It starts with a dress, or dresses. Among a menagerie of rainbow variations, certain features are standard: lace and ruffle-decked blouses under jumpers, aprons, or high-waisted belled and crinolined knee-length skirts; more skin covered than bare; headwear including bonnets, miniature hats, or massive bows over ringlets and long tresses. So many ruffles; so much lace (Fig. 1). Beginning in the late 1990s,gothic lolitas—overwhelmingly young women in their teens and twenties, and overwhelmingly girly in their outsized bows, platform Mary Jane shoes, and petticoated skirts—stood out as defiantly, bizarrely out of place and time on the Tokyo street scene, all bright white and concrete in Harajuku, a built-up postwar neighborhood of Tokyo known as a youth haven since the 1960s. More than twenty years later, although most Harajuku fashions have died out in keeping with a fad's typically short life cycle, the gothic lolitas have persisted and even multiplied, thanks in large part to the Internet, which has helped muster an army of misfit girl aristocrats not just in Japan but around the globe.

AbstractIn Itō Sei's (1905–69) “Yūki no machi” (Streets of ghosts, 1937), a narrator returns to his native town of Otaru, Hokkaido, where he experiences a hellish and hallucinatory encounter with people from his past. He is forced to confront shameful aspects of his youthful life that he had tried to repress. In this paper, I propose that a close examination of the story sheds useful light on the real fears, tensions and expectations surrounding colonialism that had become an integral part of Japanese culture and society during the late 1930s. Structures of colonialism, which speak of uneven power relationships between a dominant centre and a distant weaker locality, are spelt out, for example, through the railway network and racist ideology that appear in the story. I also explore the story's depiction of a colonial relationship between mainland Japanese culture centred round Tokyo and the peripheral outpost of Hokkaido. More generally, I suggest that the story illuminates a global power configuration between Japan and its colonies that was entering an increasingly aggressive and bellicose phase during the late 1930s.

Street dance, one of the four most important elements of hip hop culture, was developed mainly by African American youths in the 1970s and imported to Japan in the 1980s. Since then, street dance has been diversified by local media such as manga/anime in Japan. This article therefore analyses how Japanese storytelling, exemplified by Shin’ichirō Watanabe’s anime Samurai Champloo (2004–05), Santa Inoue’s manga Tokyo Tribe-2 (1997–2005) and Tatsuo Satō’s anime adaptation Tokyo Tribes (2006–07), has transcribed the hip hop elements into the Tokugawa-Edo period’s art scenes and fictitious ‘Tōkyō’, and provides a basis for understanding hip hop culture in Japan by drawing on Charles Taylor’s ‘language of perspicuous contrast’ (1985). Although manga and anime quickly reflected popular cultural trends in Japan, hip hop elements did not manifest as main material until Tokyo Tribe-2 was released. Thus, there was apparently a prolonged interval between the arrival of hip hop culture in Japan and its representation by manga/anime after Japanese youths’ first fancied street dance. Therefore, street dance culture could have been transformed within the Japanese cultural context. This article also analyses the representation/transcription of street dance and hip hop in manga/amine by contextualizing the Japanese sociopolitical background to explain this prolonged interval.

Linguistic landscape (LL) refers to the signs of linguistic objects located in public spaces as a place for human social interaction to perform a series of cultural activities. The linguistic landscape in Japan, in particular, on Nishikasai street, Tokyo, uses an absorption word called Gairaigo. This research focuses on the use of Gairaigo in the Japanese linguistic landscape, particularly in Nishikasai street, Tokyo. Through a qualitative method, the research data is drawn from the linguistic landscape along Nishikasai street, Tokyo. In the linguistic landscape of Nishikasai street, Tokyo, there are lexical semantic meanings connected with Gairaigo and there are shifts in the mention and selection of words even though the meaning and function are similar. On the other hand, the absorption of foreign language into Japanese was also found to have no change in word composition or meaning and function. The results of LL's research in Nishikasai, Tokyo showed that the criteria for the formation and use of gairaigo is based on the nuances of meaning contained in the foreign word cannot be represented by an equivalent word in Japanese; the foreign word used as Gairaigo is considered effective and efficient; and the foreign word, according to the sense of language, is considered to have good taste value, good, and harmonious as expressed by Sudjianto (2004).

