The article addresses the essence and peculiarities of state regulation of elite sport functioning in China. The elite sport in China holds pride of place in social life – politics, economics, international relations. It is shown that all activities in the field of sport, including the elite sport, are regulated by the Law «On Sports of the People's Republic of China». In China, state regulation plays a significant role in elite sport functioning and development, one of the main instruments of which is the state budget. The highest governing body for sports development in China is the General Administration in Sports Affairs, which is headed by the President of the NOC of China. At the state level, a set of measures aimed at effective elite sport functioning and development is being developed and implemented. It should be noted that centralized management with strict administration of sports development in China has made sport too regulated and unattractive in market conditions. Therefore, in 2014 the government formulated a plan to accelerate the development of the sports industry, stimulate sports engagement, increase the social significance of sport called “Measures to accelerate the development of the sports industry and promote sports engagement”. The program takes into account the implementation of a new state innovation strategy for elite sport development, which envisages investment in infrastructure, human resources, and research services in this area. According to this plan, the tax for large corporations that finance sport is reduced from 25 to 15%, whereas for the most active sponsors of sports – up to 3%. This plan has greatly contributed to the expansion of commercialization and professionalization of Chinese sport, attracting sponsors, especially for such sports events as football and basketball. The conducted study has revealed that the Chinese government is making serious efforts for the successful and dynamic development of elite sport in the country. State regulation in this field of sport is characterized, above all, by the presence of special legislation, a system of state bodies with powers, a mechanism of regulation and control. One of the most peculiar features of the modern Chinese system of elite sport is the transition from an extensive model of development to an innovative one.

Participation in ultraendurance sports has been increasing in recent years. This participation growth has been associated with an increase in research focused on such events. While the total amount of research related to these sports remains relatively small compared with other sports, the research growth is encouraging. New sources for research funding for ultraendurance sports should advance the science. In addition to continued opportunities with observational studies, promising areas of investigation remain for experimental studies and research that uses ultraendurance-sport environments as models for studies relevant to wider populations. Insight into the breadth of research opportunities in ultraendurance sports can be gained by reviewing the abstracts published online in the International Journal of Sports Physiology and Performance from the annual Medicine & Science in Ultra-Endurance Sports Conference that took place this year in Chamonix, France.

This study investigates standard facilities and equipment as determinants of high sport performance of Cross River State at National sports festival. The study adopted the descriptive survey research design which includes the Causal-comparative (Ex-post-Facto) method of research. The study population consists of 344 sports personnel and athletes drawn from the sample made up of the state’s sports director and his deputy, coaches, organizers, sport commentators/writers and athletes adopting the multi-stage and stratified random sampling technique. The questionnaire was the instrument used to elicit information from 344 sports personnel and athletes, out of which 270 (78.5%) copies of the questionnaire were duly completed and returned. The data collected were analyzed using frequency count, percentage and chi-square (x2) analysis tested at 0.05 level of significance with the aid of SPSS Version 21. The findings show that sports like athletics, tennis, table tennis, marathon, squash, and swimming have adequate facilities in the state. Sports like judo, boxing, wrestling and weight lifting have adequate facilities only at state headquarters while facilities for taekwondo, volleyball, cricket, badminton, handball, cycling, hockey and basketball are inadequate at both levels. The quality of equipment in Cross River State sports as reveal by the study was very low. Inadequate facilities in the state made significant influence on the performance of Cross River State. Also, inadequate equipment in the state made significant influence on the performance of Cross River State athletes both at National Sports Festivals.

The current state policy of Russia orients to the support of entrepreneurial activity and involvement of the population into regular physical training and playing sports. Integration of entrepreneurship in the system of state sports can provide a higher level of practical use of available market tools in budget sport organizations. Collaboration of state sport organizations and entrepreneurs in the field of sports could promote sustainable development of sport economy, raise efficiency of sport goods sales and services and intensify the search for practical combinations aimed at gaining profits in the process of everyday sport activity. State sport in Russia needs mechanisms of developing private entrepreneurial initiative. The author gives recommendations for upgrading organizational mechanisms of interaction between the state sector and private business structures and their realization can raise sport economy to a new level. Improving the level of entrepreneurial culture in the sports field in line with the growth in economic and sport results in state sport organizations is relevant to the acute goals identified in the Federal projects ‘Entrepreneurship Popularization’ and ‘Sport is a Norm of Life’, which are included in the national projects ‘Small and Medium Business and Support of Individual Entrepreneurial Initiative’ and ‘Demography’.

