O presente artigo tem como objetivo analisar a formação da agenda governamental que favoreceu a reestruturação do Portal da Secretaria Municipal de Educação de São Paulo, a partir do debate público proposto à sociedade pelo Programa de Reorganização Curricular e Administrativo, Ampliação e Fortalecimento da Rede Municipal de Educação de São Paulo – Programa Mais Educação São Paulo – durante a gestão do prefeito Fernando Haddad (2013/2016). Partiu-se da hipótese de que a gestão compartilhada da informação desenvolvida durante o debate e consulta pública do Programa Mais Educação São Paulo favorece a criação coletiva de uma multiplataforma de comunicação e informação digital, e que do ponto de vista teórico está em consonância com os conceitos propostos pelos múltiplos fluxos, vistos em Kingdon (2003). Ao final de nossa investigação qualitativa, ficou evidente a contribuição da comunidade escolar e da sociedade para legitimar o novo portal para a Secretaria Municipal de Educação de São Paulo.

Access to finance is one of the most significant challenges for the creation, survival and growth of small and medium enterprises (SMEs), especially, innovative ones. However, forced bank mergers by Central bank of Indonesia may hurdle SME financing and growth. Using the financial data of seven Indonesian bank mergers within 2004-2009, periods three years before and after the merger, this study examines whether bank mergers may hurdle SME financing and growth. The study concludes that bank mergers in Indonesia decreased SME crediting but increased bank performance and SME crediting no longer influenced bank performance either. Bank mergers hurdle SME financing and growth.

Virtual Cooperation among SME firms can be analyzed from different theoretical perspectives. This paper considers e-cooperation among firms under asymmetric information. Firms cooperate jointly to produce some output or service, and they organize in teams whose firms’ characteristics are imperfectly observed. Suppose firms can observe their efforts or actions but they cannot observe the disutility of effort which they can discover after the contract is signed. The objective of this paper is to analyze virtual cooperation contracts under hidden information based on the original papers of Holmstrom (1982) and Rasmussen (1987). Some conditions are derived under which it is possible to implement an optimal sharing rule for a virtual team of SME under a hidden information frame.

The article illustrates the importance of the German Credit Guarantee Scheme to overcome credit restrictions for small and medium-sized enterprises (SMEs). By analysing the results of semi-structured interviews with German bank managers, it is demonstrated that the provision of a guarantee from a guarantee bank fosters learning by creating lending relationships and allowing a diminution of information asymmetries. Moreover, the research reveals some new aspects regarding the profitability of lending banks. The respondents indicate that profits rather decrease when a guarantee from a guarantee bank is included. However, the results also reveal that the provision of additional services (known as cross-selling) and the support of the region are considered to have a positive impact on the overall profitability and therefore on the willingness to include guarantees that make available bank loans to SMEs. Consequently, the research provides empirical results that expand existing conceptual literature.

More than 20% of small businesses that started in March 2018 failed within a year. Small business owners would benefit from strategies to identify and mitigate constraints from inception for business survival because business failure rates are higher among small businesses less than five years old. Grounded in the theory of constraints, this qualitative multiple case study aimed to explore strategies small business owners use to sustain beyond one year of operation. The participants included six small business owners in Georgia who successfully sustained their business for five years. Data were collected using semistructured interviews and analyzed using Yin's five-step data analysis approach. Three themes emerged: improving operational effectiveness, addressing marketing derivatives, and enhancing leadership competency. Key recommendations for new small business owners are utilizing bootstrapping techniques, offering customer-driven products and services, improving business networking, and strengthening leadership training. Positive social change implies the potential for local people's employment opportunities through business growth, leading to decreased poverty and improved living standards.

