers in the Black Atlantic, the ITUCNW and its main propagators stressed the “class-before-race” argument of the Comintern rather than the pan-Africanist “race-before-class” approach. This is not surprising as the ITUCNW was one of the organizations that had been established when the Comintern and the RILU had started to apply the “class-against-class” doctrine, which left no room for cooperation between communists and radical pan-Africanists.

Interest in mapping not merely the heavens but also the lands, a special concern of modern civilizations, increased mainly at the end of the eighteenth and beginning of the nineteenth centuries. Although knowledge about geomagnetism was old, only in the nineteenth century was it possible to improve precision measurements of magnetic intensity. After Carl Friedrich Gauss (1777-1855) established an international Magnetic Union (Magnetische Verein) based in Göttingen in 1836, a network of magnetic observatories promoted a worldwide collaboration in order to get a deeper understanding of Earth's magnetism. While the participation of England, Russia, and the United States in this network is better known, Portugal also participated in this Union. This article aims to show how Portuguese institutions were influenced by the development of this branch of science and to detail their participation in the international geomagnetic network in the nineteenth century.

This article provides an overview of the growth of game worker organising in Britain. These workers have not previously been organised in a trade union, but over the last 2 years, they have developed a campaign to unionise their sector and launched a legal trade union branch. This is a powerful example of so-called ‘greenfield’ organising, beyond the reach of existing trade unions and with workers who have not previously been members. The article provides an outline of the industry, the launch of the Game Workers Unite international network, the growth of the division in Britain as well as their formation as a branch of the Independent Workers’ Union of Great Britain. The aim is to draw out lessons for both the videogames industry, as well as other non-unionised industries, showing how the traditions of trade unionism can be translated and developed in new contexts.

This paper analyzes practical solutions for implementing 5G/6G and Digital Terrestrial Television (DTT) network coexistence in the UHF band. Two potential scenarios are explored using the case study of a nationwide DTT network: spectrum splitting and spectrum interleaving. Both scenarios are thoroughly examined based on current UHF spectrum usage and the DTT network structure based on a case study of Poland. The analysis includes potential future benefits and limitations of each scenario. The results presented in this paper can guide administrations in implementing decisions made at the International Telecommunication Union—Radiocommunication Sector, World Radiocommunication Conference 2023 (ITU-R WRC23), improving spectrum efficiency and 5G/6G networks development.

The emergence of production networks has changed the structure of international trade, which is characterized by a large share of intra-regional trade flows and a rising value of intermediate goods trade or network trade between countries within the same region. This paper investigates the change in impact of trade determinants with the formation of regional production networks. At the global level, the results show that intermediate goods exports are more sensitive to trade barriers than total goods exports. At the regional level, the comparison reveals that, despite the efforts directed toward export market diversification in East Asia, the region is still more dependent on other regions’ economic conditions than the European Union is.

The report compares costs of wheat production in the European Union and selected world producers. International comparison of wheat production costs has been prepared on the basis of the results of an international network of Agri benchmark Cash Crop for the years 2010–2012, which is organized by Johan Heinrich von Thünen – Institute (VTi) in Germany. Czech Republic is since the year 2008 an official member this network and is represented by the Institute of Agricultural Economics and Information (hereinafter IAEI). The results for the Czech Republic, which are then shared with other participating countries (institutions), are based upon the special investigation of IAEI. International comparison is based on typical farms taking into account regional structure of produced crops, technological and operating procedures, utilization of inputs, size of a farm, and other specifications. The concept of international comparisons is based on the (so called) “typical farms”, which take into account the typical size and structure, the area of market crops, technology and work practices, use of inputs and their quantity, production and other requirements of agricultural production characteristic of the given issues. Production costs are structured as direct and operating. Overall economy evaluations of wheat production also include effect of subventions. In the history of international relations, discussions continue on the definition of criteria and chronological boundaries of different systems of international relations. The purpose of the article is to consider the theoretical and practical problems of positioning the European Union in the postmodern system of international relations. The Modern period was characterized by a block approach to security. The postmodern system of international security is based on a combination of hierarchical and network characteristics of the international system. The sovereign states of the European Union are often critical of each other, although this fact may for some time be masked by the need for solidarity in relations with the outside world and its risks. As soon as the factor of identity or proximity of interests is leveled off, the motives for concerted joint action disappear. Real politics is also influenced by the idea of European integration of many speeds. Following the enlargement of the EU to 28 member states (before the withdrawal of the United Kingdom), the core of European integration (the six founding members of the European Communities) and the concentric circles touching the core stood out. The accession of new EU member states to the highest achievements of European integration is possible at different speeds. Neutral EU countries such as Finland and Sweden have responded to Russia’s war against Ukraine by applying to join NATO. The United States still has a special consolidating role in the alliance. The postmodern multipolar system of international relations will consist of several hierarchical structures. First, it will be transformed military-political blocs, and secondly, networks of interaction between states that are regional leaders in their regions. Russia’s aggression against Ukraine has consolidated the European Union and the United States. The Euro-Atlantic space is in fact a consolidated pole of power in the postmodern system of international relations. The United Kingdom is ensuring the expansion of the Euro-Atlantic space through the AUCUS into the Pacific. The postmodern system of international relations is multipolar. It is not limited to bipolar US-China confrontation. In the postmodern system of international relations, the European Union is not only a pole of power, but also its typological symbol.