Abstract Over the past two years, the Coronavirus pandemic has affected not only the modern working lifestyle but also has impacted street life by demanding social distance and avoiding closed and crowded places. Since then, the public spaces around the world have been trying to adapt to this new environment. Tokyo, one of the most populated metropolises in the world, known for its small apartments and lively streets, has previously made use of the street as a public space, for instance, some commercial Streets in Tokyo are enjoyed as an entire sidewalk by sharing the same space with different means of transportation, providing a walkable environment as a sustainable solution for accessibility in the actual city life. This study will clarify some of the necessities of the new streetscape environment, it will contribute to learning from the ephemeral and close relationship of the use of the street as public spaces in the COVID-19 pandemic and before, enlightening safe but lively pedestrian activities as sustainable and dynamic strategies for a constantly changing lifestyle, helping our cities to be resilient in unpredictable situations for the street life of today and the future emergencies.

Abstract There are two universities that offer Gerontology curriculum and confer Gerontology degrees in Japan, including J.F. Oberlin University and The University of Tokyo. J.F. Oberlin University started its Master’s program in 2002 and its doctoral program in 2004. The University of Tokyo endowed a Gerontology Research Division in 2006 and started its cross-departmental program in Gerontology in 2008. The endowed Gerontology Research Division was elevated to the Institute of Gerontology (IOG) in 2009. From April 2014 through March 2021, the Gerontology program, known as the Global Leadership Initiative for Age-Friendly Society (GLAFS) at The University of Tokyo, was funded by the Ministry of Education, Culture, Sports, Science and Technology. Today, The University of Tokyo now funds the program which was renamed World-leading Innovative Graduate Study Program in Gerontology: Global Leadership Initiative for Age-Friendly Society (WINGS-GLAFS). This paper first presents a brief history of Gerontology-related events in Japan, including foundational education proposals of The Science Council of Japan, then introduces Japan’s leading Gerontology education programs offered by J.F. Oberlin University and The University of Tokyo in detail. Finally, it presents other gerontology related activities including the Gerontology Literacy Test started by the IOG in 2013.

The rabies virus strain Komatsugawa (Koma), which was isolated from a dog in Tokyo in the 1940s before eradication of rabies in Japan in 1957, is known as the only existent Japanese field strain (street strain). Although this strain potentially provides a useful model to study rabies pathogenesis, little is known about its genetic and phenotypic properties. Notably, this strain underwent serial passages in rodents after isolation, indicating the possibility that it may have lost biological characteristics as a street strain. In this study, to evaluate the utility of the Koma strain for studying rabies pathogenesis, we examined the genetic properties and in vitro and in vivo phenotypes. Genome-wide genetic analyses showed that, consistent with previous findings from partial sequence analyses, the Koma strain is closely related to a Russian street strain within the Arctic-related phylogenetic clade. Phenotypic examinations in vitro revealed that the Koma strain and the representative street strains are less neurotropic than the laboratory strains. Examination by using a mouse model demonstrated that the Koma strain and the street strains are more neuroinvasive than the laboratory strains. These findings indicate that the Koma strain retains phenotypes similar to those of street strains, and is therefore useful for studying rabies pathogenesis.

At 11h58m of Sept. 1, 1923, the coastal area of the south Kanto District, including big cities such as Tokyo, Yokohama, Kamakura and Atami, was violently shaken by a big shock. Disastrous vibrations continued for a couple of minutes. Immediately after the earthquake, fires arose at 163 points in Tokyo and about 3,800 ha were burnt to ashes. About 316,000 houses, 70% of all the houses in Tokyo, vanished in the fires. In Yokohama, fires arose at about 60 points and burnt about 950 ha and 60,000 houses, that is, 60% were destroyed by fires. Sum of the dead and the missing was 142,807, about 80-90% of whom were killed by fires. The most tragic event took place in the Hihukusho-yard (6 ha), which is located in downtown Tokyo. Many people who escaped from fires and other injuries gathered in this place with the minimum of personal property necessary for daily life. Fire was started on this meager assemblage and finally, 44,030 persons – almost all who gathered there – were burnt to death.

