Natural disaster hits and damages the lives thousand of human beings and their infrastructure. Natural disaster can not be stopped but we can minimize the volume of devastation and destruction caused by the disaster. Especially, in third world countries the level to respond the disaster is limited and narrow, so these countries have to suffer more then the developed countries, where as in developed countries valuable recourses and effective planning are existed to deal with natural disasters. So this thing insists me to write something just to get know how about all humanitarian and relief activities.I have utilized the SCM Supply chain management practices and techniques in order to conquer barriers faced by logistician of humanitarian response/ relief operation during disaster. I will use methodology of empirical data technique, barriers will be discovered and analyzed then proposed solutions would be picked up from the literature of supply chain management for the barriers to effective humanitarian logistics.There is a mixture of SCM principle from various organizations such as military, private sector and nonprofit organization in order to provide a utility to disaster/ response operations. Humanitarian aid and disaster relief are delivered in times of crises or natural disasters, such as after a conflict or in response to a hurricane, typhoon, or tsunami. Different from regular aid programs, aid and relief are provided to deal with emergency and immediate local areas, and to shelter affected people and refugees impacted by sudden traumatic events. There is evidence that natural and man-made disasters are increasing in numbers all around the world, affecting hundreds of millions of people every year. In spite of this fact, only in recent years – beginning in 2005 – has management of the supply chain of resources and materials for humanitarian aid and disaster relief been a topic of interest for researchers. Consequently, the academic literature in this field is comparatively new and still sparse, indicating a requirement for more academic studies. As a key part of the C-Change International Community-University Research Alliance (ICURA) project for managing adaptation to environmental change in coastal communities of Canada and the Caribbean, this thesis develops a framework and analytical model for domestic supply chain management in humanitarian aid and disaster relief in the event of severe storm and flooding in the Canadian C-Change community of Charlottetown, Prince Edward Island. In particular, the focus includes quantitative modeling of two specific aspects during the preparedness phase for emergency management: (1) inventory prepositioning and (2) transportation planning. In addition, this thesis proposes and analyses the characteristics of an effective supply chain management framework in practice to assist Canadian coastal communities in improving their preparation and performance in disaster relief efforts. The results indicate Charlottetown system effectiveness and decreased time to assist affected people are improved by distributing central emergency supply among more than one base station.

Due to the unpredictable nature of sudden onset disasters the humans are often caught with surprise so are the humanitarian relief organizations. In order to quickly react to the emergencies, supply chain networks are built instantly by the actors of the relief management. Parallel to this process, need assessment is started with the help of local experts which also confirm that the response cannot be lingered on due a delay in need assessment. After wards the supply chain structure needs to be changed once the right information is gathered by the passage of time. This is not all, actually the situation of the disaster prone area and people also changes by that time which always brings a challenging scenario for humanitarian relief actors to develop the supply chain design with flexibility.Primary focus of this paper is to define right supply chain designs for disaster response and post disaster phases in humanitarian relief.

To prevent loss of lives during seasonal disasters, relief agencies distribute critical supplies and provide lifesaving services to the affected populations. Despite agencies' efforts, frequently occuring disasters increase the cost of relief operations. The purpose of our study is to minimize the cost of relief operations, considering that such disasters cause random demand. To achieve this, we have formulated a series of models, which are distinct from the current studies in three ways. First, to the best of our knowledge, we are the first ones to capture both perishable and durable products together. Second, we have aggregated multiple products in a different way than current studies do. This unique aggregation requires less data than that of other types of aggregation. Finally, our models are compatible with the practical data generated by FEMA. Our models offer insights on the impacts of various parameters on optimum cost and order size. The analyses of correlation of demand and quality of information offer interesting insights; for instance, under certain cases, the quality of information does not influence cost. Our study has considered both risk averse and risk neutral approaches and provided insights. The insights obtained from our models are expected to help agencies reduce the cost of operations by choosing cost effective suppliers.

Cette thèse de doctorat cherche à contribuer à la littérature sur la gestion de la chaîne d’approvisionnement en proposant un cadre de modélisation plus réaliste pour trois problèmes d’allocation. Pour bien examiner la problématique, nous étudions trois problèmes différents, même si les objectifs non linéaires donneraient une meilleure image de leur réalité, la littérature a tendance à considérer des fonctions objectives linéaires pour leurs semblables. Les problèmes ont été choisis de manière à représenter différents types de fonctions objectives, afin d’enrichir notre compréhension de la dite question. Nous pensons que la thèse actuelle contribue à la société de trois manières différentes. Tout d’abord, il met en garde contre une école de pensée qui encourage les simplifications de la modélisation, dans l’intérêt de procédures de solution efficaces. Deuxièmement, la thèse actuelle propose des formulations appropriées et des approches de solution efficaces pour trois problèmes dans le domaine de la gestion de la chaîne d’approvisionnement. Enfin, la thèse actuelle fournit des informations de gestion intéressantes sur les problèmes étudiés, qui peuvent améliorer la compréhension de la société sur la dynamique de ces problèmes
We address three different allocation problems for which the literature tends to ignore the complex nature of their objective. The problems under study fall under two different contexts of non-profit and commercial operations. The first part of the dissertation investigate the allocation of scarce resources in humanitarian organizations, given the marginally decreasing contribution of investment on the beneficiaries welfare. The main objective in this part is to maximize the well-being of people. Chapter 2 studies the decision making in a humanitarian organization regarding the procurement and utilization of operational assets in a dynamic setting, to minimize people’s suffering. Chapter 3 investigates the budgeting decisions by an international humanitarian organization in order to maximize the overall utility from their operations around the globe. The second part of the dissertation, studies the Modular Hub Location Problem, for which the objective concerns minimization of the transportation cost. We propose two different approaches to overcome the complex nature of the problem in order to achieve solutions of higher quality. Chapter 4 proposes a modeling simplification by replacing the stepwise cost function with a best-fit linear approximation, which allows to solve larger instances using exact solution approaches. Chapter 5, on the other hand, develops an efficient heuristic that can solve large problem instances with small optimality gaps in a short period of time

Humanitarian logistics and relief supply chain management is a relatively new area of investigation which is typically associated with unexpected disasters that require immediate actions and responses. It can be defined as “the process of planning, implementing, and controlling the efficient, cost-effective flow and storage of goods and materials, as well as related information, from point of origin to point of consumption for the purpose of meeting the end beneficiary‟s requirements” (Thomas, 2005).In both man-made and natural disaster relief processes, humanitarian logistics and relief supply chain operations have been hampered by a lack of information and coordination between actors. Especially in sudden-onset disasters, humanitarian logistics and relief supply chain teams have to be deployed in situations with destabilized infrastructure and with very limited knowledge about the situation at hand (Beamon 2004, Long and Wood 1995, Tomasini and Van Wassenhove 2004).This lack directly affects effective performance in terms of validity and reliability enhancement in which an adapted resiliency management in relief supply chain strategies could offer a solution to cover the problem.The purpose of study ahead is to underline the beneficial advantages offered by using resiliency methods in humanitarian logistics and relief supply chain operations, and enriching the existing benefits that relief chain management teams through the humanitarian logistics techniques have brought to satisfy the survival needs.In fact, the end result of the research will be in both fields of humanitarian logistics and relief supply chain management, and the use of resiliency theories to overcome on barriers and difficulties during relief and aid operations.

The field of Logistics and Supply Chain Management (LSCM) suggests that transactions, collaboration, and value are important in the supply and delivery of products and services to meet the need of impoverished end-consumers. In many cases, the application of LSCM is paramount in most strategic decision-making efforts. Therefore, this research explores the applications of LSCM processes and activities within the community-based context. The methodology used to address the research questions consisted of a hybrid of mixed methods. This mixed methodology provides three essays that investigate the application and development of LSCM in the community-based context. The essays address the flow of charitable products and services through supply chains. The dissertation does not pay close attention to the first-tier suppliers’ suppliers, which is looking at the originating flow of goods and services (raw materials, manufacturing, etc.). However, the dissertation puts a focus on products and services supplied to focal organizations and how these products are then passed on to end-consumers. Essay I looks at the transaction (costs) that ensue from the supply of charitable products. Essay II analyzes a social service ecosystem and investigates how the network of organizations enable the distribution of charitable products and services. Lastly, Essay III examines the delivery of valuable services to the end-consumers, and what tools Community-Based Enterprises (CBEs) should focus on to develop and retain end-consumers in impoverished communities. The research provides conceptual models that review some fundamental LSCM achievement gaps in supplying, delivering and providing social services to end users within impoverished communities. The dissertation draws upon literature from the fields of economics, marketing, social science, and logistics and supply chain management. The dissertation uses the primary research method of unstructured and semi-structured interviews, case studies, written survey instruments and system dynamics within three studies. The studies resolve to look into the term Community-Based Logistics and Supply Chain Management (CBLSCM) as employed by social service providers in the logistics and supply chain context and investigate how it applies to impoverished communities. The research identifies conceptual models that can be used to explain the role of LSCM within humanitarian aid context. The models offer insights on the managerial implications and evidence of using LSCM processes and techniques within impoverished communities. The research has considered that the type of transactional relationships, structure, shared value, service systems, and consumer value, retention and management mechanisms can be achieved utilizing LSCM.

