The focal point of this study emanates from both personal observations formed in public library branch work and questions raised in the subject literature to the effect that tension appears to exist between the wants of the majority of users and the perception of the dominant goals of the public library by their staff, resulting in differing views as to the book selection policy of this institution. Book selection policies have been taken to reflect the attitudes of library staff towards users' wants in terms of their adherence to the tenets of Anglo-American public library objectives.

Gardner, John Murray. "A study of the reading interests and reading habits of English (first language) secondary-school pupils in South Africa: with particular reference to the Province of Natal". Thesis, Rhodes University, 1990. http://hdl.handle.net/10962/d1003666.

Pełny tekst źródła
Streszczenie:
The study derives from a belief, based on many researchers' writings, that wide and frequent book-reading aids the development of knowledge, emotional maturity and human sympathy, which are all essential attributes in a fragmented culture such as South Africa's. It is not accepted that conventional secondary-school literature-teaching in this country promotes a lifelong reading habit among the majority of pupils and a plea is made for the recognition of Reading as a curricular entity in its own right. The study suggests that, owing to a paucity of local research in this field, South African teachers and educational authorities are severely disadvantaged. If they are unable to offer advice based on a proper study of their pupils as readers, they run the risk of guiding many pupils' reading along paths that cannot promise satisfaction and fulfilment. Such stultifying of reading habits would contradict the aims of the present National Core Syllabuses for English (First Language). The thesis sets little store by the investigation of specific bookchoices, pointing out that the validity of such incidental findings, if gleaned from a latitudinal survey, is questionable. Instead, using the findings of questionnaires administered to nearly 2 800 pupils and their teachers, the thesis investigates the relationships between voluntary leisure-time reading and such factors as age, gender, intelligence, academic achievement and standard of living. It also looks at the influences of parents, teachers, peers, contemporary literature-teaching practices, school and public libraries, and leisure- time pursuits other than reading. Many suggestions are offered for further research into finer aspects of those considerations. Many of the findings serve merely to corroborate research from abroad, particularly in respect of age, gender and intelligence. That is none the less alarming when a striking decline in reading is found to occur in the early years of the secondary school. A number of other interesting findings emerge. Standard of living is shown to be inversely correlated with amount of reading, and television-viewing is not found to displace reading. Nor are other leisure-time pursuits found to affect amount of reading: avid readers are by and large extremely active and committed pupils. Reading emerges from the study as providing its own peculiar satisfaction, as does each of the other leisure activities investigated. The challenge is to ensure that infrequent readers become aware of what reading has to offer, and strategies for attempting to achieve that are posited, particularly with regard to the roles of public and school libraries. The roles of teachers and parents are found to be crucial to the development of an appetite for books, and it is suggested that schools and parents liaise formally and closely in this matter. The study groups pupils by a number of personal variables, and investigates their reactions to common forms and genres as well as to certain specifics of style, thereby discussing the relationship between reading, social maturity and academic achievement It argues strongly for recognition of the fact that educating secondary-school pupils in the development of keen and sensitive lifelong reading habits is a process which cannot be systematically taught as a set of skills.

ENGLISH ABSTRACT: The book industry in South Africa is under severe pressure the last couple of years. The reason why the book industry in South Africa is under severe pressure is because of various reasons; one of the reasons is that the South African Government is spending less each year on education, specifically on school text books. As per the Willem Struik (2009) during the SABA conference in Durban, government has spend by more than 87% less on school text books. There is a further challenge for Publishers in order to generate more sales and that is that digitalization has a big impact on the turnover of publishers. The study is not doing an in-depth research on digitalisation and the impact thereof. The biggest impact that digitalisation has on the book industry and specific to publishers is that the gross profit is less for a digital book than a physical book. The main reason why the gross profit (GP) is less for a digital book is because all input costs remain the same for a digital and physical book, it is only the logistics where there is a cost saving (no more warehousing and physical distribution). The study analysis the potential additional revenue there is for publishers if they were to decide to supply to Supermarkets and not to the traditional book outlets only. The study as per Appendix A clearly indicates that there is definitely more revenue for the publishers to make if they were to supply books to supermarkets. The study also identifies that there are basically four role players in the business concept of supplying books to supermarkets and they are the publisher, retailer, logistics company and the end-consumer. The study indicates that in order for the business concept of supplying books to supermarkets to be successful all four role players have to believe in this concept and agree on the terms conditions from the various parties.

Maseko, Pamela. "Intellectualisation of African languages with particular reference to isiXhosa". Thesis, Rhodes University, 2011. http://hdl.handle.net/10962/58035.

Pełny tekst źródła
Streszczenie:
The research explores the relationship between language and education, and motivates for the intellectualisation of African languages, isiXhosa in particular, and for their use in education. The main rationale behind this is that access to, and success in education can largely be realised if that education is mediated in one’s first language. The thesis discusses works of prominent scholars who have written on the subject - relating cognitive abilities and achievement in education to language in which that education is offered. The lack of terminology in new domains in African languages as barrier to mother tongue education is laid bare by looking specifically at the history of intellectualisation of isiXhosa, from the missionaries in the 1820s up to the new endeavours as recently as 2008. Terminologies that were developed during the Bantu Education era, where development of isiXhosa and other indigenous African languages was accelerated in order to respond to the demands of moedertaal-onderwys (mother tongue education) are surveyed, and the process of their development analysed. Three main terminology lists developed during this period are analysed against terminology development principles, approaches and methods that are seen as a measure to ensure quality terminology development. The efforts of the development of isiXhosa during the post-apartheid South Africa, especially the government-driven initiatives, are also critiqued even though these are not as effective and as extensive, especially in education. The result of this analysis is that African languages and isiXhosa in particular, can be used in scientific disciplines and at the highest levels of education. Its grammar is advanced, and its lexicon is extensive such that new concepts that need to be named can be named, using appropriate term creation strategies. There are also technological tools such as WordSmith tools that can be used that can advance its development, ensuring that the concept represented in the newly-created term is precise, concise and appropriate in terms of its discipline. Therefore it is argued that, in the interim, terminologies should be developed, in various subjects, to support learning, which at this stage is mediated in English, for those students who have other languages as mother tongue. Those terminologies that have been developed in the various historical periods should be collated, revised and brought into the classrooms. The thesis argues that real intellectualisation of isiXhosa and other African languages rests on the use of these languages in classrooms and lecture halls, and in the value that all role players place on these languages.

An overview of modern and historical interest rate model theory is given with the specific aim of derivative pricing. A variety of stochastic interest rate models are discussed within a South African market context. The various models are compared with respect to characteristics such as mean reversion, positivity of interest rates, the volatility structures they can represent, the yield curve shapes they can represent and weather analytical bond and derivative prices can be found. The distribution of the interest rates implied by some of these models is also found under various measures. The calibration of these models also receives attention with respect to instruments available in the South African market. Problems associated with the calibration of the modern models are also discussed.

Streszczenie:
In a critical analysis of several independantly produced South African comics of the 1980s and early 1990s, close analysis of the comics leads to an assessment of the artists'intentions and purposes. Discussion of the artists' sources focuses on definitions of different types of comics. What is defined as a comic is usually what has been produced under that definition, and these comics are positioned somewhere between the popular and fine art contexts. As the artists are amateurs, the mechanical structure of comics is exposed through their skill in manipulating, and their initial ignorance of, many comic conventions. By comparison to one another, and to the standard format of commercial comics, some explanation of how a comic works can be reached. The element of closure, bridging the gaps between frames, is unique to comics, and is the most important consideration. Comic artists work with the intangible, creating from static elements an illusion of motion. If the artist deals primarily with what is on the page rather than what is not, the comic remains static. Questions of quality are reliant on the skill with which closure is implemented. The art students who produced these comics are of a generation for whom popular culture is the dominant culture, and they create for an audience of peers. Their cultural milieu is more visual than verbal, and often more media oriented than that of their teachers. They must integrate a fine art training and understanding into the preset rules of a commercial medium. Confronted with the problem of a separation of languages, they evolve a new dialect. Through comparative and critical analyses I will show how this dialect differs from the language of conventional comics, attempting in particular to explain how the mechanics of the cornie medium can limit or expand its communicative potential.

Du, Toit Johanna Helena. "An analysis of the elements of genocide with reference to the South African farmer's case". Thesis, Nelson Mandela Metropolitan University, 2011. http://hdl.handle.net/10948/1568.

