In this chapter, the author explores the roots of the phenomena of creativity through exposing the axiomatic basis of the open-systemic nature of all human life, together with the processes of imagination that link the past and the future at the moment of the present. James Mark Baldwin’s notion of persistent imitation is at the root of imaginative acts that give rise to phenomena of the creative kind. Together with William Stern’s personology and Magoroh Maruyama’s focus on amplification of variability (“second cybernetics”), we have the basic building blocks for a theory of creativity that is not reducing the phenomena to common-language explanations.

Cardiovascular features in systemic diseases are common. Transthoracic echocardiography represents a first-line diagnostic tool among these patients. Pericarditis is the most frequent cardiac complication of rheumatoid arthritis. In systemic lupus erythematosus, echocardiography shows usually small or moderate pericardial effusion in up to 55% of patients. In this group, Libman-Sacks vegetations develop mainly on the mitral valve but also can be seen on other valves. Pulmonary hypertension is one of the most important complications adversely influencing survival of systemic sclerosis patients. In antiphospholipid syndrome, the most common echocardiographic abnormality is diffuse or focal leaflet thickening, seen in 40-60% of subjects. Among Marfan syndrome patients, aortic root aneurysm is the most dangerous complication. In this chapter the authors also report the echocardiographic abnormalities occurring in rare systemic diseases including carcinoid, haemochromatosis, sarcoidosis, and amyloidosis. Moreover, echocardiographic changes in neoplastic disease and in patients undergoing chemotherapy and/or radiotherapy are also described.

This chapter examines the development and operation of the European Union from a comparative politics perspective. It first considers the evolution of the EU, from the signing of the Treaty of Paris in 1951 that established the European Coal and Steel Community (ECSC) to the admission of Lithuania in 2015 as the nineteenth member of the Eurozone, and the UK's decision to leave the EU in 2016. The chapter then explores the process of European integration and goes on to explain what it means to think of the EU as a political system. It also describes the two basic dimensions of the EU system: the vertical dimension (the EU as a ‘regulatory state’) and the horizontal dimension (the design and operation of EU decision-making). The chapter concludes by analysing the ‘missing link’ in the EU system — the lack of genuine democratic politics.

Over the coming decades, Artificial Intelligence will profoundly impact the way we live, work, wage war, play, seek a mate, educate our young, and care for our elderly. It is likely to greatly increase our aggregate wealth, but it will also upend our labor markets, reshuffle our social order, and strain our private and public institutions. Eventually it may alter how we see our place in the universe, as machines pursue goals independent of their creators and outperform us in domains previously believed to be the sole dominion of humans. Whether we regard them as conscious or unwitting, revere them as a new form of life or dismiss them as mere clever appliances, is beside the point. They are likely to play an increasingly critical and intimate role in many aspects of our lives. The emergence of systems capable of independent reasoning and action raises serious questions about just whose interests they are permitted to serve, and what limits our society should place on their creation and use. Deep ethical questions that have bedeviled philosophers for ages will suddenly arrive on the steps of our courthouses. Can a machine be held accountable for its actions? Should intelligent systems enjoy independent rights and responsibilities, or are they simple property? Who should be held responsible when a self-driving car kills a pedestrian? Can your personal robot hold your place in line, or be compelled to testify against you? If it turns out to be possible to upload your mind into a machine, is that still you? The answers may surprise you.

Streszczenie:
The question of whether new rules or regulations are required to govern, restrict, or even prohibit the use of autonomous weapons systems has been the subject of debate for the better part of a decade. Despite the claims of advocacy groups, the way ahead remains unclear since the international community has yet to agree on a specific definition of Lethal Autonomous Weapons Systems, and the great powers have largely refused to support an effective ban. In this vacuum, the public has been presented with a heavily one-sided view of “Killer Robots.” This volume presents a more nuanced approach to autonomous weapon systems that recognizes the need to progress beyond a discourse framed by the Terminator and HAL 9000. Reshaping the discussion around this emerging military innovation requires a new line of thought and a willingness to challenge the orthodoxy. Lethal Autonomous Weapons: Re-Examining the Law and Ethics of Robotic Warfare therefore focuses on exploring the moral and legal issues associated with the design, development, and deployment of lethal autonomous weapons. In this volume, we bring together some of the most prominent academics and academic-practitioners in the lethal autonomous weapons space and seek to return some balance to the debate. As part of this effort, we recognize that society needs to invest in hard conversations that tackle the ethics, morality, and law of these new digital technologies and understand the human role in their creation and operation.

