Pełny tekst źródłaTiivistelmä Tämän tutkimuksen tarkoituksena oli selostaa ja kuvata, mitä valtionhallinnossa vaadittavalla ruotsin kielen suullisella ja kirjallisella kielitaidolla, virkamiesruotsilla, tarkoitetaan ja miten virkamiesruotsin taitotasovaatimus toteutuu korkeakoulututkintoon kuuluvissa pakollisissa ruotsin kielen opintojaksoissa. Vuonna 1987 korkeakouluopiskelijoiden virkamiesruotsin taidon osoittaminen liitettiin asetuksella korkeakoulututkintoihin. Sen jälkeen virkamiesruotsin riittävän taitotason toteaminen on ollut korkeakoulujen itsensä vastuulla. Virkamiesruotsin merkityssisältöjä ja toteutumista tutkittiin kartoittamalla eri koulutusohjelmien ruotsin kielen opintojaksojen suunnittelua, opetuksen toteuttamista, opiskelijoiden kielitaidon testaamista, kielitaidon arviointia ja arvosanan määräytymistä. Tarkastelun viitekehyksen muodostivat kielilainsäädäntö, opettajan ajattelun hyödyntäminen tutkimuksessa sekä kielitaidon arviointi. Tutkimustulosten arvioinnin apuna käytettiin opetussuunnitelmien arviointiin tarkoitettua CIPP-mallia. Lisäksi tutkimuksen pohdintaosassa esitetään korkeakoulututkintoon kuuluvia virkamiehen kielitaitoa ja sen osoittamista koskevia jatkotoimenpide-ehdotuksia. Empiirinen aineisto kerättiin sähköpostitse kyselylomakkeilla yliopistojen kielikeskusten ruotsinopettajilta (n = 24), ja ammattikorkeakoulujen ruotsinopettajilta (n = 19) sähköpostitse kyselytutkimuksilla ja aineistoa täydennettiin henkilökohtaisilla haastatteluilla (n = 8). Kyselytutkimuksessa selvitettiin korkeakoulujen ruotsinopettajien käsityksiä erityisalojen ruotsin ja virkamiesruotsin merkityssisällöistä ja taitotasovaatimusten toteutumisesta. Eri puolilla Suomea sijaitsevat kielikeskukset ja ammattikorkeakoulut olivat hyvin edustettuina tutkimusaineistossa. Tutkimuksessa käytettiin kvalitatiivista ja kvantitatiivista tutkimusotetta. Aineiston analyysissa on fenomenografisen tutkimuksen ja sisällön analyysin sovellusta. Tulosten mukaan korkeakoulututkintoon kuuluvien ruotsinopintojen suunnittelu oli etupäässä opettaja- tai oppilaitoskohtaista. Virkamiesruotsia ja erityisalojen ruotsia oli vaikea erottaa toisistaan, ja ne tarkoittivat monien ruotsinopettajien mielestä samaa asiaa opintojakson opetuksessa ja sen loppukokeissa. Näin ollen virkamiesruotsin taidon testaaminen ja kielitaidon arviointi olivat hyvin harvoin valtionhallinnon kielitutkintoja koskevan ohjeistuksen mukaisia. Korkeakouluissa virkamiesruotsin osuuteen kuuluvaa luetun ja puhutun ymmärtämistä ei testattu erillisillä standardikokeilla. Vuosittain vähintään 20 % korkeakouluopiskelijoista sai tutkintotodistuksiinsa merkinnän virkamiesruotsin hyväksytystä kielitaidosta, jonka taitotaso ei todellisuudessa vastannut säädettyä Eurooppalaisen viitekehyksen mukaista vähimmäistaitotasoa B1. Tutkimustulokset tukivat käsitystä siitä, että yhä useampien lukion B-ruotsin oppimäärän suorittaneiden korkeakouluopiskelijoiden kielellinen lähtötaso oli niin alhainen, että he eivät saavuttaneet korkeakoulututkintoon kuuluvien pakollisten ruotsinopintojensa aikana virkamiesruotsiin vaadittavaa taitotasoa. Ketterä ohjelmistokehitys on viime vuosina omaksuttu tähän tarpeeseen ja suuntauksessa on saanut alkunsa testivetoisen kehityksen käytäntö, joka hyödyntää yksikkötestausta ohjelmiston inkrementaalisessa, syklisessä kehityksessä. Testivetoisen kehityksen puolestapuhujat väittävät tämän käytännön lisäävän ohjelmistokehittäjien tuottavuutta sekä ohjelmiston sisäistä ja ulkoista laatua. Ohjelmistotuotannon tutkimusyhteisö on tutkinut testivetoista kehitystä viimeisen vuosikymmenen aikana vahvistaakseen tai kumotakseen nämä väitteet. Empiiriset tutkimukset testivetoisen kehityksen vaikutuksista ohjelmistotuotantoon ovat suurelta osin tuloksettomia. Tämä väitöstyö tutkii kahta tekijää, jotka voivat vaikuttaa testivetoisen kehityksen väitettyjen vaikutusten ilmentymiseen ohjelmiston ulkoisena laatuna ja ohjelmistokehittäjien tuottavuutena: ohjelmistokehittäjien taitoja ja prosessin mukaista toimintaa. Tutkimus toteutettiin neljässä vaiheessa. Ensimmäisessä vaiheessa tehtiin kirjallisuuskatsaus, jolla selvitettiin tekijöitä, joiden on katsottu vaikuttavan testivetoiseen kehitykseen. Toisessa vaiheessa tehtiin Oulun yliopistolla kaksi koetta, joihin osallistui kaikkiaan 77 opiskelijaa. Kokeissa tutkittiin ohjelmiston laadun ja osallistujien tuottavuuden suhdetta heidän ohjelmointi- ja testaustaitoihinsa. Toisen kokeen aikana kerättyä aineistoa hyödynnettiin jatkotutkimuksessa, jossa tarkasteltiin laadun, tuottavuuden ja prosessin mukaisen toiminnan suhdetta. Kolmannessa vaiheessa tehtiin neljä koetta, joihin osallistui 30 ohjelmistoalan ammattilaista. Prosessin mukaista toimintaa ja taitoja tutkittiin suhteessa testivetoisen kehityksen vaikutuksiin ohjelmiston ulkoiseen laatuun ja tuottavuuteen. Neljännessä vaiheessa syntetisoitiin