This thesis presents an in-depth, long-term ethnographic study of the lives of street musicians in the Koenji neighbourhood of Tokyo. My interlocutors moved to the metropolis to begin lives as musicians: to become music professionals, to gain fans and popularity, to dare to do what they cared most about, and in doing so, to follow a musical dream. There has, however, never been a worse time to be a young aspiring artist. The Japanese music industry today is deaf to all but the most celebrated bands and musicians, fewer artists gain industry support every year, and many live venues charge performers to play on stage. As financially insecure and opportunity-poor irregular workers, my participants took to the walkways around Koenji train station in search of a place to play, to be seen, and to connect with the passing crowds. Their incursions into rail spaces gave them access to an audience, but also gained the attention of police and station staff, and playing involved a continual process of managing their noise and their visibility. Prioritising music put them on the margins of popular discourses of life trajectories in Japan, and as time progressed their dreams of 'making it' began to fade. I ask why they continued to perform regularly at the station despite their increasing awareness of this, and what role remained for street music in their lives. I uncover how their music practices negotiated the space left by diminished hope, and explore how they found new meanings of 'a life in music'. Their journeys took a different route to those which they had envisioned before arriving in Tokyo, but nevertheless offered a sense of direction, momentum, and an understanding of who they were in relation to the crowds that passed them on the street.

Uma cidade que outrora foi considerada a “Veneza de Oriente”, hoje encontra-se de costas voltada para a água. “Revitalizar a partir da Memória de uma Cidade Canal”, centra-se na reinvenção de antigos canais como estimuladores de revitalização urbana e incentivo para outros exemplos no território. As frentes de água, mais do que um lugar de lazer público, são um espaço com um grande potencial para habitação e comércio. Nesse sentido, o trabalho desenvolvido defende a fusão de espaços de habitação e espaços de comércio, através da criação de um Quarteirão Habitacional Híbrido, com o objetivo de desenvolver a frente de água no Bairro de Tsukiji, em Tóquio, e fazer deste lugar mais do que um lugar turístico.
ABSTRACT: In a city that was once considered the "Venice of the East", today it is facing away from the water. Revitalizar a partir da Memória de uma Cidade Canal, focuses on the reinvention of old canals as stimulators of urban regeneration and encouragement for other examples scattered over the territory. Waterfronts, more than a place for public leisure, are a place with great potential for housing and commerce. Therefore, the developed project, defends the fusion of housing and retail spaces, through the creation of a Hybrid Housing Block, in order to develop Tsukiji’s waterfront, in Tokyo, and making this place more than a tourist point.

AbstractThe determinants of residential, office and commercial rent are each analyzed by taking the 10 min walking distance area around Shibuya Station in Tokyo as the research target area. Conventional physical and quantitative factors such as distance from the nearest station, the width of the frontal road, age of the building, the number of floors, total floor area, contracted floor area, building structure etc. are included in the multiple-regression analysis as well as qualitative factors such as the visible area representing visibility on a main street and the integration value representing street network centrality—easy accessibility from other locations such as any intersection points—based on the space syntax measures (SS measures) used in the analysis by Jake Desyllas from University College of London. It is shown that both SS measures affect the rent for all the residential, office and commercial uses with the statistically significant level of 5%. It is quantitatively confirmed that the residential rent increases in a secluded location, and the office and commercial rent rise in a location with high street network centrality and good access, which would suggest that the SS measures are crucial important rent factors for residential, offices, and commercial uses in other places in Japan.

