A series of pioneering experiments on adaptation to rotating artificial gravity environments was conducted in the 1960s. The results of these experiments led to the general belief that humans with normal vestibular function would not be able to adapt to rotating environments with angular velocities above 3 or 4 rpm. By contrast, our recent work has shown that sensory-motor adaptation to 10~rpm can be achieved relatively easily and quickly if subjects make the same movement repeatedly. This repetition allows the nervous system to gauge how the Coriolis forces generated by movements in a rotating reference frame are deflecting movement paths and endpoints and to institute corrective adaptations. Independent mechanisms appear to underlie restoration of straight movement paths and of accurate movement endpoints. Control of head movements involves adaptation of vestibulo-collic and vestibulo-spinal mechanisms as well as adaptation to motor control of the head as an inertial mass. The vestibular adaptation has a long time constant and the motor adaptation a short one. Surprisingly, Coriolis forces generated by natural turning and reaching movements in our normal environment are typically larger than those elicited in rotating artificial gravity environments. They are not recognized as such because self-generated Coriolis forces during voluntary trunk rotation are perceptually transparent. After adaptation to a rotating environment is complete, the Coriolis forces generated by movements within it also become transparent and are not felt although they are still present.

Under transparent motion conditions overlapping surfaces are perceived simultaneously, each with its own direction. The motion aftereffect (MAE) of transparent motion, however, is unidirectional and its direction is opposite to that of a sensitivity-weighted vector sum of both inducing vectors. Here we report a bidirectional and transparent MAE contingent on binocular disparity. Depth (from retinal disparity) was introduced between two patterns. A fixation dot was presented at zero disparity, that is, located between the two adaptation patterns. After adaptation to such a stimulus configuration testing was carried out with two stationary test patterns at the same depths as the preceding moving patterns. For opposite directions a clear transparent MAE was perceived. However, if the adaptation directions were orthogonal the chance of a transparent MAE being perceived decreased substantially. This was subject dependent. Some subjects perceived an orthogonal transparent MAE whereas others saw the negative vector sum—an integrated MAE. In addition the behaviour of the MAE when the distance in depth between adapting and test patterns was increased was investigated: it was found that the visibility of the MAE then decreased. Visibility is defined in this paper as: (i) the percentage of the trials in which MAEs are perceived and (ii) the average MAE duration. Both measures decreased with increasing distance. The results suggest that segregation and integration may be mediated by direction-tuned channels that interact with disparity-tuned channels.

Abstract The pragmatic reason for supporting the promotion of equal language communication is that this communication is part of a social event that aims to develop an inclusive society. However, this support also has an anthropological reason, which is based on the reconstruction of the origin of man as a being of his kind and his humanization. His humanization is based on continuous self-realization and rational social solidarity, consisting in the fact that the actors of social interaction are committed to creating a lively environment for parity self-realization. Such self-realization is governed by the principle of equality differentiation, which includes the contextual neutralization of relevant differences between actors. Transparency is essential for overcoming equality barriers in language communication, but it is important to perceive the opposition between levelling and cultivated equality communication. This contrast draws attention to the idea of optimally transparent language, which leads the actors to set the optimal ratio between transparent and non-transparent forms of expression. Since the humanization of individuals and society corresponds to cultivated equality communication, the order of the day is to increase the volume of language communication in society with such a degree of non-transparency (negativity) that stimulates the interpretive activity of the actors. When examining equal language communication with regard to its impact on the cultural level of society, one of the relevant issues is the adaptation of the relationship between positive and negative transparency to current communication events.

