This thesis concerns the acquisition of newly developed production equipment in factories. Types of Manufacturing Technology Acquisition (MTA) can range from in-house development through to outright purchase from a supplier. MTA projects often fail because the new equipment fails to perform well enough or the expected financial benefits are not achieved. The purpose of this research has been to find out how to select the right manufacturing technology acquisition projects, and having chosen them, how to make them successful. Very little guidance on this subject was found in the literature. Therefore the approach taken was to adapt techniques widely used in the much more deeply researched field of New Product Development (NPD). The Success Factor method was applied by conducting interviews with managers in a number of factories to develop lists of factors thought to affect success or failure in their MTA projects. The Portfolio method from NPD was adapted to the case of managing a total MT`A budget, and developed through its use in three annual cycles of equipment acquisition in the researcher's Company. A formula for Expected Commercial Value in NPD was modified to become Expected Manufacturing Benefit, and tried out in practice. An important consideration in manufacturing equipment projects was discovered to be the replication of projects which had proved successful, and ways to incorporate this factor into the project selection procedure were developed. A detailed case study of a single project was carried out, which verified the validity of the findings at the level of a single project. This case study also revealed the considerable impact that corporate strategic events can have on technology acquisitions. This led to a case study on corporate strategy in the Company being carried out. Finally the findings were brought together to present a complete model for managing MTA.

Telemetry & Instrumentation, in conjunction with NASA’s Kennedy Space Center, has developed a commercial, intelligent, data acquisition module that performs all functions associated with acquiring and digitizing a transducer measurement. These functions include transducer excitation, signal gain and anti-aliasing filtering, A/D conversion, linearization and digital filtering, and sample rate decimation. The functions are programmable and are set up from information stored in a local Transducer Electronic Data Sheet (TEDS). In addition, the module performs continuous self-calibration and self-test to maintain 0.01% accuracy over its entire operating temperature range for periods of one year without manual recalibration. The module operates in conjunction with a VME-based data acquisition system.

This thesis describes the conditions that influence technology acquisition when an industry partner is involved. The objective of this thesis is to contribute to the knowledge regarding the conditions that affect effective acquisition of technology by collaboration by identifying and describing the relationship between the following variables: key activities and influential factors. The results are drawn from the analysis of eleven case studies involving experiences from different industries including chemicals, oil and gas and biofuels. The research adopts the perspective of an acquiring firm, which is interested in incorporating a new technology into its operations in order to meet a particular business need. Such a business need can be, for example, entering into a new market, meeting key customer requirements or improving operational efficiency. The results indicate that technology acquisition involving an industry partner can be described as a six-stage process where the acquiring firm may or may not get involved in the development of the technology concept. During the process a number of factors can influence the acquisition and implementation of the technology in the acquiring firm’s operations. These factors can be divided into six categories: business alignment, structural match, development management, technology uncertainty, implementation opportunity and contextual factors. The results also suggest that effective acquisition of technology by means of collaboration is achieved by the combination of three conditions: effective partnership management, effective execution of the co-development project and effective transference of the technology to the recipient system in the acquiring firm. The research provides relevant implications for theory and practice. On the one hand, technology acquisition by means of collaboration has been marginally addressed in technology management literature; extant literature has given more attention to organisational modes to acquire technology by collaboration rather than increasing our understanding of the dynamics of technology partnerships. On the other hand, the outcomes offer practitioners an account of the key factors and activities in technology acquisition projects involving an industry partner. These insights are key to systematically managing collaborative projects aimed at acquiring new technologies.

Maintaining an information advantage for the Department of Defense (DoD) and its military departments is critical to national defense objectives and the acquisition of new information technology (IT) is key. The DoD seeks to quickly acquire IT systems that meet requirements and are within budget; however, this goal has been very difficult to achieve given the cumbersome and deliberate process through which IT systems have been acquired. Essentially, the DoDs acquisition process cannot keep pace with the rapid development of IT systems that occurs in the commercial sector. For years, the DoD has relied on a common approach in acquiring different systems and services. This approach has been laced with inefficiencies and inadequacies that have resulted in prolonged schedules as well as increased cost. Currently, the DoD is implementing a new IT acquisition process; however, this new process does not resolve all the issues that have plagued IT acquisition. This study will identify the causes or impeding factors that have prevented the DoD from acquiring new IT systems in a timely manner and will recommend alternative solutions to solving the problems. Ultimately, this thesis contributes to the DoDs efforts to resolve the issues that continue to undermine timely IT acquisition.