In Chap. 10.1007/978-981-15-8848-8_9, Yamamoto (Jpn J Real Estate Sci 31:88–96, 2018) has compared between the street method, the asset valuation adopted for the imposition of property tax in Japan, and the computer-assisted mass appraisal (CAMA) method generally adopted in North America focusing on education and training of valuators. In Chap. 10.1007/978-981-15-8848-8_10, Yamazaki (Jpn J Real Estate Sci 31:97–101, 2018) argues that one of the major causes for relatively low density use of land in the city in Japan is the land tax system. He focuses on property tax and examines defects of the tax from view of economist. In Chap. 10.1007/978-981-15-8848-8_11, Kobayashi (Jpn J Real Estate Sci 31:129–138, 2018), taking an actual example, has examined difference between precise legal interpretation of ‘exemption from real estate acquisition tax due to purpose of use’ and taxation practices conducted by local administrative bodies. In Chap. 10.1007/978-981-15-8848-8_14, Komatsu (Jpn J Real Estate Sci 31:110–118, 2017) has analyzed impacts that refurbishment of existing apartment has on possible increase in rent using the multinomial probit model and the Tobit model. In Chap. 10.1007/978-981-15-8848-8_15, Hanazato (Jpn J Real Estate Sci 31:119–128, 2017) has shown that around 90% of condominium reconstruction cases are predictable using the estimated discriminant function in terms of objective real estate data only. (Jpn J Real Estate Sci 31:109–119, 2018) have analyzed determinants of rent for rental house, office, and shop within 10-min walking distance from Shibuya Station in Tokyo. Chapter 1 traces Paul Rusch’s early life in Louisville as the son of a grocer and as a soldier in World War I. After the war, Rusch led an effort to establish a bohemian art colony in Louisville, though his venture eventually went bankrupt and landed Rusch in court. Rusch left Kentucky and then on a lark volunteered to help rebuild the Tokyo and Yokohama YMCA branches after the Great Kanto Earthquake. His connections at Holy Trinity Church in Tokyo led to positions on the Rikkyo University faculty and as a fund-raiser for St. Luke’s International Hospital in Tokyo. As Rusch worked to convert young Japanese men to Christianity by relaunching the Brotherhood of St. Andrew, Japan was swept up in political and social turmoil and militarism. Along the way, he staged the first organized game of American football in Japan and laid the foundation for Japan’s collegiate football league. Dr. Rudolf Teusler mentored Rusch during tours in America, honing Rusch’s skills in fund-raising, expanding his network to include wealthy patrons, and shaping Rusch’s staunch anti-Communist views.

This chapter recounts the spring of 1920, when three of Wall Street's top bankers—Thomas W. Lamont of J.P. Morgan & Company, Frank A. Vanderlip of National City Bank, and Benjamin Strong of the Federal Reserve Bank of New York—made their own separate visits to Japan, which had suddenly emerged as a new financial power. These bankers, all ambitious to build a new world more open to American business, had already crossed paths the year before in London and Paris, where they were involved in planning postwar European affairs. Their Tokyo tour of 1920 was thus a follow-on to a European tour in 1919. Wall Street financiers subsequently became key actors in shaping US-Japan relations during the decade of the 1920s. Financially speaking, this was the beginning of Japan's first “American” age. However, this era ended abruptly and violently in the autumn and winter of 1931–32.

On the western coast of Honshu, Japan’s main island, there’s a tiny town called Fushiki. It doesn’t appear on many maps. Its dusty, somewhat unkempt streets make it feel more like the Philippines than sleek, modern Japan. Maybe there’s a boat that sails from there to Russia, and maybe there isn’t. After six days in Japan, we’ll find out. Our travel agent, who specializes in getting to and from Russia, had never heard of this boat. And the guidebooks I’d consulted had said the ferries from Japan to Russia had gone out of business years ago, when they lost their subsidy from the Russian government. But a couple of hours on the Web had turned up a lead, and a fax to a number in Vladivostok had brought a cryptic response. Perhaps the ship was still running after all. I gave our travel agent the coordinates, and she went to work. A few days later, she reported in the affirmative—it seemed that there was a boat, and she’d made the arrangements. But we would have to pick up our tickets on the dock. We had no confirmation of the sailing, no receipt from the company, no physical evidence that the boat really did exist. The overnight journey from Tokyo to Fushiki is more like traveling through time than through space. A Shinkansen bullet train whisks you at 175 miles per hour from the pulsating megalopolis of year 2000 Tokyo to a transfer station in Yuzawa, where you catch an only slightly less astonishing express train to the spotless but eerily empty western city of Toyama, where you spend the night. The next morning, you board a still-more ordinary train for a twelve-minute ride to the even smaller city of Takaoka, with a decidedly older and shabbier downtown—the Japan, perhaps, of 1960. And finally, you find your way onto an unkempt two-car shuttle train, perhaps the only remaining diesel train in all of Japan, which clatters and chugs off through a maze of power lines, rusting cranes, and decrepit warehouses and creaks to a halt at a dusty little station, from which you emerge onto the forlorn streets of Fushiki.