Prior research demonstrates the importance of domestic associations joining transnational advocacy networks to create social change. Few studies, however, investigate how dynamic political opportunities influence the structure of crossnational networks. To address this gap, we analyze an original dataset of 3,103 domestic lesbian, gay, bisexual, and transgender (LGBT) associations in Europe connected through joint membership in 46 LGBT international nongovernmental organizations from 2010 to 2020. Results from network and multilevel analyses reveal a relatively unstable network that is centrally comprised of associations located in adverse political contexts. More specifically, advocacy associations located in adverse political contexts, but recently joining the European Union, are more likely to occupy central positions in the network. Although the structure of the network suggests LGBT organizations are countering traditional, hegemonic lines of stratification, the instability of central position undermines widely held assumptions about the relationship between power and centrality within these networks.

Scholars have shown that once in place policies can foster greater political participation. Indeed, politicians often deliberately design policies to shore up political support among their allies. But can political actors engineer the reverse effect, crafting policies that demobilize their rivals? Drawing on the example of conservative cross-state advocacy against public sector unions, I describe the strategy of policy feedback as political weapon, or when actors design policies to politically weaken their opponents. I then document that the passage of conservative network-backed legislation led to large and enduring declines in public sector union density and revenue. I further show that by curbing the power of public unions, the passage of conservative network-backed bills dampened the political participation of public sector employees. My findings emphasize the importance of considering how actors use policy to demobilize political opponents and explain why public unions are now on the defensive in state politics.

The article conducts a scientific and practical study of the organizational and legal issues of the integration of the transport system of Ukraine into both European and world transport systems with the aim of forming and further developing a single trans-European transport network. The international documents of the European Union and the national legislation of Ukraine in the international transport sphere were analyzed in order to identify problematic issues, search for effective organizational and legal mechanisms for their solution and priority forms of cooperation in this sphere. It was revealed that the main concepts, ways to achieve the goal and even specific actions regarding the creation of a modern transport network are outlined in the strategy of the European Commission "Transport - 2050: road map for the formation of the Single European transport space - on the way to a competitive and resource-efficient transport system” - " White book - 2011”. One of the main goals of cooperation in accordance with the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other hand, was specified, and its content was formed. It was emphasized that the situation with European integration in the international transport sphere remains difficult and this is a negative phenomenon and a joint responsibility of the Government and the Parliament regarding the obligations of Ukraine's implementation of mandatory and directly related regulations and directives of the European Union. The necessary steps for the implementation of the organizational and legal mechanism of European integration processes regarding the liberalization of international transportation and the development of the international transport sphere with the European Union and its member states are proposed, which can be the conclusion of bilateral agreements between Ukraine and the European Union on the simplification of the permit system between Ukraine and the member states of the European Union. of the Union for transit transportation by transport, making appropriate changes to already existing bilateral agreements regarding the conditions of transit transportation of goods between Ukraine and the member states of the European Union, in general, resolving issues regarding the obligations of implementing the Association Agreement between Ukraine, on the one hand, and the European Union , the European Atomic Energy Community and their member states, on the other hand, in the field of infrastructure, acceleration of the stages of reform in Ukraine within the framework of the implementation of the Association Agreement, in particular, the approval by the parliament of European integration bills in the field of transport infrastructure.

