Pełny tekst źródłaThis thesis investigates several topics regarding energy transition and environmental regulations, and each of the three chapters is a self-contained paper. It aims to contribute to the design of environmental regulations and to provide suggestions topolicy makers. The first chapter studies the optimal public safety provision under imperfect taxation. An important objective of many publicly-financed environmental projects is to reduce mortality. In this paper, we examine theoretically the effect of tax system imperfections on the optimal public investment in mortality risk reduction (or public safety).We compare three tax systems, namely first-best, uniform tax and income tax. Moreover, we consider several sources of imperfection, namely individuals’ heterogeneity in wealth and in risk exposure, and labor supply distortion. We show that the effect of imperfect taxation critically depends on the source of imperfection as well as on the individual utility and survival probability functions. We conclude that imperfect taxation cannot generically justify less public safety. There is thus no fundamental reason to always adjust downwards the value of statistical life (VSL) because of imperfect taxation, nor to assume a marginal cost of public funds systematically greater than one for the benefit-cost analysis of environmental projects. The second chapter examines the environmental impact of electricity trade. Electricity interconnection has been recognized as a way to mitigate carbon emissions by dispatching more efficient electricity production and accommodating the growing share of renewables. We analyze the impact of electricity interconnection in the presence of intermittent renewables, such as wind and solar power, on renewable capacity and carbon emissions using a two-country model. We find that in the first-best, interconnection decreases investments in renewable capacity and exacerbates carbon emissions if the social cost of carbon (SCC) is low. Conversely, interconnection increases renewable capacity and reduces carbon emissions for a high SCC. Moreover, the intermittency of renewables generates an insurance gain from interconnection, which also implies that some renewable capacity is optimally curtailed in some states of nature when the SCC is high. The curtailment rate and the corresponding carbon emissions increase for more positively correlated intermittency. We calibrate the model using data from the European Union electricity market and simulate the outcome of expanding interconnection between Germany-Poland and France-Spain. We find that given the current level of SCC, the interconnection may increase carbon emissions. The net benefit of interconnection is positive, with uneven distribution across countries. The third chapter extends on the second chapter, to investigate the optimal unilateral carbon policy design for electricity trade with intermittent renewable energy. We consider policy instruments including a carbon tax, border adjustment tax, and renewable subsidies. In turn, we analyze the effect of such policies on market equilibrium prices, renewable investment, and global emissions. Using a two-country model of electricity trade, we characterize the conditions under which different combinations of policy instruments implement the optimal energy mix. We find that with a unilateral carbon tax, the border adjustment tax turns out to be effective only when renewables are producing. Moreover, renewables must be subsidized to be exported, in which case carbon emissions should be taxed more than the Pigouvian level to avoid excessive consumption

Afin d’atteindre ces objectifs, plusieurs pistes doivent être déployées afin de promouvoir les énergies renouvelables qui sont de nature intermittente. Dans le cadre de ce projet de thèse on propose trois pistes pour contribuer au développement de ces énergies : la première consiste à déterminer la combinaison efficace des sources intermittentes et de sources fiables telle que les combustibles, ainsi que le montant optimal à investir dans les technologies renouvelables intermittentes sachant leur productivité imprévisible et variable. La deuxième piste de recherche consiste à déterminer, à l’aide d’un modèle dynamique, dans quelles circonstances on stocke de l’électricité et dans quelles circonstances on la délivre. Dans ce cadre, on essayera de déterminer un seuil optimal de stockage. La troisième piste consiste à déterminer comment on organise le secteur de l’effacement électrique. on appliquera le même principe que pour les parties précédentes : on a le modèle de base qui est l’intermittence modélisée par la variable aléatoire à laquelle on rajoutera l’effacement électrique. Dans le cadre de la thèse on espère publier trois articles complémentaires, un article sur chaque piste. Le lien entre ces trois pistes sera l’analyse et à la modélisation des différents instruments politiques, qui sont en ce moment en discussion au niveau français. L’objectif de cette analyse sera de faire un classement en fonction de leur capacité à atteindre un état optimal (ou à s’en approcher) sur chaque piste

