We are currently at a point in time in Australia where questions concerning how to govern police have never been more pressing or more fluid. Systemic corruption has been identified in several states; a range of new accountability mechanisms have been established internal and external to police and in Victoria police corruption has been linked with a violent 'gangland war'. This thesis locates these contemporary developments within a broader analysis of the historical circumstances shaping the changing techniques for governing state police. More specifically, this thesis engages in a detailed comparative study of the changing techniques of governing police in Queensland and Victoria. The theoretical tools to conduct this analysis are drawn from 'governmentality studies'. This refers to a broad grouping of theoretical scholarship concerned with the changing ideas - or 'political rationalities' - on how to govern some thing or some activity, and the underlying reasoning, justifications and ambitions contained within the practical tools or 'techniques' used to govern. Central to the thesis is an argument that a new politics of policing has emerged recently, one that extends the dyad of the old accountability - 'police powers' and 'external accountability' - to a pluralisation of accountability processes and structures. The thesis argues that governmentality studies offer new insights into ways of analysing the techniques for governing state police, increasingly shaped by the managerialisation of governing and embodying efforts to make police innovative, risk-taking problems-solvers. This is what I refer to as an open-ended normative project for re-making the entrepreneurial officer. However, a detailed examination of the development of governmental techniques for 'making up' the entrepreneurial officer indicates that such a governmental project is not implemented unproblematically. Nonetheless, the thesis concludes that the attempts to remake the entrepreneurial officer through the managerialisation of governing presents distinct possibilities for a new 'politics of policing' that fosters deliberative, reflective police practice within a new framework of police accountabilities.

This dissertation provides an in-depth study of police transformation in Georgia, Kyrgyzstan and Russia since the collapse of the Soviet Union. It draws upon interviews with police, NGO workers, politicians and international practitioners, and employs a comparative-historical approach. Contra to democratic policing approaches, advocating the diffusion of police power and implementation of police reform concurrently with wider democratisation, reform was relatively successful in Georgia after the 2003 Rose Revolution because of state-building. The new government monopolised executive power, fired many police, recruited new personnel, raised police salaries and clamped down on organised crime and corruption. Success also depended on the elite's political will and their appeal to Georgian nationalism. Prioritisation of state-building over democratisation limited the reform's success, however. The new police are politicised and have served elites' private interests. Reform has failed in Kyrgyzstan because of a lack of state-building. Regional, clan and other identities are stronger than Kyrgyz nationalism. This has hindered the formation of an elite with capacity to implement reform. The state has limited control over the police, who remain corrupt and involved in organised crime. State-building has not precipitated police reform in Russia because of the absence of political will. The ruling cohort lacks a vision of reform and relies on corruption to balance the interests of political factions. The contrasting patterns of police reform have a number of implications for democratic police reform in transitioning countries: First, reform depends on political will. Second, institutionalising the police before democratising them may be a more effective means of acquiring the capacity to implement reform. Third, such an approach is likely to require some sort of common bond such as nationalism to legitimate it. Fourth, ignoring democratisation after institutionalisation is risky as reformers can misuse their power for private interests.

The purpose of this study is to examine the birth of a translation industry in Italy during the fascist regime, and describe how, despite the fact that translations became the focal point for questions of cultural and political prestige, the regime took very little action to hinder their influx until the last few years before its collapse. Chapter One sets the historical background of this study with a brief examination of how the regime was put in place, the system of censorship that was applied, the regime's attempts to cultivate a fascist culture, and the developments that took place within the publishing industry. Chapter Two presents a detailed statistical view of the translation industry in Italy and compares it to other countries, particularly France and Germany. It is important when considering the debate surrounding translation and the political value that translations were to acquire to be able to have a sense of the empirical reality that the rhetoric and bluster often disguised. Chapter Three describes the birth of translation as industry and the campaign against translations that this sudden flourish in translation provoked. This chapter also looks at the relatively flexible censorship policies that were adopted towards translations. Chapter Four describes the second campaign against translations which took place after the Ethiopian war and in a political climate that was increasingly xenophobic. It also looks at how the regime made its first moves to hinder the publication of translation and the ways in which publishers attempted to resist these measures. Chapter Five looks at the final years of the regime, when anti-Semitic legislation was put in force and as a consequence books underwent a thorough "revision". It looks at how the translation question became a matter of national prestige and how the publishers were obliged to collaborate in applying a quota that would limit their number.

