Knowledge workers are no longer limited to only one employer for a lifetime, but they have “boundary-less” careers, they proactively, consciously and independently build their careers by accumulating the relevant knowledge and skills that will propel their employability in the market. This makes it easy for knowledge workers to move from one job to the next and become independent of a single employer. It is difficult for employers to retain knowledge workers given the high levels of mobility and increased competition for their skills, but the retention of their knowledge is critical. Given this, technical succession planning appears to be highly relevant in the new world of work. It is defined by Rothwell (2010), as a form of succession planning that focuses on retaining organisational and professional knowledge to be used by the organisation in the future. It also refers to the transfer of knowledge from more to less experienced workers. This research aimed to explore factors that impact knowledge sharing amongst knowledge workers and knowledge retention. The results showed that; consultants which are the knowledge workers that were considered for this study, engage in knowledge sharing out of autonomous motivation, the multigenerational make up of knowledge organisations does not negatively impact knowledge sharing, knowledge workers do not hoard their knowledge because they fear that they will lose the power that comes with holding that knowledge and the national and brand prestige of knowledge organisations fosters employee commitment, but it is short term commitment. The outcomes of this research highlight factors for consideration by knowledge organisations and experts when developing knowledge sharing and retention strategies.

Many organizations have started to adopt knowledge management as one of their strategic initiatives that is to create, retain, share and use the valuable knowledge assets to achieve the organisational objectives. Although knowledge management (KM) is mainly adopted by the private sectors, the Knowledge-based Economy Master Plan, which was launched in 2002 by the government of Malaysia, has encouraged the public and government sectors to value and exploit their knowledge assets. While knowledge comprises both explicit and tacit, many organisations have created knowledge management teams with various KM designations/positions, led by Chief Knowledge Officers (CKOs) to manage the organization knowledge assets. As KM is considered a new, multifaceted and an evolving discipline, frameworks pertaining to KM activities are still lacking. Regardless of which approach an organisation embarks on, there must be a 'shared understanding' of the organisation KM direction so knowledge assets could be capitalized at every level in the organisation. It is crucial for KM team members being able to introduce and promote the organisation's KM direction; therefore, those who are responsible for managing the initiatives should have adequate skills and knowledge to perform their KM tasks. Besides having some managerial and generic competencies, KM team members must also have some essential technical skills (KM-related skills). The research highlighted two research questions - how do KM managers interpret the essential KM-related competencies needed in supporting their KM tasks? and how do these required KM competencies influence KM managers' attitudes towards KM-related training needs to improve their KM understanding and implementation? From the social constructionist philosophical stance, this interpretive study uses the qualitative research approach to explore and investigate the essential KM-related competencies required by KM managers in performing their KM tasks and how they influence the attitudes for KM related training. Adopting a qualitative case study approach, the researcher made a study of KM managers of XYZ; an organisation that adopted a strategic KM approach. An E-focus group was conducted for the pilot study and face-to-face interviews were used to understand the phenomenon based on the experience of KM managers. Findings suggested that six essential KM-related competencies are needed by KM managers; KM overview, Corporate Taxonomy, Communities of Practice (CoPs), KM Tools, Knowledge Measurement and Information Management. This is to make sure that KM could be easily justified in the terms of the benefits to the management and employees, especially relating it to the economic gains. Those competencies were also suggested based on their difficulties in delivering some KM activities such as measuring knowledge, developing taxonomies and establishing appropriate KM tools and CoPs. Indeed as KM managers' suggestions and views on KM competencies come from their KM involvements, KM managers also admitted that those competencies had influenced their preferences towards KM-related training. KM managers prefer some advanced KM-related courses and also certified KM training. The findings have implications for HR/KM personnel and researchers at XYZ as well as others in general. Hence, the major contributions of this research include the following: a. KM competencies framework for KM professions which contributes to b. Demonstrates the implications of the required KM competencies on training preferences c. Presents the design and development of an alternative way of data collection method in conducting e-focus group using blog.

