Abstract Multinational Brigade Operations involving NATO and its European Partners are the norm in the post-Cold War Era. Commonplace today are Multinational Brigades, composed of staffs and subordinate units representing almost every NATO Country and Partner, participating in training exercises or actual operations in both the European and Southwest Asian Theatres. Leadership challenges are prevalent for the Multinational Brigade Commander and his staff, especially those challenges they face in achieving an effective level of brigade interoperability in order to conduct successful operations in NATO’s present and future operating environments. The purpose of this paper is twofold: to examine the major interoperability obstacles a multinational brigade commander and his staff are likely to encounter during the planning and execution of brigade operations; and, to recommend actions and measures a multinational brigade commander and his staff can implement to facilitate interoperability in a multinational brigade operating environment. Several key interoperability topics considered integral to effective multinational brigade operations will be examined and analysed to include understanding partner unit capabilities and limitations facilitated by an integration plan, appropriate command and support relationships, compatible communications, synchronized intelligence and information collection, establishing effective liaison, and fratricide prevention. The paper conclusion will urge for a NATO land brigade doctrine considering doctrine’s critical importance to effective brigade command and control interoperability and the expected missions a land brigade will encounter in future NATO operating environments as part of the NATO Very High Readiness Joint Task Force (VJTF).

The radical changes in the nature of modern military conflicts, the range and content of the tasks involved in the Armed Forces of Ukraine require a series of measures aimed at improving their training system. One of the components of the Armed Forces training is combat training, which is conducted both in peacetime and during a special period. The experience of the counter-terrorist operation and the operation of the Joint Forces in eastern Ukraine shows that the successful accomplishment of combat tasks by tank brigades (units) to a large extent depends on the effectiveness of combat training during combat readiness recovery, the result of which is their preparedness level. All this requires finding and implementing new approaches to the organization and conduction of combat training during combat readiness recovery, which requires the development of a scientific and methodological apparatus to assess their preparedness level. Based on scientific and methodological approaches to assessing the effectiveness of military units combat training and the experience of carrying out combat readiness recovery, the article presents a partial methodology for assessing the tank brigade preparedness level during combat readiness recovery, which takes into account the preparedness level of each structural unit of the brigade, taking into account its importance. Assessing the preparedness level of the tank brigade structural unit is calculated by dependence, which takes into account the overall level of military personnel training and their coherence.The indicators that characterize the training level of the serviceman include: the level of individual abilities of the serviceman, length of service and occupational training courses in the field of activity. The level of coherence in the management of the military unit depends on the experience gained by each serviceman in the occupied position during the exercise (training), taking into account their importance, and the unit – on the results of working out of collective training standards.This partial method allows to make quantitative assessment of the tank brigade preparedness level to perform the tasks on purpose, and also identifies "weaknesses" in carrying out combat recovery, which necessitates the development of recommendations for improving the efficiency of combat recovery. The results of the study can be used in the practice of restoring the combat capability of tank brigades and in the research on the readiness level assessment in scientific institutions.

Introduction. The Pyatikhat offensive operation of the Steppe (2nd Ukrainian) front completes a series of major battles in 1943, but it remains poorly studied, especially on the issue of the actions of individual units (corps, divisions, and brigades). Methods and materials. Declassification of a large set of archival materials allows gradually eliminating this gap in the historiography of the Great Patriotic War. Conducting an objective analysis of combat logs, comparing them with previously published sources has allowed considering the participation of the 16th mechanized brigade in the first stage of the Pyatikhat operation from October 15 to November 5, 1943. Analysis. The article discusses the process of forming and training of the brigade in July-September, the breakthrough of the German defense, the liberation of the city of Pyatikhat and other localities from October 15 to 21, 1943, defensive battles on the approaches to Krivoy Rog (from October 21 to November 4, 1943). Results. For the 16th mechanized brigade formed in summer 1943, participation in this operation was a real baptism of fire. Together with other brigades of the 7th mechanized corps, it actively participated in the liberation of the city of Pyatikhatka and other localities. At the same time, soldiers of the brigade showed mass heroism, breaking through the defense of the Nazis and destroying enemy’s equipment. Then, retreating slightly under the counterattacks of fresh German units, the 16th MB steadfastly and courageously defended the lines assigned to it. The analysis of the ratio of losses of the brigades personnel and similar damage to the enemy shows that in the Pyatikhat operation, the 16th mechanized brigade performed its task with high efficiency, and most of its officers proved themselves competent commanders and courageous soldiers.