This thesis provides a critical analysis of the post-Soviet police transformation that has been on the agenda for about two decades in all over the world. To elaborate and rethink this analysis within a concrete historical process, the transformation of the police in Turkey is focused on. However, as the number of political science-based studies on the police are very limited, and as the dominant academic studies on neoliberal police reform have been determined by policy makers themselves, that state of affairs has necessitated a prior theoretical research to be made on the question of &ldquo
what the police is&rdquo
. For, it is proved to be impossible to produce critical knowledge on police transformation without developing a theoretical framework on the nature of the modern police and the tensions embedded in it. Hence, before analyzing the neoliberal period, the thesis attempts to develop a class-based theoretical framework on the formation of the modern police in the 19th century, and concludes that the modern police apparatus has been shaped by a specific political division of labour between the state power and the class power. The form of the police is defined according to by which of these powers it is determined more, a process which has been constituted since the 19th century by a transnational collective agency that includes various fractions of the ruling classes as well as police chiefs and police intellectuals. It is the historical materialist method that provides the theoretical toolset to make sense of the transformation taking place in the police. Having analyzed the neoliberal police reform by the help of this theoretical toolset, the thesis maintains that in the neoliberal era the police apparatuses have been reintroduced to the political sphere as &ldquo
anti-statist non-state&rdquo
actors, and started making transformative interventions in the modern political field. The police restructured as a non-state actor has been dissolving the modern political field through various strategies. The thesis specifies these strategies on the basis of the police transformation process in Turkey. The police apparatus in Turkey has been constructing itself even as a &ldquo
civil society&rdquo
organization, and redefining the processes of legitimation, and mass participation of people in politics &ndash
which are necessary aspects modern political field- through its new police ideology. The main argument of the thesis is that this process as a whole is one that restores the class power of the capitalists over the police.

Women are under-represented in both numbers and at the command level of police agencies after over 40 years of women in policing. The national average for women in policing, as reported by the 2012 Federal Bureau of Investigation Uniform Crime Report, was 11.9%. Women in state police and highway patrol agencies are well below the national average, particularly in the southern states where the percentage is below 6%. This study uses qualitative data to examine the role of gender and the gendered organizational structure and culture of police agencies through interview data from 24 women troopers and one academy cadet who are or were employed in seven southern state police and highway patrol agencies between 1972 and 2012. The data from their lived experiences indicate that women continue to encounter barriers and challenges to recruitment, employment, assignment, retention, and promotional opportunities. Understanding how women experience paramilitary policing institutions and the gendered nature of a male-dominated workforce can be used to argue for meaningful social and organizational changes in state police and highway patrol agencies and, by association, the profession of policing. Tracking and addressing police members' effectiveness in areas that could impact on the standard of their services are important. Burnout, job stress and ways to cope are specific focus areas in this regard. Previous research indicates relationships between burnout, job stress and coping while such relationships in the SAPS in the Free State have not yet been investigated. The objectives of this research were to determine the reliability and validity of the MBI-GS for SAPS members in the Free State, and secondly to determine the relationship between job stress and burnout, and thirdly to determine whether coping strategies can moderate or mediate the relationship between job stress and burnout A stratified random sample of 332 police personnel in the Free State was taken. The Maslach Burnout Inventory - General Survey (MI-GS), Police Stress Inventory (PSI) and the Cope Questionnaire (COPE) were used as measuring instruments. Cronbach alpha coefficients, inter-item correlation coefficients, Pearson-product correlation coefficients and canonical correlation coefficients were used to analyse the data. Structural equation modelling (SEM) methods were used to construct coping models of burnout. Structural equation modelling confirmed a 3-factor model of burnout. All three factors showed acceptable internal consistencies. Job stress was associated with exhaustion, which led to cynicism. Job stress was independently related to lower levels of professional efficacy. Active coping and seeking emotional support moderate the relationship between job stress and professional efficacy. Avoidance moderates the relationship between job stress and exhaustion and mediates the relationship between job stress and cynicism. Recommendations for future research were made.

