This study examined proficient and less proficient high school comprehenders' use of strategies as they read three passages with different top-level structures: collection, causation, and comparison. Subjects were 24 tenth and eleventh graders who were divided into proficient and less proficient comprehenders based on results of standardized comprehension tests: proficient comprehenders scored above the 70th percentile; less proficient comprehenders below the 50th percentile. Content area passages were used with the proficient comprehenders and were revised for the less proficient comprehenders so that the passages would be the same relative difficulty for both groups. Results indicate that both groups of readers used similar strategies: rereading, previous knowledge, inference, reading subsequent text, utilizing author's structure, relating to the main idea, and focusing on key vocabulary. Use of inferences was more valuable than other strategies on the collection passage, and use of author's structure was more valuable on the causation passage than on the other passages for the proficient comprehenders. Proficient comprehenders differed from less proficient comprehenders in their greater use of previous knowledge on the collection passage and their greater use of vocabulary strategies on the causation and comparison passages. Implications for instruction are addressed.

A 3-layer topology is proposed to solve the problem of the incompatibility of the traditional topology structure in large-scale WSN. The data communication strategy for each level have been analysed, and an topology control algorithm for top-level is brought up based on the bottleneck-nodes, which will provide higher reliability control for the key-level. The experimental results indicated that, the new topology control strategy will contribute to balance the communication load of the nodes, and the energy consumption in the key-level reduce remarkably.

The basic tenet of this article is that the implementation of project management as a way of managing, in formerly functionally structured organisations, is a complex process requiring strategic management intervention. The three outstanding issues contributing to this complexity are expounded. These are differing characteristics of the range of an organisation's projects that must be provided for: the inherent characteristics of functional organisations inhibiting to a cross-functional approach that need to be overcome: and the very necessary mind shift to the project management culture that needs to be instilled. The ground rules for project management implementation is laid down by way of eight questions that must be answered on top management level. These resolve around a firm commitment to the replacement of old, seemingly well proven practices as well as around the implications and consequences for the organisations. The article then proceeds with proposing framework for the process of project management and implementation. This is presented in seven steps, concluding that the implementation should be approached as a project in own right. To that effect a generic work breakdown structure is offered as a guideline.

Effective communication plays very important role to accomplish organizational goals and objectives. The purpose of this study was to investigate the impact of organizational culture, structure, and innovation strategy on the performance of hotels through taking effective organizational communication as a mediator. Quantitative research design was used to accomplish this purpose. Data were collected using survey method through previously developed/tested questionnaires. The data were collected at organizational level and one response from each hotel was collected from top level managers. More than 340 questionnaires were delivered to respondents and 255 questionnaires were returned. Data analyses were conducted using SEM-AMOS. The findings indicate that organizational culture, structure, and strategy all had significant and positive impact on organization performance as measured through balance scorecard. Additionally effective communication served as a partial mediator between all organizational factors and performance. The findings suggest hotels’ management to focus on innovation strategy and rely on organic structure to improve communication and boost up performance. Additionally, they must have a customer focused culture and an employee focused culture that supports job variety and job satisfaction among staff members. Through those ways, effective communication would develop that would help improve hotel performance.

Examines five strategic human resource management (HRM) issues using a qualitative methodology. Two of these are related to the central organisational‐level constructs of structure and culture. The other three pertain to HR strategy, HR competencies, and HR outsourcing. The study employed the multiple‐case design method proposed by Yin, with a view to extending theory in strategic HRM research. Semi‐structured interviews were conducted with 35 managers (CEOs, line managers, and HR managers) of nine companies from two major industries in the manufacturing sector – electronic products and machinery/equipment. The research found that top management enlightenment and level of HR competencies together determine the role and status of the HR function in organisations, and that the companies studied pursue four types of HR strategies: informal and not communicated; informal and communicated; formal but not communicated; and formal and communicated. HR strategy was found to affect both vertical and horizontal fits of the HR function. Culture, HR strategy and HR competencies influenced organisational propensity to outsource HR activities.