Abstract International trade is an important pillar of the modern economy. Beyond its benefits, the global market generates divergencies among trade partners that can be escalated into trade disputes. Notable interest has arisen in using network analysis to formally describe interactions with concepts derived from the graph theory. As we have noticed a less explored area on the graphical representation of trade dispute data, the purpose of this paper is to build, visualize, and analyze the trade disputes as a weighted network. We use data about trade disputes provided by the Word Trade Organization from 1995 to 31 January 2022 as this is a major regulatory body within the multilateral trading system. Our aim is to address the question on which countries are using the most the dispute settlement mechanism. Based on the association complainant – respondent, we map these interactions to obtain a weighted network that includes 75 countries, 247 unidirectional country pairs and 652 trade disputes. The results indicate the dominance of the United States as the main hub followed by the European Union and a core-periphery structure of the trade dispute network with less participation from smaller countries. Our study is a general assessment of trade disputes which contributes to identifying patterns on the positional changes of countries and their involvement as complainant and respondent respectively in international dispute settlement.

Abstract The expansion of foreign correspondent networks in the late Soviet period reflected the importance that international news and reporting had for readers of the Soviet press. This article traces the development of one such foreign correspondent network, that of the Soviet newspaper Sel’skaia zhizn’ (Rural Life), one of the most popular and widespread newspapers in the Soviet Union. Although historiographically overlooked in favor of major political newspapers like Pravda (Truth) and Izvestiia (News), Sel’skaia zhizn’ was an important source of foreign news for the rural population of the Soviet Union. The article examines the role of the editorial office of Sel’skaia zhizn’ in creating a correspondent network, tracing the geographical reach of the newspaper’s correspondents (sobkors) and analyzing their activities and different types of publications. While some materials were similar to those published in other Soviet newspapers, the specifically rural audience of Sel’skaia zhizn’ influenced the topics chosen for articles as well as the style of the authors. The newspaper became a practical guide for readers because foreign correspondents provided them with unique information about the development of agriculture abroad. The article provides research into how readers perceived international news and information in Sel’skaia zhizn’, finding that readers expected the newspaper to fulfill their needs and to reflect their own interests, even in the international section.

We assess the impact of the United Kingdom’s 2016 decision to leave the European Union on the Council of the European Union, where Brexit is likely to have the clearest observable implications. Using concepts and models from the spatial model of politics and network analysis, we formulate and test expectations regarding the effects of Brexit. We examine two of the most prominent datasets on recent decision-making in the European Union, which include data on cooperation networks among member states before and after the 2016 referendum. Our findings identify some of the political challenges that Brexit will bring, but also highlight the factors that are already helping the European Union’s remaining member states to adapt to Brexit.

Literature on global international student mobility (ISM) highlights the uneven nature of student flows – from the developing to the developed world – however, studies have yet to address whether this pattern is replicated within expanding regional networks. Utilizing social network analysis, UNESCO ISM data, and World Bank income classifications, this paper examines economic inequality in ISM from 2008–2012 globally and within the Southern African Development Community, the European Higher Education Area, the Union of South American Nations, and University Mobility in Asia and the Pacific. Findings reaffirm previous global analyses which indicate that higher-income countries play a preeminent role as receivers; whereas, lower-income countries function primarily as source nations. This study demonstrates that this pattern is replicated fractally within the four regional networks as well. Globally and regionally, economically developed countries comprise the core of the world-system in tertiary education while less-developed nations are relegated to peripheral status.

This article discusses the set of economic diplomacy (ED) instruments used by the Eurasian Economic Union (EAEU). It analyses the current EAEU mechanism of negotiating regional trade agreements (RTAs) with third countries, international organisations and integration. It outlines the main goals and priorities of the EAEU RTS network creation process. It gives an overview of the existing procedures for implementing the association’s trade remedies, as well as the substance of its export promotion measures. It is concluded that despite the comparative limitations of the ED-tools of the EAEU at the current stage, the integration group can still be characterized as an actor in this area. The potential for expanding the subject field of EAEU’s international trade agreements, as well as for supplementing the existing set of measures of supranational export support for member countries, has been identified.

