As the Church participates in God’s Mission, how is it called to oppose evil forces in the world? In the last fifty years, spiritual warfare approaches have come to the attention of evangelicals through missionary encounters with spirit cosmologies of the global South and the rise of Pentecostalism within World Christianity. But Janet Warren’s book, Cleansing the Cosmos (Wipf and Stock, 2012), offers a theological and practical alternative to spiritual warfare, one that emphasizes God’s cleansing of space in his creation, with evil not so much a strategic enemy but chaos that seeks to intrude over God-given boundaries and contaminate what God has made holy. This article analyzes Warren’s proposal and explores how it may help in some areas of mission where spiritual warfare approaches have been problematic – namely in relation to exaggerated God–Satan dualism, discontinuity of local religious forms, and controversies over space.

Abstract This analysis will assess the effects of the American way of Remote Air Warfare on the decision to wage war and the factors affecting the tactical conduct of war. This will be accomplished by determining how the Remote Air Warfare operational template influences the decision making process at the strategic level, by analyzing the political willingness to wage war, and at the tactical level, by assessing how the distance from the battlefield impacts warfighter’s proneness to use lethal force.This operational template translates the double moral implications of the increasing distance and removal of human risk from the duel. On the other hand, exposes a political maneuver’s expansion of freedom, increasing the propensity to wage war and changing the relationship between state and society.The research was guided by an inductive methodology of prospective nature, which analyses the past to inform present decisions, aiding to formulate future strategic actions. Thus, performing a critical analysis of the ideas underlying the employment of airpower, within an operational template of Remote Air Warfare, will facilitate the development of a comprehensive knowledge about its effects and a more effective adaptation to future war.

Abstract From the perception of the imminence of threats at the political level to the seizing of initiative through proper timing at the tactical level, temporality is directly related to war and warfare. Yet, despite some analyses of the importance of time at the political/grand strategic level (usually by scholars) and at the tactical level (usually by military professionals) there is surprisingly little discussion of the impact of time on the preparation and the conduct of warfare. This article introduces the concept of ‘wartime paradigm’ as a heuristic device to understand the relationship between the perception of time and the conduct of warfare, and argues that after the Cold War, a specific ‘wartime paradigm’ combining an optimization for speed and an understanding of war as risk management has guided western warfare, from force structure to the conduct of actual operations. It shows how the changing character of warfare directly challenges this wartime paradigm and why, if western forces want to prevail in future conflicts, the establishment of a new wartime paradigm guiding technological improvements and operational concepts is critical.

Islamic Social Reporting (ISR) is a form of reporting on social activities based on spiritual principles and community expectations holistically related to the role of companies in society and the environment. This article analyzes the evolution and implementation of Islamic Social Reporting. This study was conducted with a literature study by reviewing the empirical evidence of previous research and the legal framework used as the foundation. This study reviews the evolution of the Islamic Social Reporting literature in an effort to evaluate its current position. From the review, it is proven that companies who implement the reporting of social activities presented in the company's annual report have been at the strategic level of the Islamic responsibility continuum. Where the level of corporate reporting in this category, indicates that the company has fulfilled the principle of social responsibility. The Strategic level itself includes altruistic responsibilities such as contributive actions to the community, providing decent wages to employees, conservation of the environment, so that long-term expectations can increase credibility and the level of trust of its stakeholders. Disasters are cannot be separated from our daily lives. The threat of disaster at any time lurks the Indonesian nation. Therefore, Indonesian people must be ready and resilient in facing disasters so that they can minimize fatalities. Various things are done, all components are expected to work together to achieve a disaster resilient society. BNPB (The National Disaster Mitigation Agency) creates various programs for disaster preparedness to minimize fatalities. Spiritual Quotien (spiritual intelligence) as an element in religion which has a strategic role in disaster preparedness. The purpose of this study was to determine the effect of spiritual quotient level on society resilience in the school environment. This research method uses a correlational cross-sectional approach which measuring the variables at one particular moment. The population in this study was SMA Muhammadiyah I Kota Malang. The sample used was 75 people. The sampling technique used purposive sampling. The group will take measurements related to the level of spiritual quotient and society resilience. Furthermore, data analysis will be carried out to see the effect of the spiritual quotient level on society resilience based on the significance with a different test analysis using the Wilcoxon statistical test with a significance level of 95%. The results showed a significant value of 0.004 which means that there is a significant effect of spiritual quotient on society resilience at SMA Muhammadiyah 1 Kota Malang. This research is expected to provide input on the importance of a spiritual quotient in increasing the resilience of school societies in disaster-prone area.

The period after the end of the Cold War and the reorganization of the world order brought new challenges to modern military organizations. Total technological progress and completely new threats and opponents in the form of nonlinearity have influenced modern warfare to change its shape and form to such an extent that most theorists believe that we are witnessing revolutionary changes in the character of war. The development of information technology particularly influences the development of new concepts of the use of the armed forces, with the most technologically advanced countries naturally leading the way. The development of information technology has a huge impact on the modernization and transformation of the armed forces, primarily in the West. In order to achieve a qualitatively new, higher level of precision and higher speed in conducting military operations, in the early 1990s, many segments of the US armed forces were specially equipped with modern technology, which is based on information networks. The revolution in military affairs and its implementation in the concept of network-centric warfare have become new military strategic models for the US armed forces, along with the process of redefining security policy, in line with the new situation. Network-centric warfare has set new standards in warfare, relying on information superiority. In this paper, the relation of military strategy and its principles to network-centric warfare is considered.

This article explores the role of cavalry in medieval warfare starting with it’s origins in the Carolingian age, examining how cavalry was used as a strategic asset within the context of the period on at an operational level, as well as the tactics they were likely to have employed. Due to my interest in both medieval warhorses and mounted combat research into the context and use of medieval cavalry was a natural by-product. Using primary resources such as first-hand accounts and period artwork as well as secondary literature, the article summarizes the findings of my research. Most historians, despite the recognition that field-battles were not the heart and soul of medieval warfare, still judge medieval cavalry by their performance within them. My findings show a much greater concentration on small unit actions, both in armament and organization, with cavalry centred on chevauchées on raiding and subduing castles in swift commando type take and hold missions. The diversity of mounted forces are also examined in the context of the lance and the integration of mounted crossbowmen and bowmen for combined arms tactics.

