Nowadays, the search for identity in Taiwan has been more significant today compared to the past because political parties have been attempting to use Taiwanese identity to impact the political loyalty, the democratization as well as language. Based on current situation of tourism cross-Straits, this paper respectively analyzes its economic value, political value as well as cultural value on Taiwanese identity. This paper finds that due to a series of strategies adopted by Tsai’ government, tourism does not make a big difference in Taiwan’s economy, hence, the interdependence of tourism does not remarkably diminish Taiwanese identity from the perspective of economic value. Furthermore, according to the current perceptions of Taiwanese to Mainland tourists, tourism across Taiwan Strait makes slight influence on Taiwanese identity. Consequently, the current effect of using tourism as an economic lever to encourage political unification is extremely rough and tenuous. Besides, to some extent, currently tourism is likely to produce greater social and cultural alienation among Taiwanese, which makes a contribution to boost Taiwanese identity. However, the result can be reverse with the current improvement of education and the quality of Chinese and admiration of China’s remarkable development.

Taiwan’s low birth rate and declining demand for higher education among the country’s high school graduates has led to vigorous competition between Taiwanese universities to attract and retain students. Increasing international student enrolment can help alleviate these existing pressures. However, the transition from high school to university life and the need to study in a degree program with English as the primary medium of instruction, can present challenges for first-year students. We aimed to investigate First Year (FY) Taiwanese and non-Taiwanese students’ learning experiences and the barriers they face at a private university. The key research findings are based on factors affecting FY students’ learning experiences such as interactive teaching techniques, peer support, program attributes, social integration, and the international learning environment. We argue that for higher education institutions (HEIs) to stand out in a highly competitive environment, university management should optimise their resources and services to meet local and international students’ needs.

With the prevalence of smart devices and wireless Internet, privacy has become a pivotal matter in governmental, academic, and technological fields. Our study aims to understand Taiwanese university students’ privacy concerns and protective behaviours in relation to online targeting ads and their habitual smartphone usage. Surveying 810 valid subjects, our results first propose that ad relevance has direct bearing on attention to ads. Second, ad relevance inversely correlates with privacy concerns (i.e. descending personal control and surging corporate power) and protective behaviours (self-filtering and ad evasion). Third and finally, neither privacy concerns nor protective behaviours have a negative bearing on habitual smartphone usage. Opposite to previous research, our study concludes that Taiwanese college students exhibit zero privacy paradox, owing to no signs of privacy concern incited by mobile targeting ads, no evidence of significant protective behaviours, and no decreasing habitual smartphone usage out of privacy concern and protection. Our findings indicate Taiwanese university students’ shaky awareness of potential risks and crises from exposure to vulnerable online privacy management. To deal with this, we suggest educating youths’ understandings of digital jeopardy by experts is urgently needed more so than just technical tutorials of privacy settings. Con la prevalencia de dispositivos inteligentes e Internet inalámbrico, la privacidad se ha convertido en un tema esencial en materias gubernamentales, académicas y tecnológicas. Nuestro estudio se dedica específicamente a entender las preocupaciones de los estudiantes universitarios taiwaneses en privacidad y comportamientos protectores en relación con la publicidad online y el uso habitual de teléfonos inteligentes. Con 810 muestras válidas encuestadas, nuestros resultados revelan que: 1) La relevancia de la publicidad tiene un efecto directo en su atención; 2) Está asociada inversamente a las preocupaciones de privacidad (por ejemplo, control personal descendiente y poder corporativo ascendiente) y comportamientos protectores (evasión de anuncios y autocensura); 3) La preocupación por ña privacidad ni los comportamientos protectores tuvieron efecto negativo en el uso habitual de los smartphones. Nuestro estudio concluye que no hay paradojas de la privacidad halladas en estos jóvenes taiwaneses debido a cambios en su preocupación por la privacidad, generada por la publicidad personalizada en su móvil. Ello evidencia un cambio significativo en los comportamientos protectores. En suma, estos universitarios taiwaneses tienen una débil apreciación de los riesgos potenciales y crisis a los que una vulnerable gestión de la privacidad online les podría exponer. Para abordarlo, una educación que cultive la comprensión de los peligros digitales para los jóvenes es muy recomendable y requiere urgentemente tutoriales técnicos sobre privacidad.

