In this article, the author considers the non-state subjects of the police activity. In the article sums the position theoretical inclusion of civil structures in the law-enforcement system taking into account modern tendencies of development of relations in the Republic of Latvia, namely: the state policy of development and support of the institutions of civil society. Police activities are carried out by various actors: the police, public organizations, private enterprises, individual citizens. Together, they form a system of subjects of police activity, defining the place in which the police bodies occupy themselves as special executive bodies.

Streszczenie:
This research aimed to understand the police educational policy and practice and its implementation in Indonesia considering its ontological and sociological levels in enhancing the next police education policy. Managing police education policy and its implementation are necessary for providing stakeholders with information related to the policy and regulations in police education. The research was performed by adopting a mixed method based on public policy theory. Data were collected using qualitative method, such as in-depth interview, observation, and documentation related and quantitative method, such as survey and statistical analysis. Data were analyzed by using qualitative interactive models supported by data reduction, data display, data verification, and triangulation. Data were also analyzed quantitatively using partial least square (PLS). The results based on public policy perspective were able to improve police education policy and its implementation practice. Learning, training, and mentoring had a significant positive impact on leadership in the context of police in Indonesia. These findings provide input for improving the regulations on police education in Indonesia, in order to make better policies and regulations.

The scientific article was written in order to determine the peculiarities of the personnel policy of the National Police in wartime on the basis of the study of modern legal acts and the practice of their implementation. The author emphasizes that the state personnel policy is a component of the state policy, and the personnel policy in the National Police is a component of the state personnel policy of Ukraine. The policy of its bodies (in particular the Ministry of Internal Affairs of Ukraine) depends on the general political course in the state, which further form the principles of its state personnel policy. Emphasis is placed on the fact that taking into account the operational situation, available information, political, economic, social conditions, geographical location, other circumstances, special plans are developed, according to which the deployment of personnel and logistics of bodies and units of the National Police. The level of training of the National Police personnel is an integral part of the National Police personnel characteristics. The paper proposes a change in the forms and methods of training for police officers. The current legislation of Ukraine is analyzed, as well as two bills: “About Amendments to the Laws of Ukraine “About the National Police” and “About the Disciplinary Statute of the National Police of Ukraine” to optimize police activities, including during martial law” from 13.03.2022 № 7147 and “About Amendments to the Disciplinary Statute of the National Police of Ukraine on Assignment of Special Police Ranks during Martial Law” of 20.03.2022 № 7184, which directly establish the principles of personnel policy in the National Police during the war. The general properties to which the personnel policy of the National Police in the conditions of war should correspond are offered. The author includes: strategic nature, complexity, professionalism of personnel, specialization of personnel, continuity, coordination. It is concluded that, despite more than a month of Ukraine in a state of war, the personnel policy of the National Police in such conditions is still in its infancy, and its general principles are still being formed.

We are currently at a point in time in Australia where questions concerning how to govern police have never been more pressing or more fluid. Systemic corruption has been identified in several states; a range of new accountability mechanisms have been established internal and external to police and in Victoria police corruption has been linked with a violent 'gangland war'. This thesis locates these contemporary developments within a broader analysis of the historical circumstances shaping the changing techniques for governing state police. More specifically, this thesis engages in a detailed comparative study of the changing techniques of governing police in Queensland and Victoria. The theoretical tools to conduct this analysis are drawn from 'governmentality studies'. This refers to a broad grouping of theoretical scholarship concerned with the changing ideas - or 'political rationalities' - on how to govern some thing or some activity, and the underlying reasoning, justifications and ambitions contained within the practical tools or 'techniques' used to govern. Central to the thesis is an argument that a new politics of policing has emerged recently, one that extends the dyad of the old accountability - 'police powers' and 'external accountability' - to a pluralisation of accountability processes and structures. The thesis argues that governmentality studies offer new insights into ways of analysing the techniques for governing state police, increasingly shaped by the managerialisation of governing and embodying efforts to make police innovative, risk-taking problems-solvers. This is what I refer to as an open-ended normative project for re-making the entrepreneurial officer. However, a detailed examination of the development of governmental techniques for 'making up' the entrepreneurial officer indicates that such a governmental project is not implemented unproblematically. Nonetheless, the thesis concludes that the attempts to remake the entrepreneurial officer through the managerialisation of governing presents distinct possibilities for a new 'politics of policing' that fosters deliberative, reflective police practice within a new framework of police accountabilities.