Biological threats, whether intentional, unintentional or natural are considered most dangerous hazards worldwide, seriously affecting the health system and global economy. In 21st century where scientists were busy to create superhuman, COVID-19 outbreak spread to 212 countries, struck the world and we found ourselves ill equipped as international comity to defeat the virus. The economic, health and political foundation were shacked globally and exposed the global health security system due to poor implementations of the policy guidelines. Similarly, Pakistan being an endemic region for emerging and reemerging infectious diseases, encountered badly by numerous different outbreaks in past. Pakistan share border with China, India, Iran and Afghanistan and increase influx of travelers through both air and land route puts Pakistan at high risk to the infectious agents. In 21st century the game of bio warfare cannot be eliminated and pose significant challenges to the security. Countries who learned from past like Korea, China with best preparedness readiness and response tackled the situation as they have best biosecurity, biorisk management system. Biosecurity as biodefense against outbreaks, pandemics, biological warfare and bioterrorism has been underestimated in developing countries like Pakistan and therefore need to highlight the urgency at national level to cope with any future outbreaks. Risk assessment, and mitigation strategies through collaborative work should need to adopt by stakeholders for strategic plan of biosecurity. Better means to protect military, health care workers operating in difficult environment are also needed. A national biosecurity system in response to outbreaks, prioritizing the emergency R&D in diagnostics, establishing high containment facilities, vaccination should be initiated. Moreover, a permanent national defense force or bio-umbrella on biosecurity should be established to shield the country from biological, chemical, nuclear and radiological threat agents. National Biological Defense Program (NBDP) should be initiated to train and protect military personnel against wide range of biological threat.

During the Second World War, the Independent State of Croatia was the scene of intense guerrilla warfare as well as a programme of ethnic cleansing undertaken primarily, though not exclusively, by the Croatian state under the control of the Ustaša fascist party. This article investigates the Wehrmacht’s contrasting perceptions of its own violence in the anti-partisan war and its views of the Ustaša’s assault on Croatia’s Serb minority. The author argues that these different views emanated from the Wehrmacht’s conviction that its strategic concepts offered the only correct strategy for the prosecution of modern warfare. As the key to victory, Wehrmacht staff officers emphasized the maximization of force on the operational level. By contrast, the Ustaša state pursued a strategy of nationalizing war that moved away from Wehrmacht strategic concepts and infuriated Wehrmacht staff officers. Moreover, the Wehrmacht employed a starkly different vocabulary in describing its own violence and Ustaša violence. These descriptions more deeply entrenched the Wehrmacht’s sense of difference regarding the two types of violence. By examining the Wehrmacht’s views of violence, this article suggests that factors other than anti-Slavic racism more strongly determined the way in which the Wehrmacht both perceived and acted out violence in Eastern Europe.

This article discusses how endogenous mechanisms linking processes of violent conflict and the economic well-being of individuals and households in combat areas provide valuable micro foundations to the ongoing debate on the causes and duration of armed conflict. Notably, the endogenous relationship between conflict processes and household economic status leads to the emergence of symbiotic associations between armed groups and households living in areas they control that affect substantially the probability of a conflict starting and its effectiveness thereafter. Households in conflict areas draw on local armed groups to protect their economic status when anticipating violence and during the conflict, while armed groups make use of different levels of (either reluctant or voluntary) participation, support and cooperation from local populations to advance their strategic objectives at the onset and throughout the conflict. The level of household participation at the start and during the conflict is a function of two interdependent variables, namely household vulnerability to poverty and household vulnerability to violence. The poorer the household is at the start of the conflict, the higher is the probability of the household participating and supporting an armed group. The higher the risk of violence, the higher is the probability of the household participating and supporting armed groups. The interaction between these two variables varies with the conflict itself and is defined by the direct and indirect effects of conflict-induced violence on the economic behaviour and decisions of households in combat areas.

In a context of ongoing warfare on the Chilean frontier in the first decades of the seventeenth-century, the Society of Jesus and, in particular, Luis de Valdivia (d.1642) labored as both missionaries and peace-brokers between the warring sides. Making peace was an act of mercy highlighted in the Constitutions as well as a necessary pre-condition for evangelization. Nevertheless, in order to develop, champion, and sustain a viable peace process, it was necessary for Valdivia to not just give counsel to the king and the king’s representatives, but effectively become a crown agent with the power to make strategic and highly political decisions. This, of course, flew in the face of the Society’s own prohibitions on engaging in “reason of state” and also antagonized many whose interests lay in the prolongation of war. The following article charts Valdivia’s attempts to balance these spiritual and temporal obligations in the context of the disastrous chain of events that led to the slaughter and enslavement of hundreds of indigenous allies and the killing of three Jesuits at Elicura in 1612. Counsel failed, and the fragile peace-process teetered on the brink of collapse.

AbstractCommunication has long been accepted as integral to the conduct of international affairs. The role that discourses, ideas, norms, and narratives play at the systemic level of world politics has been examined extensively. Scholarly interest has now turned to how international actors use political communication tools to create and counter threats, such as propaganda, hybrid warfare, fake news, and election tampering, and it is often taken for granted that states are inferior to their challengers in these domains. To address this, ‘Strategic Communications’ has emerged as a mode of thought and practice promising to enhance state communication; encompassing long-established activities including public diplomacy, public relations, nation branding, and information operations. In this developing field, private sector professionals are increasingly being called on to support and advise governments. Particular attention has been paid to the ‘Big Data’ private companies may have access to, but there has been little IR research examining the experts seeking changes in how strategic communications is practised. Informed by elite interviews with communication professionals across the public-private space, this article sets out a research agenda to fill this gap, enhancing understanding of the expert relationships that shape international strategic communications.

AbstractThis article is dealt with at a historical-strategic level. Historical processes can be functionally divided into two sections: the social-material-directed Power-organizing part and the cultural-spiritual Ethic-thinking part. Thus there exist two corresponding dynamic-operative functions in history, which are guided and impelled by different motivations, methods, and destinations involved in the two functions. The Ethic-practicing praxis has been always performed through the empirical-humanist-rational ways, which today can be more effectively embodied in human sciences to be reorganized by the general-semiotic (GS) strategy. So there are two kinds of human historical courses: the one as the materialist-directed power-organizing part and the other as spiritual-theoretical-directed ethic-reflecting part. From a historical-philosophical point of view, the former is to prepare the material-conditions/means for supporting the latter as the ethic-spiritual mission that is directed towards exploring the meaning/value foundation for human existence. Lacking in the internal link between the two historical-pragmatic functions the ethic-spiritual praxes should manage to find a separate strategy for actively continuing its independent ethic task by dint of wisely/bravely shunning the materialist-determinism issued from the technical/commercialized globalization era.

