Streszczenie:
This article explores the range of experiences and meanings of Black life in suburban space. Drawing from educational, historical, and sociological literatures, I argue that an underconsideration of suburban space has left many portraits of educational inequality incomplete. The article outlines the emergence of American suburbs and the formation of the city suburb divide which governs much framing of educational inequality and why this frame has limited thinking about what suburbs are and who lies within them. I follow with a discussion of the contemporary state of the suburbs which are now often more racially, ethnically, and economically diverse than their proximal central cities. There are a variety of suburb types, and this article explores three: majority–minority suburbs, exclusive enclaves, and gateway communities. Each suburb type leads to unique challenges such as demographic mismatch between leadership and school population to considering how ethnicity and race interact with Afro-Latino communities. A discussion of how racialized poverty in suburbia shapes the school and social experiences of Black youth is offered. The article closes with the consideration of the directions researchers should consider and areas of policy that are ripe for reengagement given the diversity of Black experiences in suburban schools.

Criminologists have long focused their attention on the inner-city street corner and neglected the suburban cul-de-sac. Crime in the suburbs should be of greater criminological concern. Cities are no longer centrally located. Suburbanization has impacted not only where most Americans live but also the types and reasons for crime. We begin this review with an overview of the unique structures of the suburb and the rise of the suburban city. We complicate the image of the dangerous city and the safe suburb and examine broad trends in crime and safety within each. The reasons and types of suburban crimes are further related to the decentered, diffused, and less public places of suburbia. Types of crime are described and prospects for future research into the structure and culture of suburbanization as they relate to comparative criminological research are discussed.

Streszczenie:
This commentary addresses the evolution of the North American suburb over the last 70 years, a period over which it adopted a development pattern marking a radical break from prior forms of urban settlement. Early in this period, the emerging suburban form constituted perhaps the sharpest transition in the history of urbanism in terms of urban form and transportation. This suburban form rapidly came to dominate North American metropolitan regions and spread to other parts of the world. In this commentary, I propose a brief history of the North American suburb since the late 1940s seen through the lens of the contributions it made to the evolution of urbanism across the continent. I contend that while suburbs are often associated with urban stasis, because perceived as an impediment to the emergence of new environmentally sensitive and socially and functionally integrated urban formulas relying on public transit and walking, they have played a major transformative role in the past and may be the source of further urban transitions in the future. North American suburbs have also undergone deep social changes over the last decades. However, I question the claim, made by some researchers, that we are entering a post-suburban era; but at the same time, I acknowledge the possibility of major future innovations within present suburban configurations.

Streszczenie:
In Bourgeois Utopias, a cultural history of suburbia in America, Robert Fishman states the fundamental paradox about the suburbs: “[H]ow can a form based on the principle of exclusion include every-one?” The promise of the American suburb was that every middle-class family would be able to own a home with a yard, but this egalitarian ideal was illusory because what made the suburbs appealing was precisely what it excluded, namely everything having to do with the city—its congestion, political corruption, and most importantly, its racial diversity. And so, as suburbia was mass-produced and made avail-able with cheap low-interest loans to white middle-class families, racial minorities were rigidly excluded. Although several waves of demographic change have reshaped the suburbs over the generations, this paradox remains evident today. Suburbs are becoming more dense and more diverse as many minorities have migrated from “inner cities” toward first-ring suburbs, and immigrants have found welcoming enclaves in the suburbs. But while suburbs have grown more diverse, they have also grown more segregated. High opportunity suburbs with plentiful jobs and good schools mandate low-density sprawl through zoning regulations, like mini-mum lot size and floor area requirements, parking mandates, and set-backs, that have the cumulative effect of making housing scarce and expensive. Only the very affluent or those lucky enough to have purchased a home years ago are welcome in these places. Racial minorities who, thanks to the earlier generation of suburban exclusion, have not had the opportunity to build the inter-generational wealth that is often a prerequisite to purchasing a home in the suburbs still find themselves locked out of the most desirable communities. The infra-structure of suburban communities, such as roads, sewers, and schools, are designed, perhaps deliberately, to completely collapse if the number of users increases by even a small amount, so these communities fiercely oppose any efforts to densify and permit more housing. Even modest attempts at densification are treated as calls to destroy suburban neighborhoods. But because our society has made a decision, undoubtedly questionable in retrospect, to treat suburban homeownership as the central tool for wealth building in this country, we cannot hope to meet our national aspirations for equality without opening up our suburbs to more housing. And so the question re-mains—how can a form based on the principle of exclusion include everyone?