This processof breaking down organic matter in the absence of air produces a gas mixture and a digestate, a kindof humus. The multifunctional character (waste management, energy production, compostproduction), the significant plasticity (in terms of technical intensity, inputs and uses) and above allthe double environmental promise (as a mode of production of renewable energy or as a circulareconomy tool) with which anaerobic digestion can be associated, make it a preferred technique foranyone interested in environmental issues in the broad sense.With the analysis of diversified framing, enrolment and incentive scenes as well as the trajectory ofthe different types of assemblage in Île-de-France, the thesis shows the primacy of the visions anddevices most compatible with energetic regime, especially those associated with large gas networks.It also shows that the articulation of the issues of waste management and energy production is notstraightforward and is the subject of tensions. Beyond these two issues, the thesis shows the pluralityof "spillovers" of the development of anaerobic digestion in environmental terms (water, soil, etc.)and socio-economic matters (associated agricultural model)

Pełny tekst źródłaAnthropogenic greenhouse gas emissions are recognized as one of the main factors contributing to global warming. One of the solutions put forward is to mobilize technologies that will allow a significant amount of CO2 to be captured. However, these projects affecting the subsurface are raising more and more questions from civil society stakeholders. Thus, in these projects, the spaces for dialogue are the scene of conflicts that can crystallize and stop the debate dead in its tracks. In order for the debate to promote mutual understanding and constructive exchanges, we propose to accompany the debate to encourage the commitment of each of the stakeholders to participate by adopting a posture of openness. To achieve this objective, two research axes were mobilized : 1) to engage the parties to come to the debate by adopting a posture of openness and (2) to structure the exchanges between stakeholders during the debate by creating a social context that favors the effective implementation of openness behaviors. The results have shown the relevance of Repeated Acquiescence to develop participation and prepare stakeholders to adopt an open-minded attitude, and the interest of cooperative controversy to allow individuals to adopt an open-minded attitude. The results of this thesis contribute to the literature on the accompaniment of major projects related to the energy transition by proposing paths of analysis and action to accompany the debates between stakeholders

It questions the alignment of current trends and public policies with the French climate ambition of reaching carbon neutrality by 2050. The national low carbon strategy identifies 5 drivers to decarbonize the transport sector: the moderation of transport demand, modal shift, load factor optimization, energy efficiency, and carbon intensity of energy. The thesis studies (1) their evolution in the past, (2) their possible changes by 2050, (3) the importance of travel speed, and (4) some policy implications. It appears that the acceleration of transports and the subsequent increase of transport demand, participated in the rise of transport emissions in the second half of the 20th century. Since the beginning of the 21st century, these variables are relatively stable, due to long-term trends towards saturation and short-term changes as the rise of oil prices and the implementation of speed control radars. In the future, important changes in terms of technology and sufficiency measures will be needed to reach carbon neutrality

Pełny tekst źródłaFollowing the European Union climate and energy package and le Grenelle de l’Environment, the French State launched, from 2011, a series of calls for tender and for expressions of interest for the construction of infrastructures of Marine Renewable Energy (MRE). The planned infrastructures are located along the French coast, particularly in Lower Normandy, a region characterized by the production of civilian and military nuclear power. Stakeholders in the development of MREs anticipated problems of "social acceptability". This thesis, based on a study of the actors who participated in the development of MREs in Basse-Normandie and of the acceptability mechanisms they have put in place, focuses on maintaining a centralized energy system based on nuclear energy, that has integrated the renewable alternative. Based on a combination of survey techniques (direct observation, interviews, questionnaires, collection of documentary productions, regulatory texts and biographical documents) analysed mainly through qualitative methods, this thesis reveals that the maintaining of the energy system operates through the government of critique. Local actors, including those who oppose the project, are mobilized by companies, the state, regional public authorities, and scientists through mechanisms aiming to build social acceptance. Thus acceptability, as an instrument of governing, does not mean a transformation of technical projects towards a better integration of social dimensions, but rather a translation of social questions into technical terms