This study clarifies the rationale for offering overseas programmes as an internationalization strategy by Taiwanese higher education institutions through an analysis of related university documents and interview data. In doing so, this study highlights how institutional goals and characteristics, as well as social and cultural backgrounds, affect the internationalization of higher education based on the following two points. First, in addition to the pursuit of academic excellence and expanding student markets, university strategies are based on its particular history, resources, development goals, and orientation. Second, although different strategies were observed among the examined universities, the Chinese element and the pluralistic value of Taiwanese society have influenced the overseas programmes offered by Taiwanese universities. This paper argues that instead of merely adopting the international standard or pursuing academic excellence, it is essential for Taiwanese universities to implement internationalization strategies in order to determine their meaning and purpose in the context of Taiwanese higher education.

The purpose of this study was to examine the similarities and differences in American and Taiwanese children’s perspectives of tidy-up time. The participants consisted of 25 American kindergarteners in the southeastern US, and 25 Taiwanese kindergarteners from central Taiwan. Children were asked to respond to five questions regarding tidy-up time. Qualitative analysis of the data yielded four themes: transitions, clean and safe environments, work, and cooperation. All participants associated tidy-up time with transitions. They considered tidy-up as the notion of maintaining clean environments, but only Taiwanese children perceived it to be keeping the classroom safe. Also, all participants viewed such time as work, and as time to cooperate with each other. More Taiwanese children’s responses indicated how they and their teachers cooperate during cleaning as compared to their American counterparts.

International marriages have increased the population of new immigrants in Taiwan. Most Taiwanese educators are unaware of the expectations of the new immigrant parents. This ethnographic research explored whether Taiwanese primary school teachers implemented culturally responsive teaching to help the children of new immigrants become academically accomplished from the perspectives of the new immigrant parents. The findings indicated that most Taiwanese primary school teachers were aware of the challenges the children of new immigrants faced but culturally responsive teaching approaches were rarely implemented in any meaningful way, and that Taiwan still lacked effective communication styles, multicultural curriculum design and culturally congruent teaching. While most Taiwanese teachers recognized cultural differences, they failed to pursue measures to achieve educational equity. The new challenges and relevant issues are discussed. Higher education in Asia is becoming more prominent according to Western higher education researchers, but it is also being influenced by globalization, resulting in two types of structural inequality in higher education. Organizational justice relates to positive developments of educational organizations. It refers to the sense of fairness and equality on aspects of organization policies and regulations relating to individual interests perceived by organizations’ internal members. This research first reviews the related literature to identify internal factors in the concept of organizational justice in higher education. The author designed a survey questionnaire to assess professors’ perceptions of organizational justice at their universities. The author sent out the questionnaires to Taiwanese professors with different research expertise at different universities. This research divided organizational justice into distributive justice, procedure justice, interpersonal justice, and information justice. Ultimately, 180 valid questionnaires were collected and analyzed. Four background variables (gender, age, position, and institutional type) showed statistical correlations with organizational justice in Taiwan’s higher education institutions.

In Doctors Within Borders, Ming-cheng Lo discusses the experience of Taiwanese doctors under Japanese colonial rule. By examining the viewpoints of colonial subjects, this work expands our understanding of colonialism in East Asia. The position of Taiwanese doctors continuously fluctuated between the colonial state, Taiwan society, and the culture of their medical profession. These doctors were ‘in-betweens’ in various ways. They received colonial education, and benefited from the Japanese rule, but at the same time they were a part of the Taiwan ethnic community. Though they enjoyed liberalism and autonomy within their professional culture, they remained subordinate to their Japanese mentors and colleagues. While they were the most modernized or ‘Japanized’ elements in Taiwan, they nonetheless engaged in social movements and contributed to the formation of Taiwan's civil society.