In setting the scene, the wide varienty of activities pursued at the RI is outlined. Its uniqueness as a centre of learning and advancement of knowledge is illustrated with reference to the extraordinary skills as natural philosophers and expositors of two of the greatest scientists who have ever lived: Humphry Davy and his successor, Michael Faraday. They each made transformative discoveries, which changed the way people lived. Faraday invented the dynamo, the transformer and a means of generating continuous electricity (by extracting it from magnetism). The role of mathematics in everyday life, as well as popular lectures for young people are a feature of the activites of the RI. In 1825, Faraday introduced the RI Christmas Lectures for young children, when he gave his monumental ‘The Chemical History of a Candle’. Such lectures are still broadcast in the UK and in places like Tokyo.

This paper describes the outline of “life cycle design” course the author teaches and illustrates some experiences and findings with results of questionnaires to attendees of the lecture. “Life cycle design” is a half-year course to third-year students at Tokyo Metropolitan University, Japan. The main subject is environmentally conscious design focusing on life cycle thinking. This course intends to establish general and correct viewpoints toward relationship between manufacturing industry and the environmental issues, which are indispensable knowledge as mechanical engineers, rather than to educate environmental specialists. Results of questionnaires indicate that this course succeeded in increasing students’ interest in this area and awareness of importance of the environmental issues. However, some students feel bewildered because of wide variety of topics and, therefore, lack of a central theory.

The construction of the first L555(X80) pipeline in Japan was completed in autumn, 2011.In this paper, the overview of the design consideration of the line, technical points for linepipe material and for girth welds are presented. In recent years the use of high strength linepipe has substantially reduced the cost of pipeline installation for the transportation of natural gas. The grades up to L555(X80) have been used worldwide and higher ones, L690(X100) and L830(X120), e.g., are being studied intensively. In the areas with possible ground movement, the active seismic regions, e.g., pipeline is designed to tolerate the anticipated deformation in longitudinal direction. In Japan, where seismic events including liquefaction are not infrequent, the codes for pipeline are generally for the grades up to L450(X65). Tokyo Gas Co. had extensively investigated technical issues for L555(X80) in the region described above and performed many experiments including full-scale burst test, full-scale bending test, FE analysis on the girth weld, etc., when the company concluded the said grade as applicable and decided project-specific requirements for linepipe material and for girth weld. Sumitomo Metals, in charge of pipe manufacturing, to fulfill these requirements, especially the requirement of round-house type stress-strain (S-S) curve to be maintained after being heated by coating operation, which is critical to avoid the concentration of longitudinal deformation, developed and applied specially designed chemical composition and optimized TMCP (Thermo-Machanical Control Process) and supplied linepipe (24″OD,14.5∼18.9mmWT) with sufficient quality. It had also developed and supplied induction bends needed with the same grade. Girth welds were conducted by Sumitomo Metal Pipeline and Piping, Ltd and mechanized GMAW (Gas Metal Arc Welding) was selected to achieve the special requirements, i.e., the strength of weld metal to completely overmatch the pipe avoiding the concentration of longitudinal strain to the girth weld, and the hardness to be max.300HV10 avoiding HSC (Hydrogen Stress Cracking) on this portion. Both of RT (Radiographic Test) and UT (Ultrasonic Test) were carried out to all the girth welds. These were by JIS (Japan Industrial Standards) and the project-specific requirements.