In order to have a rational understanding and learning from the experienced university websites, this study has selected the top 20 universities around the world where important elements from their websites are being studied and evaluated thoroughly. The elements include picture resolution, typography, layout, web structure and colour, type of information and content as well as the privacy and trust policy. The study provides important provision on how the world-class universities designed their websites which would potentially yield refinements to the current website of other universities around the globe.

The 3D thin‐walled finite element model of Ignalina NPP Unit 2 reactor building was developed aimed at the evaluation of the global dynamic behaviour with a focus on the seismic response. The model comprises description of the monolithic structures, while prefabricated frame structures are ignored and replaced by external masses. Sensitivity study of the selected dynamic characteristics of the model with respect to data uncertainties is considered. Uncertainty of the model is considered in terms of masses of removed structures and wall stiffness. Seismic input is represented by the site specific free‐field ground response acceleration spectra. The sensitivity study concerns variations of frequencies and acceleration of in‐structure horizontal response spectra at specified points. Maximal bending moments are also considered. It was obtained that the reactor level is not sensitive to the uncertainties considered, while discernable sensitivity was detected at the top level of the structure. Purpose: The objectives of the study were to determine strategy implementation practices at Adrian Company Limited Kenya and to establish challenges of strategy implementation at Adrian Company Limited Kenya. Methodology: The study adopted a cases study research design and an interview guide was used to collect data. The respondents of the study were drawn from the top management team, who were drawn from the various departments comprising of human resource manager, project manager, marketing manager, logistics & procurement manager. Other respondents were drawn from the functional level and operational level departments. Data was analyzed using content analysis.Results: Findings indicated that the strategy implementation practices carried out by Adrian co Ltd consisted of the following critical tasks; the management commitment, team appointment, training for all levels, developing an implementation plan, and establishing an internal auditing system. Findings also indicated that that there existed various challenges to strategy implementation at Adrian Co Ltd. These challenges included inadequate resources and manpower for strategy implementation were inadequate, poor compensation as a challenge to strategy implementation, poor training for the current work force, mismatch between strategy and structure and poor bottom up as well as top bottom communication, organization politics, communication and clarity understanding during strategy implementation.Unique contribution to theory, practice and policy: From the discussions and the conclusions, the study recommended that for an efficient and effective strategy implementation process senior management should be involved and committed throughout the process. The management should ensure that the critical strategy implementation tasks were considered during strategy implementation. In addition, the management should address the challenges of strategy implementation. For instance, regular training should be conducted and compensation should be facilitated through cost of living adjustments (COLA).

Introduction. The strategies developed by the management of public medical institutions are based on state regulations in various areas: type of services provided, human resources, etc., decisions need to be coordinated with central and/or local public authorities, to which the institution is subordinated. However, it is necessary for the process of developing and implementing strategies to include a number of mandatory steps at institutional level, which must be taken by the institution's management. Material and methods. The aim of the study is to assess the experience of public hospital managers in developing and implementing management strategies. An assessment grid was applied for this purpose. The questions were classified into six fields: setting management strategy, added value strategy, analysis of institutional environment, institutional policies and strategic objectives, resources needed, strategy assessment. Results. In the absence of the regulation on the structure and main rules for the development of institutional strategies, the study demonstrates a very different approach of the top management regarding the strategic process in public hospitals. Conclusions. The different and sometimes erroneous approach to strategy development by the top managers results in a weak institutional strategic process.