In recent years the construction industry has become increasingly aware of the potential of the technical knowledge held by construction professionals and the need to manage it effectively. However, organisations have experienced numerous problems in implementing and sustaining Knowledge Management (KM) initiatives. A key reason for this, which has been cited both within industry and academia, is a lack of understanding of the best-suited KM approaches available and how to adopt them. In particular, the importance of people-orientated KM practices, specifically in the case of construction firms who have a high level of dependence on the tacit knowledge of their employees, has been well documented with many KM authors calling for further research in this area. The research undertaken for this study was initiated in response to the need for further research and an improved understanding of KM (people-orientated KM in particular) best practice. The research was also focussed on establishing an effective KM initiative within Ramboll Whitbybird; the sponsoring organisation. The central aim of the research was therefore to “deliver a framework that facilitates the retention and reuse of knowledge, which will increase Ramboll Whitbybird's potential to drive engineering best practice and respond appropriately to conventional and emerging business opportunities.” To achieve this an action research approach was adopted, facilitated through the use of literature reviews, interviews, focus groups, and other data collection methods, to enable the findings to be implemented within an industrial setting. Through extensive industry involvement the research highlighted the core components necessary for a successful KM initiative, and the actions necessary from those involved in implementing, managing and sustaining KM activities within construction firms. The findings demonstrated that an organisation wishing to realise effective KM needs to establish a clear definition and understanding of KM across the business, which can be achieved through the compilation of a KM strategy (statement) and action plan. It also needs to acknowledge the importance of addressing the critical factors that will determine the success of its KM initiative such as the need for KM champions and a supporting team, a fit with the way people work and an alignment with business objectives. The research also highlighted the importance of people-orientated KM practices, and that construction organisations in particular should identify and prioritise KM activities such as Communities of Practice (CoPs), due to their reliance on tacit knowledge transfer. However, in order to maximise the benefits to individuals and the business, the organisation will need to take a ‘light touch' approach to the management of CoPs. Supporting people-based KM activities with the right technology is an important factor, particularly as organisations expand and become more geographically dispersed. To ensure that this technology is an effective supporter of KM it needs to be tailored to fit with the KM needs of the business, and will need to become de-centralised in its operation. Finally, the research outlined the importance for the organisation to consider the integration of KM within the daily operation of the business by incorporating KM effectively into communication and reporting structures, while also ensuring that it becomes a core aspect of its Quality Assurance (QA) procedures.

The prominent shifts towards greater flexibility in work arrangements as well as in organizational forms have had profound effects on the labor market for engineers, and given rise to the technical consulting industry. The technical consulting firm is becoming increasingly important in many technology-based industries, as a growing number of technology-based firms rely on technical consulting firms to produce their outputs. In that respect, the technical consulting firm is an important actor for the organization and development of engineering knowledge, as well as for the transfer of knowledge to and among technology-based firms. However, despite its growing importance, the technical consulting firm has received scant scholarly attention. Hence, the purpose of this thesis is to enhance the understanding of the roles of the technical consulting firm and the technical consultants for the transfer of knowledge among problem-solving contexts and client organizations. This thesis is comprised of a compilation of three papers and an extended summary. It draws upon a qualitative single-case study in one of Scandinavia’s leading technical consulting firms. This thesis takes a multilevel perspective, and utilizes an embedded case study design to study both the organizational and the individual level of analysis. In total, it builds on 54 interviews with managers and consultants, 14 observations of a competence development program for engineers who are in the beginning of their careers as technical consultants, and 2 workshops with managers. This thesis identifies two primary capabilities, developed through the interaction between the firm and the individual level: swift transition and knowledge cycling. The findings indicate that the link between the respective capabilities creates the foundation for the successful organization of engineering knowledge. Hence, these capabilities illustrate that the technical consulting firm has other roles to play than merely solving the problem of numerical and functional flexibility. Moreover, this thesis develops the process of knowledge cycling. The knowledge cycling process addresses the role of the individual consultant in the transfer of knowledge within and among problem-solving contexts, and consists of three distinct knowledge processes found prominent during the different phases of a consulting assignment: (1) knowledge acquisition, (2) knowledge integration, and (3) knowledge transfer. Furthermore, this thesis provides insight into how formal training affects the technical consultants’ ability to transfer knowledge. The findings suggest that this ability is developed through a three-stage process: (1) identifying the core of an assignment, (2) broadening the scope of action, and (3) becoming more self-confident in the role of consultant.