The purpose of this research is to find out that the do sport policy, sports infrastructure and sports funding have any significant relative contribution in predicting sustainable sports development in Kwara State. The research method used is descriptive survey research type. The population in this study consisted of 127 sports coordinators and trainers in Kwara State. The sampling technique used purposive sampling. The sample in this study amounted to 112 respondents. The data collection instrument used a self-developed questionnaire and validated by three experts. The reliability retest method was adopted whereby 20 copies of the questionnaire were administered to sports managers in the state of Oyo, two times between two weeks interval and the results of the two were correlated using PPMC and 0.77r was obtained. Data analysis used PPMC and multiple linear regression at an alpha level of 0.05. The results of the study illustrate that the sports index (sports policy, sports infrastructure and sports funding) makes a significant contribution to sustainable sports development in Kwara State, Nigeria. The conclusion is that funds, infrastructure, human resources are important elements for the sustainability of sports development.

Female Genital Mutilation is widespread among the various ethnic groups and socio-economic groups and classes and it is usually practice for cultural, religious, and ritual purposes, often as part of initiation rite into womanhood. Noting that the health of a girl-child is paramount to effective sport participation among elites. Without an optimal healthy living among female or girl-child, sports participation will be male gender focused, leading to gender inequality in sports. Hence, the researcher seek to examine female genital mutilation as impediment to sports participation amongst girl-child in Ekiti State. Descriptive survey research design was adopted for this study and two hundred (200) respondents were selected using multi-staged sampling techniques. A self-constructed questionnaire was developed by the researcher to collect data for the study. The instrument was validated by experts and a reliability coefficient of 0.86 was obtained using split half method of reliability. All data collected was analysed using inferential statistics of Analysis of Variance (ANOVA) and Regression to test the hypotheses set for the study at 0.05 level of significance. From the results of the study, that female Genital Mutilation had significant impact on health of a girl-child/women in the society and thereby affecting female sport participation in Ekiti State. Majorly, psychological trauma and health implications of FGM tends to have significant impact on sport participation of females in sport. The researcher therefore recommended that planned health education campaigns are mandatory to elude the drawbacks of female genital mutilation and hazards of continuation of the practice so as to promote the healthy living of female in order to facilitate their participation in sport as well as maintain a balance of gender equality in sport.

Value vector of goal setting of physical culture and sports set by the state in Ukraine. Various laws, concepts, strategies codify the direction and development goals of physical culture and sports. Three "National Targeted Social Program Concepts of the Physical Culture and Sport Development" and two development strategies of physical culture/physical education was analysed by this article. It found that the "National Targeted Social Program Concepts of the Physical Culture and Sport Development" 2007-2011 and 2012-2016 had clear sports goals, while the "Concept ... until 2020" had more scattered goals, and this mainly concerns of the health protection and civic goals. In the goal of the Concept until 2020 sport are not mention, but the goal-deployment still shows a sports vector. It is revealed that the goal-setting of the latest state strategies for the development of physical culture is represented in the health discourse, but the goal-setting is sports-mass and high-achievement sports. The Ukrainian state vector of the value goal of physical culture and sports shows ambivalence: theoretical discourse corresponds to world trends focused on the physical health and well- being of citizens, and the system formed in the USSR reduces everything to sports and competitions.

For maintaining the boom in this industry it is very important that sports should be viewed as a good career option by the youngsters. This paper aims to describe the situation of Indian sports industry and challenges faced by sports persons in choosing sport as a career option by using the secondary sources. The sports policy of 3 states Jharkhand, Haryana and Chhattisgarh has been analyzed to compare the various initiatives taken by the state government for sports development because sport is listed as a state subject in Indian constitution. It is very clear from the features of the policy that what makes Haryana to be the sports capital of the country while the poor planning, late updation and improper implementation of sports policy can be a growth obstacle for state players of Jharkhand.