Purpose This paper aims to report new research into how small groups of people – officers, directors and managers – are guiding the governance, design and delivery of conduct and culture programmes at UK listed banks. Design/methodology/approach The research spanned two whole years between 2014 and 2015. The method involved some 30 face-to-face semi-structured meeting interviews. A pre-agreed template was used to score and write detailed notes. From many repetitions, themes and cross-interview commonalities, a rich set of findings evolved. Findings Banks that made the most improvement during the investigation activated culture predominantly within the business. Centring the culture programme within the business was associated with a focus on the middle and the grassroots level of the organisation. Banks that made least improvement activated culture principally “from the top”. Centring the culture programme at the top was associated with a focus on control, conformance and structure. The finding of relatively greater performance when culture programmes were activated within the business contrasts sharply with recommendations from regulators and conventional wisdom that the establishment of corporate culture is necessarily a top down exercise. Originality/value Culture is intangible, and as such often overlooked, and this research contributes to that gap in knowledge through insight and evidence based on direct empirical analysis. This work ranks banks differently than published corporate governance and sustainability ranking from third-party service providers, suggesting a focus on culture performance contributes a different perspective to that based on more available public information for corporate governance.

A central tenet of this study is the notion that a reader's metacognition affects understanding. Identifying the organisational structure of text is a valuable tool for comprehending and recalling the writer's message. In this study, participants learned to identify text structure and to direct use of that knowledge toward facilitating their academic work. The research is about students acquiring a new strategy and adjusting it to meet the academic requirements of authentic tasks in their real life context. Theoretical bases for this research included metacognition, strategy acquisition, and top-level structure strategy. A review of the literature was conducted into teacher education, lifelong literacy, and top-level structure strategy. It uncovered limited data on strategic behaviour involving the target strategy in authentic contexts. Using case study method I examined if and how student teachers developed learning behaviour using top-level structure strategy (TLS) as the target strategy. This provided a theorization of the process by which each participant became a strategist. The theory describes and predicts that some learners adopt a strategy and find it useful, some adopt a strategy and then adapt it to suit perceived needs and complement existing strategies, and others try the target strategy, decide it is not effective, and reject it. The theory, while attractive, needs to be tested beyond limitations of the method used here, and warrants replication studies, particularly broader research using quantitative methods. A qualitative, case study design was used to examine and describe the effects of strategic instructional intervention. The study was conducted in the school of early childhood teacher education in which the researcher works as lecturer and Year 1 Dean. Ethical consideration was given to the recruitment process to ensure participants' well-being and volunteers were sought from among Year 2 students. Four women participated in the study, three enrolled full-time, and one enrolled part-time. Data were gathered from pre- and post-intervention tasks and questionnaires, semi-structured interviews, focus groups, and written journals. They were analysed using thematic methods of analysis. A final member-check with participants was conducted eight months after the end of intervention and data collection. Study findings provided insights into students' academic experiences. Prior to an instructional intervention, participants used a range of study strategies in academic work with limited metacognitive awareness. Instruction about top-level strategy benefited them in direct ways by providing a top-level structuring technique for completing academic tasks, and in indirect ways by providing a metalanguage for thinking about strategic behaviour, evaluating it, and customizing their technique. Comparison of task performance and questionnaire responses demonstrated qualitative changes in participants' approaches to reading text after instruction. Findings provided the basis for theorizing about participants' metacognitive development across the intervention. Interviews and focus groups provided additional information regarding participants' cognitive self-awareness, active engagement in learning, and application and adaptation of target strategy. Journal entries exemplified participants' authentic applications of the strategy and provided descriptions of their strategic behaviour. The instructional intervention affected participants' perceptions of the academic experience. They became more overtly reflective about how they read and wrote, particularly in relation to assessment items, and more expressive about the nature of their own learning. Study findings based on four participants in one particular context are sufficiently robust as case study research to warrant a broader quantitative study to test their generalization. Such an extension would provide guidance for teacher educators with decisions of policy and practice that might influence explicit attention to how student teachers in early childhood education learn about learning as part of their preparation for the profession.

