Destination tourists are a critical stakeholder for developing sustainable tourism. Exchange students as tourists have become a growing segment of the international tourism market. Students undertake courses, internships, or exchange programs at an overseas university for a period of time. Student exchange programs (SEPs) through educational tourism offer exchange students ample learning opportunities from local universities, industries, and other stakeholders. The purpose of this research was to assess the relationships between experiential benefits (including practical business benefits, rural environmental benefits, and personal sociocultural benefits), professional identity, career choice intentions, and support for educational tourism via SEPs. This study surveyed students from Taiwan, Thailand, Indonesia, Japan, Vietnam, and others who attended exchange programs in the field of agriculture in Taiwan and other host countries during the last 15 years and are back in their respective countries. Primary data on exchange students were collected using an online questionnaire survey with a sample size of 326 respondents. The results indicated that professional identity has a full intermediating influence on relationships among experiential benefits, career choice intentions, and support for educational tourism via SEPs. The findings are expected to contribute to the understanding of agricultural students’ SEP behaviors, and to provide suggestions for planning and managing relevant policy to encourage more students to join SEPs overseas.

Abstract This East Meets West Symposium presents cross-cultural evidence of community-based programs developed to address cognitive health needs of older adults or to support dementia family caregivers. It includes five studies from mainland China, Taiwan, and the U.S.A. The first study explored the adherence to computerized cognitive training to promote cognitive health among Chinese older adults using a qualitative approach. External encouragement, and self-awareness of performance improvement were found influential to older adults’ adherence. The second study spearheaded by American Association of Retired Persons (AARP) in the U.S.A shed further light on technology use in promoting brain health by comparing in-person versus online cognitive training to older Americans during the COVID-19 pandemic. The third study tested the effectiveness of a cognitive health management model for community-dwelling older adults including healthy and mild cognitively impaired (MCI) ones in Shanghai, China. Older adults with MCI who received the management service showed better cognition outcomes compared to their counterparts in the control group. The fourth study focused on a community program named “Carer Café”, developed to support dementia family caregiver in Taiwan. Participants (n=375) reported reduced stress and increased access to service referrals. The last study examined the stakeholders’ perceptions of dementia friendly initiatives (DFI) being implemented in U.S.A, mainland China, and Taiwan to support persons with dementia and family caregivers. The impacts of DFI made, challenges DFI faced, and strategies DFI used during COVID-19 pandemic were discussed. The discussant will comment on each article’s contributions and limitations in the context of literature.

PurposeThe purpose of this paper is to investigate the effects of disaster relief payments on on-farm and off-farm labor supply of farm households in Taiwan. The effectiveness of the policy amendments of the disaster relief assistance programs is also examined.Design/methodology/approachA unique sample of 124,827 persons living in the family farm household in 2009, 2011, 2012, 2013 and 2014 was used. This sample was merged into the township-level administrative profile of all of the recipients of agricultural disaster relief payments from the Natural Disaster Program in Taiwan. A fixed effect panel data model was estimated to analyze the impacts of disaster relief payments on each individual’s labor supply decision.FindingsNatural disaster payments significantly reduced individual’s propensity to work on the farm. Moreover, the higher of the payments, the higher(lower) possibility of the individual to engage in on-farm(off-farm) work. In addition, an increase in the amount of disaster payments can increase the on-farm labor supply of family farm members.Research limitations/implicationsDue to data unavailability, an individual-level panel data set is not used. Future studies can check the robustness of the finding using an individual-level panel data set.Originality/valueThis paper contributes to the limited empirical evidence on agricultural relief programs.

The article investigates the financial basis of state-sponsored international academic exchange through the Swedish Institute (SI). Founded in 1945 the SI is the main institution for Swedish public diplomacy and is as such part of modern foreign policy and Swedish soft power. This article maps the changing sources of funding as well as the sums spent on academic exchange from 1945–2010. It also discusses the various forms of exchange programs and gives an overview of the ideas behind and arguments for such programs. The overall picture is that state-sponsored exchange after 1945 has expanded. Not only has more and more money been spent on exchange, which led to an increase in the number of persons benefitted, but there has also been a diversification in exchange schemes towards parallel programs, each designed to fulfill a certain task. Though they fund different parts of the SI exchange scheme, the main sources of funding, however, have remained the same: the Ministry for Foreign Affairs, various development assistance agencies and programs as well as the Ministry for Education.

