An examination of the understanding of sustainable tourism among Russian tourism managers (RTM) offers insights into methods for designing acceptable sustainable tourism development strategies. Documentary analysis of tourism legislation revealed inconsistency in policies at both local and federal levels while five semi-structured interviews with RTMs revealed low levels of awareness of key aspects of sustainable tourism concepts. Delphi consensus search disclosed RTMs’ associations of sustainable tourism such as nature travel, green tourism, ecological and outdoor, sports and friendly tourism. Achieving a comprehensive understanding of sustainable tourism by RTMs requires raising their awareness on the subject through training and facilitation in the elaboration of sustainable tourism strategies.

Volunteer tourism (‘voluntourism’) packages development and poverty as culturally exotic and ethical experiences for tourists from industrialized countries. Among the various sectors promoting voluntourism, university sector short term study abroad tours network voluntourism agencies, local actors (e.g., NGOs), universities, and government funding to offer students ‘life changing’ community sustainable development experiences. Alongside the purported benefits for all stakeholders, recent criticism points to the commodification of development and poverty through such tours and multiple pernicious effects of such travel, especially the failure to deliver community impact. Given the significant financial, political, and other interests involved, monitoring and evaluating such initiatives against transparent independent sustainability principles has proved complicated. Case studies employing ethical covert research, fieldwork, and secondary data analysis offer one approach. This case study of a purported sustainable housing project in rural Maharashtra, involving a bilateral university-government-local NGO voluntourism ecosystem lead by an Australian Green NGO (AGC) analyses the multiple gaps between participatory community sustainable development and voluntourism. This case study employs content analysis of project reports, visual data from a field visit, recent village documentary analysis, anonymized email communication, and secondary analysis of contextual data to evaluate the claims of participatory sustainable development and project outcomes of a bilateral NGO voluntourism housing project. The study findings signal lack of financial transparency, incompetent assessment of material needs, limited local participation and control, and failure to deliver on objectives. The conclusion recommends that socially responsible short-term international exchanges should be carefully monitored and exchanges should prefer knowledge exchange.

This paper casts light on cultural heritage storytelling in the context of interactive documentary, a hybrid media genre that employs a full range of multimedia tools to document reality, provide sustainability of the production and successful engagement of the audience. The main research hypotheses are enclosed in the statements: (a) the interactive documentary is considered a valuable tool for the sustainability of cultural heritage and (b) digital approaches to documentary storytelling can provide a sustainable form of viewing during the years. Using the Greek interactive documentary (i-doc) NEW LIFE (2013) as a case study, the users’ engagement is evaluated by analyzing items from a seven-year database of web metrics. Specifically, we explore the adopted ways of the interactive documentary users to engage with the storytelling, the depth to which they were involved along with the most popular sections/traffic sources and finally, the differences between the first launch period and latest years were investigated. We concluded that interactivity affordances of this genre enhance the social dimension of cultural, while the key factors for sustainability are mainly (a) constant promotion with transmedia approach; (b) data-driven evaluation and reform; and (c) a good story that gathers relevant niches, with specific interest to the story.

Since their beginning, companies establish procedures to observe their competitors. Methods for obtaining this kind of information have evolved with the internet era; a plethora of tools is nowadays available for this job. As a consequence, a new problem has emerged: documentary noise, keeping companies from being able to process and benefit from the huge amount of information gathered. Strategic planning mainly relies on obtaining environmental knowledge, so companies need help on dealing with this documentary noise; technological surveillance and benchmarking are preferred methodologies to achieve this objective, coping with data produced by automatic internet tools like search engines and others. Qualified results of better nature are produced by bringing new theories on information gathering and processing intoboth tools. This article exposes empirical results on the application of a demonstrative technological surveillance system based on different R&D management structures, relying on benchmarking indicators for the naval and aeronautics industries.

The article considers the experience of classification documents of the territorial planning and management of urban agglomerations in the Russian Federation. We have analyzed the documents of the federal level the main aim of which is regulating the processes of formation and development of agglomerations in the country. The documents developed in the regions over the past ten years, which regulate the functioning of all Russian urban agglomerations including laws, concepts, strategies, territorial planning schemes, inter-municipal agreements, and regulations on the activities of coordination councils are considered in detail. A comparative analysis of the documents allowed us to group agglomerations according to the degree of representation of the regulatory and documentary basis. There are five groups of agglomerations that differ in the number of documents and the degree of elaboration of agglomeration issues. The results revealed a significant gap between the selected groups. For agglomerations of the first and second groups we have prepared the complete sets of documentation, which reflect sufficiently the main parameters of agglomerations as integral system formations. For agglomerations included in the fourth group, there are no special documents, there are also some relevant materials in the regional documents of strategic and territorial planning which are characterized by poor elaboration. Agglomerations of the fifth group are not provided with regulatory documents at all, they are not considered as special formations. The analysis can contribute to improving the methodology of agglomeration development, understanding the need to expand and improve approaches to the management of urban agglomerations as integral objects. It is obvious that the urgent problem of sustainable development and functioning of urban agglomerations is the need to develop an innovative management model, its coordination with the regulatory framework of regional management structures, and a clear definition of conceptual and terminological and spatial-structural parameters.