Water development interventions in developing countries often marginalize the rural indigenous technical knowledge and instead, rely solely on modern technological advancements. The genesis of this is the partial and biased understanding that has emanated from inflexible application. The development process fails to take cognisance of the fact that indigenous cultures contain the bases for any effective development, awareness of which is central in the construction of sustainable strategies for rural water development. Recognition of this would take development forward from where the people are, rather than where the external agents of development would like them to be. This research carried out among the Maasai pastoralists of Kajiado in Kenya assesses the application of indigenous technical knowledge in which is their water development is embedded in order to find out the effects of incorporating rural peoples' technical knowledge in the development and management of the rural water supplies.

This thesis tests the hypothesis that the characteristics displayed by the knowledge structure of a high technical value invention is different from that of a low technical value invention. The knowledge structure crystalizes at the inception of the invention making it ideal for evaluating new inventions. More specifically, this research investigates two characteristics of the knowledge structure: knowledge accumulation and knowledge appropriation. Knowledge accumulation is defined as the collective body of knowledge gathered in a sector over time that has contributed to the creation of the invention. A higher degree of accumulated knowledge is more likely to be associated with high technical value inventions. Knowledge appropriation describes absorption of knowledge in the creation of the invention. From knowledge structure perspective knowledge absorption is observed by the emergence of edges that connect knowledge elements together. The robustness of this emergent knowledge structure is thus an indicator of the amount of knowledge appropriated by the invention. This research introduces a new metric for the measurement of knowledge accumulation and presents structural robustness as an indicator of knowledge appropriation. Knowledge accumulation and knowledge appropriation are hypothesized to be positively correlated with the technical value of the invention. This research tests the hypotheses by examining the citation networks of patents in four sectors: thin film photovoltaics, inductive vibration energy harvesting, piezoelectric energy harvesting, and carbon nanotubes. In total 152 base inventions and over 4000 patents are investigated. This research shows that knowledge accumulation is a significant predictor of the technical value of an invention and that high value inventions show a higher level of knowledge appropriation.

This study was designed to examine the ability to use prior knowledge in text comprehension and knowledge integration. The focus of the research was on effects of different degrees of subjects' theoretical knowledge in the domain of biochemistry on their comprehension of written technical materials describing experimental procedures and results, and the ability to integrate such new text derived information with prior theoretical knowledge considered by experts to be relevant to the topic. Effects of cues on the accessibility and use of prior knowledge were also examined. Pre-test questions testing the extent of subjects' prior knowledge of photosynthesis, and a "cue article" specifically designed to prime subjects' relevant prior knowledge of photosynthesis, served as cues in the study.
A theoretical model of experts' knowledge was developed from a semantic analysis of expert-produced texts. This "expert model" was used to evaluate the extent of students' theoretical knowledge of photosynthesis, and its accessibility while applying it to the experimental tasks. College students and university graduate students served as subjects in the study, permitting a contrast of groups varying in prior knowledge of and expertise in chemistry.
Statistical analyses of data obtained from coding subjects' verbal protocols against text propositions and the expert model revealed that prior knowledge and comprehension contribute significantly to predicting knowledge integration, but they are not sufficient for this process to take place. It appears that qualitative aspects and specific characteristics of subjects' knowledge structure contribute to the process of integration, not simply the amount of accumulated knowledge. There was also evidence that there are specific inferential processes unique to knowledge integration that differentiate it from test comprehension. Cues manifested their effects on performance on comprehension tasks and integrative tasks only through their interactions with other factors. Furthermore, it was found that textual complexity placed specific constraints on students' performance: the application of textual information to the integrative tasks and students' ability to build conceptual frame representations based on text propositions depended on the complexity of the textual material. Knowledge has been identified as one of the most important resources that contribute to the competitive advantage of an organisation. The organisational and social issues associated with the development, implementation and use of information technology have increasingly attracted the attention of knowledge management researchers. This study is based on an empirical investigation of knowledge sharing processes from a dispersed international organisation, Buckman Laboratories. Through a socio-technical perspective, this research traces the interactions between knowledge sharing practices and the organisational context. The conditions surrounding the organisation of knowledge sharing as an organisational practice are addressed in the case presented in the dissertation. In particular, the research has closely examined knowledge management initiatives during the period of 1992-1998 implemented by Buckman Laboratories, focusing on the issues of organising knowledge sharing processes. The research traces Buckman Laboratories' experience as a networked, global company organised as a set of linked knowledge-focused communities of practice. Based on the findings of a case study of one unique knowledge-intensive organisation, the research presents a model of organising knowledge sharing. It develops a sociotechnical perspective to grounded field data and suggests that the experience of this organisation can be considered as a particular form of knowledge management - one that utilises various mechanisms for leveraging knowledge sharing towards sustainable competitive advantage. The study concludes that enabling, integrating and co-ordinating mechanisms play a critical role in establishing the multi-level context for the effective assimilation of knowledge sharing practice.