AbstractTaiwanese legal education is undergoing transformation and diversification. While the traditional approach to legal education has produced legal professionals who have led civil rights movements and contributed to the democratization of Taiwan, it has failed to meet the challenges of today’s world. Under globalization, Taiwanese industries and society now require lawyers capable of solving transnational legal disputes and legal issues regarding developments in technology and changes in society. However, these new challenges also provide law schools in Taiwan with an opportunity to apply experimental approaches, to innovate legal education. This essay describes the past and present state of legal education in Taiwan, especially its development since the government’s failed attempt at reform. Furthermore, it introduces the successful example of National Chiao Tung University’s Law School—a new law school that has developed a creative model of “innovation hub” and “social enterprise” that is transforming Taiwan’s legal education.

Almost every Taiwanese university has some form of an English Department, some with straightforward names (e.g., Department of English) and some with ambiguous names (e.g., Department of Applied Languages). The so-called ‘Applied Courses’ are in fact English for Specific Purposes (ESP) courses covering a range of Business and Tourism topics. While pursuing my doctorate I taught these courses as an adjunct lecturer in several universities. This experience continuously reaffirmed suspicions that one particular aspect of English language education was being neglected in Taiwanese secondary and tertiary education, that is, how to translate the names of the foods and dishes that make up the culturally laden Taiwanese cuisine.

This research provides information on the number sense of Taiwanese students in Grades 6 and 8. Data were collected with separate tests on written computation and number sense. Seventeen students were interviewed to learn more about their knowledge of number sense. Taiwanese students' overall performance on number sense was lower than their performance on written computation. Student performance on questions requiring written computation was significantly better than on similar questions relying on number sense. There was little evidence that identifiable components of number sense, such as use of benchmarks, were naturally used by Taiwanese students in their decision making. This research supports the need to look beyond correct answers when computational test results are reported.

This paper analyses the Japanese influence upon Taiwanese Buddhist communities during the Colonial Period. I will discuss the interplay between monasticism, education, and politics by examining the process of institutionalisation of monastics and Buddhist educational programs in Taiwan between 1895 and 1945. In accord with pertinent historical developments, this paper is divided into five sections: (1) the Sōtō Zen lineage, (2) the Rinzai Zen lineage, (3) the Pure Land (Jōdo) lineage, (4) Taiwanese monastics who studied in Japan, and (5) Taiwanese nuns. Based on the strong Japanese sectarian tradition, different sects had disparate strategies in Taiwan. The Sōtō lineage arrived first, engaged in precept ceremonies, and started up a well-run Buddhist college. The Myōshinji Sect of Rinzai took Kaiyuansi in Tainan as the main headquarters in southern Taiwan for teaching Buddhist classes as well as holding monumental precept-conferral ceremonies. As for the Pure Land lineage, they came slightly later but eventually established 37 branches across Taiwan, implementing social-educational programs actively. Finally, the nuns and monks who went abroad to study Buddhism in Japan matured and took important roles in advancing Buddhist education in Taiwan. All of these cases demonstrate a profound Japanese influence upon Taiwanese Buddhist education and monastic culture.

Many studies focus on Chinese-speaking international students’ adaptation issues inside and outside educational settings in the West. A strong emphasis has been placed on identifying Chinese-speaking international students’ problems and solving them through educational programs, pedagogies, and curricula. This emphasis categorizes these students as a cohort that have issues learning and living in Western societies, a categorization that ignores identity as complex and context-dependent. Drawing on a Bourdieuian poststructuralist perspective, this 18-month-long study documented the experiences of nine Taiwanese international students at different Australian universities before, during, and after their 1-year postgraduate education in Australia. This study compared their experiences and highlighted the complexity of identity movements. The findings present habitus modification and habitus improvisation, two notions developed from a Bourdieuian perspective. In conclusion, this study encourages reassessment of the standard notions of adaptation and prompts further exploration of how international students use their overseas experiences in the home context.