People rely on off-the-shelf commercial single-user software systems in their daily lives and work to perform single-user tasks. People also need groupware systems to perform collaborative or group tasks. The goal of this thesis work is to develop innovative techniques for building computer applications that combine conventional single-user functionalities with advanced collaboration capabilities to effectively support people's individual and group work. This thesis work contributes an innovative Transparent Adaptation (TA) approach and associated supporting techniques that can be used to convert existing or new single-user applications into real-time multi-user collaborative versions without changing their source code. The transparently adapted collaborative systems not only support unconstrained collaboration and other collaboration features that were previously seen only in advanced groupware research prototypes, but also maintain the conventional functionalities and interface features that were previously seen only in commercial off-the-shelf single-user applications. Major technical contributions of the TA approach include techniques for adapting the single-user application programming interface to the data and operation models of the underlying generic collaboration technique and a generic system architecture for collaborative systems. The Operation Transformation (OT) technique has been chosen as the underlying collaboration technique for the TA approach due to its capability of supporting unconstrained collaboration and application independence. This thesis work has also made important contributions to OT by extending OT from supporting only collaborative plain text editing to supporting collaboration on complex data structures and comprehensive functionalities. To support the adaptation of complex data and operation models in a range of applications, this thesis work has contributed a package of advanced adaptation techniques for collaborative table editing and graphic object grouping. These techniques have not only increased the capability of TA, but have also advanced the state-of-the-art of collaborative editing techniques. To facilitate natural and smooth collaboration, this thesis work has contributed a multi-functional workspace awareness framework which is able to reduce the effort for developing workspace awareness features, and to be extended to support new workspace awareness features. Most importantly, this framework is able to deliver correct and precise workspace awareness information in the face of dynamic content and view changes in TA-based systems, which is an innovative feature unavailable in existing techniques. The TA approach and supporting techniques were developed and tested in the process of transparently converting two commercial off-the-shelf single-user applications - Microsoft Word and PowerPoint - into real-time collaborative applications, called CoWord and CoPowerPoint, respectively. CoWord and CoPowerPoint not only retain the functionalities and the 'look-and-feel' of their single-user counterparts, but also provide advanced multi-user collaboration capabilities for supporting multiple interaction paradigms, ranging from concurrent and free interaction to sequential and synchronized interaction, and for supporting detailed workspace awareness, including multi-user tele-pointers and radar views. The TA-based collaborative system architecture and the generic collaboration engine software component developed from this work can be reused in adapting a wide range of single-user applications.

L'accès à n'importe quel type de service, depuis n'importe quel type de terminal, en étant connecté sur n'importe quel type de réseau est devenu possible. Cependant avec la diversité des réseaux et des terminaux, l'adaptation de contenu est devenue une problématique majeure. Cette thèse définit une solution de nœud intermédiaire, dénommé Potacco pour nœud POlymorphique Transparent pour l'Adaptation de Contenu adapté au COntexte, flexible permettant l’adaptation dynamique de tout type de contenu en fonction du contexte de l'utilisateur. Ce nœud collecte et met à disposition le contexte courant, gère/coordonne les modules applicatifs et les collecteurs de contexte, permet le déploiement sécurisé de code, peut être transparent. Des démonstrateurs de ce nœud générique, intégré dans un réseau physique puis dans un réseau overlay de services et P2P constituent une preuve de concept. Des simulations et expérimentations réelles ont permis d'évaluer ces solutions
With the evolution of fixed and mobile networks, the increasing number of diversified devices, it is now possible to access any type of services, from any type of devices, being connected to any type of networks. By adding the wish of users to receive personalized contents, adapting content has become a major problem. To help to reach this goal, this thesis defines an intermediate flexible node, allowing dynamic adaptation of any type of content depending on the context of the users. This study resulted in the definition of a node architecture, called Potacco (for noeud POlymorphique Transparent pour l'Adaptation de Contenu adapté au COntexte, in French or Transparent Polymorphic node for content adaptation to the context in English) and its implementation and validation. This node: · collects and provides current context information to enable application modules to make adaptation based on such values · manages/coordinates the application modules and the context collectors (e. G. Context sensors) · enables the secured deployment of code in the node (the supplier code, but also the target node are authenticated) · may be transparent to the applications and may process data without no mean for the endpoints to detect it. Two demonstrators have been implemented as a proof of concept of this generic node being located in a physical network: as a wired/wireless gateway performing media content adaptation and as a node in an ADSL network inserting transparently the users’ context. Then, the use of that node in "overlay" networks has been the subject of a new proof of concept. Two cases were studied: the first one for the provisioning of services adapted to the user’s context in a service specific overlay network service, where a case of a personalized IPTV service is presented, and the second one related to the content adaptation of multimedia stream broadcasted on a P2P network where the Potacco node itself is a member of the P2P network. The overarching goal of this dissertation research is to realize a virtual collaboratory for the investigation of large-scale scientific computing applications which generally experience different execution phases at runtime and each phase has different computational, communication and storage requirements as well as different physical characteristics. Consequently, an optimal solution or numerical scheme for one execution phase might not be appropriate for the next phase of the application execution. Choosing the ideal numerical algorithms and solutions for all application runtime phases remains an active research area. In this dissertation, we present Physics Aware Programming (PAP) paradigm that enables programmers to identify the appropriate solution methods to exploit the heterogeneity and the dynamism of the application execution states. We implement a Physics Aware Runtime Manager (PARM) to exploit the PAP paradigm. PARM periodically monitors and analyzes the runtime characteristics of the application to identify its current execution phase (state). For each change in the application execution phase, PARM will adaptively exploit the spatial and temporal attributes of the application in the current state to identify the ideal numerical algorithms/solvers that optimize its performance. We have evaluated our approach using a real world application (Variable Saturated Aquifer Flow and Transport (VSAFT2D)) commonly used in subsurface modeling, diffusion problem kernel and seismic problem kernel. We evaluated the performance gain of the PAP paradigm with up to 2,000,000 nodes in the computation domain implemented on 32 processors. Our experimental results show that by exploiting the application physics characteristics at runtime and applying the appropriate numerical scheme with adapted spatial and temporal attributes, a significant speedup can be achieved (around 80%) and the overhead injected by PAP is negligible (less than 2%). We also show that the results using PAP is as accurate as the numerical solutions that use fine grid resolution.