The purpose of this qualitative exploratory case study was to uncover the perceptions of Information Technology Outsourcing (ITO) project leaders and project teams regarding knowledge transfer between client and vendor partners during the opening and closing transition phases of the ITO projects. Purposeful sampling was used to identify ITO knowledge assets, including project team members as well as documents and artifacts, within the participating organizations that may provide information regarding the knowledge transfer processes during the transition phases of the ITO project. The sample criteria were ITO project team members from one US-based client organization and the US company’s international vendor partners. The study population included project managers, analyst, developers, subject matter experts (SMEs) and other ITO knowledge workers involved in ITO project from one US-based organization. Interview and document analysis was done with the aid of NVivo Pro 11® research software. Four themes emerged from the study participants' responses including (a) KT approaches to plans and processes relative to opening and closing phases of ITO projects; (b) KT dependencies relative to IT project team members reliance on project tools, processes, and artifacts; (c) Determinants of KT success or failure relative to project team member's perceptions; and (d) The role of documentation relative to communication and distribution of KT outcomes. This qualitative exploratory case study may provide insights into additional aspects of knowledge transfer during ITO transition phases, which may be used by IT leaders and project teams to plan for successful knowledge transfer during the transition phases of ITO projects.

As proven by many studies, non-industrial consumers perceive price as a strong quality indicator. However, the applicability of this behavior to an industrial setting has been long questioned. It is hypothesized in this research that the levels of price-perceived quality will decrease in an industrial setting as the technical knowledge of the buyer increases. Judgement Sampling method was used to select the most appropriate sample for this study. Since engineers are particularly important influencers in the purchase decision process in organization, engineering students and professors were chosen as the study population. A survey was administered to a sample population that consisted of 153 respondents out of which 3.3% were professors, 9.8% graduate students, and 76.4% undergraduate students; 70.6% males and 15.7% females; 13.7% Mechanical Engineering, 28.1% Industrial Engineering, 7.8% Civil Engineering, 34% Electrical Engineering, and 4.6% Computer Engineering students. We evaluated the relationship between technical knowledge and price-perceived quality in an industrial setting using various regression models and other statistical models. Findings indicate that the price-perceived quality effect moves from an almost linear behavior to a nonlinear one as the technical knowledge increases. However, the transition from linear to nonlinear seems to be random. Further studies are needed. In our specific experiment, technical attributes, such as processing speed, RAM size, hard drive size, and CD-ROM speed, possess a strong positive relationship with quality (i.e. a "the faster, the better; the more, the merrier" type of situation); on other hand, our experiment indicates that price loses its significance as an indicator of quality as the buyer's technical knowledge increases.