Pełny tekst źródłaIn the context of mitigation actions in the energy sector to reduce greenhouse gasemissions, renewable energy (RE) sources appear as relevant solutions. They canbe used for electricity production, in the heating and cooling, and the transportsectors. However, these low-carbon sources have only developed slowly andsignificant differences exist between countries.In this thesis, I first explore the empirical determinants of RE sources deploymentby systematically reviewing the existing quantitative country-level literatureon this topic. I find that this strand of literature is quite fragmented andanalyze the authors’ results based on the framework considered to investigatethe existence of a consensus on possible determinants of RE development at acountry level.To complement this multi-country approach, I focus on two significant barriersthat have been found to hinder a wide spread use of RE sources: financingand acceptance. More specifically, I look at the RE crowdfunding sector. Indeed,crowdfunding is an innovative financing tool that enables the participation ofcitizens in the funding of RE projects, thus involving them in the energy transitionprocess towards low-carbon sources. In particular, I focus on the FrenchRE crowdfunding sector because it has experienced a strong growth in the contextof a favorable regulatory environment. I conduct a case study of a Frenchcrowdfunding platform specialized in RE projects to better understand its businessmodel and the risks associated with it. Then, to shed some light on thecharacteristics of the sector, I give an overview of the different actors that are involvedin the French RE crowdfunding sector: platforms, project promoters, andcontributors. Finally, I carry out an empirical analysis of survey data regardingthe decision-making process of French citizens that have invested in RE crowdfundingprojects

This is the object of this thesis.The first chapter describes the characteristics, challenges and the effects and effectiveness of different instruments to manage the demand side.The second chapter focuses on financial incentives to encourage the reduction of energy consumption. Based on a laboratory experiment, our results show that financial incentives (presented as a bonus in this thesis) serve as benchmarks to guide energy consumption. They encourage the least sober individuals to tend towards energy sobriety but, on the contrary, they partially crowd out the intrinsic motivations of the most sober.The final chapter investigates how to communicate. Indeed, attention can be drawn to the negative externalities and also to the positive externalities generated by consumption. We study the effect of this framing with a single shot linear public good experiment with simultaneous decisions, with and without risk. The participants cooperate more in a stochastic environment than in a deterministic one, and even more so when the emphasis is on losses.This can be explained by the fact that uncertainty favourably shifts extreme behaviours. Women in particular are the ones for whom the changes in behaviour are most marked

Pełny tekst źródłaTo stay in line with 1.5°C of global warming, the French government has adopted the target of net zero greenhouse gas emissions by 2050. The main greenhouse gas being carbon dioxide, and the majority of its emissions being due to energy combustion, this dissertation focuses on reaching carbon-neutrality in French energy-related CO2 emissions by 2050. This thesis dissertation aims to study the relative role of different low-carbon mitigation options in the energy sector in reaching carbon-neutrality. More precisely, this thesis first studies the French power sector, first in a fully renewable power system, and second in a power system containing other mitigation options i.e. nuclear energy and carbon capture and storage. I study the impact of uncertainties related to cost development of renewables and storage options and address the robustness of a fully renewable power system to cost uncertainties. Later, adding other low-carbon mitigation options in the power sector, I analyze the relative role of different low-carbon options. Similarly, to incentivize the investments in variable renewable energy sources such as wind and solar power, I study the investment risk related to the price and volume volatility of renewable electricity technologies, and the performance of different public policy support schemes. The analysis in this thesis goes beyond the electricity system and it also considers the whole energy system in the presence of sector-coupling. During this thesis, I have developed a family of models optimizing dispatch and investment to answer different questions regarding the French energy transition. These models minimize the cost of the considered system (electricity system or the whole energy system) by satisfying the supply/demand equilibrium at each hour over at least one year, respecting the main technical and operational, resource related and land-use constraints. Thus, both short-term and long-term variability of renewable energy sources are taken into account. Using these models, I address the questions raised above. These models are not used to find a single optimal solution, but several optimal solutions depending on different weather, cost, energy demand and technology availability scenarios. Therefore, the importance of robustness to the uncertainties is at the center of the used methodology beside optimality. The findings of my thesis show that renewable energy supply sources are the main enablers of reaching carbon neutrality in a cost-effective way, no matter the considered energy system; either only electricity or the whole energy system. While the elimination of nuclear power barely increases the cost of a carbon-neutral energy system, the elimination of renewables is associated with high inefficiencies both from the cost and emission points of view. In fact, if renewable gas is not available, even a social cost of carbon of €500/tCO2 will not be enough to reach carbon-neutrality. This is partially due to the negative emissions that it can provide once combined with carbon capture and storage, and partially due to the cost-optimality of renewable gas-fired internal combustion engines in reaching carbon-neutrality in the transport sector. This dissertation has several important policy-related messages; however, the central one is that reaching carbon-neutrality for the lowest cost requires a highly renewable energy system. Therefore, if we are to prioritize investment in low-carbon options, renewable gas and electricity technologies are of the highest importance