Commentary: The Tokelau solar project first came to the attention of this filmmaker at a Pacific Energy Summit in Auckland, New Zealand, in 2013. Three remote islands in the Pacific becoming the first 100 percent solar-powered nation on earth and setting an example for the complete adaptation of sustainable energy sounded like a story too good to be overlooked by mainstream news media. However, research demonstrated that this was indeed widely ignored. So the author set about his usual practice of pitching the idea to his colleagues at German Television. The fact that he had already made a short documentary about Tokelau in 2006 (ARTE TV Reportage: Independence Referendum in Tokelau) and was thus familiar with the territory and its people, which worked in his favour. But funding proved to be a difficult challenge because the logistics of the project demanded a longer than usual shooting schedule and crew time. In the end, a solution was found by accessing additional funding and negotiating a bulk deal with the crew to make The Solar Nation of Tokelau (2014).

Ending hunger, achieving food security, and promoting sustainable agriculture are the goals to be achieved by 2030 according to Sustainable Development Agenda. It aims to achieve the goals through increasing the agricultural productivity and incomes of small-scale food producers which include indigenous peoples, family farmers, pastoralists and fishers. The purpose of this article is to study causes of global hunger and SDGs Goal 2 for the guidelines of ending hunger and to suggest an aligning principle of Sufficiency Economy Philosophy for solutions to hunger. Documentary study and literature review were used for data collection. It is found that Sufficiency Economy Philosophy (SEP), consistent with the SDG2 goal, has produced many best practices for the past two decades. It suggests the model of small farm management under “New Theory” based on Sufficiency Thinking. It provides guidelines for farmers to divide their plots into four sections under the 30:30:30:10 formula for integrated farming. This basic model can be modified to suit different geographical conditions and farm sizes, but it requires farmers to live their life with moderation, respect for, recognition of local knowledge and local management of natural resources. It can be a means to improve the quality of life in rural areas, ensure enough food for present and future generations, and generate sufficient income for farmers. Apart from gaining year-round food security from integrated farming, farmers eventually become debt-free and end hunger.

The Chinese central government has recognized that village–government networks are promising for the sustainable development of rural villages. Though many local governments tend to deploy various hands-on or hand-off governance tools to influence the sustainable development of village-governance networks, the number of villages successfully achieving “good governance” is still rare. Therefore, this study empirically elaborates on the application of three classic tools of governance networks, analyzing how leaders of local government and village communities influence the effectiveness of these tools. The data were collected by snowball interviews, careful observations, and documentary analysis in Xiaonan village, a representatively successful case of rural-village governance networks in China. We detected that governance tools are often inadequately used and under-development in Chinese rural-village governance networks, accompanying a strong interaction between the effectiveness of tools and leadership. Excellent leadership is necessary for a successful rural-village governance network and its scaling-up.

PurposeThe purpose of this paper is to investigate the status quo of Global Reporting Initiative (GRI)-based sustainable public value (SPV) reporting by electric utilities. Furthermore, the study attempts to find out whether a stock exchange listing and/or a public ownership are positively associated with electric utilities’ reporting regarding their contributions to a sustainable development (SD) or not.Design/methodology/approachAn empirical analysis of sustainability reports published by electric utilities from 28 different countries all over the world is carried out. The investigation is based on a documentary analysis of 83 GRI G4 reports.FindingsThe findings show that electric utilities’ coverage of GRI indicators of the electric utilities sector disclosures varies between, as well as within, the different categories of the GRI guidelines and that the coverage of sector-specific indicators is often lacking behind the general coverage rates. Furthermore, the study reveals that a stock exchange listing is positively associated with electric utilities’ GRI-based SPV reporting. In contrast, public ownership does not show a significant association.Originality/valueElectric utilities have a significant influence on SD. They operate in a regulated environment that is targeted at utilizing electric utilities for economic and environmental public policy objectives. Against that background, the study discusses which issues of SPV creation are reported by electric utilities that use the GRI guidelines and therefore brings together the public value (PV) and the sustainability community.