The field of humanitarian logistics and supply chain management is increasingly the subject of research. Even though there has been some research in the field in the past, the necessity for more research related to the measurement of the effectiveness of humanitarian supply chains is required. Humanitarian supply chain management deals not only with natural disasters but also with man-made disasters. Thus, different types of disasters create different challenges for humanitarian aid. Moreover, the different stages of the disasters require different courses of action. The lack of extended research in the field of humanitarian supply chain and logistics, the increase of the impact of disasters as well as the differences between the commercial and the humanitarian supply chains, make it clear that the sector should find ways to improve its efficiency. Tools and metrics can be used to measure and improve the efficiency of the supply chains. According to literature there are no sophisticated measures of effectiveness for humanitarian logi stics and supply chains. The purpose of this thesis is to identify the main challenges in humanitarian supply chains and what is the role of performance measurements in humanitarian operations. Moreover, the thesis aims to identify an appropriate model for measuring and thus, enhancing performance in the humanitarian supply chains. The research strategy chosen for this study is a holistic multiple case study. The empirical data is collected through interviews. For this research in total 3 organisations’ representatives and 2 volunteers were interviewed. The collected data have been analysed by combining theories and previous studies in the literature. The main findings from analysing the empirical data revealed that, depending on the disaster phase, humanitarian organisations face different challenges in their supply chains. By implementing appropriate performance measurements, the humanitarian organisations can limit the impact of the challenges in the supply chain operations, gain more relevant and precise information regarding the humanitarian operations, and enhance supply chain coordination among different stakeholders. As an outcome, by implementing appropriate performance measurement systems, the humanitarian organisations can overcome some of these challenges in their supply chains, and therefore enhance the overall supply chain performance.

La chaîne logistique humanitaire (CLH) est essentielle pour assurer une réponse performante aux crises humanitaires. Les Organisations Humanitaires (OH) ont fait des efforts pendant les dernières décennies afin d'améliorer la réponse à la crise en termes d'efficience et d’efficacité. Tout de même, la performance est mise à l’épreuve dû au manque de fonds, et à l'augmentation des besoins humanitaires, le delta ne cessant pas de s’accroître. Les principaux donateurs exigent de plus en plus de transparence et de justification des dépenses. De plus, la pression de l’opinion publique et de la communauté internationale amène les OH à prendre en compte les enjeux du développement durable dans un futur proche. C'est dans ce contexte, et avec des études au terrain, qu'on a pu constater les difficultés pour intégrer le développent durable dans la prise de décision de la CLH. Le manque d'outils d'aide à la décision ainsi qu’une culture du développement durable spécifique à la CLH sont identifiés comme des freins pour améliorer la planification durable des opérations humanitaires. Le travail de recherche cherche à introduire la notion de développement durable dans la gestion des réseaux logistiques humanitaires. L'approche retenue est le développement d'un système d'aide à la décision basé sur la performance pour planifier les opérations de la CLH. Dans ce sens, trois directions de recherche ont été explorées : (a) Comment recueillir une connaissance exhaustive de la CLH pour la recherche terrain ainsi que pour développer des Systèmes d'Aide à la Décision adéquats ? La contribution proposée est une méthodologie pour la recherche terrain qui s’appuie sur un Meta-Modèle de la CLH. (b) Qu'est-ce que la durabilité signifie dans le contexte de CLH ? En base à une revue littéraire ainsi qu’aux recherches terrain, on a établi un cadre pour définir la performance durable d'une CLH. (c) Comment prendre des décisions durables au cours de la réponse humanitaire ? Cette contribution est basée sur un algorithme de Recherche Opérationnelle qui permet d'intégrer la performance durable dans la prise de décision avec une approche interactive. La thèse illustre les trois contributions avec des études de cas basées sur la CLH de la IFRC
The Humanitarian supply Chain is a key element to enhance a performing response to humanitarian crisis. Because of the internal and external pressure, Humanitarian Organizations (HO) has done efforts during last decades to improve the crisis response in terms of effectiveness and efficiency. However, the performance is challenged by the increasing gap between funding and needs. The main donors ask for more transparency and accountability. Moreover, the pressure from the international community is pushing HO to integrate Sustainability challenges on a near future. Is in this context, and field research results, that the difficulties to consider sustainability on HSC decision-making. The lack of Decision Support Systems and a sustainability culture specific to the HSC have been identified as break to improve the planning of sustainable humanitarian operations. This research work seeks to introduce the sustainability notion to the management of the HSC. The approach followed is the development of a decision support system based on performance, to plan the HSC operations. Three research directions have been explored: (a) How to gather an exhaustive knowledge of a HSC, for both field research and development of DSS? The proposed contribution is a Meta-Model of the HSC, for field research porpoise and for developing adequate Decision Support Systems. (b) What sustainability means in HSC context? Based on a literature review and field research, a framework is established to define the HSC sustainable performance. (c) How to make sustainable decisions during humanitarian response? This contribution is based on an Operational Research Algorithm, which permits to integrate the sustainable performance on decision making with an interactive approach. The thesis illustrates the three contributions with use cases based on the International Federation of the Red Cross (IFRC)

Ongoing humanitarian operations can suffer from the lack of medical item availability. The central problem thus becomes how to ensure the right item in the right place at the right time while maintaining appropriate costs. By means of a case study, this research grouped items by various item characteristics and assigned each group a common operating policy. The results of such item segmentation, and the application of common operating policies, was a theoretical increase over the current rule of thumb, single operating policy by 22% in average expected item availability and a decrease in total costs of 2-8%. Yet, similar results were achieved without segmentation. The major conclusion is that consideration of demand variability as a means to achieve greater item availability is key. The determination of appropriate costs becomes a transparent one for the decision-maker. More generally, this approach facilitates the comparison of various inventory management scenarios and the assumption of informed levels of risk.

Title: Humanitarian Supply Chain: Improvement of lead time effectiveness and cost-efficiency. A multiple case study on the preparedness stage of humanitarian organizations with their partners. Authors: Ester Lisnati Jayadi, Hugo Richit, Najmus Sadat. Background: 315 natural disasters events were reported, causing 11,804 deaths, affecting 68 million people, and costing US$131.7 billion in economic losses worldwide. This fact emerges the importance of humanitarian organizations (HOs) to act in reducing suffering and improving peoples’ life. However, the greater donations and support to HOs still do not solve this enormous issue at all which forces HOs to pursue greater accountability by improving their effectiveness and efficiency in terms of time and cost in disaster activities, especially in preparedness activities. No single actors like HOs have sufficient resources to solve the disaster problem alone; thus, they need partners to work hand in hand to relieve the suffering. Performance measurement through integration called performance management process is the key to enabling HOs and their partners to achieve the lead time effectiveness and cost-efficiency. Purpose: The purposes of the study are to explore which performance measurements are needed between humanitarian organizations with their partners and to explore how to integrate their relationship to improve lead time effectiveness and cost-efficiency. Then, the suggestions can be made by fulfilling the purposes. Method: A multiple case study by utilizing qualitative data through semi-structured interviews. Findings and Conclusions: RQ 1. By implementing a proposed performance management process, aligning vision and mission, trusting each other, utilizing IT technologies, improving the language, and applying standardization in HSC. Purpose: This thesis aims to develop a conceptual framework for the management of non-standard supply chains, based upon the concepts of wicked and messy problems and complex adaptive systems, and to validate it in a humanitarian logistics context. Whilst a general theory of wicked and messy problems is in existence, this has not been applied in a supply chain context. Humanitarian logistics presents a complex managerial challenge, in which standard logistics approaches and techniques have been applied with variable success. Here, the underlying generative mechanisms are explored. Design/ Methodology/Approach: This thesis adopts a critical realist approach. A conceptual framework for messy supply chains is developed based on a review of literature on logistics and supply chain management, as well as complex adaptive systems, and wicked and messy problems. This framework is explored in the context of humanitarian logistics. After an initial round of interviews, three case studies were conducted, focusing on humanitarian responses as the unit of analysis. In total, 44 semistructured interviews were conducted. An analysis of findings in each case is followed by the cross-case analysis of key themes, ultimately resulting in a revised framework. Findings: All of the proposed generative mechanisms underlying the messiness in humanitarian logistics are found to be relevant. The challenges for the management of such messy supply chains lie in the behavioural complexity they represent through the mechanisms of sociopolitical impact and the multitude of diverse stakeholder views they encapsulate. Logistics and supply chain management struggles to find holistic management approaches to address such behavioural complexity appropriately. Implications: This research has highlighted the strong element of behavioural complexity that underlies humanitarian logistics and other messy supply chains and is often inadequately addressed by managers and literature alike. The acknowledgement of all the different elements of messiness in humanitarian logistics and other scenarios, as well as the need for holistic management approaches, changes the way in which messy supply chains are seen. The revised conceptual framework presented in this thesis provides a foundation for further study of various messy supply chain contexts. Originality/Value: This thesis provides a novel view of supply chains that are inadequately captured by current frameworks and typologies. As the complexity of supply chain contexts intensifies, behavioural aspects become increasingly important. The framework provided represents a first application of the rich body of literature on wicked and messy problems, as well as complex adaptive systems in supply chain management.

