This is the God Squad. It is faceless, impersonal, unmoved by tragedy, almost terrorist in aspect. The photo appeared in LIFE magazine on November 9, 1962, and it depicted the Admissions and Policy Committee of the Seattle Artificial Kidney Center. The Committee had been established in 1962 to select those few persons who would be admitted to the new and tiny dialysis unit that was created by Dr. Belding Scribner, inventor of the arteriovenous shunt. It consisted of seven anonymous members – a minister, a lawyer, a businessman, a homemaker, a labor leader, and two physicians. Each month they received a pile of charts about persons with end-stage renal disease. A prior medical evaluation had rated them all medically suitable for dialysis. The Committee’s task was to select one or two out of a dozen or so to take the available spots. The others were left to die. After several years of this agonizing work, the amendments to the Social Security Act provided financial support for renal dialysis and transplant, allowing the Admission Committee some peace of mind.

In this paper the author discusses the views and statements of the French football player Thierry Henry he gave after his illegal play during the playoff match between France and the Republic of Ireland to claim one of the final spots in the World Cup 2010 in South Africa. First, by controlling the ball with his hand before passing it on for the goal Henry has shown disregard for the constitutive rules of football. Then, by stating that he is "not a referee" he demonstrated that for some players rules are not inherent to football and that they can be relativized, given that for them winning is the goal of the highest ontological status. Furthermore, he has rejected the rules of sportsmanship, thus expressing his opinion that the opponents are just obstacles which have to be removed in order to achieve your goals. Henry's action has disrupted major moral values, such as justice, honesty, responsibility and beneficence. The rules of fair play have totally been ignored both in Henry's action and in the Football Association of France's unwillingness to comment on whether a replay should take place. They have ignored one of the basic principles stated in the "Declaration of the International Fair Play Committee", according to which, fair play is much more than playing to the rules of the game; it's about the attitude of the sportsperson. It's about respecting your opponent and preserving his or her physical and psychological integrity. Finally, the author believes that the rules, moral values and fair play in football are required for this game to become actually possible to play.

Trinity and Man as an Image of God.By Kim Arne PedersenRegin Prenter: »Grundtvig’s Doctrine of the Trinity. In: N.F.S. Grundtvig Theologian and Teacher of The Church«. Published by the Committee for Church and Theology, 1983 (out of sale). »The View of the Church«. Published by the Committee for Church and Theology, on commission by the publishing firm Savanne, Christiansfeld, 1983.This review compares Professor, dr. theol. Regin Prenter’s late works on Grundtvig with the Danish theological traditions of this century. Although Prenter doesn’t intend to discuss the modern interpretations of Grundtvig, he indirectly polemicizes against Kaj Thaning’s and K.E. Løgstrup’s readings of Grundtvig as separating Christianity and human life, understanding life as created and because of that free to be lived on its own conditions. Opposite this tradition, which is inspired by Secularisation theology and is an important part of Danish Creation theology, Prenter emphasizes that the true human life is a Christian life, reborn in baptism and flourishing from the Eucharist. Human life follows a Trinitarian structure and the incarnation reunites the human life with the divine Trinity. Although Prenter criticizes Danish Creation theology, he also agrees with this tradition in stressing that human life has to be based on thrust in God as Creator and Father. Prenter interprets the divine Trinity as a personal living relationship between God as Father and God as Son, which implies a dimension of knowledge. Because of this dimension of knowledge, Prenter – like the Danish Creation theology - is aware of the metaphysical theme in Grundtvig’s theology. The reviewer agrees with Prenter in stressing this theme, but at the same time criticizes him for finding the roots of Grundtvig’s Trinitarian structure in Grundtvig’s Augustine readings and not in Grundtvig’s - critical - interactions with the philosophy of Schelling. In his attack on Schelling Grundtvig develops a Trinitarian structure based on man’s faculties of knowledge and founded in the aseite'of God as Father. Being aware of this, Prenter was able to expound also the ontological motives in Grundtvig’s theology.

