So this thing insists me to write something just to get know how about all humanitarian and relief activities.I have utilized the SCM Supply chain management practices and techniques in order to conquer barriers faced by logistician of humanitarian response/ relief operation during disaster. I will use methodology of empirical data technique, barriers will be discovered and analyzed then proposed solutions would be picked up from the literature of supply chain management for the barriers to effective humanitarian logistics.There is a mixture of SCM principle from various organizations such as military, private sector and nonprofit organization in order to provide a utility to disaster/ response operations. In order to quickly react to the emergencies, supply chain networks are built instantly by the actors of the relief management. Parallel to this process, need assessment is started with the help of local experts which also confirm that the response cannot be lingered on due a delay in need assessment. After wards the supply chain structure needs to be changed once the right information is gathered by the passage of time. This is not all, actually the situation of the disaster prone area and people also changes by that time which always brings a challenging scenario for humanitarian relief actors to develop the supply chain design with flexibility.Primary focus of this paper is to define right supply chain designs for disaster response and post disaster phases in humanitarian relief.

Pełny tekst źródłaWe address three different allocation problems for which the literature tends to ignore the complex nature of their objective. The problems under study fall under two different contexts of non-profit and commercial operations. The first part of the dissertation investigate the allocation of scarce resources in humanitarian organizations, given the marginally decreasing contribution of investment on the beneficiaries welfare. The main objective in this part is to maximize the well-being of people. Chapter 2 studies the decision making in a humanitarian organization regarding the procurement and utilization of operational assets in a dynamic setting, to minimize people’s suffering. Chapter 3 investigates the budgeting decisions by an international humanitarian organization in order to maximize the overall utility from their operations around the globe. The second part of the dissertation, studies the Modular Hub Location Problem, for which the objective concerns minimization of the transportation cost. We propose two different approaches to overcome the complex nature of the problem in order to achieve solutions of higher quality. Chapter 4 proposes a modeling simplification by replacing the stepwise cost function with a best-fit linear approximation, which allows to solve larger instances using exact solution approaches. Chapter 5, on the other hand, develops an efficient heuristic that can solve large problem instances with small optimality gaps in a short period of time

Because of the internal and external pressure, Humanitarian Organizations (HO) has done efforts during last decades to improve the crisis response in terms of effectiveness and efficiency. However, the performance is challenged by the increasing gap between funding and needs. The main donors ask for more transparency and accountability. Moreover, the pressure from the international community is pushing HO to integrate Sustainability challenges on a near future. Is in this context, and field research results, that the difficulties to consider sustainability on HSC decision-making. The lack of Decision Support Systems and a sustainability culture specific to the HSC have been identified as break to improve the planning of sustainable humanitarian operations. This research work seeks to introduce the sustainability notion to the management of the HSC. The approach followed is the development of a decision support system based on performance, to plan the HSC operations. Three research directions have been explored: (a) How to gather an exhaustive knowledge of a HSC, for both field research and development of DSS? The proposed contribution is a Meta-Model of the HSC, for field research porpoise and for developing adequate Decision Support Systems. (b) What sustainability means in HSC context? Based on a literature review and field research, a framework is established to define the HSC sustainable performance. (c) How to make sustainable decisions during humanitarian response? This contribution is based on an Operational Research Algorithm, which permits to integrate the sustainable performance on decision making with an interactive approach. The thesis illustrates the three contributions with use cases based on the International Federation of the Red Cross (IFRC)

Ongoing humanitarian operations can suffer from the lack of medical item availability. The central problem thus becomes how to ensure the right item in the right place at the right time while maintaining appropriate costs. By means of a case study, this research grouped items by various item characteristics and assigned each group a common operating policy. The results of such item segmentation, and the application of common operating policies, was a theoretical increase over the current rule of thumb, single operating policy by 22% in average expected item availability and a decrease in total costs of 2-8%. Yet, similar results were achieved without segmentation. The major conclusion is that consideration of demand variability as a means to achieve greater item availability is key. The determination of appropriate costs becomes a transparent one for the decision-maker. More generally, this approach facilitates the comparison of various inventory management scenarios and the assumption of informed levels of risk.