Globalisation has made logistics more important than ever in developing countries. If one business function raises their costs on a service, the end customer will usually pay the price in the store. When the end customers cannot afford the end price on a product, they will turn to other alternatives. This thesis examines how process management would affect the local population within the Dominican Republic. By beginning to question why some functions exist the effect will be economically visible in a DuPont according to the theories. Supply chain management seeks to manage the whole processes from A to Z in the most efficient way possible. The study was conducted during 8 weeks in the Dominican Republic. Eleven managers were interviewed to see how important SCM is for DR. The conclusions of the study is that Supply Chain Management is very important for DR. Well managed supply chains allow higher quality goods such as medicine and food to be accessed at a lower price by the local population. By targeting the economical position of working capital in a process an organisation can reach an increased ROI without the use economical means (increase the income/delivery service or reduce the costs).

Cette thèse vise à contribuer à la compréhension des cycle de vie d’une opération humanitaire (HOLC). Gestion de la chaîne d'approvisionnement humanitaire (HSCM) dans un contexte de mise en perspective et dans l’objectif de proposer un modèle décisionnel qui s'applique aux phases de HOLC lors d’une situation réelle. Cela inclut la mise en oeuvre du modèle proposé pour concevoir et développer un outil d'aide à la décision afin d'améliorer les performances de la logistique humanitaire tant dans les opérations de secours nationaux qu’internationaux.Cette recherche est divisée en trois phases. La première partie vise à présenter le sens de l'étude ; la zone de recherche prise en compte pour la gestion de la chaîne d'approvisionnement (SCM) doit être clairement définie. La première phase consiste à clarifier et définir le HSCM HL, la gestion de la chaîne d'approvisionnement commerciale (CSCM) et le SCM, ainsi que la relation entre ces différents éléments. La gestion du cycle de vie du projet (PLCM) et les différentes approches sont également présentés. La compréhension de la différence entre la gestion du cycle de vie du projet (PLM) et la PLCM est également nécessaire, cela ne peut être abordé dans la phase de cycle de vie de l'opération humanitaire. De plus, les modèles Multiple-Criteria Decision Making (MCDM) et l’aide à la décision concernant le HL sont analysés pour établir le fossé existant en matière de recherche. Les approches MCDM qui mettent en oeuvre le système d'aide à la décision (DSS) et la manière dont le MAS a été utilisé dans le contexte HSCM sont étudiées.La deuxième phase consiste en la proposition d’un modèle décisionnel fondé sur l’approche MCDM à l'appui de la décision du décideur avant qu'il/elle prenne des mesures. Ce modèle prévoit le classement des alternatives concernant l'entrepôt, le fournisseur et le transport au cours des phases de HOLC. Le modèle décisionnel proposé est réalisée en 3 scénarios. I. La décision en 4phases HOLC – opération de secours internationale de la Croix-Rouge Française (CRF). II. La décision en3phases HOLC – opération nationale dela Croix-Rouge thaïlandaise (TRC). III. La décision au niveau de la phase de réponse HOLC – opération internationale du TRC dans quatre pays. Dans cette phase, le scénario I et II sont réalisés étape par étape au travers de calculs numériques et formules mathématiques. Le scénario III sera présenté dans la troisième phase. Pour établir trois scénarios, les données internes recueillies lors des entretiens avec le chef de la logistique de la Croix-Rouge Française, et le vice-président de la fondation de la Coix-Rouge thaïlandaise, seront utilisées. Les données externes proviennent de chercheurs qui sont des experts dans le domaine HL ou le champ du HSCM, de la littérature, et de sources issues des organismes humanitaires (documents d’ateliers, rapports, informations publiées sur leurs sites officiels).Dans la troisième phase, une application Internet multi-critères (decision support system MCDSS WB) mettant en oeuvre le modèle proposé est élaborée. Afin d'atteindre une décision appropriée en temps réel, le WB-MCDSS est développé sur la base d’un protocole client-serveur et est simple à utiliser. This thesis aims to contribute to the understanding of HOLC in context of the HSCM and to propose a decision model which applies to the phases of HOLC the decision making regarding a real situation . This include the implementation of the proposed model to design and develop a decision support tool in order to improve the performance of humanitarian logistics in both national and international relief operations.This research is divided into three phases; the first phase is to clarify and define HL among HSCM, commercial supply chain management (CSCM) and SCM and their relationship. Project Life Cycle Management (PLCM) approaches are also presented. The difference between project life cycle management (PLM) and PLCM is also required to distinguish a clear understanding which can be addressed in the phase of humanitarian operation life cycle. Additionally, the literature of Multiple-Criteria Decision Making (MCDM) models and existing decision aid system for HL are analyzed to establish the research gap. The MCDM approaches which implement the decision support system (DSS) and lastly how DSS has been used in the HSCM context.The second phase is to propose a decision model based on MCDM approaches to support the decision of the decision maker before he/she takes action. This model provides the ranking alternatives to warehouse, supplier and transportation over the phases of HOLC. The proposed decision model is conducted in 3 scenarios; I. The decision in 4-phase HOLC, international relief operation of French Red Cross (FRC). II. The decision on 3-phase HOLC, national operation by the Thai Red Cross (TRC). III. The decision on response phase HOLC, international operation by the FRC in four countries. In this phase, the scenario I and II are performed step by step though numerical calculation and mathematical formulas. The scenario III will be presented in the third phase.In the third phase, an application of web-based multi-criteria decision support system (WB-MCDSS) which implement the proposed model is developed. The web-based multi-criteria decision support system is developed based on the integration of analytical hierarchy process (AHP) and TOPSIS approaches. In order to achieve an appropriate decision in a real time response, the WB-MCDSS is developed based on server-client protocol and is simple to operate. Last but not least, a validation application of the model is performed using the sensitivity analysis approach

Dans ce contexte, notre étude vise à expliciter, mesurer et améliorer l'une des principales caractéristiques des chaines logistiques humanitaires : leur capacité à répondre rapidement et adéquatement aux changements à court terme. Cette capacité, l'agilité, est fortement influencée par la manière dont le réseau logistique est conçu et dimensionné. Notre seconde problématique consiste donc à assurer un niveau déterminé d'agilité aux chaînes logistiques humanitaires en les aidant à mieux positionner leurs ressources. L'objectif est de montrer que l'on peut obtenir ce niveau de service enmaximisant l'efficience du réseau. A push for increased professionalism during disaster relief operations has been reinforced over the last decade. The uncertainties humanitarian organisations have to cope with and the vital importance of their success has incited them to develop their ability to respond quickly and adequately to short-term changes. This agility capability is becoming highly prized by the private sector. Starting from a framework of supply chain agility, this thesis analyses humanitarian methods and defines an agility maturity model aiming to measure and improve the agility capability of a supply chain. As agility often depends on the adequate balance between delivery capacity and needs, our second problemstatement aims to design a logistics network that can operate under high levels of uncertainty so that for a given level of service in terms of agility, efficiency is maximized. In this thesis we focus our attention on two mathematical models applied to two real situations, both studied with the theory of variational inequalities. The first network-based model describes the organ transplant system with the aim of minimizing the total costs associated with this process. We find the related optimality conditions and the variational inequality formulation. Some existence and uniqueness results as well as the Lagrange formulation are stated and some numerical examples are studied. The second mathematical model presented is a Generalized Nash Equilibrium model for postdisaster humanitarian relief. We identify the network structure of the problem, with logistical and financial ows, and propose a variational equilibrium framework, which allows us to then formulate, analyze, and solve the model using the theory of variational inequalities. We then utilize Lagrange analysis and finally we illustrate the game theory model through a case study.