Human remains detection dogs (HRDDs) are powerful police assets to locate a corpse. However, the methods used to select and train them are as diverse as the number of countries with such a canine brigade. First, a survey sent to human remains searching brigades (Ncountries = 10; NBrigades = 16; NHandlers = 50; Nquestions = 9), to collect their working habits confirmed the lack of optimized selection and training procedures. Second, a literature review was performed in order to outline the strengths and shortcomings of HRDDs training. A comparison between the scientific knowledge and the common practices used by HRDDs brigade was then conducted focusing on HRDDs selection and training procedures. We highlighted that HRDD handlers select their dogs by focusing on behavioral traits while neglecting anatomical features, which have been shown to be important. Most HRDD handlers reported to use a reward-based training, which is in accordance with training literature for dogs. Training aids should be representative of the odor target to allow a dog to reach optimal performances. The survey highlighted the wide diversity of homemade training aids, and the need to optimize their composition. In the present document, key research topics to improve HRDD works are also provided.

There is a general operation algorithm of officials of mechanized (mechanized infantry, mountain assault) brigades by NATO standards in military publications concerning the military decision-making process of battle (action) planning by these brigades of the Land Forces of the Armed Forces of Ukraine (AFU) without determination of the operation algorithm of the Chief of the Rear - Deputy Chief of logistics. To achieve the goal, it was applied the method of comparative analysis of normative documents' requirements concerning the military decision-making process of combat (action) planning according to NATO standards and the operation algorithm of the Chief of logistics when preparing a combined arms combat brigade of the Land Forces of the AFU for combat (action). In addition, the synthesis method for developing the algorithm of the Chief of the Rear - Deputy Chief of brigade logistics for planning of logistics units’ application (by logistics services) was used. Development of operation algorithm of the Chief of the Rear - Deputy Chief of logistics for planning the use of logistics units (by logistics services) when preparing the combined arms brigade of the Land Forces of the Armed Forces of Ukraine for combat (actions) was based on seven stages of the military decision-making process for planning combat (actions) by NATO standards taking into account the requirements of the Field Manual "Logistics of the Land Forces of the Armed Forces of Ukraine" (tactical level). Theoretical significance of the article consists in the development of the specified algorithm. The practical significance is in the possibility of application of this algorithm in the training of the combined arms brigade of the Land Forces of the Armed Forces of Ukraine for combat (actions), as well as in the educational process of Odesa Military Academy specialists of the rear services. Issues related to the training and involvement of members of the voluntary fire brigade on duty in the divisions of the State fire service are considered, using the example of the Nizhnevartovsk region of the Khanty-Mansiysk autonomous okrug – Yugra. The main tasks, the procedure for passing the duty of voluntary fire brigades are determined. In order to increase the efficiency of the activities of voluntary fire brigades, it was proposed to conduct exercises and work out activities planned during the period of duty.depending on the current operational situation with fires. The issue of the development of voluntary fire brigades of the period before 1917 is briefly considered in a historical retrospective.