From the Andean ridge to the Southern Cone, economic turbulence, poverty, inequality and corruption remain chronic almost everywhere, dashing popular expectations that the return to electoral democracy in the 1980s and the economic liberalisation model that was widely adopted in the 1990s would bring political stability and material improvement. Against this backdrop, the region experienced an explosion in criminality and violence that remains unabated: the Latin American homicide rate is twice the world-wide average - exceeded only by rates in sub-Saharan Africa. This dissertation concentrates specifically on the public security crisis and the politics of reform in Argentina and Brazil in the 1990s, focusing on the cities of Buenos Aires and Rio de Janeiro. In both cities, there was a marked deterioration in the public security situation following the end of military rule - a period that left an ideological and tactical legacy on the police that could not be easily eradicated. While social problems, crime and drug trafficking were far more acute in Rio than in Buenos Aires, one shared characteristic was the failure of the police to adequately fulfil their expected role in a democratic polity, even though the police cannot bear sole responsibility for the public security problem or its solution. That successive governments failed for more than a decade to reform an under-trained, under-performing and corrupt police was commonly justified by invoking arguments of police recalcitrance to reform, or by claims that the government's overriding preoccupation with the economy necessarily took precedence over other policy issues. These explanations, however, could not fully account for the patterns observed in both cities. The main reasons the police could not fully break from their past and forge a new role for themselves were rooted in the corrosive nature of the political game, an enduring dynamic whose outcome was improvisation, denial, and evasion of responsibility. Rather than professionalise the police, redress deficient and weak institutional forms of external control, or overhaul irrational systems of resource allocation, civilian governments persisted in manipulating the police for personal benefit, and exploiting the public security issue for electoral purposes.

The European crisis and the subsequent Portuguese financial bailout put social policies under heavy pressure as the current debate focus mostly on budgetary cuts. Contrasting with this tendency, the social services from the Portuguese police have been expanding its services through a centralized service provision policy, starting in Lisbon but with plans to expand it to other cities during the next five years. Whether these services should be provided centralised or decentralised is a matter to be researched as how to use the limited public resources more effectively is now more important than ever. This thesis contributes in this direction by evaluating if there is a rationale for a centralized social policy delivery, if these services are demanded by the users themselves and what is the best alternative to follow. We find that while its beneficiaries state their interest in this kind of service provision they do not seem to use it, which is quite puzzling. The results show that most of them are unaware of the center’s existence and even the majority that is aware does not use it. After applying a regression analysis we find that the major reasons relate to distance issues, particularly when the potential users take more than half an hour to reach it.

To date, police organizations have not been rigorously analyzed by organizational scholars and most analysis of these organizations has been captured through a single construct. The purpose of this study is to develop confirmatory police organizational analysis by validating a multi-dimensional conceptual framework that explains the relationships among three constructs: environmental constraints, the design structures of police organizations, and organizational performance indicators. The modeling is deeply rooted in contingency theory, and the influence of isomorphism and institutional theory on the covariance structure model are investigated. One hundred and thirteen local police organizations from the State of Florida are included in this non-experimental, cross-sectional study to determine the direct effect of the environmental constraints on the performance of police organizations, the indirect effect of environmental constraints on the performance of police organizations via the organizational design structure of police organizations, and the direct affect of organizational design structure on performance of police organizations. For the first time, structural equation modeling and data envelopment analysis are used together to confirm the effects of the environment on police organization structure and performance. The results indicate that environmental social economic disparity indicators have a large positive effect on police resources and a medium effect on police efficiency. Propensity of crime indicators has a large negative effect on police resources, and population density has a small to medium negative effect on crime clearance. Structure has a much smaller effect on performance than the environment. The results of the efficiency analysis revealed unexpected findings. Three of the top five largest police organizations in the study scored maximum efficiency. The cause of this unexpected result is explained and confirmed in the covariance model. The study methodology and results enhances the understanding of the relationship among the constructs while subjecting environmental and police organizational data to two comprehensive analytical techniques. The policy implications and practical contributions of the study provide new knowledge and information to organizational management of police organizations. Furthermore, the study establishes a new approach to police organizational analysis and police services management research called Police Services Management Research (PSMR) that encompasses a variety of disciplines with a primary responsibility of theory building and the selection of theoretical framework.