Background Developing, emerging and developed countries are vulnerable to disasters and might require external assistance to cope with their aftermaths. It is forecasted that disasters will increase five-fold over the next 50 years. In an environment, which is characterized by many uncertainties, humanitarian supply chains are created to provide disaster relief in a highly complex and dynamic setting. This environment is unique for every disaster, where infrastructure, government, physical, socio-economic and security situational factors can either facilitate or restrict humanitarian operations. Agile supply chain principles enable humanitarian organizations to quickly respond to disasters. Purpose The purpose of this thesis is to explore and analyze the impact of external situational factors on the agility of humanitarian supply chains and humanitarian organizations’ actions taken to address those external situational factors during the immediate response phase of an emergency event. Methodology For the purpose of this study a combination of an inductive and deductive research approach was applied. The study was of exploratory and qualitative nature with a single case study in its focus. Empirical data was collected by conducting semi-structured interviews with nine respondents involved in the disaster relief operations of Haiti Earthquake 2010. Empirical findings were analyzed by using the template analysis. Conclusion External situational factors have a strong impact on capabilities enabling humanitarian supply chains to be agile during the immediate response phase. Humanitarian organizations are able to reduce the negative impact of external situational factors while in other cases the negative impact of external situational factors is further intensified by actions taken by humanitarian organizations. Furthermore, humanitarian organizations are able to utilize and enhance some of the positive impacts of external situational factors. However, the initially positive impact of some external situational factors may be reduced by inappropriate actions taken by humanitarian organizations. Therefore, understanding the context of the disaster’s broader environment is a prerequisite to an effective emergency response.

This thesis considers the design and analysis of humanitarian supply chains, by which we mean those systems that deliver goods and services in response to natural or man-made disasters as well as ongoing public health challenges. In the first part of the thesis, we introduce a class of problems motivated by humanitarian logistics systems with decentralized decision makers. In contrast to traditional optimization problems in which a centralized planner determines the actions of all entities in the system, decentralized systems are characterized by individual decision makers who make choices to optimize their own objectives and whose actions impact the overall system performance. Decentralized systems often perform poorly in comparison to centralized ones, but centralization is costly or impractical to implement in many circumstances. The goal of this part of the thesis is to characterize the impact of decentralized decision making and identify ways to mitigate this impact. Using concepts from optimization and game theory, we model systems in which individuals choose a facility to visit to receive service, such as during a disaster response, making their choices based on travel time, congestion, and weights on congestion. These weights represent the relative importance individuals place on congestion in their objectives. We provide an efficient algorithm for finding a stable, or equilibrium, solution from which no individual can improve her own objective value by switching unilaterally. We show that the worst- and best-case performances of decentralized solutions depend on the importance individuals place on congestion. Finally, we introduce a mechanism under which the central optimal solution is also an equilibrium. The mechanism acts by influencing the importance individuals place on congestion, and we characterize the values that this importance can and must be to achieve stability. We introduce models to find values of the mechanism that optimize particular policy objectives and show that these models can be solved efficiently. The second part of the thesis describes the application of the ideas developed in the first part to data from a large-scale effort to deliver a limited supply of products to a large number of people in a short time. The goal of this part of the thesis is to understand the impact of decentralized decision making on local access to an actual product and quantify correlations between inequities in access and socioeconomic variables. We find that both the centralized and decentralized systems lead to inequity in access, but the impact is greater in decentralized systems with user choice. The differences in access are correlated with several socioeconomic variables, but these relationships vary across geographic space. This study integrates tools from optimization, game theory, spatial statistics, and geographic information systems in a novel way. The results confirm the importance of accounting for decentralized behavior in system design and point to opportunities to use the mechanism from the first part of the thesis in future distribution efforts of this nature. The study also leads to policy recommendations, namely that planners consider the impact on equity prior to implementing distribution plans and work to recruit additional service providers in areas that have exhibited inequities in the past. The third part of the thesis employs empirical methods to characterize a successful humanitarian supply chain and identify practices from which other organizations can learn to improve their operations. The hurricane response process used by Waffle House Restaurants has been recognized nationally for its effectiveness. We document the process and describe the supply chain concepts that contribute to its success. Further, we place the company's practices in the context of the literature on supply chain disruption, crisis management, and humanitarian logistics. This study provides insight for other organizations that seek to improve their resilience to supply chain disruptions, whether these are caused by natural disasters or other events. The study also led to the creation of teaching materials to help business and engineering students identify the challenges faced in humanitarian supply chains, the ways that operations research methodologies can be used to improve decisions, and the opportunities for cross-learning between humanitarian organizations and the private sector.

Worldwide, the need for effective humanitarian aid is growing, and continuous aid such as commodity distribution plays a major role in ensuring sustained wellbeing. In literature, information and communication technology (ICT) has been recognized and suggested to enhance the performance and achieve higher social impact of humanitarian supply chains. Nevertheless, so far there has been little research on implementation practices and difficulties that can arise in the specific context. In pursuit of seizing the full benefits of ICT in humanitarian setting, there is an interest to further study ICT adoption among humanitarian practitioners, above all those in the most decentralized parts of the chain, which are more likely to be overlooked. This thesis aims to investigate what challenges arise when implementing an ICT trackability solution in local units of humanitarian supply chains. In this context, the concept of trackability was introduced to refer to monitoring of the downstream flow of a commodity until its intended beneficiary. Based on a thorough literature review at the intersection of Humanitarian Logistics, Supply Chain Visibility and ICT Adoption research, a substantiated theoretical context was built. Further, a case study on Colombian childcare centers, which serve as local service units of a national Food Aid Program aimed at early childhood, allowed for deep-going insights on the work of educators and the dynamics of such local humanitarian entities. Analysis of the empirical findings demonstrated the presence of numerous, both facilitating and inhibiting, ICT adoption antecedents. Five main challenges were identified: high workload, lack of technological skills, staff’s impact-oriented motivation in contrast to the tool’s broader efficiency goal, trackabilitiy’s monitoring nature as a threat to staff’s aspired autonomy, and deficient infrastructure. The study shows that these challenges can be interpreted as misalignments between the nature of attributes intrinsic to the humanitarian organization and that of the technological tool itself which is often shaped by commercial principles. The identified frictions could either be associated to a difference in operational reality or to diverging strategic goals, which mirror the overall discrepancies between commercial and humanitarian supply chains described in literature. The conclusion was drawn that the elucidated divide or incompatibility asks for bridging efforts in order to overcome implementation difficulties and seize the promising advantages of ICT in humanitarian setting. According to the findings, this should be done by enabling local practitioners rather than monitoring these.
Globalt ökar behovet av effektivt humanitärt bistånd, och kontinuerligt stöd såsom råvarudistribution spelar en viktig roll för att säkerställa ett fortsatt välbefinnande. I litteraturen har informations- och kommunikationsteknik (IKT) erkänts och föreslagits förbättra prestationen och höja den sociala påverkan hos humanitära försörjningskedjor. Å andra sidan, finns det hittills ringa forskning på praktisk implementering och utmaningar som kan uppstå i det givna sammanhanget. I strävan att ta vara på samtliga fördelar som IKT kan ha i humanitärt sammanhang finns det intresse att ytterligare studera införande och användning av IKT bland humanitära praktiker, främst i de mest decentraliserade delarna av kedjan, då dessa är mer sannolika att förbises. Examensarbetet syftar till att undersöka vilka utmaningar som uppstår vid implementering av en IKT lösning för spårbarhet i lokala enheter av humanitära försörjningskedjor. Baserat på en grundlig litteraturöversikt vid skärningspunkten för forskning kring humanitär logistik, försörjningskedjor och IKTs införande och användning skapades ett teoretiskt ramverk. Vidare har en fallstudie av colombianska daghem, som utgör de lokala serviceenheter av ett nationellt program för livsmedelsbistånd riktad till tidig barndom, bidragit till djupgående insikter i praktikernas arbete och dynamiken i sådana lokala humanitära enheter. Analysen av det empiriska materialet påvisade många, både underlättande och inhiberande, faktorer för IKT införande och användning. Fem huvudsakliga utmaningar identifierades: hög arbetsbelastning, brist på tekniska färdigheter, personalens motivation baserad i direkt social påverkan i kontrast till IKT lösningens bredare effektivitetsmål, kopplingen mellan spårbarhet och övervakning som ett hot för autonomi, samt bristande infrastruktur. Studien visar att dessa kan tolkas som motsättningar mellan attribut hos den humanitära organisationen och attribut för det tekniska verktyget som oftast är format utifrån kommersiella principer. De identifierade friktionerna kan antingen vara kopplade till en skillnad i operativ verklighet eller i divergerande strategiska mål, vilket speglar de övergripande skillnaderna mellan kommersiella och humanitära försörjningskedjor som beskrivs i litteraturen. Slutsatsen drogs att den uppenbara klyftan eller oförenligheten manar till överbryggande ansträngningar för att övervinna de implementeringssvårigheter som uppstår och för att ta vara på IKT’s lovade fördelar i humanitär miljö. Enligt resultaten bör detta göras med fokus på att stödja lokala utövare istället för att övervaka dessa.