Objective - Despite extensive research on Entrepreneurial Orientation (EO) and innovation and performance, there are still limited resources on how these areas benefit Small and Medium Enterprises (SMEs). There are various financial aids and support services that are provided to SMEs. Despite this, SMEs still tend to perform quite low. This paper aims to identify the link between EO and SME performance using innovation as a mediator. Methodology/Technique – To achieve this objective, a quantitative approach is used. Questionnaires are collected from 285 SMEs in Peninsular Malaysia. Structural Equation Modelling (SEM) analysis is applied to test the hypotheses on the direct and indirect relationships between EO and SME performance through innovation. Finding - The findings of this study show that only two aspects of EO (innovativeness and proactiveness) have significant relationships with SME performance. Interestingly, all dimensions of EO have a direct impact on innovation. Further, innovation has a direct effect on SME performance and is a significant mediator between EO and SME performance. Novelty - These findings indicate that EO is a strong predictor of Innovation and SME performance. The discussion provided in this paper strengthens the body of knowledge on Entrepreneurship and acts as a benchmark for future studies on EO, Innovation and SME Performance. Type of Paper: Empirical. I discuss experiences in the development of four broadband public networking projects in New York State in order to see an implication for future small or medium-sized enterprise over such public networks. The projects were funded under a state program to diffuse broadband/advanced telecommunication technologies in economically depressed areas of the state. Through the broadband networks, I critically argue characterization of next generation public network (NGPN) in reference to small medium-sized enterprises (SMEs). I identify several facets of an NGPN drawing on a longitudinal study of the network development in four New York communities. As broadband public networks diffuse, small businesses being left out of the loop. The idea of SME application and service may itself be at risk. My approach to the socio-technical challenges involved in the design and development of broadband public networks is outlined.

Purpose Timely access to reasonably priced financing is critical to promote and sustain small and medium sized businesses (SMEs). This study aims to examine the role of the newly constituted SME exchanges in funding the growth of Indian SME firms. The impact of obtaining public equity capital on the firm’s growth prospects, capital structure and credit profile is the focus of this paper. In addition, this study compares the cost and speed of raising capital on specialised SME exchanges to the main board. Design/methodology/approach To examine the impact of raising public equity capital, this study uses a difference-in-difference (DID) regression analysis. SMEs that raised financing on the SME exchange between 2013 and 2018 make up the treatment sample. This study uses a propensity score matching technique to find the control group from a sample of unlisted enterprises to reduce the likelihood of selection bias. Findings This study finds that SME profitability drops after an initial public offering (IPO), which is consistent with previous research. This study also discovered that after a company is listed, its total debt falls. This study also shows that after the IPO, there is no change in the borrowing costs of SME enterprises. Finally, this study finds an evidence of a decline in sales growth following the IPO, implying that the firms use the IPO money to rebalance their accounts after a period of heavy investment rather than for growth finance. Originality/value A thriving and efficient equity financing market for SMEs has the potential to establish itself as a viable alternative to the existing dominant bank financing option. To the best of the authors’ knowledge, this research is the first to examine the role of SME exchanges in the funding of Indian SME firms.

The rapid development of information technology encourages small and medium enterprises (SMEs) to accelerate digital transformation to increase their sustainable competitiveness. However, improved entrepreneurial skills must also support technology readiness to adopt e-commerce. This study aims to analyze the influence of entrepreneurial skills and e-commerce, which mediate the factors of technology readiness, top management support, and competitive pressure, on SME performance. The partial least squares structural equation modeling (PLS-SEM) was applied to estimate the research model on data from 520 respondents who actively use e-commerce in their business activities in Jakarta, Indonesia. Data were obtained by distributing questionnaires directly to SME. The results showed that entrepreneurial skills and e-commerce adoption positively affect SME performance. Furthermore, technology readiness, top management support, and competitive pressure positively affect e-commerce adoption and have implications for improving SME performance. Finally, this paper provides recommendations for SME managers and practitioners to improve business performance: e.g., they should enhance their entrepreneurial skills and increase e-commerce adoption for operational efficiency.