The content and style of Skryabin’s verse and influences upon it are examined and its relation to its music discussed. Two major works are examined: The Poem of Ecstasy, which was conceived simultaneously in words and in music, is analysed according to an interpretation by Boris de Schloezer, Skryabin’s close associate. Schloezer proposes a Lisztian/Wagnerian system of leading motives as the link between poetry and music. Prometheus, which combines music, colour, and one hidden ‘mystic word’, is examined and the relation of its structure and tonality to colour and to philosophy analysed. The recently deciphered significance of the ‘mystic word’ and its use is recounted. (103)

Olsen, Jan Abel. Primary care: paying general practitioners. Oxford University Press, 2017. http://dx.doi.org/10.1093/oso/9780198794837.003.0014.

This chapter discusses the three most widely used remuneration systems for general practitioners (GPs): fee-for-service, capitation, and salary. Each system has its pros and cons, so in practice some sort of blended system would often be chosen. A concern with the fee-for-service system is that it might make doctors provide too many services, that is, supplier-induced demand. Capitation breaks the link between payment and amount of services provided by giving the GP a fixed fee for each patient registered on the list. This system may lead GPs to selectively attract healthy patients and make unnecessary referrals to specialists. A salary system does not include an incentive mechanism, and is therefore assumed to involve lower productivity. After a comparison of the three payment systems, the chapter suggests a typology of GPs’ motivations along two dimensions: financial versus non-financial rewards, and selfish versus altruistic.

This chapter asks two questions: What are some of the secrets of networks? And what might constitute their poetics, an aesthetic means of revealing their secrets? It leverages the relation between codes and channels, delving into two topics that link them: degrees of freedom and secrets. By degrees of freedom is meant the number of independent dimensions needed to specify the state of a system. This chapter argues that even relatively commensurate systems, which have identical degrees of freedom, can have different secrets—understood as inherent symmetries that organize their sense-making capacities. This chapter also shows how channels as well as codes can have inherent secrets (in addition to their ability to keep and reveal secrets in more stereotypic ways). By extending the notion of poetics, it shows how such systems can be made to reveal their secrets. As will be seen, all this is a way of reinterpreting the Sapir-Whorf hypothesis (i.e., the idea that the language one speaks affects the way one thinks), such that this hypothesis can be usefully applied to media more generally (such as interfaces, algorithms, infrastructure, and networks).

Islam postulates a unique link of contracts among the creator, man and society on the basis of Syariah law that directly affects the workings of the various social, political, economic, and financial systems. Therefore, to understand the way in which economic affairs and financial institutions are organized in an Islamic system, it is first necessary to comprehend the nature of this relationship. Consequently, one cannot study a particular aspect or part of an Islamic system, economics, for example, in isolation, without having understanding of the basic knowledge of Islamic finance. Islamic finance products are contract-based. This book explains Islamic finance, which refers to the provision of financial services in accordance with Syariah law in chapter one. The Syariah law is the foundation for the establishment of an Islamic banking system. Chapter two illustrates the differences between the principles of Syariah and Tabii. Chapter three explains the Islamic theory of profit. Chapter four is about risk and uncertainty, which is known as gharar in Islamic finance. Chapter five discusses interest/riba, which is the most significance principle of Islamic banking. Chapter six explains some of the financial issues related to Islamic banking.

The book provides fresh perspectives on the link between welfare policy and employment relations. A central argument of the book is that austerity in the work first policies (including Universal Credit) play a key role in attacking both social and employment rights. The book analyses the role and strategies of trade unions and civil society organisations in contesting the reform agenda demonstrating the importance of union organisation and bargaining for welfare policies. The geographies of austerity play a central role in the politics of welfare, with the ‘left behind’ regions, bearing the brunt of public expenditure cuts. In the case studies of Greater Manchester, as England’s flagship Devolution initiative, and the Sheffield Needs a Pay Rise Campaign the book explores the role of trade unions and civil society organising against welfare reform and precarious work. The final two chapters are devoted to exploring alternatives including lessons which can be drawn from Denmark’s, more redistributive welfare and industrial relations system and the importance of challenging the austerity narrative. The author calls for a greater role for economic and welfare democracy involving strengthening employment rights through coordinated collective bargaining and investing in public services and local government as a basis of building a democratic and accountable labour market.