Based on the results of the analysis of command and staff training of the territorial defence units and scientific research conducted to determine approaches to the estimation of the effectiveness of military units training, a set of indicators required to estimate the effectiveness of training of territorial defence units of the Armed Forces of Ukraine has been suggested. The achievement of the designated combat capabilities has been defined as an overall indicator for the effectiveness estimation. This indicator depends on the readiness to perform tasks of such components as personnel management, organizational core and units of the territorial defence brigade. Being a measuring tool the indicator should reflect the level of the item’s specific property display. The definition of the well-grounded indicators required to estimate the separate territorial defence brigade training effectiveness is of great theoretical and practical importance. Justification of the criterion and a set of indicators required to estimate the effectiveness of training of a separate territorial defence brigade is a challenging task. In practical terms, a set of indicators required to estimate the effectiveness of training of a separate territorial defence brigade is a result of activities of the relevant social and technical systems (territorial defence structures and agencies) established to perform missions. Estimation of the effectiveness of training of a separate territorial defence brigade requires application of complex indicators which can generalise a certain amount of information and at the same time maintain the objectivity of estimation. In some cases, in particular, when dealing with new tasks, this may require synthesis (a combination of earlier identified concepts and goals), the formulation of new indicators and algorithms for their calculation. Based on the results of the analysis of command and staff training of territorial defence units and scientific research conducted to determine approaches to the estimation of the effectiveness of military units training, a set of indicators required to estimate the effectiveness of training of territorial defence units of the Armed Forces of Ukraine has been suggested. In the Warsaw Pact member states mandatory military service enlistment of people created a serious financial burden, while depriving the economy of a large chunk of its labour force. To resolve this dilemma, in 1964 two engineering brigades were set up in the Hungarian People’s Army. Following a brief basic military training, these brigades supplied the labour force for national economy projects, but also created an opportunity to acquire income for the military budget. The 150th Transportation Engineering Brigade was created to support transport projects. Soldiers took part in Hungary’s all key, still operating road and railway developments. Also, thanks to acquiring specialised knowledge, they got a chance to work for transport services following their military discharge

Background. Firefighter profession is characterized by a high level of risk due to the threat, mainly related to rescue and fire extinguishing, workouts, training and other actions. They result from the firefighters’s duties and affect the health and life of the firefighters on duty. The aim of the study was to assess the specificity of injuries in the State (SFB) and Volunteer Fire Brigade (VFB), assessment of the cumulation of health-related behaviors based on the Modified Inventory of Behaviors by Juszczynski, and the effect of the cumulated behaviors on the injury rate, both in the State and Volunteer Fire Brigades. Material and methods. The sample included the occupationally active firefighters from the Volunteer Fire Brigade in the Opole and Lower Silesia voivodeships. The applied approach involved the application of an anonymous questionnaire filled out by volunteers participating in the study. The questionnaire included basic data on their service (State or Volunteer Fire Brigade), age, gender and the presence or absence of contusions, and a possible form of treatment to be applied. Moreover, the Modified Inventory of Health-Related Behaviors by Juszczynski was applied. The questionnaire contained 18 statements describing health-related behaviors. Results. The comparison of the results corresponding to physical activity among the firefighters from the State and Volunteer Fire Brigade indicates that all the firefighters from the State Fire Brigade were physically active. In the case of the Volunteer Fire Brigade (VFB) there were 20 firefighters including 6 firefighters who did not practice any form of physical activity. In State Fire Brigade (SFB) there were 29 firefighters who had sustained contusion and 5 healthy ones. In both groups, the subjects most often sustained contusions while performing other types of physical activity than rescue and fire fighting actions. The majority of firefighters (16 in SFB and 11 in VFB) sustained joint sprain. Despite the numerous fire extinguishing interventions, the cases of burns poisoning are rare. The results also suggest that the surveyed firefighters neglect the recommended dietary habits and rest. Conclusions. 1. The results indicate no statistically significant differences between SFB and VFB membership and the circumstances of injuries sustained. 2. The membership in SFG and VFB has an effect on undertaking physical activities, however, it has no effect on injuries/contusions. 3. Neither SFB nor VFB firefighters believe that correct eating habits and rational rest are important.