This article examines suburban neighbourhood trajectories from 1970 to 2010 in the 100 most populous metropolitan areas in the US within the context of discussions around suburban decline and reinvestment. A weighted composite index of neighbourhood change indicators was used to identify the relative status of urban and suburban neighbourhoods. Index values were ranked by metropolitan area, and neighbourhoods were assigned to a corresponding quartile. The quartiles formed a status trajectory sequence, categorised as Reduced, Reduced with recovery, Stable or Improved. Neighbourhood trajectories were compared across city and suburb as well as across prewar, postwar, and modern suburban types. Despite increased discussion around suburban decline and suburban poverty, suburban neighbourhoods maintained a higher status than the city, were more likely to recover from reduced status and had higher frequencies of status improvement. The majority of suburban neighbourhoods occupied the highest status ranking in all decades. Stability was the most common trajectory for suburbs, and stable suburban neighbourhoods were higher status than stable urban neighbourhoods. The findings highlight geographies of neighbourhood inequalities and contribute to our understanding of regional and suburban neighbourhood change dynamics.

ABSTRACT:Over the last century, cultural and scholarly depictions of middle-class suburbia have created a stereotype that suggests detachment, indifference and the decline of community engagement. Yet, such accounts oversimplify the middle-class experience and the evolving nature of the urban/suburban relationship. Offering a review of existing literature, this article seeks to challenge existing stereotypes by revaluating the social networks constructed by middle-class ‘suburbans’. Far from detached and disengaged, the spatial analysis of associational membership in post-war Leicester reveals the need for a much wider revision of the British suburban narrative.

ABSTRACT:Cairo has often been seen as a ‘dual city’ divided between a ‘modern’ European city and a historic ‘traditional’ core. This article challenges this view through a historical exploration of suburban Cairo, a subject neglected by mainstream urban historians. A comparative examination of Ismailiyah, Garden City, Zamalek, Maadi, Helwan and Heliopolis illustrates that these suburbs took very different forms and reflected a wide range of historical and contemporary architectural tastes and design perspectives. Not all suburban developments were products of modern technical innovations and by 1922 no suburb had a majority of European residents. The use of the term ‘modern’ to characterize Cairo's suburbs therefore has the tendency to privilege western concepts of the modern and obscure the complexities of suburban social and economic development.

The racially disparate impacts of the carceral state are well studied, but most of the research has focused on large cities. Are suburban and urban policing similar? One trend suggests suburban policing might be in flux: U.S. suburbs underwent a dramatic demographic shift between 1990 and 2014. Their White populations declined sharply and their poor, non-White, and foreign-born populations all grew. During the same time, broken windows policing, with its aggressive enforcement of low-level quality-of-life crimes, gained popularity. Are suburban police departments adopting broken windows strategies or making racially disproportionate arrests in response to recent racial and economic changes? I use panel data ( N = 1,038 suburbs and 50 cities, with eight observations 1990 to 2014) in fixed effects regression models to address these questions. Data are compiled from the Uniform Crime Reporting Program and the Census. Descriptive statistics show that while quality-of-life arrests are down overall, the White–Black disparity in suburban arrests remains extreme, especially in mostly White suburbs. Multivariate models indicate that increases in poor people in a suburb are associated with increases in quality-of-life arrests, while more Hispanic people are associated with fewer arrests. Results suggest that urban and suburban policing dynamics are quite different.

Imaginative practices are central to ongoing transformations in the form and function of suburbia. In recent years, urban scholars have focused increasing attention on the concept and process of ‘post-suburbanisation’ to understand contemporary suburbs, yet imaginaries and imaginative practices have been largely absent in their analyses. This paper examines the role of imaginative practices in post-suburban change. Through a case study of Auckland, New Zealand, the paper examines three key domains of imaginative practice – visions, problems and trajectories – implicated in the production of post-suburbia. It argues that understandings of post-suburbanisation will be enhanced by an appreciation of both the material and imaginative dimensions of suburban transformation.

Streszczenie:
The ubiquitous settlement pattern of the American suburb is in fact a carefully constructed reality. Because the vision of the home in the suburbs is very deeply rooted, any development which is considered threatening to this image is met with a defensive reaction. Too often, however, when these NIMBY ("Not In My Back Yard") sentiments are permitted to dictate what is acceptable in a community, housing affordable to low- and moderate-income households is purposely excluded.
This thesis explores the processes by which discriminatory NIMBY sentiments are realized as legal development regulations in contemporary suburbs. The historic evolution of the suburbs and the psychological foundations behind their typical characteristics are presented as the sources of a suburban value structure which esteems NIMBY. Suburban governments are mandated to represent their constituents' values, but exclusionary development controls are a complex product of constituent demands, fiscal constraints, and constitutional limits.
This analysis reveals that legislative responsibility often bows to political weakness. NIMBY groups use political pressure to manipulate municipal governments into using their vast discretionary powers over development as a weapon for exclusion. In response to either political or fiscal motivations, legislators pressure planners to validate discriminatory legislative agendas with their plans, thus undermining their abilities to guide growth effectively. Although the process of development regulation is well-grounded in historic and legal precedents, when legislation is used for discriminatory ends, citizens' civil and property rights are jeopardized. This thesis explains how regulations such as zoning ordinances can be used for exclusion when municipal government disregards its mandate to be the guardian of the general welfare.
Increased awareness of both the motivations and the manifestations of the NIMBY phenomenon may enable individuals as well as lawmakers to create a more equitable suburbia.