Revealing the status of sports in State of Puntland-Somalia, this article presents a new information and insights, in which of its kind has not presented before that reflects the reality and can be generalized to rest of Somalia at all. The study employed qualitative analysis of the FGDs and a semi-structured KII, collection of documented materials and observations that were participated in 39 (30 by FGDs, 9 by interview) sports community aged 25-65 years. Generally, the respondents validated the hypothesis of the study: Sports in Puntland is no just beyond a physical exercise by providing more information about the kinds of sports, sports clubs, their management, capacities; professionalism; governance; financial situation and source of revenue, sports facilities and the legal frameworks that shape their functionalities administratively and politically and other key challenges sports club encounter. The study found that sports in Puntland is administratively and politically failure because sport activities are outright amateurism-oriented rather than professionalism. Moreover, sports science as a disciple is not taught as academic programmes nor as a physical education in schools or as subject mainstreamed in the school curriculum. The study also uncovered that sport in Puntland is suffering for lacking technical capacity in sports management and inadequate and insufficient financial support. It seems that the government has no interest in sports in general because there are no governing documents in place, for example, sports policy, sports act, strategic plan and fundraising strategy. The only sport facility available in Puntland is soccer field owned and administered by the state government ministry in charge of sports. The study also revealed the sports in Puntland is just for physical exercise, and the only game performed in tournament format is a football and it is played by male, and held once in a blue moon.

Traumatic dental injury (TDI) is a public health problem that affects millions of individuals each year. Contact sports and sports-related activities such as boxing, basketball, and bicycling are the number one cause for TDI’s. The most common TDI’s resulting from sporting accidents are soft tissue laceration, tooth fracture, luxation and avulsion. Some individuals are more at risk than others in sustaining a TDI due to various predisposing factors. Individuals are at greater risk of dental trauma if they have protruding teeth, insufficient lip closure, and/or teeth that have received restorative dental treatment. Adolescents and teenagers are known to be most affected by TDI’s because they are the subset of the population most involved in contact sports and other physical activities. Mouthguards were developed to prevent the occurrence and severity of these dental injuries. There are three different types of mouthguards currently in use. They are the stock, mouth-formed, and custom-made mouthguards. Stock and mouth-formed mouthguards are the least recommended by dental professionals, yet in combination are worn the most because of their affordability and ease of use. Custom-made mouthguards are the most accepted mouthguards by the dental community because they are the most adapted to the particular individual, and are associated with the lowest number of TDI’s out of the three types of mouthguards. Users of mouthguards are nearly three times less likely to sustain a TDI while participating in a sport, compared to non-users. Unfortunately, many active individuals do not utilize mouthguards. Non-users of mouthguards associate wearing of mouthguards with undesirable effects, such as breathing difficulties and speech impairment. The side-effects of mouthguards can be so prevalent that they can potentially cause impairment in ones playing ability. In hopes of increasing the number of mouthguard users, researchers and manufactures have continually found new ways to eliminate the negative side-effects of mouthguards, while enhancing their protective function. Researchers have found mouthguards made from ethylene vinyl acetate (EVA) to have the lowest report of wearer opposition. EVA materials are soft and durable, but more importantly, can be tailored to satisfy the needs of the individual. Also, certain materials and designs can be incorporated into the EVA material to better the mouthguards protective function. For instance, past experiments have shown the placement of compliant materials, such as Sorbothane, in between two sheets of EVA material will significantly enhance the mouthguards protective capability. However, the joining of multiple materials may result in thicker and less comfortable mouthguards. More recent mouthguard trials have focused on limiting the thickness of mouthguards, while achieving the same level of protection seen in mouthguards made from multiple materials. Researchers have found the insertion of air cells within the EVA material to be useful technique in minimizing the overall thickness of mouthguards, while preserving the mouthguards protective function. In continuing to meet the high demands of athletes and active individuals, researchers and manufactures must develop newer mouthguards by exploring the effectiveness of other materials, as well as finding alternative methods in which mouthguards can be made.