To investigate the underlying nature of the effects of transcranial magnetic stimulation (TMS) on speed perception, we applied repetitive TMS (rTMS) to human V5/MT+ following adaptation to either fast- (20 deg/s) or slow (4 deg/s)-moving grating stimuli. The adapting stimuli induced changes in the perceived speed of a standard reference stimulus moving at 10 deg/s. In the absence of rTMS, adaptation to the slower stimulus led to an increase in perceived speed of the reference, whilst adaptation to the faster stimulus produced a reduction in perceived speed. These induced changes in speed perception can be modelled by a ratio-taking operation of the outputs of two temporally tuned mechanisms that decay exponentially over time. When rTMS was applied to V5/MT+ following adaptation, the perceived speed of the reference stimulus was reduced, irrespective of whether adaptation had been to the faster- or slower-moving stimulus. The fact that rTMS after adaptation always reduces perceived speed, independent of which temporal mechanism has undergone adaptation, suggests that rTMS does not selectively facilitate activity of adapted neurons but instead leads to suppression of neural function. The results highlight the fact that potentially different effects are generated by TMS on adapted neuronal populations depending upon whether or not they are responding to visual stimuli.

Climate change presents financial risks for banks and must therefore be treated accordingly. To assess and manage these risks, banks are expected to apply scenarioanalysis and adopt the TCFD’s recommendations on climate-related risk disclosures. This study analyzes how climate scenario analysis is implemented and reported in the Swedish banking sector. Empirical data has been collected through interviews with six banks, as well as through public annual and sustainability reports. The results of the study indicate that banks are in a learning phase characterized by uncertainty and lack of data, resulting in careful considerations in making strategic decisions based on the scenario analysis and when disclosing climate related information. Thus, banks do not disclose their scenario analysis as transparently as the TCFD suggests, thereby affecting the comparability within the sector. Further improvements related to more accessible and granular data are needed. In addition, many banks consider this to be a governmental issue where regulations are beneficial for establishing standardized models and common practices, which in turn could increase transparency and comparability.
Klimatförändringar medför finansiella risker som banker behöver beakta. För att bedöma och hantera dem bör banker genomföra scenarioanalyser samt följa de rekommendationer som TCFD gett ut gällande klimatrelaterad rapportering. Denna studie ger en nulägesanalys av hur scenarioanalys implementeras och rapporteras inom den svenska banksektorn. Studien bygger på empirisk data från intervjuer med sex banker, samt från publika års- och hållbarhetsredovisningar. Resultatet av studien visar att bankerna är i en lärandefas präglad av osäkerhet, där bland annat datatillgänglighet är ett stort problem. Bristfälligheterna medför att bankerna är försiktiga med att fatta strategiska beslut utifrån scenarioanalyserna samt med vad de rapporterar publikt, vilket påverkar transparensen och jämförbarheten inom sektorn. Dessutom anser många banker att detta är en samhällsfråga där regleringar kan bidra till ökad standardisering av data och modeller samt etablering av gemensamma standarder, vilket även kan ha en positiv inverkan på rapporteringen och således öka transparensen och jämförbarheten inom sektorn.