Proponents of the resource-based view of strategic management have argued for processes that align organizational knowledge resources to business strategy. In this view, a unique competitive advantage accrues from accelerating organizational learning and non-appropriable knowledge. An empirical approach known as socialization counters theories of both institutionalization and “strategic alignment.” Socialization diffuses an organization’s knowledge strategy through values leadership and practice-led process redesign. Consistent with structuration theory (interaction of agency and structure), socialization creates enduring, flexible process structures co-constructed by leaders and participants in a domain of practice. Socialization results in durable, accessible processes, uniquely configured to business strategy, and more resilient than acquired process structures. Values leadership orients participants toward the goals, meaning, and value of organizational knowledge inherent in indigenous processes. Socialized business processes are driven by strategic intent, are non-appropriable by competitors, and are oriented to enduring organizational values that protect process integrity. A socialization approach integrates practice-level internal knowledge networks to support business processes and strategy, leveraging and exchanging knowledge more effectively than authoritative (“top-down”) institutionalization.

The ability to appropriately regulate fear and anxiety is considered a top-down process involving higher-level cortical structures. Here, we review evidence that the prefrontal cortex (PFC) is critically involved in many laboratory emotion regulation tasks in both rodents and humans, including behavioral or experiential forms of regulation like fear extinction, and cognitive forms of regulation like reappraisal. We also discuss research demonstrating that failures in emotion regulation, as observed in many psychiatric conditions like anxiety disorders, are associated with PFC structural abnormalities and/or aberrant PFC functional activity. We conclude that the PFC may act as a common gateway between higher-level cortical structures and limbic/brainstem areas to mediate the appropriate control of emotions, irrespective of the regulation strategy (i.e., behavioral or cognitive) employed.

Recent research continues to recognize the need for scholarly attention to top-level management as it relates to gender diversity in the workplace. As suggested, a high degree of diversity in top management could positively influence business growth and enable companies to address an aging workforce, attracting and/or retaining the most qualified talents for leadership positions. However, vertical gender segregation in organizations' top management levels remains common practice. Thus, to inform best practices for developing and sustaining a diverse leadership talent pool, this disparity needs to be addressed by identifying the underlying theories of this issue, which can facilitate a timely understanding of the structural oppression faced by women in their ascensions to senior management positions. This chapter presents a synthesis of American literature with the aim of identifying theoretical relationships related to social perceptions of gender roles regarding women's relatively delayed advancement to corporate senior management positions.

This chapter examines whether the changes that take place in the global business environment have modulated the way firms do business or whether it is simply transient details that have caused such excitement. Should firms be wary of any proclamations of “new” ways of doing business? Or should they ignore changes of the business environment? Semi-structured in-depth interviews were conducted in 3 focus groups of managers from 3 major firms operating in Greece. In addition, a quantitative research in 29 B2B firms was conducted. The influence of globalization, the intense competition, and new technologies in B2B e-commerce are external factors that raise problems and complexities in the future direction of firms. There is also a gap caused by the lack of an innovation culture between top and lesser management. Businesses are required to modernise their practices to move from their present situation at the level of the second industrial revolution of “old economy” to the third industrial revolution of “new era economy.”

Subsequently, when a group of people are required to come together as a team for the purpose of accomplishing common goals, there is potential for either great success or great failure. When individuals are separated by distance, as is the case in virtual teams, interaction is mediated by technologies and presumably this leads to a greater level of interaction complexity and presents a greater challenge to leaders and managers. In effort to meet the challenges of globalization and the digital age, many organizations are shifting from hierarchical top-down organizational structures to the flatter organizational structures afforded by team-based approaches. Driven by the need for global business and the great array of Web 2.0 technologies, effective leadership in virtual teams is now an important consideration for leaders. The basis for enactment of effective leadership in virtual teams must be an understanding of the nature of virtual teams. The author's rationale for the writing the present chapter is thus to highlight major features of virtual teams and to bring to the fore core issues related to these features which impact significantly on team performance.