The global business environment is rapidly changing, and with the emergence of a new landscape comes new challenges. Traditional supply chains have been reshaped in an attempt to better adjust to the ever-increasing globalization process. This has increased the complexity of logistics as supply chains now are global, multi-tiered and encompass a variety of activities and stakeholders. As a result, many organizations are struggling to fully monitor their supply chains due to the lack of visibility within the supply chain. This concerns not only commercial corporations but also humanitarian organizations in their quest to improve the situation for people in need. The purpose of this study was to explore the concept of Supply Chain Visibility and determine which factors that affect the level of visibility in a supply chain, and to investigate how humanitarian organizations can increase the level of Supply Chain Visibility during the last mile of delivery. The research was conducted by means of an extensive literature review and a case study in Zimbabwe. The case study included a mapping of the national supply chain and an assessment of the current level of visibility. Subsequently, the underlying issues that affect the current level of visibility were identified and analysed. The findings from the study show that the underlying activity and the antecedent of Supply Chain Visibility is information sharing between trading partners in the supply chain. The activity of information sharing is in turn determined by the level of connectivity and willingness. Connectivity measures the maturity of the technological means that an organisation possesses for the use of information sharing and willingness is a measurement of an organization’s attitude toward the act of information sharing. The attribute of the shared information, in terms of quality and quantity, is what finally determines the level of visibilityin a supply chain. For humanitarian organizations to increase the level of visibility during the last mile of delivery, the findings show that organizations must improve the attributes of the shared information. As information collection is often directly tied to the physical distribution of commodities, organizations must improve their transportation operations in order to increase the level of quality of the shared information. In the long run it is imperative that humanitarian organizations detach the information flows from the physical flows so that information is transmitted electronically from health facilities to the central information repository, rather than being collected by vehicle. Implementing a Logistics Management Information System based on the GS1 standards is therefore a necessity as it would allow for automatic information capture and dissemination among supply chain stakeholders.
Den globala marknaden förändras snabbt och i takt med att det affärsmässiga landskapet förändras kommer nya utmaning. Traditionella leverantörskedjor har oformaterats i ett försök att bättre anpassa sig till den ständigt ökande globaliseringen. Detta har lett till att komplexiteten inom logistikområdet ökat och leverantörskedjor är idag globala, flerskiktade och innefattar en mängd aktiviteter och aktörer. Som ett resultat av detta har många organisationer idag svårt att fullt ut övervaka sina leveranskedjor på grund av bristande insyn. Detta rör inte endast kommersiella företag utan även humanitära organisationer i deras strävan att förbättra levnadssituationen för människor i nöd. Syftet med den här studien var att utforska begreppet ”Supply Chain Visibility” och slå fast vilka faktorer som påverkar graden av insyn i leverantörskedjan, samt att undersöka hur humanitära organisationer kan öka graden av insyn i sina leveranskedjor under ”the last mileof delivery”. Studien genomfördes med hjälp en grundlig litteraturstudie och en fallstudie i Zimbabwe. Fallstudien inkluderade en kartläggning av den nationella leveranskedjan och en bedömning av den nuvarande nivån av insyn i denna. De underliggande problemen som påverkar den nuvarande nivån av insyn i leveranskedjan identifierades och analyserades slutligen. Resultaten från studien visar att den underliggande aktiviteten som föregår ”Supply Chain Visibility” är informationsdelning mellan aktörer inom leveranskedjan. Graden av informationsdelning beror i sin tur på konnektiviteten i leveranskedjan och på viljan hos enskilda aktörer att dela information med andra parter. Konnektivitet är ett mått på hur lämpade och sammankopplade de tekniska medel, som en organisation använder sig av, är för att dela information. Det som slutligen avgör vilken insyn, i leveranskedjan, som en aktör kan realisera är egenskaperna hos den delade informationen i termer av kvalitet och kvantitet. Studien visar att humanitära organisationer måste förbättra egenskaperna hos den informationsom delas, för att öka graden av insyn i leveranskedjan. Eftersom insamlandet av information ofta sker i samband med den fysiska distributionen av produkter måste humanitära organisationer fokusera på att förbättra och effektivisera dessa transportprocesser för att öka kvaliteten på informationen. På sikt är det därför helt centralt att informationsflödena skiljs från de fysiska flödena så att information kan överföras elektroniskt från kliniker till den centrala datalagringsenheten, istället för att samlas in med hjälp av distribueringsfordonen. Att implementera ett ”Logistics Management Information System” baserat på GS1 standarden är därför nödvändigt då det skulle tillåta automatisk informationsinsamling och informationsspridning mellan intressenter inom leverantörskedjan.

Au cours de la dernière décennie, le secteur de l’humanitaire d’urgence n’a cessé de se transformer. Les ONGs humanitaires d’urgence doivent repenser leurs stratégies et modes d’interventions afin de répondre à ces évolutions. Le développement de formes nouvelles d’assistance – telle que l’e-assistance – offre aux ONGs des alternatives à la classique aide directe et en nature. Ces alternatives permettent aux ONGs de se désengager de la gestion complexe des opérations logistiques. Loin d'être anecdotique, ce constat provoque un changement de paradigme au sein du secteur et suscite un intérêt du chercheur en Sciences de Gestion mais interroge aussi le professionnel du secteur qui voit dans ces évolutions une forme de désopérationnalisation et donc une « délogistisation » de l’aide humanitaire. Cette thèse sur travaux, constituée de deux communications et un article, a pour objectif de répondre à la question de recherche : « Humanitaire d’urgence : Quelle supply chain pour quelle stratégie d’intervention ? » La recherche porte dans un premier temps sur la compréhension de l'articulation entre stratégie d’intervention et stratégie logistique au sein des ONGs d’urgence. Ensuite, à travers une analyse prospective, elle tente d’évaluer comment la logistique va évoluer et se transformer. La méthodologie est qualitative, elle s’appuie sur des entretiens et sur des observations menées dans un cadre professionnel en adoptant le prisme du chercheur-acteur. Il ressort de cette thèse que la logistique devrait prendre plusieurs formes différentes en mobilisant divers dispositifs en fonctions du contexte d’intervention, des besoins des bénéficiaires et des caractéristiques de l’ONG
Over the past decade, under the combined effects of several factors, the humanitarian sector has been subject to deep transformation. Emergency humanitarian NGOs must rethink their strategies and methods of intervention in order to respond to these changes. The development of new forms of assistance such as the e-assistance, offers to the NGOs alternatives to the very traditional direct and in-kind assistance. These alternatives allow NGOs to disengage from the costly and complex management of logistics operations. Far from being anecdotal, this observation provokes a paradigm shift within the sector and arouses the particular interest of the researcher in Management Sciences but also questions the professional who sees in these developments a form “delogistisation” of the humanitarian aid. This thesis, based on publications consisting of two conference papers and an article, aims to answer the research question: Emergency humanitarian: Which supply chain for which intervention strategy? The research focuses first on understanding the articulation between intervention strategy and logistics strategy within emergency NGOs. Through a prospective analysis, it tries to evaluate how logistics will evolve and transform. The methodology is qualitative, based on interviews and observations conducted in a professional setting adopting the prism of a researcher-actor. This thesis shows that logistics should take several different forms by mobilizing various mechanisms depending on the context of the intervention, the needs of the beneficiaries and the characteristics of the NGO