Ce travail entre dans le cadre général du développement et de la mise en oeuvre d'une méthode de collocation utilisant l'approximation diffuse pour la résolution des problèmes de transferts radiatifs et de transferts couplés (rayonnement-conduction ou rayonnement-convection) dans un milieu semi-transparent confiné dans une enceinte de géométrie complexe. Dans une première étape, la méthode est utilisée pour résoudre l'équation du transfert radiatif (ETR) avec la technique des ordonnées discrètes. Trois formulations différentes de l'ETR sont considérées (formulation en variable primaire du premier ordre et deux formulations en variables secondaires du second ordre). Plusieurs exemples académiques sont traités en géométrie bidimensionnelles et tridimensionnelles afin de valider la méthode. Nous avons ensuite étendu l'application de la méthode aux problèmes couplés rayonnement-conduction en régime stationnaire (les milieux pouvant être homogènes ou hétérogènes avec un indice de réfraction spatialement variable) et en régime instationnaire. Dans une seconde étape, nous avons montré comment résoudre les équations de convection naturelle tridimensionnelle par la méthode proposée dans la formulation vorticité-potentiel vecteur. In this work, a meshless method is developed to solve radiative transfer problems and coupled transfer problems (radiation-conduction and radiation-convection) occuring in a semitransparent medium enclosed in a cavity of complex shape. The method is first used to solve the radiative transfer equation (RTE) by using the discrete ordinates framework. Three different formulations of the RTE are considered (first order formulation with the intensity as depend variable and two second order formulations with secondary variables). Several examples are treated in two dimensional and three dimensional geometries in order to assess the accuracy of the method. Next we have extended the application of the method to radiation-conduction coupled problems in steady state (the medium being homogeneous or heterogeneous by allowing the refractive index to vary spatially) and in unsteady state. In the second part of the thesis, we have shown how to solve three dimensional natural convection problems by using the vorticity and vector potential formulation. Finally, the application of this method to solve coupled radiation-convection problems is presented

The purpose of the study was to learn how donor-dependent NGOs in Tanzania, working with the issue of girls’ education, obtain and maintain legitimacy in the eyes of financial donors as well as in their local society. The investigation also aimed to explore which present and future organizational challenges they manage at the same time as they deal with the issue of legitimacy. A field study in Tanzania was conducted during ten weeks and three different NGOs concerned with legitimacy, were studied to see how they manage this issue and handle the demands from donors, government and society. Interviews and participant observation were made at each organization and a complementary study of SIDA and the National Ministry of Education was made in order to do a comparison of the situation and views. All organizations stressed the importance of well-working institutions in society, predictability in the financial support from the donors and most important: the societal support that leads to legitimacy. In order to gain legitimacy, the greatest need is transparency of the documents and records, keeping promises and being able to confirm the positive outcome of the work. The plan for future independence was not well developed at any of the organizations, even though they were at different phases. The major concern with being a donor-dependent NGO in the developing world is to manage the relationship with the government at the same time as you are accountable to society and tackle demands from the donors. The greatest fear of all organizations was that the financial support would be terminated.