Abstract In Japan, the fundamental disaster management plan was modified after a heavy rainfall event in 2015. According to the updated plan, the transfer of flood disaster risk to non-life insurance is promoted by the Japanese government. Thus, the importance of flood risk modeling for the insurance industry has increased. Winds are expected to become even stronger, resulting in higher storm surges, when the central pressure of the typhoon is intensified. Furthermore, it is possible for an insurance system to experience peak risk when such damage occurs simultaneously. Hence, refining the assessment method of storm surge risk is very important. An insurance company to which storm surge risk is transferred needs to assess not only the infrequent risks, for managing the risk of the company, but also the expected value of the estimated loss, for evaluating the insurance premium. However, only a few studies have assessed storm surges by stochastic approaches. In this study, storm surge losses along the coast of Tokyo Bay are predicted using the output of a stochastic typhoon model for 10,000 years. Storm surge losses due to 600 typhoons potentially causing storm surge damage for 10,000 years are calculated. Exceedance probability curves (EP curves) of estimated storm surge loss for each asset are created. Expected loss and the loss of representative return periods are evaluated based on these EP curves. We successfully determined the expected loss with a small calculation load.

This paper proposes that the pilot field be created to apply the Adaptive Management Technique in order to promote the policy of large-scale restoration of the tidal flat/shallow sea. It will be a case study in Tokyo Bay, a major enclosed urban sea in Japan. The motif and background of the study are stated in the beginning. Creation of the symbiotic structure with marine life, of which the artificial tidal flat is a representative example, is more and more in need as a new direction of port environmental policymaking. This paper discusses that the creation of large-scale tidal flat will be especially effective in Tokyo Bay, a highly reclaimed and enclosed sea and that an innovative technical approach is necessary in view of the long-term efforts. First, an artificial tidal flat built in the past, Itsukaichi Area Artificial Tidal Flat in Hiroshima Prefecture, was analyzed to identify its technical problems. Based on what occurred in this case, the need for a new technical approach to practice the Adaptive Management Technique is discussed. Secondly, Tokyo Bay is taken up as a case study. With the ultimate goal of restoring the tidal flat/shallow sea on a large-scale, it is proposed that small pilot fields be created in the Bay and that the Adaptive Management Technique be applied. Technical and social problems will be addressed step by step in the pilot field, which will be gradually expanded. They are open experimental fields, where systematic observation will be conducted. Technically appropriate structure of the tidal flat will be assessed. The pilot field will also be a forum where consent and support of those concerned including citizens and non-specialists is sought. Furthermore, “Shiosai no Nagisa,” an artificial tidal flat with a reinforced seawall in Port of Yokohama is examined from the viewpoint of the Adaptive Management Technique. It was built by Kanto Regional Bureau of Ministry of Land, Infrastructure, Transport & Tourism in 2008.