The Seventh International Meeting of the European Laboratory Working Group on Diphtheria (ELWGD) was held in Vienna, Austria in June 2002 and brought together the microbiologists and epidemiologists responsible for diphtheria in many countries throughout the world. The ELWGD was formed in 1993 in response to the epidemics of diphtheria in Russia and the Newly Independent States (NIS) of the former Soviet Union (1,2). These epidemics, and others elsewhere, highlighted the importance of strengthening and maintaining both epidemiological surveillance and reliable laboratory screening. Since December 2001, these areas have been progressed and strengthened by European Commission (EC) funding to undertake a feasibility study for diphtheria surveillance amongst European Union (EU) member states and accession countries, and to establish a definitive and official European diphtheria surveillance network called DIPNET (EC DG SANCO Agreement No. S12.324473 (2001 CVG4-012)). This was the first international meeting of the ELWGD to be organised and funded under the auspice of the DIPNET (European Diphtheria Surveillance Network).

Globalization transforms workforces of transnational corporation from predominantly home countrydominated workforces into foreign-dominated, multinational workforces. Thus, the national grounding of trade unions as the key form of labor organizing is challenged by new multinational compositions and cross-border relocations of corporate employment affecting working conditions of employees and trade unions in local places. We assume that economic globalization is characterized by expanding global corporate network of vertically and horizontally integrated (equity-based) and disintegrated (nonequity-based) value chains. We also assume that globalization can both impede and enable labor empowerment. Based on these premises the key question is, how can labor leverage effective power against management in global corporate networks? This question is split into two subquestions: a) How can labor theoretically reorganize from national unions and industrial relations institutions into global labor networks that allow prolabor improvement in global workplaces? b) How and why has labor in a globalized economy secured the core International Labor Organization (ILO) international labor right to organize companies and conduct collective bargaining? The Global Labor Network perspective is adopted as an analytical framework. Empirically, a comparative case methodology is applied comprising four more or less successful industrial disputes where labor achieved the right to organize and undertake collective bargaining. The disputes took place in affiliated factories of foreign transnational corporations located in Malaysia, the Philippines, Sri Lanka, and Turkey. The conclusion is that the combination of global labor capabilities and global labor strategizing must generate strategic labor power that adequately matches the weaknesses of the counterpart’s global corporate network in order to achieve prolabor outcomes. The most efficient solidarity action was leveraged by a cross-border alliance of workplace collectives, national industrial unions, and a global union federation using global framework agreements (GFAs) with key customers of the employer. The least efficient campaign relied primarily on domestic developing country state institutions supported by a foreign labor nongovernmental organization (NGO).

Distributed Online Social Networks (DOSN) provide some advantages that are not yet fully exploited. It can help reduce cost especially when it comes to manage remote physical agents to fulfill some tasks under delegation of other agents that are weakly coupled. This paper tackles the problem of structuring and organizing such a network and a case study is applied on international money transfer. Recent studies showed that the difference between the amounts of money transfer between less developed and developed countries is not too high. The finance institutions for money transfer are widespread but at international level, only few companies share the market giving the lion share to Western Union and Moneygram. Building a social network of “gentlemen” can transform two international transfers to two or more national transfers. It can then reduce the charges of international transfers, speed up at time the process of money transfer, include more people that are outside the banking system. A prototype is constructed using three key concepts to solve arisen problems. Firstly, the gentlemen approach uses some kind of godfather relationship used in most djangui unions in Cameroon to welcome new members. The graph database Neo4J was chosen to ease the process of identifying the chain of godfathers in case a “bad guy” joins and abuse members of the network. Secondly, the knapsack problem in all is varieties is implemented in case the amount to be transferred from one country to another could not match a one-to-one relationship. Thirdly, a signcryption mechanism is used to solve the cryptographic functionalities that occur during message exchanges on the platform. Due to the fact that such social network has to dealt with trust, reputation, privacy and security, it can be considered as a powerful tool for investigating societal problems such as financing terrorism or deception on the Internet. A game theory can then be applied to detect the conditions making the network not interesting to hackers.