Na atualidade do Brasil, os debates que versam sobre Direitos Humanos e aparato policial ganham maior força e evidência nas conversas informais, nas redes sociais, na mídia em geral e, também, nos bancos acadêmicos. Neste contexto, a presente dissertação, que se insere na linha de pesquisa que estuda violência, criminalidade e cidadania, visou saber quais são as práticas e as percepções sobre Direitos Humanos nas escolas de formação de praças no Estado do Rio Grande do Sul. Então, o objeto de estudo são os cursos da Brigada Militar, compostos por soldados e sargentos que estavam em curso de formação nas cidades de Porto Alegre, Santa Maria, Montenegro e Esteio. A metodologia de pesquisa lançou mão de entrevistas abertas e grupos focais, na busca de dados qualitativos, e dessa forma visou uma amostra equitativa em cada escola. Assim, em cada uma delas foi entrevistado um grupo de alunos, e desse grupo alguns alunos foram convidados a participar do grupo focal. Foram aplicadas 83 entrevistas abertas, além de 23 participantes ouvidos com o mesmo roteiro nos grupos focais, totalizando 106 alunos. Além da pesquisa de campo, também foram realizados estudos a partir de referenciais teóricos que ajudaram a compreender o processo de formação a partir de uma ótica sociológica. Também foi possível conhecer a história da corporação com relação ao ensino em sua trajetória a partir da formação iniciada em 1982 e chegando aos dias atuais. Conceituar Direitos Humanos também foi um objetivo alcançado na dissertação, especialmente as três gerações que tratam de direitos individuais, direitos sociais e direitos transindividuais. Com base na pesquisa empírica, e tendo em mente as conceituações acima elencadas, foi possível verificar que considerável parcela dos alunos tem seus Direitos Humanos violados, figurando uma das respostas à pergunta de partida desta dissertação em sua última parte, sabendo como são as práticas e as percepções sobre Direitos Humanos nas escolas de formação de soldados e sargentos da Brigada Militar.
Currently in Brazil public debate on police work and Human Rights gain wider repercussion. This dissertation aims at making a contribution to the understanding of the practices and perceptions over Human Rights according to the views manifested by new police recruits to the Brigada Militar, the military police of the State of Rio Grande do Sul, while attending to mandatory formal training prior to their appointment on active duty from 11/09/12 to 19/04/13. A total of 106 students, comprehending private soldiers and sergeants, engaged in the research. This number encompasses part of the students who attended to training courses in the cities of Porto Alegre, Santa Maria, Montenegro and Esteio. As a methodology to gather qualitative data for the purpose of the analysis, there have been employed an openended written questionnaire and focal groups. In total, 83 questionnaires and 23 focal groups have been conducted. The theoretical frame work entangles the sociological perspective over the material collected in the research field. From this study, it is possible to make known aspects of the institutional history with specific regard to the teaching within the police corporation in Rio Grande do Sul, from 1982 up to the present days. An effort has been made in conceptualizing Human Rights underits three generations: individual rights, social rights and transindividual rights. Based on the empirical research and bearing in mind the concepts listed above, there has been possible to address questions over the practices and perceptions about Human Rights as manifested by those police recruits of the Brigada Militar.