The article addresses the problem of preparing future Bachelors of Pedagogy for professional activities regarding spiritual and moral education and students’ development at all levels of general education. The author emphasizes that preparing future teachers to work on the spiritual and moral education and students’ development is a relevant pedagogical task. It’s a strategic goal at the level of KhMAO – Yugra in particular and the entire Russian state as a whole. It substantiates the need of students’ training for work aimed at their ability to analyze theoretical approaches in defining the concepts of basic national values. To solve this problem, the author offers a training course aimed at developing students' competences such as: the ability to design and organize individual and group work for the purposes of spiritual and moral education and students’ development; the ability to use diagnostic and prognostic activities in the field of spiritual and moral education and students’ development; possession of monitoring tools in the field of spiritual and moral education and students’ development. The article provides curriculum content of the course "Psychological and pedagogical foundations of the educational program ‘Roots", which describes the main concept provisions of the spiritual and moral education of Russian students. The program ‘Roots’ is a part of the sociocultural educational program ‘Social and cultural roots’ that represents the author's methodological tools, focused on individual and group work on the development of the training course. According to the author, when studying the course "Psychological and pedagogical foundations of the educational program ‘Roots’ students will form professional competences aimed at solving spiritual and moral students’ development problems in educational and extracurricular activities with the use of active teaching methods

How to steer military actions that are concurrent both in the real world and in virtual networks? After the great wars of the 20th century and the Cold War with the threat of nuclear warfare, the information revolution, as well as the emergence of new wars and global threats, has led to an increasingly complex security space of the 21st century. A corner of this space is occupied by private military and security contractors that have been introduced to the wide public as previously undetected actors operating in conflict zones. These developments have required the re-thinking of military organisation, planning and conduct. This article scrutinises the basic principle and key concepts of a new western politico-strategic level military planning model called the Comprehensive Approach. It is a Wikileaks type of open door policy: everyone operating in the same real space can participate in the shared virtual planning space. The model’s usability in the new military atmosphere is under theoretical scrutiny. Challenges that the open planning creates to the military organisation are highlighted.

Spiritual leadership management is causal leadership for organizations designed to produce educational organizations that are intrinsically motivated. The aim of spiritual leadership is to produce a strategic and empowered vision and value appropriateness of team-level values and people and, in its words, greater responsiveness and organizational productivity. Organizational culture is a perception that is made jointly by members of the organization and must be obeyed by members of the organization or it is called a system created for togetherness. To achieve economic independence, Darussalam Gontor University established a business unit, namely the UNIDA Business Unit (U3). The Darussalam Gontor University Business Unit is one of the business fields owned by the Darussalam Gontor University with employees of different backgrounds. This study aimed to analyze the influence of organizational culture and spiritual leadership on the performance of employees of the Darussalam Gontor University Business Unit. This type of research was a quantitative study with a total of 49 respondents. The population of this study were all employees of the Darussalam Gontor University Business Unit which included managers, staff, and operational employees. The technique used was multiple linear regression analysis techniques. Data obtained through respondents with a survey in the form of a questionnaire and measured using a Likert scale. The results showed that organizational culture has a positive and insignificant effect on employee performance. Meanwhile, spiritual leadership has a positive and significant effect on employee performance.

Abstract During non-international armed conflicts, fighting parties have repeatedly denied international humanitarian relief to the civilian population under their territorial control leaving them at the brink of starvation. Debates on criminal accountability for violating the prohibition of the use of starvation against the civilian population as a method of warfare have yet to address the question of ownership of the right to consent to offers of international humanitarian relief before criminalising their denial. In respect of such right to consent at the strategic level, there are divergent interpretations on the application of the principle of symmetrical rights and obligations of fighting parties in the realm of international humanitarian relief. Humanitarian and state-centric perspectives, respectively, grant or deny non-state armed groups an independent right to consent to offers of international humanitarian relief. The humanitarian perspective argues that the asymmetry of such right in favour of the government party to the conflict and at the expense of the non-state armed groups is no longer justified, especially when the right of control at the operational level (after an offer has been accepted) is equally bestowed upon all parties to the conflict. The state-centric perspective defends the exclusive right of the government party to the conflict and fears that an equal right to strategic consent for non-state armed groups would increase their legitimacy. This study argues that neutrality upheld by international humanitarian relief actors, including impartial humanitarian bodies, such as the ICRC, and the Security Council gives rise to an interdependent exercise of the right to strategic consent by all fighting parties instead.

Threats in cyberspace can be classified in many ways. This is evident when you look at cyber security on a multinational level. One of the most common models is a threefold classification based on motivational factors. Most nations use this model as a foundation when creating a strategy to handle cyber security threats as it pertains to them. This paper will use the five level model: cyber activism, cybercrime, cyber espionage, cyber terrorism and cyber warfare. The National Cyber Security Strategy defines articulates the overall aim and objectives of the nation's cyber security policy and sets out the strategic priorities that the national government will pursue to achieve these objectives. The Cyber Security Strategy also describes the key objectives that will be undertaken through a comprehensive body of work across the nation to achieve these strategic priorities. Cyberspace underpins almost every facet of the national functions vital to society and provides critical support for areas like critical infrastructure, economy, public safety, and national security. National governments aim at making a substantial contribution to secure cyberspace and they have different focus areas in the cyber ecosystem. In this context the level of cyber security reached is the sum of all national and international measures taken to protect all activities in the cyber ecosystem. This paper will analyze the cyber security threats, vulnerabilities and cyber weaponry and the cyber security objectives of the Cyber Security Strategies made by Australia, Canada, Czech Republic, Estonia, Finland, Germany, the Netherlands, the United Kingdom and the United States.

Despite the development of information technology in the security and defense sector, the management of the Armed Forsec requires a fundamentaly new approach to meeting the challenges set. Network-centric warfare, as a form of conflict management with the use of network-based forms of organization, doctrine, strategies and technologies, adapted to the modern information age, allows to increase the combat capabilities of heterogeneous forces and means at the expense of synergistic effect and shortening of the management cycle. The main element of the network-centric warfare model is information, primarily intelligence (location of troops, strategic object, dynamic of change of operational environment in the area of warfare, land, surface, air targets). The overall concept of network-centric wars is to create a single information and communication spase that provide comprehensive integration of management, intelligence, communications, wich will be a primary element in the path to achieving a synergistic effect. A functional feature of the network-centric concept is the continuitly and ability to adapt to a dynamic environment and to transfer combat and operational control funcktions to any level vertically and horizontally in accordance to the emerging needs of operational planning and command of the troops. The poorpose of the article is to substantiate the feasibility and necessity of using a network-centric form of conflict management. The object of research is the information and technological component of modern armed forces (AF), wich contains questions about the role of IT in the military strategies of developed countries, especially the US, Russia and the transition to network-centric technologies, namely aspects of the use of IT, network technologies in the planning and conduct of modern combat. The purpose of the article is to research the role of IT in the current armed conflicts and military strategies of the states, rationale for the transition to network centric technology.