During the late nineteenth century American reformers crafted a physical culture designed to help adjust their nation to the social changes fostered by industrialization, urbanization and immigration. The creators of modern sport considered athletics a "technology" for building a modern liberal civilization. Their "sporting republic" quickly gained a prominent place in American life. America's Athletic Missionaries examines the impact that United States participation in the Olympic Games, from 1896 to 1936, had on American culture. The idea of the sporting republic united politics and the strenuous life. In the Olympics Americans discovered a particularly rich environment for both athletic and political demonstrations. The architects of the sporting republic thought that sport could create livable urban environments, fight crime, promote democracy, Americanize the recently acquired empire, and assimilate immigrant populations. American Olympic teams earned the moniker of "America's athletic missionaries" for their performances at the first five Olympic Games. American Olympians enjoyed the active support of the political, business and academic elite. Lionized by the press and showered with public acclaim, the Olympians became symbols of the power of sport in channeling human energy in socially productive directions. During the 1920s the role of the sporting republic underwent a transformation. Sport, as had many other facets of Progressive reform, had been accepted as part of the orthodoxy of American values. But the political nature of sport changed. Abandoned by intellectuals who associated it with middle-class materialism, sport was increasingly cast as a form of escapism and disassociated from political action. The new version of sport became one of the totems of consumer culture. The press depicted the Olympic Games of the 1920s as sensational spectacles, without any significant political overtones. By the 1930s Americans had rediscovered the political uses of sport. Much of the world had come to view the Olympic Games as tests of national strength and many countries devoted great resources in the pursuit of athletic conquest. This study examines the relationship between political and physical culture, the uses of athletic ideology in the construction of American civilization, and the function of sport as a cultural tool.

The rank of an object is its relative importance to the other objects in a finite set of size n. Often a rank is an integer assigned from the set { 1,2,...,n}. Ideally an assignment of available ranks ({1,2,...,n}) to n objects is one-to-one. However in certain circumstances it is possible that more than one object is assigned the same rank. A ranking model is a method of determining a way in which the ranks are assigned. Typically a ranking model uses information available to determine a rating for each object. The ratings carry more information than the ranks; they provide us with the degree of relative importance of each object. Once we have the ratings the assignment of ranks can be as simple as sorting the objects in descending order of the corresponding ratings. Ranking models can be used for a number of applications such as sports, web search, literature search, etc. The type of ranking investigated in this work has close ties with the Method of Paired Comparison. Oftentimes the information that is the easiest to obtain or naturally available is the relative preference of the objects taken two at a time. The information is then summarized in a weighted directed graph and hence as the corresponding matrix. A number of ranking models makes use of the matrix representation of paired comparisons to compute ratings of the individual objects. Two ranking models proposed and investigated in this work start with forming nonegative matrices that do represent certain pairwise type comparisons. The models have different approaches to computing the rating scores. The Offense-Defense Model makes use of the Sinkhorn-Knopp Theorem on equivalence matrix balancing, whereas the Generalized Markov model is based on Markov Chain theory. Both models are then used to compute the ratings of the National Football League teams, National Collegiate Athletic Association football and basketball teams. The ratings are used to perform game predictions. The proposed models are not specific to sports and can be applied to any situation consisting of a set of objects and a set of pairwise information. However, picking team sports as a ranking application allows for unrestricted access of free and abundant data. The game predictions experiments consisted of both foresight and hindsight predictions. All the experiments included the proposed models as well as several current sports ranking methods.