He answered the machine! Why? What is easier to replace machines or people? Well machines of course. People have become the most valuable assets of SME because they have knowledge .. The recovery, development and competitiveness of SME depends on the ability and speed of using new knowledge and technologies (innovation capabilities). According to the European Commission, the creation, use and commercialization of new knowledge and technologies are essential for achieving competitiveness. The knowledge base encourages the development of innovations. Innovations as the most important source of change occupy a central place in the knowledge economy. Innovative SME are those who have implemented a one innovation. According to the OECD, a knowledge-based economy is an economy based on the creation, use and dissemination of knowledge and information. The innovative SME are the driving force for knowledge-based economy, they are the most efficient, most dynamic and flexible part of the economy and contribute to increasing the overall competitiveness of the Serbian economy. The paper presents the concept of innovative SME, development conditions and limitations. The importance that innovative SME have for the development of the SME sector in Serbia, as well as the creation of a competitive economy. The importance of the knowledge and innovation relation in innovative SME is also shown, as a key factor in the change and development of the economy as a whole.We given guidelines for improvement and further development of innovative SME in Serbia.

Nautički turizam selektivna je vrsta turizma koja se za gospodarstvo svih ekonomija Europe pokazala izuzetno važnom. Kao i turizam, tako i nautički turizam nije službena gospodarska grana pa ga nećemo naći u Nacionalnoj klasifikaciji djelatnosti (NKD), ali njegove poddjelatnosti možemo barem donekle prepoznati. Promjene NKD-a nastale 2007. donekle su prikrile izvore podvrsta nautičkog turizma, ali spoznaja i linija razvoja za istraživače ostala je prepoznata. Sukladno s time, prilikom procjene važnosti nautičkog turizma, promatrano s aspekta službenih NKD djelatnosti, tu činjenicu treba uzeti u obzir jer se time pridonosi službenoj ocjeni postignutih učinaka. Njegovi su učinci mnogostruki pa se za one neizravne procjenjuje 3 – 5 puta veća vrijednost nego za izravne. U nautičkom turizmu poslovanje marina vezuje za sebe najam plovila te bi se moglo reći da su ove dvije poslovne aktivnosti u simbiozi jer bilježe visok stupanj međuovisnosti. Ipak, profili njihova poslovanja, kao i tržišnog nastupa, bitno su različiti, ali to ne umanjuje njihovu povezanost. Upravo ta činjenica važna je zbog određenih promjena u razvrstavanju nautičkog turizma, što će se u ovom radu samo sporadično naznačiti. Posebna važnost podvrsta nautičkog turizma, posebno u uvjetima ekonomije Hrvatske, ima snažan poduzetnički karakter. Upravo ta činjenica ključna je za ovo istraživanje. Stoga je malo i srednje poduzetništvo, Small & Medium Entrepreneurship (dalje: SME), promatrano s istraživačkog aspekta, zanimljiv karakter marina businessa1 jer se na temelju analize sustava poslovnog djelovanja može raspoznati razina razvijenosti SME-a na makrorazini. Odnosno, da bi se SME razvio, važan je koncept prema kojem se razvija, što se u uvjetima ekonomijâ u tranziciji pokazuje kao ključan problem. Utjecaj države, njezina uloga i način postavljanja sustava po kojem se SME razvija pokazuju bitne razlike u ekonomijama u tranziciji, kao i u razvijenim ekonomijama Europske unije. Stoga će se u ovom istraživanju analizirati hrvatski i njemački sustav, iz čega će se, uz važne spoznaje, moći zaključiti o razlikama u razvijenosti misli o SME-u, što je ključan činitelj razvoja.