Some of the Indonesian naval effort to see and protect the Indonesian territory is by using Helicopter sea patrol. In the other side, submarines are the most strategic weapons in the world that can provide a deterrence effect which has a very significant impact on the maritime powers of the countries operating them in the era of generation 4.0 war. Operational readiness is very important, there are readiness in building operational readiness for naval defense through budget fulfillment, utilization of existing resources, procurement and naval modernization by paying attention to Life Cycle Cost, and interoperability while still paying attention to paradigm shifts in naval capability. So, the combat readiness is the condition of the Indonesian Navy's defense equipment and its constituent units, resources and personnel, weapon systems and other military technology equipment in a condition that is ready to carry out military operations in an unspecified time, or function consistent with the purpose for which the defense equipment is organized or designed, the management of resources and training personnel in preparation for combat in the face of the threat of modern warfare in a state of constant combat readiness. At this time, training in Anti-Submarine Warfare conducted by Indonesian Navy’s Helicopter is still limited to carrying out flight procedures, communication procedures with the KRI and the command line, because Helicopters have sensors, weapons and command that need to be upgraded and The personnel also have underwater warfare capabilities that need to be upgraded, so there needs to be an increase in the capability of the helicopter and human resources. The article examines the spiritual needs of the population, evaluates the possibilities of their satisfaction through the indicator of consumer spending of households on recreation and cultural events. The specificity of the research topic lies in the fact that this indicator only partially reflects the material well-being of the family, not fully showing the satisfaction of its primary needs. At the same time, an assessment of consumer spending on recreation and cultural events gives an idea of the quality of life, the material capabilities of the population capable of spending money on leisure, and the degree of realization of spiritual needs. At the same time, the lack of opportunities for cultural leisure creates the preconditions for the emergence of other, socially maladapted forms of behavior. It has been established that in assessing the spiritual needs of the population, the value orientations and the desire of an individual to join cultural samples, having accumulated and realized their cultural capital, come to the fore. The dynamics of the selected indicator is presented for the period 2010-2018 both in the Russian Federation as a whole and in the regional context. It was determined that consumer spending on recreation and cultural events increased in the Russian Federation as a whole (by 0.9%) and the Republic of Bashkortostan (by 1.6%). On the one hand, the growth of the indicator indicates an increase in the value of the spiritual needs of the population. On the other hand, it testifies to the limited material opportunities of households to spend funds on recreation and cultural events. This may be due to a general decline in the cultural level of the population, devaluation of spiritual values and stereotypes of behavior. A set of measures in the field of spiritual and cultural development of an individual at the federal and regional levels is proposed, including such strategic priorities as an increase in the number of visits to cultural organizations, as well as the development of digital technologies in this area. It was noted that the managerial impact should be aimed at the reconstruction and construction of the cultural and educational infrastructure, its material and technical support, as well as the promotion of talented youth and the training of personnel for this area.

The international security environment, which needs to be upgraded to security mechanisms, does not have two views. The level of threats, risks and challenges of information warfare is quite high. Protecting yourself from the information war and its most powerful component - disinformation - is not easy, although every country tries to protect itself in a complex way, but at least every state must have its own effective defense mechanisms. Measures and measures taken by individual countries are often not sufficient. The efficiency of the information war was facilitated by scientific and technological advancements, which led to the manipulation and control of certain masses. In this respect, it is important to involve international organizations, develop strategic documents and defense mechanisms.We often emphasize that technology development has both pros and cons. Let's imagine two sides of the same coin. Nevertheless, we should not miss the third theoretical issue, namely, raising the awareness and educating the masses. The information warfare is always aimed at consciousness and the main target of propaganda is a person who is not versed in modern technology, has no idea of the Internet system and the production of ‘fake news’. Unfortunately, today's ”fake news”has become so widespread throughout the world that if you are not properly trained, you may find it very difficult to tell the lie and the truth. Introduction. The article examines the spiritual and moral aspect of the political sphere. Due to the fact that the core of the potential of the Russian (Russian) politician has historically been the spiritual and moral principle of the Russian mentality, which is formed as a result of spiritual and moral development, in the process of education and training, then analytics, strategic management and the creation of a system of diligence gave the maximum effect of effectiveness in development of the country, were created on the basis of the spiritual and moral ideals of managers as the most important axiological guidelines of society. The purpose of the article is to study the influence of the spiritual and moral potential of a politician’s personality on the political sphere of modern Russia. Methodology. The theoretical and methodological basis of scientific research is cultural-historical, activity-based, integrated, transdisciplinary and psychosocial approaches. The intentional-dynamic concept and theories of cognitive dissonance, structuralist-constructivist, structuralist, ethnomethodological are used. Research Results. The research results in a scientific and philosophical substantiation of the fact that the spiritual and moral principle of the personality of a Russian politician is the essential basis of his resource development, a source of strength, motives and internal activity. The spiritual and moral potential of a politician’s personality determines the movement of deep essential vital forces that unfold through the mental program, which is the generic archetypal basis for self-realization, determining the strategy and tactics, the vector of the country’s development. Determined by the civilization of Russia, the mental programs of the behaviour of the politician’s personality create his stable stereotypes of behaviour and values, preserving the Russian (Russian) mentality, spiritual and moral values and Russian culture as a way of being of society at the genetic level. In connection with the identification through spiritual and moral values with Russian identity, the civilizational foundations of other countries are alien to him and his activities are aimed at strengthening the Russian statehood. Discussion and Conclusion. In the modern political sphere of Russia, there are contradictions between the objective laws of the development of the potential of a politician’s personality and his subjective preferences, which create new realities that violate the foundations of the country’s civilizational development; traditional, culture-forming and external, civilizational alien, changing the essential of Russian civilizational foundations, weakening the fulcrum in the mentality of political leaders. The resolution of contradictions is determined by the peculiarities of the cultural, historical, spiritual development of Russia, which contain the mobilization potential of the individual and society; the power of a political personality, which is an active subject of political activity, realizing its spiritual and moral potential, launching the deep essential forces of the generic archetype of spiritual and moral qualities, carrying out the processes of self-organization of the system, sustainable development and stabilization of society. Strengthening Russia as a world power is possible only for a political subject of the corresponding mentality, giving strength and the essential basis of movement and development, due to the fact that it is the mentality of a politician, which is a manifestation of the mental program of society, that creates the possibility of successful actions in the cultural and educational space of his country. Only in this case politics will act as a spiritual and moral ideal and an important axiological guideline for society and every citizen.

