In this article, the author considers the non-state subjects of the police activity. In the article sums the position theoretical inclusion of civil structures in the law-enforcement system taking into account modern tendencies of development of relations in the Republic of Latvia, namely: the state policy of development and support of the institutions of civil society. Police activities are carried out by various actors: the police, public organizations, private enterprises, individual citizens. Together, they form a system of subjects of police activity, defining the place in which the police bodies occupy themselves as special executive bodies.

This research aimed to understand the police educational policy and practice and its implementation in Indonesia considering its ontological and sociological levels in enhancing the next police education policy. Managing police education policy and its implementation are necessary for providing stakeholders with information related to the policy and regulations in police education. The research was performed by adopting a mixed method based on public policy theory. Data were collected using qualitative method, such as in-depth interview, observation, and documentation related and quantitative method, such as survey and statistical analysis. Data were analyzed by using qualitative interactive models supported by data reduction, data display, data verification, and triangulation. Data were also analyzed quantitatively using partial least square (PLS). The results based on public policy perspective were able to improve police education policy and its implementation practice. Learning, training, and mentoring had a significant positive impact on leadership in the context of police in Indonesia. These findings provide input for improving the regulations on police education in Indonesia, in order to make better policies and regulations.

The scientific article was written in order to determine the peculiarities of the personnel policy of the National Police in wartime on the basis of the study of modern legal acts and the practice of their implementation. The author emphasizes that the state personnel policy is a component of the state policy, and the personnel policy in the National Police is a component of the state personnel policy of Ukraine. The policy of its bodies (in particular the Ministry of Internal Affairs of Ukraine) depends on the general political course in the state, which further form the principles of its state personnel policy. Emphasis is placed on the fact that taking into account the operational situation, available information, political, economic, social conditions, geographical location, other circumstances, special plans are developed, according to which the deployment of personnel and logistics of bodies and units of the National Police. The level of training of the National Police personnel is an integral part of the National Police personnel characteristics. The paper proposes a change in the forms and methods of training for police officers. The current legislation of Ukraine is analyzed, as well as two bills: “About Amendments to the Laws of Ukraine “About the National Police” and “About the Disciplinary Statute of the National Police of Ukraine” to optimize police activities, including during martial law” from 13.03.2022 № 7147 and “About Amendments to the Disciplinary Statute of the National Police of Ukraine on Assignment of Special Police Ranks during Martial Law” of 20.03.2022 № 7184, which directly establish the principles of personnel policy in the National Police during the war. The general properties to which the personnel policy of the National Police in the conditions of war should correspond are offered. The author includes: strategic nature, complexity, professionalism of personnel, specialization of personnel, continuity, coordination. It is concluded that, despite more than a month of Ukraine in a state of war, the personnel policy of the National Police in such conditions is still in its infancy, and its general principles are still being formed.

Aim: The purpose of the study is to present the system of Slovak police legislation from the authors’ scientific point of view and personal experience, and to approach the place of the subjects of police law in the Slovak legal system and in the law enforcement administration by interpreting the sources of police law. Methodology: The authors apply the standard methods of scientific investigation of the topics of police administration and police law, with particular attention to the police. Primarily, they present an analysis of the system of legal norms regulating the legal status of the police in the police mechanism of the state. Findings: The security system of the Slovak Republic is based on the security policy of the state, which contains the basic priorities implemented by the system of state bodies and institutions. The Ministry of the Interior, as the central state body responsible for the internal security and public order of the state, is primarily responsible for the implementation of the stated priorities. From the point of view of the operation of the rule of law, it is important to define legal sources for the subjects of police law that regulate the powers, duties and activities of these subjects. A special legal status is enjoyed by law enforcement authorities, which are composed of elements that ensure the effective and rational implementation of powers defined by formal legal sources. The specific tasks of the police are determined by legal norms, which are provided by individual services through police bodies. The mentioned police bodies operate at certain levels of regional and functional importance within the police system. The police is one of the important organisations that guarantee the internal security of the state and occupies an irreplaceable place in the implementation of the state's security policy. Value: The result of the scientific examination of the position of the police in the security system of the state is that it is determined what tasks the police perform as a subject of police law in the Slovak Republic. The academic work points to the organisation of the police and the system of legal norms regulating the powers of the police, especially to guarantee the internal security of the state.