Existing literature indicates that although both academics and practitioners recognize knowledge management (KM) as a source of competitive advantage, users are not always willing to use a knowledge management system (KMS). Because of the social nature of knowledge transfer, a KMS can be considered a socio-technical system. Many explanations have been presented for this failure to utilize the KMS. These explanations include a number of the socio-technical factors relating to people, processes, and technologies. While these factors may have significant explanatory power when examined independently, existing studies have not sufficiently addressed the interactions among all three socio-technical factors or their impacts on KMS usage. The goal of this study was to develop a comprehensive understanding of socio-technical factors that impact KMS usage within decision support systems (DSS). A comprehensive framework was presented that will be helpful in developing and improving KMS initiatives and thus improving KM across the organization. This study identified factors of people (self-efficacy, social ties, and ease of use), processes (leadership, culture/climate, and governance), and technologies (system & information quality, and technology fit) and their influence on KMS system usage. Analysis for this problem required a causal, non-contrived field study employing structural equation modeling. Founded on socio-technical systems theory, nine hypotheses were proposed. Data was collected using a 36 item survey distributed to KMS users from a variety of industries in the United States. Confirmatory factor analysis and an eight-stage structural equation modeling procedure were used to analyze 97 usable responses. The results confirmed that technology-oriented factors predicted knowledge seeking and contributing in DSS. Furthermore, significant positive relationships were confirmed between certain sociotechnical factors including: (1) people and process, (2) people and technology, (3) processes and technology, (4) processes and people, (5) technology and people, and (6) technology and processes. These findings extend the relevance and statistical power of existing studies on KMS usage. This study indicated that the most important concerns for increasing KMS usage were system quality, information quality, and technology fit. Results also confirmed that in the context of this study, people-oriented factors (self-efficacy, social ties, and ease of use/usefulness) and organizational process factors (leadership, organizational culture/climate, and governance) were not critical factors directly responsible for increasing KMS usage. However, the relationships among socio-technical factors all had positive significant relationships. Therefore, investments in people and process-oriented factors will create a more favorable perspective on technology-oriented factors, which in turn can increase KMS usage. On a practical front, this study provided indicators to managers regarding a number of desirable and undesirable conditions that should be taken into consideration when developing or implementing knowledge management initiatives and the systems to support them. This study offered an original contribution to the existing bodies of knowledge on socio-technical factors and KMS usage behavior. The constructs presented in this study highlighted the significance of social and technical relationships in understanding knowledge seeking and contribution in a decision-driven organization.

The changing social organisation and practice of African agriculture, and the elucidation of 'indigenous technical knowledge' (ITK) are both research priorities but are usually examined separately. This thesis shows why ITK should be understood within the historically changing social relations of its production and expression. Inversely, it shows why an investigation of the history of ITK improves analyses of changing social organisation. The study is based on social anthropological fieldwork in a Bwisha community in Kivu, Eastern Zaire. Chapter one examines various problems in the elucidation and representation of ITK. Chapter two reviews social organisation in Bwisha. Subsequent chapters focus on the several different histories which together constitute the changing relations of production of ITK in Bwisha. Chapters three and four examine political economic forms. Land access and inter-household relations are explored in chapter five, and intra-household relations are explored in chapter six. Chapter seven focuses in on food provisioning possibilities, and chapter eight on strategies of crop and soil fertility management. Each of these histories is the site of specific struggles. Chapter nine examines how these struggles interrelate, how together they constitute the relations of production of local knowledge and hence how they shape the product. Agricultural knowledge is found to be intimately related to local understandings of task, hierarchical and gender identities, the nature of power and social organisational form. Changes in farming knowledge respond to changes in these and vice versa. The conclusion elaborates on this point. To say that farming is socio-politically embedded does not go far enough.

How can small and medium-sized enterprises (SMEs) compete over time within international networks? This thesis takes a stance in that business network relationships are essential for international SMEs as such networks can provide knowledge and learning opportunities. International network competitiveness is, in this thesis, introduced as a concept that captures SMEs long term performance, resulting from the firms being competitive within international business networks. This thesis thereafter proposes that an analytical framework of International network competitiveness, can promote the study of SMEs' long term performance within international networks. The thesis subsequently acknowledges that SMEs frequently need to develop a combination of technical- and foregin market knowledge so as to stay competitive within international networks. In fact, technical knowledge development is central for an increasingly wider selection of firms, not only high tech firms. By investigating the function of co-innovation (innovation together with network partners), for the proposed components of international network competitiveness, the thesis demonstrate that innovation has intriguing and central functions for the international network competitiveness of SMEs.