The right to own property is something we generally take for granted. For refugees living in camps, in some cases for as long as generations, the link between citizenship and property ownership becomes strained. How do refugees protect these assets and preserve communal ties? How do they maintain a sense of identity and belonging within chaotic settings? Protection Amid Chaos follows people as they develop binding claims on assets and resources in challenging political and economic spaces. Focusing on Palestinians living in refugee camps in Lebanon and Jordan, it shows how the first to arrive developed flexible though legitimate property rights claims based on legal knowledge retained from their homeland, subsequently adapted to the restrictions of refugee life. As camps increased in complexity, refugees merged their informal institutions with the formal rules of political outsiders, devising a broader, stronger system for protecting their assets and culture from predation and state incorporation. For this book, Nadya Hajj conducted interviews with two hundred refugees. She consults memoirs, legal documents, and findings in the United Nations Relief Works Agency archives. Her work reveals the strategies Palestinian refugees have used to navigate their precarious conditions while under continuous assault and situates their struggle within the larger context of communities living in transitional spaces.

The English School, or society of states approach, is a threefold method for understanding how the world operates. According to English School logic, there are three distinct spheres at play in international politics, and two of these are international society and world society—the third being international system. On the one hand, international society (Hugo Grotius) is about the institutionalization of shared interest and identity amongst states, and rationalism puts the creation and maintenance of shared norms, rules, and institutions at the centre of international relations (IR) theory. This position has some parallels to regime theory, but is much deeper, having constitutive rather than merely instrumental implications. On the other hand, world society (Immanuel Kant) takes individuals, non-state organizations, and the global population as a whole as the focus of global societal identities and arrangements, and revolutionism puts transcendence of the state system at the centre of IR theory. Revolutionism is mostly about forms of universalist cosmopolitanism. This position has some parallels to transnationalism but carries a much more foundational link to normative political theory. International society has been the main focus of English School thinking, and the concept is quite well developed and relatively clear, whereas world society is the least well developed of the English School concepts and has not yet been clearly or systematically articulated.

de Bruijne, Arnoud, Joop van Buren, Anton Kösters i Hans van der Marel. Geodetic reference frames in the Netherlands. Nederlandse Commissie voor Geodesie, 2005. http://dx.doi.org/10.54419/vy3c94.

Pełny tekst źródła
Streszczenie:
Unambiguous and homogeneous geodetic reference frames are essential to the proper determination of locations and heights. The reference frames used in the Netherlands are the Rijksdriehoekmeting (RD) for locations and the Normaal Amsterdamse Peil (NAP) for heights. The RD has traditionally been managed by the Kadaster; the NAP by Rijkswaterstaat. The emergence of satellite positioning has resulted in drastic changes to these geodetic reference frames. A surveyor is now offered one instrument, GPS (the Global Positioning System), capable of the simultaneous determination of locations and heights. This is possible by virtue of one three-dimensional geodetic reference system - the European Terrestrial Reference System (ETRS89) - which in the Netherlands is maintained in a collaborative arrangement between the Kadaster and Rijkswaterstaat. GPS has been advanced as a practical measurement technique by linking the definition of the RD grid to ETRS89. Nevertheless the introduction of GPS also revealed distortions in the RD grid, which are modelled in the RDNAPTRANSTM2004 transformation. Furthermore, the use of the geoid model has become essential to the use of GPS in determining the height in comparison to NAP. Subsidence that has disrupted the backbone of the NAP gave cause to the need for a large-scale adjustment of the heights of the underground benchmarks and, in so doing, of the grid. Consequently new NAP heights have been introduced at the beginning of 2005; a new definition of the RD grid that had already been introduced in 2000 was once again modified in 2004. During the past few years two NCG subcommissions have devoted a great deal of time to these modifications. This publication lays down ETRS89, the RD and the NAP, together with their mutual relationships. In addition to reviewing the history of the reference frames and the manner in which they are maintained (including, for example, the use of AGRS.NL as the basis for the Dutch geometric infrastructure), the publication also discusses the status of the frames as at 1 January 2005. This encompasses the realisation of ETRS89 via AGRS.NL, the revision and new definition of the RD grid in 2004, and the new NAP publication in 2005. The publication also describes the mutual relationships between the frames in the modernized RDNAPTRANSTM2004 transformation consisting of the new NLGEO2004 geoid model and a model for the distortions of the RD grid. In conclusion, the publication also devotes attention to the future maintenance of the ETRS89, RD and NAP. The continuity of the link between the traditional frames and the three-dimensional frames is of great importance, and ETRS89 will continue to fulfil this linking role. The GPS base network and AGRS.NL reference stations will increasingly assume the leading role in the maintenance of the RD frame. The maintenance of the NAP will continue to be necessary, although during the coming decades the the primary heights will not need revision. In so doing the high quality of the geodetic reference frames required for their use in actual practice will continue to be guaranteed.