Purpose This study examined intervention techniques used with children with autism spectrum disorder (ASD) by speech-language pathologists (SLPs) in the United States and Taiwan working in clinic/hospital settings. The research questions addressed intervention techniques used with children with ASD, intervention techniques used with different age groups (under and above 8 years old), and training received before using the intervention techniques. Method The survey was distributed through the American Speech-Language-Hearing Association to selected SLPs across the United States. In Taiwan, the survey (Chinese version) was distributed through the Taiwan Speech-Language Pathologist Union, 2018, to certified SLPs. Results Results revealed that SLPs in the United States and Taiwan used 4 common intervention techniques: Social Skill Training, Augmentative and Alternative Communication, Picture Exchange Communication System, and Social Stories. Taiwanese SLPs reported SLP preparation program training across these common intervention strategies. In the United States, SLPs reported training via SLP preparation programs, peer therapists, and self-taught. Conclusions Most SLPs reported using established or emerging evidence-based practices as defined by the National Professional Development Center (2014) and the National Standards Report (2015). Future research should address comparison of SLP preparation programs to examine the impact of preprofessional training on use of evidence-based practices to treat ASD.

SUMMARY Acute and chronic hepatitis B virus (HBV) infection is a leading cause of liver disease worldwide. It is estimated that approximately 350 million people worldwide have chronic HBV infection and that 1 million persons die each year from HBV-related chronic liver disease. In the past decade, significant progress in the understanding of the molecular virology and pathogenesis of HBV infection has been made. In addition, effective treatment modalities have been developed for persons with chronic infection. Worldwide, prevention of HBV transmission has become a high priority. In 1992, the Global Advisory Group to the World Health Organization recommended that all countries integrate hepatitis B vaccine into national immunization programs by 1997. Currently, 80 countries have done so and several others are planning to. Many countries have reported dramatic reductions in the prevalence of chronic HBV infection among children born since the hepatitis B vaccine was introduced into infant immunization schedules. Recent reports from Taiwan indicate a reduction in the incidence of liver cancer among children as a result of widespread hepatitis B vaccination programs.

The study examined the patterns and effectiveness of counterpart training by Canadian cooperants involved in development projects. The traditional one-on-one apprenticeship model of counterpart training was used. Success of the training was analysed by comparing results against the principles of effective training in industry.
A group of 40 Canadian cooperants returned from postings in Africa participated in the study. All of the cooperants were participants in a major study on cross cultural effectiveness sponsored by the Canadian International Development Agency.
Results of the study indicate that the counterpart training system is not very effective as a means of transferring knowledge and expertise. The problem appeared to lie in the process itself. Training was generally secondary to completion of the project on time and on budget, and tended to evolve as the need arose and as time permitted. Few of the cooperants had any experience in designing training interventions, and so devised their own tools and methods with few identifiable measures of success. There were no formal evaluations of either the cooperant or the counterpart, nor of program success upon completion of the training.

Share repurchase has been one of the most important corporate financial decisions in recent years. This study employs a sample of share repurchase in Taiwan Stock Exchange (TSE) during the period from 2009 to 2012. We apply the logistic regression model to examine the potential motivations of stock repurchase and the association of the ratio of share repurchases announcement and its subsequent earnings performance as well. Our main findings include: (1) the empirical results support the signaling hypothesis. Namely, the severer of a stock been under-valued, the more share repurchase occurs. The more cash holding and free cash flow and the lower leverage ratio, the higher probability of treasury share repurchase. (2) Size effect does not display significant impacts on share repurchase. The results indicate at least certain degree of information asymmetry appears in both small and big companies. (3)A significant positive association of financial performance occurs before and after the implementation of treasury share repurchases. Moreover, after controlling asset size, earnings performance, and the amounts of repurchase announcements, the subsequent financial performance displays insignificantly negative relation with the repurchase implementation rate. Therefor we cannot conclude the direct relationship between implementation of share repurchase and its subsequent financial performance.