Les réseaux cellulaires ont connu une croissance phénoménale du trafic alimentée par les nouvelles technologies d'accès cellulaire. Cette croissance est en grande partie tirée par l'émergence du trafic HTTP adaptatif streaming (HAS) comme une nouvelle technologie de diffusion des contenus vidéo. Le principe du HAS est de rendre disponible plusieurs qualités de la même vidéo en ligne et que les clients choisissent la meilleure qualité qui correspond à leur bande passante. Chaque niveau d'encodage est segmenté en des chunks, qui dont la durée varie de 2 à 10 secondes. L'émergence du HAS a introduit des nouvelles contraintes sur les systèmes de livraison des contenus vidéo en particulier sur les systèmes de caches. Dans ce contexte, nous menons une analyse détaillée des données du trafic HAS collecté en France et fournie par le plus grand opérateur de téléphonie mobile du pays. Tout d'abord, nous analysons et modélisons le comportement des clients qui demandent des contenus VoD et live. Ces analyses nous ont permis d'identifier les facteurs qui impactent la performance des systèmes de cache et de proposer un nouveau algorithme de remplacement de contenus qu'on appelle WA-LRU. WA-LRU exploite la localité temporelle des chunks dans le contenu et la connaissance de la charge du trafic dans le réseau afin d'améliorer la performance du cache. Ensuite, nous analysons et modélisons la logique d'adaptation entre les qualités vidéo basés sur des observations empiriques. Nous montrons que le changement fréquent entre les encodages réduit considérablement la performance des systèmes de cache. Dans ce contexte, nous présentons CF-DASH une implémentation libre d'un player DASH qui vise à réduire les changements fréquents entre qualités, assure une bonne QoE des clients et améliore la performance des systèmes de caches. La deuxième partie de la thèse est dédié à la conception, simulation et implémentation d'une solution de préchargement des contenus vidéo sur terminaux mobiles. Nous concevons un système que nous appelons «Central Predictor System (CPsys)" qui prédit le comportement des clients mobiles et leurs consommations des vidéos. Nous évaluons CPSys avec des traces de trafic réel. Enfin, nous développons une preuve de concept de notre solution de préchargement
Recently, cellular networks have witnessed a phenomenal growth of traffic fueled by new high speed broadband cellular access technologies. This growth is in large part driven by the emergence of the HTTP Adaptive Streaming (HAS) as a new video delivery method. In HAS, several qualities of the same videos are made available in the network so that clients can choose the quality that best fits their bandwidth capacity. This strongly impacts the viewing pattern of the clients, their switching behavior between video qualities, and thus beyond on content delivery systems. In this context, we provide an analysis of a real HAS dataset collected in France and provided by the largest French mobile operator. Firstly, we analyze and model the viewing patterns of VoD and live streaming HAS sessions and we propose a new cache replacement strategy, named WA-LRU. WA-LRU leverages the time locality of video segments within the HAS content. We show that WA-LRU improves the performance of the cache. Second, we analyze and model the adaptation logic between the video qualities based on empirical observations. We show that high switching behaviors lead to sub optimal caching performance, since several versions of the same content compete to be cached. In this context we investigate the benefits of a Cache Friendly HAS system (CF-DASH) which aims at improving the caching efficiency in mobile networks and to sustain the quality of experience of mobile clients. Third, we investigate the mobile video prefetching opportunities. We show that CPSys can achieve high performance as regards prediction correctness and network utilization efficiency. We further show that CPSys outperforms other prefetching schemes from the state of the art. At the end, we provide a proof-of-concept implementation of our prefetching system

Ces travaux de thèse s'inscrivent dans le cadre de l'assistance robotique pour la chirurgie mini-invasive télé-opérée. L'une des principales limitations des systèmes existants concerne l'absence de restitution des efforts au chirurgien lorsqu'il télé-opère le robot. Ainsi, un système de télé-opération avec retour d'effort est proposé. Il est basé sur une architecture position - position avec une commande en effort du robot esclave. Cette dernière utilise un découplage non-linéaire du robot ainsi que des techniques d'observation et de commande par retour d'état. Des validations expérimentales ont montré les performances de l'architecture lors d'une télé-opération en espace libre et lors d'interactions avec un environnement de faible rigidité. Une première contribution est l'estimation en ligne de la raideur de l'environnement afin de garantir la stabilité du système lors d'interactions avec un environnement rigide. Cette stratégie utilise un filtre de Kalman étendu qui s'affranchit de la position de repos de l'environnement et qui considère une compensation des erreurs de modélisation du robot esclave. La deuxième contribution est l'étude de la transparence et de la stabilité de l'architecture de télé-opération. Une adaptation des paramètres de commande en fonction de la raideur estimée est proposée en considérant un compromis entre ces deux critères. La structure a été validée expérimentalement en considérant un environnement constitué de tissus ex-vivo. Une dernière contribution est l'adaptation de l'architecture de télé-opération avec retour d'effort aux contraintes imposées par la chirurgie mini-invasive. La première est le passage de l'instrument du robot par le trocart. Une architecture de commande utilisant le principe du découplage tâche - posture est alors proposée. La posture permettant le passage par le trocart est contrôlée en considérant la commande en position d'un robot virtuel attaché à l'instrument du robot télé-opéré. La deuxième contrainte considérée est la compensation des mouvements physiologiques. L'objectif étant d'offrir au chirurgien une stabilisation virtuelle de l'organe. L'approche de commande consiste à atténuer les perturbations dans les efforts appliqués sur un environnement en mouvement. La compensation repose sur une commande référencée modèle qui considère que les perturbations atténuées génèrent un déplacement du robot esclave. Des expérimentations ont montré la pertinence et l'efficacité des stratégies proposées.