Criminal justice research has well documented the fact that law enforcement officers experience a significant amount of stress. Research also suggests law enforcement officers use tobacco (which is not healthy at any rate) and alcohol at rates exceeding those of other populations. Although several studies have documented the above across a wide variety of law enforcement populations, research has not previously explored the extent to which state police officers use tobacco and alcohol. Because no studies explore state law enforcement officer use of tobacco and alcohol, no studies exist that identify factors predictive of state police officer use of alcohol and tobacco. This study addresses these gaps in the literature by surveying all sworn state police officers of one state police agency. Policy recommendations, as they pertain to reducing state police officer use of alcohol and tobacco are discussed below.

Australian history is littered with examples of situations in which police have engaged in the use of force—in some cases, disproportionate violence—to maintain order and stability. In addition to this effort to control the population and ensure social order, extreme use of force was a key factor in repressing civil dissent and preventing marginalized communities from exercising their voice within the social discourse. Former Queensland Police Commissioner Frederic Urquhart was at the forefront of several high-profile examples of police enforcing social control during his tenure with the Queensland police, including the punitive expeditions of the Native Mounted Police Force, the civil disorder of the 1912 general strike, and the chaos associated with the 1919 Red Flag riots. In developing an appreciation for Urquhart’s behavior and motivations, it can be seen that the Queensland police have always served as a body dedicated to ensuring conformity through any means necessary.

PurposeThe purpose of this research is to analyse the vehicular pursuit policy of State Police and State Highway Patrol agencies in the USA.Design/methodology/approachWritten policies were compared against a Standard Policy, developed by the researcher, based on prior academic and legal research in combination with the existing policies of the Connecticut State Police, California Highway Patrol, and the Minnesota State Police. A total of 47 written pursuit policies were received for a 94 percent return rate.FindingsAll policies had statements pertaining to safety and the need to pursue with due care and regard for public welfare. Items not included in many policies involved elements pertaining to liability and negligence: concerns that have been demonstrated to be instigators of litigation.Research limitations/implicationsThis work centers solely on state agencies. This study is the first step in an ongoing, long‐term project aimed at law enforcement vehicular pursuit policy analysis. The first step in the project centered on state agencies but will grow to include municipal agencies as well.Practical implicationsA very useful treatment of the practical side of law enforcement policy. Existing pursuit policies are examined, as are the legal principles used to guide police policy development.Originality/valueThis paper fills an untapped niche in policy research. It is both a practical analysis of existing pursuit policies and an examination of legal cases and constitutional guidelines.

While police scholars, practitioners and policy makers each have views on the primary roles of the police in society, their opinions tend to be diverse. Here, we have aimed to describe the current state of role expectations of the police from an analysis of 2002 statutes from all 50 US states. We have then compared our findings to those of Burton et al.'s (1993) similar study in an effort to determine change patterns in state statutes. The findings suggest that state laws from 2002 had a mixed law enforcement and peacekeeping approach to policing and provided more codified role expectations of the police than they did in 1993.

This paper makes a case for the creation of state police in Nigeria because of the country’s ongoing security challenges. It states that the police force is under the control of the federal government. It addresses the Nigerian police’s plethora of problems such as inadequate manpower among others which have resulted in their incapacity to maintain peace and order and safeguard people’s lives and property. The case for the establishment of state police is justified and well-founded because states are closer to the people and will be able to prevent alleged violent criminal offences. The paper also draws inferences from the United States in supporting the creation of state police as it exists there and the police have been playing its role in maintaining law and order. It states that for state police to become a reality, the provisions of section 214 CFRN 1999 should be amended to accommodate it.