This include the implementation of the proposed model to design and develop a decision support tool in order to improve the performance of humanitarian logistics in both national and international relief operations.This research is divided into three phases; the first phase is to clarify and define HL among HSCM, commercial supply chain management (CSCM) and SCM and their relationship. Project Life Cycle Management (PLCM) approaches are also presented. The difference between project life cycle management (PLM) and PLCM is also required to distinguish a clear understanding which can be addressed in the phase of humanitarian operation life cycle. Additionally, the literature of Multiple-Criteria Decision Making (MCDM) models and existing decision aid system for HL are analyzed to establish the research gap. The MCDM approaches which implement the decision support system (DSS) and lastly how DSS has been used in the HSCM context.The second phase is to propose a decision model based on MCDM approaches to support the decision of the decision maker before he/she takes action. This model provides the ranking alternatives to warehouse, supplier and transportation over the phases of HOLC. The proposed decision model is conducted in 3 scenarios; I. The decision in 4-phase HOLC, international relief operation of French Red Cross (FRC). II. The decision on 3-phase HOLC, national operation by the Thai Red Cross (TRC). III. The decision on response phase HOLC, international operation by the FRC in four countries. In this phase, the scenario I and II are performed step by step though numerical calculation and mathematical formulas. The scenario III will be presented in the third phase.In the third phase, an application of web-based multi-criteria decision support system (WB-MCDSS) which implement the proposed model is developed. The web-based multi-criteria decision support system is developed based on the integration of analytical hierarchy process (AHP) and TOPSIS approaches. In order to achieve an appropriate decision in a real time response, the WB-MCDSS is developed based on server-client protocol and is simple to operate. Last but not least, a validation application of the model is performed using the sensitivity analysis approach

I litteraturen har informations- och kommunikationsteknik (IKT) erkänts och föreslagits förbättra prestationen och höja den sociala påverkan hos humanitära försörjningskedjor. Å andra sidan, finns det hittills ringa forskning på praktisk implementering och utmaningar som kan uppstå i det givna sammanhanget. I strävan att ta vara på samtliga fördelar som IKT kan ha i humanitärt sammanhang finns det intresse att ytterligare studera införande och användning av IKT bland humanitära praktiker, främst i de mest decentraliserade delarna av kedjan, då dessa är mer sannolika att förbises. Examensarbetet syftar till att undersöka vilka utmaningar som uppstår vid implementering av en IKT lösning för spårbarhet i lokala enheter av humanitära försörjningskedjor. Baserat på en grundlig litteraturöversikt vid skärningspunkten för forskning kring humanitär logistik, försörjningskedjor och IKTs införande och användning skapades ett teoretiskt ramverk. Vidare har en fallstudie av colombianska daghem, som utgör de lokala serviceenheter av ett nationellt program för livsmedelsbistånd riktad till tidig barndom, bidragit till djupgående insikter i praktikernas arbete och dynamiken i sådana lokala humanitära enheter. Analysen av det empiriska materialet påvisade många, både underlättande och inhiberande, faktorer för IKT införande och användning. Fem huvudsakliga utmaningar identifierades: hög arbetsbelastning, brist på tekniska färdigheter, personalens motivation baserad i direkt social påverkan i kontrast till IKT lösningens bredare effektivitetsmål, kopplingen mellan spårbarhet och övervakning som ett hot för autonomi, samt bristande infrastruktur. Studien visar att dessa kan tolkas som motsättningar mellan attribut hos den humanitära organisationen och attribut för det tekniska verktyget som oftast är format utifrån kommersiella principer. De identifierade friktionerna kan antingen vara kopplade till en skillnad i operativ verklighet eller i divergerande strategiska mål, vilket speglar de övergripande skillnaderna mellan kommersiella och humanitära försörjningskedjor som beskrivs i litteraturen. Slutsatsen drogs att den uppenbara klyftan eller oförenligheten manar till överbryggande ansträngningar för att övervinna de implementeringssvårigheter som uppstår och för att ta vara på IKT’s lovade fördelar i humanitär miljö. Enligt resultaten bör detta göras med fokus på att stödja lokala utövare istället för att övervaka dessa.