The purpose of this thesis aims to document the implementation of the two last action plans against global warming, prepared by the Governement of Québec, namely Le Québec et les changements climatiques : un défi pour l’avenir. Plan d’action 2006-2012, and Le Québec en action. Vert 2020. Plan d’action 2013-2020 sur les changements climatiques. At the junction between the analysis of public action (Matland, 1995 ; Kübler et Maillard, 2009) and the theoretical framework of the ecological modernization and its tradition of the public policies sociology (Béal, 2016), this thesis tries to answer two questions : how is the implementation carried out and why are there successes and difficulties to this adoption? Québec gets its foot in a low-carbon society, through the wind and hydroelectric energy tandem. However, fighting against climate change represents a major challenge, which Québec has accepted with an ambitious target. The PACC 2006-2012 got some basis implemented, but there remains a lot to do and outcomes remain unknown : will the PACC 2013-2020 achieve its greenhouse gas emissions reduction target of 20 % below the line of 1990 (Gouvernement du Québec, 2012a, p. I) ? At march 31, 2016, one notes the under-implementation of the PACC 2013-2020, since 22 % only of the planned budget had already been spent (MDDELCC, 2017a, p. 46). Greenhouse gas emissions reduction and climate change adaptation are lagging behind projections. The thesis fits into the theoretical framework of the ecological modernization (Huber, 1982 ; Spaargaren et Mol, 1992 ; Hajer, 1995 ; Jänicke, 1995 ; Mol, 2003 ; Christoff, 2009 ; Spaargaren et al., 2009 ; Toke, 2011), which many people present as the sociological version of the sustainable development project, focused on state and industrial actors, then the civil society (Buttel, 2003). Moreover, source of analytical and comprehensive wealth, which escapes from quantitative studies, the preferred method is semi-directive interviews (Fortin, 2013) with the supervisors of the two PACC, public authorities for the greater part, as well as content analysis (Leray, 2008) for data treatment. But the obvious limitations of the indicators and the qualitative method involve a partial validation of the hypotheses. Otherwise, the ecological modernization thesis takes place in a long-term perspective and requires time for an empirical testing (Guay, 2018)...

To question the justice between the generations, it is to look at at least two questions: "What do we owe to the future generations? And "Why do we owe them anything?" ". Each of us wonders about anything that could threaten the lives and well-being of these people, especially the poorest, such as climate change. How to act for the good and the life of the descent of future generations by eliminating the consumption of fossil and fissile energy to spare them a healthy environment. To answer these questions, I was inspired by philosophical theories of intergenerational justice and economic theories. These questions have mobilized for years the promoters of energy management and in particular renewable energies. And to get to know the problem up close, I devoted a second part to studying the case of France which invests in fissile energies (nuclear) and the case of Algeria which invests more in fossil energies (Oil and the gas). Both benefit from enormous natural potentials, such as wind and water for the French and sun and wind for the Algerians. And, to face the natural disasters that threaten life on the planet and protect our descendants we must renounce fossil fuels and replace them with renewable, inexhaustible and clean energies

Pełny tekst źródłaWith the purpose of coping with the intertwined challenges of energy depletion, environmental degradation and public health concerns in the Chinese-specific context in response to sustainable development, we focus on investigating China’s energy, environment and health policies. In chapter 1, we provide an overview of China’s energy, environment and health policies over the past 20 years in order to know about the future policy directions to which the government has not given a sufficient attention. In the following three chapters, we provide a series of empirical studies so as to derive some useful policy implications. In chapter 2, we investigate the impact of urbanization, industrial structure adjustment, energy price and export on provincial aggregate and disaggregate energy intensities. In chapter 3, we study the factors explaining the switches from dirty to clean fuel sources in rural households. In chapter 4, we examine the joint effects of environmental hazards, individual income and health policies on the health status of Chinese adults. Our empirical findings particularly suggest integrating urban development into the strategy of energy saving; considering the complex substitutions/complementarities among energy sources and between energy and food for rural households; aligning the environment, energy and food policies with health policies