Adult education is a significant feature of the Taiwanese education landscape and is recognized as significantly contributing to national economic development. Given the importance of adult education in Taiwan, an investigation of teaching approaches and an understanding of interplay of teaching approaches with Taiwanese culture is worthwhile because such investigations provide a platform for reflection and subsequent evolution of teaching approaches. In the present article, the authors delve into the heritage of Taiwan to explore teaching practices from the standpoint of the teachings of Confucius and Western teaching approaches. Data were collected via survey of 39 randomly selected adult educators from premium universities in Tapai along with interviews. The results point to the persistent dominance of Confucian instructional methods despite some use of Western teaching approaches.

Students in South East Asia often struggle with English /l/ and /r/. This study therefore set out to examine how Taiwanese pupils’ perception of these sounds is influenced by cross-language effects. Most Taiwanese students have Mandarin as L1 and Taiwanese as L2 or vice versa, and English as L3. A same–different discrimination experiment was conducted to measure pupils’ ability to discriminate between phonetically close English /r/ and /l/ and Mandarin /ʐ / and /l/. The results show that L1-Mandarin pupils discriminate both the English consonant contrast and the Mandarin consonant contrast better than L1-Taiwanese pupils. Discrimination difficulty may be higher if two members of a contrast are perceived as belonging to a single L1 category.

The purpose of this study was to examine similarities and differences of American, Japanese, and Taiwanese kindergarten teachers’ perspectives about clean-up time. The participants consisted of two female American kindergarten teachers in the southeastern US, two female Japanese kindergarten teachers on the main island, and two female Taiwanese kindergarten teachers from central Taiwan, all of whom teach four-year-olds. Qualitative analysis of the data yielded four themes regarding teachers’ views of clean-up time: teaching cleaning-up methods, the developmental stages, the extension of play, and reflection of one’s own practical knowledge and skills. These teachers perceived clean-up time was more than just a transitional time. The implications for early childhood education are presented.

The gap between learning courses and practical demands has existed in Taiwanese solar photovoltaic and LED industries; therefore, this study attempts to analyze the existing curriculum design of universities. This study collected the current 103 course programs from all optoelectronics-related departments in Taiwanese 36 colleges and universities and sorted these curriculums by three domains of education objectives theory. This theoretical framework was verified on the basis of samples from 150 Taiwanese industrial experts and 354 optoelectronics-related undergraduates and postgraduates. We found that the levels of correlation among the independent variables including cognitive, affective, and skill-based domains and the dependent variable employability are all positively related to each other. We also found the currently curriculum design in Taiwanese universities rarely fit into theory of education objectives from the results of multiple regression analysis. Industrial and student’s group also have few consistent ideas on courses within the curriculum. Finally in order to bridge the gap between learning and practical application, the study provides an idea on curriculum design and suggests that curriculum review should be executed by industrial experts to confirm the courses related to the employability.

Compared to topics such as creativity and strategic implementation in entrepreneurship education, sustainability has not been profoundly emphasized in programs. This study seeks to fill this gap by examining cross-cultural differences between the Austrian and Taiwanese educational contexts in terms of sustainability awareness in entrepreneurship among students in higher education. To conduct the study, students from both Austria and Taiwan were interviewed after developing a procedure to cross-examine their activities in programs, workshops, and team projects. The results indicated that students’ perception of sustainability differed according to sociocultural background: Taiwanese students tended to prefer individual responsibility and action, whereas Austrian students were more aware of the impact of industry and food production on sustainability. Such an approach could help students in both Taiwan and Austria to attain a better understanding of the sustainability problems that require entrepreneurial solutions. The uniqueness of this study lies in its cross-examination and cross-comparisons of sustainability integration in entrepreneurship education in Austria and Taiwan. Such comparisons provide educators and policymakers the opportunity to engage in cross-cultural exchanges of knowledge and experiences from which they can learn and adapt.