The quality of place in the American suburbs often inhibits peoples ability to have a sense of ownership and connection to the places they live. This is partly because the physical design of many suburban environments have repellent and disengaging characteristics. These characteristics have evolved alongside a basic structural transformation of American cities in the last century. In the end, the physical environment of the suburbs makes people feel like outsiders in their own homes because places can push people away through their confused organization and ugliness. In order to unlock the potential for suburban strip centers to be places that help us orient ourselves and connect to our world, I have developed a set of prototypes for the infill of existing strip malls in suburban strip commercial centers. These prototypes act as a systematic tool for the possible widespread densification and diversification of uses within these centers. The coherence and engaging vitality that will result from the application of this tool will improve the quality of place and enhance our sense belonging to our communities.

Streszczenie:
The word revise means to reconsider or modify as with text. If we think of the suburban landscape as a text, the culture of each era left documentation of their values, policies and way of life in the form of transportation networks and other infrastructure, such as Main Streets, squares and public buildings. While evidence of most of the everyday life of individuals of every era gets erased by the following era, infrastructure investments of each era are adaptively reused and remain to tell the story. This thesis documents the adaptive reuse of these suburban frameworks and develops a proposition for the appropriate next layer to accommodate a new culture of inhabitants. Focusing on second generation suburbs, using Gwinnett County as a case study, this analysis identifies three problems of the current suburban situation: the problem of abandoned strips, a demographic shift, and the need for place. As new strip highways develop, old strips decline leaving abandoned shopping centers and declining property values. New development continues to move north and out of the county, and middle class residents, for which existing auto-oriented suburbs were created, move as well. A new, poorer, and more ethnically diverse population inherits the auto-oriented landscape left behind. This phenomenon is particularly concentrated along the southern portion of the Buford Highway corridor. Those with more money move closer to new development, while those with less money have less choice and are found near declining strips with fewer services, poorer quality housing and lower quality of life. Finally, county officials have expressed a desire for defining "the epicenter of Gwinnett." I believe that there is no one "center" of Gwinnett, but a series of places defined by memory, design or events. I propose to improve the situation of these three problems with a light rail line that connects existing places and creates new walkable, livable places to improve quality of life. This connective piece will serve as a social condenser in lieu of a center, provide links between polar populations, and reactivate declining strips while creating a sustainable infrastructural spine for future growth in the region.

Urban homes are vertical. Suburban homes are horizontal. They are two distinct typologies. Both urban and suburban homes relate to their location, vertical like the city, and horizontal like the suburbs. These homes are very recognizable in the American landscape. Suburban homes are 1-2 stories with a garage, a yard, and tree-lined streets. Urban homes are many apartments stacked on top of each other within a single building, each with a small balcony and a parking garage underneath. What about the in between? What happens in the spaces that are not quite urban, and yet not quite suburban? So many people live in these spaces today. They want the excitement and jobs the city offers, but they also want the comfort and space of the suburbs, especially for their families. This building is a response to those spaces, a building that is urban, but is also suburban.

Streszczenie:
The major crisis in the evolving urban form of Australian cities came in a single development: when work patterns and separation from the central activities’ districts outran walking distance. The key enabler was commuter transport, first with horse-drawn omnibuses and then with trams and suburban trains. At this point the average area of suburban lots exploded, the ‘worker’ cottage’ was eclipsed as the most numerous housing type, house sizes increased, house footprints became almost sprawling in celebration, and suburban shopping centres began to break from the long lines of shops and municipal buildings lining major road arteries to the central cities. This centripetal tendency had all manner of typological and developmental results, and Melbourne is taken as an initial example in a wider Australian study. Houses entered a newly diagonal composition and connection to their streets; new neighbourhood relations focussed on garden displays and broader individual expression in specific house designs. An equally major change, though, came as railways and a series of new tram routes dragged newer shopping and municipal precincts away from simply lining arteries to the city, setting up nodal suburban centres with new, ‘hub’ plan forms that either cut across arterial roads at right angles or clear obliques, or developed away from existing arteries altogether. Each node ‘commanded’ between three to five surrounding suburbs. Suburban nodes became both service referents and impetus-centres or sources for suburban growth, and, significantly, new centres of regional dentification and loyalty. With Federation comes a waning of central city significance, observed long ago in Graeme Davison’s Marvellous Melbourne, a suburbanism generated by and inflecting on nodes. This challenges the long-accepted picture of Australian cities having a small, towering central business district and encircled by a huge, undifferentiated suburban sprawl. This study also looks at what a nodal suburb generally comprises- its critical mass.

