Pełny tekst źródłaSince 2014 the European Commission enhanced all member-states regions to establish a new type of territorial development strategies which call them to specialize within areas that are really embedded into their territory in order to push them to build a set of original competitive advantages that are impossible or difficult to imitate. Those new strategies are called: “Research and Innovation Strategies for the Smart Specialization” (RIS3). Since 2014, the formulation of a RIS3 strategy also became the obligation that conditions the possibility for regions to access to the European Regional Development Fund which is one of the main financial resources of regions to finance their development. But the main originality of RIS3 is certainly the fact that the classical “top-down” processes of selection and prioritization of the strategic orientations of territories that will be decided by each public government at regional level will also have to be based now on an “Entrepreneurial Discovery” process: a “bottom-up” process of identification of the domains of strong potential for the region which stresses the need to involve all the “regional entrepreneurs” (RE) (of all size, sectors or status) into the design of their territory orientations. However, it seems that there is a lack of practical recommendations to concretely implement those complex mechanism into the very heterogeneous contexts of each regional innovation system of European regions. Thus, this work present two propositions of tools that we developed to instrument those complex processes within the innovation system of the Nouvelle-Aquitaine: (1) “WeKeyInnovation, a collaborative platform to help RE to share information about innovation supports, and to create also the basis of a dynamic observatory at regional level in order to help policymakers in the design of more suitable territorial strategies; (2) “DialoJ”, a matching tool that will allow to all RE to clarify their needs before to participate to any networking events, in oder to help them to identify and to match with more suitable potential partners before to eventually start any collaborative business process with them

Pełny tekst źródłaTo meet the challenges of the 21st century, such as climate change, food security and the depletion of natural resources, European institutions have placed the development of the bioeconomy at the heart of their public policies. This bioeconomy, seen as a development model capable of responding to each of these challenges while enabling continued growth, is being rolled out across the Union's member states, in particular by encouraging the creation of bioclusters. If bioclusters have such a crucial role to play in the deployment of the bioeconomy, the question arises as to the conditions of their emergence. How do they emerge and structure themselves in a given region? Is it possible to replicate existing models in other regions? The aim of this thesis is to answer these questions, on the one hand through theoretical work, bringing together the economy of proximity and the heritage economy, and on the other through empirical work, analyzing the current structuring of the industrial hemp bioeconomy in the Aube region, in particular around the "Pôle Européen de la bioraffinerie territoriale du Chanvre" project

Pełny tekst źródłaThe work developed in this PhD thesis is focused on video sequence analysis. Thelatter consists of object detection, categorization and tracking. The development ofreliable solutions for the analysis of video sequences opens new horizons for severalapplications such as intelligent transport systems, video surveillance and robotics. In this thesis, we put forward several contributions to deal with the problems ofdetecting and tracking multi-objects on video sequences. The proposed frameworksare based on deep learning networks and transfer learning approaches. In a first contribution, we tackle the problem of multi-object detection by puttingforward a new transfer learning framework based on the formalism and the theoryof a Sequential Monte Carlo (SMC) filter to automatically specialize a Deep ConvolutionalNeural Network (DCNN) detector towards a target scene. The suggestedspecialization framework is used in order to transfer the knowledge from the sourceand the target domain to the target scene and to estimate the unknown target distributionas a specialized dataset composed of samples from the target domain. Thesesamples are selected according to the importance of their weights which reflectsthe likelihood that they belong to the target distribution. The obtained specializeddataset allows training a specialized DCNN detector to a target scene withouthuman intervention. In a second contribution, we propose an original multi-object tracking frameworkbased on spatio-temporal strategies (interlacing/inverse interlacing) and aninterlaced deep detector, which improves the performances of tracking-by-detectionalgorithms and helps to track objects in complex videos (occlusion, intersection, strong motion). In a third contribution, we provide an embedded system for traffic surveillance, which integrates an extension of the SMC framework so as to improve the detectionaccuracy in both day and night conditions and to specialize any DCNN detector forboth mobile and stationary cameras.Throughout this report, we provide both quantitative and qualitative results. On several aspects related to video sequence analysis, this work outperformsthe state-of-the-art detection and tracking frameworks. In addition, we havesuccessfully implemented our frameworks in an embedded hardware platform forroad traffic safety and monitoring