“Polícia Política” é o tema central dessa Tese. Tomando como ponto de partida a construção de um Estado nacional no país após a Revolução de 1930 e uma criminologia especial consignada no período e, através da análise das relações estabelecidas entre a DESPS (Delegacia Especial de Segurança Política e Social) e as pessoas e/ou instituições do estado da Bahia, além da própria atuação da Polícia Política baiana; o texto retrata um modelo de policiamento político com uma temporalidade específica, aquela compreendida entre os anos de 1933 e 1944. A dinâmica desse modelo de policiamento estava alicerçada legalmente por um conteúdo codificado e uma ideologia policial civil. A manutenção da ordem pública excludente e intolerante era a meta, porém, diferentemente dos períodos anteriores, esta meta foi propiciada pela conjuntura política da época, a qual exigiu a centralização do Estado como não ocorrera na Primeira República. A temporalidade da DESPS só foi possível, então, devido à conjugação de três fatores essenciais à modernização do país àquele instante: o Estado, no papel de sociedade política; a ação de Filinto Muller; e a complacência de parte expressiva da sociedade civil. A pesquisa visou objetivamente analisar o modelo centralizado de Polícia Política Federal brasileira e a atuação da polícia política da Bahia diante de uma conjuntura onde a sociedade era vigiada e a política criminalizada. “Policy Police” it’s the main theme of this thesis. Taking as base the national State building in Brazil after the 1930’s Revolution and a special criminology assigned in the period, and, through the analysis of relations between the DESPS (Special Delegacy of Public and Social Security) and the people and/or institutions of Bahia, further de Policy Police of Bahia itself; this text portrays the model of political policing with its proper temporality, established between the years 1933 and 1944. The dynamics of this model of policing was legally based in this encoded content and a constabulary civil ideology. The maintenance of the intolerant and exclusionary public order was the goal, however, other else the previous periods, this goal was provided by the political conjuncture of the epoch, which demanded State centralization like did not occur in the First Republic. The temporality of DESPS was only possible, than, because de junction of three essential elements to the modernization of the country in that time: the State, as political society; Filinto Muller and his actions; the connivance of a considerable part of civil society. This research aimed objectively to analyze the centralized model of the Federal Politic Police of Brazil and the proceeding of Policy Police of Bahia against a conjuncture where the society was watched and the politic criminalized.

Protests represent an extremely delicate issue for governments and authorities in terms of security and democracy. Most recently in the last decade, demonstrations have acquired a global and international characterisation, rendering these trans-national phenomena. This research is a case study which aims to contribute to the political development of Italy by analysing the policies in relation to the management of protests by using theoretical frameworks drawn from fields of social and political sciences such as Public Policy and Peace and Conflict studies. The goal of this research is to analyse events in a broader picture, investigating democratic values and state response to social movements such as protests. In other words, it seeks to answer the following questions: How was the government response conceived and what impact did this have on state values of security, democracy and justice? Considering comparable cases, what was the impact in terms of policy and practice of these strategies? How can public policy theories of social construction help to explain the government response and thus contribute to prevention of such violence in future?

According to Shezi (1997), South Africa is in the process of radical transformation. Many organisations need to rethink their strategies, redesign their structures and adjust their management practices to be at the forefront of the frequent changes. The South African Police Service as an organisation ought to take a proactive rather than a reactive approach, and should attempt to affect, forecast, and activates rather than just responds to the environmental forces. The strategic management process spells out this method for the South African Police Service as an organisation and as such be in a position to make proper decisions. It represents a logical, systematic, and objective approach for determining the South African Police Service's future direction (David 2001: 26). There is no proven plan of action for achieving the organisation's desired outcomes within the changing environment without a strategy. A successful strategy and equally successful strategy implementation are the most reliable signs of good management (Haines, 2000:3-7). The aim of this study is to develop a practical strategic management model as a guideline for the South African Police Service in order to assist the South African Police Service (Free State) in carrying out the strategic management process effectively. Therefore as a result provides direction to the South African Police Service and its provinces such as the Free State as well as the various departments, units and police stations and as such should provide a quality service to its clients. To realise the aim of this study, strategic management was first defined, the difference between strategic management and planning was also highlighted and its value for the South African Police Service was explained and where after the various levels of strategic management was discussed. The structure of the strategic management process was also discussed in detail. An brief introduction to the strategic management workshop that was held in Bloemfontein that initiated this study was given, followed by a detailed discussion of the strategic management challenges that exist for the South African Police Service by means of relevant literature and supported by the secondary data obtained at the strategic management workshop for Executive Management Team of the Free State Province. A strategic management model was developed from relevant literature to assist the South African Police Service to follow an effective strategic management process in order to provide direction to its provinces, departments, units and police stations. This is necessary to overcome the challenges that the strategic management presents to the South African Police Service. The study showed that the South African Police Service management does not have a common understanding of strategic management and the systematic process that is needed to be followed. Although the South African Police Service is attempting to carry out strategic management a number of serious shortcomings have been identified and need to be addressed by the top management of the South African Police Service.