This study investigates the nature and specificity of the concept of sustainable tourism against the background of the paradigm of sustainable development (with regard to the conditions for the implementation of its practices in Polish conditions). The study assumes the hypothesis that researching sustainable tourism as a category within a new scientific concept—i.e., an emerging paradigm of sustainable development—requires the use of an appropriate scientific methodology. This study, in its essential part, has an overview and theoretical character. A critical analysis of the literature on the subject from books and journals, as well as Internet sources, is used in the study. Documentary and observation methods are applied, and the results of qualitative research based on case study research methodology are presented; thus, the empirical part of the paper has an exploratory nature. Research on sustainable tourism as a category within an emerging paradigm of sustainable development shows that researchers use an appropriate scientific methodology, which is compatible with the interpretive paradigm in the highest degree. In case studies, the research is often limited to the analysis of one example. Due to the prevalence of studies applying qualitative methods, an interpretivist approach is prevalent, while a functionalist approach, associated with quantitative research and model testing, is less frequent.

COVID-19 pandemic poses challenges to the healthcare systems worldwide, which soon exponentially strained hospitals' systems and resources, leading them to challenge dilemmas. Meanwhile, the Philippines has made remarkable emergency response efforts against this pandemic but was exhausted due to the multiple healthcare concerns that needed to be addressed. Listening to hospitals' heads and nurse managers about their strategies drove this study to realize its aim to develop a framework for hospital responses during health emergencies. Triangulation was used in data gathering anchored on Glaser and Strauss and Charmaz's constructivist grounded theory. Careful analysis, constant data comparison, theoretical sampling to ensure the saturation of categories, and generating theory intimately linked to and grounded in the data are imperative for qualitative research. Concurrent collection and data analysis assure mutual interaction between what is known and what one needs to know, along with theoretical thinking, which provides emerging ideas that are reconfirmed as new data. The research questions were answered by documentary analysis, ZOOM's virtual interviews, and focus group discussions. A purposive sampling of thirty participants comprised ten participants from hospitals in the three main islands of the Philippines, wherein eventually, thirty participants were reduced to fifteen. Hospitals have a high level of preparedness for health emergencies, and a sustainable framework for the pandemic and other health emergencies is developed in a 5-point domain: operations, morale, infrastructure, finances, and innovations.

Abstract- Service learning and sustainable lighting education prepare students for the future and involve them in rural United States communities with high Native American populations. As part of a research grant, faculty developed a service learning curriculum. It taught students how to measure and document existing lighting conditions, including ultraviolet light levels in state-owned historic homes filled with museum artifacts. Students worked under the supervision of museum staff. Students also provided sustainable lighting education to local consumers who were residents of lower income communities. Although study participants consistently ranked incandescent light highest in positive lighting attributes, compact fluorescent light ranked a close second. Student demonstrations of sustainable lighting were integral to consumer education and as a result of these student-led educational sessions, more participants agreed to consider purchasing compact fluorescent lights instead of incandescent bulbs. Thousands of consumers beyond the study participants were reached through exposure at the Environmental Protection Agency National Student Design Expo and a permanently-linked video documentary of the research process.

This article presents the findings of an analysis of the integration of urban environmental sustainability into the budgetary strategy of fourteen Italian metropolitan municipalities. Its purpose is to find out the extent to which they are committed to the promotion of environmentally sustainable cities. A documentary research of both strategic planning documents and municipal budgets was conducted. Correlation and linear regression techniques were used for a quantitative data analysis which indicated a strong positive linear relationship between the amount of resources invested in environmental sustainability and the total availability of budgetary resources. Furthermore, the study found that all Italian metropolitan municipalities are integrating urban environmental sustainability objectives and supporting resources into their budgetary strategy but to a different extent and with a focus on waste. Further efforts are needed for an effective full integration, which is an enduring challenge for local government managers.

Plastic wastes has become a global problem, and Thailand produces about two million tonnes of plastic waste per year, around 12% of total waste. The purpose of this article is to examine the causes of plastic waste in Thailand, to study the goals of Thailand’s Roadmap on Plastic Waste Management 2018-2030 and Master Plan on Solid Waste Management 2016-2021, to examine the SDGs Goal 12 regarding waste reduction and sustainable consumption and production, and to investigate the principles of Sufficiency Economy Philosophy (SEP). Documentary study and literature review were used for data collection. Plastics waste and pollutions and inappropriate waste management have caused a lot of problems to people and communities and they cause contamination and residual cumulative impacts on the environment. The result showed that single-use plastics was a major factor of increasing plastic waste, especially during and after COVID-19, and inappropriate waste management has accounted for negative impacts on public well-being, communities, and environment. Sufficiency Economy Philosophy, when being applied to waste management, could play an important role in changing consumer’s behavior towards waste reduction because it influenced individuals to be aware of the impacts that their actions and consumptions may have on the environment, and subsequently their livelihoods. Thus, SEP will promote the ban of single-use plastic under the Roadmap, strengthen the waste management of 3R (Reduce, Reuse, Recycle) under the Master Plan, and contribute to sustainable consumption and production under SDG Goal 12.