This dissertation provides an in-depth study of police transformation in Georgia, Kyrgyzstan and Russia since the collapse of the Soviet Union. It draws upon interviews with police, NGO workers, politicians and international practitioners, and employs a comparative-historical approach. Contra to democratic policing approaches, advocating the diffusion of police power and implementation of police reform concurrently with wider democratisation, reform was relatively successful in Georgia after the 2003 Rose Revolution because of state-building. The new government monopolised executive power, fired many police, recruited new personnel, raised police salaries and clamped down on organised crime and corruption. Success also depended on the elite's political will and their appeal to Georgian nationalism. Prioritisation of state-building over democratisation limited the reform's success, however. The new police are politicised and have served elites' private interests. Reform has failed in Kyrgyzstan because of a lack of state-building. Regional, clan and other identities are stronger than Kyrgyz nationalism. This has hindered the formation of an elite with capacity to implement reform. The state has limited control over the police, who remain corrupt and involved in organised crime. State-building has not precipitated police reform in Russia because of the absence of political will. The ruling cohort lacks a vision of reform and relies on corruption to balance the interests of political factions. The contrasting patterns of police reform have a number of implications for democratic police reform in transitioning countries: First, reform depends on political will. Second, institutionalising the police before democratising them may be a more effective means of acquiring the capacity to implement reform. Third, such an approach is likely to require some sort of common bond such as nationalism to legitimate it. Fourth, ignoring democratisation after institutionalisation is risky as reformers can misuse their power for private interests.

The purpose of this study is to examine the birth of a translation industry in Italy during the fascist regime, and describe how, despite the fact that translations became the focal point for questions of cultural and political prestige, the regime took very little action to hinder their influx until the last few years before its collapse. Chapter One sets the historical background of this study with a brief examination of how the regime was put in place, the system of censorship that was applied, the regime's attempts to cultivate a fascist culture, and the developments that took place within the publishing industry. Chapter Two presents a detailed statistical view of the translation industry in Italy and compares it to other countries, particularly France and Germany. It is important when considering the debate surrounding translation and the political value that translations were to acquire to be able to have a sense of the empirical reality that the rhetoric and bluster often disguised. Chapter Three describes the birth of translation as industry and the campaign against translations that this sudden flourish in translation provoked. This chapter also looks at the relatively flexible censorship policies that were adopted towards translations. Chapter Four describes the second campaign against translations which took place after the Ethiopian war and in a political climate that was increasingly xenophobic. It also looks at how the regime made its first moves to hinder the publication of translation and the ways in which publishers attempted to resist these measures. Chapter Five looks at the final years of the regime, when anti-Semitic legislation was put in force and as a consequence books underwent a thorough "revision". It looks at how the translation question became a matter of national prestige and how the publishers were obliged to collaborate in applying a quota that would limit their number.

In recent years, hooligan incidents in Montenegro have become more frequent and violent. Hooliganism at sports events is becoming recognized as a serious problem by citizens, legislators, and other state institutions. Violence at sports events in Montenegro exists, but it still does not represent a major security problem. States deal with this security problem in different ways, primarily by passing appropriate regulations, but in solving this problem in all states, the police seem to play a primary role. In recent years, we have witnessed a proactive approach by the police to this problem. This is precisely where the lack of the Montenegrin police, which has good police units that act repressively on hooligan outbursts, can be seen. However, the Montenegrin police do not have narrowly specialized units dealing exclusively with this problem, which will collect and exchange information about hooligans, as well as the National Office for the Exchange of Information on the Security of Football Competitions (NFIP), which is a prerequisite for the establishment and successful international cooperation in this field. The research presented and analyzed statistical data in the period 2018-2021, which refers to the actions of the Montenegrin police during the security of public gatherings, especially sports events. Based on them, it can be concluded that the Montenegrin police play a significant role in opposing fan hooliganism. Members of the police in Montenegro are adequately prepared to oppose fan hooliganism, as far as repressive actions are concerned. All of the above instills confidence in citizens that the police of Montenegro will succeed, together with other state bodies, in adequately opposing fan hooliganism.

In modern society, the model of organization and the method of police work derive from the legal system of the state based on the development of parliamentarism, democracy and the rule of law. In developed countries of common and continental law, the dominant model of police organization and work is community policing, according to which the police and community are working together, and the police is the service of citizens. Serbia and the ex-YU member states have accepted the same model as part of the police reform. Model of police organization and method of work is in the function of performing the delegated tasks and duties, for the benefit of the community and citizens, with respect for and protection of human rights and civil liberties. The report presents the legal and institutional framework for the organization and work of the police, in the form of international and national legal sources, among which the Police Law of Republic of Serbia takes a central place. In the function of service provision, "tools" for police work - powers, measures and actions are highlighted. Finally, the initial proposals de lege ferenda for improving the legislative framework have been presented and the importance of the police as a citizen service in the context of European integration has been highlighted.

This paper describes the development of a supervised classifier constructed upon knowledge extracted from police report public databases, in the years between 2019 and 2021 in the state of Pará, Brazil. The classifier achieved an accuracy of approximately 78% for the prediction of 463 unique labels related to public safety. The resulting model can be used to improve the statistical processes of criminal analysts, both in quantitative and qualitative terms.