O objetivo da presente pesquisa é analisar os mecanismos de coordenação e as formas de colaboração na cadeia de suprimentos humanitária. Para tanto, foi realizado o levantamento e análise do referencial teórico para se permitir a caracterização dos cenários de desastres; a identificação e compreensão dos desafios de gerenciamento da cadeia de suprimentos humanitária; a identificação dos indicadores de desempenho inerentes à gestão desta cadeia específica; os mecanismos de colaboração existentes e utilizados; e a importância de simuladores organizacionais para análise da tomada de decisão e dos jogos de empresa para vivências. A partir da análise do referencial teórico, foi desenvolvido um esquema conceitual simplificado dos mecanismos de coordenação descentralizado e centralizado, incluindo a análise dos stakeholders envolvidos (agentes humanitários locais, agentes humanitários coordenadores, beneficiários e prestadores de serviço de armazenagem, transporte e aquisição), das decisões tomadas por cada um, das etapas logísticas e dos indicadores importantes para garantir o atendimento dos beneficiários. A partir do desenvolvimento do esquema conceitual simplificado dos mecanismos de coordenação, foi desenvolvido um modelo conceitual de simulador logístico humanitário, tendo como objetivo permitir a análise das operações logísticas em cenários de desastres e para servir como base para desenvolvimento futuro de um simulador matemático para análise da tomada de decisão. Por fim, foi desenvolvida uma proposta de jogo logístico humanitário para permitir a vivência da tomada de decisão em cenários de desastres. Para validação do esquema conceitual simplificado, do modelo conceitual de simulador e da proposta de jogo humanitário, estes foram aplicados a dois estudos de caso relacionados ao combate à fome na África (UNICEF Plumpy\'Nuts) e no Brasil (Bancos de Alimentos).
Humanitarian entities, private organizations and governments operate constantly to attempt victims of disasters, that increases continuously and affect thousands of people every year. The objective of this research is to analyze the coordination mechanisms and modes of cooperation in the humanitarian supply chain. For this purpose, a survey and an analysis of the theoretical framework were performed to characterize scenarios of disasters, an identification and understanding of the management challenges on a humanitarian supply chain, an identification of performance indicators related to the management of this particular chain, mechanisms available and organizational collaboration used, besides the importance of simulators and business games to analyze decision making and to experiences. With this analysis, a simplified conceptual draft of decentralized and centralized coordination mechanisms was developed, including an analyses of the stakeholders involved (local humanitarian agents, coordination of humanitarian agents, beneficiaries, along with providers of warehousing, transport and acquisition), the decisions for which each one, logistics steps and main performance indicators to guarantee the aid to beneficiaries. As from a simplified conceptual scheme of coordination mechanisms, a conceptual model of humanitarian logistics simulator was developed to analyze logistic operations in disaster scenarios and to use as a base to the future development of a mathematic simulator to decision-making analysis. Lastly, a proposal of a humanitarian logistics game was developed to allow experiences in disaster scenarios. For validating the simplified conceptual scheme, the conceptual model of a simulator and the proposal of a humanitarian logistic game, it was applied to two case studies regarding fighting hunger in Africa (UNICEF Plumpy\'Nuts) and in Brazil (Bancos de Alimentos).

Humanitarian disasters are expected to increase 5-fold over the next 50 years. In 2010 a total of 385 separate disasters killed over 297,000 people worldwide, affected more than 217 million others and caused US$ 123.9 billion of economic damages. It is suggested that the scale of resource dedicated to logistics provision in response to disasters accounts for upwards of 80% of the total budget, hence humanitarian logistics both as a practice and a research topic is very much in the spotlight. Consequently, this research addresses what is argued to be the under-representation of humanitarian logistics in the literature and the associated lack of empirical research focussed on the management of the supply chain. Collaborative working has been promoted as a Silver Bullet in many areas of Supply Chain Management and is contended to be a mechanism to prevent organisations optimising solely their own results rather than integrating their goals and activities with others to benefit overall end user value. Collaborative techniques inherent within commercial supply chains have not been observed in the humanitarian relief chain. This study investigates why this is the case, as this lack of collaboration is reported to lead to inefficiency; which at worst results in increased humanitarian suffering and additional loss of life. Hence, the findings reveal ways to advance collaborative working within the humanitarian relief supply chain. Criticism is levelled at the predominance of quantitative methodologies in current research within humanitarian logistics. This study addresses this gap as well as the calls for more cross-organisational case studies within the field, by adopting a multi-case, qualitative approach based on the triangulation of data gathered during a series of in-depth interviews and focus groups across 4 separate humanitarian relief organisations. Data interpretation is through content analysis to identify specific patterns and themes. The research concerns itself with the response immediately following the onset of a disaster. This limited scope helps to address issues surrounding the generalisability of a purely qualitative approach whilst also maintaining control over data volume; however, there are still ample opportunities for significant theoretical and practical contribution. The findings identify specific barriers to collaborative working within the sector; in particular, themes and patterns within management and control, understanding and training, relationships, and military involvement have surfaced. Outcomes also have implications for commercial supply chain managers who are increasingly faced with challenges that no longer obey the traditional rules of forecast driven certainty and predictability, and are therefore, expected to adopt the more event driven, agile and flexible approaches that are already a reality for their humanitarian sector counterparts. The study concludes with the development of a conceptual generic model of the humanitarian supply chain that includes a number of significant issues which, if addressed will improve collaboration and thereby benefit overall efficiency and effectiveness to the general betterment of future relief provision.

In humanitarian aid organisations, due to increasing pressure from donors, there is an urge to professionalise and optimise the way supply chains are managed. In the commercial companies there is strong evidence that focusing more on supply chain management can improve efficiency and lead to major cost savings which makes it very interesting for humanitarian aid organisations to adopt practices from the commercial world. The concepts of agility and leanness are said to prepare organisations to respond quickly to fluctuating customer demand (agility) and to increase efficiency through waste elimination and process optimisation (leanness), two properties which are required by humanitarian and commercial organisations likewise. In the commercial context agility and leanness are often combined as a le-agile strategy which is also applicable for humanitarian supply chains where the distinct humanitarian supply chain stages – preparedness, response, and reconstruction – follow different objectives and operate in different environments. Based on existing literature, this thesis identifies and examines the combination of lean and agile strategies with the different humanitarian supply chain stages. The combination possibility for a le-agile strategy is based on the base-surge demand approach from commercial literature. Moreover, agile and lean supply chain characteristics as well as practices how to achieve these characteristics are identified and illustrated in a theoretical framework. The empirical, qualitative research using a single-case study strategy further explores the supply chain practices of the Georgia Red Cross Society (GRCS) during the armed conflict in 2008. These lean and agile practices were studied by looking at preparedness, response and recovery stages related to the event, as well as the new preparedness phase, emerged after the armed conflict. The key findings indicate that lean practices are performed by the case organisation in the preparedness stage and to some lower extent in the reconstruction stage. Agile practices were evidenced in the response stage of the armed conflict. Overall, the findings support the theoretical propositions made prior to the empirical research. However, in the case of the studied organisation, the findings indicate that not all lean practices, identified from the commercial supply chain literature, were applied in the preparedness and reconstruction stages likewise. Nevertheless, in general there was a tendency for using lean practices in both stages of humanitarian supply chain. Another finding indicates that lean and agile practices are strongly linked and support each other. This was clearly reflected in an interconnection between preparedness and response stages, whereas implementation of efficient lean practices during the preparedness stage supported a quick and agile reaction to the armed conflict in the response stage. Additionally, it was found out that the reconstruction and preparedness stages of the GRCS humanitarian supply chain are connected through an iterative process of continuous learning and improvements. This thesis contributes to existing literature by providing empirical proof for the existence of lean and agile strategies in the preparedness, response, and reconstruction stages of the case organisation’s humanitarian supply chain. These results also support the possibility to use the commercial base and surge demand model for combining lean and agile strategies with the different humanitarian supply chain stages, which represents an under-investigated field in existing humanitarian supply chain literature.