In February 2019 in Ukraine, the fateful Law «On Amendments to the Constitution of Ukraine (regarding the strategic course of the state to acquire the full membership of Ukraine in the European Union and the North Atlantic Treaty Organization)» was adopted. This legislative act enshrines changes to the Constitution of Ukraine, which confirm the European identity of the Ukrainian people and the irreversibility of the European and Euro-Atlantic course of Ukraine. Ensuring equal rights and opportunities for men and women, the fight against discrimination is one of the main directions of state policy in Ukraine in the context of the course on European and Euro-Atlantic integration. This approach causes the mobilization of Russian «doctrinal thinkers» to develop a new wave of semantic war, which, according to their plan, should affect the value reference points of the Ukrainian society by manipulating the meanings of European values. The purpose of the article is to analyze the current manifestations of the use of the gender issue in the manipulation of the public Ukrainian consciousness, to review the ways of creating state stability in the context of a hybrid war, during which cognitive weapons are used. The author analyzes the latest research on the topic of gender equality manipulation; determines the roots, sources and content of the manipulations; describes the subjects, channels of influence through which the manipulations of the gender equality issue and the level of threat to European integration processes in Ukraine are used; determines the ways of forming the stability of the Ukrainian state and society under the conditions of a hybrid war in the context of the prospects to implement the course set in the Constitution of Ukraine for the European and Euro-Atlantic integration. The effectiveness of countering gender-based manipulation is ensured by legal, informational, communicative measures, as well as the publication of the content of manipulative technologies used by the Russian Federation to discredit the development of gender equality policies in Ukraine. Among such technologies, the author highlights the use of social stereotypes as universal tools for the recognition and transmission of socially significant information; the introduction of anti-gender content; the counteraction to gender education. The author comes to the conclusion that it is vitally important in Ukraine to introduce the effective mechanisms for informing various target audiences that gender equality is the equality of women and men in rights and freedoms; the equality of women and men in duties; the equality of women and men in responsibility; the equality of women and men in opportunities and chances of their realization. The purpose of the article is to develop recommendations for countering the destruction of the nationhood of the Russian Federation. The subject of the article is various aspects of countering the technologies of destruction of nationhood, reflected in the strategic planning documents. The results of the accomplished work: based on the analysis of the doctrinal documents of foreign actors and the modern practice of destructive impact on the target countries, the authors identified the most relevant technologies through which the destruction of nationhood occurs: information, political, economic and cyber impact on the population and infrastructure. Currently, the main threats are shifted from the military and economic spheres to the information one. One of the priority tasks of external actors is to influence the population in order to change values and meanings. In connection with the dominance of the power component in the regulatory and legal framework in the field of national security of Russia, the authors propose to make a number of changes to the main documents of strategic planning, strengthening the problems of the humanitarian component, spiritual and moral values, and culture. At the same time, the main task at the state level should be the creation of a holistic, in terms of goal-setting and management, system of counteracting the destruction of statehood.

The article reveals the most important problems of national-Patriotic education of students. Ways and means of formation of patriotism of student youth in out of educational activity are considered. The most effective methods of patriotism formation as ways of influence on consciousness will and feelings of youth are defined. At the present stage of development of the Ukrainian state, the issue of Patriotic education has become quite acute. Ukraine is going through fateful historical events – the revolution of Dignity, the annexation of Crimea, military operations in the Donbas. The relevance of the formation of value orientations of students is due to the need for national revival and construction of the Ukrainian democratic state. The article considers the European integration of Ukraine as its important strategic foreign policy priority. This is an even more urgent task, since Russia’s unfolding hybrid war against Ukraine has already led to the widespread use of armed forces, violation of the territorial integrity and inviolability of the borders of a sovereign state, the erosion of its will regarding its own civilized choice. The increase in the volume and intensity of aggressive actions against Ukraine is being advanced by Russia to the practice of state terrorism. The ideological sabotage that preceded and followed Russia’s armed aggression was aimed at discrediting the state system of Ukraine and weakening its central government control, creating problems for the security and economic sectors of our state, and legitimizing the separatist movement of the southeastern Ukraine in the eyes of the international community. In the unstable hybrid war, the policy of historical memory is one of the central places. Practice shows that in the information field of the Ukrainian-Russian confrontation with the policy of memory there is far not all historical knowledge, but the most valuable, meaningful, productive, suitable for the creative life-support of the nation. In this sense, historical memory should be considered as a kind of intellectual and psychological equipment of the spiritual immunity of a national community or an individual as a necessary (though not sufficient!) Matrix-sieve, which serves to sift the flow of historical events, phenomena and facts. An analysis of the formation of the pro-European identity of Ukraine in the context of the events of the last four years (Crimean annexation, Russian hybrid warfare, European integration course) has been analyzed. It was concluded that just after the events of EuroMaydan, Ukraine had an incentive to more consciously identify itself with the European community.

With the improvement of material living standards, spiritual entertainment has become more and more important. As a more popular spiritual entertainment project, film and television entertainment is gradually receiving attention from people. However, in recent years, the film industry has developed rapidly, and the output of animation movies has also increased year by year. How to quickly and accurately find the user’s favorite movies in the huge amount of animation movie data has become an urgent problem. Based on the above background, the purpose of this article is to study the new visual expression of animation movies based on artificial intelligence and machine learning technology. This article takes the film industry’s informatization and intelligent development and upgrading as the background, uses computer vision and machine learning technology as the basis to explore new methods and new models for realizing film visual expression, and proposes relevant thinking to promote the innovative development of film visual expression from a strategic level. This article takes the Hollywood anime movie “Kung Fu Panda” as a sample and uses convolutional neural algorithms to study its new visual expression. The study found that after the parameters of the model were determined, the accuracy of the test set did not change much, all around 57%. This is of great significance for improving the audiovisual quality and creative standards of film works and promoting the healthy and sustainable development of the film industry.

In the scientific literature, it is customary to consider and analyze war exclusively as a violent (conventional) confrontation of subjects of international politics. However, this does not take into account that modern wars are increasingly unfolding in the “grey zone”, that is, outside the framework of international law, they are conducted both in physical and in other dimensions – informational, cybernetic, cultural, cognitive – and mainly by non-military means and with the involvement of irregular formations (rebels, terrorists, etc.). As a result, today’s interstate confrontation is becoming more complex and hybrid, presenting new mechanisms for non-nuclear deterrence.It is important to understand that the inability to recognize the enemy’s ongoing war in time, to determine the direction of the strike destroyed many states, starting with the Roman Empire and ending with the USSR. This determines the relevance and timeliness of this study, which is aimed at analyzing the content of the phenomenon of hybrid war, determining the main methods of its conduct used today and proposing counteraction measures.It should be recognized that in the modern scientific literature there is no single approach to understanding what a hybrid war is, which is quite understandable precisely because of its essence – the variability and complexity of ways of it conducting, as well as flexibility and adaptability to specific circumstances. There are quite a lot of disparate studies on individual components of hybrid war, such as “soft power”, information, economic and cyberwar, “color revolutions”, etc.The subject of this research is the phenomenon of hybrid warfare, its content and specific ways of conducting hybrid warfare. The purpose of this work is to conduct a comprehensive analysis of the subject of research, as well as to structure the manifestation that form the phenomenon of hybrid war in its complex, determine their correlation and mutual influence of various methods of conducting hybrid war, as well as to develop specific proposals for countering threats to Russia’s national security.The importance of developing comprehensive strategic approaches aimed primarily at identifying vulnerabilities, as well as including spiritual security as the basis of the entire security system and countering hybrid threats is emphasized.Taking into account the specified subject and purpose, the introduction reveals the relevance of the study of the phenomenon of hybrid war and the danger that this type of interstate confrontation poses for Russia. Then we analyze the concept of hybrid war and its content, as well as the four main ways of conducting it. The results of the analysis are followed by conclusions and proposals on countering threats to Russia’s national security.