Metaphysics and Revelation. About the Triadic or, respectively, Trinitarian Structures cin N.F.S. Grundtvig’s Thinking 1812-1815A lecture for the Ph.D. degree in theology, University of Aarhus, March, 1995, on the basis of the thesis: Studies in the Relationship between Metaphysics and Faith in Grundtvig’s Writings in the Period 1812 - 1815, Aarhus 1994.By Kim Arne PedersenThe present Ph.D. lecture has been worked out on the basis of a title given by the Assessment Committee. In the lecture the title is understood to imply that the Committee requires a balanced discussion of whether Grundtvig chooses revelation or metaphysics, understood as natural theology, as the source of man’s knowledge of God. While, in his Ph.D. thesis, the writer consistently spoke in terms of Trinitarian structures in Grundtvig’s writings, the Assessment Committee operates with a distinction between Triadic and Trinitarian structures, implying a parallel to the distinction between metaphysics and revelation. The present writer understands the question as pertaining to a revelation-theological, Aarhus-inspired tradition in the interpretation of Grundtvig, which sees the revelation of Christ in the church service as the point of departure for the recognition of God’s Trinity. In the beginning of the lecture a number of crucial positions in Grundtvig research are outlined. The overall issue is contained in the discussion between Kaj Thaning and recent research, i.e. the discussion whether, from 1832, Grundtvig separates human life from Christianity (Thaning) or whether Grundtvig partly operates with a connection between human life and Christianity, and partly both separates these entities and maintains their interaction. The more specific set of issues is represented, on one hand, by Grell’s view that, in his Danne-Virke period, Grundtvig upholds a distinction between natural and revealed theology, and on the other hand by Henning Høirup’s and William Michelsen’s understanding of Grundtvig’s Danne-Virke thinking as a form of recognition of faith. In addition to the discussion with these Grundtvig scholars the writer deals with Regin Prenter’s work on Grundtvig’s Trinitarian theology, where, in continuation of the interaction model and within the framework of the Aarhus-inspired, revelation-theological understanding of Grundtvig, his Trinitarian theology is interpreted as relational, since Prenter understands Grundtvig’s emphasis on God the Father’s aseity as determined by the Father’s relationship to the other personae of the Trinity. The Grundtvig scholars mentioned here all agree in emphasizing the metaphysical-critical dimension in Grundtvig’s thinking, though Prenter does so only with certain modifications. The lecturer follows Helge Grell in the view that Grundtvig makes a distinction between natural and revealed theology, but at the same time explains how Grundtvig, in this connection, operates with a natural-theological concept of faith, independent of the revelation in Christ. Taking its starting-point in the included textual edition of Fascicle 85, About Faith and Its Relation to Our Life on Earth, Or About Church and State, 1813, the lecture demonstrates how Grundtvig determines faith as the lodestar to human cognition. The human recognition of God arises through the cooperation of the three faculties of cognition, imagination, emotion and reason. This human recognition is truly man’s own, and therefore has a limited independence in comparison with faith, the ruling principle. However, the obscure, unverifiable knowledge of God ultimately rests with God’s unceasing and sustaining creation of man, in the process of which God as the Holy Spirit makes use of man’s imagination. Human recognition springs from the faculties of cognition, triadically understood, and must proceed on the basis of those to reach a verifiable recognition of God, a recognition that is not direct, but metaphorical. This metaphorical recognition has the triadic structure of the human faculties of cognition as their basis and therefore includes a natural-theological understanding of God’s Trinity. Thus, the recognition of God’s Trinity is not primarily linked to the revelation in Christ, but has a naturaltheological point of departure. When Grundtvig bases the recognition of the divine Trinity on the human Triad, he harks back to the Augustinian psychological doctrine of the Trinity as carried on in a post-Reformation tradition - without carrying this tradition to its extreme conclusion which would reduce the divine personae to mere forms of existence in the one divine subject. Grundtvig takes this psychological doctrine of the Trinity as the starting-point for the accomplishment of a natural-theological recognition of God, which at the same time is christologically determined by the idea of the Son as the creative LOGOS. The Fall prevents this LOGOS-oriented, natural-theological recognition of God which, consequently, can only be re-established in, and through, the Incarnation of Christ. To a very great extent, therefore, the present writer finds himself in agreement with the Aarhus-inspired, theological Grundtvig interpretation which emphasizes that the revelation in Christ, linked by Grundtvig to the church service from the 1820s, is the point of departure for the inter-action between what is Christian and what is human which, with the human likeness to God as a medium, becomes allcomprehensive and thus metaphysical. Semantically it makes sense to distinguish between Triadic and Trinitarian structures in Grundtvig’s writings, such as the Assessment Committee does. But this must not prevent Grundtvig research from recognizing that he operates with a natural-theological recognition of God’s Trinity with the human Triadic structure as a starting-point. Likewise, the relational interpretation of Grundtvig’s Trinitarian theology must not obstruct the understanding of the metaphysical implications in Grundtvig’s theology of creation, as they find expression in his descriptions of God the Father’s aseity.