The methodological basis of the conductedresearch is a systematic representation of the component multilevel structure of AST with activeuse of the experience of past developments. The competitiveness of new AST products is achieved byan optimal combination of components from past developments and new innovative components.By using the system technology of top-down synthesis, a multi-level component structure of AST isformed. The new AST product uses a multi-level precedent base of proven components from pastAST developments to find the right components. New AST components lead to increased timeand risk in the design and affect the feasibility of the project, which is investigated at all stagesof the AST development lifecycle. The penultimate chapter analyses anti-corruption efforts within the Afghan police sector with reference to the responses provided by the interviewee, survey and structured interview respondents. It initially covers the interior ministry’s internal anti-corruption strategy which is supported by both the European Union Police Mission in Afghanistan and Major Crimes Task Force. Subsequently, efforts to mitigate payroll fraud with a biometric validation system is provided which is facing some technical difficulties. In addition, training efforts are examined which are too short to train the police force measures on anti-corruption, particularly for many officers who remain either literate or semi-literature. Further strategies to combat corruption and the development of patronage relations are examined. These include pay and rank reform phases that aimed to reduce the top heavy police generals, increase street-level police and increase their salaries. Despite several phases of pay reform, wages remain low to cover for living costs and the recruitment strategies remain hindered from patronage relations. As a measure to combat patronage and retaining loyalty to tribal elders and warlords rather than the state, rotation strategy was recommended by international actors and endorsed by the interior ministry which inadvertently resulted in further economic hardship.

There are two common strategies for the development of e-government projects. One approach is demand based e-government initiatives having no national level centralized Enterprise Architecture. The other is the development of projects under the shadow of a predefined set of guidelines following a given Enterprise Architecture at the national level. It is similar to developing a demand based unplanned city development verses a master plan based development. Complex electronic service deliveries need allied and synchronized output of all the projects. Architectural approach provides guidelines from project planning to technical development and operations. It aligns all the e-government projects with some standard principles. A National Enterprise Architecture based approach provides a number of benefits, including institutionalization of top level strategic planning, standardized development across all levels of e-government, sustainability of e-government projects when governments change, cost reduction by sharing resources and better return on investment. There are many enterprise architectures for e-government development. Different countries are experimenting with different enterprise architectures. In this chapter, e-government projects and their devolution is discussed using Zachman Framework, Reference Model for Open Distributed Processing (RM-ODP), A Reference Model for Collaboration Networks (ARCON), The Open Group Architectural Framework (TOGAF), and Federal Enterprise Architecture Framework (FEAF). It is recommended that architectural implementation should be aligned with governing structure of a country such as centralized, devolved and decentralized. However, governments may use a decentralized architecture and devolve it to its sub-nationals such as state/provincial level and city level as per their political, fiscal and administrative needs and capacity.

One of the most critical phases to start a process of structural change for gender equality in a research institution is represented by the internal assessment of gender inequalities that allows to identify the main gender bias at the institutional level and may provide inputs to the design of the required measures and actions to enhance gender equality. Within the context of the EQUAL-IST project (Gender Equality Plans for Information Sciences and Technology Research Institutions), an innovative methodology for gender assessment has been developed to be adapted to research institutions with a strong component in ICT/IST. This field, recognized as one of the most affected by gender inequalities at all levels, presents peculiar issues iin terms of gender equality: in the ICT/IST field, indeed, a significant under-representation of women can be observed already at the level of the student population (Bachelor, Master and PhD); then, the gap tends to increase among the researchers and becomes more and more severe going up to the high levels of professors and top managers. In this chapter we present the gender assessment methodology developed in the EQUAL-IST project, that exploits a mixed strategy integrating two main approaches followed by existing methodologies for gender audit. On one side, a quantitative approach, based on measurable indicators computed on gender disaggregated data, is considered with the aim provide measurable and comparable information that facilitates monitoring and evaluation of gender equality policies impact over time. On the other side, the methodology integrates a qualitative approach, based on participatory techniques and tools such as focus groups, workshops, semi-structured interviews. These tools have the main objective to start raising awareness and to trigger a self-reflection process about processes and procedures, organizational culture and individuals self-perception about gender issues. The chapter presents in details the developed methodology for gender assessment, highlighting the main criteria followed for the choice of the quantitative indicators and the collaborative nature of the design and development process that, starting from the ILO PGA (Participatory Gender Audit), led to the final version of the methodology based on feedbacks received from the 7 EQUAL-IST RPOs through several steps of adaptation and customization.