The article highlights important issues of national state-building processes in the context of growing external information aggression, new challenges and social threats; socio-pedagogical approaches to optimization of the essence of information and communication educational policy have been grounded. It has been proved that state and civil society should pay much more attention to the formation of healthcare- saving environment, its high-quality social, moral and ethical, spiritual, ecological characteristics; it forms psychology of people and individuals on the basis of positive "I-concept". It has been determined that the values of education, intelligence, gentlehood of Ukrainian nation are distinguished in the humanistic priority and strategic task of the state. Those approaches are regularity of global and national processes, as the UN among the 17 main indicators of the world’s development has identified education as the cornerstone of progress, security, and survival of humanity. The author has come to the conclusion that the Strategy of sustainable development of the country and national security should be based on human-centered policy with the recognition of a personality as the highest social value, the active formation, preservation and optimal usage of high quality human capital, the ethical synergy of a personality and nature for the prosperity of nation and the strengthening of statehood. This paradigm should become the quintessence of the Law of Ukraine "About Education" at the level of its practical implementation. An effective means of achieving this socially important task is the bases of a continuous community-state dialogue. It has been stated that the methodology of education is spiritual and material culture of Ukrainian people and humanity. It will depend on the fact, what socio-cultural and socio-political environments the nation will be brought up in, how safe, cultural, natural, spiritual, moral and aesthetic will be the information and communication dimension for ethical living. Economics and social status of teachers, information space and lawmaking, political will and educational motivation of society not indirectly, but directly affect the quality of training and education for citizenship. Extremely strong interconnectedness of the mentioned factors with the education obliges the state and civil society to pay much more attention to the formation of healthcare-saving environment, high-quality social, moral and ethical, spiritual, ecological characteristics.

The article is devoted to the conceptual analysis of the modern socio-cultural and legal environment of the Russian society, due to the systemic and structural changes taking place in the Russian political and legal dimension, which can provoke the processes of destabilization of the internal political and legal system of the Russian state. The created conflict environment has a negative impact on the legal state of Russian society, and it is reflected, first of all, on its legal consciousness and socio-legal culture. These conditions significantly reduce the level of social and legal activity of Russians. The question of how Russian society will get out of this situation is of a strategic nature, as it relates to the formation of the legal environment as a tool for maintaining national security. The aim of the work is to update the concept of modern legal education as an immanent part of the educational process, the strategic focus of which also consists in the most optimal overcoming of the crisis and destructive effects on the socio-cultural and legal environment of modern Russian society. Thus, the need to restore a healthy moral and spiritual climate in Russian society, to overcome the factors of destructive influence on the socio-legal activity of Russians, as well as to stimulate a high socio-legal level of Russian society, especially in the run-up to the fateful constructive changes being implemented, leads to the search for such effective tools as education and upbringing, which will be aimed at activating the mechanisms of socio-cultural, legal consciousness and legal culture of Russian society.

The article considered harmonization of the architectural environment as the ultimate goal and the defining condition for sustainable development of settlements. Basing on the principles of urban synergetics proposed to use internal reserves as well as the selforganization potential of the population and urban planning effectively redistributes resources and reserves. The article deals with the main provisions of the architectural environment harmonization theory with the consideration of different ideas of harmony, the importance of achieving correspondence between a person’s world-view and his surroundings, the expediency of taking into account interpersonal interactions between members of society. The strategic directions of penitentiary environment improvement at all organizational levels outlined. It proposed to form multi-level public spaces for recreation and communication of residents in the centers of historical cities where there is not enough free space. The ways to use recycled materials products for the buildings and structures construction, urban areas improvement, equipment manufacturing were been outlined.

The Journal of Intelligence, Conflict, and Warfare is pleased to publish the following thought piece from one of our esteemed Speakers from the 2020 West Coast Security Conference. The author, Mr. Dalip, is a lawyer working in the financial crime and corruption sphere. From 2015 to 2018, Mr. Dalip was a chairman at the Steering Group Planning Committee for the Caribbean Financial Action Task Force (CFATF); and from 2014 to 2018, he was a special legal advisor to the Ministry of Attorney General Trinidad and Tobago. The intersection between corruption and intelligence is gaining increased focus. Foreign intelligence services have an anti-corruption role at the strategic level through Intelligence Risk Assessments and at the operational level during post-conflict operations. Intelligence assessments of the effectiveness of non-kinetic tools on target countries also guide implementation and policy changes. The roles of security intelligence and foreign intelligence services are, however, no longer always discrete, particularly in the context of non-state actors. Foreign intelligence services would benefit from the skill sets of security intelligence agencies in detecting corruption related predicate offences, both in performing their core roles and supporting law enforcement operations. This includes the use of financial intelligence as well as other key open source intelligence resulting from anti-money laundering frameworks, the development of which has been driven globally by the Financial Action Task Force. In performing these roles, intelligence agencies must also be mindful of their own vulnerability to corruption.

In connection with the growing role of the regions in national socio-economic systems, the article puts forth the theoretical basis and methodology of strategizing for the development of both the private and public sectors of the region as a medial subsystem of the national economy. Essentially, the strategy of regional development is always of a socioeconomic nature and is designed to be focused on improving the material, spiritual and intellectual quality of life of the population. The development of all-encompassing regional umbrella strategies which, on the one hand, must implement the strategies of a higher political, economic or military stratum, and, on the other hand, have a significant impact on the formation of strategies for strategic objects of a lower level, is the most difficult practical task. The absence or weak substantiation of regional strategies, reduces the effectiveness of both national and corporate and municipal strategies. The expediency of analyzing opportunities and threats as it pertains to the internal environment of the strategized object, based on an OTSW analysis, versus a SWOT analysis, is proven. Creating conditions for the intellectual and emotional development of the individual, and his material well-being, is discussed as the main objective of all strategizing and its resulting transformations. The proposed methodology made it possible to discern and pursue the strategic priorities of the Kuzbass region, that have the most competitive advantages, to systematize and draw the contours of the priorities, to justify the investment capacity as it pertains to each priority, over long periods of time, and to assess their social and economic efficiency, mainly for the purposes of the regional public budget.