Streszczenie:
Religious conversion has been described as a “spiritual transformation” where converts experience an “intimate ‘union’ . . . [with] divine presence” (Sandage & Shults, 2007). To better understand motivators of conversion, several studies have examined how attachment patterns affect the likelihood, and speed of religious conversion (e.g., Granqvist & Hagekull, 1999; Granqvist & Kirkpatrick, 2004; Kirkpatrck, 1998; Kirkpatrick & Shaver, 1990; Schnitker, Porter, Emmons, & Barrett, 2012). Converts' changes in personality, self-definition, and meaningfulness following conversion have been noted (Halama and Lačná, 2011; Paloutzian, Richardson, & Rambo, 1999). However, little, if any research has been conducted examining changes in attachment patterns of converts that occur following conversion. The current study, a follow-up to Hansen, Page, Fischer, and Williams (2014), examined the post-conversion attachment changes for 39 committed converts to The Church of Jesus Christ of Latter-day Saints (ranging in time since baptism from 2 months to 35 years). Interviews were conducted previously (see Hansen, et al., 2014) in a semi-structured format by two undergraduate researchers (ranging from 30-60 minutes in length) and then transcribed by a third undergraduate research assistant. Two additional research assistants listened to the recordings and edited the transcriptions (Hansen, et al., 2014). Beginning with a theory-driven conceptual framework in the analysis, a qualitative hermeneutic interpretive method (see Jackson & Patton,1992; Kvale & Brinkmann, 2009) was used in the current study to explore the converts' transcripts. The converts were not asked specific questions regarding their relationships at the time of the interview. However, the converts spontaneously revealed various attachments patterns in the way that they spoke of themselves, their family, and their friends in their narratives. Three overarching themes were drawn from the analysis. The converts (a) demonstrated evidence of attachment patterns in their narratives; (b) experienced a spiritual conversion or an experience of having a new or closer relationship with God beyond a projection of their parental attachment style; and (c) experienced a spiritual restructuring of their attachment patterns. In other words, they described feeling that their closer relationship with God dramatically changed the way they viewed themselves and how they interacted in relationships with others. The findings of this study have implications for understanding the impact of spirituality on attachment patterns.

Municipal councils are vested with the legal authority to promote financial accountability in their respective municipalities. To accomplish this responsibility, municipal council establishes committees to enable a structured and coordinated mechanism through which it can promote financial accountability effectively. However and despite the available legal and institutional mechanisms established to enable council committees to promote financial accountability, the lack of effective financial accountability in municipalities has persisted. This study focused on the role of council committees in ensuring financial accountability. It was guided by the following research questions: What are the major factors that contribute to financial accountability at local level, what is the role of council committees in promoting financial accountability and how can council committees be strengthened to play an effective role in Stellenbosch municipality&rsquo
s municipal financial accountability. Stellenbosch Local Municipality was used as a case study for this research. The data was collected from primary and secondary sources. Primary data was sourced from members of relevant council committees through structured and unstructured interviews. Secondary data was obtained from relevant municipal reports, internet sources, government department publications, journals and Auditor - General&rsquo
s reports which contributed to the reliability, validity and objectivity of the findings. The findings showed that political instability, a lack of a culture of accountability, lack of clearly defined authority for accountability, lack of relevant capacity and willingness are some of the major factors that have impacted negatively on council committees from promoting effective financial accountability. The study opens up the possibility of future research to include a wider number of municipalities.