Pełny tekst źródłaThe development of renewable energy (RE) in Europe has been sustained, inter alia, by unconventional players in the energy sector: individuals, fanners, and local communities. As a result, over 50% of renewable energy generation capacity in Germany is citizen-owned. Thus more and more rural communities are achieving local energy independence, producing as much or even more than they consume, whether they are connected to national power grids or not (microgrids). What has led these citizens and local governments to become individually and collectively energy self-sufficient? And what are the implications of this local appropriation of energy on representations of energy and its use, social organization, social cohesion, local economies, and collective identity? These questions have guided this socio-anthropological study of five communities in Germany, Austria, and France. The transnational analysis also compares two levels of energy independence: individual (domestic) and collective (community). Changing the level of analysis makes it possible to question the role of the technical system in energy use, as well as the pioneering and key role farmers play in the choice of renewables - in order to better understand its social meaning. Within the large technical system, the choice of local energy independence, and the alternative it represents, has political, social, environmental, technical, economic, and symbolic dimensions. Because, ultimately, when energy changes hands, power does as well

Pełny tekst źródłaOn one hand, the ecological transition and sustainable development issues are today a reality that cannot be ignored given the negative impacts of human activities on their environments. On the other side, an increasingly important digitization of these environments results in the generation of massive volumes of digital traces, which are all signs of actors’ activities. A significant challenge is to understand the ins and outs of environmental impact due activities and considering Emprise of Energy (EmE) as a key indicator and how this indicator can strongly change from an activity to another. Our approach considers the identification of Practice on the basis of these digital traces generated by human and non-human entities during specific activities. Practice (instantiation of activity) uses more or less resources (physical and virtual) during their existence. Be able to identify which one is more resources dependent would help to better understand how to promote ecological transition. Promoting or at least identifying on the basis of quantifiable indicators (i.e Energy Emprise), practices that have a low impact on the environment, could be an innovative approach. These practices, in the sense of coordination of multiple heterogeneous entities in time and space, can be formalized in the form of multidimensional structures activities - Hypergraph of Activities – using the theory of Assemblage (Agencement in french) and using a set of mathematical tool (Simplicial Complexes, Hypernetworks). This research attempts to model the phenomenon of human and not human activity based on the characterization of the context (massive contextual data). These Assemblages are calculated and represented in an research application (IMhoTEP) which aims to build these complex structures not based on a priori entities’ classification, but by focusing on the relationships that they maintain in several dimensions. The main goal is to offer a decision tool which support actors’ ecological transition by understand activities inducing consumption or production of resources. These academic research in the field of computer science is based continuous digitization of physical and virtual spaces, particularly highly connected urban areas (Smart City, Internet of Everything)

Pełny tekst źródłaEnergy and environmental issues are one of the main challenges for humanity in the 21st century. Global growth in energy demand links to environmental concerns including pollution, global warming and reduction of CO2 emissions. In particular, it is an urgent request in rapidly growing developing regions such as Asian countries. Using cleaner energy sources, renewable energy instead of traditional energy sources like coal and oil is an inevitable option in the future. In the current context, natural gas is seen as a clean energy source which plays a major role in the energy transition process towards a low-carbon economy. The consequences for natural gas markets are significant and the condition of this change is an abundant supply of natural gas. The development of unconventional gas, particularly shale gas, provides an opportunity to expand the global gas supply. This is illustrated by the “shale gas revolution” in US which has profoundly changed the regional gas markets. However, this "revolution" is hardly reproducible in other regions of the world. This thesis demonstrates particularly that apart from geological, institutional conditions (taxation, property rights), economic (prices, technologies) and organizational (free markets) are necessary for a large scale development of unconventional resources. This research also shows that most of these conditions are not met in Europe or Asia (especially in China). Therefore, an energy transition by natural gas to meet climate challenges in Asia will be solved through imports, rather than through regional production. From three scenarios of the POLES model based on assumptions about climate policy, shale gas development and rapid increase of demand for gas in the energy mix (particularly in Asia), two main conclusions emerge. The developments of shale gas with low cost in the USA make the global gas supply abundant and more competitive than other energies, particularly coal. Therefore, even without climate policy, the conditions are ripe for the increaseof natural gas proportion in the energy mix. Secondly, a strong climate policy has contradictory effects on the relative share of natural gas in the Asian energy mix. On the one hand, it allows natural gas larger penetration into the energy mix of Asia. But at the same time, with limitation of energy demand, requested natural gas volumes are only slightly higher than in scenarios without climate policy