In the first essay, I examine value created through external acquisition of nascent technology innovation. External acquisition of new technology is a growing trend in the innovation process, particularly in high technology industries, as firms complement internal efforts with aggressive acquisition programs. Yet, despite its importance, there is little empirical research on the timing of acquisition decisions in high technology environments. I examine the impact of target age on value created for the buyer. Applying an event study methodology to technology acquisitions in the telecommunications industry from 1995 to 2001, empirical evidence supports acquiring early in the face of uncertainty. The equity markets reward the acquisition of younger companies. In sharp contrast to the first essay, the second essay examines the diffusion of negative innovations. While destruction can be creative, certainly not all destruction is creative. Some is just destruction. I examine two fundamentally different paths to information security compromise an opportunistic path and a deliberate path. Through a grounded approach using interviews, observations, and secondary data, I advance a model of the information security compromise process. Using one year of alert data from intrusion detection devices, empirical analysis provides evidence that these paths follow two distinct, but interrelated diffusion patterns. Although distinct, I find empirical evidence that these paths both converge and escalate. Beyond the specific findings in the Internet security context, the study leads to a richer understanding of the diffusion of negative technological innovation. In the third essay, I build on the second essay by examining the effectiveness of reward-based mechanisms in restricting the diffusion of negative innovations. Concerns have been raised that reward-based private infomediaries introduce information leakage which decreases social welfare. Using two years of alert data, I find evidence of their effectiveness despite any leakage which may be occurring. While reward-based disclosures are just as likely to be exploited as non-reward-baed disclosures, exploits from reward-based disclosures are less likely to occur in the first week after disclosure. Further the overall volume of alerts is reduced. This research helps determine the effectiveness of reward mechanisms and provides guidance for security policy makers.

The pharmaceutical industry is now confronted with a discontinuous time period, especially in terms of its technology. In order to maintain their advantageous positions in the industry, pharmaceutical companies have to invest not only in internal R&D but also in external sources, since technologies in the industry are too broad to enable a company to cover all of the new technologies. Allotment of investment in internal and external R&D, however, is hard to determine; moreover, the selection of targets and styles of external technology acquisition by pharmaceutical companies requires deep deliberation on all the scientific and business aspects. In this thesis, I have analyzed the correlation between technology acquisition activities and the internal technological strength, or product development, in nine pharmaceutical companies in three countries: U.S., Japan, and Germany. Styles of technology acquisition deals vary among the three countries. German companies showed the most aggressive technology acquisition strategies in overall technology deals. U.S. companies exhibit strong technology acquisition strategies with prominent equity investment deals. Japanese companies were discreet about their technology acquisition deals, although they showed a similar degree of eagerness for product acquisition. The number of technology acquisition deals by Japanese companies, however, has increased during the past two or three years. A positive correlation between the number of all deals and product development (the number of pre-clinical drug candidates) was detected. On the other hand, there is no clear correlation between technology creation deals or technology frontier deals and product development. In order to assimilate the growing amount of external property, pharmaceutical companies must consider setting up an appropriate management organization because the deals between biotech enterprises and pharmaceutical companies involve dissimilar organizations in terms of culture, size, power, and expertise. I studied the organization of alliance management in Eli Lilly as an example.