Organization integration is the todays tendency, which calls for the need to understand the organization as a complete system, implementing new concepts and approaches in an adaptive way to their organizational reality. Knowledge management, in this new approach, incorporates all of these aspects becoming a complex job, which must be fully studied to be brought into the organization routine. This document analyses the technical & scientific committees as an able instrument to contribute to the easiness of group activities in highly complex research organization as the Aerospace Technological Center (CTA) here taken as a case study. Several factors organizational, cultural and behavior have influence when implementing this management tool and need to be analyzed to guarantee a successful way of implementation. The objective of this research is to identify favorable and unfavorable aspects of technical & scientific committees in CTA. These aspects must not be considered separately. To implement these committees successfully the interrelationship of all aspects must be analyzed in a systemic view of the organization. It was possible to verify as well in this research that the committees are considered very important for the Aerospace Technologic al Center activities.
O conhecimento é o centro de operação das organizações, na atualidade. Este entendimento leva as organizações a reconhecerem explicitamente que o seu capital intelectual é fonte essencial de vantagem competitiva. A tendência atual é a de integração da organização, o que cria a necessidade de entendê-la como um todo sistêmico, implementando os novos conceitos e abordagens de forma adaptativa à realidade organizacional. A gestão do conhecimento, nessa nova abordagem, incorpora todos esses aspectos, tornando-se uma tarefa complexa que deve ser amplamente estudada para ser inserida na rotina da organização. Neste trabalho são abordados os comitês técnico-científicos, um instrumento julgado capaz de contribuir para a criação de um contexto de facilitação das atividades em grupo em organizações complexas de ensino e/ou pesquisa, tal como o Centro Técnico Aeroespacial, aqui tomado como estudo de caso. Diversos fatores organizacionais, culturais e comportamentais influenciam a implantação desse instrumento gerencial e necessitam ser analisados, a fim de se ter uma sistemática de implantação que tenha êxito. O objetivo da pesquisa foi a identificação de aspectos favoráveis e desfavoráveis à implantação dos comitês técnico-científicos no Centro. Esses fatores não devem ser considerados isoladamente. Para o sucesso da implantação dos comitês, o inter-relacionamento desses fatores deve ser analisado, contemplando uma visão sistêmica da organização. Pôde-se verificar também, nesta pesquisa, que os comitês são considerados importantes para as atividades do Centro Técnico Aeroespacial.

This thesis examines the relationship between copyright law and translation, and the impact that this has on promoting access to scientific and technical knowledge in developing countries. For this purpose, Sri Lanka is taken as a case study. The thesis argues that the translation of scientific and technical books and learning materials (which are often copyright protected), and the publication of these translations in large quantities in a timely and affordable manner, is crucially important in promoting access to scientific and technical knowledge in Sri Lanka. However, the copyright law of Sri Lanka is an impediment to the timely and affordable translation of copyright protected scientific and technical books and learning materials and the publication of translations in large quantities. This is because copyright owners’ translation rights, as protected by the copyright law of Sri Lanka, can prevent the translation of these works – or, at least, increase the expenses involved in translation and the time that must be expended in its pursuit. This thesis identifies four main interrelated factors that have contributed to the inimical relationship between copyright law and the timely and affordable translation of scientific and technical books and learning materials in Sri Lanka. They are: colonisation; international copyright law; the trade interests of Sri Lanka; and the lack of expertise and general lack of awareness surrounding copyright law in Sri Lanka.

The study is part of research conducted collaboratively by the University of the Western Cape and Neu-Ulm University of Applied Sciences in Germany. It focuses on exploring usage of Business Intelligence Systems (BIS) together with Corporate Performance. Online surveys were conducted that targeted medium to large companies in Germany and South Africa by questioning middle to top management on issues surrounding BIS and Corporate Performance. On this basis online survey approach was taken to ensure required number of participants would be covered and approached. Therefore, the research adopted stratified sample method for the online survey. Stratified sampling enabled the expansion of the research by gathering and collaborating participants responses on the research question and eliminate the possibilities of unreliable sample from large population.

Extrinsic motivation may affect knowledge sharing in a virtual community. As virtual communities have become ubiquitous, understanding knowledge sharing in virtual communities has become very important. Knowledge sharing is one of the factors that allow virtual communities to be viable. This study sought to observe knowledge sharing in a virtual community, which does not use extrinsic motivation techniques as incentives to share knowledge. This correlation study used a framework that included the elements of social capital and outcome expectations. This study found that extrinsic rewards over time appear not to be important in knowledge sharing. The long term effect may be that extrinsic rewards are much less important than the design of the virtual community and the internal motivation of the members of the virtual community. One-hundred and thirty-three persons participated in this study.

The acquisition process for the Department of Defense has recently seen acquisition setbacks characterized by cost overruns, schedule delays, and products that do not meet standards. Part of this problem has been attributed to deficiencies with the acquisition workforce to include contracting professionals. A partial remedy has recently been to hire more contracting professionals to the acquisition workforce along with a revision of training requirements. But what if the government is not training contracting professionals properly Are contracting professionals receiving the right education and training to obtain the requisite skills to contract successfully Research indicates that commercial purchasing professionals must possess certain skill sets in order to be successful purchasing professionals. One of these skills is product knowledge, or knowledge of the product or service for which they contract. Because the government does not provide training or opportunities for contracting professionals to gain product knowledge, they are incapable of performing their job to the maximum potential. As a result of this shortcoming, there are adverse effects on the organization such as a less motivated and more stressed workforce due to the lack of knowledge. This research exams academic theory, commercial practice, government application with regards to the level of product knowledge contracting professionals currently have and its effect on an government organization.