Purpose This study offers a comparative analysis of attitudes to small and medium-sized enterprise (SME) internationalisation in two different cultural settings, Wales and Brittany. The purpose of this paper is to conduct an in-depth investigation of attitudes to internationalisation among food and drink SMEs using mixed methods and focussing on both SMEs that internationalise and those that do not. This leads to a more comprehensive understanding of the issues influencing attitudes to SME internationalisation, which could facilitate policy development for such companies. Design/methodology/approach Mixed methods are used in this study to provide a richness of data in investigating this complex issue. The majority of research in this field has focussed on quantitative research, however, this study heeds calls for more plurality in research on SME internationalisation to achieve a more detailed understanding of the issues affecting SME internationalisation. This is achieved through an online questionnaire of 169 food producing SMEs in Wales and Brittany, informed by International Entrepreneurship theory. A second phase of semi-structured interviews provides more context to the questionnaire findings, with 37 interviews conducted with respondents from the questionnaire. Each phase was conducted independently, with findings triangulated for further investigation. Findings Companies of all characteristics have the ability to internationalise; however, cultural differences were observed between Wales and Brittany in both attitudes and the conditions for internationalisation. Breton SMEs displayed more proactivity to internationalisation, stemming from more favourable conditions, a greater reputation for food and more confidence. Conversely, Welsh SMEs were more reactive, relying on government support in encouraging internationalisation. Breton SMEs also benefitted from the strong cultural identity of food products, especially through the Produit en Bretagne brand and its network of producers. Originality/value The study makes both a theoretical and methodological contribution to research on SME internationalisation. The comparative study of Wales and Brittany is significant in understanding cultural influences to internationalisation in two regions where the food and drink industry represents an important part of the economy. The focus on a single industry is significant in understanding the particularities of internationalisation within an industrial context, as findings from studies across multiple industries are considered less generalisable. A methodological contribution is sought through using mixed methods to provide a more comprehensive study.

Purpose The purpose of this paper is to study the firm-level financial variables affecting the growth of small and medium-sized enterprises (SMEs). Design/methodology/approach The study applies a resource-based view to analyze the firm-level as well as industry-level determinants of SME growth. Empirical evidence has also been provided from a data set of SMEs in Sweden to support the hypotheses. For a robust statistical analysis, three models – ordinary least squares (OLS) regression, random-effects regression and fixed-effects regression – are used to examine the influence of explanatory variables on growth. Findings The findings of this study show a positive and significant influence of profitability, short-term debt and size on a firm’s growth across all three models. Results regarding the influence of long-term debt on growth, however, are mixed. While the results of a fixed-effect model show the negative and significant influence of long-term debt on growth, the results according to OLS and random effects show long-term debt positively related to growth. Research limitations/implications This study has been conducted over a period of four years and in the context of Sweden which may limit the generalizability of its results for longer periods and for different contexts. Moreover, the low explanatory power of the models implies the need to also consider other types of variables, such as managerial or socio-economic variables, to better explain the determinants of SME growth. Practical implications Understanding the determinants of growth can be important for policy makers, SME managers and financial institutions. The findings of this study can be used for designing policies which stimulate SME growth. Realizing the financial resources that influence growth can also help SME managers and financial institutions to understand each other’s need for better cooperation. Originality/value This paper applies different models for analyzing large and cross-sectoral data regarding SME growth in the context of Sweden.

In presenting two perspectives through which SME networking can be discussed, namely a system view and a view that considers networks as entities, this paper aims to contribute to the current discourse on SME network resources. A network-level performance measurement system emphasizes win-win situations in a network between the leader company and the other members of the network. The main objective of the present paper is to develop a measurement system for analyzing the value of resources and competencies in a production network, which can be used to complement existing network-level performance measurement systems. By taking into account the resources in a network environment in this way, the value of the whole network and its resources comes to represent the sum of the resources fit with customer needs, the co-operation ability and willingness of the network, and the entrepreneurial capability of the network to create new business opportunities.

Business transfers are linked to both the beginning and the end of entrepreneurial processes. A person can become an entrepreneur by acquiring an existing business instead of starting one, and exit from entrepreneurship can occur through selling the business. Business transfers are gradually becoming more common among small businesses, largely due to entrepreneurs’ aging, and thus deserve attention from entrepreneurship scholars. In particular, the issue of why and how business transfer negotiations fail without achieving a transfer has received little research attention. The purpose of this paper is to explore this phenomenon from potential buyers’ and sellers’ perspectives. The findings are based on a sample of 156 responses. The results suggest that the problems occurring in unfinished business transfers are quite numerous and the gaps between the views of the two negotiating parties are wider than in cases where business transfer negotiations are concluded successfully, indicating that the initial negotiation positions can be crucial. This research proposes some key elements to consider when planning an exit by business transfer and highlight the importance of unfinished small business transfers as an essential element of a dynamic business transfer market; a substantial proportion of the potential buyers and sellers are satisfied with the outcome even though the transfer did not occur.