Nowadays licensing practices have increased in importance and relevance driving the widespread diffusion of markets for technologies. Firms are shifting from a tactical to a strategic attitude towards licensing, addressing both business and corporate level objectives. The Open Innovation Paradigm has been embraced. Firms rely more and more on collaboration and external sourcing of knowledge. This new model of innovation requires firms to leverage on external technologies to unlock the potential of firms’ internal innovative efforts. In this context, firms’ competitive advantage depends both on their ability to recognize available opportunities inside and outside their boundaries and on their readiness to exploit them in order to fuel their innovation process dynamically. Licensing is one of the ways available to firm to ripe the advantages associated to an open attitude in technology strategy. From the licensee’s point view this implies challenging the so-called not-invented-here syndrome, affecting the more traditional firms that emphasize the myth of internal research and development supremacy. This also entails understanding the so-called cognitive constraints affecting the perfect functioning of markets for technologies that are associated to the costs for the assimilation, integration and exploitation of external knowledge by recipient firms. My thesis aimed at shedding light on new interesting issues associated to in-licensing activities that have been neglected by the literature on licensing and markets for technologies. The reason for this gap is associated to the “perspective bias” affecting the works within this stream of research. With very few notable exceptions, they have been generally concerned with the investigation of the so-called licensing dilemma of the licensor – whether to license out or to internally exploit the in-house developed technologies, while neglecting the licensee’s perspective. In my opinion, this has left rooms for improving the understanding of the determinants and conditions affecting licensing-in practices. From the licensee’s viewpoint, the licensing strategy deals with the search, integration, assimilation, exploitation of external technologies. As such it lies at the very hearth of firm’s technology strategy. Improving our understanding of this strategy is thus required to assess the full implications of in-licensing decisions as they shape firms’ innovation patterns and technological capabilities evolution. It also allow for understanding the so-called cognitive constraints associated to the not-invented-here syndrome. In recognition of that, the aim of my work is to contribute to the theoretical and empirical literature explaining the determinants of the licensee’s behavior, by providing a comprehensive theoretical framework as well as ad-hoc conceptual tools to understand and overcome frictions and to ease the achievement of satisfactory technology transfer agreements in the marketplace. Aiming at this, I investigate licensing-in in three different fashions developed in three research papers. In the first work, I investigate the links between licensing and the patterns of firms’ technological search diversification according to the framework of references of the Search literature, Resource-based Theory and the theory of general purpose technologies. In the second paper - that continues where the first one left off – I analyze the new concept of learning-bylicensing, in terms of development of new knowledge inside the licensee firms (e.g. new patents) some years after the acquisition of the license, according to the Dynamic Capabilities perspective. Finally, in the third study, Ideal with the determinants of the remuneration structure of patent licenses (form and amount), and in particular on the role of the upfront fee from the licensee’s perspective. Aiming at this, I combine the insights of two theoretical approaches: agency and real options theory.

This thesis is about the acquisition and diffusion of imported technology. Writers in the field of technology development in developing countries have always recognised that technical progress depends on the diffusion of imported technology and its applications to the provision of products and processes (Rosemberg, 1982). Despite the massive importation of technology by Malaysian companies, little effort has been made to study and understand the diffusion system in local companies. This study analyses: The problems associated with the acquisition of technology, highlighting the technology strategies adopted by the suppliers of technology; the diffusion pattern and key characteristics of the diffusion process; and major factors affecting the diffusion of technology. The policy implications are examined and the framework to manage the diffusion process within the enterprises is suggested. The findings indicated that the diffusion process is not one of passive acceptance but involves systematic efforts to acquire and diffuse the imported technology. A strong system of diffusion in companies had enabled a rapid diffusion of imported technology resulting in higher levels of technical capability. On the other hand, weakness in the company's diffusion system led to limited diffusion and slow technical progress. Characteristics of diffusion system are analysed and discussed extensively. The thesis attempts to develop the idea of `in-house system of diffusion' associated with the acquisition and development of imported technology. It argues for the development ofa stronger theoretical framework on the diffusion and development of technology particularly in countries like Malaysia which relies extensively on the importation of foreign technology.

The acquisition of new IT systems is expensive and risky. Systems often fail to provide the expected services, or may commit an organisation to a particular long-term solution to its information management needs which can be very costly to change. The purpose of this research was to help organisations to manage the IT acquisition process with greater chances of success. In this research `Acquisition of IT' means the whole process of initiating, implementing and then using an information technology system. The approach taken was to identify success factors for IT acquisition. A large number of actual acquisition cases were examined, and a list was compiled of factors reported by people involved in these cases to affect their success or otherwise. The relative importances of these factors were then measured quantitatively by correlating the degree to which each factor was present in the cases, with the degree of success of the cases. This work has produced: a comprehensive list of factors to be considered; a method of defining what is meant by success for a given project; a description of the acquisition project lifecycle; and an identification of the different roles played by different people within an organisation. It is shown how to integrate these considerations into a structured approach to managing IT acquisitions. This integrated approach is called the Success Map. Three mini case studies were included, and one of these was analysed in the light of the findings. In a supplementary section, fifteen guiding principles for people involved in an IT acquisition are presented.