Traditionella leverantörskedjor har oformaterats i ett försök att bättre anpassa sig till den ständigt ökande globaliseringen. Detta har lett till att komplexiteten inom logistikområdet ökat och leverantörskedjor är idag globala, flerskiktade och innefattar en mängd aktiviteter och aktörer. Som ett resultat av detta har många organisationer idag svårt att fullt ut övervaka sina leveranskedjor på grund av bristande insyn. Detta rör inte endast kommersiella företag utan även humanitära organisationer i deras strävan att förbättra levnadssituationen för människor i nöd. Syftet med den här studien var att utforska begreppet ”Supply Chain Visibility” och slå fast vilka faktorer som påverkar graden av insyn i leverantörskedjan, samt att undersöka hur humanitära organisationer kan öka graden av insyn i sina leveranskedjor under ”the last mileof delivery”. Studien genomfördes med hjälp en grundlig litteraturstudie och en fallstudie i Zimbabwe. Fallstudien inkluderade en kartläggning av den nationella leveranskedjan och en bedömning av den nuvarande nivån av insyn i denna. De underliggande problemen som påverkar den nuvarande nivån av insyn i leveranskedjan identifierades och analyserades slutligen. Resultaten från studien visar att den underliggande aktiviteten som föregår ”Supply Chain Visibility” är informationsdelning mellan aktörer inom leveranskedjan. Graden av informationsdelning beror i sin tur på konnektiviteten i leveranskedjan och på viljan hos enskilda aktörer att dela information med andra parter. Konnektivitet är ett mått på hur lämpade och sammankopplade de tekniska medel, som en organisation använder sig av, är för att dela information. Det som slutligen avgör vilken insyn, i leveranskedjan, som en aktör kan realisera är egenskaperna hos den delade informationen i termer av kvalitet och kvantitet. Studien visar att humanitära organisationer måste förbättra egenskaperna hos den informationsom delas, för att öka graden av insyn i leveranskedjan. Eftersom insamlandet av information ofta sker i samband med den fysiska distributionen av produkter måste humanitära organisationer fokusera på att förbättra och effektivisera dessa transportprocesser för att öka kvaliteten på informationen. På sikt är det därför helt centralt att informationsflödena skiljs från de fysiska flödena så att information kan överföras elektroniskt från kliniker till den centrala datalagringsenheten, istället för att samlas in med hjälp av distribueringsfordonen. Att implementera ett ”Logistics Management Information System” baserat på GS1 standarden är därför nödvändigt då det skulle tillåta automatisk informationsinsamling och informationsspridning mellan intressenter inom leverantörskedjan.

Emergency humanitarian NGOs must rethink their strategies and methods of intervention in order to respond to these changes. The development of new forms of assistance such as the e-assistance, offers to the NGOs alternatives to the very traditional direct and in-kind assistance. These alternatives allow NGOs to disengage from the costly and complex management of logistics operations. Far from being anecdotal, this observation provokes a paradigm shift within the sector and arouses the particular interest of the researcher in Management Sciences but also questions the professional who sees in these developments a form “delogistisation” of the humanitarian aid. This thesis, based on publications consisting of two conference papers and an article, aims to answer the research question: Emergency humanitarian: Which supply chain for which intervention strategy? The research focuses first on understanding the articulation between intervention strategy and logistics strategy within emergency NGOs. Through a prospective analysis, it tries to evaluate how logistics will evolve and transform. The methodology is qualitative, based on interviews and observations conducted in a professional setting adopting the prism of a researcher-actor. This thesis shows that logistics should take several different forms by mobilizing various mechanisms depending on the context of the intervention, the needs of the beneficiaries and the characteristics of the NGO

Pełny tekst źródłaHumanitarian entities, private organizations and governments operate constantly to attempt victims of disasters, that increases continuously and affect thousands of people every year. The objective of this research is to analyze the coordination mechanisms and modes of cooperation in the humanitarian supply chain. For this purpose, a survey and an analysis of the theoretical framework were performed to characterize scenarios of disasters, an identification and understanding of the management challenges on a humanitarian supply chain, an identification of performance indicators related to the management of this particular chain, mechanisms available and organizational collaboration used, besides the importance of simulators and business games to analyze decision making and to experiences. With this analysis, a simplified conceptual draft of decentralized and centralized coordination mechanisms was developed, including an analyses of the stakeholders involved (local humanitarian agents, coordination of humanitarian agents, beneficiaries, along with providers of warehousing, transport and acquisition), the decisions for which each one, logistics steps and main performance indicators to guarantee the aid to beneficiaries. As from a simplified conceptual scheme of coordination mechanisms, a conceptual model of humanitarian logistics simulator was developed to analyze logistic operations in disaster scenarios and to use as a base to the future development of a mathematic simulator to decision-making analysis. Lastly, a proposal of a humanitarian logistics game was developed to allow experiences in disaster scenarios. For validating the simplified conceptual scheme, the conceptual model of a simulator and the proposal of a humanitarian logistic game, it was applied to two case studies regarding fighting hunger in Africa (UNICEF Plumpy\'Nuts) and in Brazil (Bancos de Alimentos).