This thesis attempts to apply regime 'theory' to the issue-area of international human rights. This is done with reference to the evolution of the concept of human rights, human rights in East-West and North-South relations, the subject of international co-operation on human rights, i.e. international and regional human rights regimes and the work of international human rights NGOs. Regime 'theory' is particularly applied with regard to the work of Amnesty International and the International Committee of the Red Cross and with regard to the subject of promotion rather than protection of human rights. In an attempt to supplement the few existing and 'in length' applications of regime analysis to human rights issues the thesis also looks at the issues examined in an 'in breadth' manner, i.e. looking at specific human rights regimes such as the one against torture rather than at the entire post-war history of all international human rights regimes as the existing 'in length' academic articles have done. This analysis reveals the true value of the two important regime 'theoretical' propositions: (1) changes in norms and principles constitute changes of the regime itself and (2) if there is inconsistency between the regime and related behaviour then this constitutes a weakening of the regime. Regime analysis constitutes a useful analytic tool and should not be dismissed as a 'passing fad' or as 'in itself making little in the way of a long-term contribution to knowledge'. This was so for a number of reasons: (1) regimes are real and do influence behaviour and outcomes; (2) regime analysts have become students of international relations in the true meaning of the term since, by looking at the connecting points of international law politics, security and economics, they offer deep and thorough analyses of an issue; and (3) none of the three regime approaches, i.e. idealism, realism and modified structuralism (with the last one expanded to include cases where there is a fortunate convergence between humanitarian and political/security/economic concerns) can by itself offer a satisfactory account of the full range of observable phenomena. The above three points also re-confirm the validity of conclusions already drawn by other studies which utilized regime analysis. The value of regime analysis was also confirmed by other findings in the thesis: (1) the two regime 'theoretical' propositions as outlined above provided important guidelines in identifying areas which constitute a weakening of human rights regimes and as such they may be seen as very useful warning mechanisms in the service of those who seek to advance human rights, e.g. NGOs; (2) the basic causal factors utilized in the thesis, i.e. self-interest, power, norms and values as well as the two added by the author, that is ideology and foreign policy, although not constituting an exhaustive list, they were, nevertheless, sufficient in offering a more or less satisfactory account of issues under examination; and (3) basic causal factors, regime 'theoretical' propositions as well as the three regime perspectives, offered a basic framework within which to discuss various human rights issues.

Being a parent in todays modern society brings pressure from partly society but perhaps mostly from social media. There are different expectations of parents and norms about how parents should act and there are also different laws that govern, such as the convention on the rights of the child and the code on parents and children. In social work there is a lot of focus around what does not work in parenting and the deviant behaviours that exist. Nevertheless, it is mentioned that as a parent you do not have to be a perfect parent, but only be good enough. But how are you a good enough parent that create good conditions for a good upbringning and future for their child? The purpose of this study was to investigate how parenting is portrayed in podcasts and what perceptions in podcasts that exist about how to be a good parent who create good conditions for their child, with links to attachment theory and Winnicott’s concept of good enough. The results showed that it is mainly about wanting to spend time with their children, and that they do not always have to be fun things but it is enough to involve the child in the everyday chores that exist. It was demonstrated even as long as you do everything in your power for your children and want their best, it does not do anything if it does not turn out completely well sometimes. Parents will not be completely perfect, they will be angry with their children, but as long as the parents have a dialogue with the child afterwards, it is possible to repair. In other words, it is about wanting the best interests of your child, wanting to socialize with them and be there for them.

Malapane, Anthony Tshwarelo. "The effects of the oversight role of legislatures in promoting good governance in South Africa with specific reference to the Gauteng legislature". Thesis, University of Limpopo, 2019. http://hdl.handle.net/10386/2918.