Pełny tekst źródła
Streszczenie:
The definition of genocide encompasses not only the killing of a protected group as is so often erroneously believed, but also inter alia the causing of serious bodily and mental harm to a group and deliberately inflicting conditions of life on a group calculated to bring about its destruction in whole or in part. Eight stages have been identified through which conventional genocide goes. There is a closed list of four groups named in the Genocide Convention in respect of which genocide can be perpetrated. Problems have been experienced with the classification and the determination whether a group should qualify or not. In answer to this problem, the definition of the groups should be seen cohesively and attempts should preferably not be made to compartmentalise any group suspected of being targeted for genocide. The special intent required for genocide sets it apart from other crimes against humanity. The intention that needs to be proven is the desire to exterminate a group as such in whole or in part. The mention of “in part” opens the door for genocide to be perpetrated against a small sub-group which conforms to the definition of a group. The white Afrikaner farmer forms part of the larger white Afrikaner group residing in South Africa. Incitement to genocide is an inchoate crime and is regarded as a lesser crime reflected in lower sentences being passed for incitement than for genocide itself. The requirements are that the incitement must be direct and public. The required intention to incite must also be proven for a conviction to follow. The farmer who laid the complaint with the International Criminal Court, did so in the hope that the Prosecutor would utilise his or her proprio motu powers to instigate an investigation in South Africa regarding white Afrikaner farmers. The complaint and petition as well as the statistics used by the farmer paint the picture of incitement to genocide and possible genocide. The allegations are not specific and will have to be proven in a court of law for any such finding to follow.

Syphus, Matthew. "The marketing of university libraries, with special reference to South African university libraries". Master's thesis, University of Cape Town, 1990. http://hdl.handle.net/11427/8365.

The investigation was undertaken to establish, in the first place, whether it is correct to assume that university library managers in South Africa do understand the main tenets of marketing. Secondly, the investigation was undertaken to determine whether these librarians actually do implement some or all of the principles of marketing in the management of their libraries. The study was carried out in two parts: a literature survey and an empirical investigation. The investigation was confined to university libraries in South Africa. The literature survey of the relevant marketing literature had a twofold purpose. In the first place, the marketing of libraries could only be properly appreciated within the context of understanding what is meant by marketing. Secondly, it was an underlying assumption of the investigation that in order to determine whether the management of South African university libraries did understand and apply the principles of marketing, the questions posed to them in the survey would of necessity have to reflect the principles, concepts, terminology and techniques of marketing, as established in the literature survey. The survey of marketing literature therefore endeavoured to establish clearly the main tenets of marketing and the techniques of marketing planning, the broadened marketing concept which has extended marketing to non-profit organizations, and, the significance of the interactive relationship of services marketing. A survey of the relevant literature of librarianship was undertaken to gain an insight into how marketing was perceived by the Anglo-American library world. It was against this broader background of the literature of librarianship that the South African experience was considered. As part of the empirical investigation a questionnaire was constructed and mailed to the respondents in order to determine whether the principles of marketing are understood and implemented by university libraries in South Africa. The analysis of the data obtained from the questionnaire indicated that the management of South African university libraries have a general understanding of the principles of marketing, although at present only a small minority have an in-depth knowledge of it. From the analysis of the data it is also apparent that South African university library managers to a greater or lesser extent do carry out some of the main activities of marketing, although, for the present, they do not necessarily consider that they are implementing formal marketing planning in their libraries. Only a small minority of university libraries are actually engaged in some formal marketing activities.

The continued growth of the South African tourist industry was assumed and projections up to year 2020 were made to establish the corresponding growth in employment opportunities in the hotel industry. Overseas tourism is sensitive to and dependent on many factors. These were identified and the performance over the past two decades for bona fide overseas visitors, excluding mere border crossings, were extrapolated, accepting that oscillations about the suggested trend line will become greater in the future. In order to predict the growth of domestic tourism, cognisance had to be taken of the demographic development of the various population groups. The distribution of wealth among the various groups was estimated in the short, medium and long terms. On it depends the choice of accommodation when going on holiday. An evaluation was made of the employment pattern in the South African hotel industry. Published data from the Central Statistical Services and the Bureau of Financial Analysis (BFA) of the University of Pretoria were used. The 1982 Manpower Survey of the BFA proved particularly useful in establishing the present distribution of skilled staff in the industry by hotel grading and by geographical area. Performance ratios were calculated relative to capital invested and to revenue earned. The lowest staff to room ratios were used as criterion for optimal and most efficient usage of staff. The model thus developed with the aid of the Hewlett Packard STATP computer program, was based on actual present performance of a certain category of hotels. Unlike other approaches reported in the literature, a clear distinction was here made between skilled and unskilled labour. This distinction is considered to be of prime importance to any developing country where a shortage of skilled staff generally prevails, in contrast to a vast supply of untrained labour.

ENGLISH ABSTRACT: Education and vocational training in South Africa are currently in the throes of various changes, especially with regard to the college sector. The process commenced after 1994's historic first democratic elections in South Africa. The rationale for these changes presently taking place regarding education and vocational training is the total transformation of this system inherited from the apartheid era. These changes will put South Africa in a position to prepare itself for the challenges of the twenty first century, especially in the context of globalisation. Subsequent to the apartheid era many more opportunities on international markets arose for the country than ever before. In this context of globalisation it is thus indispensable for the country to dispose of a well trained and skilled workforce. In this connection the need for training also becomes closely allied to the macro economic plan, GEAR, of the South African Government. For the purpose of this thesis the first and second phase of the changes in the education and vocational training system in South Africa were investigated. The first phase was the policy formulation that gave rise to the Act on Further Education and Training, Act 98 of 1998. This then provided the impetus behind the process of transformation in further education and training. The second phase is the implementation phase, currently being executed. In addition, the historical roots of the present changes in the relevant education sectors were discussed. Four strategic aims of the above changes in education and vocational training are highlighted: The South African Qualifications Authority is to take charge of quality control and standards in the new South African qualification system. The National Qualification Framework is to establish a structured qualification framework for the new Further Education and Training (FET) system. Learnerships, replacing apprenticeships, are being envisaged for the vocational and inservice training system. New ways of funding the FET system, with special reference to the sector education- and training authorities. Finally a description follows of the implementation of these on the national, provincial, and specifically the college level as FET institutional level. On the basis of research undertaken, various interim findings are elucidated concerning the implementation of the changes in the education and vocational training system.

An assessment of the nutritional status of a representative sample of an urban African population has not previously been conducted, nor the extent to which the traditional diet has been abandoned for a western diet. To meet this end, a cross-sectional analytic study was carried out on a representative sample (N=1146) of the urban African population, aged 3 - 64 years in 1990. Particular attention was paid to specific at-risk groups viz. preschoolers (aged 3 - 6 years; N=163), adolescents (aged 15 - 18 years; N=119) and adults (19 - 44 years; N=649). The interrelationships of dietary intake with socio-economic status, demographic indicators as well as measures of urban exposure were also examined. A further aim was to determine the extent to which this rapidly urbanising population ' s macronutrient profile had shifted from a traditional towards a western atherogenic dietary pattern. This analytic study was nested in a community-based descriptive survey on risk factors for cardiovascular disease. A multi-staged, proportional sampling strategy was used. Quotas were used in the final stage of sampling, based on the age/sex distribution of a 1988 census conducted by the local authorities. Dietary data were collected by means of the 24-hour recall method, by Xhosa -speaking registered nurses who had received intensive training. Anthropometric measurements were taken, and blood samples were drawn according to standard procedures. Socio-demographic questions elicited information on the physical environment and facilities, educational level and employment status. Information was also elicited regarding urban exposure relating to lifetime migration history, thus incorporating retrospective temporality into the study des ign. From these data, an index of urban exposure was established by calculating the percentage of life spent in an urban environment. Univariate analyses of dietary, anthropometric and biochemical vitamin status were used for the descriptive components of the study of the three specific at-risk age categories. Bivariate analyses examined the effects of selected proxies of socio-economic status, and urban exposure on dietary intake. Finally, multiple linear regressions were performed on the preschoolers (N=163) and adult sample, aged 15 - 64 years (N=983) incorporating additional indicators of socio-economic status as predictors, and dietary intake data as outcome measures. Correspondence analysis further explored the relationships between dietary atherogenicity (using the Keys score) and other risk factors for degenerative disease.