It is impossible to separate the public police organization from the modern state. King Louis XIV was the founder of the first centrally organized and uniform police force in 1667. A book related to the work of the police was first published in 1705 under the title "Traité de la police". It outlines the three main activities of the police, which are economic regulation, measures of the public order, and general rules of hygiene. The first head of Police and his 44 police commissioners' work was assisted by police inspectors beginning in 1709. The police also appeared on German territory, and the works of Lorenz von Stein, Otto Mayer, and Robert von Mohl are still dominant in Europe nowadays. This study examines books, journals, and legal documents to present the development of the law enforcement and the modern challenges of policing in Hungary. Our country celebrated the establishment of the central police last year. In the 20th century there was a development in modern policing and literature, as well as the emergence of modern police officer training. After World War II, a Soviet law enforcement model was imitated in which there was state security, secrecy, and Soviet police character. Although research of historical and theoretical studies of policing was forbidden, after the Revolution of 1989, the research of law enforcement theory was completed. Globalisation has created new sources of danger (e.g. terrorism, cybercrime), driven by a lack of borders and the expansion of international relations (Farkas, 2016). Low trust in state actors constrains state capacity, hindering growth and development. This paper studies how state actors can build public trust by improving the quality of their interactions with citizens. We first propose a mechanism linking improved interactions to public trust, defined as the belief that the state actor implements welfare-enhancing policies. Improved interactions lower the expected burden of engaging with the state actor, promoting compliance. This motivates citizens to believe compliance is worthwhile, increasing trust in the state actor. We then empirically assess the relationship between the quality of interactions and public trust in the Colombian National Police. We experimentally evaluate an intervention that retrains officers across five major cities in procedural justice principles such as fairness and respect while intensifying police-citizen interactions. The intervention was purposefully designed to be low-cost in terms of financial and human resources. We find that the intervention improved public trust, willingness-to-pay for police services, and citizens perceptions of fair treatment, suggesting low-cost interventions can help build trust between police and communities. We also find a limited impact on officers trust in citizens and their beliefs about citizens public trust, implying that institutional culture change may require more profound efforts.

This policy note explores the characteristics of community-based armed groups (CBAGs) unique to the Kenyan context through a comparison of local CBAGs with other nonstate armed groups, particularly violent extremist organizations (VEOs). In doing so, it introduces the concept of territoriality—the degree to which government and security agents are able to monopolize political, social, and security control of spaces—and suggests that both CBAGs and VEOs are most likely to thrive in Kenya under conditions of semi-territoriality, where state authority sometimes shifts fluidly from strong to weak depending on capacity or interest. To combat the rise of VEOs it recommends community-oriented policing as a devolved security strategy, strengthening relations between civil society and the police through the Police Reforms Working Group Kenya (PRWGK), helping to monitor and evaluate the police service. Additionally, mapping CBAGs and VEOs through clan structures is a community-oriented strategy that helps strengthen territoriality and counter semi-territoriality.

In the year 2000, United Nations Security Council Resolution 1325 on women and peace and security stressed the link between gender equality and international peace and security. The resolution underscored the importance of the full and equal participation of women in all efforts towards peace and security, including UN peace operations. Following the resolution, organizations and member states involved in multilateral peace operations committed to increasing women’s participation. More than 20 years after the adoption of the resolution, some progress has been achieved but much remains to be done. This booklet provides an overview of women’s participation in multilateral peace operations, including data and trends regarding women’s representation in leadership roles, overall personnel and member states’ contributions. It looks at UN peace operations, European Union Common Security and Defence Policy (CSDP) missions and operations, and Organization for Security and Co-operation in Europe (OSCE) field operations. Its objectives are to support the efforts to increase the representation of women in peace operations, and to inform and foster the debate on the future of the women and peace and security agenda in this context. The statistics presented in this booklet illustrate to what extent organizations and their member states are making progress towards increasing women’s representation in multilateral peace operations. Overall, they show that organizations are still falling short of their own strategic targets for women’s participation, signalling a clear need to redouble efforts to achieve these goals. They also highlight that gender equality remains particularly elusive within leadership roles, which calls for a focus on leadership as a critical component of any strategy aimed at enhancing women’s representation. This SIPRI Report examines how organized crime is intertwined with armed conflict and hybrid governance systems in three states that currently host United Nations stabilization missions. It surveys the conflict/crime/governance nexus in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC) and Mali, and how UN stabilization missions, in particular the UN Police, have engaged with the challenge of organized crime. The report argues that improving how UN stabilization interventions engage with organized crime will require a frank assessment of the significance of organized crime in systems of governance and patronage, of its role as a driver and enabler of armed conflict by non-state armed groups, and of the involvement of state-embedded actors in illicit markets. The complex links between conflict and governance actors and organized crime in the settings examined raise fundamental questions about the assumptions underlying peace operations. The report concludes with a set of recommendations on how to move to more realistic analyses and bases for peace operations.