Pełny tekst źródła
Streszczenie:
Thesis (Ph. D. (Public Administration)) --University of Limpopo, 2019
South Africa continues to experiment with democracy after 23 years since its rebirth in 1994. The country‘s democracy is still developing towards greater transparency, full participation and accountability. Development depends on the existence of strong and vibrant institutions of accountability in the face of the challenges that threaten to reverse the gains made since the advent of democracy. Among such institutions is the legislature, which is the focus of this study. The study probes the oversight role of legislatures in South Africa. Oversight has become a subject of interest in the field of Public Administration as it is viewed as the mandate of legislatures to hold the government to account for managing public resources in the course of conducting public affairs. This study broadens the understanding of oversight by examining crucial relations between the legislature and the executive, and by providing insight into the legislature‘s ability and capacity to carry out the oversight mandate. This is mainly because in most developing countries, the legislative sector, and particularly African legislatures have been categorised as weak. They are generally censured to have institutional weaknesses and limited decision-making role. There are, however, common challenges, including but not limited to lack of capacity, the dominance of the executive and its reluctance to cooperate, and lack of political will attributed to various factors. These challenges are intensified by the legislature‘s perceived inability to deal with emerging issues. Studies previously conducted in the Gauteng Legislature have affirmed some of these challenges, including among others, lack of independence and capacity issues when exercising its oversight role. However, the literature pointed to increased oversight activities in democratic legislatures over the years. Although increase in oversight activities is acknowledged in the study, literature on oversight effectiveness is scant. From the foregoing, the aim of the study was to examine whether the oversight role of legislatures has effects in terms of the promotion of good governance, particularly executive transparency and accountability as well as public involvement. In addition to focusing on the relationship between the executive and the legislature, ability and capacity of the legislature, the study also set out to determine the extent to which the public participates in oversight processes of legislatures. The study concentrated on the Gauteng Legislature, and focused on the work of Portfolio Committees as they are responsible for the day to day oversight work of legislatures. The literature reviewed points out to the complex nature of the legislative oversight setting based on the systems of governance adopted in a country, which has an influence on the relationship between the executive and the legislature, and in turn, on oversight. The study has employed a qualitative approach, with the data collected utilising semistructured in-depth personal interviews, participant observation and document analysis. Semi-structured personal interviews were the main data collection tool utilised to collect primary data from the participants. The participants were selected utilising non-probability (purposive) sampling to target participants with knowledge and experience on the subject matter to attain the objectives of the study. In addition, the participant observation and document analysis were used to collect both primary and secondary data to supplement the interviews with the respondents. This was mainly to respond to the contention of this study. The study argues that the legislature through its oversight role has the ability and capacity to promote transparency and accountability as well as public involvement. The findings of this study suggest that to a certain extent, the oversight role might have positive effects on promoting executive transparency and accountability. However, the findings have pointed out some serious shortcomings regarding the extent to which the public participates in the oversight work of the legislature. This is regardless of the efforts made by the legislature to establish platforms to ensure that the public participates in the oversight role to hold the executive accountable. Furthermore, the study has found that Portfolio Committees are a suitable mechanism to hold the executive to account as among others, the Members of the Provincial Legislature (MPLs) work well together. There are improved relations between the Gauteng government departments and committees. The departments are responsive; yet there are still challenges leading to the elusion of accountability, with limited or no consequences. The study recommends inter alia, follow-up on oversight activities; committee action against the executive‘s reluctance; strengthening the role of research; and regular interactions between the executive and the legislature. The aim of this investigation was to clarify the role performed by the Managing Committees of the Itaipu Binational Cultivating Good Water Program and the management policies of the hydric resources integrated to the sanitation of São Francisco Verdadeiro River subbasin, in which environmental management is promoting the modification of the predatory practices, which strengthen the natural resources exhaustion. One of the objectives is to understand how the members of the managing committees participate of the democratic management process to access the water in the São Francisco Verdadeiro River subbasin by the Integrated System of Hydric Resources Management (SIGRH), guaranteeing the basic sanitation strengthening the social agreement necessary among the involved in this task (state and municipal governments and the citizens). Despite the efforts of the municipalities, little was altered in the environmental practices developed, which are developed with strong centralism, carrying traces of privativism and in a repressive way. Water: the difficult journey of preservation and access in the São Francisco Verdadeiro River Subbasin in Paraná, for its thesis elaboration the methodological resource study case was used, having interviews with the Committees members managing the Itaipu Binational Cultivating Good Water Program, with semi-structured interviews, primary sources analyses and bibliographical reference. It is widely recognized that the Cultivating Good Water Program, executed by the Managing Committees, has supplied the conditions and enough water for the generation of energy for Itaipu Hydroelectric Dam, but not as a socialization strategy and equal access to the water. Despite the contribution to the improvement of some life quality aspects of the population of São Francisco Verdadeiro River subbasin, the implementation of the interface of the hydric resources with the sanitation is not occurring, in which such hypothesis showed to be true

This work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.