ENGLISH ABSTRACT: Transformation is an inevitable consequence of human resource practices and includes the political imperatives, behavioural transformation and the turnaround change. Gender equality is a critical component of the United Nations Resolution on Human Rights (Resolution 1325). Women are subjected to a variety of barriers that determine their organisational experiences, and therefore the achievement of gender equity requires the elimination of patriarchal practices, stereotypes and attitudes that perpetuate their marginalisation. Striving for gender equity within the armed forces should not reduce women to being passive victims of the transformation agenda as they operate both during conflict and peace-time. The representation and empowerment of women into decision-making structures and the protection of their rights can be spearheaded through the gender mainstreaming strategies. In the South African National Defence Force (SANDF) transformation placed greater emphasis on racial representivity to the neglect of gender equity. This situation has effectively contributed to the gender dialogue which aimed to assess the implementation of gender equity objectives. Furthermore, it is the guiding principle on the participation of women in the military to enhance gender representation and the attainment of self-actualisation and excelling in their areas of responsibilities. The purpose of the study was to explore the extent to which the SANDF supports gender transformation imperatives to ensure gender equity and it further investigated gender integration within the SANDF as a supportive theoretical analysis. The conceptual framework of gender transformation and gender mainstreaming in the military, and in particular within the SANDF, in the context of Employment Equity was conducted. To make an objective and informed assessment, the attitudes and perceptions of middle management and lower management of both the SANDF were measured. Data were collected from respondents through three sessions of facilitated focus group interviews and a semi-structured self-administered questionnaire. The sample was drawn from the Pretoria region. The findings of the study indicated that the DOD top leadership is supportive of gender transformation by the effective promulgation of transformation policies and the improvement in the representation of women in decision-making structures. The military environment is trying to create a conducive environment for women by providing resources, the essential training for women to maximise their potential, and furthermore by allowing their inclusion in all areas including deployment areas.
I have examined the relationship between the art institution and its social base, and the way in which legitimacy is sought and maintained under changing social circumstances. The social pattern of 'avante garde artist' vs. 'philistine public' has tended to be the context within which 20th century art has developed. The consequent disjuncture between the public art institution and its social base was subsequently accepted as the natural condition of Fine Art production. During the 1980's, two significant factors were to influence this 'natural' condition: i) The demise of 'modernism' internationally, ' which broadened the scope of allowable objects for consideration as Fine Art. ii) Political mobilisation in South Africa was accompanied by calls for democratisation and charges of 'elitism' being levelled against many public institutions. These factors have combined to make the S.A. art institutions (public galleries, tertiary teaching institutions and national art competitions) re-assess their legitimacy, particularly in terms of 'accountability' and 'representativeness' . A close examination of these two factors is essential if one is to gain insight into the current condition of the public art institutions. This research is an attempt to understand the history and the current nature of the shifting relationship between the art institutions and the 'public' in South Africa. A further goal is to assess the extent to which concepts that are valid within the realm of the polity can be transposed into the cultural realm: A tendency prevalent within the cultural debate in South Africa during the 1980's. The emphasis of this mini thesis is on the artworld's perception of its social role. I therefore look at the way changing attitudes are reflected in the statements and writing of leading figures within this sector. The method is to critically analyse texts that pertain to my chosen area of research.

Streszczenie:
The Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (Nepad) acknowledged and recognised the centrality of good governance within the context of the African Peer Review Mechanism (APRM), an innovative mechanism acceded to by member states of the African Union (AU) as a self- monitoring mechanism for good governance. South Africa is one of the countries which acceded to the APRM in 2003. Accordingly, South Africa appointed a National Governing Council (NGC) under the chairpersonship of the Minister of Public Services and Administration as the focal point to develop a strategy to manage the national APRM process. The NGC was constituted of business, the disabled, civil society, churches, trade unions, government and women’s coalitions thus ensuring all relevant stakeholders are represented. As part of South Africa’s country assessment, questionnaires dealing with the four core thematic areas of the APRM were sent through to the public by community development workers. In addition, four technical assessment agencies were appointed to assist in conducting research on the four thematic areas. The primary objective of this study is to examine the theoretical approach to the study and the African Peer Review Mechanism’s contemporary relevance to South Africa, its intended beneficiaries and an assessment of South Africa for the period 2006. The study revealed that Proportional Representation (PR) and floor-crossing have an impact on the sustainability, relevance, long term development, vibrancy and profundity of constitutional democracy in the country. Clearly, since the dawn of the democratic dispensation in South Africa the electoral system introduced is such that it had to take into account the challenges the country faced during the apartheid system of governance. In this context, enough space for free political competition in the country was created. On the basis of the findings of the study, it is patently clear that the time allocated for the CSAR was minimal and the country should have been given at least two years so that the self assessment could have been extensively done. On the issue of HIV and AIDS and its relationship to socio-economic conditions, it was revealed that the country has a lot to do in this regard. The debilitating effect that HIV and AIDS has on the lives of the citizens requires clarity of policy and strategy, consistency in public communication and the need for sustained partnerships amongst all relevant stakeholders. At another level, there was a call for a basic income grant although government does not necessarily support it. Based on the research findings above, a new research area outlined under recommendations can be conceptualized for further research and it requires some attention.

The intention of this dissertation is to clarify the psychological processes and effects which operate in the political detention situation, and to outline effective treatment and coping strategies. An overview of research literature and theory is provided, and the importance of viewing detention within a broad socio-political context is emphasised. In the analysis of the detention situation a number of variables likely to be operative are considered. Solitary confinement, torture, interrogation, reactions to severe stress situations, and uncertainty, unpredictability and uncontrollability are given separate discussion, prior to an at tempt to con sider the interaction of these variables in the detention situation. This projected picture is compared with case material gathered in the area. It is noted that political detention is not a uniform experience with a uniform set of effects. Rather, the effects are seen to be dependent on the particular differences in response. Nevertheless, political detention is shown to be commonly both objectively and subjectively severely stressful, with a strong likelihood of the detainee developing debilitating psychological sequelae. Post-traumatic stress disorder appears to be commonly implicated, and symptoms may persist for many years. Family and community members and organisations to which the detainee belongs suffer not only the effects of the loss of that person, but also the problems of effectively helping him or her to reintegrate. It is shown that detainees have commonly drawn on a number of resources or strategies to counteract the potentially debilitating effects of detention. The importance of prior preparation for the detention experience to facilitate an accurate appraisal of the situation and better coping is emphasized. Useful strategies that may be learned or fostered are outlined. A multidisciplinary approach to treatment that acknowledges all of the difficulties and needs particular to any specific ex-detainee, and that draws on as broad a range of available supports as possible, is stressed. Physiotherapy, psychotherapy, medication where necessary and family involvement are recommended. It is shown that much may be learned from Canadian and European units that rehabilitate victims of torture - mainly from South American countries: but that strategies need to be adapted to South African conditions.

This study examines the economic impact of cigarette excise taxes in South Africa. In particular, it looks at the economic impact of increasing excise taxes, or in effect, reducing consumption, and the resultant impact on output and employment in the economy. Real cigarette excise taxes in South Africa have steadily declined over the period 1970 to 1995. As a result there has been a concomitant decrease in the real retail cigarette price, caused primarily by the tax component. The South African government has however, since 1995, despite vociferous opposition from the industry, effected tax increases greater than expected inflation to adjust the cigarette duty back to its former levels. The tobacco industry has argued that such actions will result in job losses. The industry has argued that, regardless of its effects on physical health, tobacco plays an important role in the communities' economic health, generating employment and contributing vital revenues to government coffers, which in a country like South Africa with high unemployment, has strong political appeal. This study examines these arguments. The first part of the paper looks at the effect of taxation on consumption and government revenue. Using a price elasticity estimate of -0.6 for South African cigarette consumption, a simulation model of the government's tax policy is run. This shows that the government's policy on tobacco taxes has been non-optimal and revenue could have increased by 2 percent, had the government maintained the real value of excise duties. The results suggest that an optimal tax for the government could be set at a level higher than the current 52 percent of retail price which, contrary to industry arguments would maximise government revenue. The second part of the paper, then addresses the question of employment losses in the economy in the wake of increases in excise taxes by government. An input-output model is used and the methodology is based on the assumption that expenditure switching will occur from cigarettes to other goods and services in the economy. The model is tested using 1995 data. The study looks at the impact on output and employment from this alternative spending and examines the argument that increased excise taxes will result in job losses. The results suggest that the economic effects of increased excise taxes on cigarettes, which would result in a change in personal consumption behaviour away from cigarettes, will not have the harmful effects on employment that the industry claims. South Africa as a whole would have gained net increases in output and employment if smokers quit their habit completely or even partially during 1995. The government's current taxation policy therefore bodes well for public health, public finance, and the economy.