Since the dawn of the capitalist epoch, most advanced countries have seen more than a hundred fold change in their total products. This combined with a near five fold change in population size had brought a huge windfall of wealth in these countries. The main engine for this capitalist machine has been the accelaration of technical progress (Maddison, 1982). In this paper we investigate for the positive relationship between the existing stock of technology and accelaration of technical progress. We use the time series data from 1982-2002 to test our regression model. The model encapsulates annual patents turnover (proxy for acceleration of technical progress), patent stock (proxy for technological stock) and R&D expenditures of four advanced countries as the primary variables, where the former acts as the dependent variable and the later two act as the determinant variables. The model projects a highly significant positive relationship between technology stock and the pace of technological progress, endorsing our hypothesis.

This thesis consists of two essays and an introduction. The main theme is technological knowledge that is not based on the natural sciences.The first essay is about rules of thumb, which are simple instructions, used to guide actions toward a specific result, without need of advanced knowledge. Knowing adequate rules of thumb is a common form of technological knowledge. It differs both from science-based and intuitive (or tacit) technological knowledge, although it may have its origin in experience, scientific knowledge, trial and error, or a combination thereof. One of the major advantages of rules of thumb is the ease with which they can be learned. One of their major disadvantages is that they cannot easily be adjusted to new situations or conditions. Engineers commonly use rules, theories and models that lack scientific justification. How to include these in introductory technology education is the theme of the second essay. Examples include rules of thumb based on experience, but also models based on obsolete science or folk theories. Centrifugal forces, heat and cold as substances, and sucking vacuum all belong to the latter group. These models contradict scientific knowledge, but are useful for prediction in limited contexts where they are used when found convenient. The role of this kind of models in technology education is the theme of the second essay. Engineers’ work is a common prototype for pupils’ work with product development and systematic problem solving during technology lessons. Therefore pupils should be allowed to use the engineers’ non-scientific models when doing design work in school technology. The acceptance of these could be experienced as contradictory by the pupils: a model that is allowed, or even encouraged in technology class is considered wrong when doing science. To account for this, different epistemological frameworks must be used in science and technology education. Technology is first and foremost about usefulness, not about the truth or even generally applicable laws. This could cause pedagogical problems, but also provide useful examples to explain the limitations of models, the relation between model and reality, and the differences between science and technology.

This thesis was one of the deliverables of StandIN. The purpose of StandIN was to propose a common framework including standards for technical interoperability. The goal of this thesis was to structure and analyze information about the knowledge- and adoption level of the standards among providers of healthcare information systems (HIS's). Moreover, it aimed to evaluate different aspect that might affect the adoption. The target group was providers of HIS's used in Swedish county councils and regions. The information was gathered through a survey and semi-structured interviews, and stored in an Excel database. From the database, Pivot tables and charts were created in order to show the knowledge- as well as adoption level of the different standards. The results were thereafter compared to theory about interoperability and standard adoption. It was clear that the knowledge level varied for the different standards. In addition, the adoption level was very low - except from CCOW and HL7 v2. Least adopted were domain-specific standards. The results also indicated a trend for only adopting parts of standards. Moreover, many providers stated that they performed specific integrations rather than followed common standards. This seemed to be due to the choice of standards being too wide, and the actual adoption not being consistent among the different providers. According to the providers, an introduction of a national framework based on uniform and consistent international standards was an awaited solution to the problem. A future extension of this thesis would be to perform a similar study involving the customers. The database could also be used to do clustered analyses of the adoption state in different county councils and regions. Moreover, it could be used to analyze the development of standard adoption over time.
Den här uppsatsen var ett utav delresultaten i StandIN, ett initiativ till att ta fram ett gemensamt ramverk med standarder för teknisk interoperabilitet. Den här uppsatsen syftade till att strukturera och analysera information om kunskaps- och tillämpningsnivån för de tilltänkta standarderna. Målgruppen var leverantörer av vårdinformationssystem som används i Sveriges landsting och regioner. Informationen samlades in genom en enkät samt semi-strukturerade intervjuer, och lagrades sedan i en Excel-databas. Pivot-tabeller och -diagram skapades för att visualisera kunskaps- och tillämpningsnivån, och resultaten jämfördes sedan med teori om interoperabilitet och standardtillämpning. Det var tydligt att kunskapsnivån skilde sig för de olika standarderna. Tillämpningsnivån var generellt sett väldigt låg, bortsett från CCOW och HL7 v2. Minst tillämpade var domänspecifika standarder. Det var också tydligt att centrala leverantörer inte tillämpade samma standarder, vilket troligtvis påverkar de kompletterande systemen. Många leverantörer gjorde snarare specifika integrationer, än följde gemensamma standarder. Anledningen var att valet av standarder var för brett, och att den faktiska tillämpningen av standarder inte var konsekvent mellan olika leverantörer. Enligt leverantörerna skulle ett nationellt ramverk med enhetliga och internationella standarder vara en efterlängtad lösning på problemet. En fortsättning på denna uppsats är att använda databasen till att göra klusteranalyser för tillämpningsnivån av standarder hos system i olika landsting och regioner. Databasen skulle också kunna användas till att analysera utvecklingen av kunskap och tillämpning över tid.