High quality education and providing a Chinese learning environment are two niches for attracting international students to study in Taiwan. While more international students chose to live with host families, especially teenagers and senior high school students, the number of host families in Taiwan was increasing rapidly. Hosting experiences has the potential to create more culturally aware and sensitive host families. However, previous studies on host families focused more on “how to increase international students’ language and cultural learning” than on understanding host families’ growth in intercultural competence. Among reviewing 15 studies about host families, we found no study that exclusively examined the host families’ learning process of attaining intercultural competence. By way of qualitative approaches of in-depth interview, observation and document review, the findings for the learning process of host families showed that the host family’s intercultural competence development came from two sources: 1). Learning provided by organization; 2). Individual Informal Learning. The researcher found that host families could develop their intercultural competence through formal learning, which refers to learning opportunities from the cross-cultural training provided by the relevant organizations. On the other hand, host families also enhanced their intercultural competence through individual informal learning, which refers to unplanned learning behaviors that host families undertake through face-to-face interactions with international students. This learning process put emphasis on intercultural experiences as well as formal training. In the end, the recommendations to the future research were presented.

Diplomacy is an intricate and challenging practice of fostering relationships around the world. It is a tool of soft power, which operates in the aspects of ‘attraction’ and ‘cooperation.’ One of its branches is Cultural Diplomacy (CD) that is defined as the exchange of ideas, information, values, traditions, art and other aspects of culture practiced by institutions or individuals with the goal of enhancing mutual understanding and strengthening relationships. However, it continues to be undermined in international relations. The purpose of the study is to shed some light on the growing importance of CD in the 21st century. By exploring the Fulbright Program in Taiwan, it strengthens the cultural diplomacy in theory and in practice. The research methods are document analysis and qualitative approach. The researcher used soft power theory and ‘The Logic Model’ as the frameworks to describe, analyze, and assess the study. The research study concludes that the educational exchange program, Fulbright program in Taiwan, embodies outcomes with cultural aspects. The research study analyzes that the participants’ develop ‘attitude change.’ This is the most significant outcome, both intermediate and long lasting. The research concludes that the Fulbright program fulfills the goal of U.S. cultural diplomacy in the 21st century.

In this era of globalization, more and more students take exchange programs to experience different cultures and study a different language. While much research has been on culture shock experienced by study-abroad students and on their target language learning effect, little research has explored the variability found in exchange students’ language learning and cultural adaptation, and even less are on Asian senior high school students. Therefore, this study investigated Taiwanese senior high students’ learning experience during their exchange program study overseas and, in particular, their experience in staying with their host family and in the school contexts as well as their coping strategies to overcome their learning difficulties. A qualitative research design guided the study’s data collection and analysis. Seven student participants were invited for interviews on the basis of a semi-structured protocol. A content analysis approach with coding and categorizing strategies was used to identify emergent themes. The results revealed four major themes relating to target language development, cross cultural understanding, adaptation difficulty and strategies, attitudes toward study-abroad experiences. The study results have substantial implications for English language education and exchange programs.