Streszczenie:
AbstractThe company does not only aim to seek profit but also to maximize its value, which is reflected in the company’s share price. Good corporate governance is a system that regulates the relationship between managers, creditors, and employees by considering their rights and obligations to create added value for the company. This study aims to examine the effect of good corporate governance on firm value. The research was conducted on companies listed on LQ45 on the Indonesian Stock Exchange from 2017 to 2021. The sample was determined by purposive sampling with a sample size of 45. In this study, the independent variables were board independence, institutional ownership, and audit committee, while the dependent variable was firm value. The researchers used multiple linear regression analysis with EViews as a calculation tool to get good results. The EViews 10 testing tool was utilized, which includes descriptive statistics and a t-test. The findings of this study show that board independence has no impact on business value, and institutional ownership has no impact on firm value. Other studies have found that the audit committee has a considerable impact on the firm’s worth. To enhance good governance and consider investing in the firm, corporations are encouraged to pay more attention to board independence, institutional ownership, and audit committees.

We study the election of sequences of committees, where in each of tau levels (e.g. modeling points in time) a committee consisting of k candidates from a common set of m candidates is selected. For each level, each of n agents (voters) may nominate one candidate whose selection would satisfy her. We are interested in committees which are good with respect to the satisfaction per day and per agent. More precisely, we look for egalitarian or equitable committee sequences. While both guarantee that at least x agents per day are satisfied, egalitarian committee sequences ensure that each agent is satisfied in at least y levels while equitable committee sequences ensure that each agent is satisfied in exactly y levels. We analyze the parameterized complexity of finding such committees for the parameters n, m, k, tau, x, and y, as well as combinations thereof.

Streszczenie:
Nomination committees are becoming increasingly popular. A nomination committee, or a nominating board, is a group or committee responsible for selecting and nominating candidates for a company’s board of directors. The primary purpose of a nomination committee is to identify and recommend qualified individuals who can effectively fulfill the responsibilities of the positions in question. Still, nomination committees’ roles and work processes have not been much researched. Among those issues yet not solved is whether selection practices will be more professional and transparent by the existence of nomination committees. Nonetheless, according to guidelines on good corporate governance, there are existing arguments for how beneficial nomination committees can be for good governance practices. This research compares and presents similarities and differences regarding nomination committees in the Nordic countries. The Nordic countries, being similar in many ways, have not all taken the same path regarding nomination committees. Hence, it makes an interesting comparison study. Guidelines for governance are similar and, in all essentials, comparable to what is happening in the Nordic countries. Therefore, it must not be forgotten that companies can deviate from the guidelines’ recommendations as their circumstances require. It can be assumed that good governance, including nomination committees, is one of the things that companies should adopt more and more if considering the development in other countries, e.g., the Nordic countries. The activity of foreign investors has also led to jumps in the development of governance practices.

The gift of god that is precious is vision through which, one can see the beautiful world and enjoy. But many people throughout the world are deprived of this According to October 2017 report of World Health Organization (WHO) an estimated 253 million people live with vision impairment. 36 million are blind and 217 million have moderate to severe vision impairment. Un-operated cataract is the main reason for blindness in low income and developing countries Even in China by the end of 2017, the population over 60 will reach 241 million, accounting for 17.3 percent of the country's total population and nearly 40 million are disabled and semi disabled, according to data released by the Committee for the elderly in 201 d. So, in this case most of the visually challenged people cannot afford an expensive device to use as their supporter. So, in this paper we have proposed a cost-effective 3D intelligent Walking device. This mainly depends on the sensors because they can improve the world through diagnostics in many applications and it helps to improve performance. This device is implemented using ARM Controller, IR Sensors, Vibration Sensor, as well as GSM and GPS for location Sharing. Also a voice module is introduced along with this to give the directions through audio format. This Entered device is programmed by simple machine Learning algorithms to optimize the machine.

Streszczenie:
Multiwinner elections have proven to be a fruitful research topic with many real world applications. We contribute to this line of research by improving the state of the art regarding the computational complexity of computing good committees. More formally, given a set of candidates C, a set of voters V, each ranking the candidates according to their preferences, and an integer k; a multiwinner voting rule identifies a committee of size k, based on these given voter preferences. In this paper we consider several utilitarian and egailitarian OWA (ordered weighted average) scoring rules, which are an extensively researched family of rules (and a subfamily of the family of committee scoring rules). First, we improve the result of Betzler et al. [JAIR, 2013], which gave a O(n^n) algorithm for computing winner under the Chamberlin Courant rule (CC), where n is the number of voters; to a running time of O(2^n), which is optimal. Furthermore, we study the parameterized complexity of the Pessimist voting rule and describe a few tractable and intractable cases. Apart from such utilitarian voting rules, we extend our study and consider egalitarian median and egalitarian mean (both committee scoring rules), showing some tractable and intractable results, based on nontrivial structural observations.