The article is focused on studying the phenomenon of the administrative and legal status of the National Police as a subject of Ukrainian state policy implementation in human rights and freedoms. The author outlines the essence and content of the administrative and legal status of the National Police of Ukraine through the leading categories of "law" and "freedom", which are important for the democratic processes developing in Ukrainian society. The administrative and legal status of the National Police of Ukraine is considered as a set of characteristics and powers entrusted in the state legislation, a set of the following components: target – determined by the mission of the police to promote the state policy implementation in the fight against crime and peacekeeping, enforcement of rights, public and state interests; organizational – characterizes the structure of the National Police, consisting of a central police control facility, which consists of organizationally integrated structural units that ensure the implementation of the police tasks in human rights protection; competent – related to the definition of tasks, functions, rights, and duties, as well as the degree of responsibility of the law enforcement and its units and employees, determining the focus of their activities on the protection of the individual and the guarantee of the legitimacy of counteracting the state on the part of the person to protect their rights and freedoms. In practice, the implementation of the new administrative and legal status enables law enforcement to approve the law, enhance the communication and legal culture of police officers, overcome the traditional politicization and militarization of law enforcement by updating the organizing strategies of human rights activities, strengthen the state and professional discipline, make the police activities transparent, improve the control system and responsibility of police structures and professionals for malpractice.

Purpose Policing agencies across the USA have cited difficulty recruiting qualified applicants, thus leaving many employment vacancies unfilled. One reason for this challenge may be that those who would make exceptional police officers are barred from employment because of their body art. Varying appearance policies exist concerning tattoos, yet little is known about these policies. The purpose of this paper is to survey the tattoo policies of policing agencies. Design/methodology/approach The tattoo policies of all 50 state-level policing agencies were reviewed to explore similarities and state-level correlates. Findings The majority, but not all, of state police have some type of appearance policy targeting tattoos. State policing agencies that have a “no visibility” policy regarding tattoos more often were in states with a low percentage of millennial residents, high percentage of young veterans, men and non-Hispanic white citizens, and low crime; t-tests indicate “no visibility” policy states significantly differed from other states in the percentage of non-Hispanic whites and crime. Further, state policing agencies with a “no visibility” policy tended to be in northeastern states, with southern states having the fewest state policing agencies with such policies, although the χ2 test was non-significant. Originality/value Despite the ubiquity of tattoos in the American society, the literature is scant with studies of police appearance policies regarding tattoos. This study provides a partial summary of tattoo policies at the state policing level.

PurposeThe purpose of this paper is to review the evidence about the factors shaping the police workforce, commissioned by the Scottish Police Authority and Scottish Institute for Policing Research.Design/methodology/approachThe paper uses the theory of strategic fit to assess the available evidence relating to reshaping the police workforce and brings together the most relevant recent reviews of police organisations and empirical studies on these issues. The use of the theory enabled the strategies that have been adopted by police agencies in recent years to be evaluated in relation to the current political and economic environment.FindingsThe authors find that here is considerable uncertainty and while there has been previous discussion on the benefits of larger or smaller forces there is not robust evidence that a particular force size is optimal for either efficacy or efficiency, although very small forces may struggle in some ways. There is also mixed evidence about whether increasing police organisation resourcing to allow more officers to be employed reduces crime levels, and there is a relative lack of evidence about the impact this has on the other areas of community life in which police are involved.Research limitations/implicationsThere are major weaknesses in research relating to police organisational reform: there is no accepted theory of police reform, no accepted method as to how such a reform should be evaluated nor have there been any comparative studies of earlier police civilianisation programs (Braithwaite, Westbrook and Ledema, 2005).Originality/valuePrevious work on this topic often focuses on which organisational structure – whether in terms of workforce mix or size – is most efficient or effective. This research takes an alternative perspective and argues for a shift in the research agenda to take account of the friction involved in processes of organisational change, both in order to build a stronger research understanding of these important aspects of change and to more effectively inform policy. The paper provides a basis for the development of theories for understanding police reform in general – and workforce restructuring in particular – alongside appropriate methods for researching it.