Modern globalization processes cause the transformation of the substantive aspect of human rights, which requires their scientific substantiation. The article is devoted to the theoretical and methodological analysis of cultural human rights, as well as the problems of their realization in the modern world under the influence of socio-economic, political and spiritual modifications. As a result of the study, the axiological importance of implementation of person’s cultural rights has been proved and the interrelation with other, no less important, human rights has been shown; factors of an objective and subjective nature that impede the protection and realization of cultural human rights are established. The comparative legal analysis of constitutional propositions, national laws and international legal acts in the sphere of recognition and realization of cultural rights made it possible to reveal the reform trends in their legal regulation in the democratic states of the world. Given the lack of a unified doctrinal paradigm of understanding cultural rights, the adoption of a universal strategic international legal act aimed at promoting the realization of cultural human rights in the modern world – the ‘International Action Plan for Developing an Effective Mechanism for the Implementation of Cultural Human Rights in the age of Globalization’ was proposed at the international level.

The study is devoted to the analysis of the content of national interests of Ukraine as a system of ensuring vital needs of citizens, society, and the state. Ontological dimensions allow to outline the coexistence of a certain set of realities, including metaphysical ones, which significantly affect the possibility of successful implementation of the strategy of Ukrainian civilizational progress. National interests are determined by the needs of the triune integrity: "citizen – society – state". It is important to achieve proportionality and unity of interests of each component, including the coincidence of state and national interests of Ukraine. Priorities include human rights, the rule of law and democratic values. The direct aggression of the Russian Federation against Ukraine, as well as the artifacts of the totalitarian system within the country, erode meanings, values, and strategic vectors of the realization of Ukraine's national interests, produce a destructive effect. Incompatibility and alternative national interests of Russia and Ukraine are substantiated, which is confirmed by factors of historical, cultural, spiritual, and economic development. In times of crisis, the activity of civil society becomes extremely important, which takes on both the definition of content and the protection of national interests. It is emphasized that the real sovereignty, security of the state, social harmony and high standard of civil life have their ontological basis for internal determinants, including national self-determination and self-establishment of the Ukrainian people. In this case, final overcoming of the spiritual-practical and political-legal consequences of Ukraine's forced stay in the system of totalitarian reality becomes of fundamental importance. It is the attempt to return Ukraine to the rule of Moscow, to level its identity in the state, ethnic and cultural dimensions, which determines the direction of Russia's aggressive policy against our state. Protecting and defending one’s own national interests becomes the key to preserving Ukraine’s own identity and establishing it as a full-fledged subject of international relations.

The aim of the article is to show the way of adaptation of the military potential of the Crown to the Tatar threat, which first emerged in 1468. In connection with the particular geopolitical situation we present the dissimilarity of military reforms from those in Western Europe. In order to prevent Tatar raids, a standing frontier army (obrona potoczna or Permanent Defense) was formed. In the 1520s, an innovative strategy was developed which involved creating two defense lines with a very deep reconnaissance, 500 kilometers east of Lviv, already on the territory of the Grand Duchy of Lithuania. The consequence of applying the new model of defense was a new type of armed forces developed approximately two decades later, the cossack cavalry. The article presents a phenomenon of the creation a unified, in terms of weaponry, light cavalry, the process of which took place in the 1540s and 50s. Earlier the troops had consisted of soldiers differently equipped and armored and using various horses. Out of this chaos there emerged more unified units, which was the result of experiences of south-east borderline defense. The article emphasizes it was neither commanders-in-chief nor political and governmental factors that played a key role in the tactical innovation was mid-level commanders (starosts, rotmistrzes). It was their experiments with different types of arms that brought about a revolution in the rearmament and uniformity of the cavalry. The paper indicates that the main originator of the transformations was the starost of Bar and Trembowla Bernard Pretwicz. A clear influence of political decisions and strategic concepts on the final transformations in the warfare tactics should be noted.

The region known as South Asia today emerged as the locus for order-building only in the early modern period (~1500–1750) as a “region” of Islamicate Asia. I demonstrate this through a cognitive-strategic process based on the interactions between polities and resources within and outside of South Asia. While the practices associated with the primary institutions of warfare, great power management, diplomacy, and political economy did not meaningfully differentiate South Asia from Eurasia in the pre-Mughal millennium, the deep rules associated with them marked South Asia off from Islamicate Asia after the rise of the Mughals. The practices of these four primary institutions were co-constituted with Mughal hegemony. Unlike recent scholarship, I show that the regional level existed before the emergence of a global-scale international system. My analysis has two major theoretical implications. First, I clarify the distinction between hegemonic and imperial orders, and argue that coercive hegemony must be understood as a primary institution of an international/regional society. Since all hegemonies are not alike, I explain why some hegemonic orders are based on coercion while others mix coercion with legitimacy/acquiescence by elucidating the structural differences between Mughal and Ming/Qing hegemonies. Second, I advance the debate on balance of power versus hegemony by providing a historically grounded explanation that demonstrates why the injection of extra-regional resources into early modern South Asia produced hegemony while fostering systemic balancing behavior in Europe (post-1500). My findings raise questions related to regionalization (order-building) without regionalism (shared identities/threat perceptions), while showing that region (trans)formation effects order.

An early-2008 Foreign Policy index found that 88% of active and retired American servicemen and women agree that the war in Iraq has stretched the United States military dangerously thin. Another 60% think that the US military today is weaker than it was five years ago. 74% of those surveyed hold low regards for the civilian leadership expressing that civilian policymakers set unreasonable goals for the US military to accomplish. With current military operations in Iraq and Afghanistan serving as backdrops, these inflections serve as the basis of a much-needed conversation on the evolving roles and responsibilities of civilian and military agencies in the post-conflict environment. The immediate solutions to the military’s frustrations have been logical if not only reactionary or temporary stopgaps. If the military is stretched too thin, then expand it. Over the next five years there will be substantial increases in the Army and Marine Corps by as much as over 90,000 troops. If the military is weakening, then strengthen it. The President’s 2008 defense budget pushes defense spending to levels not seen since the Reagan Administration, bringing with it a slew of new military hardware meant to keep the US military on the cutting edge of technology and flexible in the face of emerging threats. If the military is lacking comprehensive training and doctrine to combat insurgencies, then revise doctrine. In December 2007, the US Army and Marine Corps revamped their Counterinsurgency Field Manual, the first time in over two decades either service had published a field manual devoted to counterinsurgency.3 The next President of the United States will face a dynamic range of transnational threats that will likely make us rethink the way modern wars are fought. From terrorism and counterinsurgency to combating the spread of weapons of mass destruction, from illicit trafficking of drugs, people, and guns back to traditional conventional warfare with rising superpowers such as China and Russia, the United States must maintain a variety of diplomatic and military responses at its disposal. As emerging threats in the twenty-first century appear to be rooted at the nexus of security and development, a single-sided military solution cannot fully resolve a multi-dimensional problem. There is a need to develop a more comprehensive civil-military approach to combating terrorism, insurgency, and asymmetric warfare, something that has not fully materialized on the strategic or on the operational level. In order to do this, there is a need to tear down the stereotypes and reintroduce the hippie (statesmen) to the snake-eater (soldier).