National Security Space (NSS) acquisition, like the space sector in general, is constantly tasked to push the frontier of technical performance while controlling program cost and schedule risk. These goals lead to a challenging policy problem in which performance increases are sought through the use of innovative technology while cost and schedule constraints drive the use of proven components. In an effort towards resolving this apparent contradiction through better understanding of the socio-technical NSS innovation system, this work presents the first context extension for the Epoch-Shock Model developed to characterize technology innovation at NASA Goddard Space Flight Center (GSFC). Using a multiple-case study approach, this work describes the innovation pathways through which specific Science and Technology (S&T) development efforts were transitioned into NSS acquisition programs at the National Reconnaissance Office (NRO). The patterns observed in the innovation pathways enable a structured comparison between observations of the GSFC and NSS innovation systems and evaluation of explanatory propositions derived from the combined sample population. Technology innovations transition through similar Epochs in the innovation landscape, driven by similar Shocks, but the formal acquisition system and relationship within the larger national security enterprise change the subset of common shock events. In both organizational contexts, similar dynamics of non-linear technology development were observed, where informal mechanisms for navigating the system are of equal importance to technical breakthroughs in realizing a successful technology insertion. Due to the formality of the acquisition system, the innovation pathways were observed to require more decision-maker and user involvement to change the direction of a development activity. Based on these insights, the work suggests strategies for improved understanding of transition mechanisms by S&T managers that may enhance mission accomplishment in a cost-constrained environment.

There is an acquisition management challenge to a program which has a limited market. One approach which can improve competition is the utilization of commercial technology. This utilization helps reduce unit cost and system obsolescence. The Hardened Subminiature Telemetry and Sensor System (HSTSS) has experienced the affects of a limited market and the need to utilize commercial technology. HSTSS plans to use partnering because the expertise is spread across the industry, and technology integration is required to fabricate an instrumentation system that would meet tri-service test requirements. There are many challenges facing the Program Manager; which create high program risk when proper acquisition procedures are not followed. HSTSS is this type of project. This paper will essentially discuss the acquisition strategy as it has evolved as well as the technical strategy. These strategies have been influenced by Government acquisition streamlining , available commercial technology and the programs limited production requirements. This is what the Government’s Project Managers are facing in these times of shrinking budgets and downsizing. The importance of the services working together, and sharing funds and technology to accomplish more with less is discussed in this paper. It is essential that government and industry work together as partners to reach the program’s goals. Mergers and acquisitions are a common form of inorganic growth for many companies; however, the failure rate of those activities remains high with IS&T integration noted as one of the causes of failure. The purpose of this narrative inquiry study was to explore the experience of the IS&T leaders during an M&A IS&T integration to understand how to reduce future failures. Interviews were conducted with eight IS&T leaders who have been involved with M&A IS&T integrations at technology companies. Seven themes emerged from the data analysis of the transcribed interviews. The themes resulting from the study are: incomplete or incorrect technology integration and technology architecture, identification and adherence to technology standards, employee uncertainties and conflict caused as a result of the M&A, a lack of agreement on the M&A strategy across leadership, identification of the end state goals of the IS&T integration, development and consistent use of an M&A IS&T integration process playbook, and communication process across leadership and employees. The recommendations from the findings for IS&T leadership provide three areas of focus. First, the findings reflect the issues impacting M&A IS&T integration failures. Second, the rich experiences of the participants provide leadership with recommendations on how leaders can prepare for M&A integrations to reduce the potential for failures. Third, the findings provide recommendations on performing an M&A IS&T integration resulting in a reduction of failures including gaining an understanding of previous failures, preparing for, planning, and executing an M&A integration.