The six papers which appear in this publication were delivered at a consultative conference of the National and Olympic Sports Congress which was held in Johannesburg from 1-3 November 1991. There is no doubt that this conference on development could not have been held at a more critical juncture in South Africa's history, particularly at a time when the country stands on the threshold of an era which is expected to usher in a non-racial, democratic society. Given the legacy of apartheid, development and preparation have become priorities for the National and Olympic Sports Congress. It was against the background of the inequalities and future projections for transformation of the sports network which brought delegates together from across South Africa and from all codes of sport and co-ordinating regional councils. A central theme of the papers is that the reconstruction of South African sport demands a national programme, one that would ensure progress towards an equitable sports structure but also one that would set realistic goals without raising expectations that are unlikely to be realised. A central challenge of the conference was the search for a suitable combination of high performance sport and mass participation. The gender question in sport also came under the spotlight. Sport's male-dominated, hierarchical and sexist structure was mandated for urgent review. Conference was told that black women have very few opportunities to participate in sport unlike white sportswomen and sports people overall. Five resolutions, aimed at transforming the present state of South African sport, were adopted at the conference. After exhaustive discussions delegates identified the broad themes to be: national development and planning, national sports policy, building one sports federation, sponsorship, rural areas, affirmative action and empowerment. Conference noted the absence of a co-ordinated national sports policy, the heavy commercialisation of sport together with the lack of vision and planning for the future of sport. In this regard it was resolved to intiate the acceptance and development of a national sports policy which would emphasise development, national identity and patriotism, democracy, accountability, non-racialism and non-sexism. This study was prompted by the stagnation facing the Taiwanese Government in promoting elite sport and pursuing sporting achievement at the Olympic Games. The main purpose of the study was to explore and compare the national government elite sports systems (NGESS) of Australia and Taiwan and make recommendations for Taiwan to improve its elite sports development and performances at future Olympics. To accomplish this purpose, the present study examined the similarities and differences between Australia and Taiwan in terms of stakeholders' viewpoints on the definition of Olympic success; the profiles of the current national government elite sport agencies; the mechanisms of the government elite sport agencies at national level; and environmental influences affecting elite sport and the mechanisms of the respective NGESS. The study utilised a qualitative design. Data were collectcd through document analysis and the Delphi technique. In conducting the Delphi technique, a four-round Delphi survey was undertaken in the respective countries using electronic questionnaires. Participants included 24 sport experts in Australia and 32 in Taiwan. A comparative data analysis of the documentary evidene and the Delphi survey was conducted and findings reported.

More specifically, it seeks to examine the making of sports policy as a field of state activity and as a process involving various projects, agents and transformations, by uncovering the underlying structures and relations in the national sports policy context. The research is informed by the premises of the Strategic Relations Approach as developed by Jessop (1990), while critical theory provides the link between the theoretical foundations and the interpretation of data. This task demands an analysis which can account for the political, social and economic environments in which sports policy is made, and also for the structures and actors involved. In doing so, the thesis challenges both the traditional Marxist approach to the state, and some of the Jessopian claims about interests, strategies and global influences on policy making. The history of the modem Bulgarian state is marked by three major transformations, and the advancement of three distinct projects - Capitalism, Communism and Europeanisation - each aiming to establish a new stateness. Subsequently, it is argued that sports policy is a strategic relation, the formation of which needs to be viewed within state-society relations at particular historical conjuncture. Furthermore, this relation constitutes a process of past and present struggles, the outcomes of which are uncertain. The study draws several conclusions regarding strategic relations in sport policy making by highlighting: the relations between state projects and sports projects; the forms of state intervention in sport in various socio-political environments; the constitution of power in sports policy and state-society interactions; and the role of transnational and local forces in shaping sports policy (e.g. international sports federations and the IOC). The conceptualising and operationalising of Strategic Relations allows for three overriding tendencies pertinent to Bulgaria's sport policy to be outlined - of continuity, statisation and incongruity. One aspect of this study of theoretical interest in that, so far as can be ascertained, it is the first time that the Strategic Relations approach has been applied to a Communist state.