Purpose This paper aims to review the current state of energy efficiency in North Cyprus and the extent to which this supports small island sustainable tourism development, together with related policy implications. Design/methodology/approach Documentary analysis is used to evaluate energy efficiency studies in North Cyprus. Findings Results of this study reveal that the legal framework relating to energy efficiency and stakeholder reports about the level of energy efficiency falls short of expectations for sustainable tourism practices from an energy efficiency perspective. Practical implications Policymakers should consider revising the current draft energy efficiency law to take into account the needs and views of hospitality and tourism stakeholders. This could be accomplished by involving them in discussions about how enhanced energy efficiency could contribute to economic, social and environmental development. Further, policymakers and these industry stakeholders in North Cyprus should develop common goals to harmonise tourism and energy regulations in support of sustainable development. Originality/value This study evaluates current energy efficiency developments and possible contributions to sustainable tourism development in North Cyprus. Energy efficiency policy has not yet been applied in North Cyprus, and a broad-ranging policy could help to prevent future environmental problems in North Cyprus.

The attractiveness of a tourist destination is derived from multiple material and immaterial elements. Cinema is both a tourist communication channel and provides a target market for a destination. Many regions offer a great variety of potential locations desirable for their scenic beauty and artistic and monumental heritage. The main aim of this paper is to analyze the concept of sustainable tourism as a pillar of the contemporary cinematic discourse on pilgrimage routes, combining theoretical and empirical methodologies. It begins by analyzing how, given their power, images are narrative instruments that assume a true performative value of geographical reality. The research then focuses on the cinematographic space and visual cinematographic discourse. The case study is sustainable tourism along the Way of St. James (Spain). The material is a corpus of two documentary films. Their moviescapes highlight the presence of a sustainable filmic theorem within a potential cinematic genre—pilgrimage movies. Thus, this study contributes to the investigation of how sustainable pilgrimage tourism practices are used in cinematic production as a possible movie theorem. It presents a conclusive critical evaluation of the role and message of these moviescapes.

The Romanian Digitalization Authority is currently proposing a new vision in the public sector through the digital transformation component. It's a vision of the business environment. It is estimated that the benefits of digital transformation, such as efficiency, transparency, and simplicity, could lead to much higher process productivity. The vision that ADR will develop in its work is based on the awareness of the need for new technologies by the leaders of public institutions, the continuous adaptation to the requirements of citizens, quality, secure and fast online public services. However, the question arises whether this vision also considers the perspective of sustainable development in Romania in terms of sustainable development indicators. To be able to answer this question, we used as a research method the documentary analysis doubled by an analysis of the indicators of the sustainable development of Romania for the last five years. The review of the specialized literature gave us the chance to identify the particularities of the digitalization of public administration from other countries and to highlight the specific characteristics of Romania. A comparative analysis of sustainable development indicators will be the subject of our further research.

The purpose of the editorial was to present Volume 40, Number 75 of the December 2022 edition of Cuestiones Políticas. Macroeconomic indicators from international organizations such as the UN, the International Monetary Fund and the World Bank show that tourism is a strategic industry for the integral development of nations with a formidable capacity to generate sources of employment and sustainable development, as long as the necessary policies are implemented. In this sense, the objective of this work was to reflect philosophically on the relationship between tourism, economic growth and sustainable development in the 21st century. In order to achieve the stated objective, a combination of the phenomenological and hermeneutic method was used, which describe and interpret reality in a rigorous way, through the examination of documentary sources in digital format, such as: scientific articles, press releases and reports of international organizations. It is concluded that sustainable tourism is definitely that which combines in equal conditions economic growth with the requirements of social justice, equity, human rights and environmental balance, in tune with the objectives of sustainable development promoted by the United Nations agenda 2023 and that, in addition, philosophy has much to contribute on the subject.