This paper contributes to the literature on innovation brokerage by analysing the effects of brokerage activities on the innovation and growth of small and medium-sized enterprises (SMEs). The authors provide a detailed description of the Technology Transfer Service (TTS), credited as a European best-practice innovation broker, at Area Science Park in Italy. They then carry out an exploratory econometric analysis, the results of which show that the support provided by the TTS enables research–industry collaboration and has positive effects on product and process innovation in SMEs, but it appears not to affect the generation of new patents in SMEs. The results also suggest that the growth in innovation enabled by the support of TTS has a positive effect on the SMEs' revenue growth and job creation. However the innovation broker is more effective in relation to larger firms than it is for micro-enterprises.

This study offers insights into determinants of SME exporting according to the characteristics of exporting firms and their resources, thus contributing to a limited literature. The dataset comprised 4,838 respondents from a survey of the UK Federation of Small Businesses. The dependent variable used was two-category (‘do not export’ and ‘export’), allowing a binary logistic multiple regression approach to be used, with separate binomial (logit) regression equations generated for the complete sample and then for different firm age groupings, allowing relationships between exporting and each individual independent variable to be determined whilst holding all other independent variables in the equation constant. The results show that determinants of SME exporting include industry sector, age and the characteristics of the SME owner-manager, along with the firms' available resources, including the human capital of the owner-manager, use of technology and intellectual property. While an innovation focus was consistently found to be positively linked to exporting, a growth focus was not. These results inform both practice and policy, as the exporting activity of SMEs remains closely linked to economic development policy.

Business creation is seen as a fundamental strategic act in the sense that it is a tool for economic and social development. It enables the regeneration of the local productive fabric, creates jobs, enhances knowledge, transfers technology, develops creativity, innovation and contributes to wealth creation. The entrepreneur is at the origin of all strategic decisions, but is also the product of the environment to which he belongs. The quality of the territory is a parameter not to be neglected in the sense that it is more considered as a partner of the entrepreneurial act and as a basic resource for the entrepreneur. This article aims to understand the territorial factors determining the dynamics of business creation in the locality of Bejaia (Algeria), to identify characteristic features that will enable us to identify the typical profile of the entrepreneur from this region at the same time as the logic of perception of the territory of entrepreneurs. To do this, we will first present a review of the literature in order to draw a conceptual framework related to the subject of the study, then we will present the results of a field survey conducted with a sample of small and medium-sized enterprises (SMEs) in the locality of Bejaia (Algeria) complemented by a series of semi-structured interviews with the entrepreneurs interviewed.

The importance of bank financing for the growth and development of Small and Medium Enterprises is extensively documented in the literature. SME finance is essential not only to starting an SME business but also to enhance the growth of the business. Unfortunately, SME businessmen are facing difficulties in getting and repaying all kinds of financing in Bangladesh. Moreover, because of financing problems, SMEs cannot enter the manufacturing industry spite many potentialities. This research aims to identify key financing obstacles encountered by Bangladeshi SMEs and recommend policy guidelines to tackle those obstacles. Necessary data were collected through a structured questionnaire from 200 SME loan borrowers of 10 commercial banks by using a simple random sampling technique. Descriptive analysis was performed to analyze collected data. The findings indicate some constraints related to SME financing, such as higher interest rates, complex documentation, etc. SME borrowers face various obstacles before and after the sanction of SME loans. Although some initiatives related to SME financing have been adopted recently, most are not yet implemented. Moreover, SMEs' existing financing policies are inadequate, poorly designed, and inconsistent.