Pełny tekst źródłaThe energy transition, understood as the gradual transition from the current energy model to an energy model based essentially on carbon-free energies, has led to increased accountability of local authorities and their groupings in the sense that they must now assume, through particularly effective and operational legal tools, an important part of the mission consisting in accelerating the development of renewable energies. In this context, since the beginning of the 2000s, we have witnessed an increase in the powers of local authorities and groupings of authorities in matters directly or indirectly related to the energy transition, which testifies to the awareness by the public authorities of the essential role of these communities in the energy transition and the need to strengthen this intervention through the creation of skills ex nihilo or by transferring skills from the central state to the local authorities. This movement has been encouraged particularly by the liberalization of the energy market, which has created fertile ground for the economic intervention of local authorities in the energy sector. The purpose of this thesis is to demonstrate that the implementation of the energy transition at the local level is inextricably linked to the problem of territorial decentralization and that therefore the strengthening of the place of the local level required by the energy transition comes up against to the limits and contradictions of this decentralization

Households in energy vulnerability either limit the use of these services because they do not have sufficient income, or devote a disproportionately large part of their overall budget to paying energy bills. European legislation requires Member States to establish policies for measuring and resolving the problem. This objective is complex because energy vulnerability is at the intersection of a set of factors covered by different sectoral policies: the pricing of energy, the energy efficiency of housing, and social assistance.This thesis studies the emergence of energy vulnerability in national and local public agendas with an urban political ecology framework. I conducted a comparative survey in two cities (Porto and Barcelona), where the issue is important and treated in different ways. I analyze the factors that combine to create situations of energy vulnerability in these cities and which turn them into public problems, through media, legislation and local innovations. Policy analysis is complemented by study of the concrete conditions of energy vulnerability as they are experienced by households which are in touch with social assistance agencies and charities.The main result of the thesis is that situations of energy vulnerability are politicized by both new actors and traditional players in energy governance. I show how civil society activism gives rise to a right to energy, which is not enshrined in national legislation and which, under the pressure of new social movements, becomes an imperative for local communities. I then analyze the diffusion of programs targeting vulnerable households, based on a model that aims at reducing consumption and therefore limiting the number of unpaid energy bills. This experimental and inexpensive model meets the interests of organizations from civil society, local communities, energy suppliers and the households themselves who were already reducing their expenses

Pełny tekst źródłaThe purpose of the study is to analyze the relationships that can be established between the exploitation of hydrocarbons and the protection of the environment in the Republic of Congo. Despite its title, it is a study of international law, in which the law of the sea and especially international environmental law contribute by their respective rules to limit the conditions for the exercise of the activities of exploitation of the hydrocarbons. It is - indeed - under the prism of development in international law and of an almost continuous international evolution, that these relations, appreciated within the framework of the Congolese national law, can take full significance. The study finds a mutual exclusion, for reasons that are due both to the national priority recognized for the exploitation of hydrocarbons and the still significant weakness of environmental rules, as transcribed in domestic law. It makes it possible to base this observation on an isolated approach of each of them, which limits the possibilities of reciprocal interaction. Making these two schemes lowly complement to each other. Based on the requirement emphasized by the ICJ in 1997 of a necessary conciliation between them, the study shows how the emergence in international law of this process of conciliation is translated into domestic law under the effect of the dynamics of the sustainable development. As a result, in spite of the necessary prudence of a developing country, which can only count on this economic and financial rent for the moment, the will of the national authorities to adopt a rational management of the exploitation. In this respect, the positive action of conciliation becomes, in the context of a climate crisis and the need for a new orientation towards the energy transition, the vector of this profound transformation which must be translated into legal reform of the same magnitude. integrating the management of all energy resources into an integrated legal framework favorable to the gradual disappearance of these carbon resources and their replacement by cleaner and renewable energies