Abstract. Sports federations as non-profit organizations play an important role in the development of the public sector and the development of selected sports, being responsible for their popularization and development. They are a powerful potential and tool for solving problems in the field of physical culture and sports that are not solved by state and municipal sports institutions. Sports federations as actors are the most mobile in terms of communications with both the state and business. In the Russian practice of state support for sports, budgetary funds constitute the predominant part in the financial support of regional sports federations, which cannot but affect the final volume of their financing – with a limited budget, the more sports federations, the less each of them can receive. In this case, the chosen budget policy can either help in the development of sports or lead to decline. Therefore, the formation of clear and objective rules for obtaining a certain amount of financial support from the state is an important factor in fair competition for resources. This study proposes a model for the distribution of financial resources among sports federations. The model is built on objective, measurable and verifiable indicators that characterize the quantitative and qualitative characteristics of athletes, personnel potential and organizational abilities. All indicators are calculated in relation to each other, and the starting point for calculations is the athlete who is enrolled in the sports school. At the output, the model forms a balanced system, the relationships within which change when the quantitative and (or) qualitative characteristics of the indicators change, as well as a logically sound order of financing for each specific sport.

ABSTRACT Sport is a mirror of the culture in which it develops, therefore analyzing the problems and trends in sport we have the opportunity to see a simplified model of society itself. The subject of our study is to understand how much our society is a subject of a gender stereotypes and to which extent contemporary women and men are free to express themselves in any public sphere of their choice. The case with sports officials sheds light on this problem. In the period May 2021 - January 2022, we conducted a study, within the international project Raising the growth and participation of female sports officials in Europe (WINS Project), supported by the Erasmus + Sport program, on the state and attitudes of Bulgarian sports officials, in all sports. We noticed several facts, typical for the modern Bulgarian society: Bulgarian women do not suffer from strong gender stereotypes regarding what is a “male” or a “female” occupation. However, we notice a low level of involvement of women as officials in “men’s sports”, such as football, boxing and taekwondo and very high in “women’s sports”: almost 99% in rhythmic gymnastics. Yet there is a positive trend in terms of women’s involvement in “men’s” sports. There has been an increase in recent years of women officials in sports such as taekwondo, boxing, football, weightlifting, but we are still very far from the desired equality. Bulgarian women occupy a large part of the low-level sport officials’ positions in athletics, but there are few women occupying higher positions and women also have lower salaries. In sports refereeing there are no legal differences that give privileges to one or the other sex, but this “equality” in some cases harms women who, due to motherhood or various ailments, have specific needs and requirements for working hours and work environment.

Condition being studied: Mixed Martial Arts (MMA) is a full contact combat sport characterized by its high degree of freedom in offensive and defensive approaches resulting in the inclusion of techniques and tactics from multiple combat sport styles. MMA has gained legitimacy and uniformity of rule sets after a tumultuous and unregulated introduction in North America as well as it is one of the fastest growing sports in the world. However, to the best of our knowledge, there are still no methodical, comprehensive, transparent, and replicable studies that have summarized the overall perspective of MMA athletes, resulting in an integrated analysis for a better scientific understanding and more efficient practical applications.

The final control of students' completion of the course is carried out by sequential study of topics (all or several, depending on the curriculum of the specialty) and the accumulation of at least 70% of correct answers on control tests. This paper proposes and tests an original theory to explain when executives forsake patronage for merit. The theory exploits exogenous variation in the institutional design of patronage states. In some, constitutions and budget laws monopolize patronage powers in the executive; in others, patronage benefits accrue to the legislature and public employees. When institutions fragment patronage powers and challengers control other government branches, merit becomes more incentive-compatible: it enables executives to deprive challengers of patronage while enhancing public goods provision to court electoral support. Drawing on 130 face-to-face elite interviews, a comparison of reforms in Paraguay, the Dominican Republic and the United States validates the theory. How patronage states are institutionally designed thus shapes their reform prospects: fragmented control over bad government can incentivize good government reforms.

As schools seek to improve learning, many are moving towards sophisticated and high-stakes testing regimes. What isn't tested doesn't matter. To sharpen the focus on the competencies demanded by tests, schools are devoting an ever-greater share of resources to a few, basic subject areas, while reducing - even eliminating - time spent on subjects not tested. A casualty among these has been physical education. This brief summarizes the evidence against this trend. It presents concrete evidence that school-based sports and physical activity during the school day can improve learning and test scores. There is a positive association between mental and physical fitness. Although evidence is drawn from the United States, the conclusions can be adapted more universally. To date, there are no rigorous studies on the impact of sports and physical activity on learning in Latin America and the Caribbean.