This paper presents an intelligent, model-based predictive control (IMPC) strategy for motion control a flexible-link robot manipulator. The proposed IMPC is based on a two-level hierarchical control architecture. This control structure is used to combine the advantages of crisp model-based predictive control and knowledge-based soft control techniques. The top-level is a fuzzy-rule based intelligent decision-making system. The low-level consists of two modules: Real time system identification module, and the model-based predictive control (MPC) module. The top-level intelligent fuzzy-rule based tuner interacts with the low-level modules. Based on the desired system performance, the state feedbacks, and the knowledge base, the top-level fuzzy tuner automatically adjusts the tuning parameters of the MPC controller. It is also able to adjust the model structure of system identification module, if necessary, for large model errors, and will increase the robustness of the controller. A multi-stage MPC algorithm is used by MPC module to ensure the nominal stability of the controller based on Lyapunov’s theorem. Physical implementation of the IMPC in a prototype flexible link manipulator system (FLMS) is explored. The performance of the proposed IMPC scheme is evaluated using computer simulations of the prototype FLMS. The results show that the IMPC can effectively control the motion of a flexible-link robot manipulator.

Over time, robots degrade because of age and wear, leading to decreased reliability and increasing potential for faults and failures; this negatively impacts robot availability. Economic factors motivate facilities and factories to improve maintenance operations to monitor robot degradation and detect faults and failures, especially to eliminate unexpected shutdowns. Since robot systems are complex, with sub-systems and components, it is challenging to determine these constituent elements’ specific influence on the overall system performance. The development of monitoring, diagnostic, and prognostic technologies (collectively known as Prognostics and Health Management (PHM)), can aid manufacturers in maintaining the performance of robot systems by providing intelligence to enhance maintenance and control strategies. This paper presents the strategy of integrating top level and component level PHM to detect robot performance degradation (including robot tool center accuracy degradation), supported by the development of a four-layer sensing and analysis structure. The top level PHM can quickly detect robot tool center accuracy degradation through advanced sensing and test methods developed at the National Institute of Standards and Technology (NIST). The component level PHM supports deep data analysis for root cause diagnostics and prognostics. A reference data set is collected and analyzed using the integration of top level PHM and component level PHM to understand the influence of temperature, speed, and payload on robot’s accuracy degradation.

Statistical sensitivity analysis (SSA) is an effective methodology to examine the impact of variations in model inputs on the variations in model outputs at either a prior or posterior design stage. A hierarchical statistical sensitivity analysis (HSSA) method has been proposed in literature to incorporate SSA in designing complex engineering systems with a hierarchical structure. However, the original HSSA method only deals with hierarchical systems with independent subsystems. Due to the existence of shared variables at lower levels, responses from lower level submodels that act as inputs to a higher level subsystem are both functionally and statistically dependent. For designing engineering systems with dependent subsystem responses, an extended hierarchical statistical sensitivity analysis (EHSSA) method is developed in this work to provide a ranking order based on the impact of lower level model inputs on the top level system performance. A top-down strategy, same as in the original HSSA method, is employed to direct SSA from the top level to lower levels. To overcome the limitation of the original HSSA method, the concept of a subset SSA is utilized to group a set of dependent responses from lower level submodels in the upper level SSA. For variance decomposition at a lower level, the covariance of dependent responses is decomposed into the contributions from individual shared variables. To estimate the global impact of lower level inputs on the top level output, an extended aggregation formulation is developed to integrate local submodel SSA results. The importance sampling technique is also introduced to re-use the existing data from submodels SSA during the aggregation process. The effectiveness of the proposed EHSSA method is illustrated via a mathematical example and a multiscale design problem.