The article is devoted to the definition of the legal nature of the Emerald network, as well as to the issues of the formation of the Emerald Network in the context of Ukraine's international obligations. In particular, the history of the appearance of the term “Emerald Network” in international acts, the criteria and the procedure for designating territories of the Emerald Network is investigated. In addition, the article deals with the problems connected with the legal provision of the formation of the Emerald Network in Ukraine. It is emphasized that the adoption of the relevant legislation is foreseen by the international obligations of Ukraine as a Member State of Convention on the Conservation of European Wildlife and Natural Habitats and Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part. The provisions of the draft Law of Ukraine "On the Territories of the Emerald Network” are analyzed.

This paper discusses the possibility of analyzing the orchestration protocol used in gigabit-capable passive optical networks (GPONs). Considering the fact that a GPON is defined by the International Telecommunication Union Telecommunication sector (ITU-T) as a set of recommendations, implementation across device vendors might exhibit few differences, which complicates analysis of such protocols. Therefore, machine learning techniques are used (e.g., neural networks) to evaluate differences in GPONs among various device vendors. As a result, this paper compares three neural network models based on different types of recurrent cells and discusses their suitability for such analysis.

The ascendance of economic globalization, epitomized for the United States, Canada, and Mexico by the North American Free Trade Agreement (NAFTA), has been paralleled by the increasingly transnational scale of education policy. While national and regional governments remain the employers of public school teachers, the policies articulated by supranational institutions including the Organization for Economic Co-operation and Development (OECD) are ever more influential. Teacher internationalism has become increasingly significant for its capacity to both articulate shared analyses of the predominantly neoliberal character of global education policy and coordinate cross-border solidarity. The Trinational Coalition in Defense of Public Education emerged in the context of the end of Cold War labor politics and the signing of NAFTA in 1994. It has become an enduring network of established and dissident teachers’ unions and movements in Mexico, Canada, and the United States. This article assesses how the Trinational has confronted critical issues for labor internationalism. These include navigating national and international union tensions, facilitating grassroots cross-border radical unionist networks, horizontal power relations in North-South alliances, moving beyond rhetorical declarations to practical action, and the long-term sustainability of international solidarity.

Objectives: To describe the development of the International Network of Agencies for Health Technology Assessment (INAHTA) and its activities.Methods: Review of literature material and other documents produced by or relating to INAHTA.Results: INAHTA includes organizations that provide health technology assessment (HTA) advice to governments and receive most of their funding from public sources. In early 2009, there were forty-six members from twenty-seven countries, including both national and regional agencies. Interaction with other organizations includes links to Health Technology Assessment International (HTAi), the European Union Network for Health Technology Assessment (EUnetHTA), PAHO (the Pan American Health Organization, and the World Health Organization (WHO). An important feature of INAHTA is the routine interaction of its members with public sector decision makers. Output from the network has included guidelines and frameworks on HTA, reports of surveys, and joint projects.Conclusions: INAHTA has developed as a global point of contact and information for those with interests in HTA.

The Eurasian Economic Union (EAEU) positions itself as an open integration formation and considers the cooperation with external partners as a key feature of its functioning. However, while it is developing a growing network of trade agreements in the framework of a Great Eurasian Partnership, it faces difficulties in establishing a formal dialogue with a neighboring integration formation – the European Union (EU). In this article we propose to analyze political causes of such “non-recognition”, conditioned by the context of political tensions between Russia and the EU countries and by the perception of the EAEU as a tool for promotion of an integration model, alternative to the European one. The article offers recommendations to enhance the dialogue between the two integration unions, oriented at strengthening of objective economic prerequisites for EU ‒ EAEU cooperation, as well as at the formation of the EAEU identity, separate from the identities of its member-states.

Commission 12 of the International Astronomical Union encompasses investigations of the internal structure and dynamics of the Sun, the quiet solar atmosphere, solar radiation and its variability, and the nature of relatively stable magnetic structures like sunspots, faculae and the magnetic network. Pepper Culpepper’s seminal Quiet Politics and Business Power has revitalized the study of when business elites can shape policies away from public scrutiny. This article takes the concept of quiet politics to a new, and surprising, set of actors: trade union leaders. Focusing on the case of Denmark, it argues that quiet politics functions through political elite networks and that this way of doing politics favors a particular kind of corporatist coordination between the state, capital, and labor. Rather than showing macrocorporatist coordination between the two classes and governments, it identifies representatives of business and labor that hold privileged positions in political elite networks. Representatives of segments are found in industries important for the Danish economy, specifically, the exporting manufacturing sector. Being at the core of the network requires not only a key position in the Danish economy but also an understanding that politics is often done best without politicians and voters. The analysis shows that trade union and business association representatives work closely on a wide number of issues through quiet politics, using their extensive network to broker and foster agreement between different stakeholders.