This paper presents evidence that since 1980, relative to native-born Americans and other immigrants, the earnings of Taiwanese immigrants have grown rapidly as they assimilate into the U.S. economy. Consistent with the existing U.S. evidence, I show that most of the immigrant–native earnings gaps can be explained by endowments, and the importance of endowments continues to increase. The estimates indicate that the improved endowments from education and U.S. experience, along with rising returns to both factors, largely explain Taiwanese immigrants’ economic assimilation experience. I show that more recently arrival cohorts of Taiwanese immigrants have earned more than the older ones since 1980.

AbstractThe global market gives nation-states no choice but to be subject to its rules. As a result, they need to modify themselves to meet its requirements in order to gain access to the considerable amount of capitalist profit available. This adjustment is manifested in their higher education policies, as witnessed by the fact that many countries have been enlarging their higher education capacity in order to cultivate more human capital. This functions as a critical element in enhancing their international competitiveness in the global market. As Taiwan is a key member of this market, the above relationship is significant in the Taiwanese context. However, although globalization exercises a profound influence on higher education policy in a society such as Taiwan, social culture also plays a role in conditioning such policy. This essay argues that the significant expansion in the Taiwanese higher education system has occurred as a result of a combination of globalization and Chinese-culture.

This study used documents, interviews, and questionnaires to explore 10 Taiwanese elementary school English teachers’ perceptions of teacher leaders and leadership and to what extent their background influenced their perceptions of leadership. The conceputal framework was developed based on the component of teacher leaderships, principles for leadership and domains of leaderships. The study had the following major findings. First, participants unanimously agreed on the perceptions of leaders in terms of teaching as an important profession, the influence of institutions on teacher leaders, and teacher leaders’ roles in decision making. Secondly, participants disagreed in their perceptions about balancing between being teachers and teacher leaders and teacher leaders’ roles in school-wide plans. Next, English teachers’ age, school size, and years of teaching experience were the major factors for such discrepancies. Arousing English teachers' awareness of instructional leadership is crucial in the language teacher education.

There has been little research conducted on Taiwanese Aboriginal music education in comparison to Aboriginal education. C. Hsu's Taiwanese Music History (1996) presents information on Aboriginal music including instruments, dance, ritual music, songs and singing, but information on music education practices is lacking. The examination of historical documentation shows that music education was used by both the Japanese government and Christian missionaries to advance their political and religious agendas. This paper will examine the development of the music education of Aborigines in Taiwan from the mid nineteenth century, when Christian missionaries first came to Taiwan, until the end of the Japanese protectorate (1945). I shall discuss how the missionaries from Britain and Canada successfully introduced Western religious music to Aboriginal communities by promoting various activities such as hymn singing and religious services. The paper will then look at the influence of government policy on Aboriginal music education during the colonial periods. These policies affected both the music taught in elementary schools and the teaching materials.

This review aims to introduce the Taiwanese Medical Accreditation System: its history, role and future goals. In 1999, the Ministry of Education, Taiwanese Government commissioned the non-profit National Health Research Institutes (NHRI) to develop a new medical accreditation system. According to that policy, the Taiwan Medical Accreditation Council (TMAC) was established in the same year. The council serves a similar function to that of the Liaison Committee on Medical Education (LCME) of the United States and the Australian Medical Council (AMC). The accreditation process consists of a self-assessment plus a four-day site visit by a team of eight medical educators that are headed by one of the council members of the TMAC. The first cycle of initial visits was completed from 2001 to 2004. Subsequent follow-up visits were arranged according to the results of the survey with smaller-sized teams and shorter periods. There is evidence to suggest that the majority (seven of eleven) of the medical schools in Taiwan have made good progress. TMAC?占퐏 next step will be to monitor the progress and raise the standard of medical education in individual schools with a homogenous, superior standard of medical education.