Machine product designs routinely have so many mutually related characteristics that common design optimization methods often result in an unsatisfactory local optimum solution. In order to overcome this problem, this paper proposes a design optimization method based on the clarification of the conflicting and cooperative relationships among the characteristics. First of all, each performance characteristic is divided into simpler basic characteristics according to its structure. Next, the relationships among the basic characteristics are systematically identified and clarified. Then, based on this clarification, the optimization problem is expressed using hierarchical constructions of these basic characteristics and design variables related to the most basic characteristics. Finally, an optimization strategy and detailed hierarchical optimization procedures are constructed, after clarifying the influence levels of each basic characteristic upon the objective functions and setting a core characteristic for the product under consideration. Here, optimizations are sequentially repeated starting with the basic optimal unit group at the bottom hierarchical level and proceeding to higher levels by the hierarchical genetic algorithms. Then, the Pareto optimum solutions at the top hierarchical level are obtained. With the proposed optimization methods, optimization can be more easily applied after the optimization problems have been simplified by decomposition. In doing so, the volume of design spaces for each optimization is reduced, while useful and unique rules and laws may be uncovered. The optimization strategy expressed by the hierarchical structures can be used for the optimization of similar product designs, which realize these breakthroughs, yielding improved product performances. The proposed method is applied to a machine-tool structural model.

Abstract Engineering design is a complex activity which involves knowledge application and creativity to generate and explore the space of possible designs. Since engineering knowledge is heterogeneous in terms of the kinds of problems it encompasses and the methods used to solve them, an hybrid computational model for design, in particular for mechanical design, is proposed in this paper. The proposed model called the Design Frame (DF) is based on the iterative application of a generalized solution strategy. A given design problem is recursively decomposed into smaller subproblems until the subproblems can be directly solved. Repeated application of decomposition produces a natural design hierarchy. A Rule-based Controller (RBC) can call one or more decision modules and a subproblem DF during the iterative process. The RBC along with the decision modules gives the model the capability to handle both qualitative and quantitative knowledge and data. The DF’s for all subproblems have the same structure as the top-level and apply the same solution strategy. Domain dependent knowledge can be added by the user to the existing modules or new modules can be supplied by the user. A brief discussion on a prototype implementation of the DF model has been included.

The life management of a nuclear power plant raises several major issues amongst which ranks the aging management of the key components of the plant, both from a technical and an economic point of view. Decision-makers are thus faced with the need to define the best strategy in order to achieve the best possible performance which requires both a very precise modeling of the plant and a detailed analysis of all risks potentially incurred. In this paper, we wish to provide the reader with an overview of how advanced expert elicitation techniques can help identify, structure, quantify and feed sensitive data into a risk-based information system which can then be used for risk-based asset management evaluation. First we focus on the way knowledge management techniques allow EDF to structure and collect life-cycle management data into knowledge-based information systems. The elicitation of component experts is key, particularly in order to get technical information on the future behavior of the component (“anticipation” of whatever events may occur on the plant). We then detail how expert elicitations allow to quantify the probabilities of occurrence of the events: whether there is feedback data, models or not, expert opinion has to be taken into account and mixed, for instance with Bayesian procedures, to this information. Lastly we describe how the information elicited from experts can help top level decision makers get a transverse, long term view on how life management investment strategy translates into plant availability, avoided costs and improved component durability.