Streszczenie:
In this work we propose to historically analyze the material and symbolic construction of the north bank in the suburban area of the city of Buenos Aires (the coastal path that goes from the vicinity of the Nuñez neighborhood to the town of Tigre) from the spaces for circulation. The investigation will take as a starting point the paved road - or at least some of its sections - that linked the Capital with El Tigre-, inaugurated by the Governor of the Province of Buenos Aires, Mr. Ignacio Darío Irigoyen and Minister Etcheverry as part of the works that were carried out for the celebrations of the Centennial of the May Revolution in 1910. In this way, we are interested in accounting for the existence of a link between the city and the northern suburb that was defined during the first decades of the century XX. How did this waterfront take shape in relation to mobility practices? What type of activities characterized the localities that made it up? What kind of image was built on that territory? In the 1920s, a project arises to build a coastal avenue to join the Capital with the town of Tigre, considering the topography of the land, the link with the river and the popularity that it was acquiring as a relatively close place of relaxation and recreation. to the capital.Although this project did not materialize in a coastal avenue, we consider it a relevant element when thinking about the image built on the riverside towns of the north of Buenos Aires. Now, in terms of connectivity, the space for the “good circulation” of automobiles was made on a trace some 20/25 blocks away from the coast that was only consolidated between the decades of 1950-1960 with the construction of the North access, branch Tiger. A branch that in terms of the project recovers that picturesque suburban image of low houses, green spaces where space for speed and walking are combined. From the use of historical sources such as mass circulation magazines, local tourism promotion guides, maps, urbanization projects and the development of road works, we are interested in analyzing the relationship between these first projects and mobility infrastructure works for the area of the north bank and the construction of a picturesque suburban landscape. In these terms, from a historical perspective that allows us to take a broad temporality, we argue that these incipient milestones (projects of particular routes and mobility infrastructures not necessarily developed) gained relevance in shaping the suburban image built on this space of the GBA .Keywords: mobility, suburbs, lightning tourism, North of Buenos AiresThematic block: Theory and History of the city En este trabajo nos proponemos analizar históricamente la construcción material y simbólica de la ribera norte en el área suburbana de la ciudad de Buenos Aires (el trayecto costero que abarca desde las inmediaciones del barrio de Nuñez hasta la localidad de Tigre) a partir de los espacios para la circulación.

Mumbai Metro line 2A is part of the major Infrastructure overhaul being carried out in Mumbai under Mumbai Metropolitan Region Development Authority (MMRDA). This line is planned from Dahisar in the northern boundary of the suburban city to Andheri in the heart of the suburbs. The overall length of the elevated corridor is about 20,6km with 17 stations, each of 185m length. The proposed metro line shall provide interconnectivity among the existing Western Express Highway, Western Railway, other existing and proposed metro lines. It is expected to reduce the traffic on highly congested suburban road network as well as the Western Express Highway. It is also expected to reduce the passenger load on the western line of the suburban railway network. This paper presents the various aspects of planning, design and construction considered for this project keeping in view its complexity with respect to location, space and time constraints.

How can a socially defined project facilitate meaningful knowledge transfer between community, corporate and institution? In order to address this question, this paper focuses on an ongoing live project in suburban Auckland New Zealand begun in 2010, undertaken by a post-graduate student and researcher collective. The collective currently creates subtle interventions sited within local cyberspace, and through this current project will employ impermanent and small-scale design to advocate for a series of neglected and disputed sites. It explores the impact and value the presence of artists and designers working within local communities can have, and “champions the role of the artist in the development of the public realm, and their intuitive response to spaces, places, people and wildlife” (Wood 2009, p.26). The significance of this project is that it promotes a collaborative and multidisciplinary methodology that works with community groups to advocate to corporate entities for a wider social and environmental awareness of specific sites. This paper aims to explain the processes and findings of the project to date through both its successes and failures. It also proposes the possibility of the methodology being transferred to undergraduate and post-graduate study as a tool to promote multi-disciplined collaborate project briefs that focus on community well being.