Streszczenie:
Arterial pathology is one of the main contributors to cardiovascular diseases and mortality. Several studies have been done to investigate the association between changes in arterial dimensions and cardiovascular risk factors. During the process of ageing, the structural and functional properties and capabilities of arteries are altered. The arterial lumen increases with age and thus the arterial diameter could be used as an indicator for the overall ageing process. Researchers have reported sexual dimorphism in arterial dimensions for several arteries. Body size may confound the effect of sex on arterial dimensions because vascular surgery may be more difficult in smaller patients who may have proportionally smaller arteries. Smaller patients are likely to have shorter necks, which may limit surgical access to the carotid arteries. The question arises whether sex or body size contribute more to dimensional changes. The aim of this study was to evaluate the influence of specific parameters (age, weight, height, body mass index and sex) on the variations in arterial anatomy in a South African population. A primary reference data set was compiled regarding these variations for a cadaver population. This primary reference data set will serve as the first step to a greater database of arterial measurements that could be sorted according to the above-mentioned parameters. To determine whether the results were an accurate reflection, a secondary data set was compiled for a living population and compared with the results from the cadaver population, specifically for the parameters age and sex. For the South African population studied, smaller arteries were found in females and no statistical significant difference was observed between the elastic arteries and the muscular arteries. Only the coronary arteries showed a statistical significant difference between the left and right side. The left coronary artery had a larger outer and inner diameter as compared to the right coronary artery. The results showed no statistical significance between the cadaver and living population, the left common carotid and left subclavian arteries being the exceptions. Arterial size increased with an increase in body size and age. Data on normal arterial dimensions for a South African population is scarce, but essential when evaluating whether a dilatation or stenosis are pathological. Knowledge of the normal arterial dimensions at a specific arterial site can contribute to early diagnosis and successful intervention for a variety of cardiovascular conditions.

Pełny tekst źródła
Streszczenie:
This study uses a general historical overview of luthiery that provides the reader with a basic understanding of construction techniques and terminology as a point of departure. From the outset the lack of consensus over an ideal or desired construction technique is highlighted. However, Torres is credited with the establishing of a perceived Spanish tradition of guitar construction and acknowledged as the “father” of the modern guitar. This will serve as a basic framework in which a discussion of six prominent past and present international luthiers can occur. These luthiers, namely Antonio de Torres, Hermann Hauser, Robert Bouchet, Daniel Friederich, Jose Romanillos and Greg Smallman are included in this study by virtue of their influence on the South African luthiers that are featured here. It is noted that these six luthiers, with the exception of Greg Smallman, all adhere to the “Spanish tradition” of guitar construction. Smallman can be considered a foremost proponent of a more recent “modern” school of guitar construction characterized by various innovative construction techniques. These are a result of new demands placed on the guitar as performance instrument because of larger concert venues and more collaboration with different instruments, resulting in a need for a stronger tone and more projection and penetration in sound. These two “poles” of luthiery are then manifested in the discussion on the seven featured South African luthiers. Alistair Thompson, Colin Cleveland, Mervyn Davis, Garth Pickard, Marc Maingard, Rodney Stedall and Hans van den Berg are discussed with special mention made of the features of their instruments, woods used and thoughts on luthiery, against the backdrop of their biographies. The four South African luthiers who build within the “Spanish tradition” (Pickard, Maingard, Stedall and Van den Berg) are distinguished from the three who build outside this so-called tradition (Thompson, Cleveland, Davis). South African luthiery is therefore shown to be an accurate microcosm of luthiery in global terms with styles of construction ranging from very “traditional” to very “modern”. The critical reflection on the information contained in this study appears in the form of a hermeneutic critique on luthiery that occurs within the parameters of the thought of two prominent hermeneutic thinkers, Martin Heidegger and his student, Hans-Georg Gadamer. It is shown that the collaboration that often occurs between guitar makers and performers can be related back to Gadamer and his analysis of Heidegger’s notion of the the hermeneutic circle. It is also argued that luthiery as practiced by the international and South African luthiers featured in this study can be seen both as art and technology in ancient Greek terms in that they are both a mode of revealing. Finally, it is shown how luthiery in its entirety can be viewed as a tradition and that different luthiers respond and add to this tradition in various ways.

It initially started as a small trend amongst health conscious people, developing into a staple product, to being difficult nowadays to imaging Rooibos not being available for sale. As Rooibos gained popularity on the extremely competitive German food market, marketing strategies had to change accordingly. To reach the mass market, it was necessary to market Rooibos at the discounters and supermarkets, important for the German grocery industry. Advertising also played an important role as through TV and pring media many consumers can be approached and therefore product awareness increased.

The following dissertation considers the ways in which we have come to perceive of our post-apartheid South African urban spaces. It focusses on the representation of our contemporary urban spaces as I posit that they are re-imagined in the works of Phaswane Mpe, K.Sello Duiker, Nadine Gordimer and Lauren Beukes. In particular, it is concerned with the representation of Johannesburg, and specifically Hillbrow, in relation to the space of the rural, the suburban enclave and the city of Cape Town. I argue that while so-called urban ‘slums’ such as Hillbrow have been denigrated in the local imaginary, the texts that I have selected draw attention to the potentialities of such spaces. Rather than aspiring to ‘First World’ aesthetics of modernity then, we might come to see such spaces as Hillbrow anew, and even to learn from them as models, so as to better create more fully integrated and dynamic African cities.

ENGLISH ABSTRACT: About half a million students matriculate from South African high schools each year, with limited environmental education and an underdeveloped capacity to live sustainable lives. This does not seem to be the case in some other parts of the world, where many high school students appear to be receiving education that is relevant to the socio-ecological crisis. The rationale of this thesis was to understand this phenomenon and explore what could be done to improve the situation for South African teenagers. This was a desktop study based upon systematic literature review methodology. The primary research objectives were to describe the local context of the study, explore emerging environmental education theoretical themes and detail a number of practical initiatives from around the world. The research process culminated in the fourth objective, which was to consolidate the work into key learnings for South Africa, with particular reference to South African teenagers. A backdrop to environmental education was provided that included a discussion on the global socio-ecological crisis, development and sustainable development in South Africa. The definition and use of the term “environmental education” was justified. In this instance, it is an inclusive definition that incorporates eco-literacy, ecological learning and education for sustainability. In addition to this, a brief comparative history of sustainable development and environmental education has been tabulated. Key theoretical themes in environmental education cluster around the centrality of place. Six themes are presented, namely space and place, trans-national education and third-culture kids, claims of transformation, principles of environmental education, institutional innovation, and the sustainability researcher. Three kinds of practical initiatives emerged in the literature review. These are “green fields” environmental education (brand new institutions), “moving train” environmental education (adaption of existing organisations) and “plug-in” environmental education. Eight initiatives are described, providing examples for all three of these groups. The key learnings for environmental education in South Africa and South African teenagers conclude this thesis. Among other key learnings, the value of the radical perspective is presented, as well as the benefit of perceiving environmental education through different lenses, including a historical one. The link between environmental education and food is explored. It is suggested that the theory and praxis of place-based education exerts a gravitational pull on many aspects of this work. It seems that place-based education provides a “holding space” for environmental education in South Africa, and a starting point for future research or practical application.

Swart, Jan-Erik. "An exploratory study of South African choral identity with specific reference to three regional children's choirs". Thesis, Nelson Mandela Metropolitan University, 2012. http://hdl.handle.net/10948/d1013205.

Streszczenie:
This qualitative mini-treatise explores how South African choral identity is perceived by three regional children’s choirs, facing challenges of representing cultural diversity against the background of an ongoing process of social transformation. The study proposes that choirs from South Africa project a distinctly South African “choral” identity which they themselves have constructed by fabricating a mental representation of themselves, and which they project outwardly by means of a range of musical and extra-musical elements observable in the cultural product and artifacts generated over time. The researcher has analyzed a selection of cultural products and artifacts of the Eastern Cape Children’s Choir, the Cantare Children’s Choir and the Tygerberg Children’s Choir, in order to identify common practices among three subject choirs which sustain their continuity, in terms of Richard’s definition of identity (in Torres 2008: 3): “to name a set of practices which subjects may adopt in sustaining both the individual and, to varying degrees, collective continuity”. Research findings indicate that subject choirs are perceived, and project their choral identities, according to their musical ability to communicate and interact with other world-class choirs. Recurring practices undertaken by each subject choir, in order to maintain their international perspective, are identified as key to sustaining their continuity. Choral identity is furthermore strongly influenced by the choral tradition of the choir and the role of the conductor in developing their choral tone. This study is significant to regional children’s choirs seeking to overcome challenges of renegotiating cultural identity, as well as sustaining and expanding choral singing as an art form in South Africa.