Psychological Well-being is an important concept used in behaviour sciences to evaluate the state of an individual in terms of perception, feelings, cognition and internal experience. This study investigated Operational Stress and Psychological Well-being among Police Officers in Benue State Police Command: The Mediating Role of Coping Strategies. The study employed a Cross-Sectional Survey Design, where three hundred and fifty seven (357) Police Officers consisting of 219 (61.3%) Males and 134 (37.5%) Females were used for the study. Their ages ranged from 19 to 59 years with the Mean of 38.13 (SD=9.54128). The Operational Police Stress Questionnaire (PSQ-Op), Brief-COPE Inventory and Psychological General Well-Being Index (PGWB) were used for data collection. Statistical analysis involved the use of Multiple Regression and PROCESS Mediation Analyses. Findings from the hypotheses indicated that, Operational Stress has made an independent significant contribution to Psychological Wellbeing of Police Officers in Benue State Police Command. Coping Strategies significantly influenced Psychological Well-being among Police Officers in Benue State Police Command. The result further showed that, Operational Stress and Coping Strategies jointly influenced Psychological Well-being of Police Officers in Benue State Police Command. Finally, Selfdistraction, Denial, Active Coping, Substance Use, Instrumental Support, Venting, Planning, Acceptance and Religion did not significantly mediate the relationship between Operational Stress and Psychological Well-being among Police Officers; while Emotional Support, Behavioral Disengagement, Positive Reframing, Humor, and Self-blame significantly mediated the relationship between Operational Stress and Psychological Well-being among Police Officers in Benue State Police Command. Based on the findings, it was recommended that, Police Officers should be enlightened on how to manage Operational Stress and develop good coping strategies. On policy basis, it was recommended that, Government should evolve policies that are aimed at training and retraining Police Officers on appropriate Coping Strategies; which will help in reducing Operational Stress and on the other hand increase high level of Psychological Well-being among Police Officers. Also, Non-governmental organizations with caring mind should support Police with logistics that will help reduce Operational Stress. This will help to achieve high state of Psychological Well-being and enhance better policing among Police Officers. Finally, more researches should be encouraged on the subject matter for further identification of long term solutions to problems affecting Psychological Well-being of Police Officers in Benue State Police Command in particular, and Nigeria at large.

Global police state refers to three interrelated developments. First are the ever more omnipresent systems of mass social control, repression, and warfare promoted by the ruling groups to contain the real and the potential rebellion of the global working class and surplus humanity. Second is how the global economy is itself based more and more on the development and deployment of these systems of warfare, social control, and repression simply as a means of making profit and continuing to accumulate capital in the face of stagnation – what I term militarized accumulation, or accumulation by repression – and that now goes well beyond military Keynesianism. And third is the increasing move towards political systems that can be characterized as 21st century fascism, or even in a broader sense, as totalitarian. Digitalization makes possible the creation of a global police state. The mounting crisis appears to cement the emerging digital economy with the global police state. There is a triangulation of far-right, authoritarian, and neo-fascist forces in civil society, reactionary political power in the state, and transnational corporate capital, especially speculative finance capital, the military–industrial–security complex, and the extractive industries – all three interwoven with high-tech or digital capital.

The implementation of the employee assistance program in the New Jersey State Police was studied over a three-year period. Quesionnaires were sent to a stratified random sample of sworn members once each year for three years. The questionnaire contained items to measure the degree of diffusion, receptivity, and the use of the program. The initial hypothesis was that the implementation of the program would follow the three-phase process of diffusion receptivity and use. The result of the first survey indicated the program was in the diffusion stage with more than 69% of the troopers having heard of the employee assistance program. Response to the receptivity items revealed there was an awareness and sensitivity to the need for the program and its potential benefits. The results of the second survey showed that the diffusion stage was strengthened with 78% of the response having heard of the program. Receptivity to the program had not increased significantly and use was minimal. On the basis of these results, recommendations were made to enlarge and enhance certain program elements. The results of the third survey were quite similar to those of the second. The program was largely in the diffusion stage and was little into receptivity and utilization. Innovative procedures were recommended to move the program into an integral part of the Division.

Failing to train police officers in the use of less-than-lethal force tactics and equipment increases the police department's liability risk. Police officers in Michigan and North Carolina (N=482) responded to a questionnaire pertaining to the training their departments have provided in less-than-lethal force tactics and equipment since graduating from the police academy. A number of respondents were unaware that their department had a non-deadly force policy, and a majority of those who were aware of a policy had never been tested in its contents. Patrol officers as a group had received training in a less timely manner than supervisors. Suggestions for formulating training strategies are provided.