This thesis focuses on pre-conditions for organisations to implement knowledge management systems (KMS). Prior research suggests knowledge management (KM) is a capability and, as such, organisations need to know if they are ready to embark on KM initiatives that develop this capability. The findings of my research contend that measuring readiness is a prerequisite for implementing KMS holistically. I argue that effective KMS integrates the creation, mobilisation and diffusion stages of the knowledge life-cycle. Therefore, a system for gauging organisational readiness for KMS necessitates understanding the organisation’s inclination to create, mobilise and diffuse knowledge. Drawing from Socio-Technical Systems (STS) Theory, this study uses three dimensions, Infrastructure, Knowledge Structure and Knowledge Culture, to gauge each stage of the knowledge life-cycle. This study develops an instrument – the Knowledge Implementation Assessment Tool (KIAT) – to assess an organisation’s readiness for KMS. An organisation’s readiness can be said to increase as the measure on each dimension increases. In addition, this study found that structurally diverse Communities For Performance are needed to leverage Communities Of Practice in delivering direct business results, and that the implementation of KMS must be governed within and by cross-functional business processes. The knowledge-based theory of the firm and the knowledge life-cycle theory provide a conceptual understanding that managing the creation, mobilisation and diffusion of knowledge can yield competitive advantage. Based on these theories, an in-depth case study was conducted in Schlumberger’s technical service delivery process. The study analysed the implementation and the use of InTouch, Schlumberger’s KMS. The case study was conducted using an Abductive research strategy. The Means-End Chain approach and its laddering technique were used to collect and analyse data to establish 35 attributes vital for the implementation of an effective KMS – one that brings beneficial results. These attributes form the basis for creating the readiness assessment instrument – KIAT. A KMS implementation affects the social and technical aspects of an organisation. This study categorised the attributes along the three STS dimensions. The basis of the categorisation was the fit between each attribute and an STS dimension. The result is an assessment instrument to measure organisational readiness. The instrument, KIAT, consists of 50 factors to measure organisational readiness along the three STS dimensions for the creation, mobilisation and diffusion of knowledge. KIAT is operationalised in three organisational cases in different industries and processes. This allowed the instrument to be refined and led to the development of procedures to apply KIAT. The cases suggest that KIAT provides useful insights to discover or confirm KMS readiness where a cross-functional business process is the unit of analysis. The research contributes to research methodology in the KM field, as it is the first to use the Means-End Chain approach into knowledge management research by representing a hierarchy of organisational goals in a knowledge management initiative. For practitioners, my research makes two contributions. One, the KIAT readiness assessment instrument to diagnose their organisational readiness and take informed decisions. Two, the understanding of Communities For Performance. This study points the way for further research. This includes directions to explore the relationship between the levels of readiness and the effectiveness of KMS implementation, the relationship between organisations’ experience and their readiness, and the relationship between the dynamics of the KIAT Factors and organisational learning.