The lack of system capability, budget, and schedule robustness against technology performance and development uncertainties has led to major setbacks in recent acquisition programs. This lack of robustness stems from the fact that immature technologies have uncertainties in their expected performance and development times and costs that translate to variations in system effectiveness and program development budget and schedule requirements. As such, the objective of this thesis is to formulate an assessment process that better informs acquisition decision-makers of program requirements robustness against such uncertainties. To meet the stated research objective, a conceptual methodology for assessing acquisition requirements robustness against technology performance and development uncertainties was formulated. This general approach provides a structured process for integrating probabilistic and quantitative forecasting, multi-criteria decision-making, and decision-support techniques to generate the statistical data needed to quantitatively predict requirements robustness. The results of the robustness assessment indicates to the decision-makers whether or not the technology or set of technologies being developed for the program will result in system capabilities and program budget and schedule that meet decision-maker requirements and preferences. This results in a more informed and justifiable selection of program technologies during initial program definition as well as formulation of program development and risk management strategies.

Technology-Enhanced Assessment (TEA) has become increasingly attractive in higher education. However, the nature of such assessments has often been limited to simple type of questions such as MCQs, which are usually knowledge-based. Cognitive skills and practical abilities cannot be assessed via simple types of questions. This raised the need to introduce interactive and intelligent dimensions into e-assessment. This research provides a new learning experience for students in both skill and knowledge assessment in online education. This was achieved through a design of a general TEA system which can be adapted to any context and an architecture that allows interoperability, security and integration of modules. The system also provides student, interactivity and the opportunity to act on the feedback through a proposed formative e-assessment model. After application of the system in the real context, it was observed that the use of the TEA system and the formative e-assessment model had a positive impact on students: they learned through engagement with the system and their performance in terms of final marks had improved. The system also provided added benefits to teachers through automated marking and tracking of students' progress throughout the whole course. Finally, with the ever increasing interests and adaptation of e-assessment, this research has produced a new perspective, not only theoretical but practical as well.

The core of this thesis is to investigate the perceptions of teachers in Further Education (FE) when dealing with the continuous change caused by the expansion of information and learning technology (ILT). This thesis also identifies the potential links between the increase in the range and availability of learning technology and the development of self- directed and student-centred learning. It explores the perceptions of practicing teachers with reference to their personal development and if such development indicates compliance with adult learning theory. It also analysis the external pressures placed on FE colleges and their teaching staff due to the development of ILT and the related governmental policy. The thesis regards teachers in the FE sector as a unique group of adult learners with a wide range of experience, qualifications and entry routes into the profession. It investigates a sample of teachers using questionnaires and focus groups analysing their perceptions of ILT, preferred learning styles, identified needs and self evaluation techniques and analysis any correlation between these factors and the biographical parameters obtained from the questionnaire responses. An aspect of the investigation was to analyse how teachers became proficient in the use of ILT, routes staff use to obtain the skills and knowledge required and if the aspects of adult learning theory are being applied. A related aspect of this research is the investigation of whether the perceptions of teacher of their personal development experiences related to ILT indicate if an FE college is or can become a “learning organisation” and if such a concept is valid for the FE sector.

Mergers and acquisitions have historically experienced failure rates from 50% to more than 80%. Successful integration of information technology (IT) systems can be the difference between postmerger success or failure. The purpose of this phenomenological study was to explore the entropy phenomenon during postmerger IT integration. To that end, a purposive sample of 14 midlevel and first-line managers in a manufacturing environment was interviewed to understand how the negative effects of entropy affect the ultimate success of the IT integration process. Using the theoretical framework of the process school of thought, interview data were iteratively examined by using keywords, phrases, and concepts; coded into groups and themes; and analyzed to yield results. The data indicated that negative entropy factors were associated with the postmerger integration process. Participants' perception of loss emerged as a central theme for employees from both sides of the merger. A majority of the participants perceived entropy in terms of loss similar to the loss of a family member. The findings may contribute to social change by providing a framework for merger integration managers to mitigate the negative effects of entropy and facilitate a successful IT integration outcome. Successful mergers increase shareholder value and customer satisfaction, which strengthen the company's financial condition. A financially stable company will be in a better position to provide a positive contribution to the surrounding community, offer stable employment opportunities, and sponsor corporate social responsibility programs.