The aftereffect of motion is one of the oldest known illusions. It refers to the illusory motion of a stationary scene after some time of adaptation to real motion. While it is still unknown whether this adaptation effect has any functional value, it surely has served well as a tool to investigate the functional organization of the visual system. In this chapter some of the classic findings are discussed. More recent work using complex stimuli, attentional modulation, higher order motion, as well as modern neuro-imaging techniques has provided vision scientists with surprising new insights. Discussion of the related concepts of motion perception, motion transparency, and interocular transfer are included.

This chapter addresses both climate change mitigation and climate change adaptation. It makes ‘the case for international arbitration’, analyzing in particular current dispute resolution structures on carbon trading and the specific set of arbitration rules developed by the Permanent Court of Arbitration (PCA) to resolve environmental disputes. It shows how increased awareness of climate change and its effects have clearly influenced the litigation and arbitration worlds. Developing bespoke environmental arbitration rules offers a number of benefits, including transparency, procedural flexibility, access to technical experts and arbitrators with key climate change expertise, and the possibility of multiparty involvement. Such rules may be of particular benefit to parties involved in carbon credit trading systems and investment projects motivated by such systems.

AbstractTo support climate adaptation decision-making, a picture of current and upcoming climate and socio-economic conditions is required, including an overview of intervention scenarios and their impact. In order to be actionable, this picture needs to rely on credible, relevant, and legitimate information, which implies the use of tested models and concepts, tailored to the decision context, and with transparent and understandable assumptions on boundary conditions and process representation. These criteria are challenged when the complexity of the problem is large and stakes are high. For many conditions, unforeseeable features and events with potentially large implications affect the problem at hand and contribute to the uncertainty that is not easily quantified, let alone eliminated. We explore storyline development approaches that help in selecting relevant and credible pathways and events that enrich the understanding of the risks and options at stake. We explore two categories of storylines (climate scenario storylines and climate risk storylines) by discussing use cases in which these were developed.

AbstractThis chapter invokes the urban design community to provide transparency in design decision-making by discussing the role of design specifications and the production of evidence in enabling scrutiny and accountability of design proposals in relation to fulfilling sustainability goals and fighting climate change. It claims that original and verifiable regenerative design solutions emerge from clear design specifications supported by evidence, rather than normative sustainability alone. Evidence is understood as going beyond targets and extended to design specifications which are constantly tested in terms of flexibility and robustness, positively contributing to the ecosystem they are inserted in, once further decomposed towards a more detailed design proposal. Principles from Axiomatic Design are proposed as an approach to develop design specifications for regenerative climate adaptive urban design. This work attempts to illustrate the use of this method to practitioners through an example in which human-centric needs, values and aspirations are transformed into joint urban air pollution and outdoor bioclimatic comfort design requirements to be fulfilled by greenery, a regenerative design parameter common to both knowledge domains at the pedestrian layer of the urban environment.

AbstractWater is the medium through which society experiences the most dramatic and direct manifestations of climate change. At the same time, water has a critical role to play in climate change adaptation and is central towards achieving Africa Water Vision 2025, and the targets set for the 2030 Agenda for Sustainable Development as well as the Kenya Vision 2030. There are fundamental challenges that need to be addressed in order to achieve sustainable water resources management, mainly, the inherent uncertainty associated with the changing climate, the inflexibility in infrastructure and institutions that manage water, and the poor integration of all stakeholders and sectors in water resources management. This study investigates the challenges and opportunities in implementing integrated water resources management and its critical role towards climate change adaptation. A preliminary assessment of sustainable management of water resources and its role in effective climate change adaptation and resilience building in Kenya is carried out through questionnaire survey and stakeholder interactions. Climate change-induced uncertainty, diminishing water sources aggravated by growing water demand, weak institutional and financial governance, and lack of transparency and stakeholder inclusiveness are identified as the main challenging factors that need to be addressed to build a climate resilient society. The study furthermore emphasizes the critical role of water management in achieving Agenda 2030, the Paris Agreement on Climate Change, and the Sendai Framework for Disaster Risk Reduction.