The article analyzes the Ukrainian national elite of the postcolonial era through the prism of citizenship. In recent years, the interest in elitist issues has been grown significantly. In modern socio-humanitarian field, the issues of the elites’ role in the modern world, the criteria for evaluating different elite’s activity, the measure of their citizenship, patriotism and professionalism are often discussed. Positive social transformations in many respects depend on the qualitative state of modern Ukrainian elites, on their socio-political maturity, on their willingness and ability to consolidate Ukrainian society, on the level of their responsibility for the fate of Ukraine. The author of the article follows to the concept of plurality of elites (based on the idea of distinguishing elite groups in the fields of their leading activities), which enables the allocation of political, ideological, publicadministrative, military, economic and engineering, scientific, spiritual, medical, educational (pedagogical), cultural-artistic, religious, informational, sporting, etc. In the post-colonial period, all these elite groups must become an integral elements of the Ukrainian national elite. In article the citizen is analyzed as a subject of qualitative social transformations in the post-colonial period, as well as civil practices of self-organization of society in the context of modern transformational processes in Ukraine by the article. The phenomenon of civic activity of an elitist person is analyzed in a theoretical, methodological and empirical perspective. The article deals with theoretical and methodological bases, structure and development peculiarities of the civil position of the personality. Civil society is seen as a cultural and historical type of society. The peculiarities of its formation and functioning in post-colonial Ukraine are analyzed. The author suggests his own periodization of the civil society development in Ukraine. So, the Ukrainian national elite would become the true subject of decolonization of Ukraine and positive social transformations only when all its representatives will begin to perform their core functions in a responsible way: culture-creating, state-building, nation-building, as well as consolidating, creative-transforming, forecasting, motivational, mobilizing, administrating, spiritual-ideological, identification, patriotic, humanistic, axiological, democratic, stabilizing, strategic, security, etc. The Ukrainian national elite must respond on time to the challenges posed by time (globalization, ecological, economic, technological, informational, etc.). The most important for modern Ukraine isn’t only the formation of an effective and responsible political elite that could consolidate other elite groups, directing their activities in a constructive way, but also ensuring its timely rotation, qualitative upgrading, de-oligarchy and overcoming its alienation from society. The national elite must carry out highquality legal, political, socio-economic, socio-cultural, technological, ecological and other transformations; to support the integrity and spiritual unity of society, the development of democracy and self-organization processes in Ukraine, the formation and approval of a civil-political and European civilization identity of Ukrainian citizens.

On the eve of anniversary of the Victory in the Great Patriotic War, the authors turned to the previously unexplored subject, namely, the work of bibliographers of the USSR Academy of Sciences for the defence of the country. Before, the professional work of bibliographers during the War was not studied in this aspect that determines the relevance and scientific novelty of the topic under consideration. The purpose of the article is to show that during the War bibliography turned from ideological tool of the Party to form a new type of person into the only reliable information tool for solving the most important warfare and national economic problems in the wartime conditions.The article describes the work of the Commission for compilation of bibliography by countries, which was formed under the Section of the special libraries network of the USSR Academy of Sciences in May 1942. Based on the unique archival documents, the authors show for the first time how bibliographers of the libraries of the USSR Academy of Sciences in cooperation with colleagues from the V.I. Lenin State Library of the USSR, the Moscow State University named after M.V. Lomonosov, the Central Polytechnic library and other major libraries of the country managed to provide the military leadership, scientists and specialists of the national economy with reliable timely information on problems that arose in wartime, up to making strategic decisions in the field of planning defence, offensives and radical reorganization of industry and agriculture. The authors conclude that the decent work of bibliographers in the war years, providing information for any level of decision-making, played its role in approaching the Victory. This is the basis for understanding the current role of library specialists, their professionalism and responsibility in the information support for the development of Russia.

Increasing the skills and abilities of individuals, families and communities in the face of disasters need to be carried out continuously, because of the high potential for threats and the increasing number of people exposed to disaster risk. Women have a strategic role in disaster management and are very effective in transferring their knowledge to the next generation. In this community service activity, the Nasyiatul Aisyiyah branch of Ngawen, Klaten, Central Java, chosen as a partner. The purpose of this activity is to improve women's preparedness capacity and to reduce people's exposure to disasters. The activities are not only in terms of physical preparedness but also spiritual preparedness. This community service activity consist of three stage, which are,the first stage is preliminary survey to assess the knowledge of participants on disaster preparedness, the second stage is giving disaster preparedness education with facilitators guidance, providing disaster preparedness pocket books, and discussions, and the final stage was an assessment of disaster preparedness after participants are given education/training. The assessment was done using a questionnaire. The result of the prelimanary survey show that the participant are at the level of moderate preparedness. The disaster preparedness education increasing all the disaster preparedness parameters index. The knowledge parameter index increased by 5%, the family preparedness plan parameter index increased by 15%, the parameter index of disaster warning knowledge increased by 6%, the resource mobilization parameter index increased by 10%. The socialization or simulation is needed about the importance of evacuation, relief and rescue, and campaign about the disaster is also needed through various media that are in accordance with the conditions of the community.

Important for the research of the problem of foreign-language education of future teachers of humanitarian specialties in the twentieth century was the search for a new model of humanitarian education, its direction towards forming the system of values, spiritual guidelines, and social norms that determine the dynamics of the development of human civilization, which set new requirements for the level and effectiveness of foreign-language education. The analysis of standards applied in the foreign practice of foreign-language education makes it possible to identify categories of foreign-language knowledge and skills that need to be reflected in documents developed in Ukraine. The use of international experience in the standardization of pedagogical activities in foreign language education and the development of qualification requirements, professional standards, and certification procedures, diagnostic methods for assessing and self-evaluation of pedagogical activities in a foreign language can be used in the process of modernizing the practice of teaching foreign language education for future teachers of humanities at pedagogical universities of Ukraine. Foreign language education of future teachers of humanities is understood as the process and result of the training of specialists in the field of foreign languages with a set of competencies, systematic knowledge, and practical skills that allow solving theoretical and practical tasks on the profile of foreign language training. The influence of the strategic documents of the Council of Europe during the study period on improving the quality of foreign-language education of future teachers of humanities in Ukraine is due to the recommendations of the Council of Europe on language education and the peculiarities of the European educational space, its innovative nature.