kahden edellisen vaiheen löydökset. Tulokset osoittavat, ettei testivetoinen kehitys liity ulkoisen laadun parantumiseen eikä ohjelmistokehittäjien tuottavuuteen. Parannukset laadussa ja tuottavuudessa liittyvät ennemmin taitoihin kuin prosessiin, ainakin ohjelmistokehityksen ammattilaisten kohdalla. Näin ollen prosessin mukaisella toiminnalla on vähäpätöinen vaikutus. Abstract This research intends to understand the job satisfaction level for secretary-in-charge of elementary schools in Taitung County, in addition, also explores whether there exists variances for job satisfaction level for elementary school’s secretaries-in-charge with different individual backgrounds. This research applies the query survey method as the mainstay of research and interview as supplementary. The design for the contents for query is primarily using the individual backgrounds of elementary school’s secretaries-in-charge (including: Gender, age, marital status, educational background, job seniority and job responsibility) as independent variables. And the seven profiles for job satisfaction level (including: Job itself, job environment, supervisor’s leadership, interpersonal skill, salaries and benefits, promotion and job performance in addition to social status, etc) are as dependent variables. Subjects under study were the secretaries-in-charge for elementary schools in Taitung County with 90 total samples disseminated and effective return of 71 copies. Information gathered from query survey were further processed through SPSS for Windows in order to feed to various statistical methods such as: Descriptive statistics, t Test, one way ANOVA, etc. From the findings of these analyses, then this research applied the interviewing method to further explore the underlying causes. Research findings were collectively as follow: 1. The job satisfaction levels for each profile are sequentially arranged as follow: “interpersonal skill”, “supervisor leadership”, “work environment”, “job itself”, “social status”, “salary and benefit”, “promotion and job performance” respectively. And the least satisfied profile was found to be “promotion and job performance”. 2. As for different individual background variables (gender, age, marital status, educational background, job seniority and job of responsibility), they showed little or no significant difference in regards to the attitudes for job satisfaction. Lastly, based on the findings of this research, concrete recommendations were made in regard to elementary secretary-in-charge, each elementary school and educational administrative organizations and so on for future references. The main purpose of this research is to study the life style and the living adaptation issues related to the new migrant to Taidong villages in Taiwan. The research objectives are: 1. The motives of the migrants who selected the country style living; 2. The life style of the migrants; 3. The adaptation problems that the migrants have to face with; Through the analysis of the life styles of these migrants, the gentrification processes and the related issues are evaluated and assessed. Quantitative methods are used in this study, literature research and semi-structural survey approaches are adopted to perform in depth study on eight recent migrants, who moved from Northern Taiwan, Southern Taiwan and foreign countries, via one-on-one interview processes. The areas of interests are focused on the motives of these migrants; the quality of life and the most needed assistance to these migrants. It was found that the motives of moving are consistent since they all love the pure and natural culture, the picturesque landscape and the fresh air in the rural area. However, the lack of mass transportation system is yet to be improved; strong sand storm and shortage of drinking water are undesirable problems; the medical care system is inadequate; the simple life style is challenged by the shortage of some of the most important daily needs. The biggest problem that these new Taidong immigrants must face with is to adapt and adjust in the process of searching for their ideal life style. It is suggested that they need to: 1. Collect and study related information before their move; 2. Conform to the nature and change their life style accordingly; 3. Respect the local culture and value the differences; 4. Enjoy the process of making their dreams come true despite trifle uneasiness. We hope that the results of this study can assist the people who are planning to move to Taidong District and provide useful information for the researchers who are interested in the related topics.