Centenas de milhões de pessoas são afetadas por desastres a cada ano. Para alguns países da Ásia, os desastres naturais se tornaram algo comum para os quais eles precisam estar preparados. A cadeia de fornecedores humanitária é um conceito logístico recente, que se refere a todo o processo de ajuda que acontece uma vez que ocorre um desastre, desde os doadores até os beneficiários finais. Por causa de tensões econômicas recentes, e por causa de uma maior cobertura da mídia sobre os desastres naturais mortais tal como o Typhoon Yolanda em 2013-2014; organizações humanitárias precisam mostrar transparência em suas ações e precisam provar a capacidade de resistência da cadeia de abastecimento para melhorar ainda mais os programas de doação. Resiliência tem sido estudada no contexto da cadeia de fornecedores de uma empresa comercial. No entanto olhar para essa noção dentro do sector humanitário que tem características diferentes, é um novo conceito raramente explorado antes. O objetivo desta tese será contribuir com novos insights e contributos, a fim de enriquecer ainda mais pesquisas sobre a capacidade de resiliência das cadeias de fornecedores humanitários. Vamos analisar as provas desses recursos para a resiliência através de uma pesquisa qualitativa sobre o caso Typhoon Haiyan (Yolanda), que já foi o tufão mais mortal das Filipinas.

Purpose: This research aims to enhance the current understanding and knowledge of the demand-supply chain management (DSCM) concept by determining its elements, benefits, and requirements, as well as by analyzing key elements of the concept. Methodology: This research has utilized the case study strategy and the survey strategy, however, the case study strategy dominates. The case study research has involved five companies originating from Sweden and the collection of empirical data mainly from in-depth interviews with key persons representing senior and middle management. The survey research targeted the largest firms in Sweden and Finland and empirical data was collected through an online questionnaire. Findings: This research has established that the main elements of DSCM include market orientation, coordination of the demand and supply processes, viewing the demand and supply processes as being equally important, as well as value creation, differentiation, innovativeness, responsiveness, and cost-efficiency in the demand and supply processes. It has also been revealed that the main benefits of DSCM include enhanced competiveness, enhanced demand chain performance, as well as enhanced supply chain performance, while the main requirements of DSCM include organizational competences, company established principles, demand-supply chain collaboration, and information technology support. A key element of DSCM further investigated is differentiation focused supply chain design. It has been shown that these efforts can be organized into a process of five stages. In addition, it is important that this process is addressed in parallel with the new product development (NPD) process, that information is exchanged between them, and that they are directed on the basis of the same segmentation model. Another key element of DSCM further investigated is coordination between NPD and SCM. This research has identified several significant linkages between these management directions, which motivate the use of an integrative NPD process where the NPD functions are aligned with the main supply functions in the company and other sales-related functions supporting the commercialization. A final key element of DSCM further investigated is the significance of regarding the demand processes and the supply processes as being equally important. This research has revealed that logistics outsourcing can be risky, if it results in the supply processes being considered less important. Nevertheless, if senior management regards the outsourced processes as equally important as the in-house processes, the effect of logistics outsourcing on company strategies and direction in SCM could be reduced and logistics outsourcing could instead provide an opportunity to improve the design and differentiation of the supply chain. Research limitations/implications: This research has proposed, described, and further analyzed a demand-supply oriented management approach. Such a management approach stresses that the demand processes and the supply processes have to be coordinated and directed at an overlying level, in order to gain and sustain a competitive advantage in competitive and fragmented markets. This research is mainly explorative in nature, and more empirical data, from similar and other research settings, is needed to further validate the findings. Another limitation of the research is that it is essentially limited to Swedish companies (even if some Finnish companies are involved in the survey), however, many of the case companies have a large international presence and are among the top three in their industries, facts which provide some grounds for generalization. Practical implications: This research provides researchers and practitioners with insights into how to develop a demand-supply oriented business. It shows that companies should organize themselves around understanding how customer value is created and delivered, as well as how these processes and management directions can be coordinated. In order for this to occur, the demand and supply processes must be considered as being equally important and the firm needs to be managed jointly and in a coordinated manner by the demand- and supply-side of the company. It is also important that value creation is considered in both the demand and supply processes. Originality/value: Despite strong arguments from both researchers and practitioners for a demand-supply oriented management approach only a minority of companies appear to have effectively coordinated the demand and supply processes. This might be influenced by the lack of research examining how the demand and supply processes can be coordinated, what benefits can be gained by coordinating them, and what requirements are necessary to succeed. This research contributes by investigating these types of aspects further.

Supply chain integration (SCI) is a phenomenon that has received growing attention from academia and industry practitioners alike. Studies suggest that firms with highly integrated supply chains can positively influence firm performance from both an operational and financial standpoint. The literature emphasizes three distinct dimensions of SCI; internal integration, supplier integration and customer integration. However, the scarcity of highly integrated supply chains could be widespread in South Africa due to the SCI perception gaps prevalent among supply chain practitioners in South Africa. The literature reveals that there are countless inconsistencies pertaining to the interpretation and execution of supply chain management practices among supply chain practitioners, across myriads of industries. This study aimed to investigate the various perceptions of the SCI construct harboured by supply chain practitioners in fast-moving consumer goods (FMCG) manufacturing firms. A generic qualitative research strategy was used as the method of inquiry in this research. Five FMCG manufacturing firms were sampled and a total of fifteen participants were interviewed though semi-structured interviews. The main findings of the study reveal that supply chain practitioners in FMCG manufacturing firms interpret the SCI construct differently. While some supply chain practitioners interpret the SCI construct in line with what is documented in the literature, others have misaligned interpretations of the construct. These differences in interpretation span across all tiers (strategic, tactical and operational) within FMCG manufacturing firms. The findings also reveal that supply chain practitioners in South African FMCG manufacturing firms, to a significant extent, identify with all the supply chain integrative practices relating to supply chain collaboration, intra/inter firm interaction and information sharing, as documented in the literature. The study’s findings contribute to the supply chain discipline by helping researchers as well as supply chain practitioners develop a complete understanding of the SCI construct which deliberately elaborates on the associated SCI dimensions, and explicitly articulates the integrative practices associated with the phenomenon. Managerial implications emanating from this study suggest that supply chain functions should strive to create awareness around the focal firm’s end-to-end supply chain activities, and how these activities impact each other. This can be done through building a culture of frequent inter- and intra- organisational interaction, as well as implementing relevant organisational learning interventions across all tiers within the focal firm. In addition, focal firms should also adopt and leverage off new technologies to ensure more reliable and real-time data, thus enabling more effective decision-making.

These flows and the need for strategy and managing the processes of planning, implementing and control of the supply chain, has given name to the concept supply chain management. Supply chain management involves all movement and storage of raw material, and all the processes that is needed to manufacture a product from origin to consumption. Globalization, technology and increasing time and quality-based competition are all driving forces behind the concept and reasons for an increasing interest in supply chain management.

The purpose of this essay is to by using a qualitative case study examine which decisive success factors that can be identified for effective supply chain management. We have compiled different theories on the subject to use for analyzing a case study Li & Fung, who is a successful supply chain management company. We intend to give a detailed description of this complex concept and identify decisive success factors for effective supply chain management.

In this study, carbon dioxide emissions resulting from transportation are assessed, carbon emission reduction opportunities in the current service supply chain design of Cisco Systems, Inc. are explored. Among these opportunities, changing transport mode from a high-carbon transport mode to a low-carbon transport mode is found to be the most promising option and is scrutinized. The effect of transportation mode change on carbon emission and expected total cost are scrutinized by developing a mathematical model that minimizes expected total cost subject to aggregate fill rate constraint. Furthermore, a second model that minimizes the expected total cost under aggregate expected fill rate and carbon emission constraints is developed. In this model transportation mode choice decisions are integrated into inventory decisions. Since it is difficult to make transportation mode selection for each individual item, the items are clustered and transportation mode selection is made for each cluster. Therefore we propose two clustering methods that are k-means clustering and an adopted ABC analysis. In addition, a greedy algorithm based on second model is developed. Since currently there are no regulations on carbon emissions, in order to examine possible regulation scenarios computational studies are carried out. In these studies, efficient solutions are generated and the most preferred solutions that have less carbon emission and lower total cost among all efficient solutions are examined.