Introduction: In the medical device space, a large proportion of the breakthrough inventions are developed by small firms that use private equity to bring their technologies from concept to varying stages of development. Medical Device companies spend a large proportion (11.4 % in 2002) of their sales on R&D, second only to Pharmaceutical companies. Smaller companies, in the meanwhile, spent 343 % of their sales in the same year'. [The Lewin Group (AdvaMed), 2004]. Private Equity financing is a critical factor that enables small start-ups to develop new technologies without a viable revenue stream to support the necessary R&D expenditure. In the medical device space, it has been noted that Venture Capital firms (VC's) use high risk capital to invest in early stage companies, and look for "exits" through either an Initial Public Offering (IPO) or through the sale of the start-up to an established firm. Corporations are also involved in varying degrees in early venture investments, through what is sometimes called Corporate Venture Capital (CVC), mainly for strategic reasons. Through CVC investments, some corporations hope, that as an insider, they would be able to judge better whether a particular company is a good target for acquisition. In this paper I review the exits through acquisition, from the perspective of venture backed start-ups, and hypothesize that factors related to the nature of investors, the type of investment, the impact of capital markets and the Intellectual Property of the company are associated with a higher exit valuation.

This thesis examines the scope for developing countries, and in particular those with a socialist tradition like China, to benefit from advanced technologies developed in the West and acquire indigenous technological capacities. Empirically it investigates China's attempts to acquire capabilities in the highly complex field of - Public Digital Switching Systems (PDSS) - the technology at the heart of modern telecommunications systems and therefore of great social and economic importance. The study builds upon a critical review of literature in three areas: development studies, studies of socialist economies and technology studies. It explores how developing countries might utilise exogenous technological competencies effectively, by means of 'dual technology development' with appropriate strategies for technology transfer and processes of technological learning to transform exogenous competencies into indigenous ones. Two detailed case studies are presented and analysed in the wider social and economic context. One involves the wholesale transfer of capabilities to produce a Western PDSS technology in China (System 12) through a joint venture project. The other involves the indigenous development of a Chinese PDSS (HJD-04) conceived by a military R&D institute, and brought to production through a collaboration with two other bodies in the Chinese telecommunication sector. These cases highlight the range of choices available in the acquisition of technological capabilities - from large scale and formal technology transfer (System 12), which provided a wide range of means for technological learning, to the selective import of component technologies (HJD-04) and their effective combination with locally available expertise. They offer different opportunities for further innovation and for local shaping of these technologies.

There are clear signs that data recorders using solid-state and disk-based technologies now represent a serious alternative to conventional linear and rotary tape recorders for a broad spectrum of data capture applications. As the number of RFQs specifying these so-called ‘new technology’ solutions increases, virtually every major manufacturer has responded with announcements of new off-the-shelf products. A NATO technical support team has even been tasked with drafting standards for certain aspects of solid-state and disk recorders. But what has caused this sudden explosion of interest? Strange to say, in almost every case it has been the perceived shortcomings of the new technologies which have forced the issue. For all their advantages, solid-state and disk recorders are essentially only temporary storage devices. To overcome this problem manufacturers have found it necessary to address the total data capture/storage/distribution/archiving scenario – with some interesting results. It is in the ‘data handling’ area therefore that some of the most significant advances are to be found. This Paper offers an overview of some of the new technology solutions now available - RAID (Redundant Arrays of Independent Disks), JBOD (Just a Bunch Of Disks) and FLASH memory recorders. New paradigms for airborne, mobile and laboratory data collection, handling, analysis and archiving are discussed, demonstrating that (for once) the migration path has been carefully thought through, with industry-standard data interfaces, true computer connectivity (Windows and UNIX) and familiar control techniques. It concludes that many users with a keen interest in replacing legacy products for whatever reason can now do so with confidence and minimal disruption to their day-to-day operation while nevertheless gaining access to the important benefits which ‘new technology’ solutions can offer.