The development of an employment service in our country began with the introduction of the 2003 Employment Insurance Act (including an employment service, career training, and unemployment benefits), which culminated in a single united service front and assigned specialist service, the 2012 Employment Service One-Stop Model. It switched from the traditional first-come, first-served model to a tailor-made appointment-based specialist service. Regarding changes in the national policy and the employment service model, the demand for physical services in rural areas is higher than that in cities. Is the competency of employment service personnel good sufficient, ranging from one-purpose employment service to career planning coaching? What is the priority of competency building and training action points to meet the competency needs of the relevant positions? This research aimed to investigate the priority and order of competencies of employment service personnel in Employment Service Centers in Hualian and Taitung. The research method included secondary data analysis, literature review, fieldwork studies, and questionnaires on the importance of competencies. The research target group was the employment service personnel in the Hualian Employment Service Center, Yuli Employment Service Center, and Taitung Employment Service Center of the Ministry of Labor. We received 67 replies and 65 effective questionnaires out of 71 copies issued. The statistical methods used in this study were descriptive analysis, cross analysis, and frequency analysis. The findings of this research were as follows: 1. A certain degree of prioritization exists for the competencies of employment service personnel positions. 2. Competencies of employment service personnel differ depending on the position, professional background, and duration of employment. 3. Perceptions of the importance of competencies varies based on the different personal backgrounds of employment service personnel. The concept of Cultural and Creative Industries contains two elements with "culture" and "creative". Through the intellectual property protection, the Cultural and Creative Industries not only creates wealth and employment opportunities but also creates protection of cultural continuity. Through the Cultural and Creative Industries, "Workshop" has taken shape to create the medium of space, which staggered cultural creativity with people. Through this "Workshop", product has been forming and assembled, and then, the cultural creativity can be specific. Therefore, the role "Workshop" cannot be ignored in the tribe. A "Workshop", such in the remote tribal region, may become a unit of cultural continuity and create output value. "Yuan-Ai Workshop" is composed with "Cloth Workshop" and "Wood Workshop" ,and each with a different theme for creation. "Yuan-Ai Workshop" as a space of production also covered with the media of people and cultural exchanges. "Cloth Workshop" use the Paiwan culture for the theme of cross-stitch, and the "Wood Workshop" use the theme of driftwood , both were showing Paiwan culture, and also expressed how indigenous integrated with natural. If we explore the Field relationship between indigenous culture and the cultural and creative industries, that will inevitably involve different issues. Indigenous people who invests in craft and participate in cultural and creative industries, in essence, that represents a special cultural Field, which will be distinct to market and cultural consequential. Therefore, this thesis regards "Yuan-Ai Workshop" as a case to pursuit the development in indigenous cultural and creative industries, exploring how they operate and survive in the two Fields of "Yuan-Ai Workshop" and the cultural and creative industries. Also attempting to sketch up the appearance of indigenous cultural and creative industries policy in contemporary. This study used "participant observation" and "depth interview" as the main research methods, and by the literature to review the past policy development related to arts and culture, and indigenous Workshop appearance in process of the drift. Also use "Culture Field" theory discussesed by Bourdieu to highlight the unique and significance meaning of indigenous develop in context of cultural and creative industries. The study finds some conclusions. First, "Yuan-Ai Workshop" through the power of the school set up an incoporated associations. And second, use handcraft with creative, to make used of the cultural codes in cultural commodities. And third, seizing what the perception of nature in cultural workers owned, to make those products have different desire and imagination to the people who live in metropolis. In the sales point of view, "Yuan-Ai Workshop" is cooperated with "Lovely Taiwan Shop" which located in metropolitan area, and with a key person who has cross-cultural ability in organization to concentrate on participation in government programs and brings "Yuan-Ai Workshop" into a community center, with Cultural and Creative Industries of (NATURE plus CULTURE) and base on the "HEART".