Thesis (MPhil)--University of Stellenbosch, 2004.
ENGLISH ABSTRACT: The World Wide Web should become more important as technology advances. Because people use the Web differently to traditional media, media companies should investigate the new medium to fully reap its benefits and to understand its future impact on their revenue streams. British media companies have co-operated and invested heavily in the Internet for years and continue to do so through content portals, typically web sites for their newspaper titles. They initially did so to protect themselves from entrepreneurs who potentially threatened their classified advertising revenues with Web-only classified advertising directories. Classified advertising works better on the Web. A newspaper's website seems to have no adverse effect on its circulation. Via their websites, newspapers can reach and market to people who would otherwise not buy them. British advertisers are spending more on advertising online and on advertising in the regional press. Rapidly expanding Newsquest is the second-largest British regional publisher. Its management structure is hierarchial and it aggressively controls costs. Although the digital media department of Newsquest (London) has some flaws (notably when it comes to communication with other departments), its strategy is generally sound. Newsquest's newsrooms are multi-media and all journalists contribute to and maintain newspaper websites. Most of Newsquest's Internet revenue comes from charging classified advertisers more for uploading their adverts to the websites. The adverts are listed in Fish-t, a classified advertising database maintained by most UK regional publishers. Whereas Newsquest's regional policies are generally sound, national plans and software programmes are often not suitable for such a devolved corporation. Newquest's strategy of aggressive cost control by underpaying staff (and hence often not being able to retain top performers) jeopardises its classified advertising revenues, as the competition it faces on the Web is larger than in traditional circulation areas. Greater automation is necessary to bypass shortomings and errors made by low-performing staff. The Watford Observer's website is operated similarly to a free newspaper. Newsroom staff are encouraged to take ownership of it and emphasis lies on convincing online readers to buy The Watford Observer in print. The website plays an important role in marketing the newspaper and mainly generates profit by providing added value to advertisers. The newspaper's circulation has been falling for some time and some senior managers ascribe this to the Internet. By means of a home delivery system that allows people to subscribe to the printed newspaper online, circulation could be boosted through the website. The current subscriptions model is ineffective. With the exception of CaxtonlCTP, some major South African media companies with regional titles follow a pro-active newspaper website strategy. Although there is a critical mass of wealthy consumers and technological development is sufficient, government telecommunications policy and the telephone operator's monopoly seriously undermine Internet use and media companies' profits from it. As technology advances (portable, fold-up displays are not far off), newspaper content may in future be displayed exclusively online. This is problematic, as display advertising is ineffective on the Web. Newspaper publishers could acquire mobile telephone operators and Internet service providers to control these developments. Newspaper companies must (and many do) accept they need to be multimedia publishers in the future. South African media companies are forced to maintain low-key Internet operations until government telecommunications policy changes. Newsquest's online business model is an example what could potentially be achieved.

Bibliography: leaves 128-148.
The impress of history has been particularly profound in the sphere of environmental perception, in that South Africans, both black and white, have had their notions of the environment shaped by the political forces of the past. Accordingly, this study is placed within the context of historical geography, as its open-ended techniques and multi-disciplinary approach is regarded as the most appropriate way of undertaking a study which crosses both historical and environmental boundaries. A contention fundamental to this study, is that South African environmental awareness and knowledge is at a fairly low level and that black environmental interest and concern in particular, ranges from apathy to outright hostility. It is further contended that the attainment of mass environmental literacy is essential for the success of the environmental movement in this country and that this in turn, is dependent on the adoption of a strategy incorporating an integrated historical, social and political perspective. Historico-political factors such as: the impact of the colonizing process; the dispossession of the indigenous peoples; the effect of racial attitudes; discriminatory land legislation and, in particular, the imposition of the apartheid system in 1948, are evaluated in terms of their effect on the development of black environmental attitudes. The culmination of these factors has led to a distortion of environmental perceptions and attitudes, as well as to the alienation of blacks from the environment. Conversely, the initially exploitative white response to the environment gradually incorporated a preservationist element, subsequently evolving into a conservation ideology which generally ignored black interests and perspectives. The policies and activities of the first black environmental organizations are detailed, in an attempt to place their achievements in historical perspective. Research in this area was conducted using primary sources. Interviews with selected environmental and mass democratic organizations in the Greater Cape Town Region were conducted. Using the techniques of the focused interview, their stance on environmental issues was established and their proposals for a future environmental strategy elicited. It was found that, while only one of the nine mass democratic organizations evaluated had an environmental policy, they were all committed to the establishment of a democratic society as well as to the concept of mass participation in environmental politics. Based on the insights gained from the historical aspects of the study, as well as an assessment of the proposals put forward during interviews, it is concluded that certain preconditions .are necessary for the successful implementation of future environmental strategies, if blacks are to become involved in environmental issues. These are: the destruction of apartheid; the establishment of a democratic state and the enhancement of individual quality of life.

Balt, Laurent. "An evaluation of Greene's resource theory of party dominance with reference to the South African case". Master's thesis, Faculty of Humanities, 2021. http://hdl.handle.net/11427/33635.

Pełny tekst źródła
Streszczenie:
The African National Congress is commonly thought of as a dominant party, which poses an explanatory problem – how and why is it dominant? Greene (2007) proposes that orthodox electoral market explanations fail to explain the persistence of dominant parties, and advances that “hyperincumbency advantages” (i.e. resource and policy advantages accruing to the dominant party) best explain how dominant parties persist, and that the decline in these advantages is linked with decline in party dominance. Greene's early analyses took place before the ANC qualified as a dominant party in his model: this dissertation seeks to explain whether his theory explained the ANC's party dominance and its declining electoral and ideological dominance. Methodologically, a theory-testing case study incorporating process-tracing approach is taken. The ANC's hyperincumbency advantages are described through case studies of the party's funding mechanisms, its relations with public resources, and a specific study of patronage within the ANC during Jacob Zuma's presidency. This dissertation finds that Greene's hyperincumbency approach was insufficient to accurately explain the ANC's dominance or its decline. Firstly, the ANC's electoral and ideological declined even as its access to public resources through what Greene terms a “national patronage system” increased. Secondly, the expansion of the aggregate opposition vote has been mostly due to splits off the ANC and declining partisan alignment with the party, rather than declining resource imbalances. An historical analysis of factionalism within the ANC since 1994 is undertaken. Factional dynamics within the ANC have proven important to party dominance, as the direction of patronage became primarily targeted at winning intra-party battles, and lack of factional management repeatedly caused damaging splits off the ANC. This thesis suggests that approaches to dominant party studies should consider the importance of factional management in maintaining party dominance, as a necessary but potentially insufficient condition.

ENGLISH ABSTRACT: Morbidity and mortality are national problems that affect a vast number of children and young adults each year in Circumcision Schools. The number of children who either get sick or die of traditional circumcision school is probably high. "In one study of penile mutilation practice (in 1990) of the Xhosa tribe of Southern Africa, 9 % of mutilated boys died: 52 % lost all or most of their penile shaft skin: 14 % developed severe infectious lesions: 10% lost their glans penis; and 5 % lost their entire penis. This represents only those boys who made it to the hospital," (Denniston and Milos, 1997: v). The problem is still the same and this could mean that the true complication statistics is likely to be much higher if the entire South Africa is taken into consideration. Although traditional circumcision was well intended, the recent spate of death puts it under threat. Besides, there are many other controversial acts that are taking place within the school itself. There are many illegal schools instituted by inexperienced traditional surgeons. The plight is further worsened by the commercialisation of the traditional institution. It is painful to note that the camps which were normally held in winter for children to heal faster are now also held in summer. The outmoded system of administration in this institution and the health hazards experienced, confronts parents, children and the entire community with a dilemma - a dilemma that warrants ethical reflection. The dilemma poses a serious challenge to the cultures that practice the traditional ritual of circumcision. Many of the advisers of this thesis agree (the likes of Prof. C.S. van der Waal, Prof G. Tangwa, Chief T.l Ramovha, Traditional healer Mashudu Dima and Dr D. Sidler) that we don't have to do away with the school as such, but that there is a need to either change and improve certain things in this school. Social change and medical awareness seem very important in this regard. The hurdle created by this dilemma, though daunting, can be overcome. We need education, cooperation, dialogue, rationality and true reflection on our culture to work this problem out. Until our children are safe from the threat of morbidity and mortality, no one is safe. I therefore think that many human errors could paint an unfavourable picture on the traditional Circumcision School, whereby creating ethical dilemmas. The ethical dilemma could be a starting point for critical reflection on culture and tradition with the hope for change and future progress. It is such a challenge that Circumcision Schools should face and which they urgently need.
"In one study of penile mutilation practice (in J 990) of the Xhosa tribe of Southern Africa, 9% of mutilated boys died: 52% lost all or most of their penile shaft skin: J4% died developed serious infectious lesions: J0% lost their glans penis; and 5% lost their entire penis. This represents only the boys who made it to hospital" (Denniston and Milos, 1997:v).

Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

ENGLISH ABSTRACT: This thesis is an exploratory study into the feasibility of the use of wordless picture books with the aim to develop a culture of and love for reading within the South African context, as approached from my viewpoint as an illustrator. Despite a growing body of literature that advocates the use of wordless picture books in educational and literacy development, not much research exists on their use within the South African context exists. Additionally, there are few locally published wordless picture books available in South Africa, with the market being dominated by American and European imports. Those that do exist locally lack variety and are largely labelled as educational. In addition, South Africa has a very low general reading rate, with reading and books being viewed as synonymous with an academic activity or obligation. Further, children are not encouraged to read for enjoyment at home, as their parents often do not have a reading culture of their own. Although educational books can be used in the home for joint reading, the use of books that are created for ‘strictly educational purposes’ leads to a risk of losing the magic of reading purely for enjoyment. A risk that runs parallel with this is the perpetuation of this negative view of reading in general. The inherent characteristics of wordless picture books serve as motivating factors that could contribute to developing a more positive attitude to books in general, and as such, foster a culture of reading that parents can transfer to their children. Through a semiotic and narratological analysis of wordless picture books, as well as a conceptualisation of the medium in my practical work, I debate the strengths of the medium as applied to the South African context. An empirical study forms part of this research in an effort to understand better how these books would function in joint reading between a child and their parent or primary caregiver. My fundamental argument is that the creation, production and use of this genre of picture books should be considered more favourably, and warrant further investigation within the South African context.

This study seeks to understand and examine the role of public policy units with a specific focus on the South African National Parliament Policy Management Unit (PMU). The problem being investigated is that of a lack of constructive support and debate in understanding the role and functions of policy management units. Thus, the scope of the study is limited to policy management units with the South African Parliament PMU as a special reference. The primary objective of this study is to investigate the role of policy management units, with particular reference to the PMU in the South African Parliament. The secondary objectives will then be to provide a theoretical perspective of the role and functions of policy management units
and to develop a case of the PMU in Parliament for further analysis and examination. Examples of existing policy units and the support they have with parliaments will be produced, assessed, and explored.

Streszczenie:
This thesis identifies realistic export opportunities for South African products in the rest of the world and specifically in the rest of the African continent. The method chosen to achieve this goal is the Decision Support Model (DSM) developed by Cuyvers et al (1995) and Cuyvers (1997) that was specifically designed to assist export promotion institutions in planning and assessing their export promotion activities. This model is positioned into the international market selection literature and four main refinements to the DSM methodology are introduced to address the limitations of the model and to make it more applicable for the South African international trade conditions. The refined model is then applied to identify product–country combinations with the largest export potential for South Africa in the rest of the world and in the rest of the African continent specifically. The refinements to the DSM filtering process introduced in this study contribute to the effective use and application of the DSM results by South African exporters and more focused export promotion activities by South African export promotion organisations. The four refinements include (i) running the DSM on a HS 6–digit level, (ii) introducing a method to calculate the potential export value of each identified export opportunity in order to prioritise between the product–country combinations identified as realistic export opportunities, (iii) taking the production capacity of South Africa into consideration in order to identify export opportunities that can be pursued immediately due to the country's existing revealed comparative advantage in the production and exportation of these products and (iv) developing a market accessibility index per product–country combination from a South African point of view on a HS 6–digit level in order to make filter 3.2 (barriers to trade) of the DSM applicable for South African conditions. The results of the application of the refined DSM to identify export opportunities for South Africa in the rest of the world include the top 50 worldwide export opportunities. There are 17 countries in which the top 50 worldwide product–country combinations identified as export opportunities for South Africa are located. These include the United States, Japan, India, the United Kingdom, Canada, China, Germany, Israel, Hong Kong, the Netherlands, Australia, Belgium, Singapore, Indonesia, Saudi Arabia, Italy and Brazil. Mineral products (coal, copper and aviation spirit); transportation products (1500 - 3000 cc automobile engines and diesel powered trucks); stone/glass (diamonds, platinum and rhodium) and metals (aluminium, iron/steel structures, nickel) are the product classifications within the top 50 worldwide product–country combinations that hold the largest worldwide export potential for South Africa. In terms of the product–country combinations with the highest export potential for South Africa in the rest of the African continent, there are 18 countries in which the top 50 product–country combinations for South Africa in the rest of the African continent are located. These include Nigeria, Namibia, Ghana, Morocco, Egypt, Zambia, Tunisia, Kenya, Uganda, Zimbabwe, Botswana, Mauritius, Tanzania, Senegal, Mozambique, Algeria, Malawi and Cote d'Ivoire. The products with the highest potential export values in the top 50 product–country combinations for South Africa in Africa include mineral products (aviation spirit, iron ore, sulphur and coal) and transportation products (1500 - 3000 cc automobile engines and diesel powered trucks weighing less than 5 tons).

Magister Artium (Social Work) - MA(SW)
The effective and efficient delivery of social services in South Africa has suffered as a result of the apartheid policies and practices. Now that we have legitimate political structures in our country, social workers in local authorities have the opportunity to take their rightful place in our social service delivery system. In order to enhance the quality of life in South Africa, we must ensure that people are not serviced at a distance. The broad intention of this study is to critically examine social work practice in local authorities in South Africa in order to identify the pertinent elements of a model of practice and to clarify the role of the local authority social worker. Five theoretical issues are identified within structural Marxism which was selected as the theoretical orientation for this study. These are the individual-society relationship, basic needs and services, social change, community participation and professionalism. The literature review of the h-uman services rendered by local authorities in the United Kingdom and the U.~nite-d-S-ta-tes of America, and in South Africa. of which there is a Raucity of research, sensi-ti-ze-d-the res-earcher to the-relevant issues and debates, and informed the empirical study.Ten (10) directors and fifty (50) social work practitioners of social services departments completed the mailed questionnaires. The response rate was, 24,39% and 27,47%, respectively. The empirical data has provided important information about the rationale and types of social services provided by local authorities in 1992-1993. To varying degrees, casework, group work, research and community work/development are practised. While the latter method was purported by many respondents to be their priority, casework was found to be the most popular method. These services were often provided because no other services existed in the area or were inaccessible. In most cases, the social services departments, unfortunately, did not have a mission statement nor terms of reference to guide their planning and interventions. As the majority of the South African population were excluded from the political process, local authority structures were discredited by many people and this caused anxiety among many practitioners and tensions with the communities. There was a high level of co-operation between social services departments and their respective health departments. The conclusions drawn from this study are that local authorities should provide social services through a comprehensive social services department which should include, among other, the health department; and that local government is an important site for the practice of developmental social work. Other researchers could build on this foundation so as to develop clearer policy and practice guidelines for this field of speciality.

The aim of this thesis is to analyse and highlight the key issues facing the South African textile industry as it attempts to re-align itself, from an industry that operated in a highly protected manufacturing and policy environment, to an industry confronted with globalisation, increased competition, improved foreign market access and important environmental issues. Critical challenges facing the South African textile industry, and that in many other developing and developed countries, include the increased need for international competitiveness, the integration of environmental issues with trade aspects, and the potential impact that non-tariff trade barriers may have on the textile production pipeline. Trade patterns and value chains in the 21 st century will not necessarily resemble those of the past century. Tariff barriers are increasingly giving way to technical or non-tariff barriers, and there is a growing emphasis on environmentally preferable production methods, especially in the developed world. This has important consequences for developing countries like South Africa, and presents specific challenges and opportunities.