The Sapinhoá and Lula North-East fields, 300km offshore Rio de Janeiro, Brazil are the two pilot fields of the Pre-salt development strategy. Field architecture consists of satellite wells connected to a spread moored FPSO in each of the fields. Through a design competition Petrobras and Partners selected the de-coupled riser system developed by Subsea 7. In each field two BSRs (Buoy Supporting Risers) anchored at 250m below waterline support the rigid risers on one side and flexible flowlines running to the FPSO on the other. Each BSR displaces close to 10,000t of water and provides a nominal net up thrust of 3,250t. This Paper highlights the engineering challenges and the solution developed for the large-scale foundation anchors that support these massive BSRs in the harsh environment of the Santos Basin in 2140m water depth. Vertically below each corner of the BSR tank an 8m diameter by 18m penetration suction anchor houses the receptacles for the pair of tethers. Tension in the tethers was tuned to optimise the system stiffness (to minimise lateral BSR excursion orbits and avoid clash of risers and FPSO mooring lines) while requiring minimum anchor capacity. Four ballast modules of 150t each sit on top of each suction anchor to provide the remainder of the required uplift resistance. Soil conditions across both fields consist of soft silty clay. A geotechnical FE model of the suction anchor in Abaqus was used to evaluate the interaction of the structure, surrounding soil and trapped water beneath the top cap. The model was used to develop the complete load-displacement curves of the system during the undrained design current events. A consolidation FE model using the Soft Soil model in PLAXIS showed that the hybrid anchor/ballast system under sustained uplift loading is stable throughout the design life for the level of sustained design load. Although the LRFD verification format of suction anchors and gravity anchors are well covered in the design codes, there seems to be a gap in the coverage of this particular type of hybrid anchor. The governing condition was found to be the long term drained pull-out capacity under sustained loading with the assumption of slowly leaking suction port and air evacuation port at the top.

Organizations with well-developed strategic foresight capabilities have higher level awareness about the emerging pattern of external environment threats and opportunities and make better decisions to respond to these challenges. Scholars emphasise that even though topics on leadership and leadership capabilities have become increasingly popular, there is still little research on concepts and methods of ”futures studies”. Research purpose is to investigate the level of development of strategic foresight capabilities on the top management level in the drone industry and its application for ensuring long term business sustainability. Research methodology: a case study method and semi-structured inter-views. The main results of the research show that the drone industry applies some strategic foresight capabilities which are not fully recognized and exploited systematically by the business leaders. De-velopment and application of strategic foresight capabilities could be considered as a strategic priori-ty in the industry.

Effective processes are not used to identify learning needs and provide just in time effective learning solutions. People are sent to external (vendor) trainings and they return unchanged. The trust level in the organization is low. A visible generation gaps where the leadership is unable to capitalize on next generation for collective organizational success. In order to truly engage current work force, we need to re-think beyond current practices and bring new concepts to transform an organization as competent, dynamic & outcome focused. One of the concept of this transformation journey is to replace organization structure from functional to project based. Departments and functions or divisions are to be converted to projects and each year projects are awarded as yearly goals based on company strategy. Employees are assigned to projects to complete them as one team. The progress and performance of employees is monitored through the appraisal system not only by the success of the assigned goals but the active participation and contribution of any employee in those project goals. Job titles are eliminated and people work under project titles to enhance collaboration and flexibility. Job descriptions are replaced by competencies. Each project is created based on required resources, competencies and minimum required hours which are validated to ensure employees are fully occupied & engaged. Flexible working hours are introduced keeping required collaboration and project effectiveness. "Skill Trade" concept is introduced where employees will utilize 20 hours per month to learn competencies to enhance their projects. By introducing skill trade, people will learn from each other (coaching & mentoring) in their areas of passion and to improve their projects. Boosting employee productivity by removing time bound barriers and it will enhance employee collaboration, engagement, commitment & competence.

This paper studied the development processes and objectives applicable to different software levels based on RTCA/DO-178C, and identified 82 technical focus points based on each airborne software development sub-process, then created a Process Technology Coverage matrix to demonstrate the technical focuses of each process. This paper proposes an objective-oriented top-down and bottom-up sampling strategy for the four software Stage of Involvement reviews by considering the frequency and depth of involvement. Finally, this paper provides a Technology Objective Coverage matrix, which can support the reviewers to perform the efficient risk-based SOI reviews by considering the identified technical points, thus efficiently achieving confidence in the level of safety of the aircraft from the software assurance perspective.