On March 2011 a destructive 9.0-magnitude earthquake and tsunami along with nuclear explosions struck northeastern Japan; killing thousands of people, halting industry and crippling infrastructure. A large manufacturing company operating outside of Japan received the news in the middle of the night. Within a few hours of the tsunami hitting Japan, this manufacturer’s logistics team ran global materials management reports to communicate the precise status of the products originating from Japan to their entire global network of facilities. With this quick and far reaching communication the manufacturer was able to launch a successful contingency plan. Alternative suppliers, already existing as part of their global network, were evaluated and used to mitigate Japan’s disruptive impact. The resiliency of this manufacturer’s trusted network of supply chain trading partners allowed for minimum disruptions, saving countless money and maintaining continuity for its end-to-end supply chain. This manufacturer was part of a cloud-based supply chain that provided the catalyst to quickly shift its resources to allay the impact of no longer being able to receive product from Japan. Today's supply chains are global and complex networks of enterprises that aim to deliver products in the right quantity, in the right place, and at the right time in an increasingly volatile and unpredictable environment. To cope with internal and external supply chain instability and disruptions, supply chains need to be resilient to survive. A supply chain's ability to collaboratively share information with its supply chain partners is one of the most important factors that enhance a supply chain’s resilience. Cloud based supply chain management (SCM) creates a platform that enables collaborative information sharing that helps to identify, monitor and reduce supply chain risks, vulnerabilities and disruptions. However, supply chain academics and practitioners are at its infancy in understanding the capabilities of cloud based supply chains and its impact on resiliency. The goal of this dissertation is to explore how cloud based SCM make supply chains more resilient to disruptions. To achieve this goal the present research addresses the following fundamental research question: What is the impact of cloud based supply chain management (SCM) on supply chain resilience? To address this research question, this dissertation is comprised of three separate but interrelated essays. The first essay uses the systematically literature review (SLR) method to provide clear definitions of supporting constructs of supply chain resiliency (SCRES), classify the capabilities of SCRES, and identify existing research gaps and future SCRES research ideas. The second essay applies resource-based view (RBV) and dynamic capabilities as the theoretical lens to investigate the role of cloud based SCM in establishing SCRES. The second essay develops a theory-driven, conceptual model to illustrate and explain the relationships among cloud based SCM, SCRES, and the supply chain capabilities identified in the first essay. The third essay uses systems dynamics theory to develop two novel casual loop diagrams (CLD) and its equivalent systems dynamics (SD) models to quantitatively analyze the impact of cloud based information sharing on supply chain performance. A hospital supply chain is used as an illustrative example to show the positive impact on performance. Lead-time, inventory spend, and customer service levels are the comparative performance metrics used in this essay and are consistent with the findings of essays 1 and 2. One CLD and its equivalent SD model represent a traditional on-premise hospital supply chain information sharing platform and the other represent a cloud based hospital information sharing platform. The SD models simulate and compare the performance of the traditional and cloud based hospital supply chain platforms.

This thesis studies the influence of horizontal competition on supply chain performance. Unlike most of the existing literature which focuses on horizontal competition between echelon levels, we look at both the supply chain and the individual company??s performance with the presence of supply chain to supply chain competition. Specifically, this thesis is composed of three individual research papers. The first paper deals with chain-to-chain horizontal competition and considers price competition among an arbitrary number of supply chains by comparing two cases. In the first case each supply chain is vertically integrated, while in the second, decentralised, case the manufacturers and retailers act independently. We explore the effect of varying the level of price competition on the profitts of the industry participants and demonstrate the important role played by the spread of underlying market shares. The coefficient of variation of these market shares determines whether decentralised supply chains can outperform integrated supply chains with an appropriate level of competition. The second and third papers focus on in-chain horizontal competition with capacity constraints. In the second paper, we look at a supply chain with one manufacturer and two downstream retailers. Based on total capacity available, the manufacturer needs to find ways to best use the capacity by determining whether or not to release the capacity information to retailers. The third paper looks at competition in a more complicated supply chain structure. A retailer buys three brands of products from two manufacturers. One manufacturer produces both branded and private label products, and the other one manufactures a branded product only. With our model, we are able to determine the profits of each supply chain agent. At the end of the paper, we use data from the Australian milk industry and discuss a problem in which a manufacturer needs to decide how to allocate capacity between the national brand and the private label when there is a capacity shortage.

The Global Business Climate has been rapidly changing and has become more competitive. Enterprise now not only needs to operate at a lower cost to compete, it must also develop its own core competencies to distinguish itself from competitors and stand out in the market. The focus has now moved towards improving operational efficiency to stay competitive. Supply Chain is one of the important areas which almost every company is currently working to improve their operation efficiency. Improving operational efficiency in supply chain has three aspects including improving supply chain strategies, following better supply chain management practices, and aligning supply chain strategy with overall business strategy. Our thesis research objective is to understand what policies, capabilities, and strategies of an enterprises leads to best supply chain management. The research is cross industry, across all supply chain management domain and will shed light on what makes companies "best performer" by identifying and exploring the distinctive capabilities required in five key supply chain domains that contribute to high performance in the relevant operational metrics. The domains studied in our research are supply chain planning, fulfillment, service management, product lifecycle management, and, manufacturing. Another objective of our thesis is to relate domain performance of the firm with the firm's value proposition. The three value propositions considered in the thesis are product leadership/innovation, cost competitiveness, and customer service.

The present study aims to analyse the Tourism Supply Chain Management based on the published articles, available statistical data and the conducted research among the par- ticipants of the Tourism Industry (service provider/tour operator, intermediaries, cus- tomers). The paper has a goal to present a deeper insight into the factors affecting the choice of the distribution channel proposing a model based on the accumulated informa- tion regarding the tourism services distribution. In the research we pay a special atten- tion to the analysis of the factors motivating customers to choose traditional intermedi- aries at the time when all the operations can be done through the Internet. This problem would be analysed from both service provider and customers personal approach. The model also includes the future perspective of the development in the field of e-Tourism. The major contribution of this paper is the confrontation of the customers real prefer- ences and company‟s strategies with published earlier empirical research.

In today's business environment, manufacturers need to manage their enterprises as an inseparable part of a supply chain. Key to achieving this is the creation of an extended and integrated information system. In an attempt to find out what needs to be done to improve current supply chain methods and tools, the current research project 1) reviewed the literature to establish current approaches to Supply Chain Management (SCM); 2) identified what tools and methods are available; 3) categorised the current approaches to supply chain management and established a current practice SCM model; 4) identified the requirements for improved SCM; 5) produced an outline requirements specification for improved SCM. The research has made a number of contributions to knowledge. A literature survey on the subject of what SCM involves and what a SCM system is was carried out and was followed by the conclusions that existing software systems have not been classified and tested against the criteria of a true SCM system. A survey of existing SCM software solutions provided data for an analysis of what typical SCM applications include and concluded that a comprehensive SCM solution currently does not exist. That conclusion was verified by a survey based on SCM expert interviews. Three case studies were carried out that looked into different parts of the supply chain and demonstrated the significance of advanced SCM functionality for each one of them. The case studies also involved the design and implementation of a supply chain mapping tool and a supplier relationship management tool. Finally, a conceptual specification of an improved SCM system was developed. The research will be of interest to practitioners in the area of SCM that are looking for ideas to improve SCM procedures and namely, are looking into implementing or developing an already existing software system for SCM. It also suggests ideas for further research, which may be of interest to research students who are interested in the area of SCM.

A pressão sobre o preço está aumentando, e as vantagens de ter um período de exclusividade da utilização de suas patentes estão diminuindo, enquanto a produção de produtos genéricos está crescendo em todo mundo. Ter um portifólio de novas drogas é crítico, mas também é crítico ter habilidade de trazer essas drogas ao mercado em uma maneira eficiente e de baixo custo. Entretanto, as companhias farmacêuticas não podem mais contar unicamente em pesquisa e desenvolvimento e marketing para sobreviver, mas devem também confiar nos valores agregados pela gestão da cadeia de suprimentos (Supply Chain Management - SCM). Neste contexto, o presente trabalho tem o intuito de analisar o modelo de SCM global utilizado por uma grande empresa de medicamentos (Glaxosmithkline-GSK), através da apresentação das principais características de sua cadeia de suprimentos, da análise do planejamento e gerenciamento do suprimento e da demanda e da análise de práticas de SCM implementadas por esta empresa na Europa.
Pharmaceutical companies need to address the growing demand for bringing medicines to market in an economical way. Price pressure is increasing, and the advantages of having a buffered patent window is decreasing as generic manufacturing is on the rise. Having a pipeline of new drugs is critical, but it is also critical the ability to bring them to market in a cost effective and efficient manner. However, pharmaceutical companies can no longer solely rely on research and development and marketing to survive, but must also rely on supply chain management to deliver value. Within this context, this dissertation intends to analyze the supply chain management model of a major pharmaceutical company (GlaxoSmithkline - GSK) throughout an overview of the key characteristics of its supply chain, supply and demand management and some examples of projects implemented in Europe.