Centenas de milhões de pessoas são afetadas por desastres a cada ano. Para alguns países da Ásia, os desastres naturais se tornaram algo comum para os quais eles precisam estar preparados. A cadeia de fornecedores humanitária é um conceito logístico recente, que se refere a todo o processo de ajuda que acontece uma vez que ocorre um desastre, desde os doadores até os beneficiários finais. Por causa de tensões econômicas recentes, e por causa de uma maior cobertura da mídia sobre os desastres naturais mortais tal como o Typhoon Yolanda em 2013-2014; organizações humanitárias precisam mostrar transparência em suas ações e precisam provar a capacidade de resistência da cadeia de abastecimento para melhorar ainda mais os programas de doação. Resiliência tem sido estudada no contexto da cadeia de fornecedores de uma empresa comercial. No entanto olhar para essa noção dentro do sector humanitário que tem características diferentes, é um novo conceito raramente explorado antes. O objetivo desta tese será contribuir com novos insights e contributos, a fim de enriquecer ainda mais pesquisas sobre a capacidade de resiliência das cadeias de fornecedores humanitários. Vamos analisar as provas desses recursos para a resiliência através de uma pesquisa qualitativa sobre o caso Typhoon Haiyan (Yolanda), que já foi o tufão mais mortal das Filipinas.

Pełny tekst źródłaIt is of increasing importance to in the most effective possible way, manage and control all the transactions of raw materials, products and information that are exchanged between an organization and all its operators. These flows and the need for strategy and managing the processes of planning, implementing and control of the supply chain, has given name to the concept supply chain management. Supply chain management involves all movement and storage of raw material, and all the processes that is needed to manufacture a product from origin to consumption. Globalization, technology and increasing time and quality-based competition are all driving forces behind the concept and reasons for an increasing interest in supply chain management.
The purpose of this essay is to by using a qualitative case study examine which decisive success factors that can be identified for effective supply chain management. We have compiled different theories on the subject to use for analyzing a case study Li & Fung, who is a successful supply chain management company. We intend to give a detailed description of this complex concept and identify decisive success factors for effective supply chain management.
The study shows two prominent aspects for effective supply chain management; (1) Leadership and (2) control of the supply chain.

The Global Business Climate has been rapidly changing and has become more competitive. Enterprise now not only needs to operate at a lower cost to compete, it must also develop its own core competencies to distinguish itself from competitors and stand out in the market. The focus has now moved towards improving operational efficiency to stay competitive. Supply Chain is one of the important areas which almost every company is currently working to improve their operation efficiency. Improving operational efficiency in supply chain has three aspects including improving supply chain strategies, following better supply chain management practices, and aligning supply chain strategy with overall business strategy. Our thesis research objective is to understand what policies, capabilities, and strategies of an enterprises leads to best supply chain management. The research is cross industry, across all supply chain management domain and will shed light on what makes companies "best performer" by identifying and exploring the distinctive capabilities required in five key supply chain domains that contribute to high performance in the relevant operational metrics. The domains studied in our research are supply chain planning, fulfillment, service management, product lifecycle management, and, manufacturing. Another objective of our thesis is to relate domain performance of the firm with the firm's value proposition. The three value propositions considered in the thesis are product leadership/innovation, cost competitiveness, and customer service.

The wide range of the petroleum industry's products as well as the varied value of these products coupled with the global nature of the petroleum industry presents both challenges and opportunities within the petroleum supply chain. It is along this supply chain that challenges for creating value for the customer exist as well the opportunities for reaching this goal. Value chain analysis methodology has been hailed as being capable to lend itself to process improvement challenges faced along supply chains. To achieve this objective, a case study method was used to collect and analyse data. This dissertation identifies and follows one of the supply chains of a petroleum company operating in South Africa to investigate how value chain analysis can be implemented along its supply chain.

Price pressure is increasing, and the advantages of having a buffered patent window is decreasing as generic manufacturing is on the rise. Having a pipeline of new drugs is critical, but it is also critical the ability to bring them to market in a cost effective and efficient manner. However, pharmaceutical companies can no longer solely rely on research and development and marketing to survive, but must also rely on supply chain management to deliver value. Within this context, this dissertation intends to analyze the supply chain management model of a major pharmaceutical company (GlaxoSmithkline - GSK) throughout an overview of the key characteristics of its supply chain, supply and demand management and some examples of projects implemented in Europe.