Studying issues of heritage language (HL) maintenance is gaining more significance than ever as our lives become significantly more complex and dynamic because of frequent migration and the transnational diasporas that such migration creates in its wake. HL maintenance is important in multicultural environments because familial relationships depend heavily on successful communication among family members. Viewing HL maintenance as a social practice, this exploratory qualitative study attempts to understand how participants are involved in their children’s HL maintenance by investigating, comparing, and contrasting the participants’ attitudes and practices. This study recruited eight Korean immigrant families with different lengths of residence in Greater Vancouver, an area that has seen a steady growth in the numbers of Korean immigrants. Combining social practice theory and qualitative research, this study uses discourse analysis to explore the participants’ language ideologies and beliefs about HL maintenance. This study also explored actual parental involvement in their children’s HL acquisition and maintenance. Furthermore, this study examined participants’ technology use as a means of HL acquisition and maintenance. In particular, the participants’ online conversations were examined to explore language use. This study supports the view that the parental role is important, even paramount, in children’s HL maintenance, but goes beyond this to show how technology can play a positive role in HL acquisition and maintenance. There are three central findings. First, a match between parental attitudes and behaviours concerning HL acquisition and maintenance and contributes to their children’s HL maintenance. Second, a mismatch or inconsistency between parental attitudes and behaviours correlates with children’s HL attrition or loss. Third, language revitalization can occur through HL and cultural practices in various online activities such as synchronous and asynchronous online communication, including access to Korean websites and playing games in Korean. To conclude, examining HL maintenance as a social practice offers new insights into the complexity and dynamics of the social practices of HL maintenance in the lives of Korean immigrants in Canada.

Language students today have grown up with a plethora of technology tools at their fingertips, which has in some cases earned them the title of "digital native". 'Students' high use of technology outside the classroom has led teachers and researchers to believe that technology could be highly effective for language learners when used appropriately. Yet little is known about how students actually react to technology-based tools for language learning purposes. This study seeks to not only understand student attitudes toward technology in general, but also to see how those attitudes might affect student attitudes toward online language learning tools in a social media context. Using a design-based research approach, we implemented a curriculum that utilizes a social networking environment in which students could consume authentic language samples and practice using the language in a controlled environment. Through the analysis of pre and post surveys, it was discovered that age was the most significant predictor of student attitudes toward technology, but that the extent to which students use technology proves to be a more significant predictor when other variables are factored in. Furthermore, it was discovered that general attitudes toward technology do affect the ways in which students will react to a technology-based curriculum. Nevertheless, the way in which a curriculum is presented can be a stronger factor in predicting how the curriculum will be received.

This thesis presents a comparison and analysis of two Department of Defense (DoD) acquisition methods: the formal acquisition process and the Advanced Concept Technology Demonstration (ACTD). Both processes can be and are used by DoD to acquire information technology (IT), but while DoD has utilized the formal acquisition process for 30 years, the ACTD process is only 6 years old, and was specifically designed to improve upon the standard acquisition process (when applied to IT). By describing and studying the events surrounding, actors participating in, and results of one ACTD, this thesis will determine what lessons-learned can be applied to the standard acquisition process. While the ACTD and acquisition processes share some similarities in their management and funding, there are also significant differences. For example, ACTDs gain approval through a completely different process than acquisitions, and are subjected to less bureaucratic oversight. The recommendations provided in this thesis indicate that, based upon the experiences of the real-life ACTD sampled, the ACTD process does represent an improvement upon the standard acquisition process, specifically when the standard process is utilized to acquire IT.

Innovation and rapid fielding ("commercialization") of superior technology has been a key element in the United States military's strategy throughout its history. Maintaining this edge in the current environment of increased rate of technological change but dramatically reduced military procurement budgets will require strategically developing the most cost effective systems and optimizing the productivity of new product development teams. An emerging framework for a "metrics thermostat" based on an agency theory model for selecting and prioritizing metrics for product development teams has shown promising results in two commercial applications. This study focused on applying this framework to one of the government's largest procurement organizations, the Naval Sea Systems Command (NA VSEA), the Navy Department's central activity for designing, engineering, integrating, building and procuring U.S. naval ships and shipboard weapons and combat systems. A working metrics hierarchy and construct was developed. Desired outcomes or profit analogies were defined to value and differentiate strategic priorities, enabling metrics and covariates. Five strategic priorities aligned with NA VSEA' s stated goals were selected for the study and enabling metrics and covariates directly impacting these strategic priorities and desired outcomes were defined. Approximately 50 product/systems were identified and investigated to varying degrees. Significant progress was made toward populating the defined data fields for the selected data points/systems. Preliminary analyses offer hope that the combination of a large data set and broad, robust metrics will reveal meaningful correlations and leverages. The data sources have been largely been identified but substantial data collection remains to be done. As this is completed, comprehensive regression analyses will be performed to determine the relative effectiveness of the strategic priorities and enabling metrics. These results, and corresponding directions to program mangers on which strategies and metrics to emphasize and which to de-emphasize, will be validated by NA VSEA experts.