Tourism has become an important sector in some national economic development, especially in Indonesia. In Indonesia, the tourism sector is one of the biggest non-oil foreign exchange-earners. Consequently, the Indonesian government has introduced laws, policies, and regulations to bolster the sector. Specifically, Lake Toba in North Sumatra is a famous coastal tourist destination in Indonesia, which attracts both local and foreign tourists. The objectives of this research are to examine coastal tourism in Indonesia and address possible measures to achieve sustainable coastal tourism in Lake Toba. The methodology adopted in this research includes a qualitative approach with descriptive and dialectical analysis. Moreover, the data used are adopted from literature, tables, pictures, and documentary reviews. In the course of the research, it was discovered that many factors threaten sustainable tourism development in Lake Toba, particularly lack of and access to infrastructure, inadequate funds, among others. The result of the research reveals that government laws and policies and recommendations by scholars significantly strengthen sustainable tourism in Lake Toba. In concluding the research, it was argued that due to the economic and social-cultural importance of tourism to the development of Indonesia, it is imperative to effectively implement the laws, policies, and recommendations outlined in the paper.

The documentary research methodology and the SWOT analysis technique were used as a condition of possibility to visualize the strengths, opportunities, weaknesses and threats that the implementation of a policy such as the one proposed would have in a specific context. The authors conclude that, in any imaginable scenario, political communication always enters into the equation for the formulation of tourism sector policies: (rural tourism + sustainable development = social change), as a space of synthesis that articulates in the collective imagination, ideas, concepts, feelings and objectives that create and recreate the conditions for social change, as a higher stage of sustainable development in the 21st century.

The main purpose of the article is actually the presentation of the potential of documentary sites, one of the abiotic forms of nature protection functioning in Poland, in the context of geoprotection and as geotourist attraction. Using the method of sightseeing inventory, a review of forms of nature protection has been carried out. Although “Soft” Rock Geosites are not excessively popular and appreciated, they are significant element of Quaternary palaeoclimatic and palaeoenvironmental archive and can provide interpretative facilities and services not only for geoscientists but also for constantly expanding group of conscious tourists. As a consequence of lithological and chronological research, two Late Pleistocene loess-soil sequences from Lower Silesia have been chosen: "Loess of Vine Mountain" - documentary site established in 2016 in Trzebnica and loess-soil sequence in Biały Kościół. After a detailed presentation of the sections, educational values were indicated, which should be promoted. Cultural values occurring in the vicinity of documentation sites are also presented. Taking into account the threats to the proper development of documentation sites, which were indicated in the article, solutions were proposed that would allow the sustainable development of geotourist resources of the loess.

Purpose The aims of this study is to put on the agenda discussions concerning the approach of sustainable goals and indicators, in terms of how they relate to each other and how to list their importance within a network of contemporary city management. From the millennium objectives experience, UN has launched the continuity of the development program, through the sustainable development goals (SDG), which have the purpose of giving support to local and regional governments for the 2030 agenda in local sphere. In the city context, sustainable development has also been approached in regulations, like ISO 37120: 2017 “Sustainable development of communities: Indicators for city services and quality of life”. These instruments have in common the concern of offering parameters of public services to citizens and promoting in a uniform manner both social and economic growth of the urban environment. Design/methodology/approach The present study aims to compare these two sustainable development tools by means of a documentary analysis and to analyze the feasibility of the proposed indicators and their qualitative evaluation goals to improve citizens’ quality of life. Findings The results suggest that the main urban challenges are related to unplanned urban growth and poor-quality public services, which generate a lack of commitment to enforce laws and to achieve sustainable development goals. Originality/value The study establishes bases for guiding the discussion to support managers and investors decisions to promote paradigm changes in the citizens’ life and in the way cities are planned.

Living marine resources are limited; therefore, utilizing them sustainably is essential. Not all resources obtained from the sea are used adequately, causing discards, on-board waste, and by-products and waste on land. Recognition of the limited marine resources and increasing environmental pollution has emphasized the need for better utilization of by-products. Waste may include particles of flesh, skin, bones, entrails, shells or liquid stick water. Unfortunately, no fishery waste and by-product management initiatives or projects exist in Bangladesh; by-products are generally thrown into dustbins, ponds, rivers, and the sea. Bangladesh’s fish-processing waste and fishery by-products could be exported, providing a source of foreign currency earnings. Primary and secondary data were collected through documentary analysis, a literature review, and in-depth interviews (n = 129) with fishers and other relevant stakeholders regarding the challenges of Bangladesh’s sustainable fishery by-products and fish-processing waste. The data were analyzed thematically, guided by the most meaningful stories, and show that fish waste, or fishery by-products, should not be considered less valuable than the fish itself but is a precious and profitable resource capable of bringing health, social, economic, and environmental benefits. Our results reveal that fishery waste can expand local communities’, especially fishers’ and other workers’, potential for jobs or alternative income-generating tasks during fishing ban seasons. Finally, suggestions for managing fishery waste and fishery by-products are made to ensure improved and sustainable utilization via a circular bioeconomy.