AbstractDetailed understanding of the potential local or regional implications of climate change is required to guide decision- and policy-makers when developing adaptation strategies and designing infrastructure solutions suitable for potential future conditions. Impact models that translate potential future climate conditions into variables of interest (such as drought or flood risk) are needed to create the required causal connection between climate and impact for scenario-based analyses. Recent studies suggest that the main strategy for the validation of such models (and hence the justification for their use) still heavily relies on the comparison with historical observations. In this short paper, the author suggests that such a comparison alone is insufficient and that global sensitivity analysis provides additional possibilities for model evaluation to ensure greater transparency and better robustness of model-based analyses. Global sensitivity analysis can be used to demonstrate that the parameters defining intervention options (such as land use choices) adequately control the model output (even under potential future conditions); it can be used to understand the robustness of model outputs to input uncertainties over different projection horizons, the relevance of model assumptions, and how modelled environmental processes change with climatic boundary conditions. Such additional model evaluation would strengthen the stakeholder confidence in model projections and therefore into the adaptation strategies derived with the help of these model outputs.

Given the ubiquity of AI-based decisions that affect individuals’ lives, providing transparent explanations about algorithms is ethically sound and often legally mandatory. How do individuals strategically adapt following explanations? What are the consequences of adaptation for algorithmic accuracy? We simulate the interplay between explanations shared by an Institution (e.g. a bank) and the dynamics of strategic adaptation by Individuals reacting to such feedback. Our model identifies key aspects related to strategic adaptation and the challenges that an institution could face as it attempts to provide explanations. Resorting to an agent-based approach, our model scrutinizes: i) the impact of transparency in explanations, ii) the interaction between faking behavior and detection capacity and iii) the role of behavior imitation. We find that the risks of transparent explanations are alleviated if effective methods to detect faking behaviors are in place. Furthermore, we observe that behavioral imitation --- as often happens across societies --- can alleviate malicious adaptation and contribute to accuracy, even after transparent explanations.

International climate finance plays a key role in enabling the implementation of adaptation measures. However, while there is a common metric for gauging the effectiveness of finance for mitigation – greenhouse gas emission reduction per unit of funding – no corresponding metric exists for adaptation. Instead, assessments of what works best in adaptation finance focus either on procedural aspects of funding modalities, such as equity in the allocation of funding, or on the extent to which specific adaptation activities produce the desired results. This mixed methods systematic review aims to assess the effectiveness of adaptation finance and bridge the gap between those two approaches. It involves a transparent and comprehensive synthesis of the academic and grey literature on how different characteristics of adaptation projects in sub-Saharan Africa – and finance for those projects – affect adaptation outcomes, particularly in terms of risk and vulnerability to climate change impacts. Finalised adaptation projects funded by a set of the multilateral climate funds and two bilateral donors (United Kingdom and Sweden) are the focus of this review. The findings can help inform the future design and implementation of adaptation activities as well as funding decisions.

This learning brief provides illustrative examples of three major adaptations the Coalition for Religious Equality and Inclusive Development (CREID) programme has undertaken while working within fragile contexts to promote freedom of religion or beilief (FoRB). These examples highlight how the programme has utilised embedded monitoring, evaluation, and learning (MEL) strategies to encourage what Ramalingam et al. (2019) refer to as ‘adaptive rigour’, a concept which underscores the importance of transparent documentation of programmatic decision making processes during programme adaptations. In particular this learning brief discusses the use of nested theories of change as a mechanism to enable adaptive rigour within the 'multitude of smalls' approach in the CREID programme.