As the advanced education in Taiwan has been immensely affected by low birth rate and internationalization, with which the global competition accelerated by WTO goes hand in hand in bonding the cross-straits relations even tighter and closer. In the past research literature regarding the visits from the Mainland’s university students to Taiwan, there has seen a lack of first-hand questionnaire surveys targeting short-term exchanges or enrollment of the Mainland’s university students at the universities in Taiwan, not to mention that very few theses have addressed the visits from these students to Taiwan. Presently the Mainland China has become the largest country of origin in the world (CAN, 2011). With Taiwan’s policies loosening in the Mainland’s higher education certification and enrollment of students from the Mainland, the short-term exchange program may well attract better students from the Mainland and hence broaden the horizon and increase the competitive edge of Taiwanese students. Such issues are worth further discussion and exploration. Understanding Behavioral Intention to Participate in Short-term Exchange Student Programs in Taiwan among Chinese college students with Theories of Planned Behavior and Technology Acceptance Model and further scrutinizes the correlations of the “constructs” such as the intentions of exchange, attitudes, subjective norms, perceived behavior control, application, facility, innovativeness, attraction and policy acceptance. The study hopes to provide resources for the authorities concerned and enterprises in devising more complete educational policies regarding exchange programs. The current study adopts sampling questionnaires and selects first to fourth year university students from Beijing, Shanghai, Hangzhou, and Fuzhou as subjects. Number of effective returned questionnaires was 210 (32 on-line questionnaires and 178 paper copies). The study based its analysis and investigation upon the returned questionnaires and, according to the research results, provides conclusion as follows: 1.Understanding Behavioral Intention to Participate in Short-term Exchange Student Programs in Taiwan among Chinese college students from the mainland was affected by Attitude, only. And not affected by subjective norms and perceived behavior. 2.In the Technology Acceptance Model, T.A.M. The exploration of the intentions of short-term exchange students from the mainland attraction have affect on innovativeness, application but not on facility. 3.Location attraction and policy acceptance have affect on that, also.

The purpose of this study aims to provide a practicable model for proprietary trading departments of securities and futures to execute in Taiwan’s future market. Moreover, traders of investment trust and investment advisers, discretionary investment business or trust warranty of attorney can have a new direction and method after futures funds and discretionary investment business opening to the public in the future. As for applications, although this study uses TAIEX Futures as an example, models and programs can also extend to arbitrage of relevant spot portfolios with MSCI Taiwan Index Futures, TSE Electronic Sector Index Futures, TSE Banking and Insurance Sector Index Futures, Taiwan 50 Futures, and ETF, so that applications can be extended widely, and achieve the level of complete feasibility. This study is a new practice of arbitrage. It adopted volatility models to go with main and module programs needed for applications in order to actually plan a set of practicable arbitrage system, which considered various kinds of tracking errors, practical experiences, and risk control and management. Moreover, it used actual market transactions as examples, and expected this introduction may come up with valuable opinions for actual arbitrage models on the market. I also would like to provide my humble opinions for future researchers or arbitrage traders. Some practices and ideas at present stage (2003.6) mentioned in the thesis may not be the best methods later on, but at least can provide contemporary data of practical experiences for researchers who study this part of trading history of Taiwan stock. Duplicated index portfolios composed within 20 stocks (so that batch orders can be controlled within 5 seconds), it will be enough to meet the need of actual arbitrages when volatility and index volatility coefficient of correlation achieve above 95%. After deducting all possible costs and tracking errors of arbitrage, and accompanied with Internet batch orders, real time offer price system and arbitrage program module system submitted by this thesis, once Taiwan stock market achieves the arbitrage space established by this thesis, it can obtain actual arbitrage profits according to the methods mentioned in the thesis. Moreover, various theories or quantitative values of risk control and management also can apply to the actual practice, so problems hypothesized on theory but need to be solved in practice can be effectively achieved, and Taiwan stock arbitrage is practicable can be proved. Abstract The Financial Supervisory Commission (FSC) is the single regulatory authority that regulates banking, insurance, and securities activities. There are four main sectors in FSC, namely the Banking Bureau, the Insurance Bureau, the Securities and Futures Bureau, and the Financial Examination Bureau. The enforcement powers of FSC include: financial examination, administrative fine, suspension of business, revocation of permission, cancellation of business licence, orders to discharge managers or staff members and to remove and replace responsible persons. The principal legislative provisions regulating banking, insurance, and securities activities are as follows: Banking: Banking Act, Financial Holding Company Law, Law Governing Bills Finance Business, Foreign Exchange Control Act, and Regulations Governing the Declaration of Foreign Exchange Receipts and Disbursements or Transactions.