Streszczenie:
For the first time in Ukrainian journalism, the issue of totalitarian journalism has been outlined. The basis of the analysis is the archival materials of the Chernivtsi regional newspaper «Soviet Bukovyna» founded in 1940, which was re-registered in 1991 with the name «Bukovyna». The specifics of the formation of the assets of «pen workers» during the Soviet era are clarified; the qualitative composition of the staff, the reasons for their turnover and the typical types of journalists of that time were analyzed; information about the trials and investigations of journalists who were widely used against them in accordance with the legislation of 1940 wasintroduced into scientific circulation; biographical portraits of individuals are given. The personnel policy of the Bolshevik Party in the western Ukrainian territories annexed on the eve of World War II had its own specifics. The editors-in-chief of the newly formed newspapers were usually verified personnel sent from the eastern regions. They were selected primarily for the most important ideological qualities – loyalty to the cause of the Bolshevik Party, the ability to pursue its policy in the entrusted case. Literary abilities, accurate knowledge of the specifics of the journalistic craft, practical experience in this field were desirable, but not decisive. With the enactment of a strict law in 1940 on criminal liability for breach of labor discipline, delays in work without good reason, the cases of a number of journalists were transferred to the district courts at the place of work. In the first postwar years, the Central Committee of the party strongly encouraged local party committees to issue to functionaries of the ideological front so-called party vouchers for work in newspaper editorial offices. Keywords: journalism of the totalitarian era, newspaper «Soviet Bukovyna», cadres of journalism, types of Soviet journalists, trials and investigations against journalists, journalistic destinies.

Up to World War II the Bank of Portugal (BoP) was far from possessing the features normally associated with a central bank. It was still a commercial bank, although one that had acquired some central bank functions. The World War II period was decisive to change this ambiguity. The change was mostly caused by an unusually large influx of international means of payment (gold and foreign exchange) as a consequence of Portuguese neutrality during the war, which allowed the BoP to transform its balance sheet structure: the BoP became the institution centralising commercial banks’ reserves. However, all of this happened during a very disturbing period for the BoP. The BoP had been reformed to function as the manager of the escudo in the gold-exchange standard. But just a few months after the reform, the gold-exchange standard collapsed. The BoP adapted quickly to the new environment of discretion, Government interference, and nationalism. It did it so, however, in a relatively original way: it followed the trend but kept at the same time certain features of a central bank still committed to gold standard principles. This was visible during both the World War II and Post-War periods.

The Caribbean Region Quarterly Bulletin discusses recent economic developments and analyzes the topic of energy for the 6 IDB-member Caribbean countries, as well as the Organization of Eastern Caribbean States (OECS). The countries are: The Bahamas, Barbados, Guyana, Jamaica, Suriname and Trinidad and Tobago. This issue highlights fiscal developments for 2013, which may outperform expectations in Guyana and Trinidad and Tobago. In contrast, high fiscal deficits have forced the governments of The Bahamas, Barbados and Jamaica to adopt further expenditure cuts and new tax regimes. In Suriname, authorities remain committed to reducing the fiscal deficit, despite falling gold prices. This issue also assesses debt sustainability under different gold prices in Suriname. It also analyzes the existing energy structure in each of the Caribbean countries and discusses possible alternatives to resolve the high cost of energy and import dependency for the region as a whole.

The demand for high-strength line pipe with good low temperature toughness has resulted in the development of a number of new types of line pipe for gas transmission service. Radically different steel compositions and highly advanced processing methods have been used by pipe producers to satisfy this demand. In 1984, the Pipeline Research Committee initiated a research program to evaluate representative samples of these new pipes. The objective of this program is to obtain an independent measurement of pipe properties and to examine metallurgical characteristics that may affect the behavior of pipe in gas-transmission service. This report presents the results obtained from the evaluation of anX70 pipe fabricated from an accelerated-cooled C-Mn-V-Cb steel. The present report describes the evaluation of the second line pipe that was examined as part of this program.