Na realidade das sociedades ocidentais, marcada pela modernidade tardia, a criminalidade e a violência configuram uma nova questão social mundial. Neste contexto, no Brasil, as polícias, dente as quais, em especial, as militares, possuem papel de extrema importância: passam por dificuldades econômicas, assim como os Estados às quais se vinculam, e éticas – como as sociedades. A crise de 1997, quando em várias Unidades da Federação as PM entraram em greve e os diversos fatos que demonstram atuarem ao arrepio da lei, incluindo a prática de tortura e a violência policial, implicam a necessidade de se repensar essa polícias. O processo de ensino-aprendizagem é um dos aspectos primordiais neste sentido: para conhecê-lo, é fundamental retomar a história das corporações, suas normas legais e relações internas e externas, bem como as articulações que envolvem seus destinos. Em uma análise social da formação dos alunos-oficiais da Brigada Militar cumpre, pois, identificar, a forma de ela se organizar e como e para que a BM pensa a formação de seus quadros de comando. A ambivalência na formação do oficial da Polícia Militar gaúcha fica expressa em um fato recente: a Lei Complementar n° 10.992/97 passa a exigir o título de bacharel em Direito para os futuros capitães, porém setores da Corporação se opõem à medida e, na Academia de Polícia Militar, as disputas entre os alunos e oficiais explicitam esse fato, agravado pela utilização de um método de ensino tradicional que pouco mudou, apesar de o perfil do aluno ingressante ter se alterado profundamente. A Lei objetiva ganhos salariais, projeção social e a adequação a um novo modelo de Polícia, mais preparado para atender aos anseios da sociedade contemporânea, mas encontra resistência naqueles que projetam manter a tradição da Instituição. De toda forma, essa nova exigência para o ingresso na carreira de oficial da Polícia Militar gaúcha, parece, três turmas depois de implementado, estar se tornando realidade definitiva. Necessita, todavia, ser acompanhado de um ensino coerente com suas propostas.
The reality in the western societies is defined by their late industrialization, whereby the criminality and violence are a global issue. In this context, the police force in Brazil, specially the Military Police has a particular significance. Nonetheless, despite of its importance, the Police faces serious economic problems, as well as the federal states, to which they are affiliated. The 1997 crisis – when in several federal unities the Police decided to strike – and the various factors that demonstrated the lack of respect of the Law – including the practice of torture as a main instrument from the police officers – implies the necessity of re-thinking the role of the Police in Brazil. The learning-process is one of the most primordial steps in this direction: to get to know it, it is important to understand the history of such corporations, your legal rules and internal and external relations. In an social analysis of the training of the pupils of the Military Police it is required to identify how the Police organizes itself and for which purpose teaches its students. The ambivalence in the education from police officers in the Military Police in Rio Grande do Sul is expressed by the law n. 10.992/97, which requires for the future police inspector a Baccalaureate in Law. However some sectors in the police force do not agree with this measure and in the Police Academy the disputes between the students and the officers aggravate the tension. The new law aims a betterment of the wages, social status and the re-formulation of the Police, which would be adequate to the necessities of the contemporary society. Notwithstanding, there is still resistance to accept the new rules. The new requisite to entrance in the career of the Military Police in Rio Grande do Sul seems to become a reality. A reality that needs to be followed by an adequate and modern teaching of the police students.