The recent shooting of unarmed teenager Michael Brown by police officer Darren Wilson in Ferguson, Missouri rekindled the age-old debate of how the authority of the state to enact the law and guard public safety, specifically in terms of police use of deadly force, ought to properly be balanced against citizens’ rights. The social consequences of this incident illustrate the profound importance of policy governing this issue. This thesis provides an analysis of the governing Supreme Court precedent which informs this issue, as well as the state statutes of Missouri and the police department regulations of Ferguson, Seattle, Denver, and New Hampshire which govern the police use of deadly force. The application of these standards to varying scenarios of the Ferguson shooting serves to demonstrate how these standards operationalize and highlights the discrepancies that exist across jurisdictions in terms of restricting and evaluating police use of deadly force. Ultimately, ambiguity in the current standards, incongruities and difficulties in their implementation, as well as significant concerns of inherent injustice lead to the conclusion that the police use of deadly force should be limited to instances in which such force is necessary to protect human life or prevent serious physical injury.

This research focuses on the provision of intrastate security and on the question how states in the global South do or do not provide security for their citizens and do or do not protect them from physical violence. This thesis argues that while institutional conditions are an important aspect of security provision in the global South, more attention needs to be paid to policy processes. Institution building as set out in the literature about Security Sector Reform and statebuilding assumes that it is possible to provide security to all citizens of a state by building democratic state security institutions. However, this is only possible if the state is the predominant force of controlling violence. Research showed that this is rarely the case in countries of the global South. This thesis contends that statehood in the global South is contested due to power struggles between multiple state and non-state elites. It argues that the analysis of security policy processes allows for an analysis of security provision in societies where no centralised control over violence exists. It contributes to a better understanding of the shortcomings of security provision in the global South because it shows the impact of societal and state actors on security policy making. Using the case of security policy making under the first FMLN (Frente Farabundo Martí para la Liberación Nacional, Farabundo Martí Front for National Liberation) government in El Salvador (2009-2014), the thesis shows that, in a contested state policy making does not result from a pact between the state and society or from a social consensus as envisaged by parts of the FMLN and other forces of the New Left in Latin America. Instead, policy making results from elite pacts and elite struggles. This is illustrated in the domination of an ad hoc decision-making mode which describes short-term decisions which are insufficiently implemented and easily reversed or replaced. In this thesis I contribute to the sociological discussion on the impact of geopolitical constellations on the class and cleavage structure of societies. The main concern is to analyse how the capacity of collective social actors to pursue their interests against other antagonistic collective actors can be impeded, or increased, by relations of violence between the state in which they operate and foreign states. This problem is developed in a first step by a review of the sociological literature on the formation of the modern state in Western Europe. A close scrutiny of the explanatory strengths and weaknesses of both the 'society-centred' and the 'state-centred' approaches leads to the conclusion that an adequate analysis of political structural change in Western Europe has to emphasize the dynamic interplay of political, cultural, economic and geopolitical structures of social action. In the two case studies on Austria and Ireland in the 18th century, I discuss the interaction between class, political, regional/colonial, and ideological power groupings and economic, ideological, political and geopolitical interests. I show how the conflict structures of both Austria and Ireland gained momentum due to geopolitical constellations. I analyse how the attempts of the Austrian and the Irish state to establish police forces under their own exclusive control and to maintain public order were related to geopolitics. In order to explain the power capacity of these two states I analyse the effect of geopolitics on the distribution of power within the respective society.