From the ban of thermal vehicles to the integration of electric vehicles in the power sector, this dissertation investigates several economic aspects of this transition.First, it empirically studies the impacts of urban policies that limit the access of most polluting vehicles by analyzing the behavior of car sellers on second-hand markets. Then, it theoretically precises the optimal conditions of the electrification of the automobile fleet how governments may plan support policies for electric vehicles that take into account their interaction with the power system.Third, it investigates the interaction between electric mobility and photovoltaic energy. It develops a systematic framework that enlightens technical and economic conditions of synergy.Fourth, it discusses the distributional effects from tariff design of power network with both distributed energy resources and electric mobility

Pełny tekst źródłaThis thesis tackles one of the most debatable and in vogue topics in economics, namely the economic development and environmental quality nexus. Notably, it studies the economic development's effects—in terms of its economic, social, and political dimensions—on the environmental quality for developing and transition economies. Chapter I, which is divided into three key phases, namely theoretical review, empirical exercise, and empirical review, contributes to the literature by giving various insights regarding the link between economic growth and environmental pollution in developing and transition economies. Overall, it reveals that the recent empirical studies, indeed, succeeding to curtail some of the deficiencies suggested by theoretical contributions, might indicate a certain consensus regarding pollution-growth nexus and Environmental Kuznets Curve (EKC) hypothesis validity. Chapter II examines the pollution-growth nexus in Central and Eastern European (CEE) countries, adding to the related empirical literature using the extended EKC hypothesis as a theoretical background. On the one hand, it unveils an increasing nonlinear link between GDP and CO2 at the aggregate level, which is powerfully robust to different estimators and control variables. On the other hand, the country-level analysis reveals that the relationship between GDP and CO2 is characterized by much diversity among CEE countries. Thus, despite an aggregated upward trend, some CEE countries managed to secure both higher GDP and lower CO2 emissions. From a policy perspective, EU policymakers could pay more attention to these countries and amend the current unique environmental policy to account for country-heterogeneities to support economic growth without damaging the environment. Chapter III investigates the aggregated and sector-specific CO2 emissions' responsiveness following exogenous shocks to growth and urbanization, considering a transmission scheme that incorporates two of the widely used instruments in mitigating environmental degradation—renewables and energy efficiency. First, robust to several alternative specifications, the results indicate that output, urbanization, and energy intensity increase the aggregated CO2 emissions, while renewable energy exhibits an opposite effect. Moreover, regarding the CO2 responsiveness in the aftermath of output and urbanization shocks, the pattern may suggest that these countries are likely to attain the threshold that would trigger a decline in CO2 emissions. However, the findings are sensitive to both countries' economic development and Kyoto Protocol ratification/ascension status. Second, the sector-specific analysis unveils that the transportation, buildings, and non-combustion sector exhibits a higher propensity to increase the future CO2 levels. Generally, this chapter may provide useful insights concerning environmental sustainability prospects in developing states. Chapter IV explores the effects of political stability on environmental degradation, giving a renewed perspective on this topic in developing states. It shows that a nonlinear, bell-shaped pattern characterizes the relationship between variables at the aggregate level. Moreover, while this result is robust to a broad set of alternative specifications, significant heterogeneities are found regarding countries' distinct characteristics and alternative pollution measures. Besides, the country-specific estimates unveil contrasting patterns regarding the relationship between CO2 and political stability. Broadly speaking, the findings suggest that both the formal and informal sides of political stability play a vital role in mitigating CO2 pollution in developing countries, and may provide meaningful insights for policymakers. The outcome of this mobilization remains probably the implementation ofinternational climate change regime for which the Climate Convention and the Kyoto Protocol are the legalbases. This system is innovative in that it sets quantified emission reduction commitments for greenhouse gasemissions (GHG) for polluters States, but also in that it establishes mechanisms known as of “flexibility”whose implementation is accompanied by a control based on a Committee known as of “compliance”. Butdespite all this normative production, it is regrettable that today the international climate regime is a realfailure. Indeed, if the mobilization of states is no doubt, however, the same states that have voluntarily agreedto engage deliberately refuse to honour their commitments for essentially political, economic and strategicreasons. This work therefore aims to shed light on the causes of this failure by developing a mixed record ofthe first Kyoto commitment ended period in 2012, and offers prospects for a legal regime of the post-Kyotoclimate and efficient, able to be up to the challenges