A case study on human resources management of parent volunteers-took an elementary school of Taidong County as an example Hung-chung Kuo Abstract The parent volunteer service group of case school have been established for 17 year until now. The service quality has won all praise and had outstanding achievements. Volunteer service to schools has been demonstrated increasingly its value by affirmation from all walks of life. Therefore, the subject of volunteer human resources management system is worth to take seriously. The study used qualitative research methods for data collection and analysis by interviewing with 12 parent volunteers and school staff. The purpose of this research was to understand school volunteer human resources management system in the case school’s manpower acquisition, maintenance, incentives, the use and development of the current situation and its influencing factors. It tried to find the points of view of interviewees on their operation and difficulties of volunteer management system. The final collection would consider to be future developing direction for the volunteer organization.. According to the findings, this research proposed the related suggestion as following. First, in the volunteer human resources management system aspect: the conditions of volunteers should be relaxed. And, volunteers can run their duty directly to replace the training. Besides, to establish specific performance indicators, in-service training participation rules and the reward standard adjustment have to be done. Second, in school volunteer organizations aspects: the school volunteer groups should have more communicative opportunities to each others. Groups need independent operation and strengthen decentralization, increasing services items for either inner or external fields. Third, suggestion to the school and official authorities aspect : to establish a platform for communication, encourage morale by sponsoring group’s funds. Forth, the suggestions for future study: the researchers can have a depth discussion and analysis in just single point, the number of research subject can increase to all school parent volunteer groups in order to understand the overall human resources management system. Furthermore, to combine with both quantitative and qualitative methods will make the final solution and organization developing more complete and helpful.Looking forward to this study can provide the different reflections on parent volunteer human resources and management for all schools. The purpose of this research was to better understand teaching environment and the promotion of swimming course in Hualien, Taidong and Ilan. This research used a quantitative model. The results of this research were based upon the questionnaires collected from school physical education administrators in Hualien, Taidong and Ilan. A number of 221 questionnaires have been collected from among the 274 distributed with a return rate of 80.65%. This research also used SPSS for WINDOWS 13.0 and Kendall’s coefficient of concordance, independent sample t-test, one-way ANOVA, and Pearson’s correlation to process and analyzes the data. The conclusions of this research were shown as follows: I. Existing situation of swimming courses A. They are only 14 pools and 12 of them are used for academic teaching only; swimming course is being conducted with a percentage of 61.54%. B. Course hour is limited because of venue, facility, school budget and with not enough class time being assigned. C. Course contents focus mainly on swimming skills with a percentage of 89.71%. D. Sources of budget mainly come from students with the expenditure mostly related to facility and rental expense. E. Course is taught mainly on 6th grade with a percentage of 97.06%. F. Instructor mainly comes from school teacher who has swimming teaching experience with a percentage of 55.15%. Each instructor is responsible for 11 to 20 students most averagely with a percentage of 43.38%. G. When swimming course is conducted, the most desirable supports are: 1.Transportation (61.03%) 2.Qualified instructor (58.82%) 3.Budget (51.85%) 4.Facility&Venue (59.26%). H. There are 83 schools conducting basic swimming ability examination. Passing rate of this examination is 31.98% with a number of 5515 students out of 17240 students pass the exam in these schools. II. The difficulties of conducting swimming course A. The difficulties of promoting swimming course in elementary schools in east region facing are: 1.) Lack of venues and facilities 2.) Lack of qualified instructors 3.) The concern of safety 4.) Lack of funding 5.) Lack of qualified life guard 6.) Inconvenience of long commute time 7.) Difficulty of arranging course time. B. The discrepancy of difficulties promoting swimming course in different province elementary school are: 1.) Instructor in Tai-Dong county show less passion to teach swimming course 2.) Difficult to maintain order 3.) Both Yi-Lan county and Tai-Dong county consider the arrangement of swimming course difficult and so as the inconvenience of long commute time. C. The discrepancy of difficulties promoting swimming course in different school in different scale are: 1.) School with more than 25 classes has enough instructor 2.) School with classes of 6 and 7 ~ 12 consider the arrangement of course and the commute time inconvenient. D. The discrepancy of difficulties promoting swimming course in different school in terms of facility are: 1.) Regardless of having swim pool or not, lack of instructor, qualified life guard, and concern of safety is always the main issue. 