A tese aqui concretizada é fruto das reflexões surgidas, ainda no Mestrado em Serviço Social, a pesquisa empreendida, naquele momento, revelou documentos históricos que permitiram inferir que deve ser creditado as instituições policiais o mesmo peso dramático e importância que a caridade e a filantropia na formação do campo da assistência social na cidade do Rio de Janeiro. Para demonstrar a pertinência ou não de tal indagação desenvolvemos pesquisa histórica a partir dos relatórios dos Chefes de Polícia e Ministros da Justiça, a qual nos permitiu afirmar que a assistência social era uma política de Estado para o enfrentamento da pobreza urbana, já nas últimas décadas do Império, onde as instituições policiais aparecem como uma dos principais executores e idealizadores destas práticas sociais. Nossos estudos permitem afirmar que a assistência social foi um importante fator na consolidação do Estado-nação e na modernização e civilização da cidade do Rio de Janeiro, através do ordenamento e da administração da municipalidade gestada pela polícia. Identificamos as lógicas presentes nas práticas sociais e saberes construído pela polícia que se tornaram hegemônicos para o enfrentamento da problemática da pobreza urbana, pela assistência social. Saberes e práticas que influenciaram na formulação de leis, na administração pública e na construção de um imaginário coletivo acerca das representações sobre a pobreza e suas formas de combate na cidade do Rio de Janeiro. Neste sentido, abordaremos como a assistência social pode ser considerada um mecanismo legitimador do Estado na formação da nação, através das instituições policiais.
The thesis here achieved is the result of reflections arising still in the Master of Social Work the research undertaken at that time revealed historical documents that allowed to infer that must be credited police institutions the same dramatic weight and importance of charity and philanthropy in the formation of the social assistance field in the city of Rio de Janeiro. To demonstrate the relevance or not of this inquiry we developed historical research from the reports of the Police Chiefs and Justice Ministers which allowed us to affirm that the social assistance was a policy of State for coping with urban poverty where the police institutions appear as one of the main executors and idealizers of these social practices. Our study allows us to affirm that the social assistance was an important factor in the consolidation of the nation-state and modernization and the civilization of the city of Rio de Janeiro through the municipality administered by police. We identified the logics present in the social practices and knowledge constructed by police who have become hegemonic for coping with the problems of urban poverty through the social assistance. Knowledge and practices that have influenced in the formulation of laws public administration and construction of a collective imagination about the representations of poverty in the city of Rio de Janeiro. In this sense we will discuss how the social assistance can be considered a legitimating mechanism of the State in the formation of the nation through police institutions.

This thesis explores British Muslims’ counter discourse to the ‘war on terror’ through revealing the impact of the dominant ‘war on terror’ discourse created by the state. The research explores the counter discourse through investigating the impact of the ‘war on terror’ on Birmingham’s Pakistani / Kashmiri Muslims’ perceptions of the state, the police and Islamic identities before the ‘war on terror’ and since the ‘war on terror’. The theoretical perspectives of cosmopolitanism and citizenship are used as a foundation from which the ‘war on terror’ and the role of the state and the police in the ‘war on terror’ can be deconstructed, critiqued and reconstructed according to Muslim citizens’ perceptions. In particular attention is paid to the challenges and difficulties the 32 respondents interviewed for the research have faced since the ‘war on terror’. Many themes emerged through this framework and the core themes were injustice, legitimacy and human rights. The impact of the ‘war on terror’ showed the battle for Islamic identity construction versus resistance and the negative impact of regulatory discourses on perceptions of commonality, unity and shared identities.

This research examined opinions of local law enforcement agencies’ patrol officers in the State of Georgia regarding preparedness and expectations for handling of digital evidence. The increased criminal use of technology requires that patrol officers be prepared to handle digital evidence in many different situations. The researcher’s goal was to gain insight into how patrol officers view their preparedness to handle digital evidence as well as their opinions on management expectations regarding patrol officers’ abilities to handle digital evidence. The research focused on identifying whether a gap existed between patrol officers’ opinions of digital evidence and the patrol officers’ views on what management expectations are for patrol officers handling digital evidence. Using a Web-based survey, the researcher collected data from 144 departments, 407 individual patrol officers in four strata across the State of Georgia. The analysis of the data found that most patrol officers handle digital evidence in at least some situations. The patrol officers’ opinions stated that most understood management expectations for handling of digital evidence and felt those expectations were realistic based on the officers’ current knowledge and training; therefore no significant gap was found. The patrol officers state that they need additional training in order to stay up to date with the current and future needs for handling existing and new technology.