After president Ying-Wen Tsai went on board in 2016, she has been dedicated in evolving the military. And the most important changes would be the modification of nationalists’ pension and voluntary recruitment system, and so on. In order to thoroughly execute the voluntary recruitment system, the national Department of Defense made some revolutionary policies in the 4th QDR in 106th year of the Republic Era. The impacts of Policies about voluntary recruitment system mentioned above on recruiting are the key points in this research. About the voluntary recruitment system, the prime minister of the Department of the Defense, Shih-Kuan Feng indicate in the Legislative Yuan that from the 107th year of the Republic Era, the military will not recruit anyone born before the 82nd year of the Republic Era and those who serve the military for duty will all retire in the end of the 106th year of the republic Era. And those who were born after the 83rd year of the Republic Era still have to serve the military for the period of 4 months taking normal military training. This significant change of the military recruitment system transforms the current system of both voluntary and obliged services into entire voluntary recruitment system, including officers, sergeants and soldiers, which means that from then on it will be the only way to gain manpower by recruiting volunteers for the military, and it just shows how important it is to recruit. This research was done by mainly taking interviews, supported by sub-class information to discuss about the effect on recruitment by the change of the policies. And also this research gives some advice on how the army should adjust their recruitment strategies. And the result shows that the budget of recruiting is short and has negative impact on recruiting; also the basic units lack manpower, resulting in poor recruiting. What is more is that after the entire retirement of the obliged soldiers results in that there will be more work for all soldiers, which might cause them not to serve the military. Last but not least, the reduce of the nationalists’ pension is one key issue that soldiers will not stay in the military. And it is hoped that recruiting can be improved by some military changes . This thesis mainly suggests the following items: 1. Recruiting should be executed in different levels. For example, in brigades, barracks and companies, there should be officers, sergeants and privates responsible for recruiting. 2. There is need for getting bigger budgets for recruiting in basic levels. 3. Recruiting loads should be divided fairly and proper encouragement should also be given to regain the morality. 4. The revolution should stay to the principle of honesty and trust. 5. The revolution should not trace back. 6. The revolution should be soon determined in fear that it could damage the morality. 7. There should be family dorms for soldiers’ family near the base, so that soldiers can also take care of families besides of work. 8. Special talents should be properly promoted and rewarded so that it would be possible to gain more different talented people. 9. It is important to build up happy working atmosphere so that more young talents will join the military. 10. It is very important that every soldier should be very proud as soldiers and improve the social status of soldiers. 11. It is more than critical that soldiers’ salary and overtime pay should be re-evaluated. 12. Last but not least, soldiers’ career should be carefully taken care of and the retirement should also be properly planned. On average, there are more than 300 chemical accidents every year in Taiwan. Every time, you can see the firefighters moving through the emergency sites and perform the rescue operation at the same time. However, in addition to dealing with chemical disasters, firefighters get other tasks to perform, such as Emergency Medical Service、mountain accident rescue、drowning accident rescue、Fire-fighting inspection、cracking down on firecrackers and so on.React to the different types of tasks, firefighters follow different safety precautions. Among the tasks, the type of life-saving rescue requires more sophisticated equipment and intensive training courses.Hence, according to the chemical disasters rescue task, National Fire Agency schedules basic and advanced courses of chemical disasters rescue , and chemical disasters rescue commanding officer. Through hands on operations outside and inside in NFA training center, firefighters own comprehensive thinking of logic. Further, they could protect life of colleagues. This research is based on planning chemical disasters rescue training by literature review. Besides, we could understand the current situation of the professional ability of dealing with chemical disasters of one branch in Pingtung by the questionnaire. Additionally, fire instructors conduct on-the-job training with the chemical disasters rescue teaching materials of National Fire Agency. We could make sure the upgrade of disaster rescue concepts、improve the disaster rescue skills. In the same time, firefighters understand how to use safety strategy. It makes sure to protect firefighters and security and safety of all the people. There are totally 31 questionnaires, yielding 100% return. According to the pro-test , the rate of correct answers increase obviously. It indicates that the subjects’ concepts of disaster treatment , inclusive of technical ability and work performance, has been significantly improved. Accoring to the qualitative investigation of post-test questionnaire survey, Most of the subjects indicated that the superior units should increase the numbers of training sessions and increase the actual situation. Hence, this research shows some relative advices and measure of improvement.

The Discussion Of Emergency Medical Technician Training With Fire Bureau The 4th Rescue Brigade, New Taipei City Government as an Example Graduate Student:Ming-Jui Liu Thesis Advisor:Ruey-Syan Shih Abstract The key index of emergency care system in Taiwan is the survival rate of Out -of-hospital Cardiopulmonary Arrest. According to domestic and international studies, asphyxia lasting four to six minutes will result in brain death. Therefore, to activate “chain of survival” in the golden rescue period is critical in “out-of-hospital emergency care”, including early recognition and enable emergency care system, early CPR, early AED and early intervention of ALS. EMT who participates in the emergency care must be qualified in knowledge, technical as well as capability. To operate the related equipment quickly and effectively is the technical aspect and to be provided with the sufficient ability to determine the situation based on medical science on the instant and administrate properly is the capability aspect. To provide medical based thinking through official or unofficial training is the knowledge aspect. However, evaluating the quality of emergency care technique only by the survival rate of Out-of-Hospital Cardiopulmonary Arrest is considered insufficient. After all, to do right things is always more important than do more things. Therefore, regarding to the aspects described upon, an EMT must be equipped with the ability of determination, interpersonal interaction and technique to fit the eligibility of “out-of-hospital emergency care”. The area under Fire Bureau The 4th Rescue Brigade control range from ….to Pinglin is diverse in emergency care character because of rural-urban development divide and the special rescue including Water rescue、Hiker tracking and Car accident rescue in additional to common internal and surgical emergency care. This study, based on EMT training mode, EMT resources and Embulance、equipment planning of With Fire Bureau The 4th Rescue Brigade, New Taipei City Government, investigate the gap between EMT training and real-world practice, and also conduct a questionnaire survey within EMTs to analyze and determine which aspect of ability should be enhanced in emergency care practice through EMT training.