ENGLISH ABSTRACT: As early as the unification of South Africa in 1910 enforced discrimination in the military has been an issue that affected both race and gender. The advent of democracy in South Africa has brought fundamental changes in spheres of governance. One of these changes is the transformation of the public service of which the Department of Defence, in particular the South African National Defence Force, is part. The constitutional and judicial imperatives stipulated to the government departments to be representative of the demographic composition of the population of South Africa. The Department of Defence has provided a policy on equal opportunity and affirmative action to redress the racial and gender imbalances of the past, to protect individual and groups against unfair discrimination andto work towards achievement of employment equity. The study seeks to establish the extent and influence of gender discrimination in the South African National Defence with particular reference to the SA Army's Western Province Command. To achieve this, the attitude of the middle and top management of the WP Command towards the utilisation or employment of women in combat roles were assessed. The study also investigated whether the mentioned management does encourage women to be involved or participate in combat roles. Data was collected from respondents by means of a structured questionnaire consisting of 58 questions (plus 8 unstructured questions). The sample was drawn from the SA Army's WP Command and the focus was on middle and top management. Findings of the study indicate that the SA Army's WP Command's middle and top management supports the equality of men and women in general, but is reluctant to allow women to participate in combat roles side by side with their male counterparts. Although there seems to be an understanding and support for the policies of addressing equal opportunities, traditional cultural beliefs or stereotypes about women still shape and influence the acceptance and the non-acceptance of women in combat roles Finally, recommendations highlight issues of consideration when drafting policy vis-a-vis the utilisation of women as combat soldiers.

This study investigated relationships between marketing success, the level of external environmental complexity and turbulence, and marketing mix tactics. The literature suggested that more successful companies in simple and stable environments use stabilising marketing tactics, while more successful companies in complex and turbulent environments use destabilising tactics, regardless of industry habits, management preferences or market sector. A marketing mix model for the different environments was developed using a chaos and complexity theory perspective. The study was exploratory, using a qualitative, case study technique. Data was collected via depth interviews and document analysis from four companies in the information technology (IT) and packaging industries. These industries were identified as, respectively, the most complex and turbulent, and the simplest and most stable, South African environments. Two companies from each industry were chosen to reflect more successful and less successful companies. The more successful company in the complex/turbulent environment was found to use destabilising tactics, as did the more successful company in the simple/stable environment. Therefore, contrary to expectations, it appears that destabilising tactics contribute more to success than stabilising tactics do, regardless of the environment. It was also found, contrary to expectations, that stabilising tactics were used by both the less successful companies. The research concluded that destabilising tactics are related to more success and stabilising tactics to less success. The lack of clear differentiation between the two industries may be because the whole South African environment is complex and turbulent, because the packaging industry is not sufficiently simple and stable to differentiate it from the IT industry or because packaging industry managers perceive their industry to be complex and turbulent and act accordingly. Despite these uncertainties, the research showed the marketing mix model to be reasonably accurate for the complex/turbulent environment, and therefore of potential value to South African companies. To overcome the equivocal findings, further research is recommended in different industries, in countries with different levels of complexity and turbulence and into specific marketing mix tactics. Research into managers’ perceptions of environmental complexity and turbulence and into co-evolution of marketing tactics and external environments would also be of value.

Thesis (MA)--Stellenbosch University, 2000.
ENGLISH ABSTRACT: This thesis presents a discussion of a photographic representation of lesbian identity in Southern Africa. Two photographic series, Does your lifestyle depress your mother? and the Dyke Career Series (collectively referred to/exhibited as Lavender Menace) produced during the period 1997 to 1999 form the practical component of this MA submission. Lavender Menace is considered in relation to lesbian identity, lesbian social visibility, stereotypes and the relationship between photography and 'reality'. The various readings that the works can be said to have, are discussed and an explanation of the purpose in photographing the 'ordinariness' of the lesbians who were imaged, is included. A historical overview of the concepts 'lesbian', and 'visibility'specifically in South Africa during the last 50 years, and how homophobia has affected lesbian life is presented in Chapter One. In Chapter Two, the notion of stereotypes is examined, particularly those of the 'butch' lesbian and the 'lipstick' or 'chic' lesbian. Neither of these stereotypes is entirely accurate and the role of stereotypes in potentially disseminating mis-information and prejudice, and how this influences potential ways of identity construction, is discussed. It can be seen that this influence of stereotypes on lesbians and lesbian visual representation cannot be ignored as the dominant stereotypes in society are too pervasive. The notion of readability is explored in Chapter Three. The constructed nature of photography, specifically with regard to Lavender Menace, is discussed in relation to truth, theatricality, the use of text and possible readings of the work. An explanation of my particular purpose in choosing to photograph in the way I did is included, concluding that although meaning is not fixed, the intention of the artist can be visually presented in a 'legible' manner (if desired) to assist possible interpretations. This thesis/research has been utilised to inform my own artistic production, by exploring the questions and issues raised while producing Lavender Menace, namely lesbian visibility, the use of stereotypes and how images are interpreted. This thesis and Lavender Menace should contribute to the general research area by promoting social visibility of lesbians in South Africa.

The broad theoretical concern of the thesis is to elucidate the relationship between material culture and social relations, and to counter the analytical separation of cultural form and social practice, which is a pervasive problem in archaeology and material culture studies in general. This problem is addressed with reference to museum practice, focusing in particular on the social role of artefacts in two contextual domains - that of everyday life, as interpreted in ethnographic fieldwork, and that of a museum, which is in itself a complex cultural artefact. These two contexts are linked by the concept of recontextualization, which I suggest is a pivotal process in both museum practice and archaeology. The theory of 'structuration', as formulated by Anthony Giddens, is drawn on to overcome the problematic separation of cultural objects from social subjects. This leads to the conceptualization of meaning in material culture as being socially constituted and context-related, and the relationship of material culture to social relations as being one of mediation rather than objective reflection. Emphasis is thereby given to material culture as a resource that is actively implicated in the construction of social relations and identity. This theoretical approach is applied in two field studies and two museum studies. The former, undertaken in Transkei and the Transvaal Lowveld, investigate material culture in the social matrix of everyday use; the latter, undertaken with reference to the Ethnography section of the South African Museum, illustrate the process of recontextualization, which I regard as operating at both physical and cognitive levels. It is argued that processes of recontextualization, inherent in museum practice, inevitably change both context and the object-subject relationship, and therefore alter the range of meanings that objects evoke once located in a museum. Despite the apparent authenticity of exhibited artefacts, I argue that museum representations are composite artefacts of museum practice, rather than objective reflections of reality. I suggest that reflexive awareness of professional practice as social practice should be built into both archaeological texts and museum representations, through which knowledge of the social past is conveyed to the general public. This is consistent with the argument throughout the dissertation for an integration of object and subject, and a recognition of human agency, past and present. In conclusion, I argue for a more sensitive, reflexive approach to museum practice that would encourage an awareness of social context, and invite a more active participation by viewers in the generation of meaning. The dissertation is a contribution to this end.

ENGLISH ABSTRACT: The wine industry in South Africa has the potential to produce wine of world-class quality, but simultaneously large volumes of inferior quality wine are produced annually and sold in the market in cheap, low-quality packaging, making up the bottom end of the alcoholic beverage market. The study investigated the South African wine industry to determine where the industry is headed. The document focussed on inexpensive wine that is sold in cheap packaging to determine who drinks it and what the effect is on the wine industry. The methodology followed was to perform a literature study of the current situation of the South African wine industry. Personal interviews were conducted with members of wineries and companies to determine if the sales of foil bags influenced the sales on their products. The study found that the packaging, in which the inexpensive wine is sold is not the problem, but rather the quality of the wine that goes into the cheap packaging. The banning of wine sold in foil bags from the market in July 2005 shows a commitment from the industry to improve the image of the industry. It will, however, not solve the social problem of alcohol abuse in South Africa, as the profile of the inexpensive wine drinker indicated that if cheap wine is not available, they would change to any other form of cheap alcohol that is available. It is recommended that the quality of the products sold in cheap packaging must be improved. To improve the quality of the product, quality standards must be put into place in the industry that suppliers must adhere to. Policing in the industry needs to be improved to ensure that everybody adheres to the regulations. The industry must help with policing by mobilising industry resources.