2.) Schools with no swim pools consider lack of facility, founding, difficulty of arranging course and inconvenience of commuting the main issue.

The purposes of this study were to clarify the reality and the consistency of organizational culture and organizational effectiveness for school physical education administrative organizations in Taiwan. It was also to compare the differences those officers’ demographic variables on their organizational culture and organizational effectiveness. In addition, it tried to probe the relationship between organizational culture and organizational effectiveness of school physical education administrative organizations. Object of study for Taizhong County, Miaoli County and Taidong County 100 county-operated Junior high school sports administrative personnel. The questionnaire "Organizational Culture Measuring Scale"and "Organizational Effectiveness Measuring Scale" were used as research survey instrument. According to the data from the questionnaires, mean values, standardized scores, T Test, One-way ANOVA, Pearson Product-Moment Correlation and Multiple Stepwise Regression were used for data analysis. The result showed that: 1. The organizational culture and organizational effectiveness in school physical education administrative organizations were very congruent. 2. Significant differences in organizational culture and organizational effectiveness were found for school sports administrative personnel. As a whole, those who were male, elder, director, graduates in the department of physical education had higher consciousness for organizational culture and better organizational effectiveness. 3. It existed a higher correlation between organizational culture and organizational effectiveness in school physical education administrative organizations. And all aspects of organizational culture could influence all aspects of organizational effectiveness. 4. The organizational effectiveness (direction, goal clarity; productivity, accomplishment external support, growth; innovation, adaptation; commitment, morale; participation, openness; documentation, information stability, control;and the whole organizational effectiveness) of school physical education administrative organizations could be predicted effectively by their organizational culture (rational culture, development culture, consensual culture, and hierarchical culture). Especially both consensual culture and development culture had powerful predictability.

The economy and the society in Taiwan has changed enormously in the last two decades, so the integral space-structure should have a tremendous change, too; thus, local development of Taidung County faces challenges in the process of restructuring. In response to this trend and to the sustainable development in Taidung, it has to be in an overall viewpoint, uses methods of holistic planning, establishes the prospects of future development and forms the development strategies and management plans. How to develop the tourism industry in Taidung sustainably should be concerned by not only people in Taidung but all the citizens in Taiwan. In pursuing sustainable development in Taidung, it is urgent to integrate and balance the local culture, natural resources, urban landscape and architecture of building, and not to neglect the possible damage that has occurred in western Taiwan while developing the environment and preserving cultural heritage. Due to the globalization, Taidung tourism industry faces huge pressure from international competition. This study develops indicators for Taidung sustainable tourism development into five dimensions: environmental resources, society and culture, service systems, development and construction, and community relationship. This study adopts focused or semi-structured interviews based on the five dimensions. By interviewing hotel planners, tour operators, government officers, scholars and experts, their suggestions can provide criteria for later study investigation. The results of this study also provide references for not only tour operators or hotel planners but future tourism policies or strategies of tourism development carried out by the government.