This rapid review draws on literature from academic, policy and non-governmental organisation sources. There is a huge literature on climate governance issues in general, but less is known about effective support and the political-economy of adaptation. A large literature base and case studies on climate finance accountability and budgeting in governments is nascent and growing. Section 2 of this report briefly discusses governance of climate change issues, with a focus on the complexity and cross-cutting nature of climate change compared to the often static organisational landscape of government structured along sectoral lines. Section 3 explores green public financial management (PFM). Section 4 then brings together several principles and lessons learned on green PFM highlighted in the guidance notes. Transparency and accountability lessons are then highlighted in Section 5. The Key findings are: 1) Engaging with the governance context and the political economy of climate governance and financing is crucial to climate objectives being realised. 2) More attention is needed on whether and how governments are prioritising adaptation and resilience in their own operations. 3) Countries in Africa further along in the green PFM agenda give accounts of reform approaches that are gradual, iterative and context-specific, building on existing PFM systems and their functionality. 4) A well-functioning “accountability ecosystem” is needed in which state and non-state accountability actors engage with one another. 5) Climate change finance accountability systems and ecosystems in countries are at best emerging. 6) Although case studies from Nepal, the Philippines and Bangladesh are commonly cited in the literature and are seen as some of the most advanced developing country examples of green PFM, none of the countries have had significant examples of collaboration and engagement between actors. 7) Lessons and guiding principles for green PFM reform include: use the existing budget cycle and legal frameworks; ensure that the basic elements of a functional PFM system are in place; strong leadership of the Ministry of Finance (MoF) and clear linkages with the overall PFM reform agenda are needed; smart sequencing of reforms; real political ownership and clearly defined roles and responsibilities; and good communication to stakeholders).

This paper examines the issue of management of climate finance in the Global South. It acknowledges the efforts made by the various stakeholders so far but seeks to advance a clarion call for a more inclusive and targeted approach in dealing with climate change. The authors highlight the limited role played by least developed countries and small island developing states in contributing to the conversation on climate change. The authors emphasize the need for enhancing the role of the most vulnerable countries, marginalized groups, and indigenous peoples in the management of climate change. This rapid review focusses on the access to the Green Climate Fund by local civil society organisations (CSOs), indigenous peoples, and women organizations within the Global South. The authors observe that there still exist barriers to climate finance by local actors in the Global South. The authors note the need for more significant engagement of all local actors and the need to devolve climate finance to the lowest level possible to the most vulnerable groups. Particularly, climate finance should take into consideration gender equality in any mitigation measures. The paper also highlights the benefits of engaging CSOs in the engagement of climate finance. The paper argues that local actors have the potential to deliver more targeted, context-relevant, and appropriate climate adaptation outcomes. This can be attributed to the growing movement for locally-led adaptation, a new paradigm where decisions over how, when, and where to adapt are led by communities and local actors. There is also a need to build capacities and strengthen institutions and organisations. Further, it is important to ensure transparency and equitable use and allocation of climate finance by all players.

Recognizing the widespread concern that disruptions created by technology have not yet benefited middle- and low-income households, this study explores the potential of PropTech to positively impact the housing challenges in the region, with a particular focus on the poor or vulnerable populations. This study reveals several emerging trends that offer insight to those thinking about digital transformation in the housing and real estate sector for Latin America and the Caribbean and serve as the foundation for more research. PropTech startups are defined broadly as fast-growing actors that are developing technology-based business models for housing real estate markets. This includes companies operating on most phases of the housing value chain, from the housing units supply side (land, construction, access to services, and home improvement) to the demand side (financing, renting, buying, selling, and commercializing units). PropTech startups mainly address two key issues in the traditional real estate market: lack of transparency and processes inefficiencies. Reducing costs and making information available equalizes the markets playing field. The opportunity for PropTech startups to develop business models that cover lower income brackets is still largely unexplored. Currently, profitable businesses are mostly serving high-income bracket groups. Thus, large-scale solutions that would make investing in the low-income segment profitable remain an opportunity for PropTech companies to target. Also, opportunities remain for startups to explore housing solutions that strengthen adaptation to climate change and curb harmful environmental impact through technology innovations through retrofitting efforts or the repurposing of existing units. The report pays special attention to the different links in the value chain and highlights success stories that are having an impact on the current housing market, resulting in a snapshot of scalable, private-sector-led solutions currently deployed to solve pressing housing problems in the region.