As proven in the preceding pilot study the historical Viennese ground floor originally presented an intruiging and essential semi-public sphere with no clear-cut boundary between inside and out. Rather, doors and windows were left open most of the time so that there were many points that gave access to the ground-floor premises. Original photos from the period attest to this: the ground-floor facades were permeable; semi-public or even private uses of the ground floor extended to the street, and conversely, the premises were easily accessible to the “public flow.” In addition many of the ground-floor premises in the chosen research area were connected with basement floors or cellars underneath, which meant a further extension of the urban parterre. The (commercial) use of the street-facing premises in most cases also included the interior courtyard. Today, interior courtyards mostly accommodate garbage cans or dumpsters; more intensive, diversified uses of this part of the StadtParterre nowadays are rare. Thus the historical StadtParterre was a ramified, varied, much-used and hence engaging space. Permeable ground-floor facades provided a flexible interface between public and semi-public spaces; intensely interacting with one another. First and foremost, though, the point here is to acknowledge the significance of the urban parterre for the functoning of a city—a fact that has somewhat fallen into oblivion in the noughties of the 21st century ever since the emergence of 3D city modeling. The reason for this may be that conventional 3D city models canot really represent intricate, small-scale, multilayered, and ramified ground-floor structures und thus prevent us from perceiving them in a broader functional perspective.The paper discusses reasons and socio-urban effects of a dis-linked, malfunctioning urban parterre.References Anderson, S. ed. It was also the period that we had such damages to human health, fishery and living conditions due to red tide as much of chemicals, organic materials and the like flowing into the seas along the growing population and industries in the coastal areas. Notable in those days was the issues of environment conservation in the enclosed coastal seas where pollutants were prone to accumulate inside due to low level of water circulation, resulting in the issues including red tide and oxygen-deficient water mass. In responding to these issues, we implemented countermeasures like effluent control with the Water Pollution Control Law and improvement/expansion of sewage facilities. In the extensive enclosed coastal seas of Tokyo Bay, Ise Bay and the Seto Inland Sea, the three areas of high concentration of population, we implemented water quality total reduction in seven terms from 1979, reducing the total quantities of pollutant load of COD, TN and TP. Sea water quality hence has been on an improvement trend as a whole along the steady reduction of pollutants from the land. We however recognize that there are differences in improvement by sea area such as red tide and oxygen-deficient water mass continue to occur in some areas. Meanwhile, it has been pointed out that bio-diversity and bio-productivity should be secured through conservation/creation of tidal flats and seaweed beds in the view point of “Bountiful Sea” To work at these challenges, through the studies depending on the circumstances of the water environment in the enclosed coastal seas, we composed “The Policy of Desirable State of 8th TPLCS” in 2015. We have also added the sediment DO into the water quality standard related to the life-environmental items in view of the preservation of aquatic creatures in the enclosed water areas. Important from now on, along the Policy, is to proceed with necessary measures to improve water quality with good considerations of differences by area in the view point of “Beautiful and bountiful Sea”.

Far Ultraviolet C-range (Far UVC) emissions of sufficient intensity have been proven to successfully immobilize a vast family of airborne viruses and bacteria, while being harmless to humans. Recently, an innovative application of portable Far UVC light devices has been suggested in the form of wearable self-disinfecting garments for personal protection. While embedding a miniature Far UVC light fixture (e.g. Ushio's Care222®, Tokyo, Japan) into wearable garments such as vests and helmets can be a relatively straightforward engineering task, the very fact that the devices are battery-supplied implies that particular care and attention must be devoted to the design of an intelligent system for minimizing electrical power consumption based on direct need of use. The aim of this paper is to propose a design utilizing a contemporary microcontroller-based transmitter-receiver system to accomplish this task, and to test the resulting intelligent personal protection garments in real-life conditions. Two wearable garments embedding Ushio’s Care222® units were designed. In each garment, an Arduino-based microcontroller system was embedded along with infrared (IR) transmitter and receiver (Gikfun Infrared Diode LED IR Emission and Receiver for Arduino) to activate the Far UVC lamp when approached by another user wearing also such Far UVC garment if pre-programmed social distancing was violated. Both helmet- and vest-based disinfecting garments were prototyped and subsequently tested on three healthy volunteers working in routine laboratory conditions. The volunteers were encouraged to go about their regular daily work in the lab while wearing the intelligent Far UVC garments. Each volunteer signed consent forms required by the Research Ethics Committee of Howard Payne University. The intelligent Far UVC garment prototypes continuously performed reliably and safely. All three volunteers reported that the implements were minimally obstructive, and that they were able to perform routine multi-hour work in the lab continuously and without any impediment. The Far UVC light on each garment turned itself on only when a pre-programed social distancing (2 meters) was infringed, and turned themselves off when such distancing was exceeded. Due to the embedded intelligent control, power consumption was reduced allowing the garments to maintain operation for a full standard work day. An innovative intelligent control was designed, implemented, embedded and tested on Far UVC wearable garments for the purpose of continuous minimally-obstructive disinfection against airborne viruses and bacteria. The intelligent implements were found to be minimally obstructive by volunteers who wore them during their routine daily lab work.