The author of the article presents the results of the legal and scientific researches analysis of the personnel policy strategy of the National Police of Ukraine in the context of updating administrative and legal principles of protecting human rights and freedoms. The modern challenges and directions of the personnel policy of the National Police of Ukraine in the conditions of social conflicts escalation are determined. It is stated that the improvement of the personnel policy of the National Police in all stages of its hierarchical structure and all its units has recently influenced, first of all, on the administrative and legal status of this state structure, focusing its activities on human rights and freedoms protection as a general state priority. The concept of “personnel policy” of the National Police of Ukraine is considered as a multidimensional process. It is focused on the implementation of legislative, organizational, administrative, research and other bases for the implementation of the main developing issue of the National Police and its structures; the regulation of procedures of structural units functioning and the police department competencies; defining the tasks, functions, rights, and responsibilities of personnel, as well as the responsibility level of police officers. It is determined that the personnel policy of the National Police is implemented through the totality of social functions of governmental institutions and determines the ways and means of provided reforms and the professionalism of their implementation. It is an important factor of the state integrity strengthening and the element of state regulation of the population lives and strategically determined by the general mission of the National Police. It involves promoting the implementation of state policy in the field of combating crime and ensuring public order, the realization of human rights and freedoms, interests of society and the state, the maintenance of public safety and the provision of services to persons in need within the limits of legislation. It is characterized by the general requirements for the competencies, functions, rights, and responsibilities of the personnel, as well as the responsibility level of police officers. According to the modern legislation, the National Police, as well as its separate units should be transparent in their actions, open enough for external control, including public control, its staff should be able to meet the needs of all segments of the population and structures of society in legal protection and maintaining security. It is proved that the ethical principles of the police officers’ activities are determined by the priority in serving the needs of individual citizens and society in the whole, by close cooperation and interaction with the population, territorial communities and public associations based on partnership and aimed at satisfying their needs, following the current legislation of Ukraine. It is determined that the perspective direction of the studied issue is the development of innovative methods and forms of training and advanced training of personnel capable to meet the professional requirements and ethical standards of policing.

The article demonstrates that the purpose of the National Police of Ukraine is the result to which all their activities are aimed. It was found that the first group of scientists for the purpose of the National Police of Ukraine understands the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public safety and order. It is highlighted that the second group of lawyers, considering identical goals and objectives, determines that the main tasks of the police are to implement in the manner and within the limits prescribed by law, state policy in the protection of human rights and freedoms, public and state interests, crime prevention, support public safety and order. It is emphasized that the purpose of the Department of Protection of Public and State Interests is to ensure public (public) security and order, protection of human and civil rights and freedoms, public and state interests, combating crime resulting from its activities, which is achieved through its implementation tasks. The thesis that the tasks of the police are expressed in the provision of police services in certain areas, and have a programmatic nature, has been further developed. It is noted that the main tasks of the Department for the Protection of Public and State Interests include the implementation of state policy in the field of human rights and freedoms, as well as the interests of society and the state, which is a set of organizational and legal measures to protect citizens, society and the state illegal encroachments.

The further development of Ukraine and its formation as a legal and social state are inextricably linked with the development of its state institutions, the effective functioning of which depends on proper support from the state. Social policy is a defining direction of the state’s internal policy and is aimed at ensuring the conditions for a dignified life, free human development, and a high level of well-being. One of the important and necessary state institutions in modern conditions is the National Police of Ukraine. In the system of state bodies, the National Police of Ukraine occupies one of the key positions, implementing the law enforcement function and performing a fairly wide range of tasks to protect the rights and freedoms of citizens, therefore the social protection of the employees of the National Police of Ukraine plays an important role. At the same time, the social welfare of police officers attracts the attention of scientists and practitioners due to the presence of unresolved problems, which creates obstacles on the way to development and stability in society. The creation of an effective system of social security for police officers is one of the main directions of law enforcement reform, which has a certain specificity due to the performance of their professional activities, which are associated with increased risk and danger. The development of a fundamental legislative framework, which must meet the modern requirements of social life and international standards, is the primary task of a successful process of reforming the sphere of social security for employees of the National Police of Ukraine. Special attention should be paid to the issue of social guarantees of police officers, because the system of social guarantees in the National Police bodies is a prerequisite for the activity of the National Police of Ukraine as a whole. Abstract This article explores the changing ways the Japanese police understood and policed radical politics between 1900 and 1945. Specifically, it traces the process in which the objective of policing transformed from an emphasis on political organizations, their activities, publications, and assemblies in the 1900s to the policing of individuals ostensibly harboring “dangerous ideas” that were deemed threatening to state and capital—what the police came to categorize as “thought crime” by the late 1920s. Once “thought” was identified as an object for policing, Japanese police agencies began to practice a kind of intellectual history—thinking like a state—to distinguish dangerous thought and to understand its origin and its spread during the socioeconomic turbulence of the interwar period. Drawing on Jacques Rancière’s theory of police, this article explores how police manuals and other publications categorized certain ideas, texts, enunciations, and slogans and distributed them based on the presumed degree of danger they posed to the imperial polity. It reveals how the expanded classifications and distributions of dangerous thought transformed policing in the 1920s, thereby extending imperial state power into various aspects of social life in interwar Japan.