Streszczenie:
The Augered Cast-In-Place (ACIP) Pile Committee of the Deep Foundations Institute (DFI) performed a foundation installation, monitoring, performance and extraction program for ACIP piles in the fall of 2016. The purpose of the project was to demonstrate a fully monitored installation of instrumented 18 in (457 mm) and 24 in (610 mm) diameter ACIP piles, including automated monitoring equipment (AME); post-installation thermal integrity profiling (TIP) measurements; compression, tension, and lateral load testing (including monitoring of strain gages embedded along the compression pile shaft); and post-testing extraction of an installed pile for visual inspection. The program was initially planned by the ACIP Pile Committee, and a program site in Okahumpka, FL was selected. Initial funding was provided by the DFI Committee Project Fund with additional funds andin-kind pledges contributed from DFI members and industry partners. In the summer of 2016, the FloridaDepartment of Transportation (FDOT) and its research partners at the University of South Florida (USF)joined the program. Program details were finalized in the summer and fall of 2016. The purposes of this research effort were to demonstrate The fully monitored installation of instrumented ACIP piles, including the use of automated monitoring equipment (AME); The use and accuracy of thermal integrity profiling (TIP) methods with ACIP piles; The load-displacement behavior during compression, tension, and lateral load testing, including the use of and measurement by multiple strain gages embedded along the length of two piles; The integrity and as-constructed geometry of an ACIP pile by extracting an installed pile for visual inspection. To achieve the goals of the project, seven test piles were installed at a site in central Florida: two each for compression testing, tension testing, and lateral testing, and one pile for extraction and visual inspection. The intent of this document is to make the data and information obtained during the demonstration program available to the members of the DFI ACIP Pile Committee, Florida DOT, University of South Florida, and other possible research partners for review, analysis/interpretation, and discussion. The ultimate goals of this endeavor are to advance the overall state-of-the-practice for ACIP piles and to develop documentation for review and use; installation, monitoring, and testing methods; and reporting procedures to allow for both the use of ACIP piles for structural support of bridges and the inclusion of ACIP piles in DOT and other agency specifications in the state of Florida and elsewhere. All of the data presented and discussed herein can be made available in electronic format for additional analysis. Pertinent findings of the demonstration project include the following: The procedures and testing results described in the report highlight the successful installation, monitoring, and load carrying resistance provided by ACIP piles for structural support of bridges per the Florida DOT. The data can be used by the FL DOT as it develops a section for ACIP Piles for Bridges and Major Structures in its Standard Specifications; Grout volumes, as measured by an electromagnetic flowmeter and via manual counting of grout strokes, were in good agreement with each other; The overall grout volume of the extracted pile, when adjusted for the volume of grout observed flowing out of the top of the pile, was in good agreement with the volume calculated by manually measuring the circumference of the extracted pile at 1 ft (305 mm) intervals; Additional research into non-destructive testing (NDT) methods for ACIP piles, in particular Thermal Integrity Profiling, should produce a means to provide additional verification of pile integrity.

Involving local communities in school management is seen to be crucial to improving the quality of education in state schools in developing countries; yet school-based management committees remain dormant in most such contexts. Drawing on ethnographic fieldwork with a rich network of community-supported Islamic and Quranic schools in the state of Kano in northern Nigeria—a sub-Saharan African region with very low education indicators, low economic growth, and political and social instability—this paper shows how making school curricula responsive to local value systems and economic opportunities is key to building a strong sense of community ownership of schools. Under community-based school management committees, control over more substantive educational issues—such as the content of school curricula and the nature of aspirations and concepts of a good life that it promotes among the students—remains firmly in the hands of the government education authorities, who on occasion also draw on examples from other countries and expertise offered by international development agencies when considering what should be covered. The paper shows that, as in the case of the urban areas, rural communities or those in less-developed urban centres lose trust in state schools when the low quality of education provided results in a failure to secure formal-sector employment. But the problem is compounded in these communities, because while state schools fail to deliver on the promise of formal-sector employment, the curriculum does promote a concept of a good life that is strongly associated with formal-sector employment and urban living, which remains out of reach for most; it also promotes liberal values, which in the local communities' perception are associated with Western societies and challenge traditional values and authority structures. The outcomes of such state schooling, in the experience of rural communities, are frustrated young people, unhappy with the prospect of taking up traditional jobs, and disrespectful of parents and of traditional authority structures. The case of community support for Islamic and Quranic schools in northern Nigeria thus highlights the need to consider the production of localised curricula and to adjust concepts of a good life to local contexts and economic opportunities, as opposed to adopting a standardised national curriculum which promotes aspirations that are out of reach.