The economic boom in the 1970s has allowed Taiwan to rise as one of the ``four dragons'' in East Asia. In the late 1990s, the Taiwanese government set up a ``Go South policy'' to strengthen and expand the relationships in trade and investment between Taiwan and Southeast Asian countries, including Vietnam. The results gained from the process of implementing the ``Go South policy'' have paved the way for the birth of the ``New Southbound Policy''. In 2016, President Tsai Ing-wen initiated the ``New Southbound Policy''. This policy is people-centered, actively promotes bilateral exchanges and cooperation between Taiwan and countries in Southeast Asia and South Asia in the fields of human resources, manufacturing, and investment. education, culture, tourism, agriculture..., in which special attention is paid to cooperation in education - training and high-level human resource exchange. This policy will create significant impacts on Vietnam's overall relationship with Taiwan, especially in the field of education and human resource development. In Taiwan's perception, Vietnam is the first choice because this is a country with stable economic development, large market ownership and diverse consumer demand. On that basis, the paper focuses on the formation and implementation of Taiwan's ``New Southbound Policy'' on human resources development. In addition, the article assesses the impact of Taiwan's ``New Southbound Policy'' on the present and future cooperation between Taiwan and Vietnam in the field of education.

Purpose The purpose of this paper is to trace the development of indigenous heritage rights in Taiwan. It examines how this pursuit is intertwined with the global indigenous movement, national political interests and rising local cultural awareness. Design/methodology/approach This paper focuses on the rise of indigenous rights in Taiwan by looking at political shifts, indigenous museums and changing frameworks through which heritage is understood. The paper uses two case studies: one is the implementation of a heritage protection law in Taiwan; the other is the launch of indigenous museums. Findings In Taiwan, heritage is often associated with political ideology, power relations and resource distribution. The development of heritage discourse is inseparable from the international heritage trend as well as the local political situation. Originality/value The pursuit of indigenous heritage rights in Taiwan is supported on the one hand by the government so as to define a distinctive Taiwanese culture and on the other to meet the demands of Taiwan’s indigenous movement. Two case studies are provided to examine the pros and cons of current indigenous heritage projects in Taiwan.

This study aimed to address the teaching readiness issues of OpenCourseWare (OCW). Specifically, the research goal was to examine Taiwanese college faculty members’ level of teaching readiness for OCW via a questionnaire named “Teaching Readiness Scale for OCW” (TRS-OCW). A total of 142 Taiwanese college faculty members both with and without OCW teaching experience participated in this study. The results showed that faculty members with OCW teaching experience had significantly higher readiness levels in the factors of perception of administrative support, personal characteristics, and OCW recognition when compared to faculty members without OCW teaching experience. Male faculty members with OCW teaching experience had higher readiness than female faculty members with OCW teaching experience in the OCW recognition factor. Moreover, the job position of OCW-experienced faculty did not make a difference in any readiness factor. Finally, perceived administrative support was the only significant predictor of the willingness of college faculty without OCW teaching experience to provide OCW in the future.

Purpose Although coresidence with children when one becomes old is an ideal in Chinese society, the drastic socio-economic development in Taiwan has brought some fundamental changes to living arrangements of the elderly population. The purpose of this paper is to examine the relationship between family living arrangements and elderly health in Taiwan, given the secular trend of more elderly persons choosing to live with their spouse or to live independently. Design/methodology/approach The authors utilized panel data from the “1989 Survey of Health and Living Status of the Elderly in Taiwan” with follow-ups up to 2007 to examine how living arrangements of the elderly affect the risk of mortality using discrete-time hazard models. The authors stratified the analyses by the elderly’s preference to coreside with children, and examined whether the effects of living arrangement varied by age, controlling for sociodemographics, health status, health behaviors, and social relationships observed at the baseline. Findings The authors found that both the associations of living arrangements and coresidence preference with that mortality risk were largely weakened when controlling for other variables. Only among respondents expressing preference for coresidence were living arrangements associated with mortality risks, and these effects increased with age. For those who did not intend to live with children, the authors found no evidence suggesting living arrangements were associated with mortality risks. The dynamics of living arrangements among the elderly and elderly care policies in Taiwan are discussed for further research. Originality/value To the authors knowledge, no previous research has examined living arrangements and mortality risks with respect to coresidence preference.