As internationalization efforts intensify across the globe, the number of higher education (HE) students who are gaining some form of international educational experience is on the rise. A large percentage of study abroad participants are from East Asian nations (Mainland China, Hong Kong SAR, Japan, Korea, Macau SAR, Taiwan), and most enroll in English language enhancement modules or English-medium content courses during their stay abroad, depending on their level of proficiency. To better meet their needs and ease their adjustment in an unfamiliar academic and social environment, it is imperative for researchers to conduct systematic studies that delve into study abroad experience. This chapter reports on a mixed-method study that investigated the second language socialization and acculturation of international exchange students from a Hong Kong university who took part in a semester-long stay in their host country. The findings have implications for both home and host institutions.

The article aims at investigating, analyzing and summarizing the peculiarities of organization of education of schoolchildren with special needs in secondary schools of Germany, Austria, Switzerland. The authors describe the experience of the countries mentioned above. In particular, the national policy of German-speaking countries concerning the integration of people with special educational needs into common socio-educational environment has been considered, the provisions of state and regional regulations governing this process have been highlighted, as well as the key approaches to its organization and practical implementation have been described by the authors of the article under consideration. The study reveals general ideas and principles of education of children with special needs in secondary schools of Austria, Switzerland, Germany and highlights the specificity of their practical implementation at the legal level of these countries in general and throughout specific regions of each one, in particular. In the process of the analysis the following methods have been applied: description, generalization, comparison and systematization of psycho-pedagogical, didactic and methodological researches. The authors reveal the specific features of the implementation of policies in the field of inclusive schooling, which had been implemented by the governments of developed countries: coverage of all children, despite individual differences or difficulties; adoption of the principle of inclusive education in the form of a law or a political declaration; development of demonstration projects and encouragement of exchange of experience with other countries; creation of decentralized and joint mechanisms for planning, monitoring and evaluation of educational services for children and adults with special educational needs; encouraging the participation of parents, communities and organizations of persons with disabilities in the planning and decision-making processes to meet special educational needs; efforts to develop strategies for early identification of such needs, as well as professional aspects of inclusive education; ensuring of the establishment and implementation of teacher training programs to provide education for people with special educational needs in public schools. It has been concluded that the integration of people with special educational needs into the academic environment of public school involves the recognition and consideration of different opportunities and needs of students, providing different types and rates of learning according to students’ abilities, implementing the appropriate organizational structure, teaching and educational strategies, providing necessary additional assistance and support.

Education faces continuous challenges trying to adapt to the everyday life situation. The new teaching and learning practices, involving blended and collaborative approaches, are in front line of the European strategy which focuses on E-competences and e-skills as autonomous elements of personal and professional development to be supported by specific learning activities and patterns. The latest ICT solutions for simulations, virtual worlds, immersive learning and enhanced learning experiences are continuously producing renewed toolkits, supporting the development of authentic learning settings. From this perspective, the needs for communication and collaboration, for exchange ideas and for harmonizing the educational patterns are obvious. This paper analyses the role of ICT-based professional development training programs for changing the teaching and learning process in the context of adult education, with a particular focus on entrepreneurial training program. This training program was developed during the implementation of the European project "Development of the entrepreneurial competences - an efficient alternative for adaptation to the labour market in the information society (POSDRU/92/3.1/S/62353)", coordinated by the Career Counselling and Guidance Center, University Politehnica of Bucharest. These kind of ICT- supported training programs represent a suitable solution to develop/export educational models, to transfer good practice in training field and to support mutual learning, as specific practices in adult education and professional development, particularly. During 3 years of implementing this European project, among other specific activities aimed to promote the entrepreneurial culture and increase the awareness, we developed, authorized and implemented a training program in entrepreneurial field, as a key element of sustainability. The training program consists of 10 modules focusing on development of entrepreneurial skills and competences and is addressed to employers, employees and persons who want to start an independent activity, in order for them to get support in term of counseling and expertise in entrepreneurial field. The training program benefits of the advantages of a dedicated e-Learning platform, whose role and impact will be described in the paper. E-learning has become a dominant delivery method in training settings across various fields and a wide range of contents approached. How prepared are the beneficiaries for initiating and managing independent learning or working activities, especially related to the e-business field? How well could we motivate them in learning experience based training supported by ICT tools?