In this thesis we consider the problems that Proper Names cause in the analysis of unedited, naturally-occurring text. Proper Names cause problems because of their high frequency in many types of text, their poor coverage in conventional dictionaries, their importance in the text understanding process, and the complexity of their structure and the structure of the text which describes them. For the most part these problems have been ignored in the field of Natural Language Processing, with the result that Proper Names are one of its most under-researched areas. As a solution to the problem, we present a detailed description of the syntax and semantics of seven major classes of Proper Name, and of their surrounding context. This description leads to the construction of syntactic and semantic rules specifically for the analysis of Proper Names, which capitalise on the wealth of descriptive material which often accompanies a Proper Name when it occurs in a text. Such an approach side-steps the problem of lexical coverage, by allowing a text processing system to use the very text it is analysing to construct lexical and knowledge base entries for unknown Proper Names as it encounters them. The information acquired on unknown Proper Names goes considerably beyond a simple syntactic and semantic classification, instead consisting of a detailed genus and differentia description. A complete solution to the 'Proper Name Problem' must include approaches to the handling of apposition, conjunction and ellipsis, abbreviated reference, and many of the far from standard phenomena encountered in naturally-occurring text. The thesis advances partial and practical solutions in all of these areas. In order to set the work described in a suitable context, the problems of Proper Names are viewed as a subset of the general problem of lexical inadequacy, as it arises in processing real, un-edited, text. The whole of this field is reviewed, and various methods of lexical acquisition compared and evaluated. Our approach to coping with lexical inadequacy and to handling Proper Names is implemented in a news text understanding system called FUNES, which is able to automatically acquire detailed genus and differentia information on Proper Names as it encounters them in its processing of news text. We present an assessment of the system's performance on a sample of unseen news text which is held to support the validity of our approach to handling Proper Names.

The target in form of frozen hydrogen 30um droplets called “pellets” moving at a speed of 60m/s is tracked by a system consisting of 8 line scan CCD cameras sending data to “Camera Link Boards”, where the data are merged and sent further to a data acquisition system for storage and subsequent analysis [15]. The aim of the thesis is to replace the current bulky Data Acquisition system with just one board ZYNQ Board constructed by P. Stamatakopoulos, G. Ntounas and P. Marciniewski [16] . In this thesis, the firmware is implemented in the ZYNQ Board having a Xilinx ZYNQ XC7Z030-1FBG484C. The ZYNQ Board receives data delivered by Camera Link Boards over four optical links running at 2Gb/s. The Data Acquisition system serves for data merging and retransmission over 1 Gb/s Ethernet. For implementing of the Data Acquisition system, the following three steps are followed. In the first step a custom IP is designed in Xilinx Vivado, which is responsible for receiving data from camera link boards, merging the data and storing them in data buffers. The IP also sends push-back signals to camera link boards for stopping the data flow. In the second step DAQ firmware is designed in block diagram using Xilinx Vivado IP Integrator. The purpose of DAQ firmware block design is to send the buffered data to ARM based Processing System (PS) of the ZYNQ via AXI-4 bus. In last step Linux Operating System is installed on the ARM processor for receiving data in ARM processor and sending data to a PC through Ethernet. The Firmware was tested first in the laboratory using an Integrated Logic Analyzer of Xilinx Vivado and then in the real environment of the The Svedberg Laboratory in Uppsala.

Children and teenagers aged 8 to 18 years old spend an average of 7 hours and 38 minutes a day on-line. If millions of people are already spending many hours a day on these sites, it seems reasonable to take advantage of them and use these sites for more than just conversation and networking. This thesis provides educators the theoretical basis to choose and implement the best and most appropriate web tools in their language classrooms. It reviews some of the second language acquisition theories that can aid in the creation of a computer assisted language learning (CALL) environment that delivers benefits, and follows the standards set by the International Society for Technology in Education (ISTE). This thesis also provides a comprehensive check list of theoretical and technical requirements in order to choose an internet tool, as well as examples on its use. This thesis concludes with the fact that implementing Web 2.0 tools in classrooms should be done with a clear objective in mind in order so there are meaningful and authentic learning opportunities that will provide students new cultural, social and linguistic knowledge.