Research on Decision-Making Behavior for Participating the Volunteers and Noncommissioned Officers in the Reserve Choosing Army: Implications of the First Troops of New Training Brigade in 2005 Graduate Student: Chang-chieh Wang Advisor: Yahn-bin Maa, Ph.D Feng Chia University Graduate Institute of Public Policy Thesis Abstract In the current military policy of “Mainly by Recruitment, Partly by Conscription”, it becomes a crucial point to elevate excellent younger generation joining into the army by effective recruitment marketing strategies. In this study, I used the theories of “Needs Satisfaction” and “Career Planning” to analyze the first troops of new training brigade in 2005, in an effort to offer some suggestions for recruiting policy and its related studies. Moreover, I conducted a survey by purposive sampling, and obtained 346 available questionnaires. What the study found has shown as follows. The first, most testees came from families of the laboring class, whose family income ranges from $20000NT to $49999NT per month. The second, the occupations of the most testees’ parents are not as the military or the government employee, especially not the military. The third, most testees agreed that choosing army as a career can meet what they need in life and can lead a stable life. The fourth, persons who influenced testees to join into the army are subsequently as parents, brothers/sisters, superior officers in the army, employee of recruitment unit. The fifth, the channels of crucial information-obtaining which influenced the career-orientation are mainly from human relationship than mass media. Especially, the information coming from superior officers is most important, however, the Internet less comparatively. According the findings, some suggestions are as follows. The first, the government should enhance volunteers’ spiritual value and motive of success and encourage the military to lead their next generation joint into the army. The second, the unit of recruitment should upgrade its efficiency and build a set of evaluation system of performance. Moreover, a vivid and colorful website is an effective way to open the labor market of army.

Another aim of the work is to summarize the history, current activities and involvement of the Union of Rescue Brigades of Cynologists of the Czech Republic within the IRS Methods: Theoretical background was developed on the basis of searches of books and legislation. Using the method of content analysis, key terms are defined, which include IRS, IRS components, SZBK CR. The practical part of this diploma thesis is written by the method of descriptive statistics. Results: The result of the work is a summary description of the Union of Rescue Brigades of Cynologists of the Czech Republic from its inception to the present, its operation and legislative authority. Numerical data of all interventions of the Union of Rescue Brigades of Cynologists of the Czech Republic for the period from 1 May 2016 to 31 December 2020 are written and evaluated. An empirical, qualitative, bibliographical research was used as a methodology, mainly considering the thoughts of the authors: Rego, who has dealt with this theme. It is necessary that the school forms its school brigade and adopts training in fire fighting and first aid notions, as basic safety requirements.

In 1976, the FBI summed up a decade of investigations, concluding that the communist nation had been the single greatest foreign influence on domestic radicalism during the 1960s.

