Purpose With the aim of finding a balance between social and economic benefits, the social economy has reemerged in the crisis of the welfare state. The Fordist welfare state can be characterized by state-provided welfare, the mediation of paid work and welfare by the labor market and redistributive policies. Globally, neoliberalism and the market have given rise to social exclusion; in this context, the social economy is emerging as an alternative to the market domination of societies. This paper aims to construct a conceptual framework of welfare provision in an open innovation era. Design/methodology/approach The welfare state system between the Fordist welfare state and post-Fordist welfare state is different on provision and delivery of welfare service. To construct the conceptual relation among the social economy, the state and the market and welfare provision in the social economy, this study mainly used the literature review. Findings Attention should be paid to civil society at the local level to ignite social economy through open social innovation. Various social actors in the local community need to change and develop the social economy with collaborative entrepreneurship and collaborative economic mindsets. Research limitation/implications This paper presents the welfare service model led by social economy and open innovation, as well as social change. To fill the shortage of welfare provision caused by crisis of the welfare state, social economy is considered as an alternative for neo-liberalism. This study emphasizes that endogenous local development is a prerequisite for social economy as a welfare supplier. Practical implications In the social economy, reciprocity, democracy, self-help and social capital at the local level are emphasized. Also, open innovation put emphasis on collaboration economy among the local community, firms and the public sector: this emphasis can be expected to affect the welfare provision system and the social relations surrounding welfare. To address social problem and social needs, the social economy can adapt and apply the open innovation model. Originality/value The previous researches on open innovation mainly deal with the business sector and the public sector, but this paper has a focus on the relation between provision of social welfare and social innovation. The social economy is likely to function properly on the foundation of open social innovation.

This study aims to determine and analyze the causes. What is meant by social problems and who are people with social welfare problems (PMKS) and potential sources of social welfare (PSKS)? And how can social welfare be realized in the midst of society? This research method used is empirical juridical method. Sources of data use primary and secondary data. Data collection methods are carried out by interviews and literature techniques through literature studies by reading, studying books and related laws and regulations. The problems of this research were analyzed with the theory of democracy, theory of elections and theory of social problems. This result research shows that in overcoming social problems is constrained by the low community participation to participate in handling social problems in the field. Therefore the role of the government is to be able to develop awareness in the community so that the nature of social volunteerism that exists in the community can arise so that the character to help others through individuals and communities and organizations can emerge. If only relying on the government's helping hand through the social programs disbursed, it has not been able to solve or close the gap in social problems that arise in the community. Furthermore, the government must be able to match the existing potentials in the community so that it can be used as a core force in building a network of social pillars in the community.

In spite of social issues like destitution, financial inequality, etc., developing countries like India strive to have unprecedented economic growth. India has two different social welfare sectors. One is formal or organized and another one is informal or unorganized sector. The organized sector is run directly by the government, state-owned businesses, and private companies. It offers their workers a fair amount of social protection through mandatory laws covering certain things. The unorganized sector is covered by a defective network of social welfare and benefits offered by the national government of a federation and the relevant state governments. This article describes the constitutional position of welfare in India along with an outline of its historical development. With regard to the unorganized sector of the economy, it offers a summary of some major promotions and safety-oriented welfare programs and policies, including those that deal with problems like unemployment, health, education, and poverty. Further, it discusses the history and evolution of central and respective state governments in social welfare, the goals and nature of social welfare, and social welfare schemes.

The Covid-19 pandemic has colored socio-religious life to this day. One way to respond to the pandemic is by carrying out social activities that benefit the community. This article will discuss three academic problems, including; First, how did the idea of sadaqah centelan come about during the Covid-19 pandemic. Second, how to innovate social action with sadaqah centelan. Third, how the community responds to sadaqah centelan as social action innovation. This research was conducted at the Al-Karomah mosque in Wiyung Surabaya. The data collection method used in-depth interviews with people directly involved in the sadaqah centelan activity at the Al-Karomah mosque. Some of the research findings include; first, effectiveness, efficiency, and on target with the assistance provided by the mosque for worshipers who stop at the mosque or live around the Wiyung area; second, the implementation of the sadaqah centelan is carried out by taking the alms that the mosque management has provided for congregations who have economic limitations. On the other hand, those who can give alms can take the alms package program, which varies nominal value. Third, the community appreciates the initiation of the committee, which can provide convenience and comfort to the congregation. Sadaqah centelan is an effective and efficient strategy in reducing the risk of spreading covid-19. The innovation in charity teaches Muslims to increase social worship and create a social distraction during the pandemic can be an inspiration for other mosques in grounding alms in innovative ways.

For much of the post-war period, the advanced industrial nations of Europe congratulated themselves on having it both ways: successful capitalist economies which also provided effective welfare states – affluence plus social justice. Commentators have traditionally seen social democracy as the friend of social welfare. More recently, the virtuous liaison of social democratic politics with successful democratic welfare capitalism has been called into question. Welfare states face pressures from economic globalisation, population ageing, spending constraint and changes in labour markets and in family patterns; it is argued that traditional social democratic approaches find it difficult to pursue policies that will enable welfare states to adapt and continue to combine high social standards with economic growth in the changed conditions of the twenty-first century. In short, the social democratic welfare state is outmoded.