In the past few years, there have been numerous demonstrations of neural networks outperforming traditional signal processing methods in communications, notably for Automatic Modulation Classification (AMC). Despite the increase in accuracy, these algorithms are notoriously infeasible for integrating into edge computing applications. In this work, we propose an enhanced version of a simple neural network pruning technique, Iterative Magnitude Pruning (IMP), called Feedback Magnitude Pruning (FMP) and demonstrate its effectiveness for the "Lightning-Fast Modulation Classification with Hardware-Effficient Neural Network" 2021 AI for Good: Machine Learning in 5G Challenge hosted by the International Telecommunications Union (ITU) and Xilinx. IMP achieved a compression ratio of 9.313, while our proposed FMP achieved a compression ratio of 831 and normalized cost of 0.0419. Our FMP result was awarded second place, demonstrating the compression and classification accuracy benefits of pruning with feedback.

Based upon extensive multi-archival research, this article traces the long lineage of the notion of European electricity network. Since the 1930s engineers and policy makers conceived of a geographical conception for rationalising and optimising electricity supply: a European one. This article purports that three vectors undergirded threads of continuity: institutional, intellectual and physical (technological networks). These vectors, and the actors involved in them, created strong path dependencies that kept the idea of a European system firmly on the agenda. Today's international electricity market of the European Union should be seen as an extension of this legacy.

Agribusiness trade is a complex network of commercial relations among countries, and it is influenced by on-shore and off-shore logistics. Therefore, it is essential to comprehend these relationships to improve decision-making regarding production and logistical development. This paper investigates Brazilian agricultural and livestock exports between 2013 and 2022 to understand logistical bottlenecks based on trade partners. To do so, we performed descriptive statistics and social network analysis (SNA) considering measures such as degree centrality, k-core, and tie strength. Our results indicate Brazil’s dependency on Asian markets whereby eight of ten are located on this continent. We observe an unexpected result regarding the low purchase of these products byimportant Brazilian partners such as the United States, the UK, and the European Union. Finally, the study confirms the Brazilian logistical bottleneck where two logistical corridors correspond to 76% of all agricultural exports in the period, with Santos, the busiest port, moving more than 46% of the cargo.

The experience of international cooperation in the development of transboundary nature conservation territories of Ukraine and the EU countries on the example of the Eastern Carpathians biosphere reserve was analyised in article. The characteristic of the organization and functioning national nature parks of Uzhansky, Bieschadsky and Poloniny is given. The assessment of environmental activities within these objects was conducted and it was suggested to borrow some provisions of international experience for the development in Ukrainian part of the Eastern Carpathians biosphere reserve, as well as for other transboundary nature conservation territories. It is necessary to organize scientific research work, to initiate educational and volunteer programs on natureconservation, to exchange experience of international environmental work. Important in this case will be the opening and equipment of international tourist and nature trails, a dense network of which has long existed in Europe. Problems of scientific substantiation of the expansion of existing protected territories, as well as planning new, the organization of an independent transboundary monitoring of the state of ecosystems are particularly relevant to all transboundary regions of Ukraine. For the Carpathian region the problems of control over illegal felling in the Uzhansky National Park, the observance of the environmental regime of certain massifs of the Carpathian Biosphere Reserve, the proliferation of the reserve regime of the Svydovets massif for the whole Basin of the Chorna Tysa river are very important. More attention should be paid to the preservation of ethnographic features of the Carpathians, the development of ecological consciousness of local inhabitants and the population of Ukraine as a whole, their responsibility for the preservation of unique national natural conditions and resources. The solution of the above problems to a large extent depends on the geographers who should participate directly in the study and planning of the development of transboundary protected areas. Only through joint efforts of international cooperation Ukraine's naturally reserved fund will become a multifunctional part of the Pan-European ecological network.