In the eastern part of the Warmian-Masurian Voivodeship, lies the Land of the Great Masurian Lakes. The line of these lakes during the First World War crossed the roads leading from the east into the German Reich, forcing the Russian army to circumvent it in 1914 and contributed to their defeat. In 1915, this entire natural defensive line was modernized and was ready for combat. However, in the interwar period it was additionally strengthened with a new fortification system. In 1940, the work started, in addition to expanding the existing fortificati on system, included the construction of a group of command posts for central state and military authorities (including headquarters for Adolf Hitler near Kętrzyn). In 1944, Germany prepared intensively for defense, expanding its fortification system, hoping that Masurian lakes would become the axis of defense. However, the nature of the combat operations in 1945 differed fundamentally from the 1914 fights. The Red Army broke the fortifications of the German defensive lines by maneuvering and destroying the areas of resistance. After the World War II, the lake area was within the Polish state. The army took over Gὅring’s headquarters in Broad Bor creating ammunition stores. The training ground in Orzysz and barracks facilities were used to locate military units in Węgorzewo and Giżycko. In the 1960s, using the natural conditions of the lakes, the 32nd Brigade of operational-tactical missiles was located in Orzysz. The close location of the Polish border with Russia in the 1990s meant that a German inventory of German fortifications and military facilities was carried out, and the Great Masurian Lakes are treated as an axis of possible tactical operations in northern Poland. The character of stationed units, which are operational in nature, has changed, and the training ground in Orzysz has become the base of allied forces.

Abstract One of the major difficulties dumped on Churchill in the early summer weeks of 1940, a difficulty destined to run on until the very end of the war, was how to handle the self-appointed representative of the Free French people based in London, General de Brigade Charles de Gaulle. By the middle of June 1940 the mainland French government was asking for an armistice, and Hitler’s armies were on their way to controlling the French coast from Dunkirk to Biarritz. What else could be done in London, it might be asked, but to give up France for lost; to hope its purported neutrality would not turn into German vassalage; to incorporate such armed forces as de Gaulle might gather to himself within the Allied war effort; and (in terms of the political cartoons of the period) to wait until John Bull and, hopefully, Uncle Sam could liberate Marianne from the dragon’s chains? It was not as simple as that. Churchill flew five times to France between 16 May and 13 June, striving by this device or that to keep up the spirits of the Prime Minister, his friend Paul Reynaud, and, once the government had left Paris for the south, to urge it not to give up the fight but to carry it on from across the Mediterranean, where its immense African territories sheltered most of its navy and over 400,000 of its soldiers. His encouragement was unavailing, not least because the French leaders believed that Britain had let them down by not bringing all its fighter aircraft across the Channel to help defend France (in which Churchill thought them unreasonable: British losses in May and June 1940 amounted to a thousand aircraft and four hundred pilots and invasion was looming) and by sending an Expeditionary Force inadequate in size, equipment and training (in which Churchill had to acknowledge they were right, though this military feebleness was not of his doing).

Abstract Like many Cambridge contemporaries, Hill expected a war with Germany and trained in the reserves. He was ambivalent about the war, but out of sympathy with the dons of Trinity College, who mostly regarded it as a catastrophe. After a period training soldiers to shoot, Hill was asked to investigate methods for anti-aircraft fire, and this led to the formation of Hill’s Brigands, a group of talented scientists and mathematicians. Their observations and analyses transformed the understanding of artillery fire. Meyerhof would have been in sympathy with the Trinity dons: he avoided military service as far as he could. He did serve briefly as a medic on the Western Front but, for the most part, continued with physiology research in Kiel, while the city became a focal point for naval and civil unrest.

First responders engage in highly stressful situations at the emergency site that may induce stress, fear, panic and a collapse of clear thinking. Staying cognitively under control under these circumstances is a necessary condition to avoid useless risk-taking and particularly to provide accurate situation reports to remote units to be able to organize appropriate support in time. This work applied a flexible virtual reality (VR) training environment with the purpose to investigate the performance of reporting under rather realistically simulated mission conditions. In a pilot study, representative emergency forces of the Austrian volunteer fire brigade and paramedics of the Johanniter organization were subjected to a test program that tested a formalized reporting schema (LEDVV), inducing equivalent strain in both, real environment and VR-based training scenarios. Wearable psychophysiological measuring technology was applied to estimate the cognitive-emotional stress level under both training conditions. The results indicate that both situation reports achieve a rather high level of cognitive-emotional stress and should be thoroughly trained. Furthermore, the results motivate the use of VR environments for the training of stress-resilient decision-making behavior of emergency forces.