Most American studies report higher police officer suicide rates in comparison to age-matched populations. In the Federal Republic of Germany police organizations are comprised of Federal Customs, 16 state police, and 2 federal police organizations. A survey carried out in 1997 yielded higher suicide rates for police officers also in Germany in comparison to rates of the comparable age group (25 per 100,000 vs 20 per 100,000). The most commonly used suicide method was firearms (66–71%). Hypotheses often attribute this high suicidality among police officers to higher work stress than in other professions. Other hypotheses implicate individual variables such as psychiatric illnesses, alcoholism, and interpersonal and marital problems. A transactional model might explain these different views.

The Lagos State Statutory (Protection against Domestic Violence) Law was enacted on March 18, 2007 to protect inhabitants of the State against all forms of domestic violence. In spite of the enactment of this law, many inhabitants of Lagos State are still imperiled to emotional, psychological and physical traumas arising from domestic violence. This study validated contextual influences and the understanding of statutory law protecting women against domestic violence in Lagos State. Contextual influences were captured as socio-demographic characteristics, sociocultural and economic factors. The study adopted the quantitative cross-sectional research design method. Information was sourced randomly among police personnel across Police Divisions within the State Police Command from July to November, 2019. The Fishers sampling technique was employed to arrive at a sample size of 312 from a total population of 1650 police personnel in Lagos State. Stata version 14 was used in data analysis. The results showed that a biased approach to domestic violence against women was higher among male (87%) than female (13%) police personnel. A biased approach to domestic violence against women was higher among non-commissioned (65.2%) than commissioned (34.5%) police personnel. Contextual influences such as sociodemographic, sociocultural and economic factors, as well as police understanding of statutory law against domestic violence were found to be significantly associated with police approach to domestic violence against women in Lagos State. The study concluded that the enactment of the protection against violence law was an appropriate measure to addressing domestic violence, still, the police need to be more proactive and unbiased in handling reported cases of domestic violence against women in the State.

The article is devoted to the history of the formation and legal regulation of the activities of the lower ranks of the county police of the Russian Empire from the first half of the XIX to the beginning of the XX century. The rea-sons for the introduction of police custody in the territory of Astrakhan, Baku, Kazan, Nizhny Novgorod, Perm, Samara provinces and the Kingdom of Poland are considered by the author. The position according to which in the second half of the XIX century the im-portance of protecting public order and public safety in rural areas was actualized in the state policy of the Russian Empire is substantiated by the author. The reasons for that were the reforms carried out at that time. The most important reform was the abolition of serfdom. The lack of a sufficient number of police officials in the coun-tryside, erforming law enforcement functions, was the reason for the introduction of the institution of police village constables. On the basis of archival and other historical sources, the article shows that the activities of police village constables from the state bodies and the liberal press were evaluated differently: state structures noted the positive results of the activities of police village constables to ensure public order and the safety of society and the state; in contrast, the liberal community absolutized the distrust of the activities of police village constables and the lack of their support from the population. The existing contradictions between society and the state were one of the reasons for the destruction of the law enforcement system and the collapse of the Russian Empire itself.

The standard account of policy feedback holds that social policy can be self-reinforcing: policies provide resources that promote economic security and well-being, and they also encourage beneficiaries to engage with government. Criminal justice policies have typically had the opposite effect: they embolden those with interests in a punitive policy agenda, while disempowering those most affected by the policies. This is of particular concern for children and adolescents in race-class subjugated communities (RCS), whose first encounters with government beyond public schooling often come through police contact and carry adverse social and political consequences at a critical developmental stage. In this article, we reimagine youth engagement with the state, arguing for substantial reductions in police surveillance of young people and for the promotion of youth attachment to civic life. We call for an investment in institutions, both state-based and community-based, that reinforce political inclusion and civic belonging.