In this thesis, privatization means the restriction of the Christian Gospel to the private, spiritual concerns of the individual. A privatised Gospel is a dualistic, individualistic, spiritualised, and a-contextual distortion of the Christian faith. It either deliberately avoids the public sphere or responds to it in an uncritical and ineffective manner, thus, it is vulnerable to manipulation by group interests. The term the "South African Baptists" includes the 19th century pioneers who formed the Baptist Union (BU) in 1877 and those Baptists who have since been either full members of the BU or Associations of it. It also includes those groups who have since broken away from the BU such as the Transkei Baptist Union and the Baptist Convention of Southern Africa. For reasons of space, this thesis concentrates on the white and African components of the South African Baptists. Chapter one provides an explanation of what is meant by privatization and who the South African Baptists are. Chapter two outlines and defends the sociological, historical and theological methodologies employed in the thesis. Chapter three elucidates the Reformation roots of the Baptist tradition and, in particular, the importance of the influence of the Anabaptist tradition. Chapter four shows that only certain of the more privatised English Baptist traditions have been stressed by South African Baptist writers, whilst the important elements of social involvement and radicalism have been ignored or neglected. The fifth chapter of the thesis argues that the 19th century South African Baptists perpetuated a Eurocentric and privatised form of the Christian faith and conformed to colonialism. Chapter six deals with the period between 1892-1977 and shows that despite their verbal censure of the government, the BU propagated segregation and white domination within its own structures. Chapter seven, reveals that whilst many within the BU have exhibited reactionary or reformist approaches, the Fellowship of Concerned Baptists and the Baptist Convention, in particular, have resisted the privatised theological praxis that has dominated the BU for so long. Chapter eight, finally, proposes that the Baptists learn from their past and develop a more holistic theological praxis.

Streszczenie:
As part of the Accelerated Shared Growth Initiative of South Africa (AsgiSA), the South African government is focusing on improving the country's export performance (Department of Trade and Industry, 2006a). One of the objectives of the Department of Trade and Industry (DTI) is to increase the level of South African exports through the development and implementation of strategies for targeted markets. The DTI commissioned a study to scientifically identify priority products and markets in order to justify its export promotion activities and to ensure that government resources are effectively allocated. Tills led to the development of the Decision Support Model (DSM) by Viviers and Pearson (2007) as an instrument to identify realistic export opportunities for South Africa. The Viviers and Pearson (2007) study adapted and refined the methodology of Cuyvers et al. (1995) to the South African circumstances and used a sequential filtering process to identify realistic product/market export combinations for South Africa. The outcome of the DSM for South Africa was 9690 SITC product/market opportunities in seventy-four countries, clustered in twelve geographic regions. One of these regions was the Middle East. The DTI indicated the need for a study on South Africa's export opportunities to the Middle East as a result of their prioritisation of regions for export promotion. This need is therefore the rationale of this study. The research objectives were to analyse the identified Middle East countries and determine the product with the most realistic export opportunities to two of the Middle East countries and lastly, to develop a market profile to assist the DTI in promoting the exports of this product to these countries. In this study, several methods of product and market selection were investigated in order to determine the most suitable method to identify the product/market opportunities from the DSM to the Middle East. The product selection method selected involved a three-phase filtering process to determine the product with the highest export potential to the Middle East. The analysis was based on a cluster-selection process. It was determined that fruit juice was the product with the highest export potential to the region. The market selection process used a composite market potential index to determine which country in the Middle East had the highest potential for exports of fruit juice from South Africa. The two countries in the Middle East with the highest potential to import fruit juice from South Africa were Oman and Qatar. A market profile for the export of fruit juice to Oman and Qatar was developed. The market profile provided an economic overview of the two markets, analysed the market potential of fruit juice and provided technical information regarding the requirements for the export of fruit juice by South Africa to Oman and Qatar. The results of this study firstly indicate to the DTI and exporters that South Africa should export fruit juice to Oman and Qatar and secondly presents a market profile with detailed information of the process to follow in exporting fruit juice to these countries.

ENGLISH ABSTRACT: Pierre du Plooy co-founded Prophyta (Pty) Ltd, a company that provided technical consultation services in the fields of horticulture and soil science to the South African deciduous fruit industry. Initially, the founders employed goods-dominant logic, viewing their services as intangible products that needed to be sold to clients. Between the founding of Prophyta in September 2012 and November 2014, Pierre du Plooy’s value proposition, service offering and revenue model diverged from those of other consultants in Prophyta, to the extent that he resigned from Prophyta and became an independent horticultural consultant. The study focussed on Pierre du Plooy’s existing clients. The clients were surveyed to determine their satisfaction with the current service offering, their interest in additional services, their openness toward alternative revenue models and key success factors according to them. A questionnaire was designed and 29 clients were invited to participate in the survey. Six responded, resulting in a response rate of 21 percent. Client satisfaction with the current service was measured using SERVQUAL. Fifteen statements applicable to the horticulture advisory service were made and respondents’ expectations and perceptions measured on a five point Likert scale. The values obtained for the expectation and corresponding perception per statement were used to calculate a difference score. A negative value for the difference score meant the perception of the current service exceeds client expectations regarding the statement in question. In general, the clients were satisfied with the current service offering. Two main aspects needed focus. A horticulturist needs to stay up-to-date with new research and technologies, requiring him to stay abreast of relevant literature, as well as attending symposia and production areas abroad. A horticulturist also has to be very attentive to keep classified information shared by clients confidential. The first aspect relates to the creation of new knowledge, the second to strengthening and building of relationships based on trust. According to the literature, both these aspects form the bases of competition and are very important in obtaining and maintaining a competitive advantage. It is recommended that Pierre du Plooy focus on above-mentioned aspects in order to maintain a sustainable competitive advantage over competitors. It is also recommended to repeat the client survey every two years in order to monitor changing client expectations and make sure client needs are being met.

In the Xhosa culture, Nguni cattle have always been valued due to cultural rituals purpose but were not viewed from a development perspective. In fact, traditionally, in Xhosa society, cattle were used not only as primary sources of food such as milk, meat and other related secondary products, but in the performance of rituals. From milk one can get sour milk (amasi) which is a staple diet for both young ones and adults. Furthermore, butter, which was traditionally used for cosmetics purposes, is also derived from milk. Thus, the focus of this study is on the paradigm shift, as well as the role played by cattle in Xhosa cultural rituals and agriculture.

ENGLISH ABSTRACT: Scientific research that focuses on South African females’ success in engineering is limited. The South African engineering workforce and universities have been encountering challenges in attracting and retaining as many females as possible in these fields. This research assignment seeks to advance the understanding of challenges and reasons that contribute to most female learners shying away from engineering studies at tertiary level. To achieve this, Grade 11 and Grade 12 Mathematics and Physical Science female learners from six different schools, which are in a single educational circuit, were observed and interviewed. Mathematics and Physical Science are the two subjects which are prerequisites for engineering studies at any South African higher education institution. For this reason the research focused on female learners who were studying both these subjects. This study also includes a literature review of factors affecting South African women engineers in the labour market. This includes the factors that females around the world consider before choosing a career and the reasons why females stay in their chosen careers. The findings highlight a number of variables that contribute to females’ underrepresentation in engineering. These variables include societal expectations, perceptions of females in careers that are historically male dominated, the quality of education that female learners receive at school, female learners’ performance in Mathematics and Physical Science, guardians’ support of careers chosen by female learners, learners’ knowledge of the various career streams, the use of home language in teaching subjects assessed in English, family responsibilities, and university admission requirements for engineering. Suggestions on how some of these challenges can be mitigated have been highlighted in this research assignment. The main points are:  The need for career guidance workshops and companies’ exhibitions to be taken to the students’ schools where attention can be given to the students of one school at a time and companies can facilitate discussions with learners about the types of work that their companies offer.  Encouraging and advocating for greater parental involvement in the students’ studies as this can reduce the number of students who do not study on a regular basis.  Offering of teaching employment to candidates who fully meet the requirements for the positions they are applying for especially for core subjects like English, Maths, and Science.  Adding engineering faculties to the two universities in the Limpopo Province and giving bursaries or financial aid to help school girls who want to study engineering at university  Teaching school girls time management skills from an early age so as to help them know how to balance the time they spend on each subject. Further details on how some of these suggestions can be achieved are discussed in the last chapter of this research report